NEWS FROM QUEEN’S PARK

As of March 18, more than 1.3 million vaccines have been administered in Ontario. Phase one of the vaccination process now includes seniors over the age of 80, who are now able to book appointments to receive the vaccine. ONTARIO MAKES HISTORIC INVESTMENT IN LONG-TERM CARE, INCLUDING THE OSGOODE CARE CENTRE

The Ontario government is making an historic investment in 80 new long-term care projects, including the Osgoode Care Centre. The Osgoode Care Centre, located in Metcalfe, is being allocated 60 new spaces and 70 upgraded spaces. The project will involve renovation and addition and will result in a 160-bed home in Metcalfe.

This is incredible news for the residents of Carleton, and in particular the communities of Metcalfe, Greely, Osgoode, and surrounding areas. Carleton is home to a large population of seniors who have lived and worked in their communities their entire lives.

Many have been waiting for accessible long-term care beds that are closer to home, so that they can continue to be active and involved in their communities. This funding will enable the Osgoode Care Centre to build new beds and redevelop its existing beds, which in turn will provide more opportunities for seniors, their caregivers, family and friends, to remain close together.

These spaces are part of the government’s delivery of 30,000 much-needed long-term care spaces over ten years.

In addition to modernizing the long-term care sector, these projects will help reduce waitlists and end hallway medicine. Provincewide, these investments also support key government priorities, including eliminating three and four bed ward rooms, creating campuses of care and providing new spaces for Indigenous,

Francophone and other cultural community residents.

ONTARIO PROVIDES ADDITIONAL PROTECTION FOR RETIREMENT HOME RESIDENTS AND STAFF

The Ontario government is investing $30 million to help the retirement home sector cover COVID-19 related costs such as hiring, training and testing additional staff, and sanitizing residences and purchasing supplies to prevent and contain the spread of infection. This funding is in addition to the $30.9 million that the province provided retirement homes earlier in the pandemic.

Seven homes in Carleton will be receiving over $290,000 in funding to help cover Covid-19 related PPE costs to assist with infection prevention and control measures: • Hazeldean Gardens Retirement Residence –

$62,412.87 • Manotick Place Retirement Community – $46,413.02 • Orchard Walk Retirement Living – $48,853.68 • Richmond Care Home – $19,837.00 • Richmond Lodge – $16,582.80 • Stittsville Villa – $35,023.30 • Wildpine Residence – $64,039.97 Ontario has more than 770 licensed retirement homes and many are run by small operators who urgently need the government’s support to deal with rising costs related to fighting COVID-19. Ontario’s retirement homes have been working cooperatively with public health officials across the province to ensure best practices are being followed to prevent and control COVID-19 and to help get residents and staff vaccinated.

Man’s body found on Richmond trail, homicide unit investigating

By Jeff Morris The Ottawa Police Service Homicide Unit is continuing its investigation of the death of a man found on a snowmobile trail off Dobson Lane near McBean Street on Richmond Road.

On Sunday, March 7 at approximately 9 a.m., a man’s body was discovered by a passerby on the snowmobile trail. Police blocked off McBean Street at Ottawa Street, south of South Carleton High School, while investigators worked the scene.

Police identified the victim as 40-year-old Leo Santostefano of Ottawa. The victim is

from Gloucester, where his family still lives.

Ottawa Police told the Manotick Messenger/RichmondHub earlier this month that they were searching for a 2008 silver four-door Nissan Altima with fresh damage, scratches on the rear left side of the bumper, and part of the muffler missing. The Ontario license plate was CKZC 717.

The vehicle has since been recovered.

Ivana Santostefano, the victim’s mother, told CBC that her son was a gentle soul.

She also said she had last seen him the day before his body was recovered. She said she saw him when he left for the dents and over 23,000 workers in retirement homes have received the first dose of a COVID-19 vaccine, and of them over 35,000 residents

South Carleton HS to be impacted by new Stittsville school

The construction of a public secondary school in Stittsville may bring changes at South Carleton High School, but it won’t lead to the school’s closure.

The province has given Ottawa-Carleton District School Board approval to proceed to award the tender for a new Stittsville Secondary School. The announcement was made through a media Zoom call last week.

