Framework for COVID-19 vaccine distribution which was developed in partnership with the COVID-19 Vaccine Distribution Task Force to guide further vaccine prioritization and distribution across the province. The province continues to vaccinate vulnerable populations and those who care for them through Phase One of its three-phase implementation plan as additional vaccines become available.

Phase One of Ontario’s three-phase vaccine implementation plan began on December 15, 2020 at two hospital sites, and increased to 17 additional sites the following week, with the delivery of 90,000 Pfizer-BioNTech doses. With Health Canada’s recent approval of Moderna’s COVID-19 vaccine, the province can expect about 50,000 additional doses before the

end of the month.

The Ethical Framework includes the following principles to guide COVID-19 vaccine distribution: • Minimize harms and maximize benefits, to reduce overall illness and death related to COVID-19, protect those at greatest risk of serious illness and death due to biological, social, geographical and occupational factors, protect critical infrastructure, and promote social and economic well-being; • Equity in the distribution of vaccines without bias or discrimination, to reduce disparities in illness and death related to COVID-19, and ensuring benefits for groups experiencing greater burdens from the COVID-19 pandemic; • Fairness, to ensure that every individual within equally prioritized groups

has the same opportunity to be vaccinated, and to ensure inclusive, consistent processes that are tailored to unique needs of Ontario’s many and varied communities when making decisions about vaccine prioritization; • Transparency, to ensure the principles and rationale, decision-making processes and plans for COVID-19 prioritization are clear, understandable and communicated to the public; • Legitimacy, making decisions based on the best available scientific evidence, shared values and input from affected parties including those historically underrepresented, to ensure decisions have the intended impact, and to include participation of affected parties in the creation and review of decisions and decision-making processes; and

• Public trust, to ensure decisions and decision-making processes are informed by these principles to advance confidence and trust in Ontario’s COVID-19 immunization program. While the Health Canada approval and rollout of two vaccines represent progress in the fight against COVID-19, Ontarians are reminded that staying home and following public health guidelines is currently the best way to protect yourself and others from COVID-19.

Online learning extended to Jan. 25 As COVID-19 cases continue to rise at an alarming rate throughout the province, the Ontario government, in consultation with the Chief Medical Officer of Health and other health experts, is extending certain measures to

keep students, education staff, and residents of Northern Ontario safe. This includes extending online teacher-led learning until January 25, 2021 for elementary school students in the 27 Southern Ontario public health unit regions.

Targeted testing done among students and staff in December 2020 confirmed that schools are not a significant source of transmission.

However, with students having been at home for several weeks and with reports of concerning behaviour over the holidays, the positivity rate among school-aged children has increased sharply.

Most troubling, the positivity rate for kids aged 12-13 years old increased from 5.44 per cent in late November, early December to nearly 20 per cent in early January.

MANOTICK MESSENGER Goldie continues from page 2 In response to increasing community transmission, in-person learning will be deferred to January 25, 2021 in Southern Ontario, which aligns with the planned return of in-person learning for secondary school students in these regions.

To support families during this extended school closure, child care centres, and homebased child care services will remain open. Ontario is also expanding eligibility for the Ministry of Education’s targeted emergency child care program for a broader number of frontline health and safety workers.

In order to continue to support remote learning, the ministry has recommended that a portion of the second half of federal funding, an additional $80 million investment, will be provided

for additional technological devices, such as laptops and tablets, to support school boards in procuring about 160,000 additional devices province-wide.

Financial support is also available for families during this temporary remote learning period through the Support for Learners program.

Starting on January 11, 2021, an expanded Support for Learners program is providing $200 for each child or youth up to Grade 12 and $250 for each child or youth up to age 21 with special needs. Applications will be open until February 8, 2021.

For those requiring additional support during this challenging period, Ontario is providing an additional $10 million in support of student mental health, including funding for Kids Help Phone

to support children and youth across the province. School Mental Health Ontario will be providing mental health resources and strategies to support students during this period.

Ontario accelerates vaccinations for frontline workers

Local health care workers are receiving the second of two COVID-19 vaccinations this week.

The Ontario government is continuing the rollout of Phase One of its vaccine implementation plan by ensuring that all residents, health care workers and essential caregivers at long-term care homes in the priority regions of Toronto, Peel, York and Windsor-Essex receive a COVID-19 vaccination by January 21, 2021.

The government’s vaccine rollout is well underway since launching in December.

Frontline health care workers who participated in the successful Pfizer pilot program in Toronto and Ottawa are receiving their second doses this week. To date, 44 vaccine sites have been established.

Over 50,000 people have been administered the Pfizer vaccine, including over 26,000 vaccinations administered to health care workers in longterm care homes and retirement homes, over 20,000 vaccinations administered to health care workers and nearly 1,000 vaccinations adminis-

tered to residents.

