City of Ottawa opens virtual arts and recreation centre

Hello! Here we are approaching the latter part of January and other than the snow last weekend we can’t complain about the weather and at this point we really have just one month left of possible miserable, bitter cold and maybe a heck of a lot more precipitation.

Once we get to March the snow may come but so does Mother Nature’s warm sunshine to melt it away.

During these COVID times it is something to look forward. I sure hope the supply of vaccine arrives sooner than what we are hearing.

No matter your age; we are COVID weary. Thank you all for staying safe, staying home, and corralling your kiddos into doing so as well.

City wants to know what you think about snow!

Okay, that’s not entirely true – but it was catchy.

They really want to know what you think about their

winter maintenance quality standards.

The Winter Maintenance Quality Standards (WMQS) are approved by Council and they define the “desirable level of maintenance and the executed outcome of each winter service by defining the timing and extent of each winter maintenance activity in the context of achieving the overall objective of safe and passable roads and sidewalks by reducing hazards caused by snow and ice accumulation.” That’s technical speak for “they provide guidance on when and how the City will address winter weather conditions (snow, ice, freezing rain) on roads,

sidewalks, bicycle lanes and multi-use pathways to ensure that they are safe for drivers and pedestrians”.

The WMQS were last updated in 2003 and much has changed since then. In updating the standards, the City has accounted for issues related to climate change, accessibility, equity, gender, sustainability, injury prevention, healthy living and livability.

“There will be no reduction in service as part of this Project,” said Chad Findlay, WMQS Review Project Lead. “We are suggesting either maintaining current standards or proposing options for increased service

Centre The City’s new Virtual Arts and Recreation Centre opens opportunities to get fit, learn a new language, recipe or instrument, or discover your talents with a brush and palette – virtually, right in the comfort of your home. The winter class offerings will be online at ottawa.ca/recreation on Monday, January 11, with registration starting on Thursday, January 14 at 9 pm.

BIA relentless in supporting local businesses through pandemic

By Jeff Morris Although the COVID-19 pandemic has been crushing for the local economy, the Barrhaven BIA has been working tirelessly to provide tools and information to help local businesses fight through the challenges.

The BIA held its Annual General Meeting via Zoom on Wed., Jan. 13. Executive Director Andrea Steenbakkers hosted the meeting, which was attended by many of the community’s business owners.

“While the pandemic events of 2020 came as an unwelcome surprise, we quickly adapted and worked effectively to advocate for you, our local businesses,” Barrhaven BIA Chair Jason MacDonald of MacDonald Property Group told the group. “It was a most challenging year to say the least and the long and hard battle is ongoing. The resiliency that you’ve all shown in navigating your businesses through this crisis is a testament to your dedication and your hard work. We remain hopeful that recovery will come soon in 2021, and that the worst will be behind us.”

From the outset of the pandemic, the BIA was in front of the curve. They started sending daily e-mails to Barrhaven businesses immediately, sending necessary information, guidelines and tips for them to survive and pivot their business models. They sent 194 emails and hosted 38 weekly Wednesday morning Zoom calls. Out of Barrhaven’s more than 500 businesses,

70 per cent were engaged in the BIA’s communication outreach.

“Despite great adversity in 2020, the BBIA saw a record increase in its member communications and in participation,” MacDonald told local business owners. “The investment of your time and expertise empowered us to support all of the Barrhaven businesses more effectively than ever before. This collaborative effort helped us to pivot quickly to adjust our priorities and programs to meet the unexpected challenges on your behalf.”

MacDonald added that the BIA greatly enhanced its online presence in an effort to engage customers by launching a number of new social media campaigns and contests, as well as new website features. They also created a COVID resource section on our website with a personal protection equipment purchasing portal.

