Brazil’s high illiteracy rate within BRIC and the G20 calls into question its political role within the global world order. If literacy is historically tied to the ability to understand and communicate ideas in a literate society, so as to take part in that society do these non-educated and illiterate communities really participate in democracy; or can they actually? Can education be investigated as a complex, generative and interrelated structure of signification, representation, and agency? Can it constitute mediacy through multi-directional programming? Can it become a socio-economically generative tool, at once mobile and mobilising? Rather than seeing tourism as an oppressive force which exacerbates the divide between rich and poor, can it capitalise on the resort as trans-literate infrastructure, providing technology, training, programming, economic resources, a generative and mobilising structure? Can education become a mediatory tool between formal and informal institution, between different classes, between local and federal, between rich and poor, between non-profit organisations and financial sectors? Can it in short create and be run through parallel structures? Are these parallel structures more effective as generative tools, than those that are more formal and pre-established.

Historically defined as the ability to understand and communicate ideas via the printed word, LITERACY is inherently tied to one’s ability to participate in society. Being literate is indispensable for effective social, economic, and political participation, for personal and societal mobility. Today LITERACY must be defined as TRANS-LITERACY not simply a means of mediation but an agent and generative structure in which EDUCATION -- typically thought of as a solution for ILLITERACY -- is offered within a networked structure. Can education become a moderating task in relation to touristic economies, and can it be an area of exchange rather than a mere training ground. Bolsa Familia sarted in 2003, right after the start of the presidency of Lula, as maybe the most important of social policy during his term in office. It was mainly based on the 1997 Bolsa Escola program, initiated by president Cardoso, and combined several other to established a well thought and well programmed all encompassing social policy program. It is also part of the larger Brazilian governmental program for fighting poverty, “Fome Zero”, translated as Family Stipend or Family Grant.

Bolsa Familia is the largest Conditional cash Transfer program (CCT) in the world. CCT programs are supported by world bank and date back to 1997 Progresa program in Mexico, followed by the more famous 2002 progam Oportunidades, which covered up a quarter of the Mexican population by 2006. The system is being implemented in affluent cities like NYC currently. CCT program is basically based on the government’s financial aid to the poor Families on conditions, such as, the family’s care for the children’s attendance to school, vaccinatin, healthcare and nutrition.
The history of OLPC goes back to 1999, when Nicholas Negroponte launched an educational programme in a poor village in Combodia called Rexpar. Mission of this project is to create educational opportunities for the world’s poorest children by providing each child with a rugged, low-cost, low-power, connected laptop with content and software designed for collaborative, joyful, self-empowered learning.

The fast development of the tourism industry is opening km’s of the coast line of north east region of Brazil. One of these is the region of Corruripe, in the state of Alagoas. These all inclusive resorts are trainning the locals to hire them to server for the resort, as they would be having international tourist. The villages around the resort would be affected as they block the entrance to the beach, as fishing is their main source of income, and they are not educated enough to expand out of their village. The recent article in Economic Times, shows that there is a lack of teachers in Brazil and more over the state of alagoas, the present teacher are not qualified to teach. One of the prime reason are the low wages which creates no pursuance towards this of education. Alagoas of all states have very low number of school, which divides the students in batches. Hence the duration the children atend is far lower than standard.

In the undeveloped rural regions of Brazil, the locals are dependent on the communal acitvities. the community centre play an important role for them. Most of the extra curricular activies are encountered in these centres. In the region we investigated, we saw the children of these village have majority of their education in these centres, as they lack the required number of school for the site. So they have only 3 hours of schooling as compared to 8hrs which is regular.

We visited a Community centre, in Poxim, Alagoas. These community centre had some small rooms, a play ground and a vast roof under wich jold some activies. At present they teach, English, Enviornmental Studies, Computers, basket weaving and they play sports like soccer. They provide for food, as the children come there from school and spend most of their time in the centre. Proposal 1. Use the exsting for of community centre and retrofit to current requirements. 2. Multiple activity space, transformable at various times of the day. 3. Use it as a prototype to branch out these centres over the region which would still be managed by the same organistion.

We calculated the capacity of HK and quantified it. We found the KM3 of HK, in various categories and sub categories. That volume we translated to a cube and use that as a medium to progerss with the project. from the data we collecte we realise that the % of culture in HK is relatively low. We physicaly define culture as c u l t u r a l v e n u e s, like theatres, museums, cinema’s and performance halls. We see the present number in Hong Kong and compare HK with other global cities to see the position of HK in the world. HK lacks culture, it is often called an CULTURAL DESERT. Hence we maximise culture by comparing with the cities wich have the most cultural v e n u e s.We calculate the per capita of the venues that is available to m a x i m i z e HK Culture and get the total VOLUME (KM3) that is required for the that number of cultural venues r e q u r i e d.The volume is calculated as per the standards per capita. It is then translated to a pure c u b e to get the 3 dimensions and then place the cube in context to HK and c o m p a r e to various objects and important icons and monuments to get the scale of the C U LT U R E C U B E

The culture cube is the filled and distributed with cultural venues and the redistributed in various forms like a gate, chinese character, beams and towers to form various strategies. the diagram shows the scale of the voume that the culture requires.

We then translate the cube into a Culture Plate . The cultural venves are spread in this plate. It would occupy a foot print of 5 x 5 km and 50 mt height. Nomotope is the sphere of law, the right, the culture and rules that define our forms of living through norms. These norms need a territory which is defined as our ground. This can be divided into pieces of land that can be owned. In Netherlands, water is used to frame the ground. This subdivided in plots for building someone’s private home and its voids become public terrain. But what if our territory is water, a material condition that cannot be subdivided and given to someone to own it? Water doesn’t behave geometrically. The project proposes a network of buildings. Each building has an interior, which will give home to people. Its roof is public and provides the accessibility to the houses. Its ground is the water, which belongs to everyone. So embedded between to condition, the roof and the territory, the houses only have an interior. Every building defines the condition of the next. Starting with the existing condition of the harbor today, the buildings can start to occupy the edge between the water and land. As more harbor buildings come free, the houses use their existing structures and grow above them and the harbor building start to work as huge public building masses. Proposal This system of ownership would be revered when you live in water. There is no ownership of the ground, all you own is the interior. Proposal- “The Floating Communities” is the new form of development proposed, which would generate a stronger network of living space with the rising sea level. The initial stages of the development would effectively use the existing infrastructure of public utilities.

When the sea level rises to a great extent the structure would take a form of being absolutely horizontal. The ownership of the public spaces moves from the exterior to interior. It seems like a mega structure but it’s a formation of individuals. This is a result of the shift in the ownership pattern. the future of new development in Rotterdam is “no more about aesthetics of space” but only about “what you own and what you don’t?”