Carleton MPP Goldie Ghamari was joined by Education Minister Stephen Lecce, Ottawa-Carleton District School Board Chair and local trustee Lynn Scott, and Stittsville Councillor Glen Gower on the Zoom call.

The $48 million Stittsville school will include spaces for 1,353 students in grades 7-12. The school is scheduled to open in 2023, which is one year later than initially planned.

“The funding for this new school is great news for our

community,” said Ghamari.

“This investment will provide a quality learning environment and new opportunities for the children of Stittsville.”

The school is the fourth to be announced in the Carleton riding since Ghamari became the MPP. A Riverside South public high school and two elementary schools have also been announced in the riding.

“That is unprecedented advocacy and speed,” Minister Lecce said of the four Carleton schools. “That doesn’t happen normally.

This speaks to the need and speaks to the strengths of your local member pushing hard. I want to thank Goldie for being an unapologetic defender in her community.”

Scott said the school has been a priority for the OCDSB since 2006. Despite the delay by a year, she added that “if there’s anything we can do to expedite getting it finished, we will do it.”

bused to South Carleton High School. Scott said that the new school would not have a negative impact on South Carleton, but it could open the doors for some changes.

“We want to make sure that South Carleton remains a healthy and viable school,” Scott said. “We have some long term plans for that. A lot of that depends on having the guidelines released for pupil accommodation reviews.”

Typically, a reduction in students results in a reduction in programming. Scott was confident that South Carleton’s programming would continue to be strong. “(The new school) certainly will reduce the total enrollment at South Carleton, but we do have a fairly strong enrollment from the rest of the area excluding Stittsville,” she said. “I

Spring is an inspiration time of transition Yes, it is almost Spring!

What a great time of the year. In some respects, it is only because of the winter season, in giving us the cold, snowy, blustery weather, that we fully appreciate the wonder of spring. Thanks winter!

I begin to imagine the spring days to come when I can clean up outdoors, trim and rake and dig; get my hands dirty in the deep, dark earth. But I will have to wait a little longer; it is not yet time. Winter always gives way to Spring; we

can trust the seasons and their timing, but we find ourselves in a transitional state. Transitions are inbetween-times or periods of waiting. Many of us find it uncomfortable and frustrating to wait and are usually ready to jump into the next thing. Transitions are

usually subtle and change rarely happens overnight and might be compared to layers that unravel, like day to dusk to dark to dawn as it merges into day again.

When seeds are planted in the fertile soil, they first make roots that are reaching down into the earth. Roots grow first because they provide the strength to hold up the plant as well as to absorb the nutrients to grow the stem, sprout, and green leaves. I think seeds offer us a metaphor for our lives.

We should take advantage

of this seasonal transition to “till the soil of our lives”.

Which seeds have we sown, where are our roots growing, we need to fertilize our lives with more love.

Life’s path, much like the path of Spring, encounters mixed emotions; we need both the rain and the sunshine. Live life with a sparkle, look forward to each hour, live life with a sparkle and show it in your face!

Pandemic recovery for all: Support women and children worldwide

The Editor, Canadians agree that the impacts of COVID-19 have been devastating. With the pandemic exacerbating existing inequalities, people everywhere are suffering and will continue to face challenges for years. Yet, COVID-19 is not affecting everyone equally.

Marginalized groups are now being put in more precarious situations and will face more barriers while recovering from the effects COVID-19. Before the start of the pandemic, the poverty rate for women was predicted to decrease

by 2.7% between 2019 and 2021, yet it is now estimated to increase by 9.1%, causing 47 million more girls and women to fall below the poverty line. This will lead to an increase in supply chain disruptions, economic crisis, and famine.

These inequalities have created a dangerous gap that threatens the lives and wellbeing of many. The Global Financing Facility is a global partnership committed to supporting women and children through health and nutrition programs. Canada has a responsibility to support people in low and mid-

against the hazards of Covid (and all with a smile). We are thinking in particular of the Independent Grocers and Home Hardware in Manotick but we’re sure that there are many more that perhaps we do not visit as frequently.

With a touch of spring and a hint of vaccine in the air, perhaps these precautions will no longer be needed in a few more months and we can all get back to “normal”. In the meantime we can all continue to appreciate the good services of our local community businesses, including our local paper.

