1 Getting to Baku

Immigration Procedures
Before you arrive, you will need to have a few essential documents and basic necessities ready. You will need a letter of invitation from your employer, passport with entry visa and enough cash (in U.S. dollars) to cover all the fees. Make sure that you have the originals of all of your essential documents including your driving license, marriage and birth certificates for your children. You will need to get a new visa after entering the country as your entry visa will have been terminated on arrival. Due to the official state of war between Azerbaijan and the Republic of Armenia, Azerbaijan bans the entry of Armenian citizens, as well as individuals from any country who
are of Armenian descent. Also be aware that if your passport has an entry stamp for Armenia, it may cause some problems at immigration. In most cases, you'll still be able to enter Azerbaijan but it may take some time and involve a lot of questions.
options to choose from: single or double entry visas (valid from 3 to 90 days) and the transit visa (valid for up to 5 days). If you want to stay longer and travel in and out of the country freely, you will need a residency permit which requires passport photos and police registration.
Before travelling, be sure to check with your local Azerbaijani embassy or consulate and the Ministry of Foreign Affairs for any changes to policy and visa requirements.
While most citizens require a visa to enter Azerbaijan, there are some lucky exceptions: citizens of Belarus, China, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Mongolia, Russia, Tajikistan, Ukraine and Uzbekistan can spend up to 90 days in Azerbaijan without visa.
ENTRY VISA The Azerbaijan visa system is actually relatively simple as there are really only three
Before you apply for your visa, make sure your passport is valid for at least six months after the expected expiry date of your visa.

WHEN YOU ARRIVE • Most expats initially arrive on a singleentry 30 day visa. If you're planning to stay in Azerbaijan for longer, you must register at your nearest police station within 3 days of arriving. In most cases, your employer will take care of this, so you'll need to give them your passport and possibly the rental agreement you've signed with your landlord. • Check that you understand your visa type and know which parts of the process your employer will handle, as some companies don't offer to complete the Residence Permit process. Be sure you know when your visa expires and how to renew it. • Register with one of the medical clinics in the city, it's much easier to handle the paperwork while you're fit and healthy than when you're desperate to see a doctor and longing for your bed. Many employers provide healthcare for expats.

Baku Airport
The Heydar Aliyev International Airport is located 20km northeast of Baku, and connected to the city by two modern high-speed motorways. It is well equipped and meets international aviation standards. Duty Free shops operate at the international terminal for both departing and arriving passengers. They accept card and cash payments in U.S. dollars, euros and Russian rubles. The airport has been renovated and fitted with modern equipment, offering an improved passenger experience. New luggage equipment at arrivals, a contemporary look for the department of visas and passport registration as well as an expanded and better service area are just some of the features of this airport. The customs office of the airport complex has also undergone work. The building uses state of the art science and technology for the convenience of passengers. Have a look at the lighting system, it has gained quite a reputation for its originality.

Customs clearance importing and exporting personal effects
It is possible to buy almost everything in Baku. Due to international zoning restrictions imposed on audiovisual systems (e.g. DVD players), you may prefer to buy a new multisystem here rather than ship your current one. Customs procedures in Azerbaijan are extremely complex and subject to change without notice. Be warned! You should not attempt to bring your own shipment without using a professional moving company with experience dealing with the relevant authorities. As soon as your relocation to Azerbaijan is
confirmed, it’s time to think about the service providers who will import your household goods and personal belongings. It’s not only a matter of professional packing, efficient and effective logistics and timely delivery. Professional and fast import customs clearance is key and it can be complicated in this country.
for personal use, will not be sold, and will be exported upon the shipper leaving the country. Personal items include household appliances, food, clothes, books, etc.
Shipping and customs regulations monitor the goods that are shipped into the country and vary greatly from nation to nation. Here are some of the customs regulations currently in place for people entering Azerbaijan:
• Antiques and books published before 1965, as well as articles of cultural relevance (e.g. paintings, furniture, carpets, cutlery, music instruments) should be photographed at origin (2 photos per item – Polaroid photos not acceptable).
• Duty-free entry allowed provided items are
- 12 www.intermarkrelocation.ru
• Shipment of household goods and personal belongings is subject to payment of the customs levy, which varies from 0.18% up to 0.30% depending on the nature of the goods.
Pets
You can bring your animal from your home country without any major issues as long as you have the required vaccinations and health certificate, which are accepted in English.
The State Veterinary Department is responsible for the animals of Azerbaijan and they can take care of vaccinations, micro-chipping and the sterilization of your animal.
• Inoculate your pet against rabies at least 30 days before entering Azerbaijan. No other vaccinations are required. • Obtain an International Health Certificate for the export of animals from the United States completed by an accredited veterinarian who will certify the health of your pet and conduct the required tests. • Upon arrival in Baku, a veterinary doctor at the airport will examine your pet and the relevant documents (accepted in English).

