The Navy announced the transferability process in NAVADMIN 203/09. Basically, it states that transferability requires two additional years for Sailors eligible for retirement between Aug. 1, 2010, and July 31, 2011, or three additional years for those with 20 years’ service between Aug. 1, 2011, and July 31, 2012.

"Before submitting their transferability requests, their obligation requirement must be reflected in their electronic service record (ESR) or the request will be rejected until corrected," said Wardlaw. Sailors can review their ESR at https://nsips.nmci.navy.mil/.

In addition to the ESR, the Defense Eligibility Enrollment System (DEERS) is used to validate a family member's eligibility for transfer. For enlisted personnel that means having sufficient obligated service prior to their end of active obligated service. For officers, it means they must have an administrative remarks entry (Page 13) in their ESR agreeing to serve four more years from the date their transferability request is submitted. After obligating service, Sailors must elect the transferability option while still serving. "Sailors can allocate any percentage of their benefit to their spouse and children and change it any time, but if they don't elect the benefit while serving, they won't be able to go back and do it," said Wardlaw.

In 1993, as a petty officer second class stationed in Groton, Connecticut, I decided it was time to secure my future. I began taking classes in workforce education at Southern Illinois University Carbondale (SIUC) the Naval Base. This one-year program was flexible to my work and family schedule. At the time, I just wanted the fastest degree I could get to enter the civilian workforce. I transferred to a ship at Norfolk Naval Base before completing the program. Letting several years slip by, I returned to my educational journey. I met with the SIU counselor on Dam Neck Naval Base and jumped right back into the groove. On October 31, 2006, I retired from active naval service and finished my workforce education degree. During an employer panel at the family service center in November 2005 at Oceana Naval Air Station, I met the training manager of STIHL Incorporated. I was later selected for the STIHL internship program. On November 1, 2006, I was offered a position at STIHL as the technical training specialist. It's been five years since I started that job. I use every class I completed at SIU in the workforce education program to fulfill my job responsibilities. A normal day for me includes anything from writing proposals to developing curriculum to scheduling multiple training classes. SIU is the cornerstone that prepared me for my career. Thanks for kick starting my second career SIU!

To use your GI Bill, you must first apply using either of the following: (1) Access GI Bill website at www.gibill.va.gov. Once on the site, click on “Apply for Benefits”; then, click on “Apply online (VONAPP-Veteran’s Online Application). This will take you to the application. Proceed as directed. OR (2) A paper application called a Form 22-1990 maybe requested at the GI Bill website. You may mail the form to the regional office associated with your home address, or if you know what school you want to attend, you may mail the form to the VA Regional Processing Office for the region of the school’s physical address. Before applying, please read all the information available on the GI Bill Website about each program that you may be qualified to apply.

CHANGES TO THE POST-9/11 GI BILL ON P.L. 111-377 As most service members are aware, on January 4, 2011, President Obama signed the Post-9/11 Veterans Educational Improvements Act of 2010 into law. Since the provisions of this law vary in their effective dates, it is important that members are cognizant of changes as they become effective.

EFFECTIVE OCTOBER 1, 2011: Allows students to use the Post-9/11 GI Bill for – Non-college degree (NCD) programs: Non-college degree (NCD) programs offered at non-degree granting schools: Pays the actual net costs for in-state tuition and fees or $17,500, whichever is less. Also pays up to $83 per month for books and supplies. On-the-job and apprenticeship training: Pays a monthly benefit amount prorated based on time in program and up to $83 per month for books and supplies. Flight programs: Per academic year, pays the actual net costs for in-state tuition and fees assessed by the school or $10,000, whichever is less. Correspondence training: Per academic year, pays the actual net costs for instate tuition and fees assessed by the school or $8,500, whichever is less. Housing allowance is now payable to students (other than those on active duty) enrolled solely in distance learning. The housing allowance payable is equal to ½ the national average BAH for an E-5 with dependents. The full-time rate for an individual eligible at the 100% eligibility tier would be $673.50 for 2011. All applicants must submit the CCME Military Personnel Scholarship Application or the CCME Military Spouse Scholarship Application The deadline for the scholarship applications is 1 November 2011. Chiefs needed to craft advancement exams


Navy College Office, JEB Little Creek-Fort Story n July, Navy officials unveiled plans to revamp advancement exams starting with the fall 2012 tests for active and reserve sailors. The rework will limit general military knowledge to 25 questions and devote the remaining 150 to ratingspecific questions.

Officials must get new exams squared away by March to publish bibliographies that will aid studying. And they need your help. Well-rounded chiefs who are experts in one of the 43 ratings listed in NAVADMIN 217/11 are needed for weeklong advancement exam development conferences from Oct. 1 through March 25 The Navy Education and Training Professional Development and Technology Center picks up the tab for each

Though he can‟t talk about a specific exam and what‟s on it, he can educate his command on how it all works, which can help sailors, study. “We always wonder when you‟re taking that test, „Where‟d this come from?‟ or „Where do they get this stuff?‟” he said. “I came back for a second time because I really believe in the process.” For application information and restrictions, see NAVADMIN 217/11.

Family members must be in DEERS and eligible for benefits in DEERS before a Sailor can request transferability. This means those dual-military members whose children are reflecting under only one sponsor's record, must be reflected under both sponsors. For example, to establish a child as a family member under both military parents, the child should be enrolled in DEERS under one parent for benefits and under the other parent as a child drawing benefits from another military sponsor.
