In consultation with the Chief Medical Officer of Health, the Ontario government is updating its COVID-19 school and child care screening guidance. This additional information will help parents determine when it is most appropriate for students, children and their families to seek a test for COVID-19.

The school and child

care screening guidance is being updated with two sets of questions about symptoms and information to help parents make informed decisions about whether their children should attend school or child care, need to consult a health care provider, or get tested for COVID-19. The guidance can be found immediately at the COVID-19 Screening Tool for Children in School and Child Care, and the refreshed online tool launched on October 2.

The first set of questions asks about symptoms such as fever or cough. Students and children with any of these symptoms will still be advised to stay home until they are able to consult with a health care provider and receive an alternative diagnosis or a negative COVID-19 test.

The second set of questions asks about other symptoms that are commonly associated with other illnesses, such as a runny nose or headache: • Students and children with only one of these symptoms will be advised to stay home for 24 hours, after which they can return to school or child care if their symptoms are improving.

• Students and children with two or more of these symptoms will be advised to stay home until they are able to consult with a health care provider and receive an alternative diagnosis or a negative COVID-19 test.

In addition, based on the latest public health guidance the symptom list for children in school and child care no longer includes abdominal pain or conjunctivitis (pink eye).

ONTARIO PROVIDES $461 MILLION TO TEMPORARILY ENHANCE WAGES FOR PERSONAL SUPPORT WORKERS

The Ontario government is supporting personal support workers (PSWs) and direct support workers in the home and community care, longterm care, public hospitals, and social services sectors by investing $461 million to temporarily enhance wages. This investment will help the province attract and retain the workforce needed to care for patients, clients and residents in response to the COVID-19 pandemic.

Details were provided on October 1 by the Premier, the Deputy Premier and Minister of Health, the Minister of LongTerm Care, and the Chief Medical Officer of Health.

The province is providing a temporary wage increase effective October 1, 2020 to over 147,000 workers who deliver publicly funded personal support services: • $3 per hour for approximately 38,000 eligible workers in home and community care; • $3 per hour for approximately 50,000 eligible workers in longterm care; • $2 per hour for approximately 12,300 eligible workers in public hospitals; and • $3 per hour for approximately 47,000 eligible workers in children, community and social services providing personal direct support services for the activities of daily living.

This temporary wage enhancement continues to build on the province’s COVID-19 fall preparedness plan, which includes an investment of $26.3 million to support PSWs and supportive care workers. The plan will help to increase and stabilize the healthcare workforce through the following investments: • $14 million for the Personal Support

Worker training funds to continue training PSWs in the home and community care and long-term care sectors; • $10.3 million for the new Personal Support Worker Return of Service Program, to recruit and retain recent graduates to work in long-term care homes and in the home and community care sectors. This program will provide a $5,000 incentive to 2,000 recent graduates for a six-month commitment to work in these settings; • $1.3 million to train 160 supportive care workers to provide basic home support services; and • $700,000 in ac-

celerated personal support worker training for 220 students with prior health experience to practice in Ontario.

These temporary investments build on the province’s COVID-19 fall preparedness plan, Keeping Ontarians Safe: Pre-

paring for Future Waves of COVID-19, which will help the province quickly identify, prevent and respond to any scenario in order to protect communities.

Kiwanis Christmas Tree Sale just around the corner

While this lovely fall weather makes saying ‘goodbye’ to summer a little easier, some of us are already thinking ahead to the coming winter months. This year, with the uncertainty of Covid-19 and our careful response to it, so many traditions and social interactions have been affected. As a result, every one of us feels the need to bring more ‘normal’ back into our lives. The coming Christmas holiday season is one of those rich traditions we most need right now.

As we retreat to the safety of our homes, we increasingly appreciate those things that give us a sense of security and well-being, like hot chocolate by the fireplace, old familiar family decorations, and the scent and magic of a beautiful, unique real Christmas tree in the corner of the room.

For almost 60 years, your Manotick Kiwanis Club has made Christmas trees available to families in the village and beyond. Located in the

Mews, beside Adam McCosham’s Home Hardware store, the Club will once again have beautiful Fraser Fir, Balsam and Scotch Pine trees for sale, in sizes ranging from 5 to over 12 feet. These premium Kris Kringle trees from Somerville Nurseries in Everett, Ontario continue to be the best trees available on the market.

We are already planning how to make your selection of the perfect tree both safe and rewarding in these times of mask wearing and social distancing. You may see fewer trees on the lot as we attempt to make more space for people to safely make their selection. But the selection will always be excellent. As always, friendly and willing Kiwanis volunteers will be there to ensure you get out the right tree for you, then give it a fresh cut and help get it onto or into your vehicle for the trip home.

And of course, we will also have our cherished Christmas cakes (round dark cakes in a tin, and a combination mix of smaller light and

dark) on sale in a number of village stores and directly from Kiwanis members.