Nearly 3,000 doses of the Moderna vaccine were administered to 24 long-term care homes between December 31, 2020 and January 3rd, 2021. Over 4,000 doses to 26 long-term care homes of the Moderna vaccine are planned to be administered between January 4 and January 6. An estimated 2 million vaccine doses are expected to arrive throughout the winter during Phase One of the province’s vaccine implementation plan.

“Ontario continues to make important progress in quickly and safely vaccinating our frontline health care workers, our most vulnerable and those at greatest risk, and we continue to administer doses to thousands of Ontarians across the province,” said Christine Elliott, Deputy Premier and Minister of Health.

“Our Vaccination Distribution Task Force, led by General Rick Hillier, has put a plan in place to get these doses distributed and administered as quickly as possible and that plan is working.”

tario received nearly 53,000 doses of the Moderna vaccine from the federal government. This first, small shipment is being used for a pilot in Toronto, York, Peel and Windsor-Essex to vaccinate residents at long-term care homes and high-risk retirement homes, with the vaccine being administered at select long-term care homes within a day of receiving the shipment.

As the rollout of COVID-19 vaccines continues, the Ontario government is investing an additional $398 million during the second wave to reduce the risk of the virus from entering long-term care homes from the community. The new funding will help homes adhere to enhanced staff and visitor testing requirements and continue to improve COVID-19 prevention and containment. The new invest-

ment brings Ontario’s total funding to protect long-term care homes since the start of the COVID-19 pandemic to $1.38 billion.

“We continue to do everything we can to help stop the spread of this virus and protect our most vulnerable, as well as the staff who have been working tirelessly to keep residents safe,” said Dr. Merrilee Fullerton, Minister of Long-Term Care. “While we rollout the vaccine as quickly as possible, we are also providing additional support to help homes detect any cases early so that the virus can be contained.”

“Ontario continues to follow the expert advice and recommendations of the COVID-19 Vaccine Distribution Task Force in order to ensure the timely, effective and ethical execution of Ontario’s immunization program,” said Solicitor General Syl-

via Jones. “This investment, along with prioritizing longterm care homes in areas with high rates of COVID-19, will help protect our most vulnerable residents and keep Ontarians safe.”

On December 9, 2020, Health Canada approved the first COVID-19 vaccine in Canada, manufactured by Pfizer-BioNTech, and on December 23, 2020 approved the COVID-19 vaccine manufactured by Moderna. Health Canada approved the vaccines after independent and thorough scientific reviews for safety, effectiveness and quality. Health Canada will continue to monitor the safety and effectiveness of the vaccine.

Ontario received 95,000 doses of the Pfizer vaccine

by December 21, with regular weekly shipments of Pfizer vaccine expected starting January 2021. Additional de-

livery sites will be offering the vaccine to the key populations by the end of January.

“We are getting the vaccine to those who need it most as quickly as possible,” said General Rick Hillier (retired).

“Every vaccination has the potential to save a life. Our focus is on getting the vaccines to the most vulnerable, as well as to the outstanding men and women who serve and care for our long-term care residents.”

As part of Phase One, Ontario will continue to focus on vaccinating vulnerable populations, and those who care for them, as more vaccines become available. As the vaccination rollout continues, it remains critically important that all Ontarians continue following public health advice to protect our communities and most vulnerable populations, and to stop the spread of COVID-19.

Small businesses need support to survive second lockdown

While predictions are that the second provincial lockdown will be more devastating than the first, local residents are being urged to support local businesses whenever possible.

The 28-day lockdown began on Boxing Day, and both Ottawa Mayor Jim Watson and the city’s top doctor, Dr. Vera Etches, said they were “blindsided” by the announcement made by Premier Doug Ford. They expressed disappointment and asked that the lockdown be reduced to 14 days within the City of Ottawa, but Dr. Etches has since backtracked with the spike in COVID-19 numbers that occurred a week later.

Nepean MPP and Minister Sport, Tourism, Heritage and Culture Lisa MacLeod appeared on CTV Morning Ottawa and supported the province’s decision for the lockdown.

“These are difficult decisions and not ones that we take lightly nor ones that we wanted to make,” MacLeod said in the interview. “We would love to keep our economy open. We would love to see our hospital capacity go down. But the reality right now is that the Queensway Carleton Hospital and the Ottawa Hospital, despite the fact that our government brought in 254 new beds, are still over 100 per cent capacity. We don’t want to be in a position where we continue to cancel surgeries that are for cancer patients or deny people that need other support in our hospitals.”

The Provincewide Shutdown would put in place time-limited public health and workplace safety measures similar to those in other

jurisdictions. Measures include prohibiting in-person shopping in most retail settings and limiting commerce to curbside pickup and delivery. Discount and big box retailers selling groceries will be limited to 25 per cent capacity for in-store shopping.

Supermarkets, grocery stores and similar stores that primarily sell food, as well as pharmacies, will continue to operate at 50 per cent capacity for in-store shopping.

Restaurants, bars and other food or drink establishments will be permitted to operate by take out, drive-through, and delivery only. Indoor and outdoor dining at restaurants is prohibited during the lockdown.

