Barrhaven Independent 30 years, 30 people: Doreen Lebano As we celebrate our 30th Anniversary, the Barrhaven Independent will be featuring 30 people who have played a prominent role in building and shaping our community from the time we were a sleepy little suburb in 1990 to the thriving city of more than 100,000 we are now.

In this issue, we are featuring Doreen Lebano. For more than two decades, Doreen has been a relentless and selfless volunteer and community builder for her work with the Barrhaven Lions Club and raising money for the Queensway Carleton Hospital Foundation.

Mayor’s City Builder Award to Mrs. Doreen Lebano for her outstanding contributions to public health as the event founder for the Barrhaven Lions Club’s annual Mother & Daughter Gala Dinner, which raises funds for cancer patient care at the Queensway Carleton Hospital (QCH).

Doreen is a survivor of breast cancer and a survivor of a rare blood disorder called Thrombotic Thrombocytopenic

Purpura (TTP).

During the long hours of her treatments for TTP, Doreen’s daughter, Angela, would keep her company. Doreen enjoyed the quiet oneon-one time with her daughter and found it aided in her recovery.

When she was healthy again, she decided to organize a fundraising event for the QCH. Her daughter suggested a mother-and-daughter gala dinner, and Doreen, a long-time member of the Barrhaven Lions, decided the Lions Club would be an excellent organization to host the gala.

With the exception of this year due to the pandemic, the Mother & Daughter Gala has been held every May for the past 15 years. Doreen is the lead organizer and

she has spent countless hours seeking sponsorships. To date, the gala event has raised over $150,000 for cancer patient care at the QCH. Recently, a patient counselling room in the Irving Greenberg Family Cancer Centre was dedicated to the Barrhaven Lions Club Mother & Daughter Gala in recognition of their support.

Doreen also volunteers for many other community fundraising efforts by the Barrhaven Lions Club, as well as working at the Jerry Lewis Telethon, and Barrhaven Fun Day on Labour Day weekend for the past 18 years. She has received two prestigious awards from Lions Club International: the Melvin Jones Fellowship Award and the Helen Keller Award.

2.7 million square ft. warehouse facility planned for Citigate

By Jeff Morris Citigate Corporate Campus in Barrhaven may soon be home to the largest industrial building ever constructed in Ottawa.

Python LP has submitted an application to the city to build a 2.7 million square foot facility at 222 Citigate Drive, off Strandherd Drive near the Highway 416 interchange. The facility would be more than twoand-a-half times larger than the Amazon warehouse that opened on Boundary Road at the Highway 417 interchange last year.

According to the Ottawa Business Journal’s David Sali, who broke the story earlier this month, the “prestige office and light industrial building” is expected to include about 50 truck loading docks and more than 2,000 parking spaces. It will have five levels and be about 30 metres in height.

Sali also reported that Broccolini, who built the $200 million Amazon facility, was not named in the Barrhaven application. However, he wrote that Broccolini CEO John Broccolini and VPs Joseph and Paul Broccolini are directors of Python, which was federally incorporated in March, just weeks before the new application was initially filed. Saki wrote the expected price tag of the facility will be in the half billion dollar range.

of facing appeals over their planned 700,000-square foot warehouse planned for North Gower, which would be at the Roger Stevens Drive interchange of Highway 416, about 15 minutes south of Barrhaven.

While the proposal has not gone to city council yet, Barrhaven Councillor Jan Harder, who also chairs the city’s planning committee, is hopeful that the warehouse moves forward.

“This is an exciting opportunity for Barrhaven,” Harder told the Independent last week. “We already have the Tomlinson Group there, and we will soon have our first hotel open there, too. With the growth in the community, the corporate sector is taking notice of some of the great things Barrhaven has to offer.”

Also optimistic about the potential for the warehouse is Barrhaven BIA President Jason MacDonald. For several years, MacDonald, Executive Director Andrea Steenbakkers and the rest of the BIA Board of Directors have been working diligently to secure corporate growth within Barrhaven.

Stimulating job growth in Barrhaven has been a top priority for the BIA. Should this warehouse facility become a reality, it would be one of the biggest wins for the BIA since it was formed more than a decade ago.

“It’s the perfect location for a company, especially if this is a shipping warehouse,” MacDonald said.

