Our Mission As the central address of the local Jewish community, the Jewish Federation of South Palm Beach County works with a wide range of agency partners to: Sustain Our Local Community – by providing vital social and humanitarian services to the poor, the elderly, and individuals with special needs.

Create a Jewish Future – by supporting opportunities for Jews of all ages to explore their heritage, instilling a love for Israel and ensuring a vibrant Jewish future through education, outreach and meaningful Jewish experiences.

Support Jewish Peoplehood Worldwide – by aiding Jews in distress and providing urgent resources to our global family in Israel and more than 70 countries worldwide.

With deep roots locally and respected ties nationally and internationally, we have earned the confidence of an active, loyal and growing donor base that is committed to the welfare and continuity of the Jewish people.

Dear Friend: When the 2007-08 campaign season kicked off with a million-dollar donation, we knew it would be a good year for fundraising. And so it was. On September 4, 2007, longtime donor and Federation friend Dorothy Seaman renamed our Women’s Department with her generous gift, launching the beginning of a recordbreaking Annual Campaign. By August 31, 2008, our community answered the call of fellow Jews in need by donating more than $20.8 million to our Federation.

But 2008 was not only successful in terms of fundraising— it was a pinnacle in terms of vision. In June, our leadership approved a strategic plan focused on three key objectives: 1) aligning our facilities to best serve the current and future needs of our community; 2) strengthening and expanding relationships with local Jewish leaders and residents; 3) cultivating the next generation of Jewish leadership. Such steps will ensure that our Federation remains a vibrant and responsive force in the community and the central address for Jews in need.

In 2008, we also saw the worst bring out the best. When Russia invaded the Former Soviet Republic of Georgia with tanks and bombs in August, our international partner agencies immediately sprang to action— rescuing people, providing aid and saving lives while bombs were still exploding. Their heroic efforts inspired us to head for Georgia to document their work and the aftermath of war in such an impoverished area of the world. As it turns out, we were the only Federation to visit Georgia since the invasion, and we are glad that we did. The trip was a poignant testimony to the critical work of our overseas partners and to the foresight of our forefathers who put the infrastructures in place should a crisis occur anywhere in the world where Jews live.

And so it is with unwavering confidence and optimism that we conduct our 2009 Annual Campaign for Jewish Needs, even in the midst of a troubled economy. We remain steadfast in our commitment to the increasing number of Jews in need this year and to the most vulnerable members of our Jewish family. With your continued support, we can fulfill our vision and commitment to KlalYisrael – a world in which every Jew is responsible for one another.

• More than 500 women gathered at the Ritz Carlton in Palm Beach to see Brigitte Gabriel, anti-terrorism activist and former Middle East Television World News Anchor, keynote the Lion of Judah Annual Luncheon.

• 500 Seniors and adults with disabilities receive “VIP” treatment at Federation’s 13th Annual Thanksgiving banquet.

• Author Abigail Pogrebin is special guest speaker at the Lion of Judah Outreach, shining light on Jewish celebrity stories from her book “Stars of David.”

• Accomplished actress, author and social activist Camryn Manheim brought hundreds to laughter and tears at “Stepping Up to a New Era of Leadership,” the second annual joint luncheon of the Federation’s Dorothy Seaman Department of Women’s Philanthropy and Metro Women of the Jewish Federation of South Palm Beach County.

• Cutting-edge, renowned playwright and activist Eve Ensler, best known for “The Vagina Monologues,” keynotes the Jewish Women’s Foundation “Granting Wishes” Reception, where JWF’s grants to improve the lives of Jewish women and girls are announced.

• Lion of Judah Endowment (LOJE) “Ultimate Thank You” Luncheon celebrates another record year, marking 215 LOJEs in our community— more than any other Federation.

• Super Sunday Sports & Spa Spectacular raises more than $900,000 thanks in large part to the Ron and Meryl Gallatin Challenge, which matched new gifts and increases.

April/May

• Federation’s Jewish Education Commission (JEC) helps send local high school students on the educational experience of a lifetime. The annual March of the Living brings together thousands of Jewish students from around the world to march in solidarity in Poland. The trip culminates in Israel.