OC Transpo must modernize the way it serves suburban riders A Facebook comment on one of the community pages in my Ward recently caught my attention. A resident of Riverside South mused about how nice it would be if a bus were available to take her to Manotick to use the public library there. I desperately want inter-community routes for potential riders just like this!

Public Transit in Ottawa is a vital but expensive service offered to the residents of Ottawa costing an estimated 672.9 million dollars in 2021.

Last year, the taxpayer was losing almost a million dollars a week due to plummeting ridership, which is why I want to find a way to

get people back onto public transit by making it convenient, efficient and keeping it affordable.

I am pushing OC Transpo to embrace a different way to serve suburban residents who wish they could get to a doctor’s appointment or the local shopping plaza without using their car. Public Transit doesn’t meet that need very well, and with more people working in their commun-

ities, the demand is real.

Riders have all but abandoned the buses going downtown. They’re working from home; we are not sure when the commuters will return. Ridership now sits at 27 percent of prepandemic times. One year after the pandemic was declared, OC Transpo still runs buses, largely empty, on all those routes. I find it frustrating and wasteful, especially since the taxpayer has lost millions over the past year.

There is a solution, one I found while researching transit alternatives. It’s called on-demand transit, an idea I raised earlier this spring with Transpo of-

ficials. On-demand transit would allow OC Transpo to optimize the low ridership bus routes, supplementing them with on-demand options. An example could be someone who only needs to get to the doctors’ office or the grocery store, places in the suburban area where few people take the bus because it’s not convenient.

Residents who need a bus would book a ride through an app. They choose the closest stop to their home and indicate when and where they want to go. The software does the rest! The best part is that we get to use our buses and operators.

The fear of service cuts

and layoffs has some ready for a fight, but on-demand transit is all about enhancing service, not cutting it.

Admittedly, I like to accomplish things fast. Working almost 40 years in the private sector, where I was expected to complete tasks quickly and efficiently, I’m not used to a slower moving process in the public service.

When I enquired about on-demand transit and the possibility of working with private-sector companies during the Transit Commission Meeting on March 17th, Transit Boss John Manconi explained many companies that sell ondemand transit options had

approached the city, but that staff doesn’t have time to undertake what would be a lot of work.

I didn’t like that answer, and I have no intention of stopping until we see a pilot project underway. Ordinary people have had to endure so much in the last year. Everyone has had to change, adapt and grow to meet the challenges of the pandemic. I want the public service to do the same. Let’s modernize our public transit service to meet today’s needs. Public transit is essential, and we all pay for it, whether you use it or not, so let’s turn it around and get Ottawa moving again.

Local cyclist sets world record in Richmond

By Jeff Morris A world record was set in Richmond on Friday, March 12.

Cyclist Lucy Hempstead will enter the Guinness Book of World Records for cycling more than 812 kilometres in 24 hours on a stationary training bike. The previous world record for greatest simulated distance on a static cycle in 24 hours by a woman was 680km.

The 20-year-old hopeful for the 2024 Olympic Games in Paris accomplished the feat in 12 two-hour increments.

Hempstead’s world record ride was part of this year’s ‘Crush Covid: Ride for Mind’ event held by her cycling team, the Toronto Hustle. The event was to raise money for mental health support and initiatives at Michael Garron Hospital, which provides care for many low-income and racialized individuals and families.

The goal of the event was to raise $380,000 in donations. The final tally came in at close to $420,000.

For Hempstead, the 24hour ride was about more than just breaking a world record.

“Mental health is a 24-hour-a-day struggle,” she said. “Exercise is an amazing way to deal with stress and improve your mental health.

I have struggled with my own mental health, so this means a lot to me.”

Her biggest worry heading into the 24-hour ride was “bonking,” a term used in cycling when you have “nothing left in the tank.”

She said she would be eating “everything I can get my hands on” during the ride, but even that can’t always combat the extreme calorie burn and strain that a ride like this would have on one’s body.

The ride began Fri., March 12 at 6 p.m., and by the following morning, she was struggling. She focused

on the music she was listening to and dug deep, and was able to keep going. By 2:30 p.m. Saturday, she hit kilometre number 681 to establish the new record.

The rest of the ride was an exclamation point.

