hrough your partnership with CREATE, nearly $200,000 in scholarships was awarded this year to deserving students from our region. everal hundred school administrators from our region attend the Commission’s Dropout Prevention Summit held annually in February. The Summit has
created awareness of the nationwide dropout epidemic and the achievement gap affecting minority students while offering innovative solutions to these issues.

hrough our partnership with Toyota, plans for the Wellspring Center for Professional Futures continue to progress. The Center will provide students
exposure to professional careers through innovative teaching techniques and a hands-on learning environment. Students will be better prepared for future professional careers in fields such as architecture, medicine, and law. Funds are now being raised for the completion of this project.

umerous agencies that provide services for the underserved population are supported by endowment funds administered through CREATE. Alpha House,
Big Brothers Big Sisters, Gardner Simmons Home for Girls, Good Samaritan Free Clinic, and United Way are among the agencies with funds administered through CREATE. Each of these agencies works tirelessly to bring about positive lasting change in our region. Many lives are changed through their efforts, and we are truly thankful to be part of that process.

Toyota Education Enhancement Endowment Fund
T
he $50 million Toyota Endowment Fund is for the benefit of students and educators in Pontotoc, Union, and Lee Counties. The purpose of the endowment fund is to help raise the education level of the region by providing opportunities for growth and enrichment. After months of study and 10 www.createfoundation.com
collaboration with the eight area superintendents, an advisory committee has developed a plan for utilizing the funds. The Wellspring Center for Professional Futures, a high school-level, advanced career center, is the focal initiative. The fund also continues to provide significant support for admin-
istrator training and curriculum development. The center will expose students to professional careers through innovative teaching techniques and a hands-on learning environment. Attendance at the center will be coordinated with students’ high schools.
The endowment fund will be used to support the operating cost of the center. Additional support is required to fund the construction of the facility. Funding is being sought through federal, state and private sources.

he largest tornado outbreak ever recorded hit our region in April, 2011. Smithville, Mississippi was hit by an EF5 tornado that left a path of devastation nearly 37 miles long and a half-mile wide. Smithville suffered the destruction of more than 200 homes, 20 businesses, and four churches. Many lives were lost, and many others have been devastated and displaced. The following May, CREATE Foundation partnered with several media outlets from the

region to host a telethon raising funds to help with the tornado relief and recovery. WTVA/ WKDH/WLOV, Journal, Inc., Tupelo Radio Broadcasting, and Mississippi Radio Group participated in the event hosted by the Mall at Barnes Crossing. The total amount raised was $87,845. An additional $25,000 was added to that from CREATE’s Marchbanks Fund. A total of $112,845 was donated to the region to help with the tornado recovery and relief efforts.

Carlie Moon, a recent graduate of Shannon High School, received a 2011 Marchbanks Shannon Books Scholarship. Carlie is majoring in Accounting at Itawamba Community College. Seven other students from Shannon High School received the scholarship to help cover the costs of college textbooks.
ohn B. Marchbanks, a native of Shannon, Mississippi, maintained a deep love for the area where he grew up although he had not lived there for more than 60 years. John and his wife Frances desired to help people overcome their problems, misfortunes, and handicaps, and to assist them in helping themselves to achieve better lives and become productive citizens. Mr. and Mrs. Marchbanks left a gift of $8.7 million to benefit the region. In 2011, more than $250,000 in grants was awarded from the John and Frances Marchbanks Endowment Fund. Mississippi Building Blocks is a $10 million project designed to improve the quality of 100 pre-kindergarten classrooms. Building Blocks received $25,000 in 2010 and 2011 and will continue to receive the grant for two more years. The Lee County Tuition Guarantee program is supported by a $150,000 Marchbanks grant. he Boys and Girls Club of Oxford serves the community by providing a
safe place for youth to learn and grow. Members develop ongoing relationships with caring adults who encourage them to reach their full potential as productive, caring, responsible citizens. The Club offers programs that provide opportunities for career exploration and

educational enhancement. Character and leadership programs help members become better citizens. Arts programs enable youth to develop creativity and cultural awareness. The Club is a place where great futures start each and every day. The Boys and Girls Club of Oxford is supported by an organization endowment fund at CREATE Foundation. Organization endowment funds support specific non-profit agencies and may be established by the agency or by a donor. A portion of income from the fund is distributed annually to the organization while the endowment fund remains with CREATE, leaving a lasting pool of funds to support the organization in the years to come. With a permanent endowment fund remaining with CREATE, the Boys and Girls Club of Oxford can continue its business of offering character and leadership development, and education enhancement for future generations of youth in the Oxford area.

Autism Center The Autism Center of Tupelo is a special project of CREATE. The Center helps create significant, positive change for children and their families. It provides comprehensive educational and behavioral services to families and schools to support students with autism spectrum disorders, developmental delays, learning difficulties, and challenging behaviors. Services include parent consultations, detailed skills assessments, one-on-one applied behavior analysis-type instruction, inschool services and parent training. Commission on the Future of Northeast Mississippi
T
he Commission on the Future of Northeast Mississippi functions as the program arm of CREATE. Its purpose is to strengthen regional unity through community development that’s based on effective, collaborative leadership. To achieve its purpose, the Commission studies regional data, identifies key issues, sets regional goals, and recommends solutions to the issues being addressed. Its 49 volunteer members are from the 16-county region that CREATE serves. The Commission’s overall goal is to dramatically increase the region’s per capita income. Over the last five years, the Commission has focused most of its time and energy on educational attainment. Commission initiatives are designed to improve educational quality and attainment.

Children who do not receive the proper social and intellectual stimulation in the early years will developmentally lag behind their peers. It is often very difficult, if not impossible, for them to catch up socially and academically. For the year, the overall portfolio was (1.27%) which was slightly better than the fund custom blended benchmark. Over $5,680,000 was contributed to our pooled endowment fund. Our investment committee meets quarterly with our investment advisors to review performance. National Standards Compliance
The Center for Fiduciary Excellence (CEFEX) has certified the general investment account of the CREATE Foundation, Inc. CREATE Foundation is the first foundation in the world to successfully complete the independent CEFEX certification process. The CEFEX standard of excellence for investment stewards is based on 22 fiduciary practices that seek to increase long-term investment performance by diversifying the portfolio, evaluating investment management fees, and selecting investment managers.
The CREATE Foundation has been confirmed in compliance with the Council on Foundations National Standards. The National Standards Seal signifies that CREATE Foundation has met rigorous National Standards and has demonstrated its commitment to financial security, transparency, and accountability. “When people use CREATE Foundation to make a charitable bequest, establish a fund, or make a contribution, they do it knowing that we have met standards for donor services, investment management, grantmaking, and administration. The National Standards Seal is excellent validation of the work we do on behalf of our donors and our community,” says Mike Clayborne, President.
Audit The CREATE Foundation annually engages the services of an independent accounting firm to perform an audit of the Foundation’s financial statements. As part of the audit, the firm also reviews the internal controls and various policies and procedures to ensure the Foundation staff is adhering to the most current accounting practices. The Foundation’s auditor, Nail McKinney Professional Association, has issued an unqualified opinion on the financial statements for the year ended December 31, 2011.
