KNIGHTS OF COLUMBUS SUPREME COUNCIL (Excerpt from the Welcome Remarks of Supreme Knight Carl Anderson at the 133rd Supreme Convention, Philadelphia, PA, August 4, 2015.)

As Knights, we are committed to defending life and liberty for all: for those on the margins of our communities, and for those on the margins half a world away. Indeed, our commitment is as old as the Knights of Columbus itself, and it is a testament to the fact that we take both our faith and our patriotism seriously. We gather this evening, as we do every year, from around this country, from around this continent, and from around the globe. But the diversity represented by our flags this evening reminds us of our common cause. It reminds us that we are a fraternity united in charity - a Catholic brotherhood growing daily around the world. We have been blessed this year with a wonderful letter of greeting expressing the Holy Father's appreciation for what he calls the “outstanding charitable, educational, and spiritual activities with which the Knights of Columbus contribute to the Church's mission.� As I mentioned earlier today in my report, there has never been a time in our history when so many brother Knights have done so much good. We set new charitable records with more than $173.5 million and 71.5 million hours donated to charity. This year, we grew to almost 1.9 million members, and added more than 250 councils. Our top-rated life insurance program also set records as it protects the financial future of Catholic families. We now have $99 billion of insurance in force protecting the financial future of millions of Catholics in Canada and the United States. Our assets under management grew by 4.5 percent last year and now total $21.5 billion. My brother Knights, this has been our most charitable year ever. Never before have we done so much good, with the help of so many Knights. But last year's achievement must now become tomorrow's foundation. And in the coming year, we will do even greater things.

Suppose it could be said that every Knight of Columbus and as his family went to Mass every week? What a difference that would make in our various jurisdictions. And our Council meetings, we can't simply engage in business as usual. Instead, we have to make our Councils places where men can grow in their spiritual lives, come to grips with the real life problems they are facing, and find the support needed to live the faith and to live it virtuously and vigorously. The more our local Councils are perceived to be places of spiritual growth, the more our Councils will grow and flourish. So while there is always business to transact and projects to do - and these things remain very important and very necessary - the Council should be true to Father McGivney's original vision: that the Knights are a way for men to embrace their faith and to be a front-line evangelizing force in society. As you know, Pope Francis has decreed that the coming year will be a special Holy Year, dedicated to God's mercy. Mercy is the key to evangelizing and evangelizing is key to protecting God's gifts of life and liberty. When people put aside their caricatures of God as vengeful or uncaring, when they see in the Church the image of Jesus who in turn is the face of the Father's mercies - that often strikes a chord in their hearts and gives them the freedom they need to admit their need for that forgiveness and love which we access by faith in the God of love. What would be the impact if, during this Holy Year of Mercy, the nearly 2 million knights and their families got back in the habit of going to confession at least once a month? What would be the impact if we tried to reconcile in a fraternal way as many disagreements and rivalries within our ranks as possible? Or if we linked the charity that we engage in to the mercy that we receive from the generosity of God? Brothers: Serving as your chaplain brings me many blessings as a priest and bishop. I thank you for the privilege of doing so. Every morning I thank God for the raising up this Order in the life of his Church, an order whose importance and relevance grows with each passing day. I thank the Lord for Father McGivney who was ordained a priest in the Basilica Cathedral of the Assumption in Baltimore. And I thank God for each of you asking that the Lord will bless you, bless your families, bless your daily work, and bless you in living the Gospel principles of charity, unity, fraternity, and patriotism. MESSAGE Greetings in the name of JESUS our Good Shepherd. Accept my warm greetings of congratulations for reaching and celebrating the 60th Charter Anniversary of the Knights of Columbus Porta Vaga Council. Indeed, the mission of Jesus, who was sent to “bring glad tidings to the poor, to proclaim liberty to captives and recovery to the blind, to let oppressed go free, and to proclaim a year acceptable to the Lord” is manifested in the Council's 60 year of existence by the programs annual Via Crucis, the Happiness Campaign community outreach and Alternative Learning System (ALS) and others that are surely beneficial for our less privilege brothers and sisters. The theme “Senior Na Si Ina” conveys maturity of devotion to the task or mission entrusted to the Council. The theme also reminded me that God is its foundation: “For if this endeavor or this activity is of human origin, it will destroy itself. But if it comes from God, you will not be able to destroy them, you may even find yourselves fighting against God” (Acts 6:38-39). May the Knights of Columbus Porta Vaga Council #4072 continue to grow and become an instrument of forming responsible Catholic gentlemen who will proclaim the Good news in season and out of season and bear much fruit for God's Kingdom. MESSAGE PortaVaga Council has journeyed for 60 years, and is dreaming of another 60 years and more. But, “Ang hindi lumingon sa pinanggalingan ay di makararating sa paroroonan.” Let us, therefore, look back to the root purposes why the order was founded, and make programs in furtherance of said purposes. The Knights of Columbus Charter, dated March 29, 1882, specifies the following purposes: 1. Rendering pecuniary aid to its members, their families and beneficiaries of members and their families; 2. Rendering mutual aid and assistance to its sick, disabled and needy members and their families; 3. Promoting social and intellectual intercourse among its members and their families; and 4. Promoting and conducting educational, charitable, religious social welfare, war relief and welfare, and public relief work. PortaVaga Council may have other worthy activities and church participations, but these are “extracurricular” relative to the purposes given in the charter. And the Council's success or failure should be measured by its charter as yardstick, not by its extracurricular accomplishments. Lumilingon sa ating roots, sa ating charter, and let us move on with concrete programs for members, families and community.

