INTRODUCTION The difficulties of supplying energy in Colombia, Likuen sees coal as an alternative value-added energy solutions for the country, and begins a journey from 2004, a research and advocacy, raising our proposal to the Government , which incorporates the project "Coal to Liquids" within the National Development Plan through the Ministry of Mines and Energy Project is a priority country to the new government, development and support for commissioning programs sustainable development. Given the situation, stepped forward agreements with the University of Antioquia, and his research group, Univalle, Santander UIS, national organizations such as Medellín and Colciencias, UPME-Energy Mining Planning Unit and the ANH-National Hydrocarbons Agency, making Research and Technical Assessment of the implementation of clean production technologies, a study whose main conclusions are summarized in the project's viability. At current oil prices, the production of synthetic crude from the kindness of coal reserves held by the country (seven trillion ton / approx.) Is presented as an option that seeks to promote energy independence by replacing part of the diesel imports, which are steadily increasing. Today its use in Colombia is 89.114 BPD of which is imported about 10,000 BPD. According to the "National Energy Plan, 2006-2025," in the short term (2012) the import needs of diesel will be around 34.000 BPD, which forces them to seek measures to offset this rapid growth. Given the results of feasibility Likuen takes action strategies for the assembly of the technology and sees the need to develop a mining and energy technology area within the Clean Development Mechanism, through Permanent Free Trade Zone and Port as a business opportunity as well promote research to industrial applications that supplement the dizzying new generation.

Description: Likuen Col SA, a company with experience in the mining and energy sector in Colombia, in the fields of exploration, coal mining and added value in research for clean technologies, having completed its research phase to the implementation of coal to liquids, provides for industrialization, the development of a Permanent Free Trade Zone Port mining and energy specialist, to integrate and implement its business units generating alternative clean energy research. The ZFP is an area of the country that enjoys a special customs and tax rules, in order to promote industrialization of goods and services mainly target foreign markets and a subsidiary of the domestic market. For transactions with the rest of the world, free zones are recognized as part of the country, while for trade transactions with the country taken as foreign territory.

Justification: Why develop a ZFP "Energy Mining". -Obey the need to enhance productivity, profitability and development of mining and energy sector in Colombia, welcoming the benefits enjoyed by a free zone in terms of tax incentives, customs, fiscal, foreign trade, credit and currency in order to promote industrialization of goods and services contributing to the economy not only national but also international projection of the country. When considering the development of mining and energy first ZFP "in the Clean Development Mechanism CDM and the innovation process, the scope of benefits for humanity, especially for the population in the areas of Puerto Nuevo, Ciénaga and its surroundings, the Department Magdalena, are relevant projection in what could certainly be termed as industrial development in Colombia. Tax Incentives: Users of EPZ goods and services are exempt from paying income tax (35%) and complementary remittances (7%) on revenues of annual sales of goods and services to foreign markets. Exemption from income tax and remittance payments and transfers abroad in respect of interest and technical services. Foreign industries are exempt from tax on profit remittances.
Trade Incentives: Assets for production (machinery and equipment, raw materials, supplies, spare parts) from abroad and intended for industrial users are exempt from import duties, it means, tariffs, value added tax or tax sales. Goods purchased by the industrial user in the country is considered an export for domestic seller, who receives incentives for exporters. According to the status of investments, which made the residents of Country Zones can be registered with the Bank of the Republic, as Colombian investments abroad. This would imply that, if you decided to invest in Free Zone, would qualify in addition to the benefits of foreign investment regime, such as having to repay the exchange rate channel foreign investment, reinvested earnings and capitalize repayment obligation sums.

Custom Incentives: You can enter in free trade zones all kinds of goods such as commodities, raw materials, supplies or products and machinery, among others, without payment of customs duties involved. The introduction of goods from other countries in the free zones is not considered an act of importation, it will not cause the value added tax (16%) or any customs duty (11.5% average). The goods brought into free zones get the incentives granted to Colombian exports. Free access for goods produced in free zones to the domestic market. In this event you lose the income tax exemption and the complementary fraction of the revenue from sales to the domestic market. The introduction of goods produced in EPZ in the country will only cause the import duty for foreign raw materials involved in its manufacture, according to the tariff classification of finished goods. The materials and construction equipment and machinery for manufacturing plants can be imported duty free. Goods of foreign origin and destined for the domestic market can be stored in a free zone without causing tariff and VAT for unlimited time. This implies the following possibilities: inspection of exhibition zone of the merchandise before the nationalization, redispatch to other countries without re-processing and partial shipments.

