About the Position

Washington University seeks a dynamic and visionary leader for its next Vice Chancellor for Human Resources and Institutional Equity (VCHRIE) to provide vision, leadership, and strategic direction in supporting the mission of the University. The Office of Human Resources provides resources and guidance to help ensure the university’s human resource initiatives are aligned with the mission and goals of the University. The VCHRIE reports to the Executive Vice Chancellor for Administration and Chief Administrative Officer and is responsible for helping to shape, guide and lead strategically focused and well executed HR systems, support and services that align with the mission and goals of the University in a manner that maximize human capital development, operational excellence, and financial strength. The primary goal is for Washington University to be recognized as an employer of choice and an exemplary employer. The VCHRIE will be responsible for planning, developing and implementing a fully integrated and service-focused human resources for the entire University, including the School of Medicine. The total workforce is more than 19,000 employees spanning academic, administrative, research and medical arms of the institution. The VCHRIE has administrative oversight for all aspects of the human resource function, comprising HR professional and administrative staff, including but not limited to: equal employment opportunity; affirmative action; talent management; diversity, equity and inclusion; classification and compensation; labor relations and employee relations; benefit program development and administration; staff recognition; employee engagement and HR communications, organizational development and effectiveness; training, leadership and professional development; administration of the human resources management system; human capital strategic planning: and human resource (faculty and staff) records. The VCHRIE will be responsible for strategic leadership across the University specifically in the area of institutional equity overseeing the Academy for Diversity, Equity and Inclusion, which reports directly to the VCHRIE. The successful candidate will also develop and maintain human resource related policies and procedures, and ensures compliance with the complex mix of federal, state, and University employment and labor laws, rules, policies, and regulations which impact the recruitment, employment, working conditions, compensation and benefits of staff, faculty, and student employees.

Provides guidance and counsel to executive leadership, Vice Chancellors, Deans, all campuses and other members of senior management regarding HR issues and challenges; Advises managers and supervisors on problem resolution and their HR-related responsibilities and serves as liaison between employees and senior administration by balancing management interests with employee advocacy; Advises and informs senior administration regarding current HR policies, procedures and programs, and critical policy issues, as well as recommends changes/improvements and provides data for management decision-making; Leads and directs HR operations including but not limited to talent acquisition; benefits and compensation administration; training, learning and professional development; organizational development and effectiveness; employee and labor relations; AAP/EEO; diversity, equity and inclusion; HR systems; with a focus on continuous improvement programs to increase efficiency and reduce cost while providing timely, quality human resource solutions; Support of the University’s mission and goals, responsible for strategic human resources planning that results in attracting, hiring and developing a highly qualified and diverse staff workforce; Plays a leadership role in carrying out workforce-related initiatives as identified and outlined in the University’s Strategic Plan, in alignment with Executive Vice Chancellor and Chief Administrative Officer’s vision and strategy for operational excellence. Leads a high functioning senior management team that has responsibility for a vibrant, multiunit HR organization that provides administrative and business support both internally to the organization but also to other University areas and to the campus community; Plays a leadership role in the University’s support for a fair-employment environment where diversity and respect for others are core values; Provides leadership in matters of interpretation of and compliance with federal, state, and University requirements relating to HR; Stays abreast of current environmental trends, legislation, and best practices in the field of HR that have the potential to impact the HR function and/or Higher Education in general Fully utilizes technology and efficient and effective business practices in the design and delivery of services and in the generation of management reporting; Supervises the WashU Nursery School and Family Learning Center; represents as one of two board members; Conducts the negotiation and provides oversight of the implementation of collective bargaining agreements for two bargaining units of the Local 148 Operation Engineers (approximately 100 bargaining unit members)

Qualifications

The successful candidate will have bachelor’s degree with a minimum of 10 years experience in human resources management that includes both supervision and leadership roles and significant experience and success working in a large, complex, decentralized organization with diverse employee populations. An advanced degree in a related field, recognized HR certifications and experience in higher education and health care environment is preferred. Other preferred qualifications include: • •

Demonstrated experience as a human resources practitioner working in a complex multidimensional organization; Strong ability to understand and connect the academic and health care environments and develop a synergy between a central business function and the teaching, research and patient care mission of the University; Ability to develop proactive partnerships with all campus constituents; Outstanding leadership qualities and technical skills together with significant management experience, and a strong commitment to service and accountability; Proven experience as a program builder, a passion for delivering high quality service, deep interest in building strong relationships with faculty, staff and clinicians; A collaborative and flexible decision-making style, a hands-on orientation that pays attention to detail, and the ability to strategically lead organizational change; A foundational understanding of issues and opportunities related to equity and inclusion; and a demonstrated record of promoting diversity in the faculty and staff; A track record of building a strong organizational team culture while creating an environment of customer service and support; Strong technical knowledge of HR functions and technology such as those involved in recruitment and retention, employee data management, training and development, performance management, compensation and benefits; Labor relations experience, including both negotiating and interpreting collective bargaining agreements; Understanding of the highly varied human-resource needs that are operative at a academic medical research university; Excellent interpersonal, oral and written communication skills.

