The Associate Vice Provost for Strategic Enrollment Management and Retention (AVP SEMR) for Oregon Institute of Technology (Oregon Tech) is responsible for developing, leading, and executing innovative recruiting, enrollment, and retention strategies for the institution, working across campuses and leading a collaborative group in strategic enrollment management.
The AVP SEMR uses innovative best practices in enrollment management and retention to develop strategies, working with outside consultants as needed and collaborating with Institutional Research on developing data driven goals for enrollment and retention.
The AVP SEMR reports to the Provost and is a member of the academic leadership group, working closely with the college deans and the Dean of Online Education and International Engagement. They are responsible for the supervision of the Strategic Enrollment Management offices including admissions, financial aid, educational partnerships and outreach, academic advising, and retention. This includes staff, operations and systems, review and reorganization as needed, and oversight and planning of recruiting, admissions, and retention efforts in support of the enrollment management goals of the university across all campus locations.
The AVP SEMR is responsible for managing and motivating professional employees toward meeting and exceeding ambitious enrollment and retention goals.
THE DEPARTMENT
Strategic Enrollment Management (SEM) encompasses comprehensive planning and resource alignment processes aimed at increasing student success by identifying barriers and improving operations, promoting university-wide dialogue and collaboration and enhancing growth and revenue, while serving stakeholders and fulfilling the mission, vision, core values, and goals of the university.
The SEM division includes the offices of Academic Advising & Retention, Admissions, Educational Partnerships and Outreach, and Financial Aid. Collectively, these four departments align the services and support that cover the entire enrollment spectrum at Oregon Tech.
POSITION RESPONSIBILITIES
The AVP SEMR provides visionary and strategic leadership across the institution in the planning, development and implementation of an innovative data driven plan for recruiting, enrollment and retention of traditional, transfer, online, non-degree seeking, and international students. The AVP SEMR is also expected to:
• Maintain currency in national trends and best practices for recruitment, enrollment and retention and incorporate these into strategies for Oregon Tech to fuel sustained growth in student enrollment and increased rates of retention and graduation of students.
• Represent Oregon Tech at national and regional conferences on recruiting and enrollment, making presentations and networking with professionals across the country and develop leadership roles in appropriate professional organizations
• Work with established leaders in enrollment strategies such as EAB, RNL, etc. to maximize Oregon Tech’s enrollment growth, while being mindful of budgetary limits
• Facilitate a collaborative environment across campus to create interdivisional solutions to university challenges
• Develop and achieve ambitious enrollment goals for Oregon Tech and lead a collaborative strategic enrollment management group in achieving these goals
• Lead the SEM offices including financial aid to use data analytics in determining the best mix of scholarships for new students
• Oversee retention of continuing students and advising of incoming students to maximize undergraduate and graduate student enrollment
• Establish and maintain effective working relationships with the academic and administrative departments to ensure appropriate participation in student recruitment and retention
• Provide accurate reports to the Provost for the Board of Trustees, the President and senior leadership
• Develop training for multiple constituencies across campus as new strategies are developed, analytical tools incorporated, and to engage these groups in the implementation of enrollment strategies for growth
• Develop, implement, and evaluate policies, procedures, and programs for recruitment to ensure maximum efficiency and effectiveness and in compliance with Oregon Tech standards
• Manage the SEM Offices and operations including personnel, budgets, systems, communication plans and publications
• Oversee the hiring, onboarding, training, management, and evaluation of office staff (Klamath Falls and Portland-Metro campuses)
• Maintain an active staff development program, which emphasizes continuous improvement and customer service
• Provide regular feedback on performance to individual staff members
• Inform the faculty and staff of the activities and challenges of SEM in supporting the university’s goals
• Lead collaborations with Oregon Tech’s marketing department to develop marketing strategies, including messaging and tactics, that increase the number of inquiries, applications, deposits, and ultimately enrolled students
• Create and disseminate communications to on-campus and off-campus constituents related to recruitment and admissions
• Oversee system administration functions of Slate as a tool for daily analysis and communications with recruits, applicants and admitted students
• Regularly communicate with the academic deans and the Dean of Online Education and International Engagement regarding recruitment efforts and collaboration
• Oversee development of marketing materials for campus visitation and informational programs for prospective students, parents, and high school and community college counselors
• Establish and maintain strong, effective relationships with target recruitment sources, including high schools and community colleges, which facilitate student transitions
• Serve as a member of the Academic Affairs leadership team, and the Provost Leadership Team, representing SEMR areas and serve on other university standing committees, as appropriate
• Contribute to the overall success of the University by performing other duties and responsibilities as assigned by the Provost
QUALIFICATIONS
It is required that the AVP SEMR has a master’s degree or higher and exhibits progressively increasing leadership in enrollment management, including direct supervision of staff. A demonstrated understanding of the mission of a public, professionally-focused, polytechnic institution is also required. In addition, it is preferred that the AVP SEMR possesses:
• 8 or more years of progressively increasing senior leadership experience in enrollment management
• An established record of developing successful data driven recruiting and retention programs
• Demonstrated knowledge of national trends and best practices in retention
• Experience developing and implementing strategic plans
• Demonstrated leadership and management experience
• Highly developed analytical skill
• The ability to effectively communicate verbally and in written form
• Excellent interpersonal skills
• Experience developing and managing budgets
• An ability to effectively work with diverse groups of people and create a welcoming and inclusive working environment
• Experience working in a polytechnic and/or STEM university setting
• Experience working with Slate

In the heart of the Silicon Forest industry cluster, with more than 700 students, the Portland-Metro campus is designed to be a commuter campus. High-demand bachelor's and master's degrees in engineering, business, technology, and health care accessible to full- and part-time students. These programs are especially convenient for community college transfer students, working professionals, and busy adults through day, evening, weekend, and online courses.
Online Campus enables around 700 students to earn a certificate, associate, bachelor's, or master's degree without leaving their home or office. The Online campus offers 17-degree completion and complete degree programs Online student credit hours have grown by 130% during the last decade.
Seattle Campus offers bachelor's and master's degrees, and certificate programs, in mechanical and manufacturing engineering to Boeing employees at their Seattle area manufacturing facilities. Chemeketa Community College (Salem, OR) is a teaching site for Oregon Tech's bachelor's degree in dental hygiene through a unique dual enrollment partnership between Oregon Tech and Chemeketa Community College.
Scappoose Oregon Manufacturing Innovation Center Research & Development (OMIC R&D) is 21 miles northeast of Portland. OMIC R&D is a multi-national industry R&D enterprise, and Oregon Tech is proud to serve as its host university. This site provides an excellent opportunity for our students to work as interns, and alongside industry professionals and faculty researchers, on real-world manufacturing problem sets provided by industry members.