Manotick BIA Executive Director Donna Smith has continually praised the village’s business community for their patience and compliance with the rules they have had to adjust to since the pandemic began last March. She also said the support from the community toward local businesses has been tremendous.

Businesses in smaller communities like Manotick and Richmond have a better chance of surviving the pandemic than suburban and urban businesses do because of lower overhead costs. But that is certainly not a guarantee that the local retail businesses will survive.

According to the Canadian Independent Federation of Businesses, the Ontario government’s decision to extend and expand lockdowns across the province is another big hit in a long line of crushing blows to small business owners.

CIFB President Dan Kelly said the announcement of the

lockdown “guarantees the demise of thousands upon thousands of Ontario’s small businesses. The government should have used this as an opportunity to fine-tune existing restrictions based on the data, instead of expanding this blunt measure to additional regions of the province. Workers are going to lose their jobs. Business owners and their families will see their dreams crushed and their homes lost to the banks.”

One of the frustrations expressed by the business community is that big box stores like Walmart and Costco in Barrhaven are able to be open and sell the same or similar items as the small retailers that have been forced to close their doors to the public.

“Ontario has now expanded the most anti-small business lockdown measure in the country. No other province in Canada closes small businesses while allowing big-box stores to sell similar goods in-store. Our members are dumbfounded as to why their government continues to feel that it is safer to buy a book, bracelet or pair of shoes at Walmart or Costco than to buy the same items at their quiet, local independent retailer,” said Ryan Mallough, CFIB’s director of provincial affairs for Ontario. “The government has consistently chosen big box over small business throughout the pandemic. Today’s move puts a bow on an even merrier Christmas for Walmart and Costco at the expense of Ontario’s small retailers.”

“Today’s grant announcement is a step in the right direction, but the province must

open its wallet even more to help small businesses make it through the lockdown period,” added Kelly. “Let’s not forget that the government chose to close small businesses, so they cannot be expected to survive without full economic support. Nothing short of 100 per cent support for affected businesses will get them to the other side of COVID-19.”

The government is not our mom In a crushing blow to small business and morale, we have returned to the very lockdown model that the World Health Organization (WHO) warned leaders to avoid.

Premiers are being pressured by a prime minister who threatens to withhold money unless they once again shut down restaurants and small businesses that are only starting to get back on their feet.

It also appears that the ruinously expensive spring lockdown in response to COVID-19 just delayed the inevitable and that leaders are ‘locked’ into a lockdown model that does more harm than good.

The new measures are arbitrary. You can’t go to a small store where social distancing is assured but you can buy the same items at a crowded Walmart. You can’t go to a restaurant but you can shop at a liquor store. Government spokespersons justify this unfairness on the grounds that this will “save lives.”

But is that true? Do lockdown jurisdictions do better than those that don’t order businesses closed and largely allow citizens to make their own decisions?

Sweden is the best known of those countries. The Swedish government didn’t pretend that it could stop the virus. It made few laws, citizens made their own decisions about social distancing. Sweden has its economy intact, and its infections and deaths are at the European average.

Lockdowns not only hurt the poor the most, they take lives, too. All deaths are tragic, but the death of a 25-year-old to a pandemic-related suicide or overdose, or a 50-year-old to untreated heart disease or cancer, is a greater loss to society than the death of an elderly person at the end of life.

Chief Manitoba health officer Dr. Brent Roussin previously told citizens that they would have to learn to live with the coronavirus and that accepting a certain amount of risk was part of life. That’s sensible advice. Protect the vulnerable and expand hospital capacity to respond to larger numbers. Focus protection on a controlled spread. But let businesses reopen, at least in a limited way. Scapegoating small business is simply wrong. And let citizens make their own decisions.

A government can’t protect citizens against all risk.

If governments really believed that citizens must present no risk to one another, it would confiscate drivers’ licences and traffic deaths would end. Potato chips and ice cream would be forbidden – obesity kills way more people than COVID-19.

Cigarettes would be illegal.

We don’t do those things for good reasons. The government is not our mom. It can’t stop a virus. The government is overreaching.

New therapeutics and treatments have drastically cut deaths. Vaccines are arriving. The survival rate for most exceeds 99 per cent. We must shed irrational fear and not kill the economy that sustains us.

‘Life is precious’ is the moral of a horrible 2020

2020 has come to a close and I think it goes without saying that it is one of the worst years of all time and a horrible start to a new decade.

COVID-19 has affected everyone around the world, with millions of people who have died from this virus, and businesses forced to shut down. People have had to wear masks and social distance whenever they enter a store or other public venues. The pandemic has also affected people’s mental health, myself being one of those affected.

The pandemic has been going on since March of 2020, but it had not fully impacted me until the fall of 2020. At the beginning of September my doctor dropped me as his patient, and that same day my landlord informed me he was selling my house. Thankfully towards the end of September, he notified me he was going to put off selling the unit until spring 2021, but I would still have to move unless someone was to buy it for the purpose of renting it.

