How to use the Lee County Election Guide Today’s guide to the 2011 party primaries covers the candidates in races that will appear on the Aug. 2 ballots in Lee County.

Some races will be the same on all ballots, but voters throughout the county will see different candidates for supervisor, justice court judge, constable and the Legislature, based on the district in which they live.

When, where, how to cast your ballot in Mississippi WHEN

This year’s state elections, as always, are a three-tiered process: 1. Republican and Democratic primaries are Aug. 2.

2. Party primary runoffs where necessary are Aug. 23.

3. The general election, which pits Republican and Democratic primary winners against each other and any third-party or independent candidates, is Nov. 8.

WHERE

Lee County polling places are listed on PAGES 12-13 of this section. If you will not be able to vote on election day, absentee balloting instructions are on PAGE 11.

HOW

Mississippi does not have voter registration by party. Any registered voter can vote in either the Democratic or Republican primaries, but you must choose one and cannot vote in both.

If you vote in one party primary on Aug. 2, you are not allowed to switch to the other party primary runoff on Aug. 23. However, you may vote for any candidates in the general election on Nov. 8, regardless of which primary you voted in or if you did not vote in a primary at all.

If you haven’t already registered to vote, it’s too late to qualify to vote in the August primaries. July 2 was the deadline. However, there is still time to register to vote for the general election in November.

In the last election my statement was “slow, methodical growth” and “positive, less costly growth.” Today I can say the 5th district has seen just this kind of growth, as is evident in several road widening projects such as County Roads 598, 1113, 1201, 1439, 1130 and the intersection of 814 and 1467 near Richmond. I asked you, the people in these areas, for easements to let me work on these projects; and because of your participation, these projects help to provide us all with safer roads and roads easier to maintain. Lee County already owned the equipment needed to make these improvements and the payroll for the workers can be considered “static cost” because it is ongoing year round. We have been able to do a considerable amount of work on these clearing/widening projects in the “off season” or winter time when the asphalt plants are closed and bush hogging is not needed, utilizing a workforce that is typically dormant in the winter months. My intention is to continue to improve the roads of the 5th district in this cost effective manner. I ask you the voters of the 5th district to re-elect me on August 2nd and let’s continue these cost efficient road improvement projects.

COST:

We are now operating on less money in the 5th district on our road maintenance than when I first took office, and at a time when the buying power of our dollar is less than it has been.

This is an unequaled savings in spending in our whole county and the quality of our 5th district road maintenance is at least comparable to any district in Lee County. This idea of conservative “cost effective” spending is reflected by my past voting record on every issue our board has rendered, proving my determination to “not raise our taxes!” I assure you more positive changes are in store for the 5th district. I am thankful to you, the voters of the 5th district, for electing me as your supervisor, and ask you to re-elect me for another term on August 2nd.

“I want to be your next Supervisor” I was born September 30, 1951 to J.C. & Judge Sadie Holland, 1st of 6 boys: Don (deceased), Steve, Perry, Johnny and Jimmy. At the age of 10 my family moved to the Plantersville area from the Palmetto community where I still reside with my wife Gwen. We have 3 children and 8 grandchildren.

Since the age of 12 I have been an active member at The First Baptist Church in Plantersville. I am a member of the church council, Sunday school teacher, president of the Brotherhood. I have also served as Training Union Director and RA teacher.

I attended Shannon Elementary, Plantersville Jr. High and graduated from Nettleton High. I was an active member of the FFA and won numerous medals showing cattle.

Justice Court Judge • First District • Lee County The 2011 election campaign season has begun and I can’t begin to tell you how much pride I feel for the accomplishments that have been made on behalf of Lee County. The support of each and everyone of you have fueled my ambition to take a “Firm, Honest” stand against crime. Crime is not just against one person, it is against you, it is against your child, and it is against your family. Making an impact is part of my stand against violators. I believe in taking strong actions in the beginning to reduce violations in the future by the same offenders. I have served as YOUR Justice Court Judge for the Northern District of Lee County for 19 years. I really feel it is important for you, the voter, to know exactly what the position entails to make an educated decision on who would be best suited for the job.

