FPA Television Viewer's Guide

About Us:

Our Mission:

To provide quality and engaging community television, radio, education, and cablecasting services of interest to the public, and encourage the participation and involvement of residents of Fairfax County and the Washington metropolitan area.

Fairfax Public Access is an independent, 501 (c)(3) non-profit organization that provides residents of Fairfax County and the Washington Metropolitan area the training and the tools to create non-commercial television and radio programming that expresses their viewpoints and perspectives to the community at large. FPA members volunteer their time and talents at our Merrifield production facilities, working collaboratively to help create programs which are then aired on FPA’s channels through cable providers Cox Communications of Northern Virginia, Verizon Virginia, Inc., and, in Reston only, Comcast. FPA currently airs over 2,000 hours of original programming annually, including programs in over 14 different languages that speak directly to the rich diversity of the populace of Fairfax County.

As a vital community catalyst and forum for the exchange of ideas, FPA’s goal is to facilitate community engagement through volunteerism where individuals, non-profit organizations, government, and educational partners can provide diversity of information and opinions for the benefit of all.

Underwriting/Sponsoring:

By making a donation to the stations or their programs, you help us keep community television operating! Donations of goods or services may be tax deductible and we can offer you several things in return. You may choose to sponsor a show or help the station with new equipment. Contact the station to find out how you can help.

How Do I Get My Own Show?

Whether you have previous television experience or not, you are welcome to bring your ideas to the station. The first step is to attend an orientation at FPA. From there, you become a member then take the courses that relate to the production of your program. Once you become certified, turn in a program proposal form and begin production of your program. Once completed, you can turn in your shows for airing on one of our channels. As long as you abide by Virginia laws on obscenity, and follow FPA's policies, the content of your show is completely up to you.

What is Public Access?

"Why do we have more channels but fewer real choices today? Because the ownership of our means of communication is shrinking. Moguls glory in amalgamation, but more individuals than they realize resent the loss of local control and community identity."

William Safire, "The Great Media Gulp," The New York Times, March 22, 2003.

"Federal law permits local franchising authorities to require cable systems to provide channel space and sometimes financial support for community access services.

They are non-commercial and local not just in practice but in active philosophy and provide alternative programming that would never be viable on for-profit stations and that is uncommon on local origination cable channels.

To most access centers, access means 2 things: 1) Access to the means of television production through training classes, arrangements…of TV cameras, and sharing of editing equipment. 2) Access to an audience by cablecasting locally produced programs. The underlying principals guiding the staffs of access centers are the ideas of free speech for everyone, egalitarian use of the media, fostering & sharing artistic expression the accessibility of all people to affordable education & instruction, and open and participatory government decision making."

Broadcast/Cable Programming Strategies & Practices, Fifth Ed.:

Public access exists throughout the country and there are many different kinds of community media organizations. Your community may only have what is called "governmental access television" which only provides coverage of the government itself. Some communities only have "educational access television" which only provides high school or college courses over television. (This is also called "distance learning.") Often the local cable TV company produced only its own programming called "local origination."

Cox Cable and Verizon FiOS in Fairfax County offer all three PEG (Public, Educational, and Governmental) outlets.

People use public access facilities to make movies, create PSA's, learn to use cameras, produce interview shows for their organizations, get friends together to discuss local & national topics…the options abound. Put your ideas with our media equipment and express yourself!