During the month of October, I was beyond miserable and scared after having lived with the pandemic

for nine months. There was worry hanging over me about the future, I thought we would never get out of this situation, and I was crying at least once a day. I was barely eating and when I tried to eat a meal, I felt sick to my stomach. I also felt like the coronavirus took everything I loved and enjoyed away from me, such as going to movies and restaurants with my friends, getting together with my family over Thanksgiving, going to major events at The Canadian Tire Center, going to Comic-Con to meet some of my favorite actors from movies and TV and finally as an Algonquin student, being at the college campus.

But after a month of being miserable, there were a few things that worked to get my mind back to a more calm state. The first was realizing that the virus didn’t take everything from me, none of my family member or friends have been infected with COVID and I am grateful for that, as well I spent much more time with my parents and my brother during the pandemic than I had before. I realized that my family has always been lucky when it comes to finding the right home to rent and I’m sure

when springtime comes we’ll be lucky again. I know I will always have a home no matter what happens.

Then the biggest news happened in November, they had discovered four vaccines that are very effective and will work to get Canada and the rest of the world back on track. Finally, as we entered December of 2020 I finally realized that life is about the people you love and, the bond that keeps us together. Going to movies, live events and conventions are fun and I will continue to go to them when the pandemic is finally over, but at the end of the day, they are not worth anything without family and friends to share them with.

I’m going to keep seeing my parents, my brother, my sister, and my friends as often as I can when life gets back to normal.

When this is over, I’m going to get my driver’s license, socialize as much as possible and continue my education at Algonquin with hopes of getting a fulltime job in my chosen field.

I am certain by 2021 we will all be given a second chance and I won’t stop enjoying life and moving forward until I’ve taken my final breath.

As numbers rise, we must follow COVID-19 precautions We had pinned our hopes on 2021 being a lot better than 2020. I know it’s early days, but so far, it’s pretty clear we are in for more of the same pandemic lousy news, especially if more of us do not start doing what is necessary to bring the COVID-19 numbers down.

As I write this, Ottawa is in the Red zone, with cases continuing to rise.

Ottawa Public Health officials blame gatherings over Christmas and exposure in the workplace. We’ll see the fallout from New Years’ in a day or two, but no one doubts the number of cases will be higher.

Our Medical Officer of Health, Dr. Vera Etches, says most of those in the hospital now are in their twenties and fifties. It is not just elderly patients in Long Term care homes that are at risk. Yes, many people who contract COVID-19 recover,

but many others do not.

I urge you to please continue to follow all public health precautions to contain COVID-19.

Wear a mask when out in public, even while walking on paths or skating. The virus is not stopped by cold weather. Wash your hands and physically distance.

I know we are all tired of hearing this, especially from politicians and bureaucrats, many of whom have travelled and exhibited selfishness that should get them fired, but that doesn’t change the science.

We are smart people.

Until we all take personal

responsibility, the pandemic will affect our lives for a long time. None of us want that. The cost socially, emotionally and economically is too high.

With Ottawa in red zone, it still feels like 2020

Well, it’s not 2020 anymore. It only feels like it. As of Monday, January 4, 2021, Ottawa is in the red “Control” zone of the Ontario Covid-19 Reopening Framework. This comes as a result of the number of positive cases in Ottawa has increased and we now meet the criteria for this zone.

That said, we are still under the restrictions and regulations for the Provincewide Shutdown until such time that the Shutdown is lifted. As you know, the restrictions from the Provincewide Shutdown started on Saturday, December 26, 2020 and will continue in Ottawa until Saturday, January 23, 2021. I know many were hoping this might be lifted sooner than the full 28 days. I think it is safe to say that will no longer happen.

Under the provincewide shutdown, indoor gatherings are limited to your household (the people you live with). Individuals who live alone and single parents may consider having exclusive close contact with one other household to help reduce the negative impacts of social isolation. Limits for outdoor gatherings must comply with general public health advice on physical distancing and are limited to 10 people.

The Chief Medical Officer of Health of Ontario advises Ontarians to limit trips outside of the home to trips for essential purposes only. This means that we cannot go to places like Dominican Republic. As it happens, politicians are not exempt from such travel restrictions. Not everyone got that memo.

Essential purposes include: • Going to work • Accessing health care and medication • Grocery shopping • Child care • Exercise (remaining in the community where you live) • Walking pets when required • Supporting vulnerable community members to meet

And now, portions of most recent statement (January 5) from Ottawa’s Chief Medical Officer of Health, Dr. Vera Etches: Today, we round another corner with the distribution of the Pfizer-BioNTech COVID-19 vaccine in longterm care homes.

As an initial rollout in Ottawa, Pfizer has lifted restrictions to allow the Pfizer COVID-19 vaccines to be administered in locations outside of The Ottawa Hospital. The

COVID-19 vaccine rollout will continue today starting with residents of the Perley and Rideau Veterans’ Health Centre receiving the Pfizer vaccine.

