The future of health and safety training for the construction industry We’ve sat down for a Q&A with SAMS Limited Operations and training Director Lee Sadd to see how his health and safety training company have dealt with educating people and companies on a variety of courses. Q: Hi Lee, Thank you for taking the time to chat with us. Our first question is how are things going for SAMS since we’ve come out of lockdown and people have gone back to work. A: It was a very difficult period from March to May when we were at the height of lockdown. I had to make the decision to furlough all of my employees like many other businesses. Since then we have adapted our training outlay and opposed to clients coming into our offices we’ve taken quick and decisive action to go online for 7 of our most prominent courses which in include CITB, IOSH and NEBOSH training. Luckily after May and the introduction of online training we have had a positive upturn in business. Q: What lead you to moving the course online as we know previously CITB was only a faceto-face option? A: The great news for us was that CITB made the decision to move their courses online, which was crucial to SAMS. I think this was a major step in the right direction and massively helped us to
sustain custom over lockdown. With our clients a majority of them are in the construction industry and continued to work even when other sectors were on hold. So the training requirement was still there and we actually saw an increase after May as sadly many people who’s jobs had been lost due to the pandemic moved into our industry, as it was still vibrant. Another successful course, which we are proud to offer, is our mental health first aid training. With the current situation it has left a lot of people needing assistance so we were so pleased to help guide companies and people through this. Q: How do your clients find the online training? A: They love it! It’s great for them as they can learn from us in the comfort of their own homes. I’ve noticed that people are more willing to speak up through the course online as opposed to in person. It also really helps the UK as no travel is required. What’s been great for us is we can now train people all over Great Britain. We’ve had clients from as far as Scotland attend our courses. I do miss the faceto-face interaction but over the last few months we have successfully
made a safe and covid secure workspace, which will mean from October 1st we can welcome people back to our HQ in Manston. Q: Do you think Zoom training for this sector is here to stay? A: In short, I don’t know. I think the CITB have been fantastic in how they have allowed the training to be completed remotely so that students can earn the qualifications required to carry out their role. The feedback we have from people has been brilliant and that cannot be ignored. However at the same time if awarding bodies decide face-to-face is the best way to be educated they will revert. In my personal opinion I think it will stay as the last 6 months have show that it works. From a business perspective we find the online course very fruitful as we have a much larger reach of people that we can train. We’re looking forward to January 2021 as we resume our classroom NEBOSH training that is a great course for aspiring safety professionals. Understand the Risks On Site – Protect Your Staff! Peter Dumigan is managing director of the Hultafors Group UK, owners of Snickers Workwear, which has recently launched the ProtecWork range of Protective Wear. He writes: The Personal Protective Equipment at Work Regulations 1992 stipulate that: Every employer shall ensure that suitable personal protective equipment is provided to his employees who may be exposed to a risk to their health or safety while at work except where and to the extent that such risk has been adequately controlled by other means which are equally or more effective. What does this mean for Workwear? Workwear as a form of PPE generally includes safety glasses, face shields, hard hats, safety shoes, insulating (rubber) gloves plus clothing more commonly known as Protective Wear. As working clothes go, there’s a big difference between conventional Workwear and specialist Protective Wear. Over the years, workwear has evolved to make your working day more comfortable and efficient, with built-in functionality for tools and fixings, as well as protection against cold, rain and the effects of warm weather. Protective Wear, which can have one or more CE (European Conformity) marks is significantly more specialist and has been developed to protect the wearer from serious risks such as heat, flames, mechanical hazards electric arcs, hazardous chemicals – and even the weather! In effect, it’s a type of clothing that can mean the difference between life and death for the wearer. Protective Wear has to be certified against Regulation (EU) 2016/425, which determines the fundamental safety and protection requirements with which clothing has to comply. The product certification process for this regulation includes the independent testing and accreditation of a product’s functionality and performance. This is carried out against a pre-determined set of standards and technical specifications that are designed to ensure a user’s safety and security. It’s a complex process that requires a considerable investment in time,