Bulvar & Waterfront
DOWNTOWN
SABAYIL & WEST BAKU
NORTH BAKU
Here you’ll find the pedestrianized plaza of Fountain Square. The streets immediately to its east and south-east are packed with shops, restaurants, bars and theatres. Just north, there is the city's main transport route, Nizami Street, with its oil-boom mansions and the odd museum.
Perched above the Old City, this area has both great views and famous historic vestiges such as Martyrs' Alley, the National Cemetery and, as of 2012, the Flame Towers. Sabayil has a splendid panorama of the sea and city and is best accessed by funicular (currently closed for works).
OLD CITY
BULVAR & WATERFRONT
North of Nizami Street is bustling with shops, official buildings and hotels. The area stretching from Yasamal in the west to Narimanov and Ganjllk in the far north-east is centered around the extensive and significant district of Nisami. Hubs include the Hyatt area, named after the hotel, Fizuli Square and the main railway station where another mall is due to be built.
This self-contained medieval centre is a maze of narrow alleys, renovated caravanserais (inns from the days of camel transport), ornate carved arches and restored mosques. Some hotels and restaurants have rooftop terraces with panoramic views of Baku and its coastline. You will find two of the capital’s main landmarks in the Old City: the Maiden's Tower and the Palace of the Shivanshahs.
This relatively thin strip of land runs from the Old City west to the eastern harbour building of Black City with plans to extend it further. Bulvar is where the city comes to relax since the oil barons and local authorities worked together to reclaim this land from the sea back in the early 1900s. You'll still find quaint funfair rides and authentic retro terrace cafes here. Head west to the Museum Centre and its main attraction, the Carpet Museum. - 16 www.intermarkrelocation.ru
SAHIL & EAST BAKU Baku at its busiest and most gridlocked, this relatively small area behind the Museum Centre and Government House is quickly coming into its own thanks to the arrival of five-star hotels. This area also houses the best modern attraction of the capital: the Museum of Contemporary.
Home-Search Process Your Intermark relocation consultant will offer you options from all Baku’s real estate agencies, private brokers and developers. This will save you the trouble of contacting agents yourself which can quickly turn into a complicated and arduous task. Make the most of your time and energy! The price you see in the description of the apartment is the asking price of the owner. We always advise landlords on the fair market price of their apartment. While some owners take our advice into consideration, others prefer to overprice and negotiate. Your relocation consultant will advise you on the price and room for negotiation. The key rent differentials are: • Size/Fit-out quality of property • Location • Security features • Quality of communal areas (entrances, elevators, stairs, etc.) • Technical specs of the building and utilities
• Secure parking • Infrastructure & Amenities Most landlords show their apartments themselves, thus influencing the logistics of your house hunting. Avoid planning time for visits during national holidays as most owners will not be there. According to Azerbaijani law, landlords have to pay 14% income tax (4% in case they are registered as private entrepreneurs). Asking price does not include this tax. The asking price for apartments usually does not include utilities (cold and hot water, electricity, satellite TV and Internet usage). There are also a special service “Service payments” in Azerbaijan, which includes payments for elevator, garbage removal, heating, cleaning of the territory and other points. According to the law landlord should cover this cost himself. Sometimes happened that landlord is not ready to cover it and your Intermark Relocation consultant will discuss this issue with the owner.
- 17 www.intermarkrelocation.ru
It is important to notice, that the central heating is not very common in Baku. In most cases locals use heating systems Combi, which runs on gas. You can independently control hot water supply all year round. These systems are installed on the balconies. The majority of the apartments on the market are owned by private landlords. The personality of the landlord is an important factor to consider. Intermark Relocation keeps a record on many landlords and your consultant will be able to advise you in many cases whether this landlord is easy to work with or not. Once you have chosen the property, your consultant will start negotiations. We strongly advise you to have at least 2 fall-back options in case the negotiations for the preferred property do not succeed. Your consultant will do the legal check on landlord’s ownership documents and provide you with a comprehensive report.
Market background
The majority of expatriates who relocate to Azerbaijan are living in Baku - nearly a quarter of the nation’s total. Every kind of property is available in Baku: from villas with large gardens and occasional swimming pools to duplex penthouses offering spectacular views of the city. City-centre living seems to attract the young professionals, empty-nesters and those who rely on public transport to get around. Downtown living is perfect for expats looking for a lively, social lifestyle, with all Baku's
restaurants, shops and bars easily accessible. There are many apartment blocks Downtown, from modern buildings near the Government House end of the Boulevard to older, cheaper former-Soviet blocks in the areas around Nizami and Khagani Streets, as well as Neftchilar Prospect and the surrounding streets. Wellington Heights and Seaview Apartment building are also popular with expats, which overlook Nizami Street and Boulevard Palace, and are close to the port.