The new Board of Directors for the Barrhaven BIA was introduced at the meeting. They included Vice-Chair Simon Beauliau, Treasurer Marlene Grant, Marketing Committee Chair Mark Dickie, and directors Jagdeep Perhar, JP McAvoy, Kyle Cuthbert, Muna Muhammed and Holly Butcher. Andrea Steenbakkers is the BIA’s Executive Director, and Crystal Logan is also on staff and handles social media among other things. Local Councillors Jan Harder and Carol Anne Meehan also sit on the board, as does, at least until the ward boundaries are reconfigured, Scott Moffatt.

In his recap of 2020, MacDonald talked about how the BIA delivered reopening toolkits to hundreds of businesses toolkits and relaunched their business profile series as businesses started to safely reopen.

He also talked about having Mayor Jim Watson out to Barrhaven to tour him around late this summer.

One of the primary topics of the tour was improving Strandherd Road.

MacDonald also talked about the new Amazon building near the Fallowfield Road - Highway 416 interchange. He said it was currently the largest industrial construction project in Canada. Barrhaven, he said, is the perfect location for a company like Amazon.

“Four years ago I was told there was no way Amazon was coming,” MacDonald said. “Now we have the largest Amazon warehouse in Canada. We are beyond on the map. We have been preaching that this is one of

the best locations. We have two 400-series highways and a bridge over to the airport.”

MacDonald praised the work of the board and Executive Director Andrea Steenbakkers in following through with a mandate to bring jobs and career-level employment to the community.

When I first joined, and I mean no disrespect by this, the BIA was a glorified events planner,” MacDonald told the business owners. “We did the Santa Claus Parade, we did all of those things. We’ve been able to completely reinvent ourselves with this committed board and these committed employees and created a focus on bringing employment to Barrhaven. And the reason for that focus is obviously the huge advantage it brings to you in providing you with a consumer base.

Whether it be service, delivery, retail, whatever it may be.”

Business owners are currently facing a second lock-

down, and consensus is that for many businesses across the province, things will get worse before they get better.

“Analysts feel like the impacts of COVID haven’t even really been felt yet, especially with regard to local economics,” Steenbakkers told the meeting.

Despite the forecast, Steenbakkers and Logan and the BIA board are committed to providing every tool necessary for businesses in Barrhaven to survive and

succeed.

“You couldn’t plot against somebody more effectively than this virus has,” MacDonald added. “And yet the businesses of Barrhaven, and the BIA as a whole, have had some really good lift and some really good wins this year.”

Business owners, local employees are Barrhaven’s unsung heroes Sitting through the Barrhaven BIA’s Annual General Meeting via Zoom last week, the hardships that people have faced in 2020 certainly established a backdrop.

Everyone has preached the gospel of shop local. Some walk the walk and talk the talk, and for others, they would like to, but it’s just not that convenient for them.

But there is one word that never seems to be used when people talk about local businesses and their struggling owners.

Heroes.

It’s a word we use recklessly and without thinking sometimes. For the past year, we have heard it used to describe our frontline healthcare workers, our teachers, and many other people who have had to make adjustments and take safety precautions while they do their jobs.

Yes, they are heroes and their work is admirable, but these people are also fortunate. They kept their jobs and their hours through the pandemic. They did not have to go on CERB or get laid off, or worry about not being able to pay their rent or mortgages or feed their families.

Many business owners and their employees in Barrhaven did not have that luxury.

Local businesses have been just as much on the frontlines as those we acknowledge as heroes. They have had to invest in their businesses to put safety measures into place for their staff and customers. They have had to adapt to selling online and creating curbside pickup models. Some businesses deemed non-essential have had to close their doors and wait, with little or no revenue coming in and giant corporate landlords still demanding rent.

Many business owners have made huge sacrifices for their employees, their customers and the community. Many are struggling to stay alive and are facing financial ruin. Meanwhile, corporate box stores like Walmart and Costco are being given huge advantages as they can be open while other businesses can’t.

The Barrhaven BIA has a local shopping portal on their website that you can use to connect to local businesses. Please use it and support your local businesses as often as possible.

