Book Recalls the Magic of Pawtucket’s Beloved Fanny the Elephant

From the late 1950’s until the early 1990’s, Fanny the El ephant was the star attraction at Pawtucket’s Slater Park Zoo. Generations of children and their families rushed to meet, feed, and chat with this beloved gentle giant year after year. And it seemed that even Fanny knew her job was to bring delight and happiness to the zoo’s visitors. After her stint in Pawtucket, Fanny retired to a ranch in Texas where she spent her remaining days in the company of a companion elephant, roaming free. And although Fanny did leave the zoo, her spirit remained in the hearts of all who met her.

In her new book Fanny Returns to Daggett Farm, Paw tucket author Donna J. Crawshaw rekindles the joy that Fanny shared with everyone she met in a story that inspires and explores hopes and dreams. And with original line drawings supplied by Pawtucket illustrator Alyson Hopper, the book is destined to become an instant favorite for all those who remember Fanny so fondly.

Donna J. Crawshaw Donna J. Crawshaw spent much of her childhood catching pollywogs at Marconi Gardens, riding the carousel, ice skating on the pond, and visiting the Slater Park Zoo. She clearly remembers Fanny, the lion, bears, monkeys, and peacocks. As an adult, she spent many summers watch ing her children play little league games and tennis. She has a particular fondness for the Watercolor Society, Pawtucket Arts Festival and seasonal Christmas events in the park. Donna holds a Master of Arts in Rehabilitation Counseling and a Certificate of Advanced Graduate Studies in Mental Health from Salve Regina University. This is her first book.

RI DCYF Receives Approval for Family First Prevention Services Plan

The Rhode Island Department of Children, Youth & Families (DCYF) today announced the Administration for Children & Families (ACF) has approved its five-year Family First Title IV-E Prevention Services Plan. This plan will allow the Department to build upon its focus and mission of strengthening the capabilities and expanding the capacity of parents and caregivers to effectively care for their children and safely reduce the need for foster care where possible, keeping children and youth safe and healthy at home. In addition, it will continue to drive forward the goal of eliminating disproportionality and disparity in our child welfare system and create equitable access to services and programming within DCYF ensuring culturally appropriate options are avail able.

The Family First Prevention Services Act (FFPSA), enacted by Congress on February 9, 2018, is landmark federal legislation that offers a major opportunity for states to strengthen prevention services by allowing Title IV-E funding reimbursement for mental health services, substance use treatment, and in-home parent skillbased programs for children or youth who are at risk of entering foster care, pregnant or parenting youth in foster care, and the parents or relative caregivers of those children and youth.

“We believe – and local advocates, policymakers and com munity stakeholders agree – that passage of Family First is an opportunity that offers exciting possibilities for Rhode Island to be responsive to the specific needs of children, teens, and families,” says Governor Daniel McKee.

“Family First provides additional resources to promote innova tions and flexibility in our efforts thanks to federal reimbursement for prevention services. This is an important opportunity for us to engage the entire community in planning and implementation and gather ongoing feedback on improving our preventive services and practice models. This includes engaging with communitybased organizations, private providers, the community, and other stakeholders. I am grateful for the collaborative efforts taken by DCYF to lead this effort and I’m confident Rhode Island’s Family First plan will greatly improve the future of children, youth, and families in our state,” McKee adds.

Family First is based on several core principles shared by DCYF and its parent agency the Executive Office of Health and Human Services (EOHHS). These principles are reflected in DCYF’s vision, mission, and guiding principles. DCYF’s mis sion is to partner with families and communities to raise safe and healthy children and youth in a caring environment.

“A strong federal-state-community collaboration is the founda tion for Family First,” says EOHHS Acting Secretary Ana Novais. “We believe that the family, community, and government share

responsibility for children’s safety, protection, and well-being through a family- and child-centered wraparound model of care. Systems should work to keep families together whenever possible by providing access to prevention services so children and teens can grow up in their own home and caregivers who need access to treatments and support can improve their ability to care safely for their kids. The Family First plan will serve to help DCYF build on its ongoing efforts.”