Hempstead was confident going into the ride. She had done all the training and preparations necessary to know that if everything went has planned, the record was going to be hers. But just setting a new record was not enough.

“The competitive part of me wanted it to break it significantly,” she said.

She beat the record by 132 kilometres.

New to cycling

Although she has her sights set on the 2024 Olympics, cycling is a relatively new sport for Hempstead.

She was well known a runner in high school, specializing in the 400 metre hurdles.

Two years ago, she attended

University of Ottawa on a track scholarship.

Hempstead had always been a versatile athlete. She played soccer, volleyball and ultimate frisbee. Her bicycle was nothing more than something to get from Point A to Point B. She was also having injury problems with a stress fracture in her foot.

Encouraged by her mother, Hempstead went to fitness testing session for the RBC Training Ground. The program was recruiting Canadian athletes and evaluating them to see if they had the potential to be future Olympic athletes.

Service Line Warranties of Canada letters are legitimate In recent weeks, many residents have received letters from a company known as Service Line Warranties of Canada. To be upfront and clear about this letter, it is absolutely a legitimate program that the City of Ottawa supports. Many have expressed concerns that it could be a false letter, but I can assure you that is not the case. Allow me to provide some background and explanation as to what this is all about.

On February 24, 2016, Council approved an update report on the Residential Protective Plumbing Program. That report included a recommendation to delegate authority to the General Manager of Environmental Services to implement the Service Warranty Program.

This recommendation was based on a program review that examined best practices in other large scale Ontario municipalities, which identified this as a voluntary opt-in service for residents that could help address ongoing issues related to the private portion of water and sewer services, including unpredictable failure, lack of homeowner awareness, and high cost of repair. It was also indicated in the report that this program would be offered to residents at no cost to the City, with a five per cent royalty being provided to offset internal administrative costs. As part of this program, it was also stated that SLWC would be permitted to use the City’s logo on its information materials, as approved by the City.

Following Council’s approval of the 2016 report, staff began working in consultation with Legal Services and Supply Services staff, using lessons learned from other Ontario municipalities, to negotiate and execute an agreement with SLWC, consistent with the delegated authority provided by Council. On December 11, 2020, Council was

They are also endorsed by the Association of Municipalities of Ontario. It is for these reasons that the City looked to SLWC to provide this opportunity for residents.

One of the key considerations of the Residential Protective Plumbing Program was the fallout from the Glen Cairn flooding of 2009 in which many property owners were left to cover costs from damages sustained from sewer backups. This program has also offered financial assistance for the installation of protective plumbing devices for residents who qualify. This is infrastructure that is the responsibility of the homeowner, but it is connected to a municipal service. The Program, and the SLWC partnership, merely seeks to provide some assistance in the event that a failure occurs.

It is important to note that the SLWC Program is a voluntary program. There is absolutely no requirement for residents to enroll in the repair plans offered by SLWC. While SLWC does offer plans for residents on private septic systems, that does not form the basis for the City’s agreement. We would encourage all resi-

dents to determine what is best for their situation.

Additionally, it is possible that private water or sewer connection line issues are covered under existing private insurance policy. While some insurance policies offer this as an add-on coverage, it is recommended that residents contact their insurance provider to seek confirmation and to discuss their options (including the possibility of enrolling in a repair plan offered by SLWC).

Lastly, the City did not sell or otherwise provide resident names or addresses to SLWC as part of this program. SLWC purchased its records through a thirdparty, which are accessible through public information.

They put her through a series of strength, endurance, speed and power tests in front of officials from eight different The only problem is that the test identified her as having Olympic potential in a sport she had never taken part in: cycling.

“The RBC Training Ground program puts you through a series of tests and then assesses what sport you would best fit into,” she said. “The program determined that the best sport I was suited for was cycling.

After that, Cycling Canada approached me, and I realized this was the best chance I would have to make the Olympics.”

Part of being named to the RBC Training Ground top 30 is funding and access to resources that will help her reach her Olympic dream.

Hempstead was invited to the indoor cycling facility in Milton, ON, to ride on the steep banks of the velodrome oval track. She also started taking cycling trips into the Gatineau Hills to train and to get more accustomed to being on the road.

She also took part in a cycling ride from Toronto to Ottawa, which helped her prepare for her world record-setting ride earlier this month.

