ONTARIO PROVIDES URGENT RELIEF FOR SMALL BUSINESSES AND LANDLORDS: Rent Assistance in Addition to Billions in Measures to Support Business during the COVID-19 Outbreak The Ontario government is partnering with the federal government to provide urgent relief for small businesses and landlords affected by the COVID-19 outbreak. The province is committing $241 million through the new OntarioCanada Emergency Commercial Rent Assistance Program (OCECRA). The total amount of provincialfederal relief that would be provided is more than $900 million, helping to ensure small businesses are ready to reopen their doors when the emergency measures are lifted.

Details of the new program were announced on April 24, 2020 by Ontario Premier, Minister of Finance, Deputy Premier and Minister of Health, and Minister of Long-Term Care.

“The vast majority of Ontario’s small businesses and landlords are struggling during this extraordinary public health emergency,” said Ontario Premier. “That’s why we are doing everything we can to support them through these tough economic times, so they can hit the ground running when we are in a position to open up the provincial economy. I want to thank the federal government for partnering with us to help our small businesses and commercial landlords.

I look forward to working together to also provide much-needed support to residential renters ahead of May 1.”

The OCECRA will provide forgivable loans to eligible commercial property owners experiencing poten-

tial rent shortfalls because their small business tenants have been heavily impacted by the COVID-19 crisis. To receive the loan, property owners will be required to reduce the rental costs of small business tenants for April to June 2020 by at least 75 per cent and commit to a moratorium on evictions for three months.

Partnering with the federal government on the OCECRA builds on the provincial government’s approach to supporting business during COVID-19. As part of Ontario’s Action Plan: Responding to COVID-19, the government has implemented a series of cash flow supports amounting to $10 billion to help support jobs and the economy, including:

• Doubling the Employer Health Tax exemption for 2020, cutting taxes by $355 million, benefiting roughly 57,000 employers; • Eliminating penalties and interest to businesses who miss filing or remit-

tance deadlines for various provincially administered taxes for five months starting April 1, 2020, providing up to $6 billion in cashflow for about 100,000 Ontario businesses; • Postponing the planned property tax reassessment for 2021, providing stability for Ontario’s property taxpayers; • Deferring the upcoming quarterly (June 30) remittance of education property tax to school boards by 90 days, providing municipalities with the flexibility to, in turn, provide property tax deferrals of over $1.8 billion to local residents and businesses; • Implementing the new Regional Opportunities Investment Tax Credit for businesses that make eligible capital investments in designated regions of the province where employment growth has significantly lagged behind below the provincial average.

By switching to a fixed off-peak rate, timeof-use customers will see rate reductions of over 50 per cent compared to onpeak rates.

“To help stop the spread of COVID-19, businesses

have closed their doors and employees have stayed home and that has been working, but it has also created significant financial hardship,” said Minister of Finance. “By subsidizing rent payments, reducing taxes, extending deadlines, and eliminating penalties and interest, we’re helping to ensure businesses can start up quickly when the time is right.”

The Ontario government has also worked with the federal government to develop the Small and Medium-sized Enterprise Loan that will enable up to $40 billion in lending, supported through Export

Development Canada and the Business Development Bank. This program will help businesses meet cash flow requirements through guaranteed loans.

“Ontario’s small and medium-sized businesses are vital to our economy and include some of the hardest-working people in the world who have rolled up their sleeves to support our frontline healthcare workers, and beat this virus,” said Minister of Economic Development, Job Creation and Trade.

“This package of supports will help them get through these difficult days and resume normal operations as

soon as possible.”

“In the months ahead, small businesses will be critical to Ontario’s economic recovery. Together with our federal partners, we are ensuring we support our small businesses today, so that they can continue to create opportunities for hardworking Ontario families tomorrow,” said Associate Minister of Small Business and Red Tape Reduction. “With rents coming due, it’s extremely important that the federal government move quickly to implement this program and get small businesses and property owners the support they urgently

need.”

With Mother’s Day this week, let’s recognize how much women give

Women do give so much!