resources and money on the part of the product developer who, on successful completion, is required to affix the CE mark to the product as a visible indication of conformity with the fundamental accreditation requirements. The types of testing vary from one certification to another. For protective wear, the higher the protection category, the more complex is the testing process, which for protective wear, primarily focuses on garment fabrics. For instance, Snickers Workwear’s new, ergonomically designed ProtecWork clothing manufactured for welding and allied processes is tested to measure the ability of the garment to protect against ignition from various heat sources, such as open flames, molten iron splash and contact heat. The ProtecWork clothing that safeguards against the thermal hazards of an electric arc is tested and certified to eliminate second-degree burns in the event of an electric arc flash. Risk environments and CE protection categories. In order to meet the protective requirements of a specific risk area, protective wear is divided into three categories - the higher the category
number, the higher the level of protection. Category I covers exposure to minimal risks, and for this category there are CE standards such as EN 343 (rain protection) and EN 14058 (cold protection). Category II includes exposure to medium risks, for instance EN 20471 for high visibility clothing. Category III covers exposure to serious risks, which include major hazards such as electric arcs and molten metal splashes or liquid chemicals. CE protection categories for ProtecWork Protective Wear EN 14404 - Knee protection. This standard stipulates the size, force distribution, penetration resistance and user testing of kneepads. “We use Type 2 knee protectors for our products” says Peter Dumigan. “The knee protection is integrated with the trousers, which means that wherever you go, your knees are always protected. The knee protectors and the trousers are co-certified, ensuring safe and secure protection”. EN 342 - Protective clothing against cold.

INDUSTRY NEWS IEC 61482-2 specifies requirements for clothing protecting against the thermal hazards of an electric arc. These clothes belong to the Risk III category, which defines garments used in highrisk environments, and are certified to eliminate second-degree burns in the event of an electric arc flash (flashover). EN 388 - Protective gloves against mechanical risks. This standard applies to all kinds of protective gloves in respect of physical and mechanical aggressions caused by abrasion, blade cut, tear, puncture and, if applicable, impact.
EN 342 specifies the requirements and performance of clothing designed to protect against cooling of the body in cold environments. Wearing several layers is a great way of increasing insulation and enhancing protection against the cold. A layered outfit also makes it easy to adjust to rapid temperature changes. Remember that sweating should be avoided during continuous cold exposure, since moisture absorption will progressively reduce insulation. EN 343 - Protective clothing against rain. Rain doesn’t only make you wet, but also cold, hampering your work performance. EN 343 specifies the performance and requirements of clothing protecting against rain and vapour. The standard defines the water penetration resistance of the garment’s fabric and seams and water vapour resistance. EN ISO 20471 - High visibility clothing. EN ISO 20471 specifies requirements for clothing capable of signaling the user’s presence visually. Performance requirements are included for color and retro reflection as well as for minimum areas and for the disposition of fluorescent and reflective materials. EN ISO 11611 - Protective clothing for use in welding and allied processes. EN 11611 specifies material performance and design requirements for clothing developed to protect against heat and flame and welding - both lower levels of spatter (splashes of molten metal) and radiant heat, also more hazardous welding techniques and situations, which produce higher levels of spatter and radiant heat. EN 13034 - Protective clothing against liquid chemicals. EN 13034 targets situations in which

the wearer relatively easily can step out from the risk environment and quickly remove the garment. Typical professions include truck drivers who drive gasoline transports and service technicians who occasionally handles lubricants, acids etc. For tougher environments with higher risks, higher protection garments are required. EN ISO 11612 - Protective clothing against heat and flame. EN 11612 specifies performance for clothing designed to protect from heat and/or flame (not including protection for firefighters and welders). The standard indicates protection against ignition from various heat sources – flames, molten splashes and contact heat for instance. To ensure full protection, the head, neck, hands and feet must be covered with other approved protective clothing. EN ISO 14116 - Protective clothing against flame. EN 14116 specifies the performance of protective clothing for workers exposed to occasional brief contact with open flames with no other thermal risks. EN 1149-5 - Protective clothing electrostatic properties. EN 1149-5 specifies material performance and design requirements for protective clothing with electrostatic properties. These protective clothes are designed to avoid the risk of incendiary discharge (the formation of sparks), when for example an elbow or a knee is brushed against a wall or similar surface/object. IEC 61482-2 - Protective clothing against the thermal hazards of an electric arc.