Most significantly is my appreciation for your trust and confidence in allowing me to lead our council culminating in the celebration of our Diamond Anniversary. Thank you very much. May the spirit of Father Michael Mcgivney's vision when he established the Knights of Columbus, remain in us always and motivate us to offer ourselves more for the service of our community and to reach out to the poorest of the poor. This year is equally significant to us as Catholics because 2015 was declared Year of the Poor. And as we continue to sail on to carry out our mission to implement our 6 service programs, let us look at the connection of this mission to that of the disciples when Jesus sent them to help people in their needs and heal the sick. Their mission was not about religious performances! In the end, we can find fulfillment with this verse from the Book of Matthew, 25:40, thus: “And the King will reply, 'truly I tell you, whatever you did for one of the least of these brothers of Mine, you did for Me.�' Congratulations to all the members, my prayers and best wishes to all of you. Brief History of the

Porta Vaga Council #4072 The Mother Council in the Province of Cavite Exactly 60 years ago, a group composed of devoted Roman Catholic American members of the U.S. Armed Forces - stationed at the former U.S. Naval Station, Sangley Point, Cavite City - and male devotees of the Blessed Virgin Mary in the title of “Nuestra Sñra de la Soledad de Porta Vaga,” enthroned at San Roque Church, Cavite City since 1945, met at one of the Buildings in what is now Bautista Hospital compound in front of Ladislao Diwa Elementary School (Formerly Caridad Elementary School). Due to the kindheartedness of Past Grand Knight Juan Poblete Sr., also a devote Roman Catholic and a very devoted Catholic in the person of Dra. Bautista Poblete, offered the place on their venue. From their very important meeting, an idea to organize the first Knights of Columbus Council in the Province of Cavite was born. The Charter was officially presented to the Charter Members on July 14, 1955 and the council was named after the Patroness and Queen of the Province since the Spanish Time, the miraculous and great intercessor of the Caviteños, Mother of our Lord Jesus Christ in the title of “Nuestra Señora de la Soledad de Porta Vaga.” Thus, Knights of Columbus Porta Vaga Councl #4072 come into being. The lot located at Magcauas St., Caridad, Cavite City was also offered by the late Past Grand Knight Cyr Mañalac where the Council's future Club House and Headquarters was erected. The club house of the Porta Vaga Council was very significant and historical because all the activities of the council since 1955 were held here. Another importance of this club house was when it became a temporary site of St. Peter Church. Because after the 2nd World War, San Roque Church was the only Catholic Church in Cavite City were all devotees of the city usually attend for their spiritual activities to church every day, most especially Sunday Masses. St. Peter church was established in Caridad to attend to the parishioners of Dalahican, Sta. Cruz and Caridad. Due to increasing members, different councils were eventually established in other churches in Cavite City. Stella Maris Council at Stella Maris Church inside the Cavite Naval Base; Simon Peter Council at St. Peter Church; and San Antonio De Padua Council at St. Anthony Catholic Church were respectively established to accommodate Knights of Columbus members located on their respective communities. Those who decided to stay with the Porta Vaga Council were members who stayed in the mother council during the early eighties. Activities for the 5 Service Programs of the Knights of Columbus - Church, Council, Community, Youth, Family - were regularly held at its Council Club house. Improvements of the building were continuously done to conform with the increasing members and for maintenance. One improvement was the elevation of the flooring. Due to stagnant water in the area, flood started to enter the club house. For this matter, council members, with the unselfish leadership of Past Grand Knights Ruben V. del Rosario and the late Virgilio M. Papa endeavored to raise the flooring of the Council Building and its