• Federation’s 2008 Annual Meeting celebrates “Israel at 60” and honors local Jewish leadership.

Summer

• New York Mayor Michael Bloomberg visits our Federation and speaks about Jewish interests during the coming elections.

• Preparations are finalized for community mission to Israel for 125 local residents to commemorate Israel’s 60th year of independence.

• Israel Under the Stars, preceeded by a VIP Reception, draws more than 5,000 local residents to Mizner Park to celebrate Israel’s 60th birthday.

• An overflow crowd is educated and entertained by nationally renowned estate planners at the Professional Advisory Committee’s (PAC) 24th Annual Seminar for Professionals.

Strategic Plan Federation’s strategy for increasing growth and addressing needs in our community and beyond.

Shortly after becoming Chair of the Board in April 2007, Stewart Harris challenged Federation Officers to begin a strategic planning process that would best position the organization for future growth and development. The Officers worked closely with their committees on several key components of the plan. In June 2008, the initial strategies were presented and approved unanimously by Federation’s Executive Committee and Facilities Review Board. The Officers and their committees have since begun moving forward on all of the proposed initiatives, including:

Re-developing our Campus and Facilities. We have analyzed the current and proposed use of the 100-acre north and south campuses (both developed and undeveloped land) and have determined a preliminary plan of action to: a) best serve the needs of our agencies and communities on a short and longterm basis, and b) generate ancillary revenue streams for Federation.

A central element of the plan for the north campus is the development of a Continuous Care Retirement Community (CCRC) to address the growing needs of South Palm Beach County’s overwhelmingly large population of seniors and frail elderly residents. The master site plan for the north campus also includes the relocation of Federation, Ruth Rales Jewish Family Service (JFS) and the Adolph and Rose Levis Jewish Community Center from the south campus (by fiscal year 2011-12). This move will allow Federation to create revenue opportunities on the south campus to better serve our community and our beneficiaries.

Enhancing Beneficiary Agency Relationships and Expanding Community Outreach.

Plans are underway to improve communication, streamline efforts, share resources and create a more productive and efficient spirit of cooperation between Federation and more than 25 local and overseas agencies. We’ve also implemented a plan to reach out further to local Jewish residents (never before affiliated with Federation) and to synagogues. From new resident welcome kits to spearheading a “Council of Jewish Organizations,” we have left no stone unturned when it comes to exploring ways to strengthen ties to the community and expand our donor base and levels of participation.

Developing the Next Generation of Jewish Leadership.

Federation has made good progress this year in identifying potential leaders and preparing them for emerging roles within our community. We’re also exploring ways to educate our current, younger leaders and to work with synagogues and other Jewish institutions to more effectively collaborate with talented individuals.

Community Snapshot The Jewish community of South Palm Beach County has experienced tremendous growth since Federation’s inception in 1979. With more than 131,000 Jews living in Highland Beach, Delray Beach and Boca Raton, we are the most densely populated Jewish community in the world, second only to Israel. Our fundraising totals during the past several years consistently place us in the top 15 Federations, among 155 nationwide. We are also a community of contrasts:

is aged 65 and over, and...

...our younger population (children to age 17) has doubled in 10 years from 5,500 to 11,000. They comprise 9% of our population (up from 6% in 1995).

The population is projected to continue to increase and, with that growth, we are challenged to maintain and strengthen our service levels to seniors while continuing to enhance Jewish identity and participation from younger families. Our campus redevelopment initiative (a key portion of our overall strategic plan) was created with these factors in mind.

A YEAR OF SUCCESS AND EXPANSION In March of 2007, Toby and her family cut the ribbon on the Toby Weinman Palchik Center for Jewish Philanthropy (CJP) at our Federation. Her generous one-million-dollar donation made it possible for us to create one of the most progressive and personalized centers for Jewish giving in the nation. The CJP is tailor-made for this community of generous, educated and involved humanitarians and is designed to match donors’ unique philanthropic goals with the needs of fellow Jews locally, in Israel and in more than 70 countries around the world.

