History of the Naples Sabot by Adra Merrill Kober, Executive Secretary 1948 – 1950 Revised by Lynn McCullough/Jill Hallett 2013 The first Naples Sabot was designed and built by Roy McCullough, who lived in the Naples district of Long Beach, hence the name, Naples Sabot. Roy McCullough and R. A. Violette searched unsuccessfully in Balboa to find a suitable sailing dinghy to buy. They resorted to building one of their own, and they developed their boat from the Balboa Dinghy and from a design of the MacGregor Sabot which appeared in Rudder Magazine. The main change which they affected was to substitute a leeboard for the centerboard in order to more easily launch the dinghy on top of Mr. McCullough’s large yacht for trips to Catalina. The leeboard also provided a method of bringing the board out of the water in order to sail across the mud in Alamitos Bay which was not dredged at that time. The first two Sabots were built in Mr.Violette’s garage. Number One Naples Sabot, which was painted blue to match Roy McCullough’s yacht, was built for the son of Roy McCullough, Bill McCullough who sailed the sabot as a child in Catalina. Number Two Naples Sabot was built for R. A.Violette and painted red. These sabots were built during the war when wood, nails, and all other materials were not readily available. As eightfoot plywood was difficult to obtain, shorter pieces had to be spliced together for the planking, and the two men were able to obtain some plywood from McDonnell-Douglas. All the fittings had to be designed and specially made, and the sails were cut from the spinnaker of a large yacht. Many Naples Sabots were used as tenders for larger yachts. Racing was restricted to Alamitos Bay until the end of the war. At that time, people who saw the sailing performance of the Sabot became interested, and the class began to grow. Official plans were drawn by L.M. Dingler in 1946 (revised in 1949), and others began to build Sabots including W.L. Campbell, Harry Davis, and Willis Boyd. More and more boats were built, some by professional builders and some by hobbyists in their own garages. Juniors and seniors were enthusiastic about these sabots, and the Naples Sabot became the Number one dinghy for teaching beginners to sail. Soon the children became ‘pros’ and due to their light weight and increasing skill began to regularly outsail the adults. The oldsters became discouraged and quit, but not for long. This sporty little boat was too attractive. For some time the children were required to carry weights, but even with this handicap, the youngsters often won. Eventually the weights were given up for safety reasons. The class was merely divided into two groups, children and adults. Today we have A, B, C, and even C2 and C3 fleets of children, plus sabotiers (adults), masters (adults over 40) and grand masters (over 65). The Naples Sabot One-Design Association was formed in 1946, and regular meetings were held to discuss by-laws, weights, sale of plans, measurement of boats and sails, dues, registration fees, regattas, and trophies. The problems of weights and boat and sail measurement were a constant hassle. Some of the early officers and Board members from

Alamitos Bay included Allen Collins, R.A.Violette, Harry Davis, Sidney Jones, Chuck Kober, Adra Kober, Paul Merrill Sr., Glen Walton, Sid Exley, Lee Thompson Sr., Ray Copeland, Robert Taylor Sr., Jack Graye, Ethel Higman, Margaret Clinton, and Letitia Reid. The Midwinter Regatta of 1946 saw the Naples Sabots out of home waters for the first time. Enthusiasm really took hold in the summer of that year when there were at least 20 boats in every race. By this time racing skippers in the class ranged in age from 10 to 50. (Today the range in age is even greater.) Interest continued into the winter with about 10 boats attending the Christmas Regatta at Newport Harbor Yacht Club. The Sabots made the greatest showing of any class at the Manning Series at Newport in January of 1947 when 29 Sabots competed, though there were less than 100 Sabots in existence at that time. Midwinters in 1947 were sailed at Alamitos Bay, and there were also match races and intercollegiate races during the late winter and early spring. The summer regattas began with Memorial Day at Alamitos Bay and continued through the Summer Series. The 1947 tour of regattas started with the trip to the S.C.Y.A. Championships in Santa Barbara in which 11 Sabots competed. All 11 raced out to an ocean marker and back without trouble. The next events were the Lido Isle Yacht Club Regatta, followed by Race Week and Newport Harbor. The week following found the Sabot racing 10 races in 5 consecutive days while participating in the Fiesta Regatta and the Labor Day Regatta at Alamitos Bay. Some of the early enthusiasm was inspired by the raffle of Naples Sabot No. 100 at an Alamitos Bay Yacht Club Annual Meeting. The boat was won by George Hart Jr. Another Sabot, No. 105, was raffled at the Santa Barbara Yacht Club to increase interest in the class there. Beginning in 1948, two annual regattas were sponsored by the Naples Sabot One-Design Association: the Round Robin Regatta in May and a Championship Race in August. For these the Association donated perpetual trophies. Also in 1948, there was a growing interest in the Naples Sabot in Malibu. They wrote, phoned, and sent representatives to Alamitos Bay to get a class started there. By October 1948, there were 12 boats finished and sailing at Malibu and arrangements made to build 8 more. There they launched them through the surf and sailed in the ocean. At the same time interest was growing also in the Mission Bay-San Diego area, where boats were being built by the Dash Manufacturing Company as well as private individuals. With four completed Sabots and others under construction, Mission Bay applied for and received a Fleet Charter on October 29, 1948, becoming the second fleet of Naples

Sabots. Early officers of the Mission Bay group included John Gillette, Ethel Daschner, and Richard Strauss. Malibu also received a charter at that time and became the third fleet. Officials in the Malibu Fleet included John Biby, Howard Splane, Allan Storms, Dudley Murphy, and Michael Perriere. Growth in the class was indicated by the 66 new Sabots which were built in 1948: 44 at Alamitos Bay, 10 at Mission Bay, and 12 at Malibu. That year the Naples Sabot skippers enjoyed many regattas at Alamitos Bay, Balboa, Glorietta Bay, Los Angeles Harbor, Malibu, Mission Bay, Newport Harbor and Santa Barbara. Invitational regattas, as well as their own class-sponsored races, the Round Robin and the Championship Regatta, were well attended by Sabot skippers. In May 1949, a four-page illustrated article in Popular Mechanics Magazine made the Naples Sabot internationally famous. Popular Mechanics is printed in many foreign languages, and within a year the secretary of the Naples Sabot One-Design Association had become an international correspondent. Requests for plans and information on how to form fleets came in many languages from all over the world. Requests also came from all over the United States, wherever there was a bay, lake or body of water accessible. By August 1949, we had received approximately 175 letters, sold 90 sets of plans to 25 states, Alaska, Honolulu, Canal Zone, and to other countries including Belgium, Canada, Denmark, Holland, Mexico, Australia and Spain. More states and countries have been added to this list over the years, and even today we receive occasional inquiries about the Naples Sabot from other states and countries, resulting from that article. The Naples Sabot continues to grow in numbers and popularity. The success of its racing history can be further traced by scanning through the yearbooks that have been published almost every year since 1965. Individually there are too many events and facts to incorporate in this history. However, collectively, the articles written in yearbooks and newsletters are a printed tribute to a fine racing dinghy. The Sabot has been used in intercollegiate racing, match racing, team racing, handicap racing, and many other forms of competition. Although many innovations have been incorporated to improve efficiency and keep the boat up to date, the Sabot has remained a one-design racing yacht. It has survived for many years and appears to be headed for many more as a dinghy for competitive skippers of all ages.