beam and post was concreted also. The Family of Brother Frank Palispis was chosen and later appointed to take care of the security and safety of the club house until the whole family left for United States of America. 2001, however, was a very sad moment in the long history of the Porta Vaga Council club house. Due to the need of the Mañalac Family to build a clinic and hospital on their lot where the club house was located, the council has to give up using the property and need to turn it back to the family of PGK Mañalac. The council meetings and activities consequently were moved from the Magcauas building to an old building near San Roque Parish which was a property of church. In this event of transferring the council club house, many of the council properties and belongings like council records, council charter, photos of Past Grand Knight and other paraphernalia of the Live Via Crucis which the council is the official keeper were misplaced or lost. On March 25, 2000, the launching of the church renovation, during the Feast of the Annunciation of the Blessed Virgin Mary was held. The late Rev. Fr. Avelino R. Sapida who retired in 2010, was the parish priest during that time. Looking at his church renovation project as important and historical, this initiative have been assisted by members and past grand knights of Porta Vaga Council with a certain amount of money donated by the council during the launching of the project and be part of the seed capital for the renovation. In 2007, Past Grand Knight Virgilio M. Papa spearheaded the construction of the Parish Formation Center where the Knights conducted council meetings and activities. The late Rev. Fr. Cesar Reyes eventually made the formation center as the permanent Club House of the Knights of Columbus Porta Vaga Council. Since then, all the meetings and activities were conducted in this new club house of the Porta Vaga Council. Now, San Roque Parish has a new parish priest in the person of Rev. Fr. Dominador B. Medina, who also has been one of the Parish Ministry when the renovation started on February 12, 2001. With the leadership of Father Domeng Medina, a known sponsor of many charitable endeavors in Cavite City while assigned at St. Peter the Apostle Parish, the endurable San Roque parish priest will continue to make the church - the highest edifice in the City of Cavite - in which the realization of the dreams of the Caviteños, the National Shrine of the Blessed Mother and the Virgin Minor Basilica in the title of Nuestra Sñra. de la Soledad de Porta Vaga. This historical event cannot be separated from the history of our council for we members of the Knights of Columbus were the pillars of Our Mother Church. With the celebration of our anniversary this year - with the theme “Senior Na Si Ina” - more charitable and other community endeavors will be initiated and continuous support to church for the council to follow suit.

WorKs of Charity, Our Faith in Action. By SK LOUIE A. CHIN (Entry article to the Story Writing Contest of the Luzon South Jurisdiction regarding stories of respective councils)

Porta Vaga Council was the first council to be chartered in Cavite City and of the whole Cavite Province. In 1954, a group of young Catholic gentlemen and American servicemen stationed in Sangley Point envisioned the formation of a Knights of Columbus council in the city. On July 14, 1955, after 17 months of zealous anticipation, the Supreme Council finally approved and chartered what became the mother council of the Province of Cavite. Porta Vaga as the mother council is by no means coincidental; yet is also not a privilege so a lot of things were to be expected. This means that the council should consistently stand as an example for other councils to look up and emulate; and should be in the forefront in fulfilling the mission of the Order. Therefore, being first entails much more responsibilities in terms of membership qualities, council growth by way of project initiatives and most importantly, a role model as a strict follower of the Order's By-Laws and Constitution and in the implementation of the six Service Programs and its four Principles. Without these in mind, the label “Mother Council” would simply be on paper. Having this as a challenge, the council anchored its priorities towards the fulfillment of its mission and journeyed towards the 60th anniversary of the council in 2015. In was in 2012 when the council got underway this journey. The aim at the start was unity among all members as possible, having a united council demonstrated fraternalism; and charity was the objective that needs to be carried always, thus, the journey was clearly manifested by the four principles. The journey was itself a patriotic duty to every brother Knights. Charity was the objective to remind every brother Knights of their First Degree principle. It is considered as the basic or first, but; charity is by no means the most indispensable of the four Principles of the Order. But first, what is charity? When we hear the word "charity" we think of love towards our neighbor, love made visible as in service. It is from the words of Mother Teresa of Calcutta, “charity to be fruitful must cost us to love, it is necessary to give: to give it is necessary to be free from selfishness.” The Book of Matthew clearly defined it in chapter 25:34-40. Other definitions of charity are: generous actions or donations to aid the poor, ill, or helpless; something given to a person or persons in need, alms; a charitable act or work; charitable fund, foundation or institution; benevolent feeling, especially toward those in need or in disfavor; leniency in judging others, forbearance; Christian love, agape. To the Knights of Columbus, what is charity aside from it being our first principle? Why is charity the first principle of the Order? In the handbook “These Men They Called Knights,” in the chapter The Vision of Father McGivney, is stated: “To resolve those problems, Father McGivney conceived the idea of an organization of Catholic men who would band together: To aid one another in times of sickness or death, by means of a simple insurance plan, so that their wives and children would not face abject poverty; To strengthen themselves and each other in the Faith; To strengthen families and family life; To be a strong pillar of support for their priests and bishops; and To be of service to Church and community by coming to the aid of those most in need in society. They called themselves Knights of Columbus - Knights to emphasize chivalry's ideals of charity.” Charity therefore is what every knight should try to live up. We all live and breathe charity.