“When you look at that area, it has access to three 400-series highways as well as a bridge to the United States. It’s located at the 416/Strandherd Road interchange. There is easy access to the 417 to the north, and the 401 is a little more than a half hour south of Barrhaven on the 416. Plus the 416 ends at a bridge to the United States.”

The facility is expected to bring abut 1,600 jobs to Barrhaven.

“Bringing jobs to Barrhaven is the most important thing the BIA has been working on for the past couple of years,” added MacDonald. “Getting the RCMP headquarters moved to South Nepean was a huge victory for the community.

If this goes through, it will be another big win. We need to have people working in the community, not just living here and commuting downtown. The businesses

For facilities like this, it is usual for developers to have their plans approved and ready to go before they formally shop it around to

potential tenants. Speculation in the community is that the facility would be ideal for an e-commerce company such as Ottawabased Shopify.

While construction at Citigate Corporate Campus is booming, the proposed 2.7-million square foot warehouse facility could be the largest of its kind ever built in Ottawa.

Police salfey put down coyote that was aggressive and ill

By Charlie Senack The hunt which was on to trap an ill coyote causing havoc appears to have come to an end.

In a media release sent out

by Ottawa Police on Friday, June 12, they said a coyote was spotted prowling around houses near Shoreline Drive and Wild Shore Crescent early that morning.

“The coyote initially came at an officer, but they were able to chase it away from the residences using a police cruiser,” the press release said. “Officers then located the same coyote in Claudette Cain Park where they had no choice to put it down safely.”

The news comes a few weeks after a number coyote attacks started taking place in the area. Multiple people were chased by the animal with some being bitten.

The incidents appear to have started on May 30 when George Bayne, a newspaper carrier, encountered the doglike animal. The 74-year-old

told CTV News he felt a pain in his ankle, and “looked down and there’s a huge coyote busy gnawing on my ankle.”

The following night, Bayne was walking on Canyon Walk Drive off Spratt Road when he saw a coyote — believed to be the same one — trekking towards him.

He jumped in his car and drove off.

On June 3, it was reported an 81-year-old woman was chased and bit while out for an early morning walk in the same neighbourhood.

Then on June 9, Ottawa Police said a man was bit in the back of the leg by a coyote in the area of Spratt Road and Goldeneye Way — just steps away from the previous incidents. Officers canvassed the area but were unable to locate the coyote.

No humans or animals were injured, however the next morning, Meehan said a coyote attacked a small dog in Beryl Gaffney Park, located across Prince of Wales Drive from the Stonebridge community. Police were seen searching the park with rifles in hand.

It was late May when Riverside South Resident Scott Carson was riding his bike home around midnight when he had his own encounter with the coyote. Carson says he was near the intersection of Earl Armstrong Road and River Road when the incident occurred.

“I was at the park across from the Plaza at Riverside South mall when a coyote chased me from there to my house while I was riding my bicycle,” Scott told this newspaper. “It didn’t bite me. I was on a bicycle and I used it to keep me on the other side of the coyote, but when I started to drive away it tried biting at the wheels.”

Scott says the coyote got within about a foot of him but he didn’t feel scared.

“When I got home I used a pitchfork to chase it off,” he said. “It didn’t look like a normal coyote and it’s not normal to see them here in the area.

I’ll see them the odd time but they would always run off. I can also hear them fighting at night.”

following this matter since it became an issue, and went to all lengths to get it resolved.

She was in close contact with Ottawa Police, Bylaw and the Minister of Natural Resources.

“I demanded and got police patrols in Riverside South!”

Meehan said in a Facebook post on June 11. “When I left tonight they were searching for the coyotes. Bylaw has also hired a wildlife specialist.

It will take time but everyone is committed to removing this threat to public safety.”

problem, and also wrote a letter to the Minister of Natural Resources, John Yakabuski expressing her “anger about how his team in Kemptville has failed to respond to this threat to our community.”

“The Ministry of Natural Resources, which has the sole responsibility of dealing with dangerous wildlife in our midst, has washed their hands of this,” she said.

Carleton MPP Goldie Ghamari said in a statement, however, since learning of the issue, ministry staff had been in “constant communication with the City of Ottawa to resolve the issue.

Ghamari said the ministry’s role was to “provide guidance on the management of troublesome wildlife.”

Now that the coyote has been captured and killed, questions are circulating as to if there is more than one.