This standard specifies thermal performance for protective gloves against heat and/or fire. EN 511 - Protective gloves against cold. This standard applies to any gloves to protect the hands against convective and contact cold down to –50 °C. Avoid Injury – work safely, ensure your whole outfit offers proper protection “Working in high-risk environments involves, as the name implies, high-risk levels”, says Peter Dumigan. “So it’s vital that you – the buyer - carry out a proper risk assessment from which you’ll be able to choose the right protective wear to ensure the safety and well-being of your employees on site”. “To be able to properly identify what protection you need, you have to know what risks you, your employees or your workmates face. Importantly, each working situation will have its own required minimum protection depending on the risk situation”. “Never assume that a Category I garment will protect against the more serious hazards and risks defined in Category III. It wont and you’ll be putting your employees at serious risk if you think it will”. “That means understanding the hazards and risks of a specific working environment or knowing the risk level before starting work and therefore providing appropriate clothing and PPE accessories”. A GUIDE TO FIRE SAFE ROOF SPECIFICATIONS Here, Daren Fraser, Head of Technical at Langley Waterproofing Systems Ltd, explains the fire classification that is required to comply with current Building Regulations and offers advice on how to ensure a safe and durable flat roof specification, which can be trusted to resist the spread of fire. Since the Independent Review of Building Regulations and Fire Safety, the Government has published its draft ‘Building Safety Bill’ (July:2020) incorporating elements from Dame Judith Hackitt’s review. The changes to requirements have been vast, with a predominant focus on building safety standards. These changes have been described by Housing Secretary Robert Jenrick, as the “biggest improvements to building safety in nearly 40 years.” Occupant safety is of vital importance, and the bill will look to entitle powers to the Building Safety Regulator, that will highlight failures in breaching compliance to Building Regulations.

Compliant classification The external fire performance of a roofing material can be identified by European classification test standards BS EN13501-5, which classify roof systems into five categories based on their performance. Broof, Croof, Droof, Eroof and Froof, with B the highest fire resistant rating. Further to this, testing is carried out to meet individual legislative requirements for each country - t1 for Germany, t2 for Scandinavia, t3 for France and t4 specific to the UK.
Understanding Approved Document B Approved Document B (Fire Safety) of the Building Regulations is a vital reference document and should be used for guidance in mitigating fire risks in all areas of the building in line with Building Regulations. Section B4 ‘External Fire Spread’ focuses specifically on ‘resisting fire spread from one building to another’ and details the associated hazards. For roofs, one risk is that airborne material or heat from a nearby fire may cause the roof to ignite. To improve safety, Approved Document B (Edition 2019) states the minimum distances between buildings and the required fire
The specified test for the UK has two stages designed to meet the stricter requirements demanded by UK regulations. If the system passes the required criteria, it receives Broof(t4) classification. A Broof(t4) classified system is referred to as ‘unrestricted’ or ‘low vulnerability’ and therefore has no minimum distance requirement between adjacent buildings. Whereas specific guidance in relation to different building types might provide an opportunity to specify a roofing system with a lower fire rating than Broof(t4), this is not recommended. The distances stated in the regulations are designed to protect the roof and building from the risk of fire spreading from other structures but do not account for any other ignition sources that may be closer to the building. Anything less than a system that meets the Broof(t4) classification means that the building or buildings are more susceptible to fire risks. System Approach Another factor to consider is that fire resistance classifications apply to the whole roof system, rather than
individual components. This means that, if the system has only been tested and passed with a specific type and thickness of insulation, for example, it is dangerous to assume that that system will still perform as expected if the insulation type or thickness differs from that tested - this applies to any of the components that make up the system. A particular risk is that the substituted components are more combustible than the ones tested and therefore pose a significant fire risk if installed. Independent Certification Once a system has been specified for a new or refurbishment project, Facilities Managers can review the considered solution, on whether it is safe and compliant, through documentation supplied by the manufacturer/supplier. This should include details of independent certification, such as BBA certification, or a fire test certificate via the fire testing organisation. These will detail whether the system has Broof(t4) classification and whether the components specified match those detailed within the independent certification. If not, it may mean the system is not compliant to current Building Regulations. Fire safety is a crucial consideration when selecting a flat roof system. Specifications incorporating components that have been fully tested as part of a system will ensure peace of mind that the flat roof solution is safe and compliant.
