NEWS FROM QUEEN’S PARK The holidays are going to look a little different this year due to COVID-19. To support Ontarians as they begin to safely plan for the season, the Ontario government, based on the advice of the

Chief Medical Officer of Health and input from the Public Health Measures Table, is providing preliminary guidance on how to safely celebrate this year and protect your loved ones.

No matter where you live in the province, the safest way to spend the holidays this year is by only celebrating in person with the people you live with and celebrating virtually with everyone else. If you live alone, consider exclusively celebrating with one additional household as a safe way to spend the holidays.

While public health measures may be different in communities across the province, the following is some general advice to consider when planning your holiday season: • Virtual holiday gatherings or events with family,

friends, or co-workers • Attending a drive-in or drive- through event • Watching holiday movies with your household.

• Baking holiday treats with your immediate household While the above is recommended advice from public health officials, please remember you must adhere to public health and workplace safety measures and rules in your region.

A new holiday web page will be launched to provide more direct and up-to-date guidance on how individuals and families can plan for a safe holiday season.

It is important for everyone to adhere to the public health measures in their communities, especially when connecting with others. All Ontarians are strongly recommended to continue doing the follow-

ing: • Stay home if you have COVID-19 symptoms, even if they are mild; • Avoid social gatherings and limit close contacts to your household or the people you live with; • Maintain two metres of physical distancing from everyone else; • Get tested if you have symptoms compatible with COVID-19, or if you’ve been advised of exposure by your local public health unit or through the COVID Alert mobile app; • Individuals and families from higher transmission regions should avoid travel to lower transmission regions (e.g., from Red level to Orange level), except for essential reasons; and • Download the COVID Alert mobile app.

Key groups identified for distribution of initial COVID-19 vaccines The Ontario government is ready to distribute COVID-19 vaccines as soon as they are received, beginning with vaccinating vulnerable populations and those who care for them. As recommended by the COVID-19 Vaccine Distribution Task Force and in alignment with the National Advisory Committee on Immunization, the province has identified key populations to receive the vaccine first, including long-term care and retirement home residents and the staff who provide care to these groups. The government’s approach is informed by science and prioritizes population groups that are at greatest risks of COVID-19.

Details were provided by Premier Doug Ford, Christine Elliott, Deputy Premier and Minister of Health, Solicitor General Sylvia Jones and General Rick Hillier (retired),

Chair of the COVID-19 Vaccine Distribution Task Force.

“We must deploy these first shipments of a safe and effective vaccine where they will make the most impact and save lives. That means vaccinating our vulnerable seniors and those who care for them as soon as possible,” said Premier Ford. “We are working diligently with General Hillier and the task force to ensure anyone in Ontario who needs a vaccine will get one when we receive them from the federal government. Until then, we are asking people to look out for their elderly loved ones and protect themselves by continuing to follow the public health measures.”

Groups receiving the early vaccine doses in the first few months of the Ontario immunization program will include: - Residents, staff, essential caregivers, and other em-

ployees of congregate living settings (e.g., long-term care homes and retirement homes) that provide care for seniors as they are at higher risk of infection and serious illness from COVID-19; - Health care workers, including hospital employees, other staff who work or study in hospitals, and other health care personnel; - Adults in Indigenous communities, including remote communities where risk of transmission is high; and - Adult recipients of chronic home health care.

“Ontario is ready to deliver COVID-19 vaccines to Ontarians as soon as they are available, and that starts with vaccinating our most vulnerable and those at greatest risk,” said Minister Elliott. “Our priority continues to be the health and safety of all Ontarians, so we will make sure

that no matter where they are receiving a vaccine, they will have a fast and safe immunization experience.”

Ontario will also be prioritizing the rollout of the vaccine in regions with the highest rates of COVID-19 infection, including those in the Red-Control and Lockdown zones. The immunization program will focus on healthcare workers and the most vulnerable populations in those regions.

At first, COVID-19 vaccines are expected to only be available for non-pregnant adults over the age of 18 years old based on early clinical trials. As further information becomes available from clinical trials and from Health Canada approvals, the groups for which the vaccines are authorized for use could change.

Ontario’s approach is based on evidence avail-

able, the guidance of the National Advisory Committee on Immunization, as well as recommendations from the COVID-19 Vaccine Distribution Task Force. Members, including ex-officio members, of the task force include experts in public health and immunization, health and clinical domains, ethics, behavioural science, operations and logistics, federal-provincial and Indigenous relations, and information technology and data.