It is important to realize that every single dollar made from these Christmas trees and cakes goes to charitable causes in the community; none of it benefits Club members in any way. As a service club, we raise money to help the community, not ourselves. In addition to hosting such events as Dickinson Days and the Santa Claus Parade, and helping run the Soapbox Derby, each year the Kiwanis Club of Manotick provides over $40,000 to worthy recipients in our area, including programs that support children, seniors and community projects. In recent years, the Club has generously supported the expansion of the arena, the building of a new dock at Mahogany Harbour, the roof replacement on Watson’s Mill, and climbing structures in schoolyards and public parks, as well as individuals and other organizations who provide valuable social services to the public. Our ability

to do this depends on selling Christmas trees and cakes each winter. And that requires your support; bringing home a great tree to support such a variety of good causes is a sure win-win situation!

We hope to see you again this season at our Christmas Tree lot in the Mews, open every day from November 30th until just before Christmas, and staffed by friendly Kiwanis volunteers from 11:00AM to 8PM weekdays, from 11 to 6 on Saturdays and 11 to 5 on Sundays.

Subway faces a rough road to restore its reputation COVID-19 has not been kind to restaurants, as we know. But for Subway restaurants, the problems are much broader.

Ireland’s Supreme Court ruled this week that rolls made by Subway contain too much sugar to be legally considered bread. The decision stems from an appeal by Bookfinders Ltd., a Subway franchisee in Ireland, which stated that it shouldn’t have to pay tax because many of the products it sells are “basic foods” and should benefit from a preferential rate.

In the end, the highest court in Ireland ruled that Subway sells cake, or highsugared buns, not bread, according to that country’s laws.

For the rest of us, it is indeed bread, but with a lot of sugar. Anyone who has ever visited a Subway will tell you this was obvious by the scent.

This isn’t the first time the chain has been affected by hugely negative publicity.

The CBC ordered a DNA analysis of several fast-food chicken sandwiches and concluded that Subway chicken was actually only half meat, with the rest made up of soybeans.

Subway strongly refuted the allegations, claiming the CBC’s report was “absolutely false” and calling for a retraction. But an Ontario court recently agreed with the CBC. And a few years earlier, the chain was accused of selling 11-inch sandwiches, not a full one foot, or “footlongs,” as they’re called.

While some will say this is fraud, others will maintain that the chain is just showing a lack of judgment. Regardless, the image of the chain has been tarnished.

With sales falling and too many locations, many Subway franchisees are struggling to make a profit. Franchisees are still required to pay eight per cent of their sales, one of the highest percentages in the industry.

Thousands of Subway locations across Canada, the United States and elsewhere have been opened by franchisees themselves. Their market evaluations were conducted independently of the parent company.

Getting a Subway franchise isn’t that expensive, either. It only costs $150,000 to $350,000 to open a Subway, making it one of the cheapest franchises in the restaurant industry. For McDonald’s, the cost is between $1.5 million and $2.5 million to open a single franchise.

The pact between the parent company and the franchisees is also quite different.

With its image problem and shaky business model, if this fall’s campaign doesn’t work for Subway, the number of franchises will drop dramatically.

That could even lead to the chain disappearing completely within a few years.

A Canadian Thanksgiving gives us so much to be thankful for

It is the Thanksgiving season in Canada, and tonight the sun showed its presence only by a thin line of orange, after all-day of grey clouds scattered over our quiet town.

The winds are sleeping, but somewhere someone is burning leaves and our village is “adrift” with the smoke, acrid and haunting. Long ago an Algonquin remembered the campfire smells during the cool moon, along the banks of the Rideau River. It’s like

I hear the stealthy rustle of a moccasin in fallen leaves; I am taken back in time, trying to imagine what it may have been like many years ago right here!

It is time to harvest – after

all, the first lovely place in the world was a garden and perhaps when the dew hangs, we feel a closer kinship with the beginning of all things. From ancient Rome came lettuce and turnips, Mexicans gave us maize/corn, beans from Europe, the smart Iroquois gave us the squash, pumpkins and potatoes. The age-old miracle has happened again, and Thanksgiving will be celebrated with thankful Canadian hearts.

The birds, urged by ageold instinct, are collecting, holding meetings, circling and drilling, for the trek southward. The geese can be seen in flocks in a long vee, orderly and straight and noisy but sometimes quiet and wobbly with occasional stragglers.

The wonderful Canada Geese, handsome, aloof, wise, are a noble site, and their honk is the spirit of the wilderness.

My favourite poem - “Indian Summer” with the lines -

“Along the line of smoky hills the crimson forest stands, and all the day the blue jay calls throughout the Autumn lands.

Now by the brook the maple leans with all its glory spread, and all the sumacs on the hills have turned their green to red.” Wilfred Campbell was the poet who lived nearly a century ago, in a stone house near Merivale Road in Ottawa.