And please don’t think we are saying that teachers, emergency workers, law enforcement officers and other frontline workers are not heroes. They certainly are heroes, especially now.

But while they are the obvious heroes, local business people and others who have lost their jobs and have been trying to hold their families and their lives together are the unsung heroes.

We would like to challenge everyone to go through an entire month where every dollar spent as a family is spent in Barrhaven, even when it comes to online shopping. xxxxxxx We want to give a shout out to Signatrahh Painting and Janitorial. Construction work underway on Stonebridge Golf Course

Last week, Premier Ford said that up to one third of people in Ontario are not following public health guidelines. We were warned numbers would rise...tougher restrictions might have to be introduced. Well here we are, under a stay at home order.

As most of you have probably concluded, we will be living in this pandemic for a long time, vaccine or not. The arguments those opposed to restrictions offer up are truly mind-boggling. It’s sad to think someone has to get sick before realizing the virus is real. Community spread is on the rise, and we must do everything we can to slow the spread.

Victims of the pandemic aren’t just people; they are businesses too. Small businesses are the backbone of our communities. They employ our friends and neighbours. They help put food on the tables of their owners and employees,

pay for their kids’ activities, and often are the people we go to for donations to help support community activities. It’s not speculation to say many won’t survive this new hit. Each week, small business owners reach out to my office for help.

The best support our community can provide is to shop locally as often as possible, whether online, curbside pickup, or in person when it is permitted, and limiting our shopping at the big box outlets when a similar item can be purchased from one of the many locally-owned businesses. It is an easy way to make a difference and show our neighbours who rely on us

The Hampton Inn, on Strandherd at the 416, has received its occupancy permit and will open later this month. The first in Barrhaven, a spokesperson for the hotel, says despite opening in a pandemic, they are thrilled to be in the fastestgrowing community in Ottawa.

In Riverside South, a new pharmacy and medical clinic will open this spring. Few details, but they’ve chosen to locate in the plaza at the corner of Spratt Road and Limebank, kitty-corner to St. Francis Xavier High School.

Stonebridge residents have seen construction machinery dig up what were holes 5, 6, 7 and 8 of the golf course.

Mattamy Homes began work before Christmas on re-configuring the 18 hole, par 70 golf course – part of the deal to allow more homes to be built in the community while ensuring the protection and preservation

Construction has begun on the Stonebridge Golf Course, as Mattamy is building new homes on a part of the course. The reconfigured course will be open for the 2022 season.

A spokesperson for the company says what people are now seeing is the messiest

of the work. Vast amounts of earth must be moved, a pond must be relocated, a new one dug, and the fairways must be reshaped.

Other holes will have work done later this year, but it won’t be as significant. The new lay-

Residents disappointed they can’t skate on golf course pond

Some residents of Stonebridge are disappointed after being told they can’t skate on the golf courses ponds.

As the weather gets colder and people are looking for ways to stay active during Ontario’s province-wide lockdown, skating and tobogganing is becoming more popular.

The City of Ottawa is allowing only a maximum of 25 people on outdoor skating rinks or toboggan hills; appointments have to be made two days in advance for the outdoor refrigerated rinks at city hall, the Canterbury Recreation Complex, Lansdowne Park, and Ben Franklin Place. To encourage physical distancing hockey is not permitted and masks are required off the ice and highly recommended on the ice.

The decision to not allow hockey has been an upset to many kids who are now trying to find new places to skate. For kids in Stonebridge, however, their fun was cut short when

Mattamy Homes, the builder which owns the golf course, erected signs saying the popular winter activity was not permitted, citing safety concerns.

“Mattamy’s intent with the ‘no trespassing’ signs around the multiple Stonebridge storm ponds and skating surfaces cleared by individuals is to help ensure safety, as the unstable ice conditions and deep waters can be extremely hazardous,” Mattamy Homes said in a statement provided to the media.

The Stonebridge community is largely divided on the issue with many residents saying that skating on the ponds is an accident waiting to happen.