This is the first opportunity to bring the Pfizer vaccine to residents, when previously people could only be administered this vaccine at The Ottawa Hospital due to the cold storage requirements.

This is another encouraging milestone in our COVID-19 response. We have seen the disproportionate impact COVID-19 has had on people living and working in longterm care and retirement homes. We are now one step closer to helping protect those in the community who need it most. We are working closely with our long-term care partners, The Ottawa Hospital and the City to have all eligible residents of Ottawa’s 28 longterm care homes vaccinated against COVID-19 as soon as possible, depending on vaccine supply.

There is cause for hope.

Hope for our long-term care staff and residents, and hope for all of Ottawa. And while it’s important to remain hopeful, we must also remain cautious and return to the practices that kept transmission low before the December holidays. Thank you to all who have been doing their best to stay home.

Unfortunately, we are now securely in the red category of the Province’s framework according to our numbers and the provincewide shutdown restrictions remain in effect for Ottawa. Until vaccines are widely available it remains important to take steps to protect yourself, your loved ones and our community against COVID-19. This includes staying home as much as possible, limiting your close contacts to those in your household, keeping two metres distance from others, wearing your mask and washing your hands often.

Avoid crowded places.

I am very concerned about the current situation in Ottawa, so I want to address a couple of myths.

New rules for outdoor skating rinks and sledding hills Ottawa’s Medical Officer of Health, Dr. Vera Etches, has issued an order under the Health Protection and Promotion Act to restrict the number of people at skating rinks and sledding hills to 25 at one time – ensuring physical distancing to help prevent the spread of COVID-19.

For the City’s four outdoor refrigerated rinks, the City will implement an online reservation system to book free 45-minute skating times at ottawa.ca/skating.

Starting this Saturday, January 9, reservations will be required to skate at the following peak times: - City Hall Rink of Dreams, 9 am – 11 pm daily - Jim Tubman Chevrolet Rink of Dreams, 10 am – 10 pm weekends, 8 am – 10 pm weekdays

- Lansdowne Park Skating Court, 9 am – 10 pm weekends, 5 pm – 10 pm weekdays *hours subject to change - Ben Franklin Place Skating Rink, 9 am – 10 pm weekends, 5 pm – 10 pm weekdays *hours subject to change Those who have made a reservation must show a copy of their confirmation email upon entry, either on a mobile device or on a printed-out paper.

Refrigerated rink openings are weather-dependent, so be sure to check ottawa.ca before arriving for your reserved skating time. The 25-person limit remains in effect at all times.

The reservation system opened on Friday, January 8 at 6 pm for residents to book skating times for Saturday and Sunday.

Moving forward, reservations can be made up to

two days in advance with new spots opening at 6 pm daily. A maximum of four skaters can be booked on each reservation.

For community outdoor rinks and sledding hills, the 25-person capacity also applies. Think about others and limit your time during busy periods so everyone can get a chance to skate or sled. Residents are encouraged to come back at another time if the rink or hill is at capacity. Onsite signage will be posted and rink ambassadors will help to make people aware of the 25-person limit. Additionally, a dedicated team from By-law and Regulatory Services will proactively monitor these areas.

The order from Ottawa Public Health addresses reports of large crowds at skating rinks and sledding hills– impeding the

ability to maintain proper physical distancing of two metres. In addition, Ottawa is currently under a 28-day provincial shutdown and it has seen a steady increase of cases over the past week – including four straight days where the counts exceeded 100 cases.

In addition to the Order, under Provincial Regulations no team sports are permitted and the City is directing that only skating take place on all rinks with no sticks, pucks, balls or other sports equipment permitted on the ice. People are reminded that masks must be worn in public accessibility areas that are within 15 metres (50 feet) distance of the edge of the ice surface. While masks are not mandatory when skating, OPH recommends wearing one for added protection.

In fact, most transmission is occurring among private gatherings with friends, family and neighbours, and more in workplaces without public health measures like mask wearing or distance.

Additionally, there seems to be a misconception that hospitalizations are mostly people from long-term care and retirement home settings. This is not currently the case. At this moment, all hospitalizations are people who are coming from the community. This includes people in their 20s, 40s, 50s and 60s. The current rate of increase in hospitalizations is not manageable. We all must remain COVID wise at all times, even when we’re outdoors.

Last week the City announced a temporary mandatory mask by-law for all outdoor refrigerated and community skating rinks. To keep each other safe and reduce the transmission of COVID-19, skaters not from

the same household must keep two metres apart on and off the ice. Masks are not mandatory while skating but are highly recommended.

The rate of the increase of COVID-19 in the community is too fast for the hospitals to be able to avoid canceling surgeries again if the rapid rise continues. Yet we know the worst numbers are likely still ahead of us as we are only starting to see the outbreaks related to gatherings over the holidays.

Outbreaks have doubled in the last week and hospitalizations are starting to increase again.

