State revenue collections continue modest rebound

By BOBBY HARRISON Daily Journal State revenue collections, which have been subpar in recent years, continue to make a modest rebound.

Revenue collections through the month of January for the current fiscal year are $52.1 million, or 1.8 percent, above collections during the same period in the last fiscal year, according to a report compiled and recently released by the staff of the Legislative Budget Committee.

The state fiscal year runs July 1 through June 30.

In reality, collections for the current year are performing even better year over year when factoring in collections for the previous year included about $50 million in one-time revenue collections. When those one-time revenue sources are not included, collections for the current year are up 4.2 percent.

Collections through January are $23.1 million, or 0.78 percent, above the estimate. The estimate, compiled by legislative leaders, is important because it represents the amount of money budgeted by the Legislature. If collections fall too far below the estimate, Gov. Phil Bryant, often with assistance from the Legislature, is forced to make

budget cuts or dip into reserve funds.

For the month of January, collections were $1.2 million, or 0.28 percent, above the estimate.

The estimate being met is a conservative one. The legislative leadership opted to adopt a conservative estimate after years when the collections did not meet the estimate,

forcing numerous rounds of budget cuts and in some instances the firing of state employees.

But if current trends continue, legislators might be able to revise upward that conservative estimate. There were some positive numbers in the January collections report.

For instance, personal income tax collections were up $71.2 million, or 7.2 percent, for the year.

But sales tax collections, the largest single source of state revenue, continue to be relatively anemic, up $11.7 million, or 1.1 percent. But those numbers were more than offset by revenue from the use tax, which is levied on retail items purchased out of state. Use tax collections were up $24 million, or 18.8 percent.

After multiple tax cuts aimed at businesses, corporate tax collections continue to be sluggish, down $9.5 million, or 4.8 percent, year over year through January.

The revenue report comes as the Legislature is poised in the coming weeks to begin, in earnest, work on a budget for the upcoming fiscal year. If revenue collections remain strong, legislators might reassess and pump more funds into key programs, such as education, health care and law enforcement.

By CALEB BEDILLION Daily Journal TUPELO – The Lee County Board of Supervisors has agreed to spend a little more than $3 million to purchase land for a industrial park called the Hive.

Under a proposal approved by supervisors Monday morning, the county will acquire nearly 500 acres, which comprises half of a potentially 1,000-acre site located immediately north of state Highway 76 in Tupelo and to the west of Bissell Road.

The county will retain a five-year option to purchase the remaining 500 acres at a similar price.

The total site is currently farmland owned by Hancock family heirs.

Planning for the Hive has been underway for years by the Community Development Foundation, especially as the amount of available land at the county’s other industrial parks has contracted in the face of continuing interest in the Northeast Mississippi region from the manufacturing industry.

“Our success has brought us to the point where we need to think about the next generation of industrial parks,” CDF President and CEO David Rumbarger told supervisors Monday.

Board of Supervisors President Mike Smith sounded a similar note in a written statement he released.

“Developing the Hive in west Tupelo is the next step in growing our economy while maintaining our position as one of the strongest manufacturing communities in the United States,” Smith said.

Rumbarger and local government leaders have in the past described the Hive as a “next-generation” business park.

On Monday, Rumbarger again told supervisors that the park will position the county to competitively seek advanced technology firms. He also noted, however, that with Toyota announcing the construction of a manufacturing plant outside Huntsville, Alabama, the Hive could also prove attractive to automobile manufacturing suppliers.

Lee County also intends to seek a little more than $1 million in grant funding from the Appalachian Regional Commission. If awarded to Lee County, this money will be used to construct an access road throughout part of the Hive, with access available onto Highway 76.

Last summer, Lee County and Tupelo voted to create a regional economic development alliance in order to administer the creation of the Hive.

Rumbarger explained on Monday that while Lee County is spending money to acquire the necessary property, Tupelo will shoulder the task of installing water and sewer infrastructure at the proposed industrial park.

The Mississippi House has passed a bill requiring equal pay for equal work by women and men.

The provision was added to House Bill 1241 , which would ban local governments from creating their own employment laws. For example, a city council could not set a higher local minimum wage.

On Friday, Democratic Rep. Alyce Clarke of Jackson persuaded the House to insert an equal pay requirement. However, there was a dispute over an amendment offered by another lawmaker, and that delayed a vote on the bill.

On Tuesday, Republican Rep. Mark Baker of Brandon persuaded the House to revise Clarke’s equal pay proposal and pass the bill. He said he was trying to help, not hurt, Clarke’s cause.

The bill goes to the Senate for more debate.

announced acquisition of Boots Smith Oilfield Services LLC of Laurel.

The acquisition will make DeepWell the largest provider of transportation, rig moving and site preparation in the United States, it said in a release.

