URBAN OASIS Rigional Planning Mapping Urban Sprawl

In the mid-18th people who live in Taipei build their 1904 villiage along Dansui & Xindian river and foothills in the basin living rely on agriculture despite there are villiages but the population are in a small number. Through the 19th centry Taiwan was colonialed by the Japanese, the government of Japan develope Taipei City agressively. The railway system was built during the colonization. After the universal of the train network Taipei convert into an industrial society from agriculturial. In the mid-20th centry, the Taiwan government start to develope the city aggresively after that many public facilities were erected. Taipei now has become a serious densely populated and urbanized city .

Urban Infrastructure contains with two different types of infrastructures “Gray Infrastrutures” & “Green Infrastructures” . Therefore green infrastructure was known as a biological network system. It includes “Hubs” and “Linkage”. Through using Geographic Information System (GIS) to find out Green Infrastructure in Taipei basin with eight different factors such as mountain, rivers , wetlands, framlands, parks, schools & corridors, brownfields ,and heritages to define their locations and character in the G.I network.

6

URBAN OASIS Rigional Planning Strategy

Through the mapping of all the green infrastructure resources it is clear to define the distribute of all GI rescources in Taipei basin and we can devide Taipei into 8 districts such as Dansui, ShihLin & Beitou, Shezhi, Taipei Metropolitian, Neihu & Nangang, SanChung , Luzou & Xinchuang, Banquao & Zonhe Younghe, Xinian & Muzha etc. Each district has it’s own unique landscape and function surporting the city. Through the mapping analysis we can formulate the strategies of each districts to built the green infrastructure network to make a connection between nature region and urban region. The site that been chosen is in the district of “Taipei Metropolitian” area. Based on the analysis above as well as the various function of the dividing sub-systems, we can clearify more about the orientation of the site and the role in Taipei city.

URBAN OASIS Dansui : 1. Make an extention and connection to the green space on the edge of the mountains. 2. Relink riverfront and ocean. 3. Creating culture sight seeing & Eco-traveling system.

Sanchung , Luzou & Xinchuang : 1. Develope green industry 2. Enhance the quality of cultural sightseeing and living. 3. Creating mutiple living environment.

● Shihlin & Beitou : 1. Consolate mountain ridges. 2. Renforce the relationship between rivers and residental areas. 3. Develope eco communities and industral parks.

● Taipei Metropolitan : 1. Construct complete green infrastructure network. 2. Link up exsisting G.I. systems. 3. Built urban detaintion sewer system..

Shezhi : 1. Develope Low Carbon Communities. 2. Construct Urban detention sewer system.

Xindian & Muzha : 1. Develope Low Carbon Communities. 2. Consolate mountain ridges. 3. Enhance the relationship with the rivers.

● Neihu & Nangang : 1.Maintain mountain ridges. 2.Develope eco-techonology industry.

Through the rigional planning result we can easily see that the green infrastructure in Taipei is fragled and broken. In the district planning we have to define all the breaking points and the texture of the network based on five orient developement treatments to achieve a sustainable oriented developement city. The following diagram is the five oriented developement treatment.

URBAN OASIS District Green Infrastructure Planning Strategy

After the previous analysis it is east to find out which area that need to consolate, relink or enhance the strengh of the G.I. network. The diagram on the right displayed the ideal green infrastructure of Taiei Metropolitian Area which is the area that also Taipei railway workshop was located. By knowing the difference of those broken points in the green infrastructure we devided them into 4 different type and we came out with 4 different strategies to fit in. Such as “Green Infrastructure Consolation” “Potiential Site Creating” “Reinforcemnt” and “Crossing Point Enhancement”.It is clear that our site is an improtant and irreplaceable potential site of the network. Based on the district analysis there are three main concept for Taipei Railway Workshop. 1. Cultural heritage preservation and link up urban culture axis. 2. Urban flood control area. 3. URBAN OASIS Factory Zoning