“There was a lot to learn and get used to,” Hempstead said. “It’s one thing to ride on a stationary bike, but being out on the road and handling the bike was new. Learning a new sport can be complicated. And I also had to learn about bike maintenance.”

While her time trials have

been impressive, Hempstead got a chance to take part in a couple of road races and fared very well. Most of her racing has been done virtually.

As a member of the Toronto Hustle cycling team, Hempstead has begun to flourish in her new sport. COVID-19 has made it difficult for her to compete with most events in 2020 being cancelled. Her training continues, and her endurance tests rank her among the top athletes in Canada, make or female.

While she is training, Hempstead put her university studies on hold. However, she still finds time to run.

“I still run as part of my cross-training,” she said. “I run competitively, but I don’t compete.”

While running and cycling are both individual sports, there is more of a team element in cycling.

“Cycling is more of a team sport, and there is a professional tour,” Hempstead said. “If you are a pro cyclist, the Olympics more or less becomes part of the schedule.”

In track, the sport revolves around the Olympics and, to a lesser degree, the World Championships.

“Coming from running, the Olympics is where you want to be,” Hempstead said. “You grow up watching it and wanting to be there.”

Getting to the 2024 Olympics will take a lot of work, but it is a realistic goal.

“My family has been very supportive and very understanding,” she said. “Right now, I have to race as much as possible. For the next year, I am going to be wherever there are races.”

Sweet chocolate a hallmark of Easter celebrations Few people would not enjoy finding carefully crafted chocolate confections in an Easter basket. As revered as hidden eggs are on Easter, chocolate and other candies nestled in a bed of green plastic grass often call out like a siren’s song.

Many people have their preferences in regard to Easter sweets. Some can’t wait to sink their teeth into a milk chocolate bunny. Others savor marshmallow chicks or sweet jelly beans.

Still, chocolate often reigns supreme, and people may wonder how chocolate Easter treats came to be.

Eggs and rabbits have long been associated with fertility and new life, long before they became symbols of the Easter holiday. In German folklore, the Osterhase, now known as the Easter Bunny, was a mythical creature that magically laid eggs, which he then carried in a basket and delivered to chil-

dren as gifts on Easter morning.

These first eggs were decorated chicken and duck eggs.

As the custom of giving eggs spread, egg-shaped toys started to be manufactured in the 17th and 18th centuries.

Chocolate Easter eggs were not created until the 19th century.

France and Germany pioneered the manufacturing of these eggs. The first eggs were solid until chocolate artists could master the art of molded, hol-

low eggs.

One of the first chocolate eggs was made by John Cadbury in 1845. But it wasn’t until both the Dutch invention of a press for separating cocoa butter from the cocoa bean and the introduction of pure cocoa

by Cadbury Brothers in 1866 that molded chocolate - and molded chocolate eggs - could be made easily. As the process for molded chocolate evolved, just about any shape could be

possible.

Easter bunny and egg traditions came to America by way of German and Dutch settlers. In 1890, a Pennsylvania pharmacist became the self-proclaimed “father of the chocolate Easter bunny” when he displayed a five-foot-tall chocolate rabbit in his shop as an Easter promotion. After this, sales of chocolate Easter bunnies began to skyrocket.

According to the confec-

tionary company Piece, Love & Chocolate, 90 million chocolate Easter bunnies are produced every year around the world. Millions more chocolate Easter eggs also are made and sold. Seventy-six percent of Americans claim to eat the ears on their chocolate rabbits first.

Chocolate bunnies and other candies are part of many families’ Easter traditions. These beloved confections have a rich history.

Make your own chocolate Easter bunnies The Easter bunny is a tradition that has been passed down for centuries. Symbolizing fertility and wealth, the Easter bunny became a holiday standard in Germany during the 16th century.

The custom of chocolate eggs came along centuries after the Easter bunny, originating in the 19th century in France and Germany. As Easter celebrations evolved, chocolate eggs were not the only delicacy; chocolate Easter bunnies also were shared and enjoyed.

While there are scores of mass-produced chocolate bunnies available for purchase, and many local chocolatiers also make Easter bunnies and other sweet treats, families may want to try making their own chocolate Easter bunnies this year. This can be a family-friendly activity that favors togetherness with the promise of a sweet reward.

