Lost Rabbit turning into ‘success,’ developer says By JACK WEATHERLY jack.weatherly@msbusiness.com

The Town of Lost Rabbit is “kind of a success story,” said Kevin Blanchard of Southern Lifestyle Development. And that’s saying a lot for the upscale Madison County development on the Ross Barnett Reservoir. It had been mired in lawsuits for years, many of which were settled in 2014, leaving Allstate Insurance in possession of acreage that Southern Lifestyle purchased, Blanchard said in an interview on Monday. “We’re seeing lot sales deﬁnitely pick up,” said Blanchard, chief operating officer of the Lafayette, La.-based ﬁrm that specializes in traditional neighborhood development, such as its Waterton in Flowood announced earlier this year. Southern Lifestyle is working closely with Terry Lovelace in the building out of the 259-acre planned community that dates back more than a decade. Sales teams for Lovelace and Southern

Lifestyle are coordinating sales, Blanchard said. “We’re not pushing people to buy one of our lots and vice-versa.” Efforts to reach Lovelace for this article were unsuccessful. “People who live there are absolutely in love with the place,” Blanchard said. “They are the biggest sales force you could possibly have.” Southern Lifestyle bought about 40 acres, near the town center and purchased some land options from Lovelace. Roughly half of the site has been developed, meaning infrastructure is in place. “So we’ve got a long way to go,” he said. About one-quarter of the lots have been sold, he said. They range from 2,400 square feet to 16,000 square feet, according to information on the Lost Rabbit website. House sizes range from 1,500 square feet to 8,000 square feet. The community can be reached by taking the Madison exit on Interstate 55 and driving east ﬁve miles.

Threat and reality of tariffs not yet a factor in Mississippi By JACK WEATHERLY jack.weatherly@msbusiness.com The United States and China are in a standoff on agricultural trade, with the communist nation threatening to impose a 25 percent tariff on U.S. soybeans and other crops. “I think there is some hope that [the sides in] this standoff will back down,” said Dr. Keith Coble, head of the agricultural economics department at Mississippi State University. Mississippi’s soybean production in 2017 was valued at $1.27 billion, but the state is not alone in facing the possible consequences of a tariff, Coble said. “The soybean market is so integrated in the United States that what happens to the export market affects every soybean farmer in the United States,” Coble said. “The U.S. position started with concerns that really didn’t involve agriculture, but when you impose tariffs on another country they’re going to counter with an action that is not in the same sector . . . but in a sector where they can hurt you the worst,” he said. The United States exports nearly half of its soybeans and half of that goes to China. The Chinese retaliation came after

America imposed a 25 percent tariff on Chinese steel and 10 percent on Chinese aluminum starting March l. Jay Moon, president and chief executive of the Mississippi Manufacturers Association said in an interview that the U.S. is not entering a trade war, but rather is taking a “course correction.” The United States’ trade imbalance with China reached a record $375.2 billion last year, according to the Commerce Department. “Now we have to rebalance that,” Moon said. “I think that’s what the president is doing.” Theft of U.S. intellectual property allows China to illegally beneﬁt at the expense of the United States. “A lot of people are talking about the pain that’s going to be felt [because of the tariffs.] There’s already a lot of pain that’s being felt.” The so-called dumping of Chinese steel on the United States led to Trump’s decision to impose a tariff. But Moon says only about 2 percent of the steel used in the United States is from China. And the Mississippi Manufacturers Association members have not felt the impact of the tariff on Chinese steel, Moon said.

e are disappointed that the Mississippi Business Journal did not provide us the courtesy of hearing our point of view before taking a position against us in its recent Our View editorial. On behalf of the thousands of employees who are working each and every day to keep Mississippi’s businesses and residents connected, and on behalf of the more than 4,000 retirees who call Mississippi home, we feel an obligation to rebut the unchallenged claims made by C-Spire and echoed by the MBJ. In questioning the legitimacy of AT&T’s protest, the MBJ’s editors claim to know what is in the best interests for Mississippi. Yet MBJ apparently never reviewed the original Request for Proposals from the Department of Information Technology Services (ITS). Nor did it review the bid proposals from C-Spire and AT&T. Nor did it review AT&T’s protest. Had MBJ conducted a journalistic review of those documents, it would have learned that C-Spire’s proposal failed to meet mandatory requirements imposed by the State. ITS expressly informed vendors that a

failure to meet mandatory requirements would lead to an automatic disqualiﬁcation from the bidding process. To illustrate, if a state agency seeks proposals for an air conditioning system and states that a central unit with ducts is a mandatory requirement, then a vendor who bids a patchwork collection of window units must be disqualiﬁed, even if that vendor’s proposal is the lowest cost bid.