As further information is made available about the various type of vaccines and availability of doses, additional details related to the implementation of the COVID-19 immunization program will be provided based on the latest medical advice and scientific evidence.

“Due to the limited supplies we expect to receive

from the federal government, our initial distribution of vaccines will focus on Ontarians who are most vulnerable and at greatest risk,” said Solicitor General Sylvia Jones.

“Our government continues to take all measures necessary to stop the spread of COVID-19 while prioritizing the health and well-being of communities.”

“That is why, based on the guidance of the National Advisory Committee on Immunization and the recommendations of our COVID-19 task force, the government will prioritize those living in long term care homes, retirement residences as well as our frontline health care workers who are so critical to our COVID-19 response,” noted General Rick Hillier.

Report calls for Osgoode and Cumberland wards to merge

The Ottawa Ward Boundary Review Consultant Team has recommended that the city increase the number of wards in the city from 23 to 24.

Barrhaven would have two wards, meaning the eastern part of the community would no longer share a ward with Riverside South.

The team of consultants was originally working with five options for the reconfiguration of the wards, but Council requested a sixth option that would add one additional ward and have minimal boundary changes. The sixth option was requested to address the population growth in the Barrhaven, Gloucester-South Nepean and Cumberland wards.

Currently, the Barrhaven Ward serves the community west of Woodroffe, while GloucesterSouth Nepean takes in the rest of Barrhaven and

Riverside South. Five of the six options on the table see Barrhaven divided on a new boundary line that follows Greenbank Road from Fallowfield south to Strandherd, and then runs east to Longfields and then runs south along the Jock River.

The new council will see nine urban wards, 12 suburban wards and three rural wards. West Carleton and Rideau-Goulbourn will remain in tact, while Osgoode and the rural part of Cumberland will be combined into one ward.

“With the large outcry from the impacted rural communities in the City of Ottawa and the exceptionally high volume of

emails from the Osgoode and Cumberland Ward residents, we received a clear message that the presented options in the Ward Boundary Review were unacceptable,” wrote Osgoode Councillor George Darouze on his website.

Darouze went on to say that at the Finance and Economic Development Committee meeting Dec. 1, Councillor Dudas presented a motion to amend the recommendation for the new combined Osgoode/Cumberland Ward.

The motion requests that the majority of Cumberland (Sarsfield, Navan and Notre-Dame-desChamps combine into a new southern Orleans Ward. Carlsbad Springs and Vars would join Os-

goode.

The motion was passed by a vote of 10-1 and went to Council for a final vote.

Ottawa’s ward boundaries last underwent a major review in 2005. Since then, the city’s population has grown significantly, especially in suburban wards. This has resulted in substantial population imbalances between wards that affect fair and equal representation for voters and their communities.

In June 2019, City Council directed City staff to retain an independent consultant to conduct a comprehensive review that will establish ward boundaries that could be used in at least three municipal elections (2022, 2026 and 2030) and pos-

sibly a fourth election in 2034. The Ottawa Ward Boundary Review 2020 is meant to balance population numbers and achieve other components of “effective representation,” as established by the Supreme Court of Canada and Ontario’s Local

Planning Appeal Tribunal (formerly the Ontario Municipal Board). The consultant team collected public feedback on the six options for realigned ward boundaries from August 19 to September 25, 2020, in a series of public Zoom meetings.

Manotick’s Ron Cohen named to the Order of Canada

By Jeff Morris Long time Manotick resident Ronald I. Cohen, C.M., M.B.E. is among the 114 people named to the Order of Canada.

The Order of Canada is one of our country’s highest civilian honours. Created in 1967, the Order of Canada recognizes outstanding achievement, dedication to the community and service to the nation. More than 7,000 people from all sectors of society have been invested into the Order.

Her Excellency the Right Honourable Julie Payette, Governor General of Canada, announced the new appointments to the Order of Canada Nov. 27.

This honour recognizes Mr. Cohen’s dedication to promoting and preserving literary and cultural heritage in Canada and abroad.

