We propose a new framework for public benefit agreements in New York City based on the principles of accountability, transparency, inclusiveness, consistency and fiscal responsibility. We expect that, if implemented, these recommendations will create a more predictable development process that limits uncertainties for the City, the developer and the community.
The Task Force studied past and present benefit agreements in New York City and around the country in order to devise a process that provides clear expectations, broad-based participation and enforceable benefits that comply with current legal standards. The resulting recommendations will not apply to every development in New York City, but rather major projects that have the potential for significant neighborhood impacts.