Vaccinating directly in long-term care homes will help save the lives of those who are most at risk. And one day soon, the vaccine will be available to everyone in Ottawa who wishes to receive it.

Transportation, traffic issues a key priority for 2021 in Manotick As we start 2021, I want to focus on a key priority for the Manotick Village and Community Association (MVCA) this year: transportation issues. Transportation issues, including truck traffic on Bridge Street, speeding, pedestrian safety and safe cycling, have been a priority for the MVCA since its creation but we have an opportunity to make some headway this year with upcoming on transportation and winter maintenance standards. These issues are ones that we hear the most about through our social media, letters and questions asked at our Annual General Meeting.

The most common questions are: 1. What can we do about the trucks on Bridge Street?

2. How do we get pathways plowed in the winter?

3. How do we get better, safe sidewalks throughout the Village, particularly along Main Street south of Mahogany Landing?

These are all important issues for Manotick residents and while the Board of the MVCA has been working to find solutions to each one of these, we continue to

This year, it is particularly critical for us to tell the City what we need in the Village by participating in two key consultations taking place in 2021: update of the Transportation Master Plan and a review of the Winter Maintenance Quality Standards.

Truck Traffic and Speeding

Although we have been successful in getting the installation of the speed boards and a reduction in speed to 40 kmh on Bridge Street and Main Street, as well as a stop light at Bridge and Dickinson to make it easier for seniors to cross Bridge Street, we continue to deal with increasing truck traffic and wide load trucks that hang over the sidewalk and cut the northeast and south east corners at Bridge and Main endangering the lives of pedestrians.

Every year, we present submissions calling for implementation of solutions to reduce the truck traffic including addressing safety issues for pedestrians at the corner of Bridge and Main Street with the installation of bollards, moving forward with the Multi-use pathway on the south side of Bridge Street, and installing radar cameras on Bridge Street.

Our last submission for Budget 2021 resulted in the following response from City staff to reducing truck traffic by removing the truck route designation: “Unfortunately, the City is unable to remove this link from the truck route network without first undertaking a comprehensive study to determine the impacts on the greater network. Changes of this magnitude can only be accomplished as part of a broader review of the overall Truck Route Policy at the Transportation Master Plan level.”

truck route, it would require Council approval for a study of truck volumes. In the meantime, we continue to put forward this request as part of City consultations on budget and transportation.

The MVCA is also working with Councillor Moffatt to support a pilot project on ways to reduce the volume of trucks travelling across Bridge St. by implementing time of day or size of truck restrictions.

For example, the volume of trucks is higher in off-peak hours when the number of pedestrians increase on our sidewalks. This project is in addition to ongoing discussions about instituting more safety measures at the intersection of Bridge and Main to prevent longer and wider trucks from cutting that corner, causing a safety issue for pedestrians. The City has indicated they will be reviewing this issue as part of the Pedestrian Safety Program.

cated these items would be considered under the Active Transportation Master Plan which is currently being updated to align with the Transportation Master Plan update and new Official Plan.

Pedestrian safety

There are a couple of areas of the Village where snow clearing has become an issue – the sidewalk on Dickinson Street between Mill and Tighe Streets; and the pathway linking Mahogany Development with the Village core.

The Dickinson sidewalk is too narrow for a City plow to navigate and too small to warrant snow clearing efforts according to City staff.

This year, Councillor Moffatt was able to implement a winter parking restriction along that block so that residents can at least safely walk on the street.

The MVCA has been lobbying for the addition of sidewalks or multi-use pathways on Main Street south to Century Road, along Eastman Avenue and along Bridge Street. We have also been trying to find a solution to the unsafe sidewalk on Currier leading into the Manotick Mews. The responses from the City to date have focussed on the challenges of putting in sidewalks on roads that are serviced by storm water ditches – in spite of the fact that sidewalks have been installed in other areas of the City adjacent to ditches.

Report unsafe driving practices

You can report problem intersections (where there are many rolling stops for

example), general speeding or non-observance of traffic laws without details about specific vehicles. Submitting these reports help the Ottawa Police assess where it needs to allocate resources.

You can submit a report at www.ottawapolice.ca/onlinereporting If you do see specific instances of speeding, distracted or dangerous driving, note the licence plate, make of the vehicle, date and time of the offence and any other details of the incident and file an online report or call 613-2361222 ext 7300. If there is an immediate danger to other drivers or pedestrians, you should call 911.

You can write Councillor Moffatt at scott.moffatt@ottawa.ca and Councillor Darouze at George. darouze@ottawa.ca about road safety issues in your neighbourhood. Both councillors are aware of the safety issues but if more people demand improved road safety, it helps them to move safety of our roads to a higher priority of City Council. Shiverfest Update

With the new restrictions imposed by Ottawa Public Health to reduce the transmission of COVID 19, the organizers of our annual winter carnival have reluctantly decided not to go ahead with Shiverfest. We were hoping to hold toboggan and snowshoe races in Centennial Park but that is no longer feasible.