In our protest, we are asking ITS to administer the rules as they were speciﬁed in the RFP. We are conMayo Flynt vinced C-Spire has not met, and cannot meet, some of the state’s mandatory requirements. We’ve laid out our concerns in detail, and the experts at ITS are reviewing our claims. This is all in line with well-established Mississippi law – laws that ensure a fair and open state procurement process while also protecting the interests of tax payers. If we’re wrong, and our challenge is unsuccessful, C-Spire should have nothing to worry about. But all the C-Spire arm-waving and histrionics suggest C-Spire knows it has big problems. Ultimately, our objective is to help the state ensure that, whatever bid it ultimately selects, it is getting the services it required in the RFP at a fair price. It also demonstrates that AT&T’s monopoly over the state’s communication services is coming to an end. Smith Park in downtown reopens after upgrade By JACK WEATHERLY jack.weatherly@msbusiness.com

Smith Park will reopen on Friday after being closed since November for upgrades. The fence will come down and festivities will start at 11 a.m. to celebrate the reopening. Mayor Chockwe Antar Lumumba and Gov. Phil Bryant will speak, there will be food trucks and a band, said Ben Allen, president of Downtown Jackson Partners. The group, which is a business improvement district, spent $100,000 on structural improvements, $30,000 for removal of dead or dying trees and $20,000 for architectural and arborist services, Allen said. In addition to the removal of a system of concrete “creeks,” which had not been functional for several years, damaged benches were replaced, damaged concrete “checkers” tables were removed and the stage was repaired. Allen praised the city, which, he said, “has been awesome to work with.” A major problem in recent years was the fact that homeless people had made a virtual home of the 2.4-acre park whose boundaries are Congress, Amite, West and Yazoo streets. The sundown curfew and use permits will be imposed, Allen said. Some incidents heightened safety concerns in the vicinity of the green space established in 1838 and is in the heart of the government and ﬁnancial district. A woman was sexually assaulted in a parking lot across the street from the park in October 2016. A man who works out of the office building at 200 N. Congress was attacked and injured in July 2017 in the parking lot. Churches and other groups had made the park a distribution point to provide food for the homeless. The Downtown Partners and city established communications with the outreach groups, and that has apparently led to a resolution of the problem. While the park was closed, the outreach groups started using Poindexter Park in west Jackson. A group called Why Not Now had spearheaded the effort and worked in conjunction with other groups and churches. “We will not be coming back to Smith Park,” said Matt Hopkins of Why Not Now. The city sought a bond issue of $2.5 million for the third year in the 2018 legislative session for a major makeover of the park but again the measure was not approved. Allen said that the park closing, which

was to end in January, was not because of waiting for the outcome of the legislation. The fence surrounding the park was kept up to protect the re sodding of the green space during rainy weather, Allen said.

Hyde-Smith as senator serendipitous as trade war looms

erendipity is a word with an unusual history. It derives from an Italian translation of a 14th Century Persian fairy tale. According to the Merriam-Webster Dictionary, serendipity was coined by English author Horace Walpole who had stumbled upon a “fairy tale called ‘The Three Princes of Serendip.'” Walpole said the three princes “were always making discoveries, by accidents and sagacity, of things they were not in quest of.” That resulted in our modern word “serendipity,” meaning “the phenomenon of finding valuable or agreeable things not sought for.” It appears Mississippi’s prince, Gov. Phil Bryant, stumbled upon some serendipity himself when he selected Commissioner of Agriculture and Commerce Cindy Hyde-Smith as Thad Cochran’s replacement in the U.S. Senate. Who knew President Donald Trump was about to start a trade war that could disrupt Mississippi’s number one industry – agriculture. “Agriculture is Mississippi’s number one industry, employing roughly 260,000 people — 17% of the state’s workforce — either directly or indirectly,” reports Farm Families of Mississippi. “Agriculture contributes $7.4 billion in income — a full 22% of the state’s total — and an additional $16.1 billion in value-added income, repre-

