(Beleidsverkenning Versterking Vestigingsklimaat Nederland) Spatial strategies for six Dutch regions aimed to strengthen their economic competitiveness 2014-2015 Location Groningen (Noord Nederland), Twente, Gelderland, Venlo, South LImburg, West-Midden Brabant; Netherlands Project descritption In the first stage, a number of policy studies focusing on the economical top sectors, and innovation in the Dutch economy were made. They were developed through series of round tables with with national and regional representatives and policy experts. In the second phase of the study, results of workshops and round tables were tested in spatial strategies. For each of six regions several different models were made, covering issues of economy, accessibility, urban and landscape qualities, agglomeration force and orgware.

(Beleidsverkenning Versterking Vestigingsklimaat Nederland) In the conclusive third stage, the results on regional level were reflected on national scale. All regional strategies can be grouped by following topics: • “Delta of compact world players”. Strategies focus on strong specialization in a specific economic sector. The regional centers are well connected to the world via the relevant modalities for the top sector. • “A network of networks”. This group of strategies is used to stimulate crossovers between top sectors and develop coherent regional networks, - that would increase labour market and lead to cross-fertilization between sectors. • “Broad base for economic development”. Strategies suggest that strong players on the market have no support from the government, while priority is given to reducing unemployment and vacancy rates, and improving basic services and transport connections. At first regional were placed side by side, and after that there were formulated issues that are specifically relevant on national scale such as logistics, High-Speed networks or regional crossovers.

High-Speed networks and regional crossovers (top right) Through investment in high-speed infrastracture it is possible to increase agglomeration force of Dutch regions located between large metropolitan areas of Randstad, Ruhrgebiet and Brussels. In addition, stimulating crossovers between sectors, would lead to greater resilience to cope with economic setbacks.

Overview of qualities and potentials in Het Gooi area: media and health clusters, lanscape qualities and tourist points

(De Zwarte Hond + Vereniging Delta Metropool) Ongoing study on mobility, economy and landscape in Het Gooi area, East to Amsterdam. 2014-2015 Location Het Gooi, Netherlands

Project description Het Gooi area currently faces serious accessibility problems: there are bottlenecks on A1 and congestion on regional road network in the area. The research is not limited to mobility issues, but also looks at other spatial tasks such as economical performance of the region and its specific landscape qualities. Research findings will be used later as a base to form a future sustainable vision for Het Gooi area.

Role: urban planner The research includes series of workshops with representatives form different organisations where future challenges, problems, ambitions, and interests for the area are discussed. Translation of workshops results and findings into visual material: producing maps, schemes and diagrams.

Development strategy for a knowledge cluster of avionic technologies. 2014 Location Ramenskoye, Moscow region, Russia

Project description Technopolis “Ramenskoye” is a research campus for avionic technologies, situated in one of Moscow’s satellite towns, where R&D clusters for aerospace technologies were traditionally located. The campus is organized in a number of compact clusters each with a mix of programs, to encourage encounters between people and stimulate exchange of knowledge. The set up in multiple clusters is flexible, it allows to deal with both fast and slow growth and offers room for unforeseen developments. A firm framework of qualitative public space forms the masterplan’s backbone in which ambitions and common goals are formulated and secured. This framework helps defining the core identity of the development exploiting unique landscape features and the public space as a spatial blue print. Role: urban designer Elaborating the concept, producing project documentation and working drawings, adaptation of the project to specific Russian conditions, communication with the client and detalisation of the project following Russian norms and requirements. Wetland park in Turkmenbashi bay Five artificial islands as a part of Hazard Natural Reserve 2014 Location Turkmenbashi bay, Turkmenistan

Project description Turkmenbashi Bay is as a part of the Hazard State Nature Reserve, a Unesco World Heritage protected area. Expansion of Turkmenbashi port offers an opportunity to develop a wetland park in front of the coast of Turkmenbashi: the silt extracted during construction will be used as material to shape new islands. Wetland park is shaped by a composition of five islands, refering to five as a holy Turkmen number. Together the islands create a shallow lagoon between the islands and the coast, forming a barrier for the waves coming from the southeast. Gradual steps between wet and dry environments create conditions attractive for different kinds of wildlife. Role: urban designer Working on several models for wetland park, further elaboration of concept in detailed design. 3d view

Wijchen parking garage Competition design of a new parking garage and public space for Wijchen train station

2015 Location Wijchen, Netherlands

Project description The new design of parking garage is aimed to bring new identity to the Wijchen station area. It is a two-layered parking with wooden green facade and daylight in the -1 layer. The roof over bike shed is equipped with solar panels. The spatial organisation of the garage contributes to public space of the station square, as car and pedestrian flows are divided, and cars to not block the flow of people and bikes coming from the city center. Role: architect Elaborating concept design, producing project documentation and working drawings, schemes and visuals.

Productive landscapes of Moscow: binding modernities Strategy for production, mobiity and open space in the Eastern periphery of Moscow city (industrial belt and dormitory districts) Location Moscow, Russia Description The aim of the thesis is to show how to reconstruct live and work relations in the city of Moscow, and to demonstrate how to deal with existing complex urban landscape without destroying previous modernities, but keeping alive the bonds that tie the present with the past. The main analytical tool is the study and the evaluation of the logic of contemporary and historical transformations of Moscow. The history of the city is studied as an evolution of political-technological space. The analysis concludes that loss of relations between production and inhabitation, and uneven development of Moscow city is a direct result of transferring problems to another level of scale through bigger and faster infrastructures. Only by overlapping infrastructures of different scale and speed it is possible to create a place operative across all the levels. Policentric supervillage of the 19th century was constructed through the integration of fast and slow mobility networks across all the levels. Though contemporary city is much bigger and much more complex, it is possible to extrapolate the principles of integration from organically developed, medieval city.