Riverside South residents will be on the edge of their seats for the next few weeks as they wait and see if any more attacks are reported. “(We) cannot definitely say this is the coyote that chased and bit two people, but bylaw says it exhibited similar behaviour,” said Meehan on Facebook. “Residents are advised to remain alert and stay out of parks at night, when coyotes hunt.”

The body of the coyote has been sent for testing to see if it was carrying any diseases.

Meehan says they believe there may be two more coyotes in the area.

Panic response came with a heavy price As this wave of the COVID-19 pandemic winds down, we should ask honest questions about our response to it.

Growing amounts of research suggest that closing schools was a very bad idea. An Australian study shows that COVID-19 doesn’t sicken many children, and children are not effective spreaders of it.

Sweden didn’t close their primary schools, yet experienced no significant infection problem in either their student or teacher populations.

It was a major mistake to close down primary schools, so shouldn’t we reopen them now?

Also, was it necessary to shut down all ‘non-essential’ businesses?

Sweden left business owners and customers to make their own decisions. Our lockdownand-stay-home approach damaged, if not bankrupted, many small businesses. Sweden left businesses intact and didn’t need the huge government spending that will leave lockdown countries with severely damaged economies.

As for its numbers of deaths, Sweden has done no better or worse than lockdown countries.

Isn’t Sweden’s policy of leaving most decisions to the individual, rather than using state control, proving to be a better approach?

One area where Sweden and Canada both failed is with respect to the elderly and vulnerable. Thankfully, this virus has mainly spared the young, but much more has to be done to those now known to be vulnerable.

And wasn’t the experiment of quarantining the healthy population (and putting the working population on welfare) a massive mistake?

It’s best to protect those either vulnerable or wishing to self-isolate, but allow healthy people to decide how much personal risk they want to take.

Likely there will be a second wave of COVID-19, since the current lockdown approach merely delays the virus.

We’re nowhere near to achieving the desired herd immunity (where the virus dies off because so many people have recovered from the disease and are immune from catching it again). Sweden, closer to achieving herd immunity, will likely not suffer as much as we will.

The good news is that this virus doesn’t appear to be nearly as deadly as first thought. In fact, healthy people might have about as much to fear from getting this virus as they do in getting the regular flu.

It seems we were badly scared by wildly inaccurate models.

But our senior medical science and political leaders, who largely represent the last of the boomer class, didn’t listen. Did we panic and follow the wrong ‘experts’?

We have, and are, paying a heavy price. Our children and their children will be paying for it for decades. Baby boomers will not be here to watch its end.

Was our panic response the boomers’ last gasp?

It’s time for us to move on from Sir John A. Macdonald

Two blocks from my office stands a tall yellow house.

Dickinson House was originally built by Moss Kent Dickinson as his family home. The building was also used by Dickinson’s political friend, Sir John A. Macdonald, as a campaign office.

That anecdote has always been the historical glaze on Dickinson Square’s succulent piece of local and national history. But it appears now the anecdote has a best before date.

While Black Lives Matters protests are continuing

throughout the United States and Canada, the issue of racism against Indigenous Canadians has become a political hot button.

Canada’s ugly history with racism extends beyond the black community. It would be trite to say one group has had it harder or easier than any other in Canada’s past. But the treatment of Indigenous Canadians over the past two centuries is a national embarrassment that needs to be addressed.

And the fingers are pointing at Sir John A. Macdonald, Canada’s Father of Confederation, and the architect of a cruel act of racism that shattered Indigenous communities and families.

activities are coming down around the world, people in Montreal are calling for the statue of Macdonald to be removed.

This is not the first time people in Montreal want the Macdonald statue, but this time it is different. In decades past, it was a result of the Quebec vs. Canada and even English vs. French conflicts. Now, it is about racism, and Macdonald’s actions that resulted in hardships for generations of Indigenous Canadians.

A petition started by Isobel Walker calling for the removal of the statue had more than 10,000 signatures within its first four days.

“There are many monuments of racist white nationalists in Montréal—and one by one they will ALL see their fate,” the petition says.

Walker added in the petition that some of Macdonald’s projects included “establishing the first residential school and creating the system in which over 130 more could be made” and “openly promoting the preservation of a so-called ‘Aryan’ Canada.”