Environment Analysis: As an objective to enable the production of Certified Emission Reductions, CER calls, measured by the United Nations created to calculate the tons of greenhouse gas emissions are reduced through the clean development mechanism, the ZFP will develop a environmental indicator matrix that allows the assessment portfolio to the Kyoto protocol results in Green Bonds business. MDL, Certificates CER: Reductions in GHG emissions measured in tonnes of CO2 and result in Certified Emission Reductions (CER). One CER equals one tonne of CO2 that is no longer released into the atmosphere, can be sold in the carbon market to industrialized countries, according to the nomenclature of the Kyoto Protocol. Our project applies to certification, improving of energy efficiency processes, generation of renewable energy, afforestation, cleaning of lakes and rivers, and so on. In the PFE mining and energy, will develop clean development mechanism (CDM) in two ways: Sinks and Sources; This, of 129.71 hectares, 89.71 intended for Reducing Emissions Sources, as defined in resolution 551 of March 19, 2009 as: The process, activity or mechanism that releases a greenhouse gas from the atmosphere, a precursor of a gas, which is reduced or captured by a process of innovation. 1.- COAL TO LIQUIDS (CL)
Looking to add value to coal after 7 years of research, we found a solution for alternative energy, whit ostensible reducing CO2 in minimal environmental impact. Our application technology allows the mobility of low-cost coal by pipelines without exposure to atmosphere, liquid fuel refining their clean with cogeneration and optimize the capacity for export.
As part of the application of new technologies in the PFE is planned to develop Laboratory through Science and Research institute, MDL, which will allow optimization solutions and the efficiency of their application for permanent research.

2.- REFINING
As a complement process of converting coal to liquids, is the refining process which will produce the final products for consumption such as Clean Diesel low sulfur content and low emissions of CO2, Jet Fuel and Gasoline.
In the PFE is the basic raw material for the refining process, Coal to Liquids. After obtaining the fuel is transported to storage units for be sent later to the outside through the platform or marine buoy.

3.- HIDROGEN AND CRIOGENICS One of the clear trends in the energy industry is the application of new technologies and undoubtedly that will revolutionize the market in the short term will be the liquid cryogenic hydrogen, (LH2).
Includes the production of liquid hydrogen in large volumes in the PFE, we supply not only the internal needs of our own refining plant from coal to liquid products and subproducts, but supply the needs of national and international market in applications such as oil refining biofuels, fuel purification and applications in hydrogen fuel cells for electric vehicles in the automotive industry.
In this way, venturing into the new generation of clean fuels, committed to the needs of the planet and humanity.

4.- ACTIVATED
COAL
One of our raw material sources for the conversion process in the recovery of water is activated carbon. Its wide applicability in various industrial air, water purification, refined wastewater, filters for vehicles, discoloration of wines, juices and vinegars, gas masks manufacturing, general medical applications and as absorbing agent in the removal of impurities pollutants that cause foam, toxic organic compounds in the air, acid fumes, alkalis and various applications contemplates high demand production.
The quality, availability of coal and the facilities of the PFE is the appropriate scenario for the great demand in the market to implement a plant to produce activated coal with high technology to supply raw materials to other conversion processes and get other products such as powder coal, granular, cutting,especially for nanomembranes production, essential raw materials for the recovery of water;

5.- WASTEWATER
TREATMENT
Because of the magnitude and significance of environmental problems in the application of financial resources for efficient water use and water resources, we have defined standards seeking equity in the availability and quality of the resource. It is contemplated effluent treatment, solid waste and air emissions. In engineering water treatment and solid waste we have a comprehensive sanitation strategy with all the necessary technology to treat our effluent suitable for disposal in receiving sources, industrial or direct reuse of the resource. The solids are treated in the plasma arc gasification plant guaranteed disposal. This integrated strategy and advanced oxidation processes using ozone, activated coal, hydrogen peroxide and ultraviolet radiation for the treatment of industrial effluents we increased the degree of bio degradability. The use of biological process is beneficial to complete and / or enhanced degradation of the remaining compounds , this exceed the quality standards of environmental legislation ever more demanding. Studies Are being conducted to determine the application of oxidative processes in areas such as toxicity, mutagenicity, genotoxicity, carcinogenicity caused by the contamination of the effluent generated in the free zone.

6. EOLIC ENERGY
7. PHOTOVOLTAIC Due to the inexhaustible source of energy generated by the sun and the excellent location of the ZFP will take advantage heavily upon this situation, to develop the potential of photovoltaics as a renewable clean energy, low cost in its generation and maintenance. Although it represents only 0.001% of the electricity supply in the world today, provides a significant growth in its implementation. The photovoltaic industry is based on the latest technology framed in clean development mechanisms.
One of the guidelines of the PFE is the constant search for solutions in CDM The proposed technology can meet the demand for energy in Colombia by 25% due to multiple location of wind farms on the territory, offsetting lower existing production by the high production of wind in the area of the ZFP. The automation of the electrical system can stabilize the waveform produced in electricity generation by solving problems posed by wind as energy producers at the beginning of installation.

8.- THERMOELECTRIC CENTRAL
Being Electric fluid one of the priority needs for the operation of the PFE and meet the needs of the country and the international market due to demand and energy export commitments, is designed to install a power plant, IGCC cogeneration, taking advantage of the remaining steam from the other processes with IPS Hydrogen for optimizing performance and reducing CO2 as a process of innovation and efficiency.

CEMENT Cement production and its application has, within the non-metallic minerals sector, the most closely linked to construction activity, since their products are entirely aimed at the different stages of infrastructure and construction. This strong relationship with building activity makes the chain, especially the cement production sector, a strategic sector for industry and the economy.
In response to growing domestic demand, Likuen plans to integrate a line for this kind of conversion in the production of cement implementing the latest technologies of milling and particle separation. Drying of raw materials is done with surplus heat from other processes.

