DISTRIBUTING THE BENEFITS OF GROWTH THROUGH A NEIGHBORHOOD RESIDENTS’ FUND SOLUTION ONE Community residents will receive direct payments when the city approves new projects in their immediate vicinity to compensate them for nuisances from the new development. Payments are made from a Neighborhood Residents’ Fund (NRF), which is funded by the increase in property tax revenue that will result from new development in that neighborhood and from contributions from developers.