The combination of the two companies will increase the DeepWell work force to 1,500 with estimated 2018 revenues of $250 million.

DeepWell did not return calls for questions about the acquisition price and other matters.

Boots Smith Energy Group is a family-owned company established in 1954.

“The Boots Smith group has a great reputation and we look forward to the oilfield services segment joining our team,” DeepWell Energy Services President Tony Cook said.

Jason Smith, president of Boots Smith, will be joining DeepWell’s executive team. DeepWell is acquiring the operations of the Boots Smith Oilfield Services team.

Boots Smith Completion Services is not part of the acquisition and will continue operating independently.

DeepWell Energy Services is a Columbia-based Duff Capital Investors’ company and has locations in Mississippi, Alabama, Louisiana, Texas, Oklahoma, West Virginia, Ohio and Pennsylvania.

PSC brings Kemper plant saga to an end

An eight-year struggle over a troubled “clean-coal” power plant came to an end Tuesday before the Mississippi Public Service Commission.

The commissioners voted unanimously during a meeting to bring the case to a close and then discussed at a press conference that the resolution of the Mississippi Power Co. case would mean a 2.4 percent reduction in bills for the average residential bill.

The coal-gasification plant never achieved successful commercial operation of turning lignite coal into “syngas.” The commission ordered that the company could never operate the gasification aspect of the plant and charge ratepayers for that.

The concept was to provide cheaper energy but the price of natural gas dropped to historic lows because of advances in production, primarily hydraulic fracturing, or fracking.

The commission ordered the utility to continue to operate solely on natural, which it has been doing since August 2014.

The project in Kemper County swelled to a cost of $7.5 billion from the initial estimate of $2.9 billion. Early in the case with its numerous hearings and 450,000 pages of testimony there had been some speculation was that the plant could lead to double-digit rate increases, commission Chairman Brandon Presley said in an earlier interview.

Mississippi Power and its parent, the Southern Co., will absorb $6.4 billion in losses. Southern Co. will write off $3.4 billion on its books and “recapitalize” its operating company based in Gulfport.

The utility serves 189,000 customers in southern and eastern parts of the state, making it the third-largest power provider in the state behind Entergy Mississippi and Mississippi Cooperative.

It said in a statement on its website that it “is pleased with this final order from the Public Service Commission, which effectively settles all costs associated with the Kemper County energy facility.”

“Throughout the settlement process, Mississippi Power has met each directive from the Commission and has worked with key parties to ensure our customers are shielded from any increase in rates related to Kemper.

“We look forward to the continued operation of this efficient natural gas facility, which has been serving our customers for more than three years.”

Presley, who was the lone voter against issuing a certificate for the plant in 2010, said that the natural-gas-fired plant is more than sufficient to provide electricity,

currently producing more power than the certificate calls for – 661 megawatts, compared with 518 megawatts.

Central Mississippi Commissioner Cecil Brown and Southern District Commissioner Sam Britton were not on the panel when the plant was certified.

and staunch opponent of the project from the beginning, had argued since the case entered the PSC-mandated resolution phase that the regulators had overstepped their authority.

However, Blanton said after the press conference that he has no plans “at this time” to appeal the case to the state Su-

preme Court.

Questions asked of Mississippi Power about what it intends to do with the coalgas assets were not returned.

Divorce firm focusing on men’s, father’s rights opens in Ridgeland

By BECKY GILLETTE mbj@msbusiness.com Men can be at a disadvantage with it comes to divorce custody agreements and property settlements, says Joseph E. Cordell, co-founder and principal partner of Cordell & Cordell. He said that is why the law firm has come to specialize in representing men in divorce cases.

Cordell said in the past even though he had clients who were the better parent, they still couldn’t get across the finish line in the courts.

“The more frustrated I became, the more incentivized I was to help them,” Cordell said.

Cordell & Cordell, which bills itself as the largest family law firm catering to male clients in the world, is now opening a law office at 1000 Highway Colony Parkway, Suite 5203, Ridgeland. Cordell & Cordell CEO Scott Trout, said with Jackson one of the top 100 cities in the U.S., it was a logical step for them to open an office in the area.

“We had already been servicing some clients south of Memphis in Southaven, and felt there was a need elsewhere in Mississippi for our services,” Trout said. “We will have two attorneys servicing the needs of Mississippi clients.

Trout said their law firm sort of “fell into” specializing representing men in the early 1990s when they had a number of high profile matters representing fathers dealing with international custody dis-

putes.

“We found that guys faced a much more uphill battle in their pursuit of custody and financial matters,” Trout said. “That is really what we saw. Guys didn’t have anyone who would stand up for their Trout interests. For Cordell & Cordell, it evolved into we were getting more and more men coming to our firm, and we began to focus on representing guys in divorce.”

The law firm, however, does not exclusively represent male clients. About 5 percent of their clients are women, a lot of times referrals from former clients.