Among his many hats: lawyer, film producer, bibliographer, inveterate book collector, Mr. Cohen graciously donates his time and experience to supporting Canadian heritage. He is a Director on the Library and Archives of Canada Foundation Board, the past President and member of the Friends of Library and Archives Canada, as well as the inaugural President of the Sir Winston Churchill Society of Ottawa.

Additionally, between 1999 and 2003, Mr. Cohen donated his entire Lucy Maud Montgomery collection to Library and Archives Canada, which contains 420 items, including more than 40 copies of Anne of Green Gables, many of them first

editions. In 2019, Mr. Cohen was awarded the LAC Scholar Award, which recognizes the outstanding contribution of Canadians who have dedicated their lives to the creation and promotion of our country’s cultural, literary and historical heritage.

“We wish Mr. Cohen on many more years of success and recognition that is so deserved for all of his remarkable contributions, which have enriched us all in so many ways,” said Jacques J.M. Shore, Chair of the LAC Foundation. “We are grateful for his passion and dedication to excellence.”

Cohen said he found out about the honour a few weeks earlier, when he received a call from the Governor General’s Office.

“The Chancellor calls you and tells you that you have been named to the Order of Canada,” Cohen said.

“It was a big surprise.”

Cohen, one of 10 Ottawa residents to receive the honour, was named to the Order of Canada for “his dedication to promoting and preserving literary and cul-

tural heritage in Canada and abroad.”

Along with the honour came the challenge of not telling anyone about it. Cohen was sworn to secrecy.

Fortunately, he had been trained as a lawyer and had a full understanding of how to operate within the parameters of confidentiality.

“They tell you you have to remain mum about it,” he said. “You feel proud and excited, but it’s not impossible to keep quiet about it.”

Cohen being named to the Order of Canada reflects the contributions he has made to the literary and cultural life of Canada. He has also worked hard personally and by way of donations to the National Library and its successor entity, Library and Archives Canada.

In 1998, he established the Ronald I. Cohen Lucy Maud Montgomery Collection at the National Library and has since provided LAC with five subsequent accessions of her works and related materials, and, in 2019, with an extensive collection of Governor-General John Buchan’s writings.

Being named to the Order of Canada is the second major honour that Cohen has received. In June 2014, he was named a Member of the Order of the British Empire for services to British history. He was one of two Canadians among the 100 recipients of the honour that year.

Member of the Order of the British Empire is awarded for a significant achievement or outstanding service to the community. An MBE is also awarded for local

‘hands-on’ service which stands out as an example to other people.

In 2006, Cohen’s definitive three-volume Bibliography of the Writings of Sir Winston Churchill was published in London and New York. He is a Contributing Editor of Finest Hour, the journal of the International Churchill Society.

He is President of the Sir Winston Churchill Society of Ottawa and has served on the Friends of Library and Archives Canada’s Board since its founding in 1991, including as President from 2000–2008 and Past President since then.

In October, 2015, Cohen and his wife, Wendy, were invited to Buckingham Palace for his investiture into the Order.

“Publishing the work was very exciting, and the recognition was very exciting,” Cohen said.

Cohen lived in London during the last six months of Sir Winston Churchill’s life.

Upon receiving the honour, he said it was the outpouring of emotion and respect for him by Britain and indeed the world that inspired him to spend a half century collecting, studying, writing and speaking about the “greatest Briton”.

“That I should merit such recognition by Her Majesty for this passion is both humbling and gratifying,” he said.

The medal for the MBE was pinned on his lapel by HRH Princess Anne.

“It’s not every day you get to go to Buckingham Palace,” he said. “It was a special ceremony, and the venue was superb.”

Cohen said that being named to the Order of Canada this year is also exciting.

“It’s very special to be honoured by the Governor General in this way,” he said. “It’s a wonderful pairing of the honours.”

Each recipient will be invited to accept their insignia at a ceremony to be held at a later date.

How will Canadian households cope as food prices rise?

Canada’s Food Price Report 2021 brought some disconcerting news to Canadians. We could see food prices rise by as much as five per cent in 2021, according to the recently-released report.

That’s the highest increase ever predicted by the report’s authors, a group of 24 scholars from four universities. For a family of four, the food bill could go up by as much as $695 next year. That’s steep.

Meat, bakery goods and vegetables are likely to rise by up to six per cent, the report says.

Some will say there’s nothing wrong with food inflation, as long as income follows suit. That’s true but with a very low inflation rate in Canada, households face higher food bills with nothing more in their pockets.

