Project Overview: Project REACH Fiji Project REACH Fiji aims to promote peace building, social cohesion and inclusiveness. REACH conducts awareness raising of the social, economic and legal rights enshrined in the Constitution of the Republic of Fiji, then directly provides access to the services associated with these rights, and strengthens the requisite institutional capacity to deliver these services. A mobile service delivery approach is undertaken to reach communities throughout all of Fiji – with the focus on reaching the furthest behind first.

Project REACH Fiji aims to accomplish the following key results: • • •

Increased awareness in urban, rural and maritime communities, of constitutional rights in the areas of social and economic wellbeing and justice, focusing on legal aid, through the provision of mobile teams. Enhanced delivery of the services provided by the Ministry of Women, Children and Poverty Alleviation and the Legal Aid Commission through the provision of mobile teams visiting urban, rural and maritime communities. Strengthened capacity of the Ministry of Women, Children and Poverty Alleviation and the Legal Aid Commission through support to strategic planning, monitoring of results and support of coordination for effective and coordinated service delivery to urban, rural and maritime communities. Policy making informed and based on evidence through research and analysis on the relevant areas related to the empowerment of women and girls, promotion of peaceful and inclusive societies for sustainable development, provision of access to justice for all and building effective, accountable and inclusive institutions.

SDG Platform Country Experiment Problem Statement Project REACH provides a platform to convene multiple and varied stakeholders with the common concern of providing government services and increasing knowledge and awareness thereof – the REACH model is the platform through which multiple such interests are supplied in a single integrated manner. However, there are limits to the current number of agencies, both government and non-state actors currently involved. Thus, not all rights & services are covered. In the past, when missions revealed particular demand – such as the need for birth registrations etc. – additional government agencies have been brought on board, such as the Ministry of Justice’s Births, Deaths and Marriages Division. Current missions have demonstrated continuing demand for socio-economic right protections and health rights protections, both seen to have a particularly weak presence in the current REACH mission structure. At this point, the precise areas in each of these broad headings where demand would be highest remains unknown, hence the intent to include a number of actors to determine the ones of greatest need. The REACH platform is ready to test expansion beyond the core counterparts.

Assumptions We assume socio-economic rights should be included and would have meaningful value in the communities in terms of available government and non-government support. This is particularly the case relating to pricing structures in private and public ventures in remote areas given the lack of oversight, transport costs and potential for predatory pricing as was observed anecdotally after Tropical Cyclone Winston - and most recently observed earlier this year during an outbreak of the meningococcal disease and accompanying price hike in pharmacies for the vaccine. Additionally, many Fijians in peri-urban, sugar farming areas and on traditional family plots are in rental/leasing agreements, many of which may have agreements constructed in ways which contravene the law. The same is true of health and welfare services. In particular the state presence in the most remote areas is challenged, particularly when it comes to providing information and support in the realm of SGBV and Domestic and Sexual Violence as sub-sets. Even in urban areas, CSOs play a crucial role supporting with access to justice accompaniment services and the provision of information and counselling to victims. Additionally, there is little education to youth on family planning and empowering young women and men with sexual and reproductive health services. Accordingly it is an assumption that 1. These rights and related information are desirable to communities, in terms of getting to know about them, and see them upheld; and 2. Inclusion of these rights and services would have a tangible impact on beneficiary communities.

Hypotheses If these assumptions are true, then we anticipate seeing demand for these services after awareness raising and accompanying delivery of these services. The ultimate result will be a more complete platform to support remote communities in both learning of and accessing their rights.

Tests: how to test the hypothesis? 1. Demand for services would be demonstrated by observation of follow on services being requested by beneficiaries in target communities (observations, monitoring and tabulation of services rendered – with particular attention to female beneficiaries) 2. Additionally, it would be worthwhile to include qualitative indicators as well, such as pre-and-post beneficiary surveys, satisfaction measurement, and indicative interest – all potentially best achieved through guided oral focus groups.

Overview of Project REACH and SDG Platform Country Experiment 1. What has been performed on the SDG country support platforms? For the Fiji Project REACH Platform, we proposed to add 2 members to the SDG platform – namely the Fiji Commerce and Competition Bureau (FCCC) and Medical Services Pacific (MSP) – meaning socio-economic rights and sexual and reproductive health and elements would be added to the integrated platform. The REACH team met with both counterparts, secured agreement to cooperate, communicated with key existing project counterparts, and began planning REACH missions with the addition of 2 new members.

2. What are the bottlenecks you find challenging in designing/implementing the SDG country support platforms? We have not experienced any serious or fatal challenges. The addition of two more entities has added additional planning and coordination tasks for our field staff, making it that much more difficult to successfully organized and execute missions of 15+ persons and up to 8 agencies represented. Additionally, we have agreed orally and in writing to support involvement of MSP and FCCC in field missions, but have not developed contracts to that effect – namely because we are only covering direct travel expenses with meal/subsistence allowance (based on Government of Fiji rates) and direct payments for all where possible. Were we to expand/extend engagement, a formal arrangement would be necessary, and would prove time a major challenge given the required involvement of FCCC legal office and Boards of both MSP and FCCC to approve the agreement, whereas the current arrangement effectively represents a management decision for both MSP and FCCC. Beyond this, it has created some new challenges for reporting and requires a new approach, especially for the sexual and reproductive health side – here, the methodology, knowledge and awareness raising and service provision are quite different than those on offer from the Legal Aid Commission, for example – the team remains working through how to properly account for family planning counselling, which is a mix of knowledge/awareness, but also a service being provided to beneficiaries. Finally, it has created some challenges with existing capacity among newly included FCCC and MSP. FCCC is not tooled for extensive outreach with limited resource persons – who are actually inspectors. This has resulted in challenging situations where we must bring FCCC presenter from the West to participate in activities conducted in the East, and the presenter from the East to participate in the West, lest we miss deadlines set for the experiment. For MSP, as an NGO with limited core funding, running two simultaneous outreach activities means core functions are either halted or cover must be provided, entailing additional resources. Thus on one occasion, the project utilized funds to cover the professional fees of an MSP nurse to participate, thus permitting the mission to continue, while ensuring the MSP clinic would still be staffed.