Through Family First, DCYF will have the ability to enhance its efforts with respect to prevention and early intervention servic es to keep children safe, strengthen families and reduce the need for foster care whenever it is safe to do so. This five-year plan will give the state the option to use these federal Title IV-E funding for evidence-based prevention services and programs (EBPs).

“DCYF is excited to receive confirmation its Family First Prevention Services Plan has been approved by the Administra tion for Children & Families,” says Acting Director Kevin Aucoin. “This five-year plan was created through a partnership with our colleagues in our sister health and human service agencies, as well as the input from our community stakeholders. The Department’s plan codifies its efforts to work with stakeholders and the local communities to connect children, youth and families with services aimed at preventing child maltreatment. The plan emphasizes the value of child safety and well-being and strong families through collaboration with local communities and program providers.”

In Rhode Island, Family First will build upon the Department’s focus and mission by:

• Strengthening the capabilities and expanding the capacity of parents and caregivers to care for their children effectively and safely at home

• Reducing the need for foster care by partnering with families and communities to raise safe and healthy children and youth in a caring environment.

• Expanding the home-based service array that supports future procurements

• Continuation of work to shift the focus from out-of-home care to prevention and increased family stability and well-being.

• Investing in evidence-based interventions and applying a trauma-responsive lens to the continuum of prevention services.

• Partnering across systems (mental health, substance use disorder, juvenile justice, early childhood, health, etc.) to align prevention efforts.

Basic Center Program for Homeless & Runaway Youth Expands with 2 New Grants

Two years after the federal program was established in Rhode Island, the Basic Center Program at Family Service of Rhode Island (FSRI) will now be able to help even more homeless and runaway youth find emergency short-term housing through host homes, case management, and basic needs assistance, with the recent announcements of two expansion grants.

The Consolidated Homeless Fund grant of $109,183 over one-year funds a higher daily stipend for licensed Host Homes, and supplies funding for basic necessities during the stabilization processes, such as clothing and toiletries for the youth they serve.

Similarly, the HUD Rhode Island Youth Homelessness Dem onstration Program Grant of $223,713 over two years expands the age range of qualifying youth from 12-17 to also include 18-25-year-olds.

“The age expansion grant for the Basic Center Program is a huge step forward for us, as over the last few years we’ve received at least 7 referrals for youth who couldn’t be served due to their age,” said Candace Johndrow, Vice President of FSRI’s Hope Division. “But now, those youth could be served through this expansion.”

Licensed and vetted individuals and families who volunteer to be a Host Home provide a temporary living space in their home for a period of 21 days or less. Until the receipt of the Consoli dated Homeless Fund grant, they received a very small stipend to cover the expense of hosting a youth. With the new grant in place, FSRI was able to increase the Host Home stipend, and allow funds for basic necessities, like clothing and toiletries, that youth might need during the stabilization process.

The Basic Center Program is the only one of its kind in Rhode Island, offered by FSRI through funds awarded in a $600,000 HHS federal grant in 2020. The Emergency Youth Center can serve 8-15 youth at a time, with an estimated 130 youth served annually.

FSRI is pleased to offer an alternative to youth who find themselves in difficult circumstances. We want the youth in our community to know that there is a place they can turn to now, thanks to this funding, that will listen to them, partner with them, and help them move on to the next step.

Annual Event Raises Over $93,000 Families Experiencing Homelessness in Rhode Island

Hundreds of community activists and philan thropists gathered at the International Tennis Hall of Fame in Newport Wednesday night for the annual Fall for Lucy’s Hearth event, benefitting Lucy’s Hearth in Middletown. The event raised over $93,000 for children and families experiencing homelessness in Rhode Island.

“We are just so overwhelmed by the outpouring of support we saw last night, especially being back in person for the first time after two years of having to connect virtually due to the pandemic,” said Ashley Salemi Tarvis, Director of Lucy’s Hearth. “I hope even more organizations will join us to shine a light on the need for more affordable housing in Rhode Island.”

The event, hosted by Salve Regina University’s Aida Neary, honored Newport Restaurant Group as their Housing Hero, noting their incredible donations of meals and support to Lucy’s Hearth guests during the pandemic, even as they faced their own pandem ic-related challenges.