INSA CONSTITUTION Revised November 22, 2015

ARTICLE I - Name This organization shall be identified by the following title: INTERNATIONAL NAPLES SABOT ASSOCIATION (INSA). Hereinafter referred to as the “Association”. ARTICLE II - Emblem The emblem shall be a red wooden shoe bearing a white letter “N,” as shown on the official plan of the yacht. ARTICLE III - Object To promote racing in Naples Sabot class yachts in all countries under uniform rules. ARTICLE IV - Jurisdiction The Association shall have jurisdiction over all Naples Sabot activities. It shall govern all Naples Sabot racing under the racing rules of the International Yacht Racing Union as adopted by the national authority of the nation in which the race is held. ARTICLE V - Policy It shall be the policy of the Association to maintain uniformity of Naples Sabot yachts in accordance with the plans and specifications designed by L.M. Dingler on September 20, 1946, as amended by the Board of Directors from time to time. ARTICLE VI - Organization 1. The Association shall consist of Fleets identified with recognized yacht clubs, territorial Fleets, and members-at-large without Fleet affiliation. 2.

Any three or more members-at-large residing in a common area may, with the approval of the Board of Directors, form a Fleet.

3.

Each Fleet shall have the following officers: Fleet Captain, Fleet Secretary- Treasurer, Fleet Measurer, and Fleet National Director who will represent the Fleet on the Board of Directors. The Fleet Captain and Fleet Secretary-Treasurer shall be elected by Fleet members. The Fleet Captain-elect and Fleet Secretary-Treasurer-elect shall, with the then Fleet National Director, elect the Fleet National Director for the forthcoming year. The Fleet Measurer shall be appointed by the Fleet National Director of that Fleet.

ARTICLE VII - Government The powers of the Association shall be vested in the Board of Directors, which shall consist of the Executive Officers and Fleet National Directors. All

Association Officers and Directors (or Director’s designate) must be Senior members in good standing with their Fleet and the Association. ARTICLE VIII - Executive Officers The Executive Officers of the Association shall be: 1. Commodore The Commodore is the First Executive Officer. He shall preside at all meetings of the Board of Directors and of the membership. The Commodore shall be a voting member elected by the Board of Directors. 2.

Vice Commodore The Vice Commodore is the Second Executive Officer. He shall assist the Commodore and, in his absence, perform his duties. The Vice Commodore shall be a voting member elected by the Board of Directors.

3.

Staff Commodore The Commodore shall serve as Staff Commodore for one year after his retirement as Commodore. He shall assist the Commodore and Vice Commodore and, in their absence, perform the duties of Commodore. The Staff Commodore shall be a voting member elected by the Board of Directors.

4.

Secretary The Secretary shall keep a record of the minutes of all business meetings of the Association and of the Board of Directors. The Secretary shall notify all directors of all business meetings of the Association. The Secretary shall also perform such other functions as the Commodore may determine. The Secretary shall be a non-voting member appointed by the Commodore.

5.

Treasurer The Treasurer shall make report reports on finances to the Board of Directors at the annual meetings, and at other times as may be required. The Treasurer shall be a voting member elected by the Board of Directors.

6.

Chief Measurer The Chief Measurer shall serve as Chairman of the Measurement Committee. The Directors elected from each Fleet will meet together prior to the Annual Meeting at the time of the Junior International Championship and elect the Commodore, Vice Commodore, Secretary-Treasurer, and Chief Measurer. If these persons are Fleet Directors, their respective Fleets shall have their second choice for Director serve as Director on the Board of Directors. Term of office of the Executive Officers of the Association shall be one year or until their successor is chosen. They shall take office on September 1st of the same year.

ARTICLE IX - Committees 1. Executive Committee The Executive Committee shall consist of the Commodore, theVice Commodore, the Secretary, the Treasurer, and the Chief Measurer. The Commodore shall be

the Chairman of this Committee. This committee shall render final decisions on appeals, approve policy and procedure, and appoint sub-committees; it shall fill vacancies in office subject to ratification of the Board of Directors. 2.

Measurement Committee The Measurement Committee shall consist of the Chief Measurer and three Fleet Measurers who shall be appointed by the Chief Measurer. The Chief Measurer shall be the Chairman of this Committee. This Committee shall grant or reject measurement certificates, render final decisions on all questions of measurement, and establish and administer measurement procedures which it deems necessary to insure compliance by all yachts immediately before their participation in any sanctioned event.

Race Committee The Race Committee shall consist of three or more experienced Sabot skippers, appointed annually by the Commodore. Each year the senior member, who shall be chairman of the Committee, shall be retired and replaced by a new member. The Race Committee shall assist local regatta and fleet race committees in the planning and execution of sanctioned regattas, and may serve individually on local committees when not in competition.

4.

Rules Committee The Rules Committee shall consist of three or more Fleet National Directors, appointed annually by the Commodore. Each year the senior member, who shall be chairman of this committee, shall be retired and replaced by a new member. The Rules Committee shall prepare a written statement of the basic rules governing all regattas sponsored by the Association or Fleets, and to amend or supplement such rules from time to time as it deems necessary.

Revised November 22, 2015 ARTICLE I - Powers of the Board of Directors 1.

The Board of Directors of the Association shall consist of elected representatives from each Chartered Fleet in good standing with the Association and the Executive Officers. Each member (or their designate) shall have one vote which must be cast by personal attendance at meetings of the Board of Directors.