This has been going on for a while, which explains why food banks are busier than ever. Even though Canadians have access to one of the cheapest food baskets in the world, the pace of change is unmanageable for many. Keeping up is challenging.

There are already rumours swirling about increasing taxes on wine, beer and spirits. Most provincial liquor boards have seen sales increase by three to four per cent since the beginning of the pandemic. The temptation by governments to increase revenue here will be significant.

There are also suggestions about taxing sugary drinks and other food products with high sugar content. Not only can these measures be seen as regressive, but funds collected through these measures end up supporting other pet projects that often have nothing to do with nutrition or even health in general. Politics will skew how governments feel when public spending is involved.

Provinces could increase income and sales taxes, as could the federal government. A federal capital gains tax on primary residences is a rumoured possibility.

Municipalities could be tempted to increase property taxes. You get the picture.

So the disposable income of most households could shrink as a result of massive COVID-19 relief programs. Most Canadian households went into the pandemic spending 10 to 11 per cent of their disposable income on food. That’s much higher than the American average, but much lower than that of our European counterparts.

Higher food prices and low inflation, coupled with a much more imposing fiscal burden on Canadians, could make us all feel sandwiched. In a few years, most households could be spending 14 to 15 per cent of their disposable income on food.

Some households can still cope but many Canadians will struggle in 2021. That’s why we need to think about the less fortunate and act out of kindness.

Ottawa has bigger racism problems than Goulbourn name The Editor, It seems that Councillor Scott Moffatt’s unilateral decision to rename his constituency in an effort to eliminate any reference to Henry Goulburn has rightly provoked a spirited discussion.

Of course, this kind of virtuesignalling by politicians at all levels is becoming increasingly common, but the reality is that these kinds of actions probably have far more to do with assuaging white guilt than they have to do with eliminating systemic racism.

The reality is that removing the name of the former township will have the happy consequence of erasing the fact that for 200 years the predominantly white commun-

ity of Goulbourn was completely comfortable with that name. Now that the name is starting to make white people feel bad about themselves, suddenly something’s got to be done! At the end of the day it’s just a troubling kind of symptom removal, because rather than tackling systemic racism head-on it’s simply an effort to eliminate one of the indicators that it has always existed—and continues to exist.

The reason this proposal

by Scott Moffatt fairly reeks of hypocrisy is because there is an elephant in the room, known as the death of Abdirahman Abdi. For those who may have forgotten (and the Ottawa Police Service would

very much like you to forget) Mr. Abdi was a SomaliCanadian with mental health issues who died in 2016 as a result of a botched arrest in which he was fatally beaten by two members of the OPS. The security video of the event has been released to the public, so anyone who is unclear as to what transpired can see it with their own eyes, but be warned—the level of violence unleashed on Mr. Abdi is so over-the-top that it’s reminiscent of the “ultraviolence” depicted in Stanley Kubrick’s “A Clockwork Orange.” What makes this horrific beating all the more mystifying is the fact that Mr. Abdi was not fleeing the scene of a multiple homicide

brandishing a weapon—he was an unarmed man accused of having groped a woman.

Ironically, both the current Prime Minister of Canada, Justin Trudeau, and the current President of the United States, Donald Trump, have also been accused of groping women, yet neither man has ever been subjected to a police beating. One can’t help but be astonished at the apparent double standard.

The troubling reality is that Mr. Abdi never received his day in court because the attending officers appear to have inadvertently imposed the death penalty.

In that action, they were ultimately supported by the Ottawa Police Service, the

City of Ottawa, the Ontario Justice system and the Ottawa Police Association. In fact, after hearing the verdict that found the OPS member “not guilty” of all charges, Ottawa Police Association President Matt Skof went so far as to make the chilling statement that if the same thing were to happen again today, the police response would be the “exact same.”

Naturally, the Crown was quick to announce that—surprise, surprise—the verdict would NOT be appealed.

Can anyone look at all this and seriously suggest that there’s no such thing as systemic racism in Ottawa?

It’s all well and good that Scott Moffatt is eager to ap-

pear “woke” and ready to eliminate any overt reminders that our society is inherently racist, but the City of Ottawa has a big problem in that regard that needs to be addressed. I hope Moffatt understands that this city needs to move quickly towards becoming a place where it’s no longer possible for the Ottawa Police to kill non-white people with impunity. If somebody dies at the hands of the OPS— no matter what colour they are—there has to be consequences.