Additionally, the event honored Will Dewey as

Volunteer of the Year, for his long-time service and dedication to Lucy’s Hearth’s mission. Dewey has shown his support in a variety of ways, including making and selling his homemade pickles and offer ing tours of Newport Inns, with all proceeds going directly to support Lucy’s Hearth guests.

The guests heard a personal story from a Lucy’s Hearth alum named Brandi, who recounted the dif ficult times she endured while she and her daughter experienced homelessness. She thanked Lucy’s Hearth for offering her safety and support while she was healing and growing in her independence.

This year’s event featured a silent auction with generously donated prizes, including a round of golf at Newport Country Club, a helicopter trip over New port, as well as luxurious trips across the globe to places like Greece and Africa. Artist Tim Perry was also featured, providing unique pumpkin carvings that filled the event space.

Donations are still being accepted online here to assist Lucy’s Hearth guests on their journey from homeless to home.

Challenges ranging from potholes and salt dead batteries often test driv ers’ nerves. They want their vehicle to run smoothly when they get into the driver’s seat. At North Smithfield Auto Center, a family-owned, AAA-approved business located on 106 North Greenville Road, the five mechanics and service staff is ready address those needs. Owner Michael McAlister, Sr. purchased the building in 2005 after owning a similar shop in Bell ingham, MA. Their mission is completing all types of vehicle repairs, including RI State Inspections, correctly and affordably while getting motorists back on the road quickly. “How do run a good business? In 21 years, I have been able to figure it out,” said McAlister. “I love doing what am doing because each day is different. The people who come in become our friends. They are greeted with a friendly smile from either (Service Writer) Karen Ernst, my wife, Mary Anne, and/or me. The busi ness has grown over the years primarily because of word-of-mouth and networking. Why would consider retiring when love coming into work every day?” McAlister is no stranger to fixing things. He noted being interested in mechanics when he was young. He joined the U.S. Air Force and served during the Vietnam War. While serving overseas, he was named Crew Chief to fix jet engines. After leaving the Air Force, McAlister attended the Franklin Institute in Boston, MA become an Automotive Technician. He not only left there with a degree in that field but also with the MacTavish Award as Class Valedictorian. He went to work for Wellesley Volkswagen for two decades as Technician. In 1998, he opened Mike McAlister Auto Repairs in Bellingham, where he stayed until moving to North Smithfield 2006. McAlister said one of his proudest pro fessional distinctions is being an Automo tive Service Excellence (ASE) Certified Technician. He originally received the honor in 1979—two years after the pro gram begin. McAlister said he may be one of the first technicians earn the certifica tion. He added that he recertifies every five years to maintain his status. It is something that he takes lot of pride in having. “Many technicians take the test, pass, and never return to recertify,” he said. “There is so much to learn, and with cars constantly changing and evolving, why would someone the field want to keep up with what’s happening? have maintained this certification for 40 years, and intend on keeping it active for a long time.” His shop also prides themselves on repairing what must be fixed. McAlister said he hates the practice of “up charging” customers for unnecessary services and parts. He sees this when vehicles are close to their warranties expiring. He said those facilities look to sell the customers on parts that either are not broken or need repairs. He noted one example at the 15,000- mile check-up. While some places might tell customers the oil change is free, there might be other “services” that are extra once the car is on the lift. That usually leads to an unexpected and high repair bill, McAlister said. “A customer might need an oil change, air filter and fluids topped off. That service usually ranges between $50-80. However, another place might sell those same ser vices for $180 by adding unnecessary parts and services (to boost the price). Some places might charge $300 or more at the 30,000-mile checkup, when it should cost a fraction of that. “The best thing to do is ask questions and become more educated on your car so that you do not get ripped off,” McAlister added. “Most times, it could be a simple solution to problem or there’s no prob lem at all. Travel Advisory Reminder: Second Pontiac Avenue Bridge Slide to Take Place This Weekend

The Rhode Island Department of Transportation (RIDOT) is reminding motorists that the second weekend bridge slide for the Pontiac Avenue Bridge in Cranston is scheduled to begin Friday night, November 18. All roads are expected to reopen by 6 a.m. on Monday, November 21.