Macdonald’s white-first policies were not just targeted toward the Indigenous peoples. In 1885, the Electoral Franchise Act, the Chinese Head Tax and the Chinese Exclusion Act made sure that Chinese workers would not be granted the right to vote.

These same Chinese workers migrated to Canada, and many were worked to their deaths, to build a national railroaded that was credited to Macdonald. While Macdonald was in office, Indigenous people, women, people with disabilities, and

men without property were also denied the right to vote.

In his book, Clearing the Plains: Politics, Starvation, and the Loss of Aboriginal Life, historian and author James Dascuk documented Macdonald’s use of starvation as a weapon against Indigenous peoples.

“For years, government officials withheld food from Aboriginal people until they moved to their appointed reserves, forcing them to trade freedom for rations. Once on reserves, food placed in ration houses was withheld for so long that much of it rotted while the people it was intended to feed fell into a decades-long cycle of malnutrition, suppressed immunity and sickness from tuberculosis and other diseases. Thousands died.”

The residential schools, which Macdonald championed, were little more than concentration camps for children. Some would face torture and medical experiments.

“When the school is on the reserve, the child lives with its parents, who are savages, and though he may learn to read and write, his habits and training mode of thought are Indian,” wrote Macdonald in 1879. “He is simply a savage who can read and write. It has been strongly impressed upon myself, as head of the Department, that Indian children should be withdrawn as much as possible from the parental influence, and the only way to do that would be to put them in central training industrial schools where they will acquire the habits and modes of thought of white men.”

Ottawa Mayor Jim Watson, Montreal Mayor Valérie Plante and Kingston Mayor Bryan Paterson are all facing petitions and protests that it is time for the Macdonald statues to come down.

Kingston is deep in Macdonald history, as the city was where Macdonald lived and practised law for much of his life. None of the mayors has

flinched. They are in a nowin situation, as regardless of how awful some of his actions were, he is still Canada’s first Prime Minister.

Some who defend Macdonald say that you cannot judge someone’s past by the standards of the present. That argument might be made for things like criminalizing homosexuality and abortion, which Macdonald did in Canada, but not for being the architect of what really is a genocide.

There was always a romanticism about how Macdonald orchestrated the creation of Canada. There always will be. And he will always be Canada’s first Prime Minister.

But as far as statues, names of schools and names of roads and names of airports are concerned, it is time to move on and maybe honour someone else.

Sir John A. Macdonald may have formed a country, but he also destroyed the people that made our nation.

Schools looking for creative ways to honour grads

By Charlie Senack This is typically a time of year full of great joy with life chapters ending and new opportunities on the horizon.

Graduating students should be walking down the aisle to receive their diploma this week, however the novel coronavirus has put a hold on any traditional festivities.

Instead schools are finding new and creative ways to celebrate their graduating students’ accomplishments.

Mother Teresa High School is just one of many educational institutions which has got in on the trend of putting congratulatory signs on grade 12 students’ lawns reading “Congratulations Class of 2020. Mother Teresa High School.”

Principal Julie Mathe says the entire school’s staff came together to make this happen for their students.

“Some would say this has been a year of challenges, a year of firsts, we say it is a year of perseverance,” says Mathe. “We wanted to do something for our grads to celebrate their accomplishments during these unprecedented times.”

Parents were called beforehand to let them know this was happening and were asked to keep it a surprise.

The signs were distributed intentionally on May 22, which was supposed to be a day where memories were made.

“The signs were intentionally delivered on the day that would have been the students’ prom,” states

Mathe. “Our students were surprised and very happy for this public recognition.

Our parents were (also) over the moon.”

Staff also created a video full of the students reactions to the surprise as a token they could hold onto.

The idea was first started in the United States before making its way to Canada.

Holy Trinity was the first high school in Ottawa to deliver signs to students’ lawns, with Notre Dame, St. Francis Xavier and St. Pius among some of the other schools to follow suit.

Grade 12 Mother Teresa Student Nolan Wojcik was among those to be surprised with a sign on his front lawn.

the initiative to do this for the graduating students,” he said. “It would have been nice to have a graduation and prom, but it sounds like the graduation will be rescheduled to a later date.”

His plans were to attend Algonquin College this fall to become an Electrical Engineering Technician, however due to classes being moved online, Wojcik has decided to take a gap year instead since he prefers inclass learning.

