For more than 20 years, the AAAE Aviation Issues Conference has served as the premier gathering of aviation professionals, bringing together leaders from industry and government to discuss, debate, and chart the course forward on the most pressing aviation issues of the day. The 2009 meeting promises to be even more timely, productive, and informative in the wake of the November elections and in light of the unprecedented challenges facing the aviation industry with rising fuel costs. Make plans now to secure your spot at this must-attend event, which will be held from January 11 – 15, 2009 at the Hapuna Beach Prince Hotel in Kona, Hawaii. The 23rd Annual Aviation Issues Conference comes at a critical time as the industry struggles to cope with record fuel prices, decreased air service levels and ongoing challenges with capacity and security. A new administration and a new Congress will be charged with tackling these and other challenges as part of the yet-to-be completed FAA reauthorization process and other legislative and regulatory vehicles. Key questions remain, however, as to how these issues will play out. Who will assume key leadership roles in Washington on aviation issues? Can the new leadership bring long-overdue FAA reauthorization legislation across the finish line? If so, what will it look like? What will Congress and the Administration do on the security front? How will the federal government pay for the many needs that exist in aviation given fiscal constraints? What, if anything, can the government do to address the fuel crisis and reduced air service? By bringing together key aviation and policy makers early in the year, the Aviation Issues Conference offers attendees an important first look at these and other key issues. Additionally, the conference serves as an important agenda-setter for Congress and executive branch. The topics and ideas that will be debated during this conference will almost certainly form the foundation for future discussions throughout the government and industry in 2009 and beyond. Past conference participants have included U.S. senators and representatives, FAA Administrators, Transportation Security Administration (TSA) chiefs, key congressional and agency officials, and leaders from virtually every segment of the U.S. and international aviation industry. This one-of-a-kind conference offers an informal atmosphere with lively debates on aviation topics and other important issues facing Congress and the administration. Organized group debates, special presentations and informative group discussions are tied together in a unique format that ensures active participation from attendees. The following list describes some of the topics that will be discussed at the 2009 Aviation Issues Conference: The New Washington Landscape... What Does It Mean for Aviation Policy? The November elections will dramatically change the Washington landscape with the election of a new president and a new Congress and the subsequent appointment of officials to key positions within the Department of Transportation, the Federal Aviation Administration, the Department of Homeland Security, and the Transportation Security Administration. These changes will undoubtedly have a major impact on the priorities of the federal government, including on the aviation policy and security fronts. Industry leaders and Washington officials and experts will discuss these changes and what they mean for aviation from a legislative and regulatory perspective.
The Fuel Crisis and Aviation – What Will the System of the Future Look Like? Increased fuel prices are dramatically reshaping the aviation industry and having a major impact on airlines, airports, the general aviation community, cargo carriers, and manufacturers. If the situation continues to deteriorate, dozens if not hundreds of communities across the country could face the loss of air service – a situation that is unacceptable from both an economic and political perspective. While many are beginning to understand the depth of the problem, key questions have emerged as to what, if anything, the federal government can do to address the situation. As Congress and the administration consider solutions, they will undoubtedly look to the industry for input and recommendations. The conference will serve as an important forum for building an industry consensus on what actions the government should take with regard to an energy policy and an air service policy. FAA Reauthorization Unfortunately, Congress to this point has been unable to pass long-term FAA reauthorization legislation, choosing instead to extend programs and taxes through a series of short-term extensions. Leaders will have to start from scratch legislatively with the beginning of a new Congress in 2009, which will bring renewed debates over system financing, air traffic control modernization, airport funding, and labor issues to mention just a few. Conference attendees will be able to hear from Washington leaders and industry officials on highlights of the 2008 FAA reauthorization debate and what to expect in 2009. Fireworks are a certainty as panelists discuss various approaches to financing and other controversial issues. The discussion will also allow the industry to put a finer point on the numerous issues on which there is consensus. Aviation Security Challenges Security remains on the forefront for policymakers and the aviation industry. Numerous challenges remain, including the need to install new technology in airports to screen passengers, baggage and cargo. Yet, many are eager to see the federal government take on even more responsibilities from airport employee screening to perimeter security and credentialing. Panelists will discuss the role of the federal government, airports and industry in the security arena and the role that technology will play in meeting current and future challenges. Industry Perspectives Perhaps one of the biggest benefits of the conference is the light it shines on the individual concerns of all aspects of the aviation industry – air carriers, airports, cargo carriers, general aviation, manufacturers, security technology companies and the like. Top-level representatives will be on hand to offer their perspectives and to educate key Washington decision-makers as to the unique challenges they face. GENERAL INFORMATION The 23rd Annual Aviation Issues Conference will begin with a reception at 6:00 p.m. on Sunday, January 11 and conclude at 12 p.m. on Thursday, January 15. Registration fees for delegates and spouses include evening receptions on January 11 and January 14 and breakfast daily January 12 through January 15. All sessions will take place at the Hapuna Beach Prince Hotel. Appropriate dress for all conference functions is casual. HOTEL INFORMATION The conference will take place at the Hapuna Beach Prince Hotel, 62-100 Kauna’oa Drive, Kohala Coast, Kona, HI 96743, phone (808) 880-1111 and fax (808) 880-3142. Attendees will receive a special rate of Terrace $220, Partial Ocean $230, Ocean View $240, Premium Ocean $260 and Ocean Front: $275. All rooms are subject to the applicable Hawaii State and hotel accommodations tax, which is currently 11.416% per room per night occupied. There is a round trip porterage charge of $6 plus taxes per person.