City can find savings if it looks hard enough One of the most challenging years most of us have endured is coming to an end. The COVID-19 pandemic has affected all aspects of our lives and overshadowed every piece of business at Ottawa City Hall.

When we passed the 2021 budget last week, Mayor Watson cautioned that we were in for lean times as we recover. I am forced to wonder what that looks like for city bureaucrats because this year, with unprecedented revenue losses and new spending pressures, we saw little belt-tightening.

The $3.9 billion budget will see homeowners pay three per cent more in property taxes, water, sewer, wastewater, garbage, and recreational rates are all going up, so are transit fares and the transit levy.

I’m not sure how you budget, but I know if I have less money coming

into my bank account, I cut my spending and look for savings everywhere.

City staff assure us they are spending cautiously, deferring capital projects and seeking other funding sources, but it is not enough.

Since my election two years ago, I have called for a comprehensive review of programs and services. In a corporation the size of Ottawa, I know we can find savings if we look hard enough.

I am not a career politician, and I don’t plan on being around long enough to make it one. This is my

first job in the public sector, and I can tell you reality in government is far different than the reality I experienced for the first 60 years of my life.

I believe that government should be a force for good. The government should exist to help those that cannot always help themselves. Social programs should exist that benefit society without punishing those who try to become more self-sufficient. Affordable housing, cost-effective transit, recreation programs and sanitation are essential public sector services that

our city relies on.

I don’t understand the resistance elected officials experience when you ask career bureaucrats to look objectively at their budgets and, if asked to find savings, react with doomsday predictions.

When I questioned OC Transpo recently about how it can be business as usual when ridership has fallen to historic lows, I was accused of wanting to layoff operators, essentially taking food off their tables. As if somehow being a public servant makes someone more deserving of a stable income.

For eight months, employees in the private sector have been laid-off or have had their incomes slashed. I received hundreds of emails, phone calls and messages from residents in the lead up to the 2021 budget asking for the City to rein in spending and live within its means, something it has not done.

As we head into 2021, I will be focusing my efforts as Audit Committee Vice-chair reviewing audit recommendations that are meant to increase efficiency and save the taxpayer money.

Henry Goulburn’s story is one that needed to be told

Over six weeks ago, on October 30th, we released our episode of the Twenty One Podcast on the subject of Goulbourn Township’s naming history. In previous episodes, we had told the stories of some of the names in Rideau Township and the village of Richmond. As you may already know, when we were preparing for the Goulbourn Township episode, we encountered some information we were not expecting.

Three weeks after the episode, we begun to see more attention paid to the subject of Henry Goulburn, but the details were brief.

News clippings did not go into the depth that our podcast did. As a result, I felt it was important to spend some time showing a more fulsome picture in this column.

drew its name from British politician, Henry Goulburn (1784-1856). It is important to highlight that naming at that time was not done on a commemorative basis as it is today. It was more often due to the status held by the official in the moment. At the time of the Township’s formation, Goulburn was the Undersecretary of State for War and the Colonies. He followed Sir Robert Peel in that role, for whom Peel Region is named. As an additional local example, Nepean Township was named after Undersecretary of State for the Home Department, Evan Nepean.

Goulburn had a long career in politics, representing several different ridings and holding various positions in Government from his first election in 1808 until his retirement in 1846. One description of Goulburn refers to him as a “solid, unspectacular, cautious politician, with a keen sense of public duty.”

Goulburn’s family, although living amongst those in higher society, was not as wealthy as their societal counterparts. Most of the Goulburn family’s income came from a Jamaican sugar plantation that Henry Goulburn’s grandfather had established in 1762 called Amity Hall.

Amity Hall was not excessively profitable but provided a living for the Goulburn family for three generations. Goulburn ended up taking over Amity Hall when he came of age

in 1805 following the passing of his father, Munbee.

Henry maintained ownership of the plantation until his death. He never visited the site, which was not uncommon as many absentee owners existed at that time.

Upon assuming ownership of the Amity Hall plantation in 1805, Goulburn also inherited its approximately 250 slaves. Since he was an absentee owner, he required a manager. That manager was Thomas Samson. Interestingly, Henry’s mother, Susanna, had received a letter outlining the extreme cruelty to the enslaved people at Amity Hall at the hands of Thomas Samson back in 1802.