And so we celebrate another Thanksgiving, how

fortunate we are; we give thanks. There are millions who would trade places with us, even just to witness our season of fall. Look at the scarlet torches of the maples; listen to the sighing of the bulrushes as the wind whispers and the music of the river as it flows over the dam at Watson’s Mill, my favourite place!

City should be focusing on auditing process to find more efficiencies This may be hard to believe, but a Councillors’ workload is not always exciting. I say this as ViceChair of the Audit Committee, a position I did not choose because I thought it would be a bore. However; to my surprise, it is one of the committee assignments I enjoy the most.

The City has an AuditorGeneral who is tasked with reviewing how departments, such as Community & Social Services operates or large projects, like LRT, are run, to the creation of financial reporting systems and how equipment for the City is purchased. The role of the Auditor-General is essentially an efficiency monitor.

Lax systems cost taxpayers money; the Auditor-General’s job is to identify areas that need improvement.

In my short time on Council, there have been

few departmental audits that did not reveal procedures in need of updating or improving.

Some audits, like the one of the City’s Real Estate Department a couple of years ago, found so many problems and financial losses it resulted in a complete departmental overhaul.

Each Audit is accompanied by a list of recommendations that outline out what must be changed and improved. The City Manager signs off on it.

Here’s what I find surprising and often baffling. Despite being given years to make improvements, City

bureaucrats are becoming less compliant in implementing Audit recommendations. The most recent Audit Committee meeting of Sept. 30 found only 58 percent of the recommendations made in the six audits, some from 2015 were completed. If it were a school assignment, the bureaucrats would receive a D+.

There are good reasons for some incomplete work, but let’s be serious here. Should it take 3-5 years, and another round of reviews by the Auditor General to determine that the work isn’t done? City Manager Steve Kanellakos admitted that sometimes managers drop the ball. I would, too, if I knew I had years to complete an assignment and failed to do it.

As Vice-Chair of Audit, I have been advocating for a

better system. I believe the Committee should know within a year of a recommendation being made how work is progressing.

That’s why I am proposing a quarterly written report that would clearly state whether work on a recommendation has been started, is partially complete or complete. It would ensure the task remains high on a mangers list, helping them keep their eye on the ball.

The AG aims to ensure the City is running as efficiently as possible. While the City Manager points to all the recommendations that have been carried out, ninety-six are still outstanding – many of them years overdue. There was a definite reason the Auditor General made those recommendations, and the longer they sit on the books, the more it costs us.

At this time, when the

City should be looking for savings, I, for one, would be putting more money into the Office of the AuditorGeneral and cracking down to ensure all measures that

save the taxpayer money are deemed a priority and implemented as quickly as possible.

Brett Kissel delivers three unforgettable performances at the Richmond Fairgrounds

By Jeff Morris It may not have been the biggest show ever held at the Richmond Fairgrounds, but it will certainly go down as one of the most memorable.

Canadian country superstar Brett Kissel performed three drive-in shows at the Richmond Fairgrounds Sat., Sept. 19. There were 250 carloads of fans in attendance for each show, with cars strategically parked at the proper social distance from each other and with fans in their cars listening on their FM radios.

Kissel has been ahead of the curve of the temporary new normal for live concerts. He has given more than 20 drive-in concerts across the country, and he has also done a drive-up boat show on Lake Windermere in Kootenay, British Columbia.

“I know that it’s different than what people are used to when they go to a show, but we are in a different time right now and we have to make the most of the opportunities we have,” Kissel said leading up to the show.

Playing the Richmond Fairgrounds in front of 250 cars and trucks was not how the Juno Award winner saw 2020 unrolling. After his album released in January, he was scheduled to tour

Europe, and then head to the U.S. where he would open up for Eric Church on his tour before becoming an opening act for Garth Brooks.

Those plans, as Kissel likes to say, were made B.C. (before COVID). But as disappointing as it must have been for those big plans to be mothballed, no one seemed happier to be in Richmond on Saturday than Kissel.

It was an intimate setting at the Fairgrounds.

Interacting with the crowd throughout the shows, Kissel called out to different cars and had different areas honk their horns. The shows began with the video of his hit song ‘She Drives Me Crazy’ playing, and then a personalized message to the crowd from Chuck Norris, reminding all that “tough times don’t last, tough people do.”

Fans honked their horns and waved their arms through their sunroof or open windows. Some fans stood in their vehicles and popped out of their sunroofs.

Others sat on an open window with their feet still in their vehicle. Others just sat in their cars and trucks with their windows open and their radios on.

Kissel played a combination of songs from his current album, ‘Now or

Never’, some of his big hits like “Drink About Me,” and also got into the roots of his music a little. He played CCR’s “Have You Ever Seen the Rain,” saying that it was a song for his father’s generation in the crowd.