They are caregivers, managers, leaders, providers in so many ways and situations. They often provide for the physical, emotional, and spiritual needs of others. They pour themselves into their friends, families, and vocations. I think it is important that they take time in their lives

for their own renewal. Many women are involved with organ-

izations, groups, and churches. I would encourage the women to take some time for themselves this month. Find a place to meet with other women, share some of your joys and sorrows, be honest.

Get out and enjoy the weather as it slowly changes from Winter to Spring. You might not be able to take your shoes off and walk

barefoot quite yet but at least turn your face to the warmth of the sunshine as it beams. And while you are out, look for signs of new life as flowers begin to grow, trees bud and birds chirp, splash in some puddles, plant some seeds. Remember the winter is past, the snowstorms are over and gone. The season for singing has

come, the cooing of the doves is heard, and the blossoming vines spread their fragrance.

Many women wear their heart on their sleeve, others keep their feelings private. It seems many do not want to get in touch with their emotions so keep themselves occupied with other things instead of listening to what their

hearts are saying. We were created with emotion for a reason emotions are like a release valve for the heart.

Need a local event to remind you of how much local Women give? I suggest “Chic Time in the Tick”. Unfortunately, this year the event is moved to 2021 due to Covid -19.

At the regional stroke centre, The Ottawa Hospital also wants to remind the public not to ignore the symptoms of a stroke at the first onset. Time is of the essence when treating any condition, especially a stroke. It’s important to seek medical attention immediately if you think you might be experiencing a stroke.

We also know that in-

creased stress and anxiety associated with the COVID-19 pandemic can bring on or worsen mental health and substance use issues. If you are struggling, please reach out for help. As many of you are aware, The Royal Ottawa Mental Health Centre has opened an urgent access mental health clinic to help individuals who are at risk of declining mental health or hospitalization. The CPROMPT clinic is available with a referral from your primary care provider.

CHEO offers mental health support for any children or youth in need.

While there are changes to some of the substance use services in our community, many programs are still offering ser-

vices—but changing the way they are offered, such as offering virtual counselling. The Royal’s Substance Use and Concurrent Disorders is open and accepting new clients.

This includes a Rapid Access Addiction Medicine Clinic that is providing services virtually during the pandemic.

At CHEO, many clinics are connecting virtually or in person as needed with children and youth who have existing relationships with the care teams there. In addition, CHEO is seeing new

urgent consultations. However, CHEO has seen a 70% drop in new cases of diabetes in the last 30 days, and those children and youth who have gone to the Emergency are sicker than they would normally see. And while CHEO unfortunately continues to see new cases of childhood cancer, some of these children and youth are only coming in to be seen after the symptoms have been around for longer than they would see usually.

The COVID-19 Care Clinics in the west and east ends continue to provide treatment for individuals who are experiencing mild to moderate

symptoms of respiratory illness requiring a medical assessment, such as coughs, fever, and other cold-like symptoms. The clinic in the west end is operated by Queensway Carleton Hospital staff, while the clinic in the east end is operated by Hôpital Montfort – both with the help of community primary care physicians and pediatricians.

As the community continues to follow physical distancing recommendations from Ottawa Public Health, Ottawa area hospitals want to remind the public to continue to come to hospital if you think you have a serious health concern. We appreciate that the public is taking the recommendations to stay home so seriously, but it should not come at the cost of your health or safety. If you are in need of urgent medical attention, please go to your nearest Emergency Department or call 911 right away.

Hospital staff are taking every necessary precaution to ensure the health and safety of our patients, caregivers, staff and community. Our staff and medical staff are ready and able to care for you in the safest way possible.

There are a number of clinical programs that continue to run and care for patients in need, in person as well as virtually.

The University of Ottawa Heart Institute has maintained capacity to provide care for all cardiac emergencies. Please don’t ignore your heart symptoms. A delay in seeking care could have a lasting impact on the outcome of your treatment. It is important for all patients to keep in touch with their family doctor, and other specialists (like cardiologists) who manage their care. In select cases, a virtual or telephone consultation with one of our cardiologists may be appropriate.