Dorothy Seaman stepped forward with a $1 million donation to our Women’s Department. Now called the Dorothy Seaman Department of Women’s Philanthropy, this division continues to be at the forefront of women’s giving, accounting for 49% of Federation’s Annual Campaign and leading the nation with 215 Lion of Judah Endowments (women who have contributed or endowed at least $100,000 to Federation). Our Federation also has the second highest number of Lions (women who contribute a minimum of $5,000 per year to our Annual Campaign).

With its highly personalized approach to charitable giving, the CJP is the hub of Federation’s financial resource development activities, including endowment programs, designated and special projects, capital campaigns, corporate underwriting and naming opportunities. Our annual campaign is, in fact, a critical part of the CJP, serving as a lifeline to thousands of fellow Jews in need each year.

Prudent Investing In a year where virtually every asset class and index experienced increased volatility and significant market losses, Federation took early and prudent steps to safeguard our Endowments, Donor Advised Funds and other investments. Early in 2008, our Federation joined other Federations in the pooled investment program with the Jewish Federation of Metropolitan Chicago (JFMC). By pooling dollars with the JFMC, we were able to dramatically increase the diversity of our investments and thereby reduce our investment risk. While market losses could not be avoided, our investments outperformed most of the common indices like the S&P 500 and the DJIA.

2007-2008 marked an extraordinary year of success, expansion and visionary thinking that will keep our Jewish future burning brightly, in our community and beyond, for generations to come.

Supplemental Giving Among many examples of designated giving in 2008, one in particular led to the naming of Federation’s Women’s Division. Less than six months after the establishment of the CJP, longtime donor and philanthropist 10

In his first official act of business, Federation hosted a VIP Corporate Sponsors “Thank You” party at our biggest community event of the year, Israel Under the Stars. Since then, the program has flourished, welcoming many new sponsors, strengthening relationships and exceeding last year’s Corporate Sponsorship goal by $100,000. For 2009, Federation is already well on its way of meeting our current goal of $500,000.

From the red carpet welcome to the candelabra at every table, the “Grandeur of Giving” Major Gifts event was chaired in meticulous detail by Judy Levis Markhoff and her husband Paul Markhoff. Federation’s largest fundraising event of the year was held at The Great Hall of the Boca Raton Resort & Club.

Continuing to account for half the Federation’s Annual Campaign dollars, the Dorothy Seaman Department of Women’s Philanthropy reached new heights by raising more than ever before. Over 5,400 women contributed more than $10 million, representing a $400,000 increase over the previous year. They were led

by Women’s Chair Anne Jacobson, Women’s Campaign Chair Dorothy Wizer, Lion of Judah Vice Chairs Barbara Levy and Louise Galpern, and Lion Luncheon Chairs Caren Weinberg and Marlene Silver.

The Jewish Community Foundation works as the “savings account” of the Federation to ensure that programs and services continue to meet essential Jewish needs locally, in Israel and worldwide, through permanent endowment funds, gifts of cash, appreciated stock, bequests, trusts and planned giving programs. In 2007-2008, Chair Tom Kaplan and Vice Chair David Pratt launched a JCF campaign to meet three key objectives: 1) grow unrestricted assets by $10 million in new commitments; 2) increase Lion of Judah Endowments (LOJE) by $2 million; and 3) increase Perpetual Annual Campaign Endowments (PACE) by $1 million.

The hands-on philanthropists of the Jewish Women’s Foundation continued to build their grant-making capability through $10,000, $50,000 and $100,000 contributions, payable over five years. JWF has quickly grown to 70 Trustees with contributions and commitments of more than $700,000.

JWF Trustees completed a third year of grant-making to improve the status of Jewish women and girls by proactively addressing the sources of their varied challenges, selecting three projects in Israel, to: build microenterprises among low-income women; train young FSU medical graduates to help immigrant teens develop healthy life skills, using their own languages; and provide programming for abused girls in their junior and senior high schools. The grants were announced at the annual GrantingWishes reception, which featured noted playwright and author Eve Ensler.