Bill Crawford senting 21% of the state’s total.” The President slapped tariffs on China. China slapped back, including a 25% tariff on soybeans. Trump slapped on more tariffs. Farmers are worried. “U.S. agricultural exports to China are critical to the Mississippi River economy,” Colin Wellenkamp, executive director of the Mississippi River Cities & Towns Initiative, said, according to the Delta Farm Press. “U.S. exports of agricultural products to China totaled $19.6 billion in 2017. China is the second largest ag export market for the United States, behind Canada. China is the largest international destination for U.S. Soybeans, importing more than 27 million tons of U.S. soybeans in 2017.” Soybeans represent the third largest ag sector in Mississippi behind poultry and forestry. “In addition to soybeans, Bloomberg News reported that China plans to impose 25 percent duties on a slew of U.S. agricultural commodities such as wheat, corn, cotton, sorghum and tobacco,” the Clarion-Ledger reported last week. “Mississippi is a leading cotton-producing state and the fourth largest exporter of cotton.” Seems pretty clear Mississippi can use an ag champion in Washington right See CRAWFORD, Page 7

o, let’s get this straight. There was a bid process for the procurement of the state’s telecommunications services. C Spire outbid AT&T by a whopping $32 million. Now, AT&T is protesting the entire process that it has never had a problem with in the past. None of that seems to be in dispute. After multiple requests, Michele Blocker, the Chief Administrative Officer with the Mississippi Department of Technology Services confirmed that this week to the Mississippi Business Journal with the following short, concise statement. “On December 21, 2017, the MS Department of Information Technology Services (ITS) Board approved several awards relating to the State’s procurement of telecommunications services. (More information on this procurement, RFP 5000, can be found at www.its.ms.gov.) One of these awards, Voice and Data Network Services, was made to CSPIRE. Subsequently, AT&T submitted a formal Protest challenging this award pursuant to ITS policies and procedures. This Protest is currently under consideration by the ITS Executive Director.” ITS Executive Director Craig Oregon, however, in trying to fully respect the appeals process, would not comment on the process, the outcome or the protest as it has now been nearly four months since C Spire won the bid. We get that business is business and AT&T wants to keep the lucrative contract with the state, and we understand C Spire wants to take over what is loosely called the state’s land line telecommunication contract. In a statement to FierceWireless, AT&T defends its position. “We have an historic commitment to building communications networks to serve Mississippi businesses, residents and government,” AT&T explained in a statement to FierceWireless when questioned about the issue. “As a part of the normal contracting and bid process, we filed our concerns with the Department of Information Technology Services regarding the recent statewide technology RFP. While our bid fully met the specific, clearly identified requirements outlined in the RFP, we believe the selected bid does not. We appreciate this review by the department and look forward to their response.” Yet, C Spire has won out in a process that AT&T never thought was problematic until it actually lost. C Spire has historically been the primary awardee or shared a significant portion of the contract for wireless but last year it was able to participate in the RFP process in which the state ITS selected the Mississippi-based company for most of the services to be provided to the state of Mississippi on the landline side. Considering the updated fiber lines and technology that C Spire has and will use for this contract, it should have beaten out AT&T even without outbidding by $32 million. But Mississippi gets the best of both worlds. Mississippi gets state-ofthe-art technology and it gets it for $32 million less than AT&T would cost. Lord knows there are any number of projects in Mississippi that could use the $32 million it would save by having C Spire as its land line provider. It’s a slam dunk, right? But AT&T, which is trying to protect the monopoly it has enjoyed for more than 100 years, has gummed up the process and now the state is dealing with a protracted protest process in which very little information is coming out. So, we wait. The state waits. Law enforcement waits. Education waits. In this instance, C Spire is the best choice for Mississippi and C Spire has the best interest of Mississippi at heart.

now. Sen. Cochran played that role well until his retirement. But an even stronger advocate may be needed if an actual trade war breaks out. Without intending to, Prince Bryant found a well suited person for that role. A horse-riding, boot-wearing, cattle farmer, Cindy Hyde-Smith is an authentic ag champion. “We make our living full-time from agriculture,” she said at the Neshoba County Fair in 2011 as reported by the Mississippi Free Press. She and her husband, Mike Smith, are fourth-generation farmers. She became known as a passionate advocate for farmers and ranchers during her eight years as chair of the Mississippi Senate Agriculture Committee and the past seven as Commissioner of Agriculture and Commerce. Her successful leadership elevated her to important roles highly relevant for today, like co-chair of Trump’s campaign agriculture advisory committee and a representative in USDA trade missions to China. Whatever happens in the November special election, it sure looks like Hyde-Smith’s appointment as U.S. Senator for the next eight months is serendipity at work for Mississippi. Be wary of phony developers