Instead, we will be focussing on a Shiverfest snow man building contest with details to be posted on our web site, Facebook page and Twitter in the coming days. We also hope to organize future virtual activities in the next two months. We look forward to seeing all of you in person at

Shiverfest in 2022!

A keeper for any holiday dessert trays The holiday season is a time when families across the globe look forward to the traditions they’ve passed down from generation to generation. Holiday baking is one such tradition in many families.

From cookies and pies to brittles and fudge, there’s no shortage of sweet treats come the holiday season.

But who’s recipe collection couldn’t benefit from another delicious addition?

That’s just what can be found in “Toffee Cheesecake Bars” from “Taste of Home Healthy Cooking Cookbook” (RDA Enthusiast Brands) by the Taste of Home/Reader’s Digest

Kitchens.

Toffee Cheesecake Bars Makes 21⁄2 dozen 1 cup all-purpose flour 3⁄4 cup confectioners’ sugar 1⁄3 cup baking cocoa 1⁄2 cup cold butter 1 8-ounce package reduced-fat cream cheese 1 14-ounce can sweetened condensed milk 2 eggs, lightly beaten 1 teaspoon vanilla extract 11⁄4 cups milk chocolate English toffee bits, divided 1. In a small bowl, combine the flour, confection-

ers’ sugar, cocoa and baking soda. Cut in butter until mixture resembles coarse crumbs. Press in the bottom of an ungreased 13-inch x 9-inch baking dish. Bake at 350 F for 12 to 15 minutes or until set.

2. In a large bowl, beat cream cheese until fluffy.

Add the milk, eggs and vanilla; beat until smooth. Stir in 3⁄4 cup toffee bits. Pour over crust. Bake 18 to 22 minutes longer or until center is almost set.

3. Cool on a wire rack for 15 minutes. Sprinkle with remaining toffee bits; cool completely. Cover and refrigerate for 8 hours overnight.

Getting a new family calendar was always a New Years highlight This is the season for calendars. They make their bright invasion even before the old year is laid to rest. This story may stir a memory in some older readers; everything was a little/lot different say 60 years ago or more.

Most calendars had one picture for the whole year and a small “pad” with one page for each month that was torn off at the beginning of the next. The large, impressive calendars advertised insurance companies, hardware stores, gas stations, barbershops, general stores, coal distributors and more. The pictures

may have been of sailing ships, purple mountains, waterfalls, foreign countries, animals, and cupid like girls! Sometimes children would argue for “the one with kittens” or “the one with airplanes”; Dad or Mother settled things.

Often Mothers would save the calendar picture at the end of the year and frame it. Some calendars had more space to write notes,

time of appointments like today’s, by the end of the year the calendar was tattered, smudged, fingerprinted and jelly smeared.

They were reluctant often, to dispose of this living history of things that mattered. Events like football games, hockey games, skating lessons, soccer practices, dental appointments, plays, parties, dances, yes and meetings too. Hopes, disappointments, tragedies – finished now, over – only a few remain in the memory. We may gaze at it one more time before recycling it!

And gazing at the new one, bright, so clean, un-

marked, we ponder: what record will be written there before another year has passed? The calendar that hangs in the kitchen is more than a sheaf of dates – it may be seen as the family history How wonderful that each year presents us with this great, new shining package of time. How promising its contents, mysterious, thrilling, challenging, in some ways almost frightening and yet how marvelous – that we can discover those contents only as we live. Life is so dear, each year is so dear, and each day is so dear. We must go forward

and as we do; we cannot keep one foot in the past and one foot in the future – we must keep both feet in the present. The future

really is just the unfolding present!

This application was designed to help students feel safe in the community by connecting them with parents in a simple and discreet way. As is evident, I am very passionate about a making a difference in the lives of the people in our community. Despite the awards, my biggest accomplishment is the difference that I’m able to make and see in others.”

School Activities: “I am extremely passionate about leadership, and love

getting involved. I have participated in the St. Mark Leadership Camp since my first year at the school. There, I was introduced to the many clubs where I have participated, including I Matter you Matter or IMUM, Ontario Students Against Impaired Driving or OSAID, Den Reps, Globally Local, Women Empowerment, Peer Helpers, and Best Buddies.

“Through these activities, I was able to create lasting relationships with my peers, make a difference in their lives by speaking out against various societal issues, as well as plan activities that uplifted them. This

fuelled my passion for leadership, and motivated me to take on an even bigger role in the school community.

“My most prominent activity at school is the Student Leader of the Headstrong Mental Health and Wellness club, where I continue to raise awareness about various issues surrounding mental health, as well as promote mental wellness through various activities.

“This club remains an outlet for my creativity.

I constantly seek innovative ways to help students who are struggling. Designing a bulletin board with inspiring messages, planning stressbusters,

hosting yoga sessions, or creating motivational videos are some of these.