Mother Teresa is the only high school in Barrhaven to put signs on students’ lawns so far, however the school year isn’t over just yet.

Both Longfields Davidson Heights and John McCrae, however, have installed large signs outside their schools to recognize the students’ achievements.

The Ottawa Catholic School Board has already stated they plan to hold traditional graduation ceremonies in October saying it’s safe to do so. As for prom, Wojcik says Mother

Teresa is already planning one for a year from now.

Mathe says signs many not be the only thing they have in store for graduating students with another surprise possible.

John McCrae’s Relay for Life event goes virtual

Every year, schools all across Ottawa — including here in Barrhaven — take part in the annual Relay For Life event, which raises tens of thousands of dollars for Canadian cancer research.

However given the circumstances we find ourselves in due to COVID-19, all school events were cancelled or altered for the remaining few months of the school year.

That meant activities like this which raise money for important organizations in our community wouldn’t be able to go ahead.

But as events were cancelled all across the city and physical distancing measures were strengthened, the team at John McCrae High School decided to keep their spirit alive by moving the activity online for a virtual gathering.

“We had begun our trad-

itional campaign back when school was still in,” said student Shikshita Singh. “Our student organizing committee didn’t miss a beat however when we learned of the school closure. The group of students were committed to running a fundraiser no matter what. (We) quickly adapted our ideas to engage our friends and family virtually in support of the Canadian Cancer Society’s important work.”

That’s a sentiment shared

by Aaya Mahdi who is actively involved in the school community.

“Even in the midst of a pandemic, Cancer was still present,” the grade 11 student echoed. “As a group, we decided to organize challenges, campaigns and events — such as trivia night —where we could still fundraise, have fun and make an impact on our community.”

a 12-hour event which runs through the night. Last year, John McCrae held the festivities at the Superdome located at Greenbank and Hunt Club Drive.

It featured music, games, karaoke, and athletic activities. One of the most moving parts of the night was the luminary ceremony which pays tribute to all the lives lost due to cancer.

In 2019, John McCrae raised $40,000 for the Canadian Cancer Foundation during their event. Also in May of last year, St. Mother Teresa held their first Relay For Life event which raised $45,000 — almost double their initial goal. Longfields also took part in the 12-hour-long event last fall, also raising a little over $45,000.

That’s why it’s important to keep this event going, says Nicole Lim, whose family has recently been gripped by cancer.

“This year, I relayed for my mom and for everyone who can’t,” she said. “Cancer is something that has affected many people and Relay For Life fundraises money to find a cure and to fund programs to aid those going through the

battle.”

The students have been promoting the work they are doing by using social media as a tool to get the word out.

They have been posting frequently on Instagram and TikTok which is the new trend among youth.

Relay at Home as they are now calling it, took place on Saturday, June 13, from 7pm to 9pm. John McCrae has so far raised a little over $2,800, only 23 per cent towards their goal.

While the actual event itself might have taken place, students are calling upon the community to donate if they can to a cause which impacts everyone. They have set a goal of $10,000 and are confident they can reach it with your support.

Carte Blanche Salon and Spa falls victim to COVID-19

It’s a hard reality many businesses in Canada and all around the world will face after being closed for months due to COVID-19.

Roy Jouni, who owns the family-run business which also has a location in Orleans, said the tough decision had to be made after receiving no support from their landlord, Trinity Group.

Ghamari’s office working with MNR on local coyote problem While the situation with aggressive coyotes continues to be problematic in Barrhaven, Riverside South and Manotick, Carleton Progressive Conservative MPP Goldie Ghamari is working with both the city and the Minister of Natural Resources and Forestry to help resolve the issue.

“Since first learning of the coyote situation on May 31, 2020, I have been working diligently to ensure ongoing communication between the province and local representatives,” Ghamari said in a statement issued last week. “I have been in regular contact with Councillor Carol Anne Meehan and Mike Harris, Parliamentary Assistant to the Minister of Natural Resources and Forestry. I was also pleased to speak with Ottawa Police Chief Peter Sloly and Deputy Chief Steve Bell to discuss what my office can do to assist Ottawa Police Service in handling the situation. I was informed that they are coordinating with Ottawa By-Law as the situation unfolds and if they require any further

assistance, they will reach out to me directly.”