mazon’s method of inviting cities to bid for its second headquarters is the top story in economic development news these days. It is fascinating to see cities responding with expensive and sometimes wild offers to be the one that is selected. I suppose you can’t blame them. Every public official wants more good job in their communities. So much so that they will sometimes do anything and believe anything to get those jobs. This is a warning to local elected officials and community leaders. Although Amazon is a legitimate company searching for a new location to which it will bring jobs, there are phony developers out there who will take advantage of your community. Because most communities will do just about anything for more jobs, you are especially vulnerable to unscrupulous real estate developers who will promise shopping centers, office buildings, distribution centers and all manner of development in return for your giving them some type of incentive for their investment in your community. I’ve seen some scams that were almost admirable in their complexity and others that were so simple it was laughable. I recall one case that happened a few years ago in a medium-sized city in Mississippi. A scam artist, whom we will call Mr. Big, contacted a local city council president and said that he could bring in “as many jobs as you want” to the community. His story was that he was the owner of an insurance company that was ready to move south to a state where business conditions were more favorable. His tale was that his company operated a nationwide call center for several insurance companies. The jobs would be above average in pay and benefits, and the company was known for being involved in the community. After a tour of the community in the council president’s car, Mr. Big got down to business. In return for bringing jobs

to the town he wanted a fully furnished building and training for the future employees. Interestingly, this “prospect” never contacted anybody with the state or even the local chamber of commerce. The city council president had the item placed on the agenda for the upcoming council meeting. Two days before the city council meeting, Mr. Big called the council president and asked for an immediate meeting. He requested that the council president meet him at the local airport at 4:30 P.M. “I’ll be arriving in my plane.” The council president went to the town’s general aviation airport and watched as a Lear Jet landed and taxied over to him. Off the plane came Mr. Big. He got in the council president’s car and with a sense of urgency said that another city in another state had agreed to screen the workers and to send them to the company’s existing training center instead of training them locally. Mr. Big said this was much more efficient because their trainers were already in place. The city council president got nervous, afraid he was about to lose the deal. “Let’s get to the bottom line,” said the council president. “What do we have to do to get your company to relocate here?” “As I said,” replied the prospect. “If we could have that training expense paid, we could come here.” “How much?” “If we trained a hundred people for a week, our expenses would run about a thousand per person, so that would be …” The council president did the math and immediately said, “one hundred thousand. Let me see what I can do. I’ll let you know by tonight after I poll the other council members and the mayor.” And then away flew the jet, leaving the council president a bit nervous. He knew that this could be the biggest thing for his town or a big disaster. He called the state attorney general’s office immediately and told an investigator what was happening. The state in-

vestigator first checked on the private jet Phil Hardwick and learned that it was registered to an aircraft brokerage company. A few more phone calls and it was discovered that a man fitting the description of the prospect had taken the jet on a test flight after telling the aircraft company that he was interested in buying a plane. Further investigation revealed that the prospect was an insurance broker in another state, and that his license was on suspension. In short, he was not who he said he was. Fortunately, this was a case that ended without the city closing any money. It also brings up the need to do basic research on any individual who shows up wanting to help a city by bringing in jobs or revitalization projects. Here are some things that city officials can do to check out such individuals: 1. Perform an Internet search of the individual’s name and any others mentioned; 2. Personally contact someone in the building permit or planning office of the prospect’s hometown; 3. Ask for financial statements of the company and previous projects (note – a pro forma is not a financial statement in these cases); 4. Ask for and contact references; 5. Contact the Better Business Bureau; 6. Contact the business editor of the prospect’s hometown. I’ll stop there because it is obvious that these are very basic things that should be done when doing business with anyone. UMMC physicians creating opioid use alternatives model

ississippi’s statistics on opioid use resulting in addiction and deaths are bad, but the failure of data to deter abuse is also troubling. A team of University of Mississippi Medical Center physicians and caregivers is changing the way they offer patients pain relief at a time when an average half million opioid pills are dispensed daily by doctors statewide. The Jackson Medical Center’s pain management physicians are partnering with the Department of Psychiatry and Human Behavior to develop a ﬁrst-time clinical treatment model around the issue of opioid abuse. The goal: effectively manage and minimize patients’ pain to give them quality of life and improved function, starting not with opioids, but with other medications or non-medicinal remedies that can protect a patient from addiction. That’s an ambitious program, affecting not just people at home with chronic conditions, but hospitalized patients who may have just been wheeled from the operating room.