While we are all encouraged to stay home whenever possible, we understand that for some, home is not always a safe place. The Ottawa Hospital’s Sexual Assault and Partner Abuse Care Program, run out of the Civic Campus Emergency Department, is

As such, for safe railway operations, the annual vegetation control program will be carried out on CN rail lines in the province of Ontario. A certified applicator will be applying herbicides on and around the railway tracks (primarily along the 16-feet gravelled area). Can planners stand up to developers?

When I ran for City Council in 2018, I was adamant that urban sprawl had to be stopped.

I was dismayed that new subdivisions were springing up everywhere without the corresponding road and community infrastructure.

Now that I’m a councillor, I understand how difficult it is to slow development. People want to live in Ottawa, and they need homes. Servicing new communities, building new roads, providing transit and schools all take a back seat because we just don’t have enough money.

This brings me to one of the most critical decisions we at City Council will make; whether or not to expand the urban boundary to accommodate the projected growth of four hundred thousand people by 2046.

Given my experience, I would say NO, let’s develop the remaining designated land with the right mix of housing and

then ensure every community has the necessary services and transit.

Here are the facts that must be weighed.

If the boundary doesn’t expand, all that growth would happen inside the current urban boundary limits, which would mean more people crammed into both new and older neighbourhoods, more multiplexes and high rises.

The development lobby rejects this option, saying they will simply continue to build desirable single-family homes in other municipalities. Ottawa would not see any taxation benefits from that, but would

still have to deal with traffic impacts.

The other two options on the table call for expanding the urban boundary, one by 1300 hectares the other by 1650.

Where they differ is in the amount and speed of intensification.

The least costly option for Ottawa is no expansion. Homebuyers wouldn’t have to foot the bill for new infrastructure, and taxpayers for the ongoing maintenance. It’s my preferred option, but I worry about how we will manage the growth within the existing boundaries.

Consider that Ottawa doesn’t always do intensification well.

It’s a nasty topic in established neighbourhoods and a contentious issue at City Hall.

Critics of infill projects say city officials do little to protect those neighbourhoods. I’ve witnessed many battles lost by the “little guy” at Planning Commit-

tee.

The city has also often failed to enforce its own policies. Remember the push to build better and smarter suburbs? The promise was for residential streets to be functional, not just parking lots. Snow-ploughs could get through, buses would be easy to catch, and essential retail located nearby. That has not happened.

Now we’re promised 15-minute communities when a large part of the core and suburbia has been built.

Ottawa will grow, but I don’t want to see any more agricultural and natural land sacrificed. I also don’t want a city jammed and intensified unless it’s done correctly.

We have a chance to get this right, but it will take courage to stand up to the powerful development lobby and fortitude to push City planners to deliver the vision of a liveable Ottawa they promise is possible.

Imagine, 12% tax hike on people who have just lost their job or their business. But it is much easier than making hard budget/staffing choices.

Again, this is a crisis situation! Only essential services for survival should be retained and all other expenses eliminated. Citizens are already sacrificing their normal lives so they would understand the need to streamline our permanent city staff, freeze any new hiring for 2 years and slash all but critical survival services for a few years.

Do the smart thing, not the easy one, and don’t touch reserves. It is now, in this critical time, that they are needed more than ever.

The actions that members of your groups and organizations are taking will save lives and make a difference for your friends, family, neighbours, and colleagues.

Remember that COVID-19 affects everyone: regardless of age and current health status. It is important for all of us to continue to practice physical distancing. This means: • Stay home as much as possible. Only leave your property for essential travel such as grocery shopping, visiting a pharmacy or engaging in responsible

physical activity; • Stay at least 2 metres (6 feet) away from people outside of your household; • Wash your hands with soap and water thoroughly and often; • Do not touch your face with unwashed hands; • Stay home if you are sick - do a self-assessment using the Ontario Government self-assessment tool • Clean phones and other devices, and frequently touched surfaces regularly.

The City and OPH are currently exploring how we can safely reopen the city in a gradual, phased approach while aligning with the Province of Ontario’s framework for reopening the province.