CCR, he explained, was his father’s favourite band, and that song was his favourite.

He also played a song from one of his favourite artists growing up, playing Garth Brooks’ “Baton Rouge.”

Fiddle player Tyler Vollrath shone in that song, showing why he is considered one of the top fiddle players not just in Canada, but in the world.

Kissel also localized the show numerous times. He talked about playing at the Richmond Fair through the years. He talked about being at the fair in 2015, when he invited a young guitarist from “just down the road in Carleton Place” up on stage to play with him. Connor Riddell, that young guitar player, is now part of Kissel’s band. Kissel had some fun making Riddell stand where he was on a speaker box on that stage and recreate the guitar solo he played.

In one of the day’s most emotional moments, Kissel gave a shout out to a woman he met at the show in attendance who is receiving cancer treatments. She had asked

Kissel to play “I Didn’t Fall in Love With Your Hair”, a song he recorded with Canadian country singer Carolyn Dawn Johnson. Proceeds from sales of the song raised more than half million dollars for the Canadian Cancer Society. Kissel, whose mother also battled cancer, sang the song as the crowd was hushed by a blanket of stillness and tears filled the eyes of almost everyone in attendance.

Another moment in the show in which Kissel opened himself up emotionally to the audience was when he played his hit song, Tough Times Don’t Last, Tough People Do.” He used the title from this 2016 song as the title of his drive-in concert series.

“Even though I wrote this song a few years ago for a different reason, I don’t think these lyrics could be any more true than they are today, and this year in 2020” Kissel said. “So for anybody out there who needs to hear this message, who’s going through a rough patch, let country music do what it’s always done. That’s heal.

Let’s be in this together.”

After the Richmond shows, Kissel performed in Toronto and was scheduled to play in London, ON before returning to his family’s cattle ranch northeast of Edmonton. Although his tours were cancelled this year, Kissel said he is thankful for the time with his family and the slower pace of life that COVID-19 has brought

upon him. He and his wife Cecilia have three children, four-year-old Mila, threeyear-old Aria and 18-monthold Leo. “I’ve missed a lot of time with my family over the past few years because I am on the rod so much,” he said in an interview before the show. “But being in quarantine with my family has let me take part in bath time and story time and bed time – something I wouldn’t have been able to do if I was touring. Being forced to shut down for a while has given our family some time together to create some special memories.”

And last weekend, Brett Kissel provided a lot of special memories for local music fans.

Although everyone in the crowd sat in their cars to watch, Canadian country star Brett Kissel still put on an entertaining, fun and interactive show at the Brett Kissel even found his way onto the top of his transport trailer while he and his band did a cover version of Garth Brooks’ ‘Baton Rouge.’

Fifty years later, we still have a long way to go

The 1970 Miss World pageant, won by longtime Manotick resident Jennifer Hosten, served as a lightning rod for women’s rights and racial issues across the world. The pageant is the subject of the movie ‘Misbehaviour’, now streaming on Disney Plus and Amazon Prime

By Jeff Morris For Jennifer Hosten, the entire thing seems surreal.

Next month, it will mark 50 years since she became a global celebrity by winning one of the most famous and controversial Miss World pageants in history. This year, with the release of her autobiography and the movie Misbehaviour, based on the 1970 Miss World pageant, Hosten has been taken on a journey back in time to relive that year and to also understand the importance of stage she stood upon.

“The movie is called Misbehaviour, but it’s not me misbehaving,” Hosten said with a smile from her home in Oakville. “The title comes from everything that was going on surrounding the pageant.”

Fifty years later, many consider the 1970 Miss World contest the most memorable and famous of all global beauty pageants. The film has conceptually been in the works for more than a decade.

Hosten, a native Grenada, lived in Osgoode and then Manotick for nearly four decades. Although she left the area 12 years ago, she still considers herself local and it will always be home.

“My children (Sophia and Beau Craig) both went to school at St. Leonard and St. Mark,” she said, noting that Beau now lives in Whistler and Sophia is in Newmarket.

The movie, which stars Keira Knightley, Greg Kinnear, Gugu Mbatha-Raw and Jessie Buckley,

was released in March just before the coronavirus pandemic began.

Last week, it began streaming on services that include Amazon Prime and the Disney Channel. Hosten, the first Black woman to win the Miss World pageant, said the racial and political climate in the world today brought a poignancy to the timing of its release.

“The movie is very topical right now because of the Black Lives Matter movement,” Hosten said.

When the pageant started, host Bob Hope was heckled and Women’s Liberation activists threw flour bombs on the stage, protesting how the pageant objectified and exploited women. These protests are the subject of Misbehaviour.

Keira Knightley plays Sally Alexander, a leading Women’s Liberation protestor with academic ambitions. Knightley said she was struck by the multi-layered approach of the film.

