JCCI Recession Recovery... and Beyond study released JCCI wrapped up and released the results of its 71st annual study, Recession Recovery…and Beyond, June 15. The study focused on where and how new jobs could be created to help the Northeast Florida area recover from the devastating blow of the recession and how best to position the region for longterm economic growth. The Study Committee found great opportunity in Northeast Florida for job growth, with Duval County as the economic driver, and the beautiful land, oceans, wetlands, and parks as assets to help retain a skilled and talented workforce and build the presence of innovative businesses. Opportunities for growth exist in the following fields: port logistics; health/medical sciences and associated

fields; aviation/aerospace and defense contracting; and financial services. There are also huge opportunities for small businesses to develop in the region, but no specific strategies and financial resources to help these businesses expand. Northeast Florida also boasts a prestigious medical and life sciences sector that should be leveraged to help improve the economic situation. However, despite all of the great opportunities for business growth, the Northeast Florida area lacks skilled and trained workers to participate in the economy. Efforts to expand the target industry sectors and to attain and retain a highly qualified workforce will struggle without public and/or private investment.

The ultimate finding behind the study was that Northeast Florida lacks a vision for the future. Leadership should strive to guide the region towards a cohesive vision of sustainable improvements. Those elements are key for ensuring a lasting recovery from the recession and moving beyond its negataive effects. To read the entire report, go to www.jcci.org.

Recommendations and implementation effort Five key areas for improvement were identified by the 2011 Study Committee: 1. The creation of jobs in key industry sectors – Opportunites include the expansion of JAXPORT which would be the single largest job creation opportunity in the Northeast Florida region; a concentrated effort by the Health & Biosciences Council to build coalitions, expand medical education programs, and to attract entrepreneurs in the sector; and an aggressive effort by the Cornerstone Regional Partnership to attract aviation/aerospace and defense contractors. 2. Build and maintain a workforce that is educated, and skilled – The JAXUSA Partnership should develop targeted programs to recruit

entrepreneurs, while the Jacksonville Economic Development Commission should be and advocate for incentives to promote business startups. Partnerships between businesses and public schools should be aggressively pursued to expand career-focused academics. 3. Encouraging the growth of small businesses – The UNF Small Business Development Center should take the lead in unifying the region’s small business development sources to implement a strategic plan to assist start-up businesses. 4. Improving the region’s marketing elements – The Mayor and the City of Jacksonville should support downtown redevelopment and revitalization efforts to give the rest of the country a better

first impression of the city. 5. Securing leadership for sustained economic growth – A coalition led by Northeast Florida’s Regional Council should work to identify, streamline, and standardize regulatory and permitting processes that make it difficult or costly to start, operate, or expand a business. The Implementation Task Force met June 29 for their first orientation. The task force is broken out into these subcommittees: Education/Training/ Workforce Development, Health & Biosciences/Academia, Regional Government/Leadership, Innovatation and Economic Development.