Nevertheless, he was given the job as manager and remained in that role until he was finally dismissed for his behavior in 1818.

Unfortunately, subsequent managers were no better

and there are reports of frequent flogging of slaves for poor work performance.

As a parliamentarian, Goulburn was in a difficult position. The slave trade in Britain was abolished in 1807. His ownership of slaves caused issues for him at home leading to an election defeat in his Cambridge University riding in 1826. An abolitionist ran a strong campaign against him which led to his defeat, Goulburn, himself, always stopped short of favouring abolition given his family’s reliance on the profits from their Amity Hall plantation.

He defended himself during this campaign by saying he had no knowledge that his slaves were treated poorly. Of course, based on his firing of Samson eight years earlier, we know that not to be true.

In recent weeks, I have received much feedback on

the story of Henry Goulburn, both positive and negative. Some wish that I never told the story. Others feel it is a story long since passed and no longer matters. Some have decided to find slave owners with my last name and suggest I change my name instead.

More seriously, though, some have tried to better connect Goulburn to our specific region, which is something I contest did not really exist.

Goulburn worked in the Colonial Office, meaning he did have a role in emigration from Britain to the colonies. This would be to any of the colonies, except India, based on the structure of his position at the time. His responsibilities were not isolated to our region but to all regions in British North America, as well as other colonies.

This holiday season needs to be different.

The safest way to celebrate indoors is only with the people who live in your home. People who live alone can get together only with one other home.

Gatherings with friends and extended family can carry an increased risk of getting and spreading COVID-19.

Consider celebrating outdoors or virtually with others that are not part of your household.

Know the gathering limits in your area before you choose to entertain with family and friends indoors. Indoor gatherings are not permitted in regions in Grey- Lockdown.

For all gatherings with anyone you do not live with: Councillor Scott Moffatt is pushing for a name change of Rideau-Goulbourn because Henry Goulburn, whom the township was named after, was a slave owner.

Interestingly, Goulburn also opposed Catholic Emancipation, the seeking of freedom from restrictive laws against Catholics, many of which were Irish.

Many Irish families were the first settlers in Goulbourn Township. Additionally, there are reports that the Colonial Office was reluctant to spend money on emigration. In fact, a group known as the Talbot Party spent two years raising funds and repeatedly submitting applications before finally being granted the right to emigrate.

They ended up here. Some of the family names: Foster, Grant, Mooney, Ralph, Shouldice, Spearman and Young.

Abraham Lincoln once said, “Those who deny freedom to others deserve it not for themselves, and,

under a just God, cannot long retain it.” Goulburn’s history is not a positive story deserving of honour and commemoration. It was through research and information, used to write this column as well, that led to the decision that the ward deserves a new name.

Some residents wish that I had asked for direction on the name or left the decision on changing the name to a majority rules vote.

Sometimes, leadership is about making a decision that is right, not a decision that is popular.

Like with paying property taxes, we do not ask if you want to or not, but we do ask for input and we try to further the discussion. That is consultation.

We are telling the story of Henry Goulburn. We are telling the stories of our

past and we are also looking to our future. Help us plan for the future by providing us with naming ideas for the ward. This isn’t the only issue on our agenda, not by a long shot.

It is also not a trivial one, though. It is an important one. If you would like to discuss this further and read some of my research yourself, I am happy to engage and share information. With that, I hope we can move forward and work together on a new name for the ward.

COVID can’t stop Richmond Lions Club’s Christmas Cheer

Last weekend, the Richmond Lions Club

held their annual “Christmas Cheer” fundraising drive to support local foodbanks, and the Richmond Village Association’s annual Richmond Santa Claus Parade took

place in a drive thru format at the Richmond Fairgrounds.

“The support from the community has been positive and we have been receiving donations,” said

Richmond Lions Club President Dale Green at the Lions Club’s bottle drive in front of King’s Your Independent Grocer last week.

Club “Christmas Cheer Central” was once again be set up at the J&M Harvey location at the Richmond Shopping Centre, 6179 Perth Street, Richmond, across the parking lot from Milano’s Pizza, Sat., Dec. 5.

“We have had to change things up this year because of COVID 19, but we will be in our usual spot with tables set up outside, and our volunteers will be wearing masks,” said Green.