In December, an 11-yearold boy in Milton, Ont. died after falling through the ice and drowning in a storm water pond. His friend tried to save him but it was too late.

Other residents of Stonebridge say they support skating on the ponds, saying it should not be a liability to Mattamy if they allow skating at your own risk.

“My home backs on to the

pond in question (and) I have been hearing sticks hitting pucks from my bedroom since this started. What a wholesome Canadian sound,” said area resident Anne Browne Grimes.

“I went with my husband — axe and measuring tape in hand —to cut a hole and last week it measured 8” towards the center.”

Browne Grimes says we need to let kids be kids, adding they need any senile of normality at a time when so much is being taken away from them.

“Why not Skate at your own risk? It’s currently taking crowds away from ODRs when kids have nothing else to do,” she said. “They aren’t harming anything, the ground is frozen and the golf course is not opening for business next season anyway. Give back, it’s a community.”

Storm ponds have water flowing under the surface at all times, meaning the ice surface could give away at any time.

The ice thickness can change from one minute to the next, she says.

“I regret to inform everyone skating on those “perfect” rinks in the Stonebridge area that it’s got to stop. Mattamy Homes tells us these are Storm Water Ponds and can be dangerous because of water flow beneath the ice,” Meehan said on Fa-

cebook. “This is disappointing especially when everyone is looking for ways to exercise and get outside, but I ask that you heed the signs and stay off the ice.”

Ottawa Police have issued a statement reminding everyone that while an ice surface might look solid, it could still be dangerous.

“As a guideline, clear blue ice is usually the strongest; white opaque or snow ice is half as strong as blue ice,” they said. “Grey ice is unsafe. The greyness indicates the presence of water.”

When it comes to how thick an ice surface should be, Ottawa Police say 15 cm is needed for walking or skating alone, 20 cm for skating parties or games, 25 cm for snowmobiles, and 35 cm for fishing huts.

In Ottawa there are 264 outdoor rinks set up in parks across the city which will be opening this year. The National Capital Commission has also confirmed the Rideau Canal will open to skaters this year, however all Concession stands, rentals, and fire pits will be closed, with all users will be asked to wear a mask.

‘Life is precious’ is the moral of a horrible 2020

2020 has come to a close and I think it goes without saying that it is one of the worst years of all time and a horrible start to a new decade.

COVID-19 has affected everyone around the world, with millions of people who have died from this virus, and businesses forced to shut down. People have had to wear masks and social distance whenever they enter a store or other public venues. The pandemic has also affected people’s mental health, myself being one of those affected.

The pandemic has been going on since March of 2020, but it had not fully impacted me until the fall of 2020. At the beginning of September my doctor dropped me as his patient,

and that same day my landlord informed me he was selling my house. Thankfully towards the end of September, he notified me he was going to put off selling the unit until spring 2021, but I would still have to move unless someone was to buy it for the purpose of renting it.

During the month of October, I was beyond miserable and scared after having lived with the pandemic for nine months.

There was worry hanging over me about the future, I thought we would never get out of this situation, and I was crying at least once a day. I was barely eating and when I tried to eat a meal, I felt sick to my stomach. I also felt like the coronavirus took everything I loved and enjoyed away from me, such as going to movies and

restaurants with my friends, getting together with my family over Thanksgiving, going to major events at The Canadian Tire Center, going to Comic-Con to meet some of my favorite actors from movies and TV and finally as an Algonquin student, being at the college campus.

But after a month of being miserable, there were a few things that worked to get my mind back to a more calm state. The first was realizing that the virus didn’t take everything from me, none of my family member or friends have been infected with COVID and I am grateful for that, as well I spent much more time with my parents and my brother during the pandemic than I had before. I realized that my family has always been lucky when it comes to finding the right home

to rent and I’m sure when springtime comes we’ll be lucky again. I know I will always have a home no matter what happens.