The position is not to be taken lightly as it sometimes requires split decisions to be made at awkward times. Justice Court Judges are on call literally 24 hours a day, 7 days a week.

Yes, they receive all hour phone calls and in person visits from taxpayers and law enforcement. I couldn’t possibly list all violations handled by the position, but I can give you a small example. Murder, rape, theft, and drug offenses … these are strong charges in which the Justice Court Judge must make a “Firm, Honest” judgment. The old belief that a Justice Court Judge is just someone who “marries people” and you pay your traffic fines is extremely underestimating the position. The person in this position also acts as a Municipal Judge for the towns in their district. They handle initial appearances, to set bonds, and preliminary hearings for felony cases. They are also, at times, appointed

by Circuit Court Judges to hear cases in surrounding counties. Continuing education is a must to keep up with constant changes in Mississippi law and to serve the county under proper intentions. I have 360 Judicial College hours.

Setting aside personal feelings is one of the greatest difficulties for someone who works for the judicial system, but it must be done. Some people do become offended from decisions that are made, but I do hope that when all is said and done, they understand that the greatest care was taken in making the decision and making the right decision under the law. I feel that I have achieved so much, but I have set myself, and Lee County, more and higher goals and would greatly appreciate your vote to re-elect me… to give Lee County the best chance to succeed, thrive, and reach it’s fullest potential. I can deliver… I have delivered… and I believe solely in “Firm, Honest Justice”.

My name is Joe Huckaby and I am seeking election to Constable of the 1st District. I am married to my wife of 15 years, Mary Huckaby. I have 4 children, Ian 15 years, Brian 11 years, Brianna age 8 and Jillian 8 months. I have enjoyed meeting so many people in this community these past few months and listening to their thoughts and concerns about our community. I look forward to meeting a lot more.

WHAT YOU NEED TO KNOW

ABSENTEE VOTING

Absentee voting is done ahead of election day.

Some registered voters are eligible to vote absentee because of age, health or work demands, or their affiliation with the U.S. armed forces. For example, a voter who will be outside his/her county or residence on election day is entitled to vote by absentee ballot.

Please check with your circuit clerk to determine if you are entitled to vote absentee and to learn the procedures for doing so.

Absentee voting deadlines come early to help ensure that your ballot is counted.

If you know you will vote absentee, contact your circuit clerk at least two weeks before the election.

PRIMARY ELECTIONS

Party candidates are nominated through primary elections. A voter may vote in any party’s primary and cast a ballot for that party’s nominees to the general election. If no candidate receives a majority of the votes in a primary, a runoff is held between the top two vote-getters.

A voter who votes in the primary of one party may not “cross over” to vote in the

runoff of another party.

By law, primary elections are run by each political party’s county executive committee with oversight from the state party executive committees. Circuit clerks also provide support.

GENERAL ELECTIONS

Candidates are elected to office in general elections.

The general election ballot contains the names of the party nominees, plus any independent or third party candidates who qualified.

For most elective offices, the candidate who receives the highest number of votes is elected. Offices in which candidates do not run in party primaries (most judicial offices, county election commissioner and some others) require a runoff if no candidate receives a majority vote in the general election.

You may vote for any candidate on the ballot – you are not limited to voting for the same party or any candidate you voted for in the earlier primary election.

By law, general elections are run by county election commissioners with limited oversight from state Board of Election Commissioners. Circuit clerks also provide support.

The Justice Court Judge deals with criminal court and civil court. My law enforcement and business owner experience, as well as my degree in Accounting and Management would give me an advantage in dealing with both areas.

SERVICE: Honored to have served on several boards and helped in fund raising, including: The Better Business Bureau, Kiwanis Club, Morgan County Board of Realtors, and Pregnancy Resource Center-Sav-A-Life. I also belonged to the Chamber of Commerce.