Each Chartered Fleet shall be entitled to be represented by elected representatives in accordance with the following schedule: Fleet Membership At least 3 members but less than 250 members and: (i) less than either 25 senior members or 25 junior members. One: (ii) at least 25 senior members and 25 junior members Two: One representing senior members one representing junior members. 250 Members or more and: (i) less than either 25 senior members or 25 junior members. Two: (ii) at least 25 senior members and 25 junior members but less than either 50 senior members or 50 junior members. Three: Two representing the category (senior members or junior members) that has at least 50 members and one representing the other category. (ii) at least 50 senior members and 50 junior Four: Two representing senior members and two members representing junior members. The membership used to determine the number of elected representatives for which a Fleet qualifies is the total Association membership on July 10th of the year prior to that in which the representatives are to take office.

They shall remove from office by a 2/3 vote any member of the Board of Directors or any Executive officer found to be remiss in his duties. They shall suspend Fleets or members found guilty of violations of the rules of the Association or of unsportsmanlike conduct, for a period not to exceed the remainder of the Board’s term of office. They may refuse membership to an applicant for cause. Ten members of the Board of Directors shall constitute a quorum at any regular

or special meeting. The Executive and Measurement Committees may submit proposals to the members of the Board of Directors for vote by e-mail (or phone, if e-mail is unavailable).

ARTICLE II – Meetings The regular Annual Meeting of the membership of the Association will be held at the Junior Championship Regatta at the facilities of the host club. Special membership meetings may be held by order of the Board of Directors or upon written request of three Fleet Captains. Fifteen days’ notice for voting on motions outside of a meeting via e-mail, US First Class Mail or Fax. Five days’ notice of the Annual Meeting and special meetings shall be sent to all members by the Secretary. Report of action taken shall be given to all members. ARTICLE III – Board Voting The Board of Directors may not make or sustain a policy or motion that is in direct conflict with the intent of the INSA rules, requirements or procedure Section 1. Ballots: A. Voting on motions other than during a meeting shall be by written uniform mail ballot sent by US first class mail or e-mail or fax to all Members of the International Naples Sabot Association Board of Directors (voting & non-voting) at the direction of the Commodore. A ballot shall include a provision to vote for, against, abstain, to table, and to amend each motion as well as a date by which it must be returned and received in the International Naples Sabot Association Office and then forwarded to the Commodore in order to be considered validly cast. B. Any voting member of the International Naples Sabot Association Board of Director unable to either physically or electronically attend a meeting in which a specific motion is scheduled for a vote may request an individual mail ballot on that motion in advance of the meeting. Any ballot not received back by the time of the meeting vote on that motion shall be considered invalid. Section 2. Proxies A. The Commodore may accept the assignment of an International Naples Sabot Association Board of Directors’ Member proxy for voting at a meeting if it is received prior to the commencement of that meeting. A proxy may only be accepted for the purpose of voting on a motion placed on the table for which there was no mail ballot received and for voting a ballot motion that has been amended. B. The assignment of a proxy and its accompanying restrictions (if any) shall be reported by the Commodore or his designee at the commencement of the meeting. Section 3. Motions A. Passage of a motion made exclusively by mail (US first class or e-mail, or fax) ballot, shall require the affirmative vote of a simple majority of all votes validly cast. However, no motion that is made exclusively by mail ballot will be

considered to have been validly voted if less than ten (10) ballots are filed. Passage of a motion made at a meeting shall require the affirmative vote of a simple majority of all votes cast by those voting members in physical or electronic attendance in combination with absentee ballots provided a quorum is present. C. A written motion under the signature of three or more International Naples Sabot Association Fleet National Directors may be made to the Commodore and scheduled for a vote at a meeting. B.

ARTICLE IV – Dues 1. Fleets The annual dues for each Fleet shall be $25.00 except that, for any Fleet having more than one director, the annual dues shall be $25.00 for each director. 2. Members The annual Boat Registration Fee shall be $30.00, which shall include the membership dues of the primary skipper. Membership dues for skippers without a boat will be $30.00 as well, and allow the skipper to sail any INSA registered sabot. Annual dues are $50.00 if received after April 30th for renewing members. 3.

The Fleets’ annual dues to the Association, Annual Boat Registration, and Individual Membership dues are payable for the fiscal year beginning January 1. All dues shall be paid to the Secretary.

4.

Assessments may be made on fleets or members on a uniform basis at a general or special meeting of the Association membership, if voted by majority of the members present, provided, however, that the proposition is approved by a 2/3 majority of the Board of Directors present at a prior Board of Directors meeting. Assessment notices shall be sent to all members and shall be payable thirty days from the date of the approval.

5.

Both the Association and the Fleet dues and assessments, if any, must be paid in full before a member can be in good standing in either the Association or the Fleet.

ARTICLE V - Fleet Charters 1.

New Fleets A new and eligible Fleet will be granted a charter by the Secretary if its application is approved by the Board of Directors.

2.

Each Fleet shall submit a report by January 10th in order to renew its rights and privileges under its charter. The report shall contain the following information: 1. List of officers. 2. Calendar of racing events for the year.

3. Suspension Failure to submit annual reports and dues on time will result in automatic suspension of Fleet Charters. Suspended Fleets and their members will be barred from all Association events, and will not be reinstated until all Association

requirements have been met and application for reinstatement approved by the Board of Directors. ARTICLE VI - Eligibility 1. Fleets A Fleet is eligible for membership in the Association, and may submit an application for charter, when it has completed its organization and elected its officers in accordance with the Association’s Constitution. 2. Members There will be three classes of membership in the Association: 1. Regular member 2. Member-at-Large 3. Supporting member An individual is eligible for Regular membership in the Association if he owns or charters an eligible yacht, is a member of a recognized yacht club as determined by the Association, and is in good standing in his Club and Fleet. Any member of the immediate family of an eligible yacht owner shall be considered eligible for membership in the Association, if he is a member of a yacht club recognized by the Association, and is in good standing in his Club and Fleet. Regular members are entitled to the following privileges: (1) to vote, (2) to hold office, and (3) to skipper a Naples Sabot yacht in races. An individual is eligible to be a Member-at-Large if he does not meet all the requirements for regular membership, but is interested in, and wishes to support the Association. Members-at- Large are entitled to all the privileges of Regular Members, except that they shall not be eligible to vote or hold office. To race in Association sponsored events, they shall be members of a recognized yacht club as determined by the Association. An individual is eligible to be a Supporting member of the Association if he is interested in, and wishes to support the Association, is a member of a recognized yacht club as determined by the Association, and is in good standing in his Club and Fleet, but does not own or charter an eligible yacht. Supporting members shall be eligible to vote and hold office. Classes of membership shall be determined from time to time by the Board of Directors. 3. Yachts A yacht is eligible for Association events and considered in the Naples Sabot class only if it: has been certified by a recognized measurer; is properly registered; and has a current boat sticker, located on the upper right corner of the transom, indicating that the measurement certificate is valid and that the annual registration fee is paid.

