RESUME’ DR. SIDNEY A. BERNSEN Summary Over 55 years' experience in research, development, design, licensing, quality assurance and management of nuclear and other high technology facilities. Participated in a number of unique and first of a kind projects and programs. Leader in the development and application of nuclear quality assurance standards. Managed nuclear engineering and licensing for Bechtel and participated in industry activities associated with safety and licensing of nuclear power plants. Developed and managed the Bechtel quality assurance program. Active in national and international standards committees, including membership on the ASME Board on Nuclear Codes and Standards (BNCS), the ASME standards committee on Nuclear codes and Standards (NQA), and chairman of the ASME standards committee on Nuclear Risk Management (CNRM). Senior examiner – Malcolm Baldridge National Quality Award.

Work History Consultant - 1992 - 2014 Dr. Bernsen provided quality assurance and management consulting services and volunteer project management for his congregation. He also serves as a member of the American Society of Mechanical Engineers (ASME) Board on Nuclear Codes and Standards (BNCS), and the ASME Committee on Nuclear Risk Management. Dr. Bernsen was a founding member of the BNCS which provides management of all ASME Nuclear Codes and Standards management, including the nuclear portions of the Boiler and Pressure Vessel Code Sections III & XI. He was the original chairman of the subcommittee that developed the N45.2 standard on nuclear QA and also was the first chairman of the ASME Nuclear Quality Assurance Committee.

Bechtel – 1962 – 1992 Dr. Bernsen retired from Bechtel in December 1992. Prior to his retirement, he was a senior staff member in the San Francisco Office of Bechtel Corporation providing quality assurance program development, review and support, and engineering advice to management and projects.

From 1984 – 1990, he was the manager of quality assurance for Bechtel Power Corporation (BPC) and Bechtel Construction Company responsible for overall quality program policy and management of BPC QA activities, liaison with the NRC, and for day–to–day management of QA activities in the Gaithersburg Regional Office. Activities under his cognizance included QA functions associated with design, construction, and operating support services; sponsorship of the experience feedback program, and

sponsorship of quality improvement training activities. He provided expert witness testimony for Pacific Gas and Electric (PG&E) on the subject of Quality Assurance in connection with state regulatory hearings for the Diablo Canyon nuclear power plant.

Previously, Dr. Bernsen served as Bechtel’s assistant project manager on the Midland Nuclear Power Plant project for Consumers Power Company and as manager of quality on the William H. Zimmer Station for Cincinnati Gas & Electric Company. Earlier Dr. Bernsen served as Bechtel’s manager of licensing and assistant project manager – technical for the South Texas Project for Houston Lighting & Power Company (HL&P).

In this capacity he had management oversight for licensing, systems design, project procedures, and coordination with the project quality assurance group. He provided expert witness testimony for HL&P in the U.S. Nuclear Regulatory Commission licensing hearings for the South Texas plant on the subjects of Quality Assurance and licensing.

From 1969 – 1982, as a member of the Bechtel power management group, he held a number of senior assignments, including: Manager of nuclear engineering/chief nuclear engineer Responsible for coordinating overall engineering and licensing activities associated with nuclear power plants. Provided technical guidance and support to divisions and projects on nuclear plant issues. Managed the development and dissemination of standards, guidance and experience feedback. Represented Bechtel in generic interactions with the Nuclear Regulatory Commission on safety and licensing issues.

Manager of quality assurance Developed the quality assurance program. Secured NRC generic approval of the standard Bechtel QA program and ASME accreditation of the program. Coordinated all quality related functions and provided policy direction. Managed day–to–day QA functions for San Francisco based projects.

Engineering manager, Power & Industrial Division Managed engineering on various projects, including plant site studies, power systems planning, bid evaluations, economic analyses.

From 1962–1969 he held positions in engineering and project management and served as chief engineer in the Scientific Development Department. During this period he worked on a number of advanced first of a kind power projects and plant features, aerospace test facilities, and other advanced technology projects.

Advanced Technology Laboratory, American Standard Corp. 1959–1962 Manager of the Nuclear Development Laboratory. Responsible for design and development work on boiling and pressurized water reactors, advanced power concepts, and research and training reactors.

General Atomic Division, General Dynamics Corp. 1957–1959 Section Head; mechanical and thermal design, maritime gas cooled reactor.

Participated in development of the High Temperature Gas Cooled Reactor (HTGR) design.

Argonne National Laboratory. 1952–1957 Associate mechanical engineer. Participated in the development and demonstration of the boiling water reactor; nuclear safety studies and reviews; evaluation of reactor concepts; heat transfer, shielding and reactor physics analysis.

External Activities From 1988 through 1991, Dr. Bernsen served as an Examiner (1988) and a Senior Examiner 1989–1991 on the Board of Examiners for the Malcolm Baldridge National Quality Award.

Dr. Bernsen has participated in a number of U. S. Nuclear Industry activities. He served as a member of the Atomic Industrial Forum’s Committee on Reactor Licensing and Safety and was a member of the IDCOR Steering Committee. He played a major role in rationalizing high energy pipe break criteria; led efforts to utilize severe accident analysis results to rationalize safety criteria, and was actively involved in licensing and safety issues such as those associated with emergency planning, fire protection, and post TMI accident concerns.

Dr. Bernsen has actively participated in codes and standards serving as the initial chairman of American National Standards Institute (ANSI) N45 Working Group 7, in preparing the initial version of ANSI N45.2, the original QA Standard for the commercial nuclear power industry. He organized and served as the initial chairman of the ANSI subcommittee responsible for maintaining N45.2 and developing the so-called daughter QA standards; and was the initial chairman and is now an honorary member of the ASME Nuclear Quality Assurance [Standards] Committee. Dr. Bernsen has been a member of the ASME Board on Nuclear Codes and Standards for 35 years. He also served as the first Chairman of the ASME Standards Committee on Nuclear Risk Management and remains a member of this committee.

Internationally he represented the U.S. in the development of International Standards Organization’s nuclear standards and participated in the development of the International Atomic Energy Agency’s Safety Guides on Quality assurance..