“What I really loved about the script,” Knightley recalled, “is that it is told from three different points of view; it’s told from the point of view of the Women’s Libbers, it’s told from the point of view of Bob Hope - the host of that year’s Miss World - and it’s told from the point of view of the Miss World contestants.”

Alexander and other activists saw the Women’s Liberation movement saw the pageant as a perfect opportunity to have their voice heard worldwide.

“The Women’s Liberation move-

ment was gathering momentum at that time,” Hosten said. “I remember the protests and the flour bombs.

But they weren’t protesting us – the contestants. They were targeting the patronization of the pageant, and how we were being exploited.”

Hosten said there was one awkward part of the contest in which she felt exploited.

“We were all in bathing suits, and we were asked to turn around,” she said. “That was obviously objectifying us. But we did it.”

Knightley said this sexual objectification of women is what motivated her character and other protestors at the time.

“From the Women’s Lib point of view, it was sexual objectification of women’s bodies; them walking out on stage, giving their vital statistics, people giving them marks out of 10, standing around for people to check out their derrieres,” Knightley said. “The fact that this is family entertainment, that this is what every little girl is meant to aspire to be – that it’s simply about what they look like and not what they think or what they do – a new generation of women found this absolutely outrageous.”

While some of the contestants were lifelong pageant participants and veterans, Hosten had never considered entering a pageant of any kind.

“It was quite accidental,” she said of how she became a contestant in the pageant. “I was working as a flight attendant, and Miss Guy-

ana was on the plane, on the way to Miss World. One of the people with her asked if I would have my picture taken with her. The picture ended up in newspapers over the next few days. When I got back to Grenada, someone from the tourism board asked me to enter a pageant at home. One of the prizes was going to Miss World. I was kind of adventurous and decided it was a pragmatic opportunity.”

Hostens, then 23, became Grenada’s first ever contestant in the Miss World pageant. Both she and the government of Grenada saw the event as a chance to promote tourism on the Caribbean island. Personally, she also saw the pageant as a stepping stone that could open doors for her own professional career.

“I went into the pageant hoping I would spend some time with the media so I could talk to them and promote Grenada,” Hosten said.

“But I didn’t really get that chance.

The media was only interested in the contestants they thought would win. Even when we went to Royal Albert Hall for the rehearsal, only 15 girls were invited on stage, and they were the ones who were the considered the most likely to win – Miss USA, Miss Sweden, Miss UK – the rest of us just sat in the audience and watched.”

The snub served as a motivator

for Hosten.

“I practiced walking in my room,” she said. “I was more determined than ever to shine the next day.”

The morning of the pageant, the contestants that did not get the opportunity to go on stage with the 15 favourites were given the chance to go to the Royal Albert Hall to be on the stage. Hosten jumped at the opportunity, and stayed behind when the other contestants who also went to try out the stage went back to their hotel.

“I just walked on the stage for an hour and a half,” Hosten said. “It gave me great confidence.”

Hosten and her sister, who was in London with her as her chaperone, had gone to New York before the contest to go shopping. Hosten said her evening gown was her “secret weapon.” However, as stunning as she looked in her dress, there was something else that helped her win.

“I had worked for BBC radio,” Hosten said. “The advantage I had over all the other contestants was my experience as a communicator.

I wanted to be the whole package, not just someone who would win on looks. I wanted to be someone who could effectively represent women.”

Hosten became the first Black woman to win the contest. The runner-up was another Black woman, Pearl Jansen of South Africa. Jansen was one of two South African women in the contest. Because of apartheid in that country, South Africa entered both a white woman and a Black woman in the contest.

Hosten had become friends with Jansen at the event, but was unable to maintain the friendship over the years.

“Pearl was the runner-up, and the white South African contestant, Jillian Jessup, finished fifth,” Hosten said. “However, when they returned home, Pearl was sent back to where she was from and she was never heard from, while Jillian was invited to visit with the Governor. No one could find Pearl or knew what happened to her.

The producers of the movie were able to track her down and she was at the premier of the movie. It was so nice to see her again and to continue our friendship.”

“The first newspaper I saw the next day had a big headline, ‘Miss World is Black’,” Hosten said. “I thought maybe they would highlight the small island I came from. Then I saw another headline, ‘Well, is she the most beautiful woman in the world?’

It was shocking to me that this was what greeted me after winning.”

Adding to the backlash after the judging was that Pearl Jansen was the runner up.

“There was a lot of speculation publicly and in the media that since two women of colour finished first and second in the contest, there must have been some sort of collusion,” Hosten said.

Despite the controversy, Hosten fulfilled her obligations as 1970 Miss World with dignity and grace as she became a global celebrity. She accompanied Bob Hope to Vietnam and was on the cover of many magazines.

