Water Authority Board Endorses Governor Newsom’s Water Resilience Portfolio
San Diego – July 25 - The San Diego County Water Authority’s Board of Directors unanimously supported Governor Gavin Newsom’s Executive Order N-10-19, directing development of a water resilience portfolio approach that meets the needs of California’s communities, economy and environment through the 21st century. That order also advanced a single-tunnel project to move water through the SacramentoSan Joaquin Bay-Delta, instead of the two-tunnel project favored by former Governor Jerry Brown. The Water Authority Board made its backing of the singletunnel proposal contingent on a project financing plan that treats San Diego County ratepayers fairly through the proper allocation of project costs by the Metropolitan Water District of Southern California. BayDelta water supplies are delivered to San Diego County only by MWD, which purchases the water from the state Department of Water Resources, or DWR. “It’s exciting to see Governor Newsom take this visionary approach to water resilience statewide, as we have done in our region over the past 25 years,” said Water Authority Board Chair Jim Madaffer. “We are ready and willing to advance new multibenefit solutions that support this approach. “We also appreciate the governor rethinking the complex issues in the Bay-Delta, and we look forward to working with his staff to ensure that project costs don’t disproportionately harm San Diego County residents,” Madaffer said. For decades, the Water Authority has been actively involved in discussions about potential solutions to complex ecological
and water supply issues in the Bay-Delta, the largest estuary on the West Coast and the hub of massive state and federal water projects that serve tens of millions of residents. The Water Authority Board has long supported and advocated for a Delta fix to resolve the challenging conflicts in the Delta that have persisted for years, while ensuring water supply reliability for millions of Californians. In keeping with state directives, the Water Authority has reduced reliance on the BayDelta by helping improve water-use efficiency across the region and working with its 24 member agencies to develop locally controlled, droughtresilient supplies from other sources. From 2014 to 2018, about 11 percent of the Water Authority’s supplies came through the Bay-Delta – and that figure is expected to continue declining in the years ahead. The action taken by the Board updated a position adopted in August 2018, in which the Board gave conditional support to a proposed $17 billion twin-tunnel Bay-Delta project if San Diego County ratepayers were treated fairly through the allocation of project costs. While the Water Authority has historically favored a portfolio approach to water resilience, the Board conditionally supported the two-tunnel project to gain a “seat at the table” on Bay-Delta issues in hopes of preventing overcharges to San Diego County residents. The Water Authority’s current support for the singletunnel project continues to be contingent upon costs being
characterized by DWR as con servation or supply charges, as similar facilities historically have been defined in MWD’s State Water Project contract with DWR. Board policy continues to promote independent oversight of Bay-Delta project finances and construction progress, along with continued state ownership and operation of the State Water Project, including single-tunnel facilities. The Bay-Delta is a 1,000-square-mile network of islands and waterways at the confluence of the Sacramento and San Joaquin rivers east of San Francisco Bay. It is a key water source for the state and an important ecosystem for fish and wildlife. Bay-Delta water supplies have become increasingly unreliable as deteriorating ecological conditions have led to regulatory restrictions on pumping water south. The California Legislature has long recognized the conflict, and in 2009 it established a state policy to decrease dependence on the Bay-Delta for meeting California’s future water supply needs. The San Diego County Water Authority sustains a $231 billion regional economy and the quality of life for 3.3 million residents through a multi-decade water supply diversification plan, major infrastructure investments and forward-thinking policies that promote fiscal and environmental responsibility. A public agency created in 1944, the Water Authority delivers wholesale water supplies to 24 retail water providers, including cities, special districts and a military base. Water Contact Closure Issued for Tijuana Slough Shoreline: Sewage-Contaminated Runoff May be Moving North San Diego County – July 27 - The San Diego County Department of Environmental Health has issued a water contact closure for the ocean shoreline at Tijuana Slough National Wildlife Refuge and Border Field State Park due to ocean currents moving north into the United States and ocean water FREE concerts on Friday nights in Downtown El Cajon. Fire Foundation Awards $146,000 to Local Fire Agencies
San Diego, July 24 – The San Diego Regional Fire Foundation (Fire Foundation) announced $51,000 in additional 2019 grants to local fire agencies to further improve the system of fire and emergency services in San Diego County. The Fire Foundation is celebrating its 30th anniversary this year and has donated $5.6 million during those years to make our citizens safer, including $146,000 to date in 2019. “These grants enable fire departments to obtain needed fire, medical/rescue and communications equipment and training so our firefighters can deliver the highest level of service to all our communities,” said Fire Foundation Chairman Frank Ault. Today’s grants fund the following equipment and training: Alpine Fire Protection District for radios and rescue air bags; Borrego Springs Fire Protection District for rope rescue equipment; North County Fire Protection District for firefighter protective clothing & training; and Ramona Fire Department for physical training workout equipment.