Adolph & rose levis Jewish community center

Celebrating a full quarter century, and under the current leadership of President Tom Kaplan and Executive Director Marty Schneer, the Adolph & Rose Levis JCC continued to offer a full array of personal, cultural, social and physical enrichment and services for all ages. From the Zale Early Childhood Learning Center, to the Sports & Wellness Center, to the Sandler Center for Jewish Life Enhancement and other special needs programs, JCC’s meaningful and caring connections make our community home. JCC also celebrated an astounding 20 medals won by the Mitchell Dobbin Maccabi Team’s 100 local teen athletes at the 2008 JCC Maccabi Games.

More than 700 campers created lifetime memories at JCC Summer Camp. Nearly 500 children took the first steps on their journey of Jewish learning; and the innovative Sha’ar (Gateway) was developed to enrich unaffiliated and interfaith programming with Jewish life.

Adults of all ages found inspiration, enrichment and culture at the JCC. At the Phyllis & Harvey Sandler Center for Jewish Life Enhancement, more than 6,500 participants stimulated and nourished their minds, bodies and spirits through Jewish learning, continuing education, travel and social events. Others enjoyed vast arts and cultural programming through performances, literary experiences with authors, the Nathan D. Rosen Museum Gallery, and sold-out Phyllis & Gerry Golden Multimedia Concerts.

JFS

Ruth rales jewish family service

RRJFS continued to serve people of all ages from throughout the community last year, led by Presidents Ronald Selbst, MD, and Michael Mullaugh, and Executive Director Dr. Jaclynn Faffer. Continuing as the lead agency serving seniors in south Palm Beach County, RRJFS touched the lives of 35,000 residents with friendly visits, group and delivered meals for seniors; a kosher food pantry; counseling and support groups; home care for Holocaust survivors, mentoring and educational programs, and much more. As the year progressed, the agency fielded exponentially increasing calls for basic necessities and help with foreclosures.

Dozens of Olympic Heights High school students were matched with seniors in assisted living for weekly telephone chats and for holiday parties with activities like making “snowflake” refrigerator magnets. Mentoring programs also match “grandparents and grandchildren” and Big Pals and Little Pals.

Café Europa hosted almost 1,000 Holocaust survivors at two lunches, where they sat with others from the same countries.

Polish survivor Basia McDonnell brought pre-war family photos to see if anyone knew what happened to her relatives, most of whom perished during the war.

JARC

JEWISH ASSOCIATION FOR RESIDENTIAL CARE

JARC expanded its residential services for adults with intellectual and developmental disabilities, building four new group homes in west Boca Raton. The Mel and Edith Clayman Training and Resource Center’s vocational programs continue to place clients in supported community employment. The Mel and Elaine Stein Living and Learning Center also continues to provide apartments and independent living skills for adults with special needs to lead productive and dignified lives.

The JARC café teaches culinary skills, including customer service.The café is open to the public, with daily lunch specials and homemade soups; it also provides catering.

Five JARC residents fulfilled a lifelong dream.

With two staff members, they traveled to Israel as part of an exchange program with Israel Elwyn. During this time, residents and staff from Israel stayed in JARC’s group homes and toured the area.

DKJA

DONNA KLEIN JEWISH ACADEMY

In its 29th year, Donna Klein Jewish Academy continued to enhance its reputation as a premier Jewish day school, under the leadership of President Michael Lewitt and Head of School Karen Feller. With a focus on global education and concerned with tikkun olam, DKJA actively demonstrates its commitment to Jewish continuity, living and learning, as well as academic achievement. Through caring activities like distributing food for the needy, projects with seniors, and helping children with special needs, DKJA effectively instills important Jewish values for a lifetime.

Annually, DKJA joins students at partner school Pine Grove Elementary in enriching activities centering on global education, cultivating friendships and creating special bonds with one another.To encourage students to nurture the environment and their community, they began a Garden of Friendship at the Delray Beach school, and will add to it every year.

Ongoing intergenerational programs like model seders and nursing home visits form bonds and create precious memories for all ages, reinforcing DKJA’s commitment to Jewish heritage and legacy through L’dorV’dor.

J ewish E ducation C ommission (JEC) In 2007-2008, the Jewish Education Commission continued to grow as the community’s central address for Jewish education, under continued leadership of Chair Rabbi Merle Singer and Executive Director Leon Weissberg. The JEC’s 11th year included many highlights.