1. The first step to creating chocolate Easter bunnies is to select the type of chocolate you prefer. Bunnies can be

made from white chocolate, milk chocolate, dark chocolate, or even a combination for a marbleized effect. Chocolate melts, chips or chocolate couverture are widely available at specialty chocolate and food shops or craft supply stores, according to DoItYourself. com. This simplifies the bunny-making process.

Some retailers also may sell bunny-making kits that pair the chocolate melts with the mold in one box for ultimate convenience.

2. Craft stores also have aisles devoted to culinary crafts. Browse to find an Easter bunny mold. Some may sell solid chocolate bunnies or hollow varieties. Choose molds in the desired size, as bunny molds may be large or small.

3. Follow directions to melt chocolate successfully. Some chocolates can be slowly melted in the microwave. A doubleboiler method, in which the chocolate is melted in a bowl placed above a pan with boiling water,

can help the chocolate melt consistently and prevent it from burning.

4. Pour the chocolate into the mold and gently tap the mold so that it displaces air bubbles and helps the chocolate settle evenly into the design.

Allow the chocolate to set up in the refrigerator. If your mold is hollow, you can seal the two halves of the bunny with a little melted chocolate on the seam.

Creativity can be unleashed when making homemade chocolate bunnies. Experiment with adding a few drops of peppermint oil or orange liqueur to customize the flavor. Before sealing hollow bunnies, place peanut butter or raspberry jam inside for a tasty surprise. Use colored candy melts to add colorful eyes or cheeks or to tint the inside of the bunny ears.

For an even more festive effect, seal a lollipop stick in a chocolate bunny and use it to secure the Easter bunny to the top of a cake.

8 tips for dyeing Easter eggs

Coloring eggs is a beloved Easter tradition.

Eggs long have been symbols of fertility and rebirth, making them fitting icons for spring.

One story links eggs to Easter as well. According to some religious scholars, Mary Magdalene, the woman who was the first person to see Jesus Christ after His resurrection, was holding a plain egg in her hand while waiting for the emperor to share the good news. The emperor then told her that Jesus’ resurrection was as improbable as that egg suddenly blushing.

The egg then turned red.

Dyeing eggs is an entertaining activity, but one that also may have some religious significance. Many families will color eggs this Easter, and these guidelines can make the process go smoothly. · Wait until just before coloring to hardboil eggs. Good Housekeeping recommends boiling eggs for 11 minutes for a hard boil. Do not chill the eggs afterward; warm eggs absorb

color more effectively for more vivid results. · Egg dye can stain furniture, clothing or tablecloths.

Therefore, dress in clothing that you’re not worried about staining. Also, cover work surfaces with an old tablecloth and newspapers to soak up any spills. · Make a drying rack to ensure that eggs will dry evenly. This can be a rimmed cookie sheet lined with layers of paper towels to absorb any excess dye that runs off the eggs.

Or push pins into thick foam board and place the eggs on top to allow air to circulate. · Consider using glass bowls or ceramic mugs to house the colored dye solutions. These vessels are more sturdy than plastic cups, and less likely to be overturned by eager young hands. · Scissor-style tongs are ideal tools for retrieving eggs from the dye. Eggs tend to slide off of the spoons or wire rings provided in kits, leading to splashing and kids dunking their fin-

gers in to grab eggs. · Stir dyeing cups often to guarantee consistent color. · Use electrical tape to make patterns on Easter eggs. Dip the eggs and let dry. Afterwards, remove the tape to reveal the designs. · If food coloringbased dyes seem too messy, use watercolor paint sets and allow everyone to get creative.

While some people may want to use Easter eggs for recipes later on, it may be safer to boil up a fresh batch of eggs for that purpose, even if it seems wasteful. According to Emily Rubin, RD, LDN of the Thomas Jefferson University Division of Gastroenterology and Hepatology, “hardboiled eggs should be refrigerated within two hours of cooking and discarded if left out for more than two hours at room temperature.”

Chances are it may take two hours or more for children to find hardboiled eggs hidden by the Easter bunny.

Residents on Zoom meeting raise concerns over coyote sightings As coyote sightings in suburban and rural village areas continue to grow, the councillor for GloucesterSouth Nepean held an information session to inform local residents.