Usually, Christmas Cheer Central is set up inside.

The generous donations from the commun-

ity enable the Richmond Lions Club to make donations to the Richmond and Munster Foodbanks, and the North Gower Area Outreach Program.

The Richmond Santa Claus Parade took place at 5 p.m. at the Richmond Fairgrounds. This year, the Richmond Village Association worked with the Richmond Agricultural Association to make this year’s parade possible.

The parade took place in a drive thru format, with the floats stationery.

There was no candy or gifts handed out from the floats.

City approves $2.35 million for rural capital expenditures

The Board of the Manotick Village and Community Association would like to wish everyone a safe and happy holiday season and to thank you for continuing to wear a mask, social distance and keep our COVID numbers low.

Have your say about clearing sidewalks

At this time of year, we get a number of requests about clearing of sidewalks and pathways around the Village. In the majority of cases, the City’s response is that the sidewalk in question is not a priority for the City or they are unable to clear it due to size or structure. Well, we now have a chance to tell the City that they are a priority for us – particularly in the context of the City’s commitment to walkable neighbourhoods.

The City has just announced that they plan to hold public consultations in early 2021 on winter maintenance.

Therefore, we are encouraging all residents to take time to participate in these consultations on winter maintenance. For information about the project, visit https://engage.ottawa.ca/ wmqs .

Over the years, the MVCA has tried to ensure safe pedestrian access to Village streets during the winter months, including the clearing of the sidewalk on Dickinson Street between Mill and Tighe and the pathway connecting Mahogany to the Village core. The Agriculture and Rural Affairs Committee approved the recommended 2021 Budget at its December meeting and also heard about the upcoming process for future zoning amendment changes and revisions to the Conservation Act. The 2021 budget for rural activities totals over $3 million for operating, including staff, and $2.35 million for capital expenditures, including road projects, park improvements and expenditures on recreation and cultural facilities. This includes the planned resurfacing of Bankfield Road between First Line and Rideau Valley Drive North and the resurfacing of River Road between Mitch Owens and Flag Station Road. The budget was approved by City Council on December 9.

The Committee also heard about the process for approving general zoning amendments in 2021 to align existing

zoning by-laws with the new directions outlined in the Official Plan. The process to make these changes is expected to take about three years and will include some smaller changes for rural villages. The MVCA will be monitoring these changes closely in the years ahead.

The Committee also received information about proposed changes to the Conservation Act that were included in the Ontario budget bill, approved on December 8. The changes will see the removal of public representatives from the Boards of Conservation Authorities and a subsequent increase in the number of municipal councillors who will sit on these Boards. For example, the Rideau Valley Conservation Authority has 4 public members and 2 municipal councillors on the Board under current legislation. The changes will also allow the Minister to overrule Conservation Authority decisions on development on wetland or on flood plains. Under the new rules, the Authority will only be able to appeal any requests for development on land owned by the Authority.

This opens the door for future development in wetland areas and has generated considerable concern among environmental groups and Ontario residents concerned about development on environmentally sensitive land.

approved the recommendations for an increase of one ward to a total of 24 wards. The recommendations of external consultants were approved with a number of changes recommended by the Finance and Economic Development Committee. Those changes saw a reduction in the size of the proposed eastern rural ward with portions of the existing Cumberland ward being divided amongst the three adjoining wards in order to maintain the connections of the francophone community to Orleans.

The other changes were minor, such as adjusting a boundary to ensure the parking garage for the new Ottawa Civic Campus would be in the same ward as the hospital.

MVCA Launches Emergency Preparedness Guide

The MVCA has launched an Emergency Preparedness Guide on its website www. manotickvca.org The Guide includes three components: What to do during an Emergency, Making an Emergency Plan and Making an Emergency Kit. The information was gleaned from federal, provincial and municipal sources involved in emergency preparedness. It also provides a list of key contacts in case of

an emergency which will be updated on an annual basis.

Favourite Subjects: “I have always loved English and Biology, but currently I’m really enjoying my Kinesiology class.”

What do you enjoy reading for pleasure?

“I really enjoy reading, and always have. I don’t read for pleasure as much as I used to, simply because my schedule

is very busy. When I get the chance while camping, at the cottage, or on vacation, I tend to read either classics like To Kill a Mockingbird by Harper Lee, or perhaps the opposite of classics like To All the Boys I’ve Loved Before by Jenny Han. I would describe the type of book I like to read as realistic fiction, and if there’s a slightly cheesy love story, even better.”