Ontario has worked with municipalities for many years to prevent and manage conflicts between coyotes and people. Municipalities are responsible for deciding what course of action is necessary when human-coyote encounters occur within City boundaries. The province provides support to municipalities by providing advice and expertise on actions they can take to resolve ongoing conflict situations.

On June 9, MNRF staff met with the City and other stakeholders including NCC, the Ottawa Police Services, and the Public Health Unit, to discuss the coyote situation in Ottawa.

MNRF staff provided technical advice and assistance to the group, including: - MNRF’s opinion on the particular coyote and the rare behaviour; - MNRF’s role in this situation, which is to provide advice, information and outreach; - Options for the City to hire an agent/trap-

per. The district is developing a list of potential contacts for the City.

Alternatively the City was also informed that it can contact the Ontario Fur Managers Federation.

MNRF has also provided the City of Ottawa with messaging specific to best practices for preventing and dealing with human-coyote encounters that could be used to share with the public.

In many cases, conflicts between coyotes and people can be prevented.

Homeowners can take steps to ensure wildlife, including coyotes, are not attracted to their property and neighbourhood by properly managing garbage and by accompanying pets outside. However, we recognize that preventative measures may not always be effective in preventing conflicts with individual animals, especially when human-provided sources of food continue to be made available to coyotes.

tawa, including working to provide a list of potential agents who might be able to assist in the dispatch of the coyote alongside additional technical information to support the City of Ottawa in its decisionmaking regarding dispatch/ removal of the coyote.

“My office will continue to monitor the situation and will continue to provide assistance and information to residents, stakeholders, involved parties, municipal staff, local politicians and anyone else who requires provincial support,” Ghamari stated.

City losing $1 million per day through COVID-19 pandemic The province has announced that Ontario will begin a staged re-opening, and for us in Ottawa, that means a small step back to normalcy.

During the Council meeting of June 10, Councillors approved the 2019 Financial Report, and although there was not much concern with our 2019 financial situation, 2020 will not be so rosy. Ottawa is losing $1 million a day through COVID-19.

Municipalities across the province have made it clear that without higher levels of government stepping in to provide us with money, our situation will

be bleak. Here’s the rub, there may be three levels of government, but there is only one taxpayer.

Our economy will take years to rebuild, so a onetime bailout from the Federal or Provincial governments won’t be enough.

We need to get serious about protecting our City’s financial health. The only way Council can do this is to take the opportunity to

change how we budget.

To begin, each City department must be told that any increase in spending needs to be found within its existing budget. No increases.

Second, now that we know working for home is not only possible but a real option for many, a complete inventory of Cityowned and leased real estate needs to be conducted with the goal of reducing our footprint. Running and maintaining office buildings is expensive. Selling off real estate will bring in one-time revenue and reduce our operating costs.

Third, a City-wide re-

view of every program and service should be undertaken. We can only afford to focus on the programs and services residents cannot do without. The taxpayer cannot continue to pay for everything forever.

If it does not provide a direct and meaningful service to Ottawa, we should not be funding it.

Commit to keeping taxes at 3 percent- No double-digit increases.

For every 1 percent that the tax rate increases, the City collects about $16 million. Every new property built also begins to pay taxes, increasing the tax base for the municipal-

ity. In 2020, it was estimated that the City would collect an additional $74.6 million through taxation over 2019 levels; however, $48.5 million is required right off the top to maintain the City’s workforce. This cost includes compensation, benefit increases from contract settlements and legislative changes to the Canada Pension Plan. That leaves the City with less than 35 percent or $26 million to enhance our services.

Ottawa’s debt has continued to balloon from $835 million in 2010 to $2.7 billion by the end of 2020. That is a 230 percent

increase. We spend more on servicing Ottawa’s debt than we do on roads maintenance, libraries, the Ottawa Fire Service, Housing Services, and the list goes on. Ottawa cannot continue to borrow endlessly to fund our capital works projects. Every time the City borrows money, it must increase taxes to ensure it can pay off the interest.

COVID-19 has changed the way we live and work.

Now is the time to change how we pay for government.

Organizers hopeful for belated Barrhaven Canada Day celebration

It will be a Canada Day like no other in Barrhaven with the traditional festivities cancelled due to the COVID-19 global health pandemic.

Organizer Darrell Bartraw announced the unfortunate news almost two months ago after the City of Ottawa said they would not permit events of any kind in city parks up until June 30. That date has now been extended until the end of Size_Faded 6/3/20 11:27 AM Page 1 August.