Although things have gradually been changing in family law, Trout said there can still be bias in favor of women in family court matters.

“You find pockets of gender stereotyping,” Trout said. “We tend to fall into old stereotypes that dad should work and mom should stay at home. Those rules have changed. Often both mom and dad work. There is a significant increase in the number of women breadwinners who are bringing in the majority of the income for the household. That is what has changed factually, so we want to break the stereotypes to meet facts.”

He said it is not unusual for courts to hold to old stereotypes that women are not making more than men, which is not true in many circumstances. That is coupled

with the gender stereotype that men can’t be nurturers.

“But the courts have come a long way since we started this in the 1990s,” Trout said. “There has been a lot of positive movement. I think a lot is related to the attention we bring to help guys. We have a lot of material on our websites (cordellcordell.com, dadsdivorce.com and mensdivorce.com) that educate not just guys, but the public.”

Trout said that they don’t just focus on representing men, but being pro-family.

“There are studies that show that kids are far better in divorce when both parents are involved equally,” Trout said. “While there are cases where we are trying to get primary custody for guys, there are many other cases where we are just trying to keep both parents involved in their children’s lives.”

Joint custody can have its challenges.

Trout said all kinds of variables affect a visitation schedule like distance between parents and their ability to communicate.

“That is what makes family law so unique,” Trout said. “Out of ten cases, you could have ten different factors affecting the schedule. It requires more attention by the practitioner and the judge to create a schedule that accomplishes the best interest of the child to maximum time with parents.

Trout said their representation of clients is also about education and information in their business assets and the property they have acquired because men face particular challenges not only in custody, but in property division, especially in light of the new tax law related to spousal support.

“The new tax law eliminates the deductibility of spousal support in divorce by the payor and removes the requirement of including it as income by the recipient,” Trout said. “This particular windfall for spousal support recipients creates an unexpected hardship for many guys who face the real likelihood of being obligated to pay spousal support. No longer will they receive the tax benefit of a net lower payment after tax benefits. Instead, what is ordered will be real/actual dollars to guys.”

Trout said now the challenge for practitioners in domestic relations, like Cordell & Cordell, is to create new negotiating opportunities and avenues to help offset the new dollars spent in spousal support.

“Particularly, attorneys will need to focus on better and more favorable property divisions to men facing divorce to offset the large loss of deducting spousal support,” he said. “For business owners, this is a very important opportunity to try and offset the loss of a tax deduction by focusing more on keeping more of what they have in assets.”

Medical board selects executive director

Dr. Kenneth Cleveland has been named executive director of the Mississippi Medical Licensure Board.

The position has been vacant since July 1, when Dr. John Hall left after the board voted to not extend his contract after a year during which his aggressive style was brought to bear on physicians’ sexual behavior with patients.

“We did more disci- Cleveland plinary action in the first 90 days I was here than [Dr. H.] Vann Craig did in 10 years” in that position,” Hall said in an interview after the board voted May 18 not to renew his contract.

In those three months, about a half-dozen doctors surrendered their licenses and another half-dozen licenses were indefinitely suspended.

Dr. Charles Miles, president of the board, said on Monday that Cleveland’s tenure, which begins March 1, “may be a little kinder and gentler.”

Yet, Miles said, the board wants to become more transparent in his functions.

A major part of that will be an updated website that makes it easier for the public to see details of any disciplinary action taken by the board on physicians and others under its authority.

Consumer Reports in April 2016 ranked it 65th among all such sites.

Months later, the Atlanta Journal-Constitution said in a series of articles based on a yearlong investigative series that Mississippi ranked 51st among states and the District of Columbia in patient protection from abusive physicians.

Miles said he hopes the revamped website will be functioning by May, when the licensure period starts, ending July 1.

Dr. Claude Brunson, vice president of the board, said in an interview that information on the website has always been available, but that if information beyond a generic explanation was desired a $25 fee was charged to cover the agency’s research.

The technology of the revamped website will allow inquiries to go directly to the details of each case and obviate any need for assistance, Brunson said.

Miles said in a prepared statement that “in just this past year, we have been through an extensive evaluation process to assess and improve how we function.”

“We have been working on regulations to give better guidance to physicians on opioid prescribing.” Abuse of opioid pain relievers, which can be highly addictive, has become a national emergency.

“I am confident that Dr. Cleveland will

build on the progress the board has made and lead this agency to a level that other boards across the nation will want to emulate,” Miles said in the statement.

Brunson said the board received 13 applications for the director’s position.

Cleveland completed his residency at the University of Mississippi Medical Cen-

ter as chief surgical resident. He has since practiced medicine in the state as a surgeon and administrator.

Most recently, Cleveland was owner, chief executive and primary physician of Remedy True Health, which describes itself as “a medical spa specializing in weight loss, aesthetics and anti-aging services.”