Official Plan Review: Urban Boundary

The City’s Planning Committee and Agriculture and Rural Affairs Committee will meet on Monday, May 11th to consider a growth management strategy that will guide how Ottawa grows.

Residents interested in providing feedback to the two committees are encouraged to review the report, which recommends a balanced growth strategy

that could add between 1,350 and 1,650 gross hectares of residential land and strategically located employment land to Ottawa’s urban area, based on criteria outlined in the strategy. The City aims to grow in a way that minimizes the need to expand the urban boundary, by making the most efficient use of the urban land we already have. We’re in the process of developing a new Official Plan: a policy framework that will guide physical development until 2046.

Over the next 26 years, housing in Ottawa will be needed to accommodate more than 400,000 new residents. The report’s projections show Ottawa needs more urban area to sustainably accommodate that population growth.

The recommended strategy pairs a moderate expansion of the urban boundary with a focus on new dwellings in established neighbourhoods. The City studied three scenarios to accom-

modate projected population growth: • Under the status quo scenario, 45 per cent of new dwellings would need to be in existing, built-up areas, with an intensification target that would rise to 50 per cent by 2046.

This scenario requires the most significant urban area expansion.

What do you enjoy reading for pleasure? “I find it difficult to find a good book that I enjoy, so I don’t read much in my free time. I like to read books that have continuous action, otherwise I get a little bored and don’t want to finish the book.”

Who is your favourite author? “My favourite author is Sabaa Tahir. She wrote a trilogy that I really enjoyed called An Ember in the Ashes.”

What is your greatest accomplishment? “I would have to say my greatest accomplishment is when I was 10 years old, I earned my blackbelt in Jiu Jitsu. I trained for hours on end, and after my test I was rewarded with my black belt.

I would also say that some of my other accomplishments are in sports and academic

awards. I’ve made Honour Roll, which is an average of 80% or higher, since grade 7.

I have also been awarded MVP and most dedicated player from many of my sports teams at school. In grade 10 I received my ath-

letic letter (something many people do not receive until grade 12). This means I was on more than 10 sports teams in 2 years.”

School Activities: “School activities is one thing that I really enjoy doing. One of my favourite sports is rugby, I play both Rugby 7’s, where I was a captain this year, and Rugby 15’s. I started when I was in Grade 9, and I’ve been playing ever since. Other sports

include: curling, badminton, cross country skiing and track and field. I also like to join the clubs, unfortunately this year I wasn’t able to join

as many, because I had a coop placement, which meant I left halfway through the day.

But, last year I was part of Key Club and Yearbook. I

I also love to do many activities. During the winter I love to skate, go snowmobiling, and snowboard with my friends and family. I have always loved winter. My sister and I used to go out and play in the snow for hours on end, until it was dark out or we were told to come in. In the summer I love to go dirt biking, wakeboarding, and swimming. During my summer vacation, I will spend more than 5 hours a day in the water. I don’t enjoy swimming laps, but I love

to swim with my friends and cousins, and just have a good time. I love to travel.

One of my favorite trips was in 2018. On a school trip my sister and I went all over Europe, France, Germany, Italy, Switzerland and Austria. We got to see so many different places and cultures.

In 2014 I travelled down to Ecuador with my family to do some charity work for an orphanage. Before we went down, my sister and I raised money for the orphanage to treat them to a Christmas dinner and buy the essential things for them.”

Why did you get involved in what you do? “I find school can be a little bit too much, but when I join sports teams and clubs it makes me

want to go to school even more. Also sports and clubs are a great way of making friends and meeting people.

For example, the rugby team I’m on, we all are like one big group of friends, and we are all there to have a great time. I like getting involved because it keeps me busy, teaches me new things, and I get to meet new people.”

Career Goals: “In the future I would like to go to Queens University to get my teaching degree. I would love to become a kindergarten teacher. This year I did a co-op at a kindergarten placement, and absolutely loved it. I just love hanging out and working with kids all day. Teaching is for me.”

How will the City of Ottawa develop future communities?