When her tenure as Miss World ended, Hosten put the experience behind her and used it as a stepping stone to further her own career. She worked in customer relations with Air Canada and got married to David Craig. They moved to the area from Bermuda in 1973, and Hosten earned her Master’s Degree in Political Science and International Relations at Carleton University. In 1978, she became Grenada’s High Commissioner to Canada. She has also served as the Technical Advisor on Trade to the Eastern Caribbean States.

In 1992, her thesis on the effect of the North American Free Trade Agreement (NAFTA) on the Commonwealth Caribbean was published.

In 2011, Hosten took her career in a completely different direction and earned a Master’s Degree in Psychology. She worked as a psychotherapist until retiring.

“Being Miss World was part of my journey,” Hosten said. “It was an incredible experience. It helped shape me, but it doesn’t define me.”

Hosten became aware several years ago that a film on the 1970 Miss World contest was in the works. She shared her diary of the contest with the film’s producers. She was pleased to learn that Gugu Mbatha-Raw was selected to play her.

“A few years ago, I watched the movie Belle with a friend,” Hosten said. “Gugu was very good in that film. My friend said afterward, ‘My goodness, she could play you.’ When I found out she would be playing me, I was very happy.”

Jennifer Hosten also released her autobiography this year. While the movie Misbehaviour focuses on the 1970 Miss World pageant and ends with the pageant, Hosten said the book details things that happened in her life after winning the contest.

Mbatha-Raw, an acclaimed British actress who has won numerous national and international awards on top of being named a Member of the Order of the British Empire, visited Hosten and they also went to Grenada.

“We had about four days in Grenada, which was incredible,” said Mbatha-Raw. “It was a really evocative experience to see it through her eyes, to see where she grew up, to hear stories from her childhood and her experiences there. That was a really invaluable and very inspiring way to get to know her.”

Philippa Lowthorpe, the director, said Mbatha-Raw absorbed everything to do with Hosten, and brought a sense to Hosten’s great depth and steely calm.

“She remembered everything very vividly,” Mbatha-Raw said of Hosten, “and to be able to have her reflections and also to then have the real footage and marry the two together into the essence of who this person was and is, was really interesting.”

Hosten said that the movie ends at

the end of the Miss World contest.

“The contest was only a small part of my life,” she said. “It was only the beginning of a long journey.”

Hosten said the timing of the movie could not have been better.

“Young women today take a lot of things for granted,” she said. “There are so many opportunities for women today that were not open to us in 1970.

“One thing that became clear to us in 1970 is that the rights women were fighting for then did not include women of colour. We have come so far since then with regard to racism, but as we all know, there is still a long way to go. When we stop talking about it, we will have reached where we want to be.”

The movie, Hosten said, focuses on a message that is as relevant today as it was in 1970.

“There are many things we need to not take for granted,” she said. “We need to not be afraid to speak up when we see injustice or inequality. It’s time for us to be brave. It’s time for us to walk the talk.”

Road safety a topic of conversation with schools open again

Students, parents and educators are all adjusting to the new reality of a very different and challenging school year. I want to acknowledge the tremendous efforts of teachers, administrators and the entire community – who are working together to ensure the safety and wellbeing of students and staff everywhere.

As we are now a month into the school year, the number one topic of conversation aside from the COVID-19 pandemic these days is road safety.

I’d like to take this oppor-

tunity to remind residents that we must all be more vigilant when driving in residential neighbourhoods and near schools and parks.

The City launched an Automated Speed Enforcement pilot project this summer, installing four cameras, two of which are stationary and two others rotating periodically between six key locations in residential neighbourhoods and school zones. The data collected between July 13 and 31 revealed that our four cameras led to 10,771 tickets being issued.

That’s more than 2,500 tickets per camera in just

some progress as we extend these initiatives and continue to promote more cautious and improved driving habits in all four corners of Ottawa.

Finally, Councillors will be able to implement gateway speed-limit signs and some permanent traffic-calming measures, such as speed humps and speed tables, mediannarrowing islands and

City working toward a significant watermain project for Manotick

For the last couple of years, the City has been working toward a significant watermain project connecting the water system in Riverside South to Hillside Gardens and connecting with the watermain that serves Manotick along Rideau Valley Drive. This project provides a backup supply as the village is currently supplied only by the one main.

The City of Ottawa, having retained R.W. Tomlinson Limited to complete the work, has now commenced construction on the new watermains, and associated road and park rehabilitation work as part of the Manotick (Phase 1) and North Island Watermain Link project. Information for this project can be found at ottawa. ca/manotickphase1 The work now underway is expected to be completed in the fall of 2021. The schedule will be modified as needed, for example if weather affects the schedule, or if conditions change. Lean Crescent to Rideau Valley Drive Traffic impacts will include the closure of Barnsdale Road, specifically the Barnsdale bridge. It is to be closed to through traffic between Rideau Valley Drive and McLean Crescent from October 1, 2020 until the end of the year. Access to private properties on Barnsdale Road will be maintained throughout the construction period. Notice will be provided prior construction in front of your residence. Cycling and pedestrian access is expected to be maintained throughout construction. For instances where cycling and pedestrian access cannot be maintained on Barnsdale Road, cyclists and pedestrians will be detoured to Lockview Road and

Beryl Gaffney Park, providing connectivity to Rideau Valley Drive.