“The mindset change of using opioids only as a rescue drug is already in place,” said Dr. Ken Oswalt, assistant professor of anesthesiology and leader of the Medical Center’s acute pain service. “We are limiting use of opioids in the hospital now.” The staff of Dr. Douglas Bacon, professor and chair of the Department of Anesthesiology, is spearheading the effort to build and implement the treatment model with assistance from the Department of Psychiatry and Human Behavior, led by professor and chair Dr. Scott Rodgers. Development of the model has the backing of UMMC’s top leadership. “We’re looking at acupuncture and other non-medicines, such as physical therapy and occupational therapy,” said Dr. William Gusa, assistant professor of anesthesiology and the department’s vice chair for pain services. “There’s not a structure right now to incorporate that.” Plain and simple, Bacon says, doctors as a community “prescribe way too much opioids.” Their work comes as the state Board of Medical Licensure is proposing an

overhaul of regulations to the prescribing of opioid drugs, a policy shift that has attracted both criticism and praise. Twenty-four states have passed laws limiting opioid prescriptions, but Mississippi isn’t one of them. On Feb. 1, the federal Centers for Medicare & Medicaid Services proposed a far-reaching change that would put new limits on pharmacies ﬁlling opioid prescriptions for Medicare beneﬁciaries. It calls for pharmacies to restrict how much opioids Part D Medicare plan participants can receive, and would limit the number of pills in an initial prescription for acute pain. The state Board of Medical Licensure’s proposed changes would mandate that physicians prescribe the lowest effective dose of opioids for acute pain and not more than a 10-day supply. The policy also would discourage physicians from prescribing more than a three-day supply, and would allow an additional 10 days if clinically necessary, but with a new prescription and documentation of why it’s necessary. The proposed changes also would include a requirement that providers run the name of each patient receiving an opioid prescription through the state’s online prescription monitoring program to check whether the patient has already received prescriptions from other providers. That regulation would apply to patients coping

with acute or chronic non-cancerous and non-terminal pain. And, the proposals include a requirement that patients be drug-tested each time they receive a Schedule II narcotic for chronic non-canBacon cer, non-terminal pain. At minimum, opioids, benzodiazepines, amphetamines, cocaine and cannabis would be tested. “That’s a big change,” Oswalt said. “The current thinking is to decrease the adverse effects of opiates. How do we do that and provide good pain relief?” Ladner Physicians also have a responsibility to treat those who are addicted, Rodgers said. “We’re talking about pain management and addiction, but there hasn’t been a formalized program to manage addiction at UMMC,” Rodgers said. Under development Rodgers is a 40-hour-a-week outpatient clinic for treatment of substance abuse, plus designating some Medical Center inpatient psychiatry beds to those

sick enough to warrant hospitalization. “You need counselors, social workers, and psychologists” on the health-care team, Rodgers said. “The notion of 90day rehabilitation care is just not true. There’s a very high relapse rate. What works is outpatient services, and it has a much lower relapse rate.” The goal is to prescribe opiates as a last resort when other remedies don’t work. Cancer patients, however, are not part of that discussion. “Cancer legitimizes the pain issue. Non-cancer pain does not,” Oswalt said. Here’s what UMMC pain management providers are doing as they ﬁne-tune a new treatment model and change the Medical Center’s culture of pain management: » They’re treating pain with non-pharmaceuticals. Examples are acupuncture, behavioral therapy and counseling, physical therapy and occupational therapy, plus patient education. » They’re giving patients non-opiate medications such as acetaminophen, ibuprofen, aspirin, muscle relaxers such as Baclofen, local anesthetics and naproxen. If it’s appropriate, some patients are treated for pain with anticonvulsants such as Lyrica or Neurontin or with selected antidepressants such as Cymbalta or Pamelor. » They’re focusing not just on proper anesthesia and pain treatment during surgical procedures, but on a patient’s