Transitioning Headstrong to an online platform, which allows online and in-class students, as well as others in the community, to be inspired and motivated to strive for mental wellness.”

hoping to attend university next year and take part in a science-based program (specifically in biochemistry or biomedical sciences). From there, I hope to attend medical school and become a paediatrician. Home-based entrepreneurs supported with ‘How to’ guide Vendors who sell baked goods, home made treats and other food items at local outdoor and farmer’s markets are getting some support from the province.

The Ontario government is supporting home-based food businesses by providing a guide on how to start a home-based food business, which includes an overview of public health requirements that need to be followed as a food operator. To further support these entrepreneurs, the government has also made regulatory changes to allow more flexibility to sell lowrisk, home-prepared foods.

These supports are part of the government’s continued efforts to help small, independent businesses succeed and contribute to Ontario communities during COVID-19.

“For many local entrepreneurs, they start with a

love of food and a cherished family recipe, whether it’s grandma’s apple pie or that new take on homegrown pickles, jams and preserves, and try and turn their passion into a successful business,” said Prabmeet Sarkaria, Associate Minister of Small Business and Red Tape Reduction. “Our government applauds them for their vision and effort and we are doing everything we can to help them seize new opportunities without compromising Ontario’s high standards for food safety.”

Low-risk foods are considered non-hazardous and do not require refrigeration.

They include items such as baked goods, pickles, jams and preserves, chocolates, hard candies and brittles, fudge and toffees, granola, trail mix, nuts and seeds, and coffee beans and tea leaves.

All food premises, including home-based food businesses, must adhere to requirements under the Health Protection and Promotion Act (HPPA) and the Food Premises Regulation, as well as periodic inspections by

their local public health unit.

Home-based food businesses that prepare only low-risk foods are exempt from certain regulatory requirements, such as specified handwashing stations in food premises, compliance with commercial dishwashing requirements and food handling training certification.

Balancing winning and improving important as Sens start season

By Jeff Morris It’s a tricky question for Ottawa Senators coach DJ Smith and GM Pierre Dorion.

Is the focus for the 202021 season on winning, or is the focus on developing young players for the following season?

In a perfect world, the answer is all of the above.

Throwing a wrench into this question is the fact that there were no pre-season games for the coaches to evaluate talent this year.

There are new faces and young faces, and the coaches have to make their evaluations on practices and scrimmages without seeing them in game situations.

There are specific groups of players on this team. Forwards Tim Stuetzle, Evgenii Dadonov and Brady Tkachuk, defenceman Thomas Chabot and goalie Matt Murray are the

franchise players that the team will be built around.

There are the short-term players on one-year deals like Derek Stepan, Erik Gudbranson and Alex Galchenyuk, who will make the team competitive and bring some veteran leadership. There are also veterans like Connor Brown, Chris Tierney, Nikita Zaitsev and Mike Reilly.

And then there are the Sens of the future. There are high hopes for centres Josh Norris and Logan Brown. Wingers Drake Batherson and Alex Formenton have torn it up in the AHL, but are they ready for the NHL? One of the biggest challenges the coaches have faced during training camp has been managing the

personnel on the blueline.

Choosing which seven defencemen will play is where the question of playing now vs. playing in the future comes into play.

The Senators’ top pairing to start the season will likely be Thomas Chabot and Erik Gudbranson.

Chabot is emerging as one of the NHL’s premier defencemen while Gudbranson, an Orleans native, is a former third overall draft pick. Nikita Zaitsev is the number three defenceman. After that, things get crowded.

Perhaps the most intriguing of the young defenceman is Christian Wolanin. The 25-year-old son of former NHLer Craig Wolanin played just three games sandwiched between an injury and the abrupt end to the season in March.

He belongs in the NHL, but where will he fit in?

“I think he’s a unique puck mover,” Smith said

of Waloanin. “I think he can make plays and join the rush. He’s really good on the power play. Like most young D, he’s going to have to learn to defend at the National (Hockey) League level – box out, face the puck, all those things that younger defencemen sometimes have trouble with. Unfortunately, he only played three games, but we have a good one in him. He’s going to be able to help us break out much better this year.”

Wolanin is on a one-way deal, meaning he would have to clear waivers if the Sens were to send him to their AHL affiliate in Belleville. Despite that, Wolanin is taking nothing for granted.

“I was raised with my dad telling me that the NHL is a try-out every single year,” Wolanin said.

“It doesn’t matter who you are, it doesn’t matter what position you’re in. It’s a

league where you’ve got to earn your spot every night. That’s the mentality you have to have. For me, personally, I just know that deep down and within myself that I belong in the NHL and I just have to prove that to the coaching staff.”

Although there are little expectations with the young and rebuilding team, Wolanin said the Senators are ready to be competitive.

“I’m sick of the ‘next year is our year’ kind of attitude,” he said. “You only have so long as a player and your window is only so open. So I’m ready to play right now, and I’m ready to start winning right now.”

The Senators open their season with four televised home games, as they face Toronto Friday and Saturday night, and Winnipeg Tuesday and Thursday night before a western road trip.
