DILG exec Densing ready to resign if Manila Bay reclamation pushes through Interior Undersecretary Epimaco Densing III said that he will resign should Manila Bay reclamation projects push through. According to a report by Divine Reyes on GMA Super Radyo dzBB on Sunday, Densing said during a press conference that the local government units and the private sector should not let greed compromise the rehabilitation of Manila Bay.

He added that he is not afraid of clashing with businessmen due to his opposition to the proposed reclamation projects. Densing also said that he is confident that rehabilitating Manila Bay is possible, citing the results of the results of the six-month Boracay shutdown last year. Almost 10,000 hectares of

the Manila Bay, from Navotas City to Cavite, are supposed to undergo reclamation. Three out of the 25 reclamation projects are seen to receive a notice to proceed soon, covering 650 hectares in Navotas City, 148 hectares in Manila City, and 360 hectares in Pasay City. Opposition lawmakers had speculated that the cleanup efforts

Andaya to senators: Just tell Duterte what items to veto in 2019 budget bill The senators are free to tell President Rodrigo Duterte what items he should veto in the proposed 2019 General Appropriations Act (GAA) if they still think the House of Representatives made an illegal move of itemizing lump sum funds after the measure has been ratified. House Committee on Appropriations chair Rolando Andaya made this remark on Sunday amid Senator Panfilo Lacson's insistence that Senate President Vicente Sotto III will not sign an enrolled bill on the national budget for Duterte's signature, resulting in a continuous reenacted budget. In his statement, Andaya maintained that there is nothing illegal in the House's act of itemizing lump sum funds in the ratified version of the proposed 2019 GAA, as this was made "within the parameters" of the Bicameral Conference Committee report. Among the funds that the House itemized were the Health Facilities Enhancement Program funds which Lacson said Speaker Gloria Macapagal-Arroyo realigned to her allies. "If the senators really feel that the budget we have ratified is constitutionally-infirm and legallyflawed, then they can tell the President what specific portions and provisions to veto. And we will respect the presidential veto," Andaya said. Lacson, in an interview on Sunday, warned that a continuous reenacted budget until August this year may happen if the House pushes through with its amendments to the proposed 2019 GAA after it has been ratified. "All indications point to the

country having a reenacted budget at least hanggang Agosto," he said. "So parang pinaghahandaan na namin na hanggang nandiyan si Speaker Arroyo, at kung titigasan nila 'yung kanilang ginawa na ginalaw nila 'yung napagkaisahan na sa bicameral conference, ay talagang hindi pipirma si Senate President," he added. But Andaya insisted that the House was only performing its duty to come up with a flawless version of the proposed 2019 GAA. "Hindi kami natatakot sa isang budget na malinaw kung saang mga lugar at ahensya, at kung anu-ano ang mga proyekto at mga programa ang popondohan," Andaya said. "Ano ba ang ikinatatakot ng mga senador sa itemized budget? As far as the House is concerned, we have all the records to substantiate our stand and the legal basis, as well as the established traditions and practices to back us up," he added. "If the contested apprriations represent 2 percent of the national budget, then why should it jeopardize the uncontested 98 percent? Why hostage the national budget over unfounded and unreasonable fear?" Despite warnings from Lacson, Andaya said the House would print the 2019 GAA so that the public would know where the projects and programs of the government this year would go. —KG, GMA news Correspondent

The transmission rate of election results for the May 2019 midterm polls may reach 96 to 97 percent, the spokesman of the Commission on Elections (Comelec) said on Monday. Interviewed on GMA News' Unang Balita, Comelec Director James Jimenez said the poll body reached a high transmission rate during the national elections in 2016. The Comelec is expecting the same for this year's midterm elections. "[It] was about high, mataas... mga 96 to 97 percent... We expect to have the same transmission rate now," Jimenez said. Asked why Comelec cannot achieve a 100 percent transmission rate, Jimenez explained that the poll body has been using cellular signals which often fluctuate. "Kasi gumagamit tayo ng cellular signals. Even though maganda 'yung signals natin, there are times na medyo nag-stumble siya. Kung minsan nasa gitna ka ng siyudad, mapapansin mo wala kang data," Jimenez said. "Remember hindi 'yung pantawag ang kailangan mong signal. 'Yung kailangan 'yung para magpadala ka ng data... LTE halimbawa o broadband," he added. Jimenez, however, assured the public that the Comelec is prepared with backup plans when there is no good signal to transmit votes. Meanwhile, Jimenez reminded Filipino voters to shade 100 percent the ovals in the ballot when they cast their vote for the coming elections. "Mamarkahan mo ang oval. May pangmarka kaming special. Ito lang ang puwedeng gamitin. 'Wag tayo gagami t ng ballpen, mas lalo lapis. Ang ating rekomendado dito, 100 percent shading. Puno 'yung oval.

Pero 'yung makina marerecognize niya kahit konti sa 100 percent...," he said. Jimenez also reiterated that the voting hours for this year's midterm polls have been extended. It will be from from 6 a.m. to 6 p.m. due to t h e s p i ke i n t h e n u m b e r o f registered voters.

Ethiopian Airlines flight crashes, killing all 157 on board

NAIROBI - An Ethiopian Airlines Boeing 737 passenger jet to Nairobi crashed early on Sunday with 149 passengers and eight crew members aboard, the airline said, and there were no survivors, according to the state broadcaster. The flight left Bole airport in Addis Ababa at 8:38 a.m. local time, before losing contact with the control tower just a few minutes later at 8:44 a.m. (1:44 p.m., PHL time). "There are no survivors onboard the flight, which carried passengers from 33 countries," said state-run Ethiopian Broadcasting Corporation, quoting an unidentified source at the airline.

aviation websites later identified the plane as a new 737 MAX 8, the same plane that crashed in Indonesia in October, killing 189. "Search and rescue operations are are in progress and we have no c o n fi r m e d i n fo r m a t i o n a b o u t survivors or any possible casualties," the airline said in a statement. The Air France-KLM manager for West Africa Jean-Luc Mevellec confirmed the incident. "Technically, it is what is called an engine blow-out. It is a well known problem," Mevellec told AFP. MOSCOW - Thousands of people rallied against Russia's increasingly restrictive internet policies Sunday which some say will eventually lead to "total censorship" and isolate the country from the world. The mass rally in Moscow and smaller events in other cities across the country was called after t h e Ru s s i a n l o w e r h o u s e o f parliament backed a bill to stop Russian internet traffic from being routed on foreign servers, in a bid to boost cybersecurity. The move was labeled by critics as the latest attempt to control online content under President Vladimir Putin, with some fearing the country is on track to completely isolate its network like in North Korea. Activists counting people said more than 15,000 people have

"The government is battling freedom, including freedom on the internet, I can tell you this as somebody who spent a month in jail for a tweet," one of the rally speakers Sergei Boiko, an internet freedom activist from Siberia, said.