post-surgery pain through what’s known as Enhanced Recovery After Surgery. It calls for a multidisciplinary team of providers to adopt a culture of reducing a patient’s stress response to surgery as a way to help the patient recover more quickly. “Part of this is having realistic expectations on pain,” Gusa said. “Patients should expect pain after surgery.” » They’re getting on the same page with fellow providers across the Medical Center, from family medicine to surgery to UMMC’s smoking cessation program. “There’s good collaboration between departments,” Rodgers said. “There’s a togetherness around this issue.” » Patients are encouraged to take advantage of the Medical Center’s new Center for Integrative Medicine. Its caregivers work with chronic pain patients on lifestyle modiﬁcations related to diet, exercise, vitamins and physical therapy, said Stacey Kitchens, a psychiatric mental health nurse practitioner and the center’s associate director. » In the School of Medicine, physicians will teach students how to manage pain as a key part of their education. “We’re bringing together clinicians and scientists to come up with a curriculum on pain management and assessment, pain expectations and psychology,” Oswalt said. Children’s of Mississippi collaborating with Memorial Hospital in Gulfport to enhance care By BECKY GILLETTE mbj@msbusiness.com Children have different medical needs. Their diseases are different. The way you care for them is very different. They require a different focus, says Guy Giesecke, CEO of Children’s of Mississippi, which is the pediatric care arm of the University of Mississippi Medical Center (UMMC). And families from the second largest population Giesecke area in Mississippi, the Gulf Coast, will be able to access the specialized care provided by the Children’s of Mississippi now due to a new collaboration with the Coast’s largest hospital, Memorial Hospital of Gulfport. “We started managing their Neonatal Intensive Marchand Care Unit (NICU) Jan. 22, and March 26 we took over responsibility for their four outpatient clinics,” Giesecke said. “At the same time, we started providing management for their NICU, we also hired their pediatric hospitalist so we have inpatient coverage in their pediatric unit.” The pediatric clinics are located in Gulfport, Biloxi, Orange Grove and Bay St. Louis. The staff will remain the same but families will have access to more specialists saving the time and expense of making the long drive to Jackson. “Memorial Hospital Gulfport reached out to us,” Giesecke said. “They wanted us to come in and help them. They provide really excellent pediatric care, but they wanted to make sure that their service and quality was the equivalent to being in a children’s hospital. “From their end, they get children’s hospital level quality and service, and they get support from our physicians and our leadership to be able to help them grow strategically and operationally. And then

the community benefits from those same things, plus having access to more specialty pediatric care. And then the benefits to Children’s of Mississippi is we are really able to live out our mission, which is to improve healthcare for children across the State of Mississippi.” Another advantage he said, it that eventually they want to be able to expand education programs for pediatric providers on the Coast. “Another way it benefits us is within our teaching programs,” Giesecke said. In 2014 Children’s of Mississippi started providing specialty care on the Coast. Physicians from Children’s of Mississippi would rotate down to the Coast to see patients. “We’ve been expanding in those services for the past four years,” Giesecke said. “We are about to start our third expansion for specialty services. This partnership was really just an extension of that, us being able to touch more children in the state and on the Coast.” Children’s now has full-time pediatric specialists in the following area: cardiology, neurology, pulmonology, orthopedics, general surgery, child development, hematology\oncology, genetics and maternal\fetal medicine. Have access to those specialists not only saves families time and money to drive, but in the past some families just wouldn’t have accessed a specialist because the drive was too much of a burden. In addition to the office visits, there will also be telemedicine consultations in several specialties: urology, genetics, hematology\oncology, child development and the child safe center for kids who have been potentially abused or need special care. In some areas like hematology, a specialist might see the patient in person one week and do telemedicine the next week. Gary Marchand, president and CEO of Memorial Hospital of Gulfport, said they are excited about the collaboration. “I think it means good things for the youngest residents down here, as well as their families,” Marchand said. aging patients’ acute or chronic pain that brings in physicians, psychologists, nurses trained in pain management, and other support staff at the Pain Management Center. Services for acute pain might include epidural analgesia, nerve blocks, local anesthetics and anti-inﬂammatory drugs in addition to opioids. Staff also might work with patients using biofeedback, a non-drug method of self-regulating behavior to manage acute and chronic pain, especially in headache or migraine sufferers. Patients learn to control functions such as breathing and heart rate and to take steps to ward off looming pain with relaxation or stress management in addition to medication. Caregivers in the Department of Psychiatry do not directly treat or prescribe medications to patients for their pain, but have conversations about addiction. When patients come to the outpatient psychiatry department, the prescription monitoring program is reviewed, said Dr. Mark Ladner, associate professor of psychiatry. “We review to see if there are any patterns consistent with abuse of medication and addiction,” he said. “Many patients may be embarrassed to start a

conversation about addiction, and this is one way to start a conversation.” Patients with stressful life issues can have more difficulty dealing with addiction and with coping with the changes needed to taper off opioids, Ladner said. Their perception of pain can be affected by their psychological state of mind and problems such as depression and anxiety, he said. “We can treat the depression and anxiety, and this may improve the patient’s ability to cope with pain,” he said. Some anti-depressant medications can help alleviate pain, he said. “If someone

has depression and pain, then we might choose a medication like duloxetine that can treat both depression and pain, “Ladner said. Bacon wants to educate physicians who are discharging surgery patients from the hospital on the appropriate amount, strength and duration of opioids that they’ll need at home. The goal is to manage their pain so that post-surgery complications can be minimized, and so that their pain doesn’t spiral out of control, possibly leading to re-hospitalization. “Seven percent of surgical patients who have never been on a narcotic before then

will be on it 12 months after surgery,” Bacon said. “That’s a staggering number. And, the opioid-tolerant patient coming in for surgery is one of the hardest to deal with.” Physicians need to do a better job of explaining to some patients that they might never be totally pain free, but that a ready bottle of opioids will do them no favors in the long run, Oswalt said. Realistically, “you can be pain-free and dead, or you can have pain and be breathing,” Oswalt said.