While we are all selfisolating, we have an opportunity to provide input to the City on its proposed strategy to manage future growth between now and 2046. As part of the development of a new Official Plan, the City has tabled a Growth Management Strategy which is up for discussion at a joint (virtual) Planning Committee and Agriculture and Rural Affairs Committee meeting on Monday May 11.

The Growth Management Strategy looks at anticipated population growth and how to ensure there is adequate housing to meet that growth. The City has determined the population will grow by 402,000 people by 2046 and this growth will require the provision of an additional 195,000 residential units.

A key component of the strategy is how much the City staff want to expand the urban boundary into the rural areas of the City and how much of future development will be done through intensification in built up areas or existing greenfields (land within the urban boundary that is undeveloped).

The City staff are recommending a balanced scenario that will see growth in all areas in line with the objectives of the new Official Plan. The Plan requires that any urban expansion will support adopted City directions with respect to climate change, growth management, transportation, and the efficient use of infrastructure – in other words, building close

to existing transportation nodes, limiting the need for new infrastructure and creating walkable neighbourhoods.

The recommended growth scenario is based on intensification in urban areas, a smaller expansion of the urban boundary and continued growth in rural villages.

How did they get to a balanced scenario?

The City factored in previous growth management strategy discussions and outcomes, the Provincial Policy Statement which outlines requirements for municipal development, and the draft Official Plan.

Staff then developed three scenarios: Status Quo – no change to the current practice of intensification and construction in rural villages and greenfield areas with some expansion of the urban boundary into rural areas.

The expansion would consist of 1868 hectares to construct 34,000 units that cannot be accommodated in built up areas or greenfields. This scenario would see 13,000 units built in rural areas.

No expansion – increased intensification on greenfield lands (up to 100% of growth would be through intensification by 2046) with no expansion of the urban boundary. This

would also include 13,000 units built in rural areas.

However, this could have a negative impact on housing affordability.

Balanced – increased intensification in existing urban neighbourhoods, growth in rural villages that have water and sewer and a smaller expansion of the urban boundary than is allowed in the Status Quo for a total of 1350 – 1650 gross hectares. Again, the number of rural units would remain at 13,000.

The balanced scenario falls in line with provincial requirements to increase intensification, protect prime agricultural land and other sensitive lands, and focus development in areas close to transit and other services to reduce the need to build and maintain new infrastructure. Intensification could include high rise towers close to transit as well as “613 flats” integrated into established neighbourhoods. The “613 flats” are low-rise, ground oriented buildings that are designed to provide multiple units in a way that fits with the design of the surrounding neighbourhood.

In the case of rural villages, the Province requires a 1 km buffer zone around existing villages adjacent to urban areas so “they remain distinct from the evolving suburban areas”. This requirement protects Manotick from being absorbed

by Barrhaven or Riverside South.

Under the balanced scenario, villages such as Manotick are seen as growth areas. Manotick’s growth will be mainly due to the new Mahogany development in the south end of the Village with possible intensification in the Village core as outlined in our Secondary Plan.

The future expansion of the urban boundary could include land in the nearby communities of Barrhaven and Riverside South. In order to be considered, parcels or clusters of parcels must be able to form a logical addition to, and extension of, the urban area.

This criterion assesses the ability of the parcels to be integrated with the adjacent community and to existing urban land by new roads in any direction.

The identification of

ince does require protection of prime agricultural lands, there is still a risk of losing this land because the Provincial Policy Statement, which guides municipal development, allows for development of prime agricultural land if no other options exist.

What happens next?

If the committees approve the balanced scenario proposal on May 11, it will go to full Council for approval. However, the process is not likely to end there.

Historically, the development industry has lobbied for greater expansion of the urban boundary than what has been offered by the City. They have been successful in the past with challenges to the Ontario Municipal Board for increases to the amount of land available for development. Given the City is recommending a slight decrease in the amount of land to be made available through expansion of the urban boundary, it is expected the industry will file an appeal again.

City completes first phase of Solid Waste Master Plan The City has completed the first phase of its Solid Waste Master Plan, a 30year plan that will guide how it manages solid waste.