The virtual zoom meeting held by Councillor Carol Anne Meehan on Thursday, March 18, was joined by more than 50 residents — primarily from the Riverside South and Barrhaven communities.

Wildlife experts who were part of the call said coyotes are prone to urban and suburban communities thanks to their habitat. They are not forest animals like many think and are attracted to small animals like rabbits, mice, moles and rats, which are all common in our neighborhoods. The amount of food and garbage left out by humans has also made our suburban streets a desire and is fueling their diets.

“There are some people

who will feed coyotes — it’s very strange but they do,” said Nick Stow, Ecologist and Environmental Planner for the City of Ottawa. “It also comes from people putting food outside for their dogs (or) not properly putting out their garbage.”

The animals have a sweet tooth and our leftovers they are now eating are making the animals more sick which poses a risk to us all.

According to research done at the University of Alberta, Coyotes that eat food discarded by humans tend to be unhealthy and may pose a health risk to humans since they carry more parasites and have gut bacteria linked to aggression.

With more people at home due to the COVID-19 pandemic, the amount of waste we throw out has also been increasing leading to more garbage being put out on the curb.

Stow says it is always a good idea whenever possible to wait until the day

of collection instead of the night before to make sure the coyotes don’t stop by for a midnight snack.

Some people are also leaving food out for other animals which are causing the coyotes to move closer to our homes and backyards. Others are just leaving out food for their own pets but are also attracting many other animals. Some fruit trees can also lure the coyotes in.

“Coyotes love fruit; their diet consists of a lot of fruit in the winter in particular,” Stow said. “So if you have an apple tree or a cherry tree that you don’t clean up in the fall, coyotes will go there.”

Coyote sightings have been on the rise in recent years; no more so than in the first few months of 2021.

According to data released during the virtual meeting, Ottawa’s 311 phone line has received 41 reports of coyote sightings in Gloucester-South Ne-

pean in just the first two and a half months of this year. That’s compared to six total reports in all of 2019 and zero in 2020.

Many of those numbers are from the same households and often have to do with the same few coyotes, said city officials, but still the numbers show coyote sightings are rising.

During the question and answer part of the meeting, many residents expressed concerns about the large number of coyotes being spotted in the Barrhaven and Riverside South communities. What’s concerning to them is how comfortable the animals are becoming with humans.

But Stow said what many might see as a threat is really a coyote engaging in typical behaviour. He stressed that having coyotes live among us is completely safe, calling it a “risk”.

Even if coyotes become comfortable with humans, that doesn’t mean they provide more of a threat; Instead it means they will be more visible. Problems only arise when they begin to show aggressive behaviour such as with a recent incident in Riverside South in June 2020.

That’s when a large coyote was seen roaming Beryl Gaffney Park and surrounding streets showing no fear to humans. The large dog-like animal bit a number of people including an 83-year-old woman and chased multiple others — many of the attacks taking place in broad daylight.

Some speculated the coyote was sick given its odd behaviour, but after it was trapped and killed due to being a safety risk to the public, testing on its body revealed it was in perfect health. It’s behaviour was rare and uncommon.

“You may see coyotes stand and look at you; that is not an aggressive animal,” said Stow. “Aggressive animals are when they show persistent patterns of attacking animals on a leash or going after people in broad daylight. If it’s needed that animal will be trapped and killed. It’s a very rare instance.”

From 1970 to 2014, only 367 coyote attacks have been reported in the United States and Canada, said Stow, who adds other risks like lightning strikes have much higher rates of Injury in this country .

“The risk of injury from a coyote is about 10 times less than a lightning strike and about 500 times less of a risk than an attack from a dog,” he said. “Yes coyotes are a hazard but the risk is

Besides the incident in Riverside South, the other two incidents had to do with coyotes who were infected with mange, which is transmitted by a mite that infects an animal by burrowing into their skin.

Some residents asked why more efforts aren’t being taken to limit the coyote population by killing or moving the animals when they are seen roaming urban areas.

“We can’t manage the intensity enough to have an impact. Every coyote habitat in Ottawa has a coyote living in it,” responded Stow. “Removing a coyote from a neighborhood if it is not a public risk just won’t work because you will

have (new) coyotes back almost immediately.”