The collaboration allows Children’s to operate both general and specialty pediatric clinics under a single management structure.” Patients see a general pediatrician ﬁrst. The general pediatrician then refers the child for specialty care if needed. “The goal is to sustain the long-term viability of the pediatric clinics on the Coast,” Marchand said. “By partnering with Children’s of Mississippi, we are increasing the availability of pediatric specialty care to the residents of the Coast. The referral for specialty care will be seamless and local access to specialists will be improving-- families and patients will have more convenient access and be traveling less.” Over time the collaboration will allow Children’s of Mississippi to expand specialty services on the Coast. The ﬁrst step, though, was pairing general pediatricians with specialists. Step two is to grow access to additional specialists and gradually add more intensive procedures. Memorial Hospital is the largest hospital on the Coast with 303 beds. It is a Level II trauma center and the Coast’s only Level III NICU.

UMMC appoints faculty leadership, HR chief The University of Mississippi Medical Center has appointed a number of new faculty leaders and a new human resources leader. They include: • Dr. Javed Butler is the new chair of the Department of Medicine. Butler joins the Medical Center from the Stony Brook (N.Y.) School of Medicine, where he was professor of medicine, professor of physiology and biophysics, division chief of cardiology and co-director of the Heart Institute. Butler oversees the Department of Medicine’s 12 divisions and also has responsibility for graduate medical education for residents, fellows, and medical students rotating to the divisions. He also oversees clinical and translational research within the department. A heart failure expert, Butler received his Bachelor of Medicine and Bachelor of Surgery from Aga Khan University in Karachi, Pakistan. He completed residency training in internal medicine at Yale University, where he also was chief medical resident. He then completed a fellowship in cardiovascular diseases at Vanderbilt University and supplemented his training with advanced fellowships in heart failure and transplant at Vanderbilt and cardiac imaging training at Massachusetts General Hospital.

The Mississippi Wildlife Federation recently recognized Ridgeland Mayor Gene McGee as MWF’s 2017 Elected Official Conservationist of the Year for his conservation-minded approach to governance. McGee has overseen the construction of 20 miles of multi-use trails and 4 miles of bike lanes, the passage of one of the ﬁrst helmet laws in Mississippi, and the title of Bicycle Friendly Community. Ridgeland’s trail network spans across the city and connects with ﬁve parks including a national park and a large recreational lake. He subsequently earned his Master of Public Health at the Harvard School of Public Health and his Master in Business Administration at Emory University’s Goizueta Business School. • Dr. Timothy Craig Allen is the new chair of the Department of Pathology. Allen joins the Medical Center from the University of Texas Medical Branch in Galveston, where he was professor of pathology, director of anatomic pathology and interim director of surgical pathology. He also served as deputy medical examiner for the Galveston County Medical Examiner’s Office. Allen will lead a team in meeting the needs of Mississippians through delivery of quality, timely laboratory testing and pathology diagnoses. He also will take a lead role in driving more molecular testing used by researchers as they seek better cancer treatments. Allen received his B.S. in Biology from Texas A&M University before earning his M.D. at the Baylor College of Medicine, where he had an ob-gyn internship and an anatomic and clinical pathology residency. He served as an assistant professor of pathology at Baylor for ﬁve years, then earned his J.D. cum laude at the University of Chicago Law School. He was a legal associate in litigation and in health law for two Houston ﬁrms before resuming his postgraduate medical education with a pulmonary pathology fellowship at Baylor. He joined the University of Texas Health Science Center at Tyler faculty as an associate professor of pathology, and after achieving the rank of professor, continued his career in Galveston. • Dr. Shannon Pittman Moore is the new chair

of the Department of Family Medicine. A graduate of Tougaloo College, Pittman Moore earned her M.D. at UMMC, where she also completed her family medicine residency. She was chief resident and received the department’s highest award at graduation: the George Lally Bevill Memorial Fellowship in Family Medicine. The chairmanship is an expansion of Pittman’s schedule in seeing patients at UMMC clinics in Jackson and Flowood. There, she help train the Medical Center’s residents and students enrolled in the School of Medicine. A board member of the Mississippi Rural Health Association since 2007, she also is a member of the Mississippi Rural Physicians Scholarship Program Commission. • Paula Henderson is the new chief human resources officer. Henderson was most recently a vice president of human resources for the University of Maryland Medical System based in Baltimore. In her 11 years with the system and its ﬂagship medical center, she progressed through human resources and administration to the top HR job. During that time she was involved in virtually every aspect of HR management, including employee relations, recruitment, conﬂict resolution, performance management, organization design and effectiveness, policy development, and employee engagement, recognition and compensation. A graduate of West Virginia University, Henderson received her Master of Business Administration with a concentration in human resources management from the University of Pittsburgh.