Who is your favourite author?

“To be perfectly honest my favourite author is whoever wrote the book I’ve read most recently. I enjoy reading lots of different writing styles, and I can’t choose a favourite.”

What is your greatest accomplishment?

“At 17 years old, I think my greatest accomplishment is still ahead, but currently I am proud to be someone ‘my sevenyear-old self’ would think is cool. I’m on track to graduate high school as an Honour Roll student with plans to attend university.

“I have put a lot of time and practice into honing my ringette skills with some amazing coaches.

School Activities: “I have enjoyed being a LINK Leader (our grade 9 orientation and student leadership program) last year, and this year – even though it looks a little different. I’ve had to replace high fives with smiling eyes. It’s harder to get their attention through a mask, but I like being able to connect with our incoming students.

“I have also volunteered as the Co-President of our Humanitarian Club and as a Camp Counsellor for Leadership Camp, both of which are on hold for the time being.

“In a normal year I would play many sports, such as volleyball, softball and rugby. I’ve competed in the finals at tournaments for all three, and in the city championship finals for volleyball, with an awesome team coached

by Mr. Martin.

“With the support of our athletics department and Mrs. Rodgers, who was always curious about ringette, I was able to or-

ganize and captain the first Panthers Ringette Team since the 80s. This has allowed me to play the sport I love for my school.

I hope to return to these sports towards the end of the year. If not, I am thankful for all the connections I’ve made, and experiences with OTHS Panthers athletics.”

Other Activities/Interests: “I have always loved playing ringette, which I’ve played for almost 10 years. This is by far the weirdest season ever. We were playing in pods with no tiered levels or teams and no game play, but even with all these different regulations, I was still happy to be back on the ice. The recent changes by the city of Ottawa have put ringette on hold for now, but I hope to return to the ice soon.

“Over the last 10 years I also worked hard to earn my Red Cross Swim Levels, and then continue on with my Lifeguarding and Instructors Certifications. I attend youth group on Thursdays at Parkway Church. It’s one of my favourite parts of the week, even now with added masks and distancing. Being in the outdoors has always been a great stress reliever and a way to clear my head, so I particularly enjoy camping, going on hikes, or to our family cottage.”

Manotick Horticultural Society adapts for 90th anniversary From the Manotick Horticultural Society Imagine - 90 years ago people were crawling out from a pandemic and now we find ourselves in the midst of another one. The Manotick Horticultural Society was just in its inception then and this year when we had planned several functions to celebrate its 90th birthday we were presented with lockdowns, social distancing and having to learn new ways to do presentations and activities with our members.

Unable to have our usual monthly meetings in person, we’ve learned to use Zoom and our guest speakers, who have presented remotely, have enabled us to keep on learning. Weather expert David Phillips spoke to us about gardening in a changing climate, Cindy Cluett taught us about pruning trees and shrubs and Mary Anne Van Berlo gave us tips on how to improve garden soil for a great garden. The crew at Mill Street Florist will show us how to put together beautiful floral arrangements for Christmas, with a special draw for our members to win these

We usually have a spring plant sale at Watson’s Mill in May attracting hundreds of people looking for something to spruce up their gardens. Such a large event wasn’t possible this year but our members enjoyed a very successful virtual sale with curbside pickup by appointment with the seller.

Garden tours are a staple of our existence during the summer when we normally

see about 12 local gardens.

This year we were able to visit three special gardens scheduling visits over three days with social distancing a priority. What a treat that was for everyone who signed up.

Our workshops have also moved into the fresh air.

Recently a number of our members learned how to craft bird feeders from recycled materials. A fun time was had under the gazebo at

Claudette Cain Park, with something to take home for our feathered friends.

The society also maintains and develops five public gardens. Work at the Manotick Public Library, the Manotick Post Office, Dickinson House and Herb Garden, and Millennium Walk was able to continue with social distancing. A new bench for AY Jackson

park was donated to commemorate our 90 years of involvement in the community. The latest job for our hardworking volunteers has been the planting of bulbs for next spring.

In these COVID times we appreciate having these beautiful spaces to stroll though even more than usual.

COVID seems to have

created even more interest than usual in gardening and our membership has increased this year.