Progress of the Experiment 1. What has been done in the experiment?

Both FCCC and MSP have been brought on board and participated in 2 missions (Macuata and Taveuni & Mamanuca Group), which included activities administered in multiple locations.

TOTAL RESULTS: •

1075 people reached with knowledge and awareness raising by MSP and the FCCC. o 591 women, female youth, girls (55%) o 484 men, male youth, boys (45%)

583 services delivered by MSP and the FCCC to beneficiaries. o 445 to women, female youth, girls (76%) o 138 to men, male youth, boys (24%)

Mission 1 - Taveuni (Eastern): •

893 people reached with knowledge and awareness raising o 473 women/female youth/girls (53%); o 423 men/male youth/boys (47%)

318 health and socio-economic services were delivered by MSP and the FCCC o 198 women/female youth/girls (62%); o 120 men/male youth/boys (38%)

Mission 2 –Mamanuca Group (Western): •

182 people reached with knowledge and awareness raising o 118 women/ female youth/girls (65%); o 64 men/male youth/boys (35%)

265 health and socio-economic services were delivered by MSP and the FCCC o 247 to women/female youth/girls (93%) o 18 men/male youth/boys (7%)

2. What do the initial findings reveal about expected progress?

Which services are women accessing? Women and girls are both accessing the clinical services offered by MSP (e.g. medical services) but also the counselling services offered by MSP – with some slight differentiation between mission localities. The addition of both medical and socio-economic rights, knowledge awareness raising, and services have been very well-received – and well accessed, particularly by women. Medical services in particular are being accessed and delivered in very high numbers to women, namely because a number of the services are aimed at women (though prostate tests are also available and administered), however it is notable to see such high numbers.

Word of the socio-economic protections available under the FCCC are often the first beneficiaries have heard of them – they are a newly reinvigorated Commission. They are also running community inspections of businesses to ensure compliance with FCCC rules, and this is not counted as a service, but could have immense impact on every community member (e.g. rectification of predatory prices in line with government regulated pricing reduces costs for essential goods – like sugar, flour, oil, gasoline, cooking gas).

Voices from the field: Taveuni - Macuata focus group discussions MSP and FCCC proved a major boost to the mission. Many were not aware of these 2 organisations. However, beneficiaries were very appreciative of the services offered, especially regarding the awareness raising on cervical cancer and prostate cancer in addition to the general medical services offered during the missions. Scanning for cervical cancer for women done at the mission sites were taken advantage of by the community members. Community members turned out in numbers to utilise the services offered by MSP. For the FCCC, many were interested with the services they offered in monitoring price regulated goods and the consequences for those vendors who neglected these regulations. For example - the recent “Homes-Care”1 initiative whereby customers were being told by the hardware to swipe their purchases now and that they would provide the items at a later date being regarded as a breach.

Voices from the Field: Mamanucas Focus Group Including MSP and FCCC was a positive move by UNDP REACH to diversify and expand awareness raising and service delivery to Fijians living the furthest from where government service centres are physically located. MSP and FCCC’s medical and economic services are not readily available for those living outside physical service locations, and the people of Solevu, Cubi, Tavua and Yanuya greatly appreciated the services provided by FCCC and MSP. In particular for the FCCC, many beneficiaries were interested in the services they offered in terms awareness raising on the rights of the consumer and the responsibility of shopkeepers. The actual monitoring of a set goods that have price regulated by FCCC was a good opportunity for shopkeepers and consumers to be made aware of penalties for selling goods at a higher price than the official pricing list set and managed by FCCC for essential goods in Fiji. In this respect, the awareness raising actually functioned as a broader service to the community with regard to acceptable pricing.

1 The Homes-CARE initiative was rolled out by Government to aid Fijians who lost household items or whose homes were damaged or destroyed by Tropical Cyclone Josie and Keni in early 2018. Fijians who qualified for this assistance received pre-paid cards loaded with up to $7000 to purchase materials to repair their homes and replace possessions that were lost or badly damaged from assigned traders working with the initiative. 1. What are the key insights from the experiment so far?

There has been a bump in service delivery numbers – the types of services offered by MSP are immediate with direct impact – e.g. a service package on family planning, direct explanation of girl empowerment, and on-site sexual/reproductive health testing (e.g. Pap Smear/cervical exams) – with near immediate effect.

2. What has been your ‘aha’ moment, if any?

FCCC, in fact the knowledge and awareness raising when provided to both consumers and vendors functions both as knowledge/awareness raising, but also as a service, since that transparency and potential for inspection of vendor pricing, can function to provide economic services as a public good and service to the community. This is a powerful combination with potentially significant impact on the lives and economic well-being of Fijians living in remote locales.

3. What seems to be working and not working?

In terms of service delivery, all is working, but for the challenges/bottlenecks listed above in Point 2. We will seek to ensure continued participation of both organizations throughout the rest of the REACH project.