ASPHALT
PLANT Conventional asphalts are modified with polymers and residues from coal to liquids process of achieving greater strength and stability in viscosity at elevated temperature and so have lower permanent deformation. Under this amendment also increases the elasticity, decreasing cracking when subjected to low temperatures. Additionally, increased adhesion characteristics to form a more durable asphalt mix.
The asphalt modified with polymers raise a pavement life from two to three times, the magnitude of the loads and traffic volume require a technological development and plastomers elastomers with potential application of nanotechnology, scheduled to deploy in the free trade zone in response to demands and market needs.

11.- STORAGE TANKS The strategic location of the ZFP can be a great place for storage especially of multiple liquid and gaseous fuels, for crude and refined products, waste for conversion and / or the Export and Import as a business opportunity. The exit to the sea port provides maximum operational flexibility on direct download and upload traffic of finished goods and raw materials, minimizing losses, contamination and spoilage.

12.- MARINE PLATFORM The Marine Terminal will consist of a square of side 2.2 km for an extension of approximately 4.84 km2 in the center will be located the buoy ZFP, diameter 12 In, terminal swivel 360 degrees to which will be tied up tankers to transport the liquids up to 200 DWT, with average depth of 24 meters at the site of the buoy.
Components: The terminal or adjacent free trade zone also functions as permanent. The public use area, beach and low tide sea, seabed will connect the overland pipeline to the sea line.
Accessory Zone will be installed by the maritime pipe diameter 16 In , lined in concrete at the bottom of the seabed extending from the Maritime Zone to the buoy beach in Approximate length of 9.3 km and open area on either side tube of 50 meters for an Extension of 930,000 estimated M2. The maneuver area or body of water, which is basically the square of 2.2 km for an extension of 4, 84 km2, is placed at the center of the SPM diameter Swivel monobuoy 12 Mt in the sector with minimum depth of 24 m in the site of the buoy, which is tied up 200.000DWT tankers, to which the maritime pipe reaches by the bottom of the sea, and leave the hoses floating anti-pollution double casing diameter 16 in, which are connected to the tanker for direct loading or unloading.

13.MARITIME OFFSHORE
TERMINAL

Mining and energy Permanent Free trade zone will have port for operation of a Maritime Offshore Dock that allows direct access by encapsulated conveyor belts pollution-free for loading unloading and racking products directly in bulk minerals such as iron ore, coke refinery or coal, clinker, cement, limestone, gypsum, coal and pipelines for fuels such as crude, white products, liquid coal and diesel. Offshore Maritime Pier, the most modern in Latin America, has a usable length of 950 meters, divided into three sections 325, 300 and 325 meters respectively and simultaneous berthing capacity of six ships: Two colliers with four dischargers on porch of 60 meters wide with a capacity of 400 ton / hour each and air draft of 50 meters. Two tankers with load capacity of 20,000 bph. Two ships to load / unload white product by floating hose system (type buoy) with the capacity 23.000bph. For this port you can upload / download cryogenically frozen gases such as hydrogen, oxygen, nitrogen, argon, helium, liquid natural gas and mixtures. The offshore marine dock has the added ability to provide basic services to ships such as water, diesel fuel and electricity.

The shipping dock is connected by an air bridge that supports the four loading / unloading ribbons, piping and duplex communication. The silos located in the Zona Franca for temporary storage have higher load capacity directly through the railroad or trucks with automatic unloading system. Feeding conveyors and unloaders on porch are fully automatic, so the feed weighing silos system and discharge power to a ship.

14.- SOURCES
OF MATERIALS
Likuen has defined the project in stages, reaching provide raw materials for the processes of conversion, logging into its inventory in Colombia, coal concession areas by 37,000 hectares, with estimated resources of 400 million tons of coal. It also has an area of 51,446 hectares where there is the largest proven coal, gas and oil under the property rights of Soil and Subsoil resources for the Globe called "HACIENDA CALENTURITAS" located in the Chiriguaná municipality, Cesar Department, Republic of Colombia, under the decision dated May 6, two thousand and ten (2010), by firm judicial sentence issued by Judge of the Republic, on behalf of the Republic of Colombia and by authority of law, in its decision ordering Ratify the validity and legitimacy of land titles to complement the tradition of property rights acquired and expectant that the commoners of the HACIENDA CALENTURITAS have on the soil and subsoil and both the sources of hydrocarbons and minerals found in, are privately owned. This property is duly registered with the office of public instruments registration No. 192.0019.387 issued by the Superintendency of Notaries and Registration of the Ministry of Interior and Justice of the Republic of Colombia. On the other hand, has an area of 300,000 hectares in the plain between the departments of Meta and Guainía, intended for planting TIMBER (forests) and jatropha, a biofuel feedstock. The aim with this program have social security cover at least 2 families per 10 hectares to 60,000 families located for direct employment with technical training and an average wage of $ 35,000 for head of household, plus benefits law, which would be a job generator high degree of employment training and modernization.
