RESUME’ DR. SIDNEY A. BERNSEN Summary Over 55 years' experience in research, development, design, licensing, quality assurance and management of nuclear and other high technology facilities. Participated in a number of unique and first of a kind projects and programs. Leader in the development and application of nuclear quality assurance standards. Managed nuclear engineering and licensing for Bechtel and participated in industry activities associated with safety and licensing of nuclear power plants. Developed and managed the Bechtel quality assurance program. Active in national and international standards committees, including membership on the ASME Board on Nuclear Codes and Standards (BNCS), the ASME standards committee on Nuclear codes and Standards (NQA), and chairman of the ASME standards committee on Nuclear Risk Management (CNRM). Senior examiner – Malcolm Baldridge National Quality Award. Work History Consultant - 1992 - 2014 Dr. Bernsen provided quality assurance and management consulting services and volunteer project management for his congregation. He also serves as a member of the American Society of Mechanical Engineers (ASME) Board on Nuclear Codes and Standards (BNCS), and the ASME Committee on Nuclear Risk Management. Dr. Bernsen was a founding member of the BNCS which provides management of all ASME Nuclear Codes and Standards management, including the nuclear portions of the Boiler and Pressure Vessel Code Sections III & XI. He was the original chairman of the subcommittee that developed the N45.2 standard on nuclear QA and also was the first chairman of the ASME Nuclear Quality Assurance Committee. Bechtel – 1962 – 1992 Dr. Bernsen retired from Bechtel in December 1992. Prior to his retirement, he was a senior staff member in the San Francisco Office of Bechtel Corporation providing quality assurance program development, review and support, and engineering advice to management and projects. From 1984 – 1990, he was the manager of quality assurance for Bechtel Power Corporation (BPC) and Bechtel Construction Company responsible for overall quality program policy and management of BPC QA activities, liaison with the NRC, and for day–to–day management of QA activities in the Gaithersburg Regional Office.