When coyotes begin to realize that a coyote isn’t coming back, a pack will often break apart and move into vacated dens.

Each community in Ottawa has coyotes living within them and Stow predicts many people have unknowingly been within a few hundred feet of the animals who are hiding and watching in the shadows. Coyotes are more commonly spotted in the winter when there are no leaves on the trees and the brush is more bare.

Urban coyotes only live an average of 18 to 24 months which means if a community reports a problem one year, it’s very likely it will resolve itself by the next year.

Coyote sightings have been on the rise in rural and suburban south Ottawa.

Council moves to rezone agricultural lands in city limits The City of Ottawa has tabled a zoning amendment that rezones agricultural land within the City limits to either Agriculture or Rural Countryside. The changes are occurring as a result of the changes to the Official Plan approved by the City in 2019. Those changes are based on an updated Land Evaluation Area Review (LEAR) which is used to determine the viability of land for agricultural purposes and to protect prime agricultural land.

The planning documents for the amendment outline the background for the decision and include 17 maps for various sectors throughout rural Ottawa. Eight of those maps include land that is moving from Agriculture Zone to Rural Countryside. The remainder cover lands being rezoned from Rural Countryside to Agriculture.

Rural Countryside zones are allowed to accommodate country residential lots as well as smaller businesses such as bed and breakfasts, kennels, artist studios, cemeteries, small retirement homes (limit of 10 people) and others. Agriculture zones are designated for agricultural operations as well as some small businesses. These zones do not allow country residential lots, retirement homes, artist studios or cemeteries.

There are a few parcels around Manotick that will be affected by these amendments. The parcel of land just north of Tim Horton’s between River Road and Spratt Road is being rezoned from Agriculture to Rural Countryside. As well, parcels located north of

Barnsdale between Prince of Wale and Rideau Valley Drive and at the corner of Greenbank and Barnsdale will also be rezoned from Agriculture to Rural Countryside. There are also three parcels on Mitch Owens just east of Limebank Road that will move to Rural Countryside.

Residents have until April 13 to comment on the proposed changes. The Agriculture and Rural Affairs Committee will be considering these changes on June 28.

Clean the Capital starts soon

Register now for the 28th annual Clean the Capital campaign to remove winter litter from our parks, roadsides and green spaces. The campaign takes place from April 15 – May 15th and you can register up until the final day. Registration enables City staff to provide clean-up supplies, track which areas have been completed and also recognize the work of many volunteers. This year, COVID restrictions do apply and participants must maintain a six foot distance, wear a mask if they cannot maintain that distance and wash their hands. Seasonal Load restrictions in effect

We can expect to see a few more trucks coming through the village due to seasonal load restrictions. Every spring, these restrictions are placed on secondary and connecting roads that are unable to handle heavy loads during the spring thaw. The Mitch Owens truck route is not a restricted route so trucks that might have used other rural roads will be required to use this truck route instead. These restrictions usually last until mid-May. Ottawa Police Services is reporting a five per cent increase in car thefts and there have been reports of local thefts of high end vehicles.

Lexus and Toyota SUVs and trucks seem to be popular with over 35 thefts reported so far this year in the City.

Richmond Community Pavilion: A dream in the making In 2018, following Richmond‘s 200th Anniversary Celebration, a group of volunteers formed the Richmond Community Legacy Association (RCLA). With the generous support of community sponsorships and donations, the event was a great success resulting in surplus funds.

It was important for the volunteers that this money be used toward a project that the Richmond Community could enjoy. The team spent many months gathering ideas and later met with the Richmond Agricultural Society (RAS) to discuss possible options. The meeting resulted in a joint venture between the two organizations and the Richmond Community Legacy Pavilion project was born.

The RAS agreed to

match the available seed money already available and provide the land within the Richmond fairgrounds to construct the Pavilion.

It was also agreed that the management of the Pavilion would remain under RAS responsibility in order to coordinate activities to be held in the future Richmond Community Legacy Pavilion.

This project is a unique opportunity for businesses in Richmond and surrounding areas to participate and be recognized for their support. This can be accomplished by purchasing a plaque which will be engraved with the business name and placed on the Richmond Pavilion walls or through financial or in-kind donations in a business recognition platform.