There are four kinds of different function in the workshop namely “Cart Factory”, “Repairment Factory”, “Diesel Power Factory” and “Electric Power Factory”. Cart Factory: The main function of the cart factory contains fixing the entire 636 air-conditioned carts and 516 non-airconditioned carts, also the factory supports all the electric locomotives and diesel sheet metal work. The coach factory use as fixing the EMUs (similar as the assemble factory). Repairment Factory: The rapairment factory repairs all the break systems and valves devices on the train, and specially all electrical equipment maintenance and the full range of vehicles are mainly shock absorbers; also for the production, manufacture and testing of some of the main springs. Electric Power Factory: Responsible for power trams and the maintenance of EMU and supports diesel motor car body wheels Rotary cutting operations, and the whole plant or a commonly used special machined parts. Diesel Power Factory: Responsible for the maintenance of diesel-electric locomotives tasks. Addition to the maintenance of diesel electric locomotive traction motors and various turn back outside and are responsible for electric locomotives and EMUs traction motors and maintains of other transfer parts

It is obvious that the circulation in the workshop has been cut clearly as virtical direction and horizenital direction in the site because the site was a factory space in original. On the other hand there are a number of small open spaces cut by the circulations and buildings.Futher more the abandent railway track in the field on the south-west creat a unique landscape as well. The factory strongly reveal the spirital of railway industrail from flourishing to debilitating.Large scale factory spaces, scattered pipeline, sometimes open and close circulations and full with liner spaces tightly woven the space structure of Within & Inbetweens.

The main construction of the workshop are concret buildings which is built in 1-4 floors. Creating a unique landscape of industrail site with special visual experiences. However the building in the workshop are much lower than the surrounding areas. The building surrounded will effect the visual and space experiece much more than the building in our site. Besides the chimney which tall by 45m located in the south side in the site is the only landmark that provides great visiualbility and clear idenity for the user and the factory.

URBAN OASIS Issues & Strategies

Green Infrastructure issues :

The green field and open space is fracture and shred. Besides the surrounding area is a flood potiential area in downtown Taipei and this area is lack of detaintion and retaintion facilities. The region will have a great oppurtunity to witness a disaster when the typhoon hits or dealing with heavy rains.

How to link up all the green fields and openspaces? Relocate the green fields and openspaces try making the fracture re-integration as possible as it can be and creat a green corridor or green network. How to slove the flood problem? Make good use of the exsisting ditches & channels, re-open the culverts and decrease the area of impremeable pavements make good use of mid water system and creat a detaintion pond in the site. Horticulture preservation issues :

The site owned the most important railway industrail heritage of Taipei, besides there are many buildings were nominated as a monuments which is preserved with a high celings and large span architecctural features. Further this workshop is the most important hot spot on the culture corridor.

How to preserve and turn all the old fabrics into good use?

Basicly most of the buildings are protecting by the law so it is nearly impossible to demolish the monuments, so it is more easier to re-introduce new types of activities such as railway meseum, unban farm and exhibition spaces etc.

16

URBAN OASIS Urban Activities issues :

Basically the site is located in the core position of the city so the land use of this area are mainly residental areas and commercial areas. By the way there are several activity hot spot near by so when there is an big event being held it is a serious problem with traffic and crowd evacuation. The exsiting region and residental area are in a distance so the accessibility is weak so the area is full of negitive spaces.

How to change the relationship and accessibility between residental area and the site? Through enhancing the strengh and density of the activities in both site and surrounging area. Creating unique landscape and openspaces to actract people to come over from their home. Further use different scales of possitive & negitive spaces to create several types of spaces. How to solve the traffic issue when there is a big event being held? Creating enough openspaces, clear circulation system and signature guide for the crowds and set up convient public transportation systems all around the area to decrease the number of private transportation of the area.

URBAN OASIS Vision

Humanity urban living spaces :

A place covered with green transit system

Equally considered mass transit system, pedistrain sapces, and bicycle path into entire circulation system.

People oriented developement

The planning of openspaces are all consider due to thr residental area and put the suitable activities and functions in it.

Premeable urban spaces :

Creating green belts and corridors

Built up riginal green network and link up with both virtical and horizontal methods such as green wall & roof gardens to mend the broken green system.