ARTICLE VII - Yacht Registration 1. Number A new yacht which presumably has been built or will be built in accordance with the Association’s specifications will be assigned by the Secretary, a permanent number which will identify that yacht and that yacht only, and which cannot be reassigned, even though that yacht eventually is completely destroyed. As a practical matter, yacht numbers may be issued in blocks to boat builders who will assign them to Naples Sabot yachts individually upon completion. The number shall be engraved in a clearly visible location on the hull. ARTICLE VIII - Yacht Measurement 1.

No yacht shall be recognized as a Naples Sabot unless its owner holds a valid measurement certificate issued by the Association, and no yacht shall enter any race sanctioned by the Association unless it is so recognized. Annual registration fees must be paid to maintain a valid measurement certificate.

2.

Measurement certificates will be granted by the Chief Measurer and issued by the Secretary. As Chairman of the Measurement Committee, the Chief Measurer has the final responsibility for measurement compliance. No member of the Measurement Committee, including the Chairman, will measure his own yacht. If it becomes necessary to avoid a conflict of interest, the Staff Commodore will act as Chief Measurer.

3.

Change of Ownership - When a Naples Sabot yacht changes ownership, the racing number and certificate of measurement shall go with the yacht to the new owner. The date of change of ownership and signatures of the former and new owner shall be entered on the measurement certificate. The above information shall be furnished to the Secretary within 30 days from the transfer date for recording. There is no fee for transfer, except that the new owner, if not an Association member, must join the Association in order to have the transfer recorded, and the certificate remains valid. Should notification of a change or transfer of ownership not be properly provided to the Secretary within the 30-day period, the yacht is subject to re- measurement and all associated fees.

4.

The Association’s measurement certificate will be binding upon all organizations conducting Naples Sabot races. No yacht holding such a valid certificate shall be subject to re-measurement or protest unless reasonable grounds are submitted in support of alleged non-compliance, except any certified yacht is subject to remeasurement at any time by order and sole discretion of the Board of Directors, the Executive Committee, or the Measurement Committee.

5.

In order to be heard, a measurement protest against a yacht holding a valid measurement certificate must be filed with the Secretary and accompanied by a deposit of $10.00, which is returnable only if such protest is sustained, in which case the measurement certificate will be revoked.

Such a protest will be heard by the Measurement Committee, and the majority vote of that Committee will be final.The vote of the Chairman of the Measurement Committee will be permissive except that he must vote if a tie occurs without his vote. If a tie occurs with his vote, his vote shall prevail. ARTICLE IX - Regatta Rules All races and regattas sponsored by the Association will be subject to the applicable provisions of these By-Laws and of the Association’s rules as promulgated from time to time by the Rules Committee. ARTICLE X - Racing Rules All Fleet races and all races sponsored by the Association shall be governed by the racing rules of the International Sailing Federation as adopted by the national authority of the nation in which the race is held. Fleet and local instructions not in conflict with such rules must be observed, but shall not necessarily apply in interfleet events. Verbal instructions or rules are not official. ARTICLE XI - Audit The financial records of the Association shall be audited annually. ARTICLE XII - Amendments 1.

Constitution and By-laws The Constitution and By-Laws may be amended by a two-thirds majority vote of the Board of Directors.

2.

Specifications and Rules Official specifications of the Naples Sabot yacht design and dimensions, and rules of the Association, may be amended by a two-thirds vote of the Board of Directors.

CLASS RULES Revised August 8, 2015

1.

GENERAL: Naples Sabot yachts shall race under the current ISAF Racing Rules of Sailing (RRS), except where the INSA rules conflict.

2.

ELIGIBILITY TO RACE: A. The yacht and skipper must comply fully with the requirements of the Association and Fleet. B. The yacht must have been constructed in accordance with the official plans and specifications, must possess a copy of a valid Certificate of Measurement on file with the INSA office, and C. Must carry a current year registration decal. D. A member must be in good standing with a Fleet and the Association to be eligible to race in any INSA sanctioned event. E. Where there is an age requirement, birthdays occurring during a regatta shall not affect eligibility already established. F. Junior members whose 18th birthday falls between the first day of the Senior Championship Regatta and the Junior Championship Regatta in a calendar year may elect to compete in either Championship, but not both. A member must be in good standing with a Fleet and the Association to be eligible to race.

3.

AGE CLASSIFICATIONS: A. Junior Members: classified as under 18 years of age. B. Senior Members: all Association members who are 18 years of age or older. Within the Senior classification: 1. Masters are defined as being 40 years of age or older. 2. Grand Masters are defined as being 65 years of age or older. C. Senior and Masters Divisions will be established when possible. These two categories will be combined into a single Senior category if there are insufficient (three) entries in either category to make a class.

4.

INSA “Interfleet” JUNIOR SKIPPER CLASSIFICATION GUIDELINES: A. Basic Rule: In major regattas with inter-fleet competition, Naples Sabot skippers shall be advanced to the next higher classification upon having won a first place trophy. B. Advancement Guidelines: 1. B to A advancement shall be upon winning either three events of one or two day duration with at least 10 or more starters or one two day event with 20 or more starters. 2. All fleet advancements except B to A shall be upon winning either two one day events or one two day event with 10 or more starters. C. Definitions: 1. Classifications shall be designated “A”, “B”, and “C” (C1”, “C2”, and “C3”), in order of capability, “A” being the highest. 2. A major regatta is a series of four or more races, and of more than

3.

one day duration. Inter-fleet competition is defined as racing where two or more fleets are represented in a class, with a total of 10 or more starters. Cases where two or more classes are combined by the Race Committee, because of an insufficient number of starters in one or more classes, do not count.