Phase one provides an overview of the current state of the City’s waste management system, including collection, diversion and processing. It outlines the legislative tools available to the City to influence waste diversion and reduction, and highlights emerging trends and technologies in waste management. The report also explains the public engagement approach for the two remaining phases in the master planning process.

“The aim of the Solid Waste Master Plan is to reduce the amount of waste that goes to our landfill,” said Rideau-Goulbourn Councillor Scott Moffatt.

“We’re going to consider all possible options to do that, and I encourage every resident to participate in the engagement process to help us. We’re waiting on a lot of pieces from the federal and provincial governments, but we’re moving forward now to create an adaptable master plan that will address our needs over the next 30 years.”

The City collected more than 338,000 tonnes of waste in 2019, and diverted 44 per cent of it through green bins, yard waste bags, blue boxes and black boxes.

Still, nearly 60 per cent of the waste being sent to the landfill in garbage bags is recyclable or organic.

While developing the master plan, staff are working on eight supplementary projects to improve waste diversion: Projects to be completed this year include a pilot to divert waste from parks, consultation about diverting waste at special events , and work to prepare for the forthcoming transition when the Province will make producers fully responsible for waste diversion programs Projects to be completed in 2021 include a strategy to increase waste diversion at multi-residential properties, a new policy to determine if additional items, like compostable coffee pods and utensils, could be accepted in green bins, and a review of service levels for curbside waste collection Projects to be completed in 2022 include an assessment of whether the City can ban single-use and

foamed plastics from its facilities, and research on how we could process organics after the current contract ends.

While awaiting further direction from the federal and provincial governments on proposed changes to waste management – including possible bans on single-use plastics and on food waste in landfills, as well as efforts to make individual producers fully responsible for waste-diversion programs – staff are exploring how the City could influence waste diversion and reduction.

In addition to widening the scope of the Solid Waste Management By-law, the City could impose wastemanagement conditions

– for example, source-separated waste collection and diversion plans – on business licenses, special event permits, site plan control applications and development applications. The City could also set fines to deter people from using or distributing certain types of packaging waste.

All options are on the table. Staff will outline the financial, environmental, operational and regulatory implications and the anticipated risks and benefits of each option in a report to the Standing Committee on Environmental Protection, Water and Waste Management later this year.

Q: What if my pet gets into marijuana?

A: With the legality of cannabis in Canada questions have arisen about animal exposure. First it is important to differentiate between CBD oil and marijuana.

Kindness playing a big role in Ottawa’s fight against COVID-19

By Jim Watson, Mayor, City of Ottawa The residents of Ottawa have experienced some drastic changes over the last couple of months.

We’ve had to make major adjustments to our lifestyles, adapt to new work

environments, and plan our days in an entirely new manner. As a person who loves to get out in the community and spend time in all four corners of the city, these changes haven’t been particularly easy for me, either.

Although much of the

news we’re reading and hearing about can take its toll on us, I find it truly heartwarming to see so many residents and businesses in our community who are coming forward to assist others in this time of great need. A few weeks ago, I asked resi-

dents to share stories of kindness and ingenuity, and the following examples make me so proud to say I’m the Mayor of this great and compassionate city.

watson continues from page 18 It’s medicine students like Pamela Bejjani, Jamie Ghossein, and Daniel Milad, who have created a GoFundMe campaign called “Frontline Feeds Ottawa/Gatineau” – with the goal of raising money to deliver food from local restaurants to frontline workers on the job, every single day.

It’s musicians like Dave Kalil, who plays live shows on Facebook every Wednesday and Saturday to lift the spirits of his friends. Dave raised

$13,000 in less than an hour during a virtual benefit concert in support of the Ottawa Food Bank.

The list goes on and on.

Once again, my sincere thanks to the residents of Ottawa who continue to do their part in planking the curve – staying home and following Ottawa Public Health guidelines.

We can change the impact that this pandemic has on our city when we all work together. We can’t forget that COVID-19 affects everyone, regardless

of age and current health status. It is important for all of us to continue to practice physical distancing.

Let’s remember there are brighter days ahead.

We will come out of this as a community, stronger than ever.