Enhance site water preservation and flood dranige system

Apply eco-construction methods instead of traditional methods to mantain more mid-water than the earlier methods. Creat detaintion and retaintion pond to avoild flooding issue to occur.

Space with memories Old frabics and historical site preservations

Reconstruct the old factory spaces into different uses such as railway museum, musical performance spaces or theaters. Reintroduce new activities to reactivate the current spaces that have been long forgotten. Also let people relize the history of the great railway industries that we have.

Paving System

This hillside was a cemetery ,and it is hard to see big trees in cemetery at Taiwan. Desipe that is it a massive work with the planting design we use the common reforestation method to refill the vegetation in the site. By the concept of the vegetation system choosing the original species is the best way for afforestation for the site and trees.

Based on most of the circulations are for bicycles so porous asphalt will be use in all the bicycle paths. Granite and slate are apply in the squares or plaza which contains with heavy capacity in the site.

Objectives

Firstly the main objective is to refunction the park as a gateway between Taipei city and Yangmingshan national park which include the improvment of the access to the mountain. With regard to traffic flow the traffic issue around the park must to be sloved by providing varety of public transit system in the park. Last but not least is to slove the weak relationship between residental area ,park and the riverfront.

Scope

Taipei City

Shuang Xi Park is located in northwest of Taipei acreage 3,200m². It was the most improtant crossing point between the living corridor and culture corridor of Taipei and also the gate of the Yangmingshan National Park. In history it was a gift for the president in 1960s now it was nearly abandent and lack of management and users eventhough there are many neghibor hoods nearby.

CORRIDOR ZIPPER Issues & Strategies Circulation Issue

Shuang Xi Park located in an important intersection that with heavy car flows during both work days and holidays. After some caculation of the daily capacity the result is much way too far from the current situation to the capacity it should be. So it have to make a lot of change from the current situation. The first thing is introduce the public transprotation such as the mass rapid transt system and city bicycle system to reduce the heavy traffic issues. Second is to change the circulation system from one layer into several virtical layers to make better use of the spaces.

CORRIDOR ZIPPER Spatial Issue

It is clear that the relationship between residental area and the park is weak because the width of the road is too wide and the same problem occurs with the riverfront. These issue can be sloved after we apply different layers of circulations through the bridge or the under paths trun the park into a virtical park and systems to link up with the spatial all around.

CORRIDOR ZIPPER Embankment Treatment

The embankment among the riverside inturrupted the connection between the residential areas and the park. There are three types of relationships between to the embankment. The diagram below illustrates the current situations and the treatment to the situation in the future.

Type A

Current Situation.

Step1 - Create different layers of spaces and make linkage to both sides of rivers.

CORRIDOR ZIPPER

Type B Current Situation - Low level residential buildings with the embankment

Type C Current Situation - High level residential buildings with the embankment

Step1 - Lower the roads Step1 - Creat a bridge from the second floor to the embankment

Step 2 - Creat a slope from side walk to embankment

CORRIDOR ZIPPER Concept The Zipping Up

Shuang Xi Park is located right at the diversion point of two corridors and it is no doubt that it is in an unreplaceable starting point to access to both corridors. As the diagram displayed the relationship between two corridors and the site is like a shape of opened zipper and the park is right at the connection between two corridors. This project aims to zip up the relationship of both corridors and the relationship with the riverfront and the surrounding residential areas so it is more like a hub than a park in the future.

CORRIDOR ZIPPER Circulation System

Car Circulations

After introduce more public transprotation system into shuang xi park it is more lilely to have a great decrease to the capacity of car flows. Which means the road system can be more simple so the small access used to be at the south of the park has been demolished whereas the park can be extent to the south and make linkage with the school to release more public spaces.

Pedestrain & Bicycle Circulations

Adding more layers of pedestrain and bicycle paths and access is a more pratical way to make linkage in a fragle space which is not possible to change current road system. Creating a complete circulation web system is more efficient treatment to the site and construct a friendly green transportation system.