5.

COACHING: The only acceptable on-the-water coaching to the Class during racing shall be for the C3 Class during non-championship events. During INSA championship events, on-the-water coaching between races shall be allowed.The Host Club during INSA championship events shall provide an appropriately sized “Coaching Zone” in a location which allows for meaningful coaching between races. A. The acceptable coaching zone shall not be a box. INSA shall provide flags which shall be used to denote the “Coaching Zone.” B. Limited coaching is allowed in the C3 fleet only, for those sailors who are: 1. At the back of the C3 fleet. 2. Obviously going backwards or continually struggling to stay out of irons or are in danger. 3. Delaying the start of the next race and pointed out by the Race Committee to receive assistance to complete the course. 4. Electronic communication devices including but not limited to:VHS and other 2-way radios, cell phones and text messaging devices shall not be used.

6.

BOAT CHARTERS: Current registration on the chartered boat shall be paid for/by the owner.

7.

REQUIRED EQUIPMENT: The following equipment must be carried in a Naples Sabot while racing: 1. A U. S. Coast Guard approved personal flotation device (PFD) must be worn and properly fastened by Junior skippers. 2. A U. S. Coast Guard approved personal flotation device (PFD) must be carried by Senior skippers. 3. One affixed suitable bailing device. 4. One affixed paddle which must meet the following specifications: 32 square inches minimum (excluding handle) with no holes permitted; of any material; minimum 1/8” thick; flat; handle 3 1/2” long, 1” wide, one 1/4” hole allowed for attachment cord. A regulation ping pong paddle shall be sufficient. 5. One painter at 10 feet long and at least 1/4” diameter. 6. No tracking device shall be installed on a hull or spars during a regatta without prior approval by the INSA Executive Board. Such requests for approval shall be made no later than forty-five (45) days prior to a regatta. 7. With the exception of class designation ribbons, an Organizing Authority (OA) may not require the installation of any added equipment which is not required by the “INSA Rules” nor approved by the INSA Executive Board. The decision of the Executive Board shall be final.

For Junior Championship regattas and all Junior A, B and C1 regattas (excluding Sabot II), the gross weight of the skipper plus hull and equipment, as defined in the specifications, must equal two hundred twenty (220) pounds. 2. If it does not, the skipper must add weight in the boat to bring it up to this minimum, except no skipper is required to carry more than 20 pounds of added weight. Consequently, in the case of a very light skipper, the gross weight might not reach 220 pounds but would still be legal if the maximum 20 pounds of weight were added. 3. Any weight (ballast) added shall not destroy the 10 pound minimum positive buoyancy of the yacht. 4. At a regatta, “A” and “B” Junior Fleet sailors must follow the gross weight rules as described above in 1., 2., and 3. Senior Skippers: 1. For Senior Championship Regattas, the gross weight of the skipper plus hull and equipment, as defined in the specifications, must equal 245 pounds. 2. If it does not, the skipper must add weight in the boat to bring it up to this minimum, except no skipper is required to carry more than 35 pounds of added weight. Therefore, in the case of a very light skipper, the gross weight might not reach 245 pounds, but would still be legal if the maximum 35 pounds of weight were added. 3. Any weight (ballast) added shall not destroy the 10 pound minimum positive buoyancy of the yacht. Senior Skippers, Clydesdale Division: 1. For Senior Championship Regattas, Clydesdale Division, the gross weight of the skipper must be 220 pounds or heavier. 2. If the skipper weighs 200 pounds, he must carry 20 pounds of added weight, added weight not to exceed 20 pounds. Ballast required to bring a yacht to its weight of 95 pounds does not apply to the required corrector weight for juniors (maximum of 20 pounds) or to the required corrector weight for seniors (maximum of 35 pounds).

SCORING: Low Point Scoring (Racing Rules of Sailing Appendix A) will be used, unless changed by INSA Championship guidelines. ASSOCIATION SPONSORED CHAMPIONSHIP EVENTS

Senior/Master/Clydesdale Championship Regatta 1. ELIGIBILITY: The event is open to any sailor who: A. In the Senior Regatta, must be over age 18 at the time of the event. B. In the Master Regatta, must be over age 40 at the time of the event. C. In the Grand Master Regatta, must be over age 65 at the time of the event. D. In the Clydesdale Division, must be over age 18 at the time of the event. E. Is a member in good standing of INSA, and whose boat registration and fleet dues (if applicable) are current with the Association. F. Has submitted a valid entry form and paid all applicable fees prior to the

start of the regatta. Boats shall be eligible to sail in the Senior, Master, Grand Master or Clydesdale National Championship provided they have a valid measurement certificate on file with the INSA office, and they have a valid decal for the current calendar year affixed on the hull.

EQUIPMENT: A. The same hull, sail and equipment must be used throughout the entirety of the event, unless it is so severely damaged as to be incapable of being sailed. All claims of damage requiring replacement must be petitioned, in writing, to the Regatta Chair, Chief Judge, or INSA Secretary. In all cases, replacement equipment must satisfy all measurement requirements. B. Hull and sail number shall match. An exception may be made at the discretion of the INSA Secretary or Regatta Chairman in the event of a damaged hull. C. Pre-regatta measurement and weigh-in shall be completed prior to the close of regatta check-in.

3.

REGATTA GUIDELINES: A. The Regatta shall be held annually with the following host rotation: ABYC, BYC/BCYC, MBYC, NHYC/LIYC, SDYC. B. The Event shall be governed by INSA Class (Racing) Rules, and the current Racing Rules of Sailing. C. Three races are required to be completed to constitute a series for the Senior, Master and Clydesdale Championships. When fewer than five races have been completed, a boat’s series score will be the total of her race scores. When six races have been completed, each boat’s series score shall be the total of her race scores excluding her worst score (throw out). D. The Masters Championship Regatta shall consist of a Gold Fleet and a Silver Fleet, and the Fleet Captains will participate in selection of the sailors for the Gold and Silver Fleets. E. The Grand Masters Championship Regatta shall not consist of more than three races, to be sailed during a single day. One race is required to be completed to constitute a series. A boat’s series score shall be the total of all of her race scores. The Grand Masters shall have separate starts; however, if there are less than five participants in the Grand Masters, they will start with another fleet. F. The Clydesdale Division shall have separate starts; however, if there are less than five participants in the Clydesdales, they will start with another fleet. G. Sailing Instructions shall be presented to the INSA Executive Committee sixty (60) days prior to the event for approval. Failure to provide Sailing Instructions sixty days prior to the event will result in INSA providing the Sailing Instructions for the event. H. Sailing Instructions shall be posted fifteen (15) days prior to the event.