Vision The project vision is to bring more even distribution of jobs and housing to the Eastern periphery of Moscow (industrial belt and dormitory districts), and to provide spatial conditions for the mixity between production and inhabitation. This can only happen along with necessary improvements in infrastructure and along with the transformation of pubic space. In order to fully use the potentials of industrial territories, it is crucial to bring production back to industrial territories and to incorporate all the possible open and safe types of production into the process of urban transformation. These would not only be offices, but also small manufacturing, light industries, R&D clusters and knowledge production.

Productive landscapes of Moscow: binding modernities Case studies In three case studies it is tested, what would be the possible result, if tram network would be extended and would pass through industrial zones (case one), dormitory districts (case two) and fast infrastructure (case three) Three case studies would shape a new center in the Eastern periphery. They would also become the pilot projects where principles of reclamation of post-socialist built landscape would be tested and evaluated. Productive supervillage

Reflection Is it possible to imagine that by shifting attention to one of the most deprived parts of the city, we can change the way how the whole metropolitan region operates? When dealing with metropolitan area of Moscow, it is important not to reinforce the radial-concentric structure of the city: introduction of the new rings and radials would only reinforce extreme hierarchy of existing system. If the point of attention is shifted to the Eastern bundle of industries, if the integration of fast and slow infrastructures is provided, there is a chance that the new center could bring more benefit to the whole metropolitan area, than the old city core or another ring of centralities around the center or expansion to the South-West.

Marghera as a part of the city Radical-rational scenario for Marghera which explores the possibility to transform the former petro-chemical platform into a livable part of the city Location Marghera, Venice municipality, Italy Description The goal of the scenario is to find possible ways to bring new life to abandoned industrial platform located in Venice lagoon. The scenario uses existing migration of people away from Venice as a possible driver of future change and suggests that polluting industries and Port of Venice should leave Marghera in a long-term perspective making it more attractive for inhabitation. Starting with this hypothesis, existing problems and hidden potentials of the territory are explored. The possible change is to be achieved by shifting fast flows away from the port, reusing green carrying structures and through the depollution program of contaminated parts of Marghera.

Third place paradigms: Zuid boulevard One of the key interventions as a part of regional strategy for Rotterdam - the Hague corridor “Third places paradigms� (group work) Location Rotterdam South, Netherlands Description Regeneration of the Zuidplein, center of Rotterdam South, where the poorest and the most problematic neighbourhoods of the city are located. The project implies a creation of the knowledge cluster by downscaling the highway to a boulevard, creating educational institutes and community centres, and providing connections between the square and knowledge clusters in the Rotterdam North (tram line and extra metro line).

Murmansk emergency station The project of emergency station and the skyship in the city of Murmansk which serves the remote and inaccessible villages in Kola peninsula during the periods of polar nights. Location Murmansk city and Kola peninsula, Far North, Russia Description The project consists of the urban design and the architectural parts. The proposal for the city of Murmansk involves the master plan of the emergency station with all the necessary departments. Besides the functional program, the new master plan is supposed to serve the needs of local population. As inhabited part of Murmansk is cut off from the water by the port, project area is open for the locals and provides a public space on the waterfront. The architectural part of the project consists of the skyship which serves remoted villages of Kola peninsula as the only possible means of transportation in extreme climate conditions of the Far North of Russia. The skyship can be based in a hangar with a retractable roof, located in Murmansk emergency station. The hungar also operates as interior public space for city users.

Murmansk emergency station The skyship has double function of a means of transportation and cultural and medical center which serves the needs of residents of remote villages of Kola peninsula.

In conditions of extremely strong winds, absence of roads during cold periods and the frozen sea the skyship becomes the only possible means of transportation. Its gondola is a retractable movable structure, which can be transformed to cultural and medical center when land-based. As cultural segregation is one of the most serious problems resulting from spatial segregation of the villages, the cultural function of the skyship is the most important component of its functional program.

Redevelopment of the factory “Red Proletarian” for the research and development center of biotechnologies Location Moscow, Russia Description The new use of the factory is dictated by its location in the city: it is situated in the existing medical cluster in the SouthWest of Moscow and surrounded by medical institutes and hospitals. The new function of R&D center makes it possible to keep almost all the buildings of the factory and to reuse them as laboratories, offices, exhibition halls and production departments. The newly built departments repeat the theme of existing red-brick structures. In order to integrate the factory into surroundings its ground floors have public functions and its territory is open for the city users, while upper floors of the different departments are interconnected and are used by workers of the R&D center.

Spatial development concept for “Park” creek in Kaliningrad Competition project shortlisted in winning entries.

Location Kaliningrad, Russia

Description Promenade along the “Park” creek in Kaliningrad is a crucial element of Kaliningrad green belt which is currently closed from public and serves as barrier in the urban tissue of the city. Specfic features of the surrounding context were took into consideration for concept development. The creek runs through different “worlds” and connects them together: world of the city, world of the quiet village-like neighbourhood and world of the wild nature (Kaliningrad zoo). Respectively the form and the use of the park is gradual in character: from highly urban “foye” one slowly gets to “village square” and then to the zoo, where priority is given to wild nature and animals, while space for visitors is limited by promenade and watch towers. First part of the promenade is integrated to the surrounding neighbourhood with the series of small pedestrian pathways. The crossings of pathways with the promenade shape small-scale centralities where local programs can be positioned (play- and sportsgrounds, ice-cream kiosks etc.) In the end, projects intends to connect not only green segments of the park ring, but also segregated parts of urban fabric from both sides of the creek.
