Skateboarding is a global community that creatively reappropriates the urban environment, often facing a tense relationship with the public and governing bodies. Through a literature review of planning theories and relevant planning documents, and three semi-structured interviews with individuals involved in skateboard planning and development, this research examines the creation of DIY (Do It Yourself) skate spots in Calgary, Alberta, and the relationship between the skate community and the City of Calgary in co-creating the city. The methodological approach taken in this study is exploratory in nature, considering how the theories of tactical urbanism have been articulated in practice, and lessons learned that may support future DIY skate spot growth in Calgary, and beyond.

Jay Heule - Portfolio 2022 3 TITLE Research + Design 2020 — Calgary, AB Completed for: 360 Degree City THE CITY BUILDERS ZINE Digital zine created for Calgary based urbanism podcast, 360 Degree City, to accompany an eight part podcast series talking to progressive city builder professionals about what they do, why they do it, and what unique challenges their profession represents. The zine explores the contributions of elected officials, planners, architects, landscape architects, civil engineers, transportation engineers and citizens to the city building process, condensing 30+ minute interviews into digestible plain language excerpts. Designed to the 360 Degree City brand standard using Adobe Photoshop and InDesign. Read the City Builders Zine here.

TITLE Jay Heule - Portfolio 2022Provided4 research assistance and support to ubc planning graduate student, Jean Roe. The research explored how design thinking—a solution-oriented and human-centred approach to addressing complex challenges—can be applied to municipal policymaking. Design thinking offers a set of processes, tools and methods that can help public servants respond to the increasingly uncertain and complex challenges facing our cities. Through extensive literature review and interviews with 27 planners and designers, the research revealed four key insights. These include: the potential to accelerate and improve municipal planning processes, use of common language, designing for equity, and measuring design thinking impacts. TITLE GIS for Environmental Design

Residents were asked if Bow Meadows should become a neighbourhood centre of the Town of ResidentsCochrane: were asked what their comfort level was to respond to the current and future needs of Cochrane, the Town has initiated a redevelopment process for the neighbourhood of Bow Meadows. From March 5-12 2021, the project team received insights and feedback from 35 Bow Meadows residents, which was used to help guide the concept plan to transform Bow Meadows into a more ‘complete community’. With a focus on walkability and creating a new neighbourhood centre, we want to hear your feedback on the neighbourhood redevelopment plan prior to final approval. Does this concept vision Bow

Bow Meadows - Neighbourhood Redevelopment Plan

2021 - Cochrane, AB 24”x36” poster aimed to solicit feedback and re-engage community members about a Neighbourhood Redevelopment Plan for the Bow Meadows neighbourhood in Cochrane, Alberta. ArcMap and Adobe Illustrator were used to convey information about initial engagement priorities, possible development scenarios, and seeking feedback about those scenarios.

Jay Heule - Portfolio 2022Inner6 City Prairie aims to restore the beauty and function of the foothills fescue grasslands for Calgarians to enjoy, on a prominent viewpoint overlooking the city. Located between the communities of Rosedale and Sunnyside, the site will serve as an active public space combining new public amenities within the context of a natural area along the McHugh Bluff. The design seeks to place ecological function at the fore, communicating human intentions of preservation through an orderly framed raised boardwalk traversing the site. Through cultural values and landscape language, the built form of the site informs users of the ecological value of native ecosystems. Spy8 Hill City Farms explores planning at an urban edge in transition, through the creation of a conceptual master plan at different scales of community and neighbourhood planning. The site has seen many forms of disturbance, from gravel pits to correctional facilities, that have now become enveloped by recent and proposed development.

Spy Hill City Farms will be a community built around food, diversity, and lifelong learning on Calgary’s edge, creating significant local employment opportunities. The Plan Area comprises 538 hectares of industrial land along the northwest boundary of Calgary and Rocky View County, that will be redeveloped to create a complete community with a projected 10,300 jobs for the 21,700 residents who call Spy Hill home.

REGIONAL GROWTH PLAN

Jay Heule - Portfolio 2022

The10 intent of this project was to create a revised strategy to regional growth in the Calgary Metropolitan Region (cmr), with a focus on regional transportation and land use. A spatial approach to regional land use planning was taken to develop a sustainability vision for the cmr in 2050 through institutional frameworks, form-based codes, and policy development. The regional strategy sees the cmr grow by intensifying places and connections, making them more inclusive, environmentally sustainable, and economically viable. Highlights of the strategy include the implementation of an urban growth boundary, which supports the regional agriculture economy and protects distinct urban and rural character, as well as natural capital.

Planning Studio 2021 — Calgary, AB

The regional growth strategy was developed over four phases, with each phase iterating on the work done in the previous: first we discovered the region and the issues facing it, second, we defined the issues through a strategic framework, third, we developed a range of potential spatial solutions to the major issues, and finally, a form based code and placetypes were developed to prioritize regional growth of people and jobs, delineating between rural and urban areas. presentation here.

2022 — Zürich, Switzerland

This project was completed as part of plan 616 Urban Design Studio – Spring 2022, with instructor Francisco Alaniz Uribe.

CONTEXT DESIGN CONCEPT

The city of Zürich is consistently ranked one of the world’s most livable cities, offering many lessons for North America on sustainable urban development, people, and design. Through living and studying in Zürich for six weeks, I experienced a new cultural context of city building. Using physical mapping, public life studies, critical analysis, and typological studies, a neighbourhood morphological study was completed for the Zürich neighbourhood of Sihlfeld. A community scale design intervention was then completed through a compact design process, incorporating key elements of urban design into a comprehensive design solution. This concept was driven by transit corridor development, compact intensification to promote sustainable and efficient growth, and connecting people within and outside of the project site. A perimeter block structure was introduced to bring density and a quality public realm to the redevelopment, complemented by a diverse open space network ranging in degrees of privacy to serve different community needs.