The Trophy is to be held by the winner or winner’s yacht club until the next INSA Senior, Master, Grand Masters and Clydesdale Division National Championship. It is the responsibility of the winner to return the updated trophy, in original condition, to the next Championship.

Junior Championship Regatta 1. ELIGIBILITY: The event is open to any sailor who: A. Has not reached 18 years of age at the time of the event 1. EXCEPTION: Any competitor whose 18th birthday falls between the first day of the Senior Championship Regatta and the Junior Championship Regatta in a calendar year may elect to compete in either Championship, but not both. B. By July 10th, is a member in good standing of INSA, and whose boat registration and fleet dues (if applicable) are current with the Association. An additional late fee of $20 will be charged for skippers and hulls not in compliance. C. By July 25th, has submitted a valid entry form and paid all applicable fees prior to the start of the regatta. Entries may be received by August 1st if accompanied by a late fee. D. By July 25th, has qualified for the Championship Regatta in a fleet ranking series/or have received a ranking placement by the fleet to which the member belongs. Note that the fleet shall submit a ranking list to the INSA Secretary-Treasurer by August 1st. E. Boats shall be eligible to sail in the Junior National Championship provided they have a valid measurement certificate on file with the INSA office by July 25th, and they have a valid decal for the current calendar year affixed on the hull. 2.

REGATTA GUIDELINES: A. The Regatta shall be held annually on a rotating north-south basis. B. The Event shall be governed by INSA Class (Racing) Rules, and the current Racing Rules of Sailing. C. The INSA Junior National Championship shall consist of: Flight Selection Series and Championship Series. 1. Flight Selection Series: Shall be an open registration event sufficient to total 120 yachts, plus ties for 120th place. Flights for the Championship Series shall be determined by finish positions in the Flight Selection Series. Ties at the cutoff points shall not be broken. All overflow sailors will be automatically eligible to sail in the Cove Cup. Junior sailors with a fleet status of C2 by the end of the Summer Gold Cup will be eligible to sail in the championship series. 2. Championship Series: The Championship Series shall consist of the four equal flights as determined by the Flight Selection Series. However ties at each flight cut-off point shall not be broken which may result in a smaller number of competitors in the Iron Flight than the other flights. The four flights in order of top finishers shall be Gold, Silver, Bronze and Iron. 3. EXEMPTIONS a. Exemption A. The defending Junior National Champion may opt to be seeded as an addition to the Championship Flight and not be required to race the Flight Selection Series. Election to sail the Flight Selection Series voids this option. b. Exemption B. The Board of Directors may, in rare cases, accept a written petition from a worthy competitor to waive all, or part, of the prior series if participation in a national US SAILING event which required elimination by area prevents the sailor from participation in all or part of the prior series. If the acceptance of the petition shall increase the number of sailors in the Championship Flight such that a sailor who earned a position in the Championship Flight through normal eliminations will not be bumped. D. Sailing Instructions shall be presented to the INSA Executive Committee sixty (60) days prior to the event for approval. Failure to provide Sailing Instructions sixty days prior to the event will result in INSA providing the Sailing Instructions for the event. E. Sailing Instructions shall be posted fifteen (15) days prior to the event.

4.

SCHEDULE OF RACES A. Flight Selection Series: Under normal conditions five races shall be sailed. When three or fewer races have been completed, a boat’s series score will be the total of her race scores, there shall be no throw out. If four or more races are completed a boat’s series score shall be the total of her race

scores excluding her worst score. Championship Series: Under normal conditions six races shall be sailed. Three races are required to be completed to constitute a series. When fewer than six races have been completed, a boat’s series score will be the total of her race scores. When six races have been completed, each boat’s series score shall be the total of her race scores excluding her worst score (throw out).

5.

REASONS FOR DISQUALIFICATION Coaching: On the water coaching during racing shall not be allowed. Violations of this rule shall be considered a Fundamental Rule infringement and may result in sanctions against any involved skipper and/or team up to and including disqualification from the regatta. The involved coaches/parents may also receive sanctions up to and including being excluded from the event. On-The-Water Coaching between races shall be allowed in a “Coaching Zone” only.The Host Club during INSA championship events shall provide an appropriately sized “Coaching Zone” in a location which allows for meaningful coaching between races. Spectator and/or support craft shall not be allowed.

6.

TROPHIES TO BE AWARDED AT THE INSA JUNIOR NATIONAL CHAMPIONSHIP REGATTA A. A participation souvenir will be given to all competitors. B. Flight Selection Series - First through tenth take home trophies. C. Championship Series Gold Flight: 1. “Daily First” take home trophies (given to the winner of each race). 2. First through tenth take home trophies. 3. INSA Junior National Championship Perpetual Trophy. 4. Hal Brown Memorial Trophy for the best combined score, with no throw- outs, in the Flight Selection and Championship Series. 5. Coronado Chamber of Commerce Perpetual Trophy to the winner of the final race in the Championship series. D. Championship Series Silver Flight: 1. First through fifth take home trophies. 2. Commodore’s Cup Perpetual to the winner of the Silver Flight. E. Championship Series Bronze Flight: 1. First through fifth take home trophies. F. Championship Series Iron Flight: 1. First through fifth take home trophies. G. Joe Wells Perpetual Trophy to the top junior woman in the Championship Series. H. Jessica Uniack Memorial Trophy to the outstanding junior sportsman of the year. I. Peggy Lenhart Perpetual Trophy to the most improved junior sailor at Nationals.

7.

Has not reached their 12th birthday by the start of the first divisional championship regatta. B. Birthdays occurring during a regatta do not affect eligibility already established. C. Is a member in good standing of INSA, and whose boat registration and fleet dues (if applicable) are current with the Association. D. Has submitted a valid entry form and paid all applicable fees prior to the start of the regatta. E. Has qualified for the Sabot II Invitational Championship Regatta through the defined qualification procedure. F. Boats shall be eligible to sail in the Sabot II Invitational Championship Regatta provided they have a valid measurement certificate on file with the INSA office, and they have a valid decal for the current calendar year affixed on the hull. G. Yacht club membership is waived for members otherwise in good standing who do not qualify for yacht club membership because of age. H. Weights are not required for any sailor competing in the Sabot II Championship or District Qualifications. 2.