OC Transpo Route 176 travels through the project; however, no impacts to the route and schedule are anticipated except for minor relocation of bus stops. Road, McLean Crescent, Rideau Valley Drive and Long Island Road will experience localized lane reductions during off-peak hours throughout the length of the project. Pedestrian and cycling access will be maintained where feasible.

To facilitate installation of the watermains under the Rideau River, both Walter Upton-Collins Park and David Bartlett Park will be closed to residents while construction is underway. Work is expected to commence October 2020. The length of the Park closures is dependent on the Contractor’s schedule and their staging plans; however, it is anticipated that the Parks will be able to open in 2021.

Residents are requested to use Beryl Gaffney Park in the meantime, which is an offleash dog park. Signage will be placed at the entrance of both parks.

Household Hazardous Waste Depot

I am pleased to inform you that the third and final extended Household Hazardous Waste Depot for 2020 will be held at the Barrhaven Snow Disposal Facility (Strandherd Drive and Dealership Drive). The Depot will be open from Wednesday, October 21 to Sunday, October 25 between the hours of 8:00am to 4:00pm.

Indoor public skating will be available by reservation at five City arenas, starting Thursday, October 1: • Bob MacQuarrie Recreation Complex – Orléans • Sandy Hill Arena • CARDELREC Recrea-

tion Complex – Goulbourn • Minto Recreation Complex – Barrhaven • Bell Centennial Arena

Skating schedules will be available online at ottawa.ca starting September 29. Since skating capacity will be limited to 25 skaters on each rink, you can reserve your 50-minute skate time up to two days in advance. Payment options for the admission fee vary at each arena. Please check ottawa.ca for more information.

Children aged 10 and under must be accompanied by one parent or guardian – on-ice or as a spectator. Other skaters are limited to bringing one spectator. Use of the player benches are restricted to the skaters only – while maintaining physical distancing.

While masks are not required on the ice, they must be worn throughout the building. Skaters and spectators must also maintain two-metre

physical distancing from people who are outside of their social bubble or household.

Changerooms will be open but skaters are encouraged to arrive dressed to skate. Access to the arena and changerooms will be allowed 15 minutes prior to the skate. Remember, a CSA-certified hockey helmet is required for children aged 10 and under.

Additional arenas will open on October 15 for more public and specialized skating sessions by reservation. Hockey programming, including shinny and adult pick-up, are included in the fall recreation eGuides at ottawa.ca/recreation.

Ontario limits the size of unmonitored and private social gatherings Unmonitored and private social gatherings include functions, parties, dinners, gatherings, BBQs or wedding receptions held in private residences, backyards, parks and other recreational areas.

The new limit on the number of people allowed to attend an unmonitored private social gathering across the province is: - 10 people at an indoor event or gathering (previous limit of 50); or - 25 people at an outdoor event or gathering (previous limit of 100).

Indoor and outdoor events and gatherings cannot be merged together. Gatherings of 35 (25 outdoors and 10 indoors) are not permitted.

The new limits will not apply to events or gatherings held in staffed businesses and facilities, such as bars, restaurants, cinemas, convention centres, banquet halls, gyms, places of worship, recreational sporting or performing art events.

Existing rules, including public health and workplace safety measures for these businesses and facilities, continue to be in effect.

These new limits are effective immediately.

To support better compliance with public health guidelines, amendments to the Reopening Ontario (A Flexible Response to COVID-19) Act would, if passed, establish: A new offence regarding hosting or organizing a gathering in residential premises or other prescribed premises that exceeds limits under an order.

A minimum fine of $10,000 for organizers of these gatherings.

Ontario Expands COVID-19 Testing to Pharmacies

Effective immediately, Ontarians should only seek testing at assessment centres if you are: - Showing COVID-19 symptoms; - Have been exposed to a confirmed case of the virus, as informed by your public health unit or exposure notification through the COVID Alert app.

- A resident or work in a setting that has a COVID-19 outbreak, as identified and informed by your local public health unit.

- Eligible for testing as part of a targeted testing initiative directed by the Ministry of Health or the Ministry of Long-Term Care.

- Testing continues to be available at any of the province’s 150 assessment centres currently open, and at participating pharmacies starting this Friday.

- To find the closest pharmacy or assessment centre, please visit Ontario.ca/ covidtest.

The Ontario government is providing people with convenient and timely access to free COVID-19 testing at pharmacies in the province.

As of Friday, up to 60 pharmacies in Ontario will begin offering testing by appointment only, with further locations coming online in the coming weeks.

Investigators released a composite sketch of the suspect.