Chad R. Hutchinson and Joshua A. Hill of Butler Snow have been selected as winners of a“2018 Law360 Distinguished Legal Writing Award” by the Burton Awards. Hutchinson and Hill’s submission, “Epidemiology and the NFL Collide,” was chosen from thousands of nominations Hutchinson by the nation’s top law ﬁrms as one of 25 winners. Hutchinson focuses his practice on pharmaceutical, medical device and health care litigation. La Donnia Dyess has been promoted to Loan Officer at BankFirst Financial Services in Louin. Gibson to lead Neel-Schaffer Central Mississippi Water/ Wastewater Department Phillip Gibson, PE, has rejoined Neel-Schaffer, Inc., and will manage the company’s Central Mississippi Water/Wastewater Department. Gibson has more than 26 years of experience, including 15 years working for Neel-Schaffer from 1992 through 2007. He Gibson founded Gibson Engineering, Inc., in 2011. He will be based in Neel-Schaffer’s Jackson office, providing water and wastewater services for clients across the state. Gibson is a Registered Professional Engineer in Mississippi, Louisiana, Texas, Arkansas, and Alabama. Steve Parrott named chief information officer at MSU Steve Parrott, a Mississippi State alumnus with 34 years of information technology experience, is the university’s new chief information officer. Parrott had served as interim CIO since July 2017. He succeeds former CIO Mike Rackley, who retired last year. Parrott Parrott will oversee 126 full-time staff positions within the Enterprise Information Systems, Information Technology Infrastructure and User Services departments. These departments provide support for the university’s enterprise platforms, hardware and infrastructure support and end-user support. ITS is working to install new technologies in classrooms, increase wireless nodes on campus and upgrade user platforms. A Starkville native, Parrott received his MSU bachelor’s of business administration in business statistics and data processing in 1983. He spent 14

years working in IT banking operations before returning to his alma mater in 1997. In his 20 years at MSU, Parrott has worked as a systems analyst, managed the ITS Help Desk and held key administrative positions as director of User Services and interim director of Information Technology Infrastructure. Prior to being named interim CIO, Parrott served as deputy CIO and director of user services.

Fox News stands behind Ingraham as advertisers ﬂee D

ozens of advertisers may have dropped Fox News’ Laura Ingraham over her mockery of Parkland school shooting survivor David Hogg, but the network stood by her side. In a statement, Fox News co-president Jack Abernethy said, “We cannot and will not allow voices to be censored by agenda-driven intimidation efforts. We look forward to having Laura Ingraham back hosting her program next Monday when she returns from spring vacation with her children.” Ingraham and Fox News had previously noted that the vacation was preplanned, seeking to quell rumors that Ingraham’s absence was in response to last week’s earlier controversy with Hogg. The host came under ﬁre after ridiculing Hogg for being rejected from four colleges to which he applied. In response, Hogg called on his more than 500,000 Twitter followers to help start advertising boycott of Ingraham’s show. The call to action worked to some extent, with more than a dozen advertisers distancing themselves from the show, including Johnson & Johnson, Liberty Mutual, Expedia, Trip Advisor, Nestle, Hulu, and Office Depot. Ingraham eventually backpedaled from her earlier remarks, tweeting on Thursday that “any student should be proud of a 4.2 GPA” including David Hogg. She returned to her Fox show, The Ingraham Angle, Monday night.

Recently Facebook brokers like Experian and Acxiom for ad targeting, closing a marketing featured called Partner Categories. Facebook is believed to have been trying to prevent any ill-gotten data from being laundered through these data brokers and then directly imported to Facebook to target users. But that left open the option for businesses to compile illicit data sets or pull them from data brokers, then upload them to Facebook as Custom Audiences by themselves. The Custom Audiences certiﬁcation tool could close that loophole. It’s still being built, so Facebook wouldn’t say exactly how it will work. I asked if Facebook would scan uploaded user lists and try to match them against a database of suspicious data, but for now it sounds more like Facebook will merely require a written promise. All of this took place in the background as Facebook CEO Mark Zuckerberg took to Capitol Hill this week to testify before Congress, where he apologized about the scandal, and committed to vastly improve its policy on protecting users.