March of the Living 2008 celebrated the 60th anniversary of the State of Israel in Jerusalem, and the 20th anniversary of the March in Auschwitz.

JEC’s inaugural Winter Symposium presented more than 170 residents with two days of learning from the granddaughter of Eliezer Ben Yehudah, the founder of the Modern Hebrew language, and a distinguished panel on Israel at 60. The largest number of Melton students ever joined both the basic and advanced Melton Mini-School curricula. And more than 500 Early Childhood Center, Day School and Congregational School educators participated in Professional Development in what they considered the most successful academic year for local teachers.

The March of the Living brought local teens to historic sites in Poland, including the mass graves of Tykocin in the Lupochowa Forest in Bialystock.

More than 400 students participated in Jewish club gatherings once or twice monthly at South Palm Beach County public and private secular high schools. Students in the Spanish River High School Jewish Forum made their own Shofar for Rosh Hashanah.

In its first United States venue,Witness Theater has brought local teens together to get acquainted with and learn from Holocaust survivors.The teens will then write, produce and perform a play, taking roles as the survivors.

Shirley Enselberg was honored at the Kristallnacht Film Forum’s opening ceremony in the Entin Holocaust Pavilion.The Forum raises teen scholarship funds for the March of the Living.

J ewish C ommunity R elations C ouncil (JCRC) In 2007-2008, the JCRC’s nonpartisan public policy voice continued to bring together key elements of the Jewish community and to advocate for and educate about vital issues. Led by Chair Stephen Mendelsohn and Director Elise Dolgow, JCRC addressed an array of Jewish concerns from global security to funding for growing local human needs.

TO: The Children of Kiryat Bialik WITH LOVE: From The Jewish Community of SPBC Now in its sixth year, Federation’s Partnership 2000 (P2K) project with Israeli “sister city” Kiryat Bialik continued to strengthen both communities as well as this “living bridge” that spans 3,500 miles. Through exchanges among professionals, women and students, the Partnership fosters dialogue, collaboration and true friendships that enhance shared Jewish identities and destinies across the globe. An international United Jewish Communities (UJC) project, P2K is facilitated on site by the Jewish Agency for Israel (JAFI).

The growing partnership between the Jewish community of south Palm Beach County and Kiryat Bialik produced this new playground in the Israeli city’s center. Residents of all ages turned out for the official dedication of the beautiful play space in November 2008, during our Federation’s community-wide mission to Israel. They brought enthusiastic appreciation for our Women to Women P2K Initiative and to Debra Halperin (in honor of her mother Gladys Moore), who together had provided much of the funding to make the playground possible. Our efforts were supplemented by the women of Kiryat Bialik and their local municipality.

TheWomen toWomen Exchange brought together 10 local women with 10 Kiryat Bialik peers, getting to know each other both in our community and in Israel.The rewards have included a cookbook, a playground and lasting friendships across the globe.

United Jewish Communities (UJC) The Federation provides some of its assistance to Israel and globally through UJC, which unifies North American Jewry in klal yisrael as an “umbrella” organization representing 157 Jewish federations and 400 independent Jewish communities. Working together with the Jewish values of social justice, human rights and caring, we are able to transform lives and perform miracles where help is most needed.

An unprecedented partnership was forged between physicians, safety experts and emergency responders from South Palm Beach County and the Kiryat Bialik area through the P2K Medical Exchange, in collaboration with Boca Raton Community Hospital.

f u lf i ll i n g t h e p ro m i s e to o u r h o m e la n d The Federation system made a promise to Israel in 1948, upon the birth of our homeland, to help strengthen its society and to augment its social services system. We continue to keep that promise and contribute millions of dollars each year to core programs, services and initiatives that further the welfare of our Israeli brothers and sisters. From tending to victims of post traumatic stress syndrome (resulting from the frequent barrage of rockets targeting fellow Jews along the Gaza border) to providing vital services to Israel’s children and frail elderly, we continue to invest in Israel’s welfare through our overseas partner agencies, including the Jewish Agency for Israel (JAFI) and the American Jewish Joint Distribution Committee (JDC).