$95,000 in grants awarded earlier this year supported the entire region, including mobile data computers for 33 fire engines in rural San Diego County and detailed map books to reduce response times and assist with evacuations. Joan Jones, Fire Foundation’s Executive Director said, “We want to make San Diego County the safest county in the nation from major disasters; and avoid the wildfires San Diego experienced in 2003 and 2007, and those experienced elsewhere in California the last two years. This requires a comprehensive regional approach to prevention and suppression.” The Fire Foundation is proud of having provided over $157,000 to the Alpine Fire Protection District, since our inception, to help make the citizens of Alpine and surrounding communities safer from fires and medical emergencies. “The Alpine community has experienced a number of significant wildfires over the years due to the local terrain and vegetation. It is critical for our department and those
in our region to have excellent communications when working together to fight these fires. The radios provided by the San Diego Regional Fire Foundation grant will significantly help this communication”, said Bill Paskle, Alpine Fire Protection District Chief. Contributions from San Diego Gas & Electric (SDG&E), the San Diego Foundation, Grossmont Healthcare District, and many individuals have made these 2019 grants possible. The San Diego Regional Fire Foundation, a 501c3 non-profit, was formed in 1989 with a mission to improve the system of fire and emergency services in San Diego County by providing financial support for first-responder equipment and training, by increasing public awareness, and by facilitating cooperation between cities, fire departments, county agencies, corporations, and other foundations.
El Cajon Valley Host Lions Club Park Bench El Cajon - Monday, July 29 – El Cajon Valley Host Lions Club held an unveiling/dedication of a park bench in Downtown El Cajon at Prescott Promenade. To assist with this event were City of El Cajon Deputy Mayor, Steve Goble; City of El Cajon Director of Public Works, Dirk Eperson; Lions Club President, Chris Bramwell; Lions Club Director, Dick Nasef, and members of the El Cajon Valley Host Lions Club. Another bench is now available for public seating at Prescott Promenade. This has been a oneyear project, beginning with placing a bench somewhere in El Cajon where it would be seen by/ and available for use the general public. Dick Nasif made contacts with the City of El Cajon for a spot on the Promenade after discussing the project with the new Courtyard Marriott Hotel.
An opportunity presented itself to apply for a Community Impact Grant from the Lions Clubs International Foundation (LCIF). The amount available to El Cajon Valley Host Lions Club for this Grant was based on a percentage of how much money they had donated to LCIF in the prior year. After all approvals by the City of El Cajon and LCIF the Grant was approved. El Cajon Valley Host Lions Club is so pleased that not only another bench is available for seating at Prescott Promenade, but that the Lions Club plaque is visible on the bench for the public to see. Lions Club International is the world’s largest service organization, and it is important to inform the public of its existence. Community outreach for the City of El Cajon is a big plus.

The 12th Annual heART of Mt. Helix – Juried Art Show Winners of the fine art and photography and collegiate art contests preceding the 12th annual heART of Mt. Helix Food, Wine & Art Festival were honored at Nainsook Framing + Art gallery on Saturday, July 13 in downtown La Mesa. The celebration drew local artists, art enthusiasts and representatives from the Mt. Helix Park Foundation who gathered to celebrate the integral part artists have played in the Mt. Helix and La Mesa/ Grossmont area. This history is commemorated in the upcoming annual gala/fundraiser celebration benefiting Mt. Helix Park on August 10 from 5 to 10 pm when guests will be able to view and purchase winning artwork from the heART of Mt. Helix Juried Art Show. Winners of the collegiate contest will be available for viewing on the Park’s website and will be imprinted on Park merchandise. Gallery owners, Roz and Dan Oserin, have been hosting the juried art contest for three years and say they are delighted to host such a fun event that also connects local artists to a place they feel is one of the most special in East County.
“Offering this juried show to the local artists of San Diego has brought more awareness about the Park and those who enjoy it every day,” says gallery owner and the heART committee’s juried art show director, Roz Oserin. “Each year we take in more and more paintings and we are thrilled to see growing awareness about this show in the artist community.” Now in its 12th year, the heART continues to draw many of the same guests year after year and is known as “The Party on the Hill” amongst the community and a not-to-be-missed event! This year coordinators are keeping the best parts of previous events while adding a few new twists, including unlimited food and beverage samplings from 5 - 7 pm, 10 pm for VIP ticket holders, and a bold citrus-themed color scheme. Santee Food Bank Highlights
Santee – July 25 - As a part of Impact Day at San Diego Christian College, four college students spent April 3 assisting in the care and upkeep of the Santee Food Bank facility. The day was spent landscaping the grounds, and deep cleaning the distribution area. Stamp Out Hunger on May 11 was a huge success! The National Postal Service campaign has always been a bonus, but this year nearly doubled in food donations from years past. 11,816 pounds of food was collected by Santee mail carriers and delivered to The Santee Food Bank. The Santee Food Bank had 85 volunteers on site to help organize, pack, label and store the food until used. `The Santee Street Fair, organized by the Santee Chamber of Commerce, occurred on May 25. The Santee Food Bank had a booth at this event where information about food was dispersed. Many questions were answered. It has been a pleasure to share details of our organization with members of the community.
Improvements to the food bank facility continue. In June, Allen McGill repaired the roof over the storage yard, “Trotter Door and Trim” built and installed a new concrete loading dock, and “Extreme Fencing” repaired the storage area gate. The Santee Food Bank appreciates this work, making the facility safer for our volunteers and clients. As a nonprofit in San Diego County, networking continues to increase. We recently were introduced to “Community Through Hope,” which focuses on food insecurities in the Chula Vista area. They kindly donated two pallets of food to The Santee Food Bank. `The Santee Food Bank is appreciative of its volunteers who make the work happen day after day! We also are indebted to the financial supporters, and those in our community who have food drives and events, benefiting our organization.
