COVID SPOT CHECKS RAMP UP FOR THE HSE The Health and Safety Executive (HSE) is carrying out spot checks on businesses that have reopened since the UK went into lockdown. The UK regulator’s inspectors are visiting workplaces across a range of sectors following up any reports or concerns about safety in the workplace including over COVID-19 and ensuring compliance. They are also carrying out proactive checks to ensure that appropriate measures are in place to protect workers from COVID-19, the safety authority confirmed to IOSH magazine. Between 9 March and 29 June, the HSE received 23,569 COVIDrelated contacts, of which 7784 were COVID-related concerns, 9944 were COVID-related calls and 5871 were COVID-related advice requests. Of the 3856 businesses contacted between 26 May and 2 July, 2386 spot checks were carried out by a mixture of phone checks and site visits. The phone checks included obtaining visual evidence such as photos and video footage. Out of nearly 4000 spot checks, 295 were follow ups to check on
issues with cleaning regimes, social distancing as well as failure to engage with the regulator. All but 41 of these were deemed compliant after the second check. The remaining 41 are currently subject to inspector visits and further investigation. ‘Putting dutyholders on the spot, and checking on how they are managing risks, has always been part of our regulatory approach,’ said an HSE spokesperson. ‘This has continued to be the case throughout the pandemic. We’ve responded to workplace concerns and are inspecting some workplaces in response. This will continue as more businesses return to work.’ Last week we reported on the HSE’s latest annual fatality statistics, which revealed that workplace deaths have halved in the past two decades. However, the 2019/20 figures do not include RIDDOR-reportable deaths linked
to contracting COVID-19 in the workplace, as these will be counted alongside other deaths from occupational disease. ‘With the virus prevalent in the community at large it is very difficult to be certain that an individual case of the disease resulted from occupational exposure,’ the HSE said in a statement to IOSH magazine. Cases reported are those which employers suspect could be due to an occupational exposure. The HSE plans to publish data on work-related COVID-19 deaths ‘at a later date’. ‘We want to publish this data on number of cases reported to the enforcing authorities where occupational exposure is suspected as the cause given the considerable public interest and are working hard to do so as soon as possible,’ the spokesperson told us.

HSE PUBLISHES RETURN-TO-WORK ADVICE FOR MANUFACTURING The UK’s safety regulator has issued new guidance to set out how the manufacturing industry can return to work safely during the pandemic. The practical guide from the Health and Safety Executive (HSE) features advice on machinery and building safety, and how to protect people from coronavirus.
It warns that if machinery has not been used for a long period of time (weeks, possibly months) then additional risks can be created from the inactivity. Manufacturers must ensure they assess these risks before restarting plant and equipment, it says. The advice details inspection and maintenance of production lines, and how you should deal with the first products off the line. Issued a few days after reports of outbreaks at meat processing plants around the country, the HSE also covers general guidance on protecting workers from the risk of COVID-19, such as social distancing, driving mobile plant, and shop floor meetings.
EASING OF LOCKDOWN IS IMPACTING SLEEP, STUDY REVEALS Research has found that significant numbers of the UK public have experienced changes to their sleep patterns since the lockdown was announced on 23 March, with nearly two-thirds (63%) reporting their sleep has worsened. The study by King’s College London, in partnership with Ipsos MORI, found that: • • • •
half of the population’s sleep has been more disturbed than usual two in five people have slept fewer hours a night on average two in five have had more vivid dreams than usual a third have slept for longer but feel less rested than they normally would.
Those who said that they were very likely to face significant financial difficulties due to the disruption caused by coronavirus were more likely to have slept badly. How the UK is sleeping under lockdown also revealed that those who find coronavirus stressful are much more likely to have experienced negative sleep impacts, with younger people and women more affected.
More than half (54%) of people who are very worried about the lockdown restrictions being lifted say they’ve experienced disturbed sleep, compared with 47% among those who are not worried. With 16-24-year-olds most likely to say they’ve slept fewer hours, with 46% reporting this is the case, at the other end of the spectrum, 36% of those aged 35 to 44 and 55 to 75 say the same.