Over the last two decades, the University has invested significantly in its undergraduate enterprise, constructing new residence halls, academic buildings, and a university center, expanding student services, and maintaining its strong commitment to personalized attention and small class size. The University is organized into seven academic units: the McKelvey School of Engineering, the School of Medicine, the Olin Business School, the Brown School of Social Work, the Sam Fox School of Design & Visual Arts, the School of Law, and Arts & Sciences. The University has just completed a capital campaign that surpassed $3.3 billion and is in the early stages of planning strategy for the next ten years. The University’s endowment stands currently at $8.1 billion. Total sponsored research in FY2018 was $711.8 million, including $522.7 million in federal contracts and grants. In 2020, the University concluded the most significant capital project in recent history: the transformation of the east end of the Danforth campus. This project included eight major components — three new aca- demic buildings, an expansion of the Mildred Lane Kemper Art Museum, two new multi-use facilities, an underground parking garage, and the expansive new Ann and Andrew Tisch Park. The east end transformation of the Danforth campus has furthered the University’s mission and values, setting the course for the next era of academic excellence and service to society. Washington University’s FY2020 operating revenues were $3.75 billion and its operating expenses were $3.56 billion. The University’s strong operating results are comprised of $1.63 billion in patient care and affiliated hospital revenues, $661 million in research, $452 million in net tuition and fees, and endowment spending of $362 million. The medical school accounts for over 70 percent of the University’s revenues through its strong patent care and research. The University’s largest expen- diture is compensation which makes up 60 percent of total expenditures. As of June 30, 2020, the market value of the University’s endowment was $8.5 billion, a number that has risen steadily with successful capital campaigns and investments. Two large recent investments made by Washington University, the east end transformation and a campus-wide technology upgrade, will draw on fund- ing sources required to support the projects between 2021 and 2025. In addition, construction be- gan in March 2020 on what will be one of the largest neuroscience research buildings in the country when it opens in 2023, a project that will be supported by medical school revenues. Academics and Research

Washington University in St. Louis is a world leader in undergraduate, graduate, professional, and postdoctoral education. The University awarded more than 5,000 degrees in the 2019–2020 academic year, including 1,890 undergraduate degrees. Six of the University’s seven schools are situated on the Danforth Campus on the west side of the large, appealing, open Forest Park, originally designed for the World’s Fair of 1904: Arts & Sciences The School of Arts & Sciences is the heart of Washington University and comprises the core disciplines of the humanities, social sciences, and natural sciences. Brown School The Brown School is committed to creating new knowledge to counter the effects of systemic oppression and racism, in order to build a more just and equitable world. Over the years the School has prospered and grown to become one of the top-ranked schools of social work in the nation, focused on evidence-based scholarship and impact. In 2008, it added a Master of Public Health degree, and in 2015, a PhD in Public Health Sciences. Washington University’s faculty, staff, and students advance the application of research discoveries to clinical care through multidisciplinary collaborations. The School of Medicine is one of the largest recipients of funding for research and training from the National Institutes of Health, with the majority of the funds awarded for research in cancer, diabetes, cardiovascular disease, infectious disease, immunology, and genomics with additional strengths in clinical research, imaging sciences, metabolic diseases (including diabetes and obesity), organ transplantation, populations health, and rare genetic diseases.

Faculty

WashU’s academic enterprise is driven by over 4,000 world-class faculty. The faculty have included 57 elected National Academy of Sciences and 62 American Academy of Arts and Sciences members, 30 American Law Institute members, 10 National Medal of Science recipients, four Pulitzer Prize winners, and three Poet Laureates. Twenty-five Nobel laureates have been affiliated with Washington University.

Students

More than 16,000 students enrolled at Washington University in 2020 from more than 100 countries and all 50 states. Today, WashU is one of the most selective undergraduate institutions in the country: its undergraduate program is ranked 16th in the nation by U.S. News and World Report. More than 33,000 students applied for the entering first-year class. The applicant pool is strong in both number and academic quality, with average SAT scores over 1500 for the enrolling classes over the last ten years. The six-year graduation rate is 95%. Of the University’s more than 7,000 full-time undergraduates, about 90% are from out of state, 80% pursue multiple majors or minors, and 40% typically study abroad. The Washington University School of Medicine

The seventh school of the University is located on the Washington University Medical Campus on the east side of Forest Park. The School of Medicine accounts for: • 1300 students; • 2500 faculty; • 8500 staff; • $2.8 billion in revenues and • $748 million in sponsored research In the hundred years since its founding, the Washington University School of Medicine has prospered, always distinguished as a first-tier medical school, and has been ranked, for over a generation, among a handful of leading medical schools in the United States. Washington University School of Medicine’s mission is to lead in advancing human health through the best clinical care, innovative research, and the education of tomorrow’s leaders in biomedicine in a culture that supports diversity, inclusion, critical thinking, and creativity. The Medical Campus, adjacent to the Cortex Innovation Community which it has fostered, is collocated with Barnes-Jewish Hospital, St. Louis Children’s Hospital, the Alvin J. Barnes-Jewish Hospital and Children’s Hospital are consistently ranked among the country’s best hospitals by U.S. News & World Report; Barnes-Jewish Hospital was named to the National Honor Roll for the 21st consecutive year which recognized the top 18 hospitals among 5,000 evaluated. U.S. News & World Report also ranked Children’s Hospital among the best pediatric hospitals in the nation. The VA St. Louis Health Care System provides inpatient and ambulatory care in medicine, surgery, psychiatry, neurology, and rehabilitation, in addition to many other subspecialty areas serving veterans and their families in east-central Missouri and southwestern Illinois. The clinical program is essential to the operations and success all the missions of the School of Medicine. The students learn from master clinicians and researchers while pursuing their studies in a wide array of academic departments and programs.