REGATTA GUIDELINES A. These Events shall be governed by INSA Class Rules. B. Division Championships 1. Northern Division: The Northern Division shall include all Fleets north of and including San Clemente, to and including Bakersfield, within California. 2. Southern Division: The Southern Division shall include all Fleets south of San Clemente to the Mexican Border, within California. 3. Open Division: Open Divisions shall include any Fleets outside of the Divisions above noted that host a regatta of six or more Naples Sabots pursuant to the eligibility rules below. 4. There shall be no restriction on the number of boats sailing in the divisional Sabot II Regattas. C. Invitational Championship 1. The Sabot II Invitational Championship Regatta shall be held annually on a rotating north-south basis. It is restricted to 10 competitors from the Southern Division and 15 competitors from the Northern Division selected in order of finish from each Division Championship.Ties at the cut-off point shall not be broken. The regatta shall consist of at least five races when practical. D. Schedule of Races 1. Division Series: Three races are required to be completed to constitute a series.When fewer than six races have been completed, a boat’s series score will be the total of her race scores. When six races have been completed, each boat’s series score shall be the total of her race scores excluding her worst score (throw out).Ties

TROPHY RESPONSIBILITY AND CONDITIONS The name, year and yacht club of the Winner shall be engraved by the winner and/or winner’s yacht club on the Perpetual Trophy. The Trophy is to be held by the winner or winner’s yacht club until the next INSA Sabot II Championship Regatta. It is the responsibility of the winner to return the updated trophy, in original condition, to the next Championship.

Naples Sabot Yacht Specifications Revised May 1, 2008 Note: Official Plans are available for the Naples Sabot from INSA for $25.00. The drawings and the specifications below define the sabot’s measurements. If you plan to build a new sabot or make modifications to a sabot, the drawings are absolutely necessary. Send a request for the drawing set, a check for $25 (payable to INSA), your name, address, and email address to the current INSA Secretary. Naples Sabot yachts shall be built in accordance with the official drawings and the following specifications and shall conform to the Official Drawing of the Association. Nothing is optional unless specifically stated. The use of carbon fiber is restricted to masts, booms, and hiking sticks. PLANKING: Plywood, 3/16-inch (or its millimeter equivalent) minimum thickness, or glass reinforced plastic (GRP). Sandwich construction shall not exceed 1 1/2-inch thickness. No cut outs or lightening holes are allowed in planking except for a 1 1/2-inch maximum diameter hole for a pump outlet. Hole must have opaque watertight cover if not in use. TRANSOMS: Wood, 1/2-inch minimum thickness. Plastic hull boats must provide adequate stiffness for transoms. No fixture or lip may protrude forward of the stem except a 5/8-inch maximum thickness of fiberglass or plastic. Likewise, no fixture (except rudder mountings and rudder) nor lip be aft of the transom except a 5/8-inch thickness of fiberglass or plastic. No cut outs or lightening holes are allowed in the transoms except for a 1 1/2-inch maximum diameter hole for a pump outlet. Hole must have opaque watertight cover if not in use. CHINES: Wood, laminated construction suggested, 3/4-inch x 2-inches minimum or 3-inch fiberglass tape and fillet. Chines may be omitted on plastic hull boats. GUNWHALES: Wood and/or GRP, approximately 1 1/8-inches thickness including plank. The maximum stringer (inside gunwhale) be 1-inch, the minimum be 0-inches in thickness (horizontal). The maximum thickness of the rub strip (outside gunwhale) is 2-inches and the minimum thickness is 7/16-inch. The maximum width (vertical) measurement of the stringer and the rub strip is 2 1/2-inches.

KEEL: Wood and/or GRP, 3/4-inch x 2 5/8 + 0 - 1/4-inch depth at stern transom. GRP boats may omit the inner keel. THWARTS: Wood, 1/2-inch minimum thickness, if constructed of GRP must provide adequate strength and stiffness. A strut extending from the gunwhale to the keel or extending to any location on a rib on the bottom of the boat and designed to reinforce the gunwhale or leeboard fitting is not allowed in any location between the forward side of the mid-ship thwart and the aft side of the forward thwart. (Struts on sabots registered before September 1, 2006 are exempted from this ruling.) Forward Thwart (Mast Partner) 3-inch minimum width at throat. Maximum width 7 1/2-inches. Cut outs or lightening holes permitted provided width of solid material equals 3-inches. Maximum height of the thwart above the sheer is 1-inch. If a portion of the forward thwart is formed by the top of an integral tank, that portion may not extend within 3-inches below sheer, and is not required to meet the thickness requirement. Bow flotation may not extend aft of forward thwart. Mid-ship Thwart 7 1/2-inches wide, plus 1 1/2-inches, minus 0, at upper surface with not more than 1/4-inch radius allowed on edges. If cut outs or lightening holes are used, at least 50% of the required area must remain. The thickness requirement of 1/2-inch minimum must be met for a least 50% of the required area. If center thwart is formed by the top of an integral flotation tank, it is not required to meet the thickness requirement. Stern Thwart 7 1/2-inches width, plus 1-inch, minus 0, at upper surface with maximum radius of 1/4-inch allowed on forward edge. If cut outs or lightening holes are used at least 50% of the required area must remain. The thickness requirement of 1/2inch minimum must be met for at least 50% of the required area. If stern thwart is formed by the top of an integral flotation tank, it is not required to meet the thickness requirement. The forward corner of such an integral tank cannot be within 3-inches of sheer at that point. KNEES AND BRACES: Knees, corner braces and under thwart braces may be constructed of wood, GRP, or metal and are optional as to exact shape and dimensions. Maximum height of knees and/ or corner braces above the sheer is 1-inch. Under thwart braces may be deleted where thwart forms top of integral flotation tank. MAST STEP AND TUBE: Maximum movement or play at the bottom of the mast tube shall be 1/4-inch. The maximum diametral clearance between the mast tube and mast partner is 1/8-inch (1/16-inch free opening all around).