Then the biggest news happened in November, they had discovered four vaccines that are very effective and will work to get Canada and the rest of the world back on track. Finally, as we entered December of 2020 I finally realized that life is about the people you love and, the bond that keeps us together. Going to movies, live events and conventions are fun and I will continue to go to them when the pandemic is finally over, but at the end of the day, they are not worth anything without family and friends to share them with. I’m going to keep seeing my parents, my brother, my sister, and my friends as often as

Despite the spike, Barrhaven’s COVID-19 numbers decreasing

By Charlie Senack As the rate of new daily COVID-19 cases climbs around the city, Barrhaven’s rate of infection is declining.

In the Month of December Old Barrhaven East reported 23 new COVID-19 cases, with 13 cases in neighbouring Barrhaven West. Stonebridge/Half Moon Bay/ Hearts Desire reported 19 new cases of COVID-19, with another 14 in Chapman Mills. Rideau Crest/ Davidson Heights also reported 19 new cases of COVID-19. The statistics are provided by the Ottawa Neighborhood Study which provides a breakdown of which communities have the highest rates of infection.

Neighbouring Barrhaven, Manotick reported 13 new cases in December with another 23 in Riverside South/Leitrim. Five cases were reported in the Greenbelt and 11 in Merivale Gardens.

The numbers Barrhaven is seeing have remained relatively stable to what the community has seen in months past,

despite the number of new cases in the city climbing.

Ottawa’s top Doctor, Vera Etches, says Ottawa’s rate of infection is the highest it’s been yet and we are now in the red zone, approaching grey zone territory.

Ottawa’s COVID-19 levels are dramatically higher since before the holidays: three times the rate of infection, highest yet,” said Dr. Etches on Twitter. “We are deep into the ‘Red’ zone and approaching ‘Grey’ territory; three times the percent of tests coming back positive; 2.5 times the hospitalizations; wastewater levels increasing.”

Just before the Christmas holidays, Ottawa’s COVID-19 cases per 100,000 was 29.2. Just a week before that the positivity was 1.2 per cent and it’s even higher now.

“If we do not reduce the number of close contacts that enable COVID-19 transmission, our hospitals will not be able to maintain services, and the number of deaths will increase,” stated Etches.

Since Ottawa’s first COVID-19 cases in early March 2020, over 11,200 cases have been reported in the city, with over 400 deaths.

On January 9, Ottawa broke a record with 234 new COVID-19 cases reported in one day alone. A day after on January 10, Ontario broke a singleday record with 3,945 new COVID-19 cases and 61 new deaths.

The spike of new cases is not unexpected. Large gatherings over the Christmas and New Years period are to blame, the government says. A 28 day state of Emergency is now in place with a stay at home order in place. Ontarians all across the province are required to stay home unless it’s for essential activities like to buy food, go to a pharmacy, medical appointments, and exercise to make just a few.

Those who don’t comply could face hefty fines.

“There’s no confusion.

It’s very simple,” Ford said Wednesday, January 13. “Stay. Home. Stay

home. If you’re questioning, ‘Should I go out,’ you got the answer: stay home.”

While skating rinks and toboggan hills can remain open, masks are required in a number of outdoor spaces. Over the weekend Ottawa Bylaw says they gave out over 500 verbal warnings.

“Close to 500 verbal warnings issued at parks across Ottawa this weekend for mask violations, hockey and failure to practice physical distancing,” Ottawa Bylaw said on Twitter. “It is imperative that residents follow the rules put in place to limit the spread of COVID-19.”

pean Councillor Carol Anne Meehan says it’s obvious the verbal warnings aren’t doing enough, and is urging enforcement officials to hand out fines to those who aren’t following the rules.

“It says to me that education and gentle reminding isn’t working,” Meehan told CTV Ottawa.

“I don’t want to have to call for ticketing. Bylaw officers don’t want to have to ticket, but this is a safety issue. We’re talking about COVID here. Our numbers are rising.”

Ottawa Bylaw says the time of reminders are coming to an end and enforcement will be starting.