In addition, our Federation is proud to provide supplemental funding for specific programs and initiatives that are close to the hearts of many local residents. Those programs in Israel directly supported by the Jewish Federation of South Palm Beach County include: First Timers Teacher’s Trip Planned every two years by Federation’s Jewish Education Commission (JEC), the purpose is to provide every teacher who teaches Jewish children in a Jewish setting with an Israel experience, similar to birthright israel. Research indicates that an Israel experience has the most significant impact on teachers’ fundamental feelings about Israel and the transmission of those feelings to their students.

PACT (Parents and Children Together) Located in Kiryat Yam, PACT addresses the top-priority need among Ethiopian-Israelis for multi-faceted early childhood education (birth to age six) through the JDC. Currently there is no single government agency responsible for the welfare of children in the early childhood age range. Through programs focused on health care, after-school programs, and home intervention, PACT aims to close the educational and social gaps among children and, at the same time, increase parental involvement. We help support 193 Ethiopian-Israeli preschoolers, together with 110 actively engaged parents.

Nefesh B’Nefesh (NBN) Born in Boca Raton six years ago, NBN was created to revitalize North American Aliyah to Israel. Aliyah services include financial assistance, employment resources, social services and guidance through governmental absorption, in order to help make each individual’s Aliyah as successful as possible. Since its founding in 2002, more than 16,000 immigrants have made Aliyah, 3,200 of them in 2008. NBN retention rate and employment placement statistics are an impressive – 99% and 94% respectively.

SPACE (School Performance and Community Empowerment) This program of the Ethiopian National Project (ENP) provides scholastic assistance for low-performing students, addresses the needs of youth in crisis and strengthens community through leadership development programs. It also improves the connection between the students and their heritage and integrates their culture into their daily lives.

No matter where Jews live in the world, Federation looks out for their well-being, contributing millions of dollars each year to Jewish needs in Israel and more than 70 countries around the world. During the 2007-2008 campaign year, our Federation provided $4.8 million in funding for core overseas programs through partner agencies including the United Jewish Communities (UJC), the American Jewish Joint Distribution Committee (JDC) and Jewish Agency For Israel (JAFI). In addition, we provided direct funding for programs of particular interest to our Jewish community, including these: • Summer Camps – Connecting the Next Generation: Summer camps are one of the most successful Jewish-identity building programs that JAFI operates in the former Soviet Union (FSU), which is still awakening from 70 years of enforced atheism. These stimulating camps introduce many youngsters to their Jewish heritage and tradition for the first time, creating a connection to Israel and a sense of belonging to the Jewish people • FSU & Argentina Welfare Relief – The JDC-sponsored Hesed Welfare Centers provide a crucial link to the Jewish community for 224,000 elderly Jews in 2,994 locations across the FSU, including 120,000 in the Volga Region. The JDC provides humanitarian aid – food packages, medical care, hot meals, fresh food, winter relief and more – to supplement the inadequate pensions of needy elderly. With the stabilization of Argentina’s economy and JDC’s work to strengthen the community’s viability, the number of people relying on welfare has steadily decreased over the past five years – from 36,000 at the peak of the crisis in 2001 to just over 12,000 in November of 2008. Our funds will continue to assist Argentina’s most vulnerable with housing subsidies, medical care, food and job retraining.

• CHAMAH: Provides humanitarian aid to provide medical and food assistance to the elderly and homebound in the FSU and Israel. JDC supports and sanctions the Hesed programs run by Chamah.

to t h e cau s e , TWO m i ss i o n s to t h e fs u The 2008 Campaign was framed by Mission experiences, and what our staff members and lay leaders brought back from their journeys abroad, including two separate visits to the former Soviet Union (FSU).

NATALIA It was during our October 2007 mission to Kharkov in the Ukraine that we met many desperate families struggling without enough food, heat or medicine in a place that was just beginning to rediscover its Jewish heritage. Pictured here is a woman named Natalia who has been bed-ridden for more than a decade, paralyzed since childhood and who has no more family members left to care for her. Her only lifeline was made possible through Hesed services supported by Federation dollars; we do not know if she would survive without this assistance.