The height of the top of the mast tube above the sheer shall not exceed 10-inches. The depth of the mast in tube below the sheer is 8 1/4-inches plus or minus 1/4-inch. Fiberglass boats only: The mast step may be a block or plug firmly affixed or a part of the hull. MAST: Solid wood, laminated construction, hollow GRP, aluminum or carbon fiber is permissible. Hollow GRP or aluminum mast must provide filler blocks or other means to permit attachment of fittings without the use of special tools. A mast in two parts with a slip joint at approximately the midpoint is allowed. Mast and fittings must have positive buoyancy in salt water. The mast shall rotate with the boom, and the rake shall not be adjustable while under way. There is no restriction on the mast flexibility as long as the mast conforms to the dimensions on plans. Mast diameter is 2-inches + 1/8-inch - 1/4-inch. Note: the lower 20 inches of a mast may exceed 2-inch diameter to obtain a close fit with mast tube. SAIL: Cloth shall be a dacron or nylon woven cloth only. Mylar, kevlar, spectra or other exotic fabrics or films shall not be allowed (except windows). To be constructed with mast sleeve and shall be loose-footed. Halyards and reefing gear are prohibited, and sail must be fixed to the mast at the head. Outhauls and downhauls are permitted. When stretched to remove wrinkles shall not exceed: • Leech - 11’11” maximum edge of clew to head, not including sleeve. (No part of leech shall lie outside of line drawn between head of sail and outside edge of top batten pocket). • Luff - 10’10” maximum head to tack, not including sleeve. • Foot - 7’0” maximum edge of clew to edge of tack, not including sleeve. 7-inch maximum foot round. Measurements of sleeve laid flat (Cross Measurements): • 2 3/4-inch maximum at top • 4-inch maximum at 1/2 height • 4 1/4-inch maximum at bottom Sleeve shall be 1 1/2-inches maximum vertically above head of sail. Maximum length of all battens 12-inches. • 2 battens in leech approximately equally spaced. • 1 batten near middle of foot. Windows are permitted: • One 6-inch maximum diameter telltale window. • All other windows shall be below the midgirth line and shall not total more than 450 square inches. MIDGIRTH SAIL MEASUREMENT TO BE 4’-5” MAXIMUM: Midgirth measurement to be found by folding sail from head to clew and marking midpoint on leech; then folding sail from head to tack and marking midpoint. Measurement is taken across these two marks with sail laid so it does not fold or wrinkle in this area.

SAIL NUMBERS: The following exceptions are made to ISAF Rule G1.2: Strongly contrasting colors are acceptable. Numbers of two alternating and strongly contrasting colors are acceptable. Yellow, gray, fluorescents of any hue, and shadow numbers are not acceptable. BOOM: Rigid wood, aluminum, GRP, or carbon fiber construction. Vertical and horizontal dimensions shall not exceed 2-inches. Hollow GRP or aluminum booms must provide filler blocks or other means to permit attachment of fittings without the use of special tools. Boom and fittings must have positive buoyancy in salt water. HIKING STRAPS AND TILLER EXTENSIONS: Are acceptable devices. GOOSENECK: The gooseneck shall be hinged vertically only so that the boom will cause the mast to rotate. The boom heel pin must be not more than 24-inches from the butt of the mast. The boom may rotate about its longitudinal axis. RIGGING: Shrouds or stays are prohibited. HARDWARE: The design of hardware and fittings is optional except for the functional restrictions contained herein and on the Official Plan. The choice of material for any of the fittings is optional. LEEBOARD: Top of leeboard to be not less than 4-inches above sheer. Its contour is specified on the Official Plan. It must be rigidly attached on the starboard side gunwhale at Station 3. A second attachment point may be along the starboard side of the boat in the area of Station 3. The only adjustment allowed is rotation of the leeboard around the thwartship oriented horizontal attachment bolt. The rigid attachment must prevent excessive athwartship movement of the leeboard; a maximum tolerance of 1 1/4-inch total free horizontal movement is allowed, measured at the tip with the leeboard rotated to the horizontal position. Only one hole in the leeboard is permitted and that hole shall not be more than 1/8-inch larger than the fitting. Horizontal location optional. Leeboard may be fabricated from wood or GRP but must have positive buoyancy in fresh water. Finish optional. RUDDER: The space between the leading edge of the rudder and the aft face of the aft transom shall not exceed 1-inch maximum. Bottom of rudder shall not be more than 15-inches below the outside of the bottom planking at the transom. Its contour is specified on the Official Plan. It must be rigidly attached to the stern transom and must not be adjustable vertically or fore or aft. Pivot type rudders are prohibited. Rudder may be fabricated from wood or GRP but must have positive buoyancy in fresh water. Finish optional. WEIGHT: The minimum weight for a complete Naples Sabot is 95 pounds. This weight includes hull,

tiller, rudder, leeboard, sail, mast, boom, blocks, sheets, painter, paddle and Coast Guard approved Personal Flotation Device (PFD). Fixed permanent ballast not exceeding five (5) pounds may be used in the hull to achieve this minimum weight. Balance of weight must be in yacht structure or aforesaid equipment. BUOYANCY: The hull, with permanent ballast (if required) must provide at least 10 pounds of positive buoyancy in fresh water. This may be accomplished by flotation tanks and/or a double bottom. HULL NUMBER: All Naples Sabots built after January 1, 1987 shall be assigned a yacht number by the Association. All boat builders shall permanently embed this number on the inside of the hull. AMENDMENTS: The Board of Directors shall add to the “Specifications,” as amendments hereto, such Board Meeting Minutes as affect measurement and do not appear either on the plans or current “Specifications.” No yacht builder or sailmaker, private or commercial, has the right, expressed or implied, to change models or to deviate from the plans and specifications and open dinghy intent of the Naples Sabot, or to incorporate new or different manufacturing materials and techniques without written approval of the Board of Directors of the International Naples Sabot Association. A commercial builder shall submit a prototype hull from a new or modified mold to the Chief Measurer for written approval before hull numbers may be issued.

Jessica Uniack Memorial Trophy Awarded to the INSA Junior member in recognition of the recipient’s outstanding display of sportsmanship on and off the water. The recipient is nominated by Junior INSA members based on conduct during, but no limited to the Junior Nationals and on criteria such as selflessness, attitude, leadership, integrity and helpfulness.