The bridge slide requires a closure of Pontiac Avenue at the Route 37 overpass. Parts of Route 37 East will be affected but travelers will access the Pontiac Avenue ramps to move easily on Route 37.

RIDOT expects travel delays and strongly encour ages travelers to consider alternate routes to access the busy Reservoir Avenue commercial district, including the Garden City and Chapel View shop ping centers.

RIDOT constructed the new bridge decks along Pontiac Avenue adjacent to Route 37. Like last weekend, RIDOT will demolish one half of the bridge and slide the new bridge deck into place us ing multi-wheeled, self-propelled modular trans porters.

The Department recommends drivers consider alternate routes such as Route 10 to Route 2, I-295 to Route 2 and I-295 to Route 37 to reach their destinations. Signed detours include:

Route 37 East: Use Exit 1E (Pontiac Avenue) to detour, getting back onto the highway using the nearby Route 37 East on-ramp. Police officers will be present to keep traffic flowing through the detour.

Pontiac Avenue Southbound: Use Sockanosset Cross Road westbound to Route 2 South to the onramp to Route 37 East.

Pontiac Avenue Northbound: Use the on-ramp to Route 37 East and use Exit 2B for I-95 North, looping back onto Route 37 West (Exit 31B) and taking the off-ramp at Exit 1E to Pontiac Avenue.

The bridge slides are a form of accelerated bridge construction that saves an additional 24 months compared to conventional construction methods. This rapid approach minimizes the overall disruption to traffic and the surrounding commercial districts, limiting noise and vehicle emissions associated with much longer duration construction projects.

This $75.9 million, multi-bridge project is repair ing deficient bridges along the Route 37 corridor with preservation, major rehabilitation, and/or reconstruction of 15 bridge structures in Cranston and Warwick. Six of these bridges are structur ally deficient. Four will be replaced and two other bridges will be rehabilitated. The project also in cludes safety improvements at the Pontiac Avenue interchange from Route 37 West.

Route 37 is a critical east-west freeway in central Rhode Island, linking the cities of Cranston and Warwick, major retail, office and residential areas, Interstate highways and Rhode Island T.F. Green International Airport. With a daily traffic count of 42,000 vehicles, Route 37 is one of the state’s busi est corridors.

The project is funded in part by a $20 million federal TIGER grant secured by Rhode Island’s Congressional delegation. It will be finished in spring 2023.

All construction projects are subject to changes in schedule and scope depending on needs, circum stances, findings, and weather.

Governor McKee Leads Veterans Day Ceremony

In a heartfelt ceremony on Friday, Governor Dan McKee led the state’s official Veterans Day proceedings to honor those who have served in the nation’s military.

Held at the Rhode Island Veterans Home, over 100 attendees heard remarks of appreciation from the Governor and other elected officials and sang songs to pay tribute to our nation’s heroes. Kasim Yarn, the state’s Director of Veterans Services, members of Rhode Island’s Congressional delegation, and other state and local officials joined for the event.

“Every day, our Veterans help keep Rhode Island strong,” said Governor McKee. “What has always made our nation great are the patriots who, generation after generation, dedicate themselves to building a nation that is stronger, freer, and a little more perfect.”

Holding the ceremony at the Rhode Island Veterans Home allowed the men and women living at the Home to par ticipate in the event and be recognized for their valiant service.

“On Veterans Day, we take the time to honor those who have services in the U.S. Armed Forces, and to recognize their commitment, bravery, and sacrifices to protect the ideals and freedoms we cherish as Americans,” said Kasim Yarn, the state’s Director of Veterans Services. “We also honor the sacrifices made at home by the families and loved ones of our service members. On this Veterans Day, let us renew our commitment to Veterans and their families by ensuring Rhode Island is the best state for Veterans and their families to live, work and learn.”

Governor McKee continues to recognize the service and sacrifice made by Veterans and military families. Under Gov ernor McKee’s leadership, and in partnership with the General Assembly, Rhode Island is no longer an outlier when it comes to taxing military service pensions. This change will make Rhode Island even more competitive in retaining and attracting a highly skilled and educated workforce.