One significant initiative of the council was the establishment of the Alternative Learning System (ALS) center at the Parish Formation House which was started in 2012 with the approval and support of the then parish priest and council chaplain Father Cesar Reyes. ALS was a Department of Education project for out-of-school-youth as a venue to complete their interrupted primary and secondary education. The council actively promoted this project to be able to reach out to more youths. Besides learning academic subjects, some members of the council initiated vocational teachings and shared their talents for the students. Bro. Rammy Garcia conducted tutorial on flower arrangement and Bro. Anton Yuvienco, who's a professor in Information Technology, conducted series of lectures in computer. To augment any expenses in the implementation of this project, Bro. Anton turned to “bote garapa,” collecting recyclable materials from members of the council as fundraising. The council even extended its program to also offer scholarship to graduates of its ALS class. At the start of the Columbian Year 2013, we adopted the motto Works of Charity, Our Faith in Action to emphasize the council's focus in initiating charity works. T-shirts and tarpaulin banners were printed to remind members of this motto and how to continuously promote charity in our projects and activities in our performance as member of the Knights of Columbus. The council saw the emergence of social media as an important and effective tool of communication for members specially those in other countries to keep them updated. The council was one of the first to establish a social media account by a Knights of Columbus council. Thereafter, the Knights of Columbus Porta Vaga Council #4072 Facebook account was born. Every brother knights gave great effort to maintain the site where pictures of council activities can be uploaded. Bro. Christian Bleza, the council Recorder, regularly uploaded upcoming activities and pictures of activities done. All these things helped promote the council and the organization in general. One brother knight, Bro. Adan Alvarez who was based in Australia always keeps in touch by way of this FB account. He in turn was able to assist the council by way of regular financial support and by religiously paying his dues. Bible services for departed brother knights were appropriately given priority. It could be well-noted that all departed brother knights were given Bible service even to long inactive members, rich or poor. Bible and Necrological services were considered as our last act of respect to a departed brother and a demonstration of support and sympathy to his family. Even to the departed family members of a brother knight were extended prayers and condolences. In 2014, in preparation for the Lenten season, the council conducted the First Friday Family Rosary and Bible Study to children in a community chapel from January to April. This was done through the headship of the Family and Youth service program directors together with the Columbian Squires. Children were thought how to pray the rosary. The council printed and distributed prayer guides and rosaries. Christmas was always a special time for the council. Aside from giving gifts to deserving members, the council also reached-out to poor children of the community. Again, this gift-giving to children was made more important with emphasis given to the spiritual meaning of the project. This was conducted together with the Columbian Squires. At one point, the council even conducted a gift-giving for