Investigators want to speak with any witnesses or people who may recognize the individual in the sketch.

Police are also looking for anyone who travelled along Spruce Road between 5 p.m. and 7 p.m. on Sept. 17 who may have an onboard camera in their vehicle.

OPS Community Tour

A great big thank you to Supt. Jamie Dunlop from our Community Police Unit for your time yesterday. We visited each village in Ward 20 to review some of the most common issues I’ve heard from traffic enforcement to vandalism to youth programs. The biggest message we brought to each area is to report issues directly to police. This will allow the analysts review what issues are happening in each community so they can deploy the appropriate officers.

Area 31 Grand Opening

I want to congratulate Bytown Motorcycle Association (BMA) President Chris Moyle on the grand opening today. In attendance to present the certificate was Goldie Ghamari, Councillor Meehan. The BMA is a not for profit organization and now has over 800 members! They host and promote various rides off road around the Ottawa Valley and various districts. Riders with BMA membership can attend with their motorcycles insured and plated. Their vision is to see a concentration of riders in a controlled environment and keeping them off the streets and off private property! The club is family oriented. They host family days, rider orientations, rider training seminars, trail clearing events to keep the tree foliage off our faces, GPS courses, trail riding mechanic courses, and host charity rides.

Ride for dad, humane society to name a few. This initiative has been supported by local business, tradespeople and family who all look to expand upon our current legal riding areas.

Osgoode Twp. Museum to open Nov. 21

The Osgoode Township Museum is very excited to announce its tentative grand opening date - November 21, 2020 - for the brand new permanent exhibition Rooted in Rural. This exhibition explores the incredibly resilient spirit of the people living in Osgoode Township. Visitors to the exhibit can expect to discover how indigenous peoples and the first European settlers paved a path for our current day rural community members, and how these residents are cultivating their connections with the past, present and future. Exhibition highlights include a 17-foot dugout canoe, a Boyd Block machine, and items that once belonged to local legends like hockey star Larry Robinson and Orval Prophet. An exciting new portion of the exhib-

ition is an interactive space for families.

This area is a market produce stand made to look like the bed of a pickup truck and pay homage to the hardworking agricultural families in our community with the goal of connecting kids with the idea of where our food comes from! The space will be closely monitored and sanitized after each visit to ensure kids can still experience hands-on learning in a museum setting. Staff updated the museum site with new protocol in place when it reopened in July to maintain social distancing and a limited number of visitors will be allowed in the museum space at one time. Booking a free visit in advance is highly encouraged and the form is available on our website.

Consultations launched on city’s Transportation Master Plan The City is looking for your input into the Transportation Master Plan through an online survey. This one is focused on active transportation networks (cycling, biking and public transit).

The survey is supported by an overview video and a discussion document which explains the approach and process.

The survey provides an opportunity to assess the short term and long term impact of the COVID pandemic on the City’s transportation networks as well as providing input on key components of an active transportation approach to transportation.

The components include safety, community trips, access to transit, a city-wide active transportation network, use of new technologies and how to promote a cycling/walking culture. The

survey takes about 10-20 minutes to complete.

Also included is a mapping exercise where you can identify gaps in the system and rank different cycling/ walking options in urban or rural parts of the City. This exercise enables Manotick residents to highlight where we need to address current gaps in the Village’s cycling and pedestrian networks.

One example is the lack of a sidewalk on Eastman Avenue which would strengthen the connection between Mahogany and the Village core. The exercise also provides the opportunity to indicate what

design options provide the safest walking/cycling options – paved shoulder, sidewalk or multi-use pathway are three examples.

You can access the survey, which closes on October 23rd, at https://engage. ottawa.ca/transportationmaster-plan . The survey results will be used to update the City’s Cycling and Pedestrian Plans.

You can also sign up for updates on future consultations on the Transportation Master Plan (TMP). This latest consultation is phase 2 of a 5-phase consultation plan that will culminate with a Transportation Master Plan in 2023. Phase 1 identified the three priority issues that needed to be addressed in the TMP: Climate Change, Equity and Transportation Options. Expanded transit options was the number one

issue identified by respondents to the first survey. The next opportunity for input will be in 2021.

Interactive COVID map latest addition to OPH web site

Want to know where most of the people affected by COVID live? Ottawa Public Health has created an interactive map, by ward, which looks at the location of the people who have tested positive for COVID. RideauGolbourn has had a total of 58 cases since early March while Osgoode Ward has had only 28 cases. The other rural ward, West Carleton-March had the fewest cases with 19 and Stittsville is also among the lowest with 48 cases. The map looks at total cases as well as the number of cases in the last 30 days and in the last 14 days.

With the increase in the number of cases this fall, it continues to be important to social distance, wear a mask in public spaces and wash your hands frequently. OPH is also recommending that you limit any close contact with anyone to the members of your household.