“When COVID-19 happened we had no idea how long this was going to initially be,” said Bartraw.

“We didn’t know if it was going to be weeks, months, years, or whatever. We decided to cancel it when the city announced no events would be taking place because even if they were to allow it come June 30th, we wouldn’t have had enough time to set up and everything. It would have been absolutely impossible.”

This year’s Canada Day in Barrhaven festivities was supposed to be among the biggest yet thanks to a few grants organizers received totalling $27,000 — much of which is from the Celebrate Ontario grant.

Bartraw says the money can’t be carried over to next year however can be used at another point this year.

As COVID-19 trends continue in the right direction,

he’s hopeful an event can be held this fall at Larkin Park.

It will be an opportunity to mark the two-year anniversary of the six tornadoes which hit the Ottawa region on September 21, 2018, Bartraw says, and celebrate coming together again after surviving a global health pandemic.

“I am hopeful that between early September and mid October, we will be able to have closer gatherings again,” he said. “The plan would be to have a free breakfast in the morning where people could line up six feet apart just like they do to enter a store. They can then find places to sit while practicing physical distancing. Then in the evening we’d have multiple food stations set up with all different kinds of food.”

The event would also include a kids zone just like what is at Canada Day, Bartraw says, and a stage which would have music running throughout the day.

The event would start at 9:00 am and run until dusk.

The event however can only take place if restrictions surrounding public gatherings are loosened in Ontario between the beginning of September and the middle of October, says Bartraw. After that it’s too difficult to plan outdoor events with the uncertainty around weather.

rhaven residents are hoping things will return to a new normal by winter for the annual Santa Claus Parade down Strandherd Drive and the Santa Claus Breakfast which is held at Mother Teresa High School.

For now they are still a go but organizers are watching how the pandemic unfolds closely.

“We have the dates set now for both events,” states Bartraw. “I am hoping they

will be a go but it really is a wait and see. The planning is ongoing and I’ve been able to get a sponsor on board for the Santa Claus parade because many of the businesses we rely on have been forced to close.”

The events which have been cancelled for Barrhaven this summer Include: the British Car Show, the CHEO Fun Day BBQ, the ‘Unbirthday’ Party, and the Classic Car Show/Food

Truck Rally.

Organizers of the Classic Car show say they still hope to have a drive-by version of the event this summer, however they are still working out the details.

Canada Day festivities on Parliament Hill were also forced to be cancelled this year with the festivities going virtual instead. Just like in the last it will feature a daytime show and evening show, however you’ll

be able to watch from the comfort of your own home.

Some of the top artists headlining the evening show include: Avril Lavigne, Sarah McLachlan, and Ottawa born Alanis Morissette.

The Heritage Ministry has also created a ‘Canada Day Celebration Kit’ on their website which includes virtual activities which the whole family can enjoy.

City is working with partners on coyote problem

I am enjoying the personal stories that Jeff Morris is writing and showcasing in each paper.

Coyotes in Barrhaven

Aggressive coyotes have been reported in Barrhaven and Riverside South area. This is not normal behaviour.

The City of Ottawa is working with its partners to address this issue and Ottawa Police are patrolling the area. Ottawa Bylaw has contracted the services of a wildlife specialist.

Report sightings by calling 311. In the event of an attack, call Police at 911. Be aware of your surroundings, do not leave out food, do not leave pets unattended, keep dogs on a leash during walks, and walk-in pairs.

Overnight is the time that coyotes are most active.

How to make your property uninviting

- use flashing lights, motion sensors and noisemakers - put up a two-metre high fence that extends at least 20 centimetres underground - install a roller system to the top of your fence so animals can’t gain a foothold

How to prevent conflicts with dogs

- keep dogs inside at night - clean up after your dog — coyotes are attracted to dog faeces - spay and neuter your dogs — coyotes are attracted to, and can mate with, domestic dogs that have not been spayed or neutered

Ottawa, Adopt-a-Park and Adopt-a-Road activities will be postponed until further notice.

Adopt-a-Park or Road is a city-wide program that encourages community involvement in the care and maintenance of parks and roadways. It is a partnership between volunteers and the City.

The program is open to community groups and individuals of all ages who want to take an active role in enhancing the quality of life in our community.