SAFETYTECH MARKET COULD EXCEED $850BN BY 2023 Global safety charity Lloyd’s Register Foundation has launched new research which forecasts that the combined global industry potential for the emerging safetytech market could grow to $863bn within three years. The Lloyd’s Register Foundation report, ‘The safetytech market’, predicts that the market will expand rapidly led, in the short-term, by start-ups and tech-driven businesses combining digital technologies that will disrupt traditional approaches to safety in the workplace. Safetytech - the collective term for technology, products and services that are starting to significantly enhance safety management in safety-critical industries and infrastructure - is only recently defined, yet this new research shows that it is set for aggressive growth.
For safety-critical industries alone, the market for safetytech is set to grow by up to $455bn by 2023. These industries and their associated supply chains have yet to realise the full potential of realtime operational insight, made possible from continuously generated data and analytics enabled by digital technologies. The largest proportion of the safetytech market, by technology, is IoT which represents nearly 77% of the market, followed by wearables, robotics and analytics. Globally, 2.8 million deaths each year are directly attributed to inadequate safety measures and hazardous work environments. Work-related safety incidents result in the significant loss of approximately 3.9 % of worldwide GDP, equating to approximately $3,146bn. It is hoped that the market growth outlined in the report will contribute to a reduction in such incidents and accidents.

Organisations must leverage the market growth potential of Safetytech for the greater good. This growing sector has the potential to deliver innumerable benefits to our wellbeing, our quality of life, and our global economy.” Burgeoning digital potential Globally, there remains a lack of insight, innovation and technological advancement in the world of safety. In today’s economy, the need for more robust safety and security measures has become crucial for organisations seeking to thrive. Safetytech market size in safety-critical industries such as energy, marine, manufacturing & food
will grow considerably over the next three years. This growth is expected to be largely driven by the expansion of markets for Wearables (28% Compound Annual Growth Rate (CAGR)), Robotics (15%), Asset Performance Management (17%), Environment Health and Safety (12.5%) and IoT (9%). The report also forecasts that the potential within the manufacturing and natural resources industry will be worth more than $230bn by 2023, a CAGR of 10.5%. The insight gained through Safetytech also unlocks significant value through improved efficiencies, margin gain and market differentiation. COVID-19 DETECTION: NEW ENVIRONMENTAL SWABBING METHOD SOCOTEC, a leading UK provider of testing, inspection and compliance services, has unveiled a new environmental swabbing procedure to determine the presence of SARS-CoV-2 (Coronavirus) on surfaces across a range of workplace environments. FEVER DETECTION SYSTEM TO HELP ENSURE RETURN TO ‘NORMAL’ LIFE As the world tries to find ways to safely return to work in the midst of the Covid-19 pandemic, a new system designed to automatically test body temperature is adding an important technological contribution in the ongoing war against the virus. FeverTIR is a thermography system which quickly and accurately measures people’s body temperature without any need for contact. With a fever being one of the main symptoms of Covid-19 infection (as well as many other contagious diseases), organisations are looking to ways in which employees and other building users can be screened for possible infection. Many of the existing potential methods are labour-intensive, time-consuming and expensive but by adapting a system originally designed to detect temperature in monitoring for potential fires, a ‘plug & play’ solution has been developed which is available in the UK from Reading based company Patol. The system features a high-precision thermal detector with a visible full HD camera which simultaneously measures a person’s core body temperature. This data is accurate to within 0.3°C, supported by a traceable calibration certificate – an important factor when there are alternative technologies on the market which are unproven. The suitability of the system for medical use is illustrated by FeverTIR meeting the ISO IEC 80601-2-59 Medical Electrical Equipment – Part 2-59 standard. This specifically addresses the basic
safety and essential performance requirements of screening thermographs for human febrile temperature screening. Patol Sales Director, Kelvin Miller, comments – “while we are in no way suggesting this is a panacea, it can be a very useful contributor to a more effective and safer return to the life that we knew pre-Covid-19. The cameras can be used in a wide range of applications, including large office buildings, hospitals, retail complexes, airports, construction sites and

Go-ahead for ground breaking new £150m mental health facilities at springfield university hospital South West London and St George’s Mental Health NHS Trust (SWLSTG) has today announced that it has secured government approval to start work on its two new state-of-the-art facilities for south west Londoners. This multi-million-pound development will see the construction of two new mental health facilities set to open in 2022 on its largest site in Tooting, south London. This includes eight new inpatient wards which will be further boosted by the modernisation of the Trust’s community services. SWLSTG has already started construction work on this programme, which will include new housing and a 32-acre public park (the first of its kind since the 2012 London Olympics). The Trust has now formally signed contracts for the delivery of the Springfield University Hospital development with Springfield and Tolworth Estate Partnership (STEP), a 50/50 partnership between Sir Robert McAlpine Capital Ventures
Ltd and Kajima Partnerships. STEP will act as master developer for the site with Sir Robert McAlpine Ltd as main contractor for the new mental health units and the park, surrounding public realm and infrastructure. This huge milestone in the Trust’s Estate Modernisation Programme marks a once-in-a-generation opportunity to transform the way the SWLSTG delivers mental health services for 1.1m south west Londoners. The Trust received government approval for its Full Business Case for the development following extensive engagement with the Department of Health and Social Care, NHS Improvement, NHS England and Her Majesty’s Treasury.