“Bylaw opted to issue warnings over the weekend in order to allow residents to adjust to these new regulations. While officers continue to use their discretion, moving forward, those who fail to comply will be fined,” said Director of Bylaw and Regulatory Services Roger Chapman in a statement. “In several cases, officers were forced to ask all residents using the amenities to disperse as there were more than 25 people on site. In these cases, all residents complied with the officers’ requests.”

In this issue, we are featuring Rohit Saxena. For more than a decade, he has volunteered at the Ottawa Humane Society. His work has been responsible as the first point of contact between countless Barrhaven and area families and their adopted

pets.

Since 2010, Rohit Saxena has volunteered as the official photographer for the Ottawa Humane Society. Mr. Saxena’s photography brings out the personality and indi-

viduality of each sheltered animal, showcasing them to would-be adopters and helping them find their forever homes. Mr. Saxena has donated hundreds of hours for animal portraits, as well as commercial photos for publications and Ottawa Humane Society events. He helps with media pitches and loves telling stories about the animals and the value of adoption.

Mr. Saxena is also a mentor to younger photographers, showing them how to best shoot Ottawa Humane Society events and offering tips and tricks about how to

take animal portraits. The organization recognized him for his tireless devotion to animals at their 2016 annual general meeting.

Mr. Saxena has donated time to his alma mater as well. Working with the Carleton Student Engineering Society, he has doubled student participation in social events and raised funds for local charities. In his honour, the society created the Rohit Saxena Award to recognize a graduating student who has made an unparalleled contribution to its vision and leadership.

Watson thanks business owners for their efforts during pandemic Ottawa Mayor Jim Watson delivered a positive message to local business owners during the Barrhaven BIA Annual General Meeting Wed., Jan. 13.

The Mayor is usually in attendance in person at the meeting to deliver his address to the business community. However, this year’s message was done virtually as the meeting took place via Zoom.

“I’m confident that most of us are looking at 2021 with a sense of hope,” Watson said. “The news surrounding the vaccine is encouraging. We’ve seen health care professionals as well as our own front line workers and residents of our long term care homes starting to receive the vaccine. We’re working on plans regarding the roll out of the vaccine distribution.

We’re hopeful that 680,000 individuals will be immun-

ized by July.”

Watson was initially blindsided by the 28-day shutdown imposed by the Ontario Ford Government.

The shutdown began Dec. 26, and both he and Dr. Vera Etches were pushing for Ottawa’s lockdown to be reduced to 14 days. Over the holidays, COVID-19 numbers spiked both in Ottawa and across the province, leading to record highs.

Feeling the brunt of the lockdown is the local business community.

“We’re beginning 2021 with the provincial shutdown of many businesses having to close until January 23,” Watson said. “This is obviously very difficult for our local business community, and I know many of our business owners and entrepreneurs are suffering.”

Watson thanked all

business owners for their work during the pandemic.

Many have been able to reshape their business model and have sold products online with curbside pick-up.

Businesses have also had to adjust to accommodate social distancing protocols and an increased level of sanitization within their businesses.

Despite the obstacles facing the business community, Watson delivered some optimism.

“Here in Barrhaven we’re also supporting major projects helping to grow the community and the local economy,” he said. “This community will see the arrival of companies like Amazon and the Advanced Building Innovation Company.

We’ve initiated the LRT Environmental Assessment to Barrhaven’s Town Centre. We’ve also invested in

improvements to Strandherd Road as well as the new Barnsdale Road interchange.

Watson also praised the work of Councillor Jan Harder, as well as Steenbakkers and MacDonald for their efforts on the BIA. He also said the city is committed to supporting the businesses of Barrhaven.

“My sincere thank you for your dedication to the commitment to the community of business men and women who work very hard providing jobs,” Watson said. “We want to see the recovery in full fledge this year. We’ll do everything we can to help those businesses who have suffered greatly over the last eight to 12 months.”