Volunteers take on park or roadway clean-up projects to improve safety and promote a healthy natural environment by keeping the City clean, green, and free of litter and graffiti.

In addition, by removing the debris and litter from the City streets, it ultimately protects the water quality of our rivers and fish habitats.

Adopt volunteers make a commitment to cleaning up a park or roadway: A minimum of - twice a year - once in the spring and once in the fall for a period of two to five years to provide continuity To acknowledge - these important efforts, a sign presenting the name of the adopting individual or group is displayed on the park or roadway throughout the adoption period.

The City’s Role

- Respond to inquiries within 10 days - Coordinate necessary approvals - Provide cleanup and/or graffiti removal supplies - Install signage - Collect litter when notified - Provide agreement renewal opportunities - Coordinate the provision of loaned cleanup tools

As the work is located in parks and along the edge of roadways, there are some hazards involved, but following a few important steps will help ensure your safety.

Before you start working, the group leader should examine the site to determine if conditions are appropriate for the ages and abilities of the volunteers.

Update on enforcement of onstreet parking limits resumes on June 29

Starting Monday, June 29, the City will resume the enforcement of parking over posted time limits, including 15-minute, onehour, two-hour, three-hour and six-hour zones.

Initially, parking control

officers will issue warning notices to vehicles that are parked longer than the posted time limit. Officers will begin to issue tickets on Monday, July 6.

Until further notice, parking control officers will not enforce overtime parking on streets without signs.

Parking enforcement ensures safety, traffic flow, emergency vehicle access and parking space availability as services begin to reopen and normal traffic patterns resume.

All other parking restrictions remain in effect, including no-stopping zones, no-parking zones, fire routes, accessible parking spaces and rules around sidewalks, driveways and fire hydrants. Parking restrictions continue to be enforced in areas with Pay and Display machines.

City of Ottawa’s Human Needs Task Force and Just Food would like to announce The Seeds and Soil Home Garden Project June 2020.

Are you looking for a way to increase your food supply with a home garden?

The City of Ottawa’s Human Needs Task Force and Just Food are partnering to provide seeds and soil to 3000 households

living on lower incomes in Ottawa. Home gardens are a great way to grow your food, stay active, and support positive mental health during the COVID-19 pandemic.

Who can get a seed and soil package?

• People in Ottawa living on lower incomes or who have lost their job due to COVID-19.

• Must have access to a personal yard (can be small).

• There are 3000 seed and soil packages available to distribute throughout the community over the next 2 weeks.

• Given out by registering on a first-come, firstserved basis.

What is included in a seed and soil package?

Each package comes with: • 6-7 different types of seed (swiss chard, kale, turnip, cabbage, beets, peas, yellow and green beans) • Soil: an amount equal to 3 black/blue recycle boxes full • Basic instructions and links to other information on how to grow Maximum 1 package per household All seed packages come with the same quantity and type of seeds. These seeds have been chosen as they are compatible with Ottawa’s weather and shorter growing season. (There is still enough time to plant in June!)

Loose soil and seed packets are ready at sites around Ottawa. You will need a vehicle as the soil is heavy. Please bring three recycling blue or black boxes (or similar sized containers) to shovel soil into. A limited supply of bags will be available at the pick-up location if you do not have access to your bins. If you are unable to load the soil into your vehicle, on-site volunteers will be able to assist.

To ensure physical distancing, only scheduled pick-ups will be available.

After you register, a time slot will be confirmed with you for pick-up.

If someone wishes to pick up a seed and soil package for someone else, the person who registers must include the name and email address of the person who will pick up their package in the registration form.

Is there a cost for the

seeds and soil packages?

No. The seeds and soil packages are being provided free of charge to people living on lower incomes or who have lost their job during COVID-19, through the generous support of the City of Ottawa, Just Food and Greely Sand & Gravel.

Be cautious

Keep right, pass left. No matter which way you’re going on a shared path, keep to the right. Faster users should pass on the left.

Don’t block the path

Keep things moving in both directions, and make sure that there’s room for others to pass. Please move completely off the pathway when stopping.

Be predictable

Sound your bell or call out when passing. If you want to pass, clearly and politely communicate your plans to other users so that they have time to react.

Be alert

Lights and reflectors on pedestrians, bikes and pets allow other users to see where you are, especially at night or when visibility is poor. Wear reflective clothing.