If you will get your children at one of the international schools, this may also have an impact on where you choose to live. For this very reason, Ganjlik, Badamdar, Grand Park and Stonepay are popular with families. They enjoy the fact that their children are completely safe to run and play in the street and there's a good sense of community within the compound.(фото) The outdoor spaces are attractive to expats with pets, especially dogs.

Azerbaijani People People of Azerbaijan are well known for their hospitality. It's an old tradition to welcome guests in the best way possible. People feel very happy to have guests in their homes and usually prepare meals and put everything they have on their dinner table no matter whether you are hungry or not (it's a tradition and you'll have eat and drink tea with sweets afterwards). Guests are usually invited to take the most comfortable seats at the table or be seated right beside the owner of the home. If you happen to stay overnight, your hosts will happily offer you most comfortable room. Locals are very friendly and helpful, so if you get lost, just ask someone and they will do their best to help you even if there is a language barrier.
Business Etiquette If you want to set up a business meeting with Azeri businessmen, it is customary to send them a letter outlining your company and the purpose of your visit. A nice touch is to have your letter of intent translated into Azeri.
Direct communication is seen as positive during meetings and negotiations, however it is recommended to remain diplomatic and sensitive to their needs at all times. It is quite a difficult balance to strike.
Azeris are sensitive to status, they take great pride in hierarchy and small things, like who enters the room first and who sits down first, often play a big role in the meeting. It is always best to let your host be the leader.
When going into meeting with Azeris, be prepared and know as much as possible about the person and the company you are meeting with. This will facilitate communication. Don’t forget to carry plenty of business cards around with you, it is common practice here to exchange them, just remember to always exchange your cards with your right hand.
At the beginning of the meeting, the conversation will not focus on work: this is the time to build a rapport with the person that you are doing business with. This will make negotiations easier later on. Remember to look them in the eye when you are speaking, this is a sign of sincerity.
- 26 www.intermarkrelocation.ru
Be prepared for slow negotiations and plenty of haggling, Azeris are master negotiators and don’t like to be rushed.
Language and Religion
Azeri is the official language of Azerbaijan and it is also spoken in many other countries of south-western Asia. Russian is also still widely spoken within the country. Azeri, as it is spoken and written today, grew from the Eastern Oghuz dialect. Brought here during medieval Turkish migrations, it was profoundly influenced by Persian and Arabic. The geographical situation and local traditions have attracted various ethnic groups to the country.
There is no official religion in Azerbaijan, however the majority of the population is Muslim. While Baku is a cosmopolitan capital, it remains a Muslim country and you should dress conservatively in rural areas. However, society is secular here and views religion as a private matter. There are also Russian Orthodox, Georgian Orthodox, Armenian Gregorian, Catholic and Old Believers' churches, as well as Jewish synagogues, Lutheran and Baptist churches.
CLIMATE Azerbaijan has nine different types of climate and most of the country is either dry or humid and subtropical. This also means that some subtropical crops are grown here. The summer is hot and dry, autumn is warm and rainy, winter is cool and spring is irregular. The mountains can be windy.
13°C-17°C
Temperatures can reach +44°C at their peak and the hottest months are July and August. Average summer temperatures vary between 26°C and 35°C and the weather is hot and humid. In January, the coldest month, it can drop to 0°C and sometimes reaches -13°C to -17°C and elsewhere even -20°C.