beggars and vagrant persons in the community. This activity was proudly called “Happiness Campaign.” The declaration of 2015 by Pope Francis as year of the poor provided much meaning for the 60th anniversary celebration of the council. In support of this declaration by the pope, activity directors were asked to come up with new activities in our effort to reach-out to the poor and make the Church closer by means of our service programs. Bro. Jose Rhum Cornejo, the Community Director, came up with an idea and suggested a mass baptism for a child or children of Catholic families who were left unable to receive the Sacrament of Baptism. The Sacrament of Baptism is the first of the seven sacraments not only in time (since most Catholics receive it as infants) but in priority, since the reception of the other sacraments depends on it. It is the first of the three Sacraments of Initiation, the other two being the Sacrament of Confirmation and the Sacrament of Holy Communion. Once baptized, a person becomes a member of the Church. A survey in the area (chosen by the council where this activity would initially be conducted) came up with a surprised result. Almost over 40 children were found not yet baptized, including a family with all their six children. This sad reality suggested that the council conduct this on a regular basis. This project was scheduled to be one of the highlight activities of our anniversary celebration. Other important projects of the council were: its participation in the International Coastal Clean Up initiated by Bro. Jefferson Fernandez and Bro. Michael Goodfellow; established the PVC Disaster Response Team (PVCDRT), the council's form of aid in times of disaster; teamed up with the City Disaster Risk Reduction Management Council (CDRRMC) to support its activities; and actively volunteered as Parish Pastoral Council for Responsible Voting (PPCRV) poll watchers during the 2013 elections. When before the organization was contained inside Church activities alone, the Knights of Columbus through the years has evolved from what others see as simply Church marshals during religious activities into multi-faceted organization. One only needs to recall our chaplain's message during last year's installation program to realize the truth. Fr. Dominador Medina emphasized that in the vision of Fr. McGivney in establishing the organization, brother Knights should be reminded of its civic organization structure, or more specifically to be mindful to perform the social teaching or doctrine of the Church. He challenged the members to be more active in reaching out to the poor and needy and illustrated this by expounding the Gospel message of the Good Samaritan (Luke 10:25-37). The Knights of Columbus is the only organization where all kinds of initiatives possible can be done through its Service Programs: Church, Community, Council, Family, Culture of Life and Youth, anchored on its principle of Charity, Unity, Fraternity and Patriotism. The history of the Order shows how the foresight of Father Michael J. McGivney brought about what has become the world's foremost Catholic fraternal benefit society. It has contributed time and energy worldwide and through the years continuously remains faithful in its charitable service for Church and community. Porta Vaga Council is on the culmination of its journey. And its mission almost completed; but another journey of discovery will definitely commence. Works of Charity, our faith in action is a continuous mission of dedicated service to God and mankind.


In Memoriam Prayer for deceased brother Knights Dear friends, shortly before his own Passion, our Lord Jesus wept tears with Mary and Martha upon the death of Lazarus. In the midst of this sorrow, he told Martha: "I am the Resurrection and the Life: whoever believes in Me, though he should die, will come to life" (Jn 11 :25-26). Jesus raised Lazarus from the tomb to teach us that death is not the end for those who believe, but rather a glorious beginning. Upon leaving this world, the faithfully departed begin their journey toward a heavenly dwelling place, prepared for them by Christ who rose from the dead (Jn14:2-3). The passing away of our earthly life, therefore, is a transition to a new life, in which “every tear is wiped from our faces� (Is 25:8) and sickness, pain and suffering are no more. Every Knight of Columbus is entrusted to the care of Mary, the Mother of God. We carry the Rosary as the sign of our dedication to her and to her Son. Confident in her motherly love for us all, we entrust the soul of our Brother Knights to her, so that she may present them to her Son. Amen.

FR. MICHAEL MCGIVNEY Through the Knights of Columbus, Father McGivney gave Catholic laymen a new opportunity the chance to grow in holiness while contributing to their parishes, communities and security of their families. Today, more and more Church leaders are recognizing his spiritual genius in animating the laity. The Knights of Columbus has grown to more than 14,000 local units in the United States, Canada, the Philippines, Mexico, Poland, the Dominican Republic, Puerto Rico, Panama, the Bahamas, the Virgin Islands, Guatemala, Guam and Saipan. Over the past decade, Knights have raised and donated nearly $1.4 billion to charity and given nearly 653 million hours in humanitarian service. Knights have donated countless hours of service and over $508 million to programs and charities advancing the cause of intellectually and physically disabled individuals, including $61 million to Special Olympics, which the Knights have partnered with since the games began in 1968. In 2003, the Order began a collaboration with the Global Wheelchair Mission, which provides durable, low-cost wheelchairs to those in need. To date, Knights in the United States and Canada have sponsored the distribution of some 20,000 wheelchairs in nearly 20 countries. The nature of most service by Knights is determined locally. Knights in Illinois, for example, have devised a sophisticated system for providing interest-free financing for group homes for people with developmental disabilities; councils in the Philippines regularly conduct free medical and