THE 19th JEW When Russia invaded the Former Soviet Republic of Georgia in August 2008, our partner agencies overseas immediately mobilized. Their mission: To locate, rescue and aid every Jewish person in the region affected by the war. Our Federation was the only one to have visited Georgia after the war, deepening our appreciation for the immense levels of need coming this region and the heroic work of the agencies we fund. The JDC and JAFI rescued hundreds of people in the weeks that followed, but there was one Jewish woman who they could not locate right away— Rosa. She was 79 years old, not in good health and the relief staff knew she could not survive on her own. After two days of searching, rescue workers found Rosa amidst the shambles of an apartment building and took her to safety, providing food and medicine. Rosa’s rescue is the ultimate embodiment of the tenet ‘kol yisrael araveem zeh b’ zeh’ – all Jews are responsible, one for the other— no matter where they live in the world.

There are two types of restricted funds. In the first, the donor establishing the fund designates a field of interest, such as education or aid for the elderly, to which the income and/or principal of the fund is dedicated. The trustees of the Foundation will authorize grants from the fund only for the purpose specified. In the second type, the donor restricts the use of the fund’s income and/or principal to specific programs or

specific charities.

A donor may also establish a fund which is partially restricted, specifying a percentage of fixed amounts for one or more special purposes and allowing the balance to be distributed at the discretion of the trustees.

Mollie Rosenthal Memorial Fund for Services to the Aged In 1989, Dr. Lewis Rosenthal, a retired dentist, left $1.8 million from his estate to the Foundation to create an endowment fund in memory of his mother, Mollie Rosenthal. At least 90% of the assets must at all times be invested in Israel Bonds. The income earned each year is to be used for providing assistance to the aged in Israel.

This is primarily for geriatric social services.

JDC-ESHEL (the Association for the Planning and Development of Services for the Aged) pioneers programs to help Israeli society meet the challenges and needs of its growing elderly population. A major element of its efforts is training caregivers of the elderly to ensure that they can provide the highest level of care to the aged.

In 2001, JDC-ESHEL established the Glickman Center for Education and Training on the Tel Hashomer campus of the Sheba Medical Center located in the center of the country. This state-of-the-art facility provides over 50 courses each year to 2,000 people who work with the elderly. People from across the field of geriatric care participate in the courses including professionals, paraprofessionals, social workers, nurses, doctors, occupational therapists and physiotherapists as well as care givers in home care, community. The Glickman Center’s training courses respond to both the current and future anticipated needs in services for the aged.

The courses address the learning needs of workers at various levels and integrate the varied disciplines involved in caring for the elderly, such as medicine, nursing, social work, psychology, nutrition, communication, psychiatry, biology and physiotherapy.

The courses use various teaching methods such as individual and group workshops, practical experience, field trips and in-depth case studies. By working to improve the knowledge and skills of those who care for the elderly, the Glickman Center strives to enhance the quality of life for Israel’s elderly.

Since 2003, the Mollie Rosenthal Fund supported a three-year program to fund the establishment and expansion of Emergency and Supportive Communities through the JDC to care for those elderly, and has distributed $368,008.

In 2006-07, JDC-Eshel Senior Employment Center, a two-year funding commitment, commenced for an Employment Center for Seniors within the Glickman Training Center; $100,000 in 2006-07 and $100,000 in 2007-08. The intent of this fund is to provide life-changing support and care for Israel’s needy elderly. This grant will provide funds to build JDC-Eshel Employment Center for seniors in Kiryat Bialik totaling $200,000 over two years. Kiryat Bialik has a higher-than average 18% elderly population aged 65 and above. The Senior Employment Center will be built within the structure of the Mollie Rosenthal sponsored Glickman Training Center for Education and Training in Kiryat Bialik, thus creating a continued legacy for the important programs already established and supported by the Mollie Rosenthal Fund.

Employment opportunities, including a café and seniors shopping mall, will allow retired people who are still able to work, to earn a small income, as well as give them a sense of accomplishment and self-worth.