TOP REASONS to visit AzErBAijAN Land of Fire Azerbaijan’s "burning hillsides" caused by gas seeping through fissures in the earth have earned this country the name of "Land of Fire". These natural fires occur in many places throughout the South Caucasus. The gas ignites as it reaches the surface creating the effect of a burning hillside.
Medicinal Oil The unique oil of Naftalan is produced in the town of its namesake and has no analogues in the world. Confirmed by numerous scientific studies, it is used in combination with other therapies and alone in the treatment of adults and children.
The Caspian Sea Named after the Caspian tribe that lived on its shores, the Caspian is the world's largest inland sea. The Romans called it sea for the salty taste of its water while in fact it is the biggest lake in the world and contains only a third the salt of regular seawater. Azerbaijan, Russia, Kazakhstan, Turkmenistan and Iran all have borders along its coast.
Tea culture Azerbaijanis are very hospitable people and while visiting any home here, they will start by offering you black tea. For the locals, tea at the beginning of a meal is a symbol of hospitality and is served with fig, strawberry, apricot, walnut, blackberry and other jams. There are also traditional teahouses called ‘chaykhana’ where men like to sit playing backgammon (nard), reading newspapers and drinking tea.

Transport ON FOOT
BY METRO
While it is possible to get around Fountain Square, the Bulvar, and the Old City by foot, the entire city is unfortunately not accommodating to this type of travel. Authorities have recognized these traffic problems and pedestrian hazards, building an extensive network of underground walkways to ensure people do not attempt to cross the roads on foot. Drivers generally aren’t very considerate towards pedestrians and so you need to be very careful and never attempt to cross roads without a pedestrian crossing or an underpass. They are clearly indicated by blue and white signposts with a picture of a person walking downstairs.
The metro is the easiest way to access the northern and eastern areas of town from the city. It works on a simple chip-card system. Staff will be more than happy to help if spoken to in either Azeri or Russian, and some
- 30 www.intermarkrelocation.ru
may understand English. Be careful when transferring trains as the signage is not easy to spot. To plan your route by metro go to www.metro.gov.az. This website will show you the quickest route to get to your destination and give you exact directions.
BY BUS
BY BICYCLE
BY TAXI
A baffling array of buses and minibuses (marshrutki) offer transport throughout the Azeri capital. Buses have fixed stops but no schedules or routes posted on them so you have to look for your destination posted above the driver's window as a bus approaches. In minibuses, you will have to say “next stop please” or “sakhla” if you want the driver to stop. As for payment, get in the minibus and pass forward your coins to the driver, with the help of other passengers if you are at the back.
A great way to cover a lot of ground is by bicycle. Cycling and rollerblading are popular activities in the summertime. Unfortunately, the bicycle isn’t the safest mode of transport for everyday use and due to the chaotic traffic, Baku is not really a great city to get around by bike.
“Ride the aubergine!” is common advice in Baku. Taxis are everywhere here, but if you can’t speak local lingo, it’s usually safest to jump into one of the many London-style cabs, painted a deep soothing shade of eggplant purple. Unlike other taxis that you’ll find on the streets (mostly white or yellow), the London-style cabs work strictly on the meter so there’s no need to haggle but it is customary to tip by rounding up the fare to the nearest Manat. Landmarks are often better than addresses when instructing the driver, few of whom speak much, if any, English. Better still, have a local friend explain to the driver where you want to go.

Azerbaijan has a government-funded healthcare system across the country that caters to all residents, however most expats prefer to have private health insurance and go to private hospitals. This is strongly recommended for health purposes and private clinics and hospitals often cater to Englishspeaking expatriates. Make sure that you are fully insured before coming to Baku (including medical evacuation). If you are taking any regular medication, you need to bring a supply with you. While most medicines are available in Baku, both the brand and the name may differ so be sure to make a note of the generic name. In fact, most medicines are available without a prescription and are cheaper than in many other countries.

Giving Birth in Baku For Expat's Wife Azerbaijan has many options with regards to hospitals and doctors, should you fall pregnant. There are state hospitals and care units that will provide antenatal care and delivery and most private medical insurance schemes will cover maternity. If you are planning a family, we strongly recommend investing in medical care that will cover pregnancy and maternity. If you suspect you are pregnant, confirm your suspicions with a medical examination by contacting your insurance provider for a list of doctors that you can see.
If you are employed, you will need a letter from the doctor confirming your pregnancy in order to receive the maternity benefits from your employer. For expecting parents who do not want to know the gender, make this very clear to the doctors and staff performing the scans and checks. Gender is important in Azerbaijan and parents are often eager to learn the gender of their child early on. The majority of mothers-to-be choose the Republican Diagnostic Centre, considered one of the best in the city.

Located close to the centre and the Central Park Hotel, it plays a pivotal role in the redevelopment of the capital.