dental clinics for the poor. As part of its holistic and continuing efforts to help rehabilitate super typhoon “Yolanda” (international name: Haiyan) victims, the Knights of Columbus turned over 18 out of 25 motorized bancas to fishermen-beneficiaries on Sept. 6 in Sitio Lamintao Talisay, Barotac Nuevo, Iloilo. Powered by a 7.5 horsepower, the bancas display green and orange motif symbolizing growth and harmony with nature and emotional strength in difficult times, bouncing back from despair and assisting in recovery from grief. To date, with the financial assistance from the Knights of Columbus Supreme Office, a total of 127 bancas were distributed across different Visayas regions affected by “Yolanda.” The Knights of Columbus also donated financial assistance amounting to P530,000 to various churches damaged by the typhoon and by a 7.2 magnitude earthquake in Bohol. Wherever they exist, Knights continue the tradition of support for bishops and parish priests exemplified by Father McGivney. Each year tens of thousands of Catholics attend the Marian Hour of Prayer programs, rosary prayer services, and Knight-sponsored, pro-life Masses. Father McGivney founded the Knights of Columbus as a fraternal benefit society offering low-cost life insurance to immigrant families facing destitution if a breadwinner died. Today the Knights of Columbus has more than $85 billion of life insurance in force. Its insurance program has received the highest possible ratings from both the A. M. Best Co. and Standard & Poor's.

The Father Michael J. McGivney Guild serves as a source for information about the life, works and spirituality of Father McGivney. The Guild distributes informational materials about him, receives reports of favors granted through his intercession and oversees the distribution of relics. Guild members receive regular updates on the progress of Father McGivney's cause for canonization and are invited to participate in promoting devotion to this Servant of God. Members of the Knights of Columbus are not automatically Guild members and must elect to join the Guild. The Father Michael J. The noble Cause for the Beatification of Fr. George J. Willmann, SJ is currently being advanced by the Order of the Knights of Columbus. At present, Brother Knights are challenged to unearth additional materials and gather testimonies that will help support the Cause of Fr. Willmann. With more than four decades of service and compassion for the Filipino people, Fr. Willmann unselfishly devoted his life in the country such that the Brother Knights now wishes to perpetuate his model life and virtues for all Filipino men to emulate. Although some concrete moves had started to fall into place, the Jesuit Father Provincial in 2001 cited that it was premature for the Jesuits to promote Fr. Willmann's Cause due to need to ascertain the existence of a true and widespread “fama sanctitatis” (reputation of sanctity). This worthy initiative slowed down and only few major activities were geared to pursue the Cause from 2002 up to 2011. Presently, our collective actions are needed and the fight for a Cause of “The Gentle Warrior” still continues.

THE BIRTH OF KCFAPI The authorization to extend the Order to the Philippine which was approved y the Supreme Board of Directors on January 9, 1905, precluded the Knights of Columbus insurance program. It was explicit in the provision that an association, that is noninsurance, Council would be established in Manila. The great distance between New Haven and Manila and their different currencies, it was believed, could trigger real insurance hazards. The suppression of the insurance status from the local Order did not hurt its prewar membership, which comprised well-healed Catholic gentlemen from the social and economic aristocracy. For these so-called Caballeros de Colon, the urgency of the protective coverage of the KC insurance system did not exist. At the peak of the postwar KC recruitment campaign, however, the composition of the local membership was changed drastically. Through the influence of Father Willmann, many Catholic men from the lower income groups of society were encouraged to join the postwar membership of the local Order. The need for a protection plan which only an insurance program could guarantee, was deemed imperative for the new recruits, as it was for the New Haven

Knights of Columbus organized by Father McGivney. Unfortunately, an attempt by the Supreme Council to extend insurance benefits to the local membership encountered, and was foiled by, unfavorable “Philippine government policy.” On August 1, 1958, the Knights of Columbus Fraternal Association of the Philippines was incorporated and registered with the Securities and Exchange Commission (SEC). Although merely a business affiliate and not a part of KC-Philippines, the insurance association was granted permission to use the name “Knights of Columbus” by the Supreme Council, “since the entity would provide fraternal insurance to the members in a country where it had a problem introducing their insurance system.” September 9, 1958, KCFAPI, having obtained the necessary license from the office of the Insurance Commissioner, became operative. Its initial capital of P32,000 represented the total contributions of 64 founder members, at P500 per contributor. In its basic aspects, KCFAPI was created to conform with other insurance companies. It was founded upon scientific and actuarial principles, and governed by the licensing and supervisory rules of the Office of the Insurance Commissioner. On the basis of its objectives, however, KCFAPI was recognized as a Mutual Benefit Association.