It offers a procedure called “thermage,” noninvasive skin tightening.

He said in a prepared statement that he is “committed to utilizing this talented staff and board to license efficiently and regulate fairly those professionals under our charge.”

Early intervention with disadvantaged children has high ROI

ov. Phil Bryant kicked off a recent seminar at the Civil Rights Museum auditorium featuring Nobel Prize winning economist Dr. James Heckman.

An expert in the economics of human development, Dr. Heckman spoke on “Making the Case for Investing in High Quality Early Childhood Education in Mississippi.” The Graduate Center for the Study of Early Learning at the University of Mississippi is hosting internationally known speakers to illustrate how investments in high quality early childhood education yield a high rate of return. Dr. Heckman’s research shows a 10 percent to 13 percent average return on investments (ROI) in high quality programs for disadvantaged children up to age 3.

The governor, who met privately with Heckman after the event, spoke of his efforts to improve “the continuum of learning” for children. Citing the high volume of Mississippi children in daycare, he also noted that training programs at community colleges are working to upgrade the skills of day care workers.

Heckman said the key to growing a skilled, flexible work force in Mississippi is by building skills, and not just technical skills. He said research shows developing “social and emotional skills”

from birth to age 3 sets the stage for development of other skills. He added that “the family is the cornerstone of effective skill development.”

“Conscientiousness, self-control, motivation, persistence and sociability have far greater influence on full-time employment, lifetime wages, health, family and social outcomes than IQ and cognitive skills,” he said.

These are the soft skills employers yearn for in new hires.

Heckman said government should focus its limited dollars for early childhood interventions on children who will be most affected. “The highest returns come from high quality programs for disadvantaged children,” he said.

“Advantaged children have other resources often much better than those from public programs.”

“Invest more in flourishing lives, not in correcting problems after they appear,” he said. “Later remediation is largely ineffective.”

Heckman was the second speaker in the three seminar series the Graduate Center for the Study of Early Learning is presenting. Drs. Craig and Sharon Ramey, experts in early childhood brain development, made the first

s Mississippi struggles to adequately pay for its public education system, lawmakers are considering a bill that would use state funds to pay for thousands of students to attend private schools.

The bill passed the Senate Education Committee on Tuesday, as reported by the Daily Journal’s Bobby Harrison. It must get approval from the entire Senate before advancing to the House.

The legislation was authored by Senate Education Chairman Gray Tollison, an Oxford Republican. It would expand an existing program that provides state-funded scholarships to special needs children and would make the program available to all public school students.

Currently, 435 students receive the special needs scholarships.

Under the expansion, the program’s first-year capacity would rise to .5 percent of public school enrollment, or 2,500 students. It would grow by 1 percent each year, meaning the total would be about 21,700 students in year five.

Students would receive about $4,500 annually, while special needs students would continue to receive about $6,500 annually.

That means that in five years, the program could cost more than $100 million in state funds.

That’s a hefty sum of money. And it comes as lawmakers continually struggle to fund the existing public school system amid lagging revenue collections and tight budgets.

In fact, House lawmakers have already voted to change the school funding formula, as House Education Chairman Richard Bennett has said the state can not afford the existing one.

That formula has been underfunded more than $2 billion since 2008 and was underfunded $213 million for the current school year.

We strongly oppose the expanded scholarship/voucher program.

We understand the argument of parents for increased options in choosing the best educational opportunities for their children. But school-choice measures do not serve the vast majority of students.

The best way to create the highest-quality educational experience for all students is through a vibrant public education system. If Mississippi wants the best bang for its buck, that’s where it should focus its time and money.

Instead, this bill would weaken that system by diverting large sums of money elsewhere.

There also are concerns about the lack of accountability required of the private schools receiving taxpayer dollars.

When there are parents who feel their children’s needs are not being met in their local public schools, we should not respond by sending taxpayer money elsewhere. We should respond with more energy and creative solutions to make those schools better.

That’s how we can truly benefit all students and make the greatest impact on our state’s future.

Levitt will discuss his research showing early life experiences influence social, emotional and learning skills, and how these skills come together to help children succeed in the real world and how healthy brain architecture provides the resilience to deal with adversity experienced during the first years of life.

Interestingly, just days after the governor met with Heckman, the Mississippi Department of Human Services revealed it had returned $13 million to the federal government because of the lack of state matching funds.

These funds were for child-care vouchers for low income families. The Clarion-Ledger reported the governor’s spokesman said, “Gov. Bryant fulfilled his statutory responsibility to balance the state’s budget” and he “is appreciative of efforts by Department of Human Services leadership to continue fulfilling the agency’s mission.”

Hmmm.

Senators argue over state tax diversion to cities

D

emocratic Sen. Hob Bryan of Amory is generally regarded as one of the smartest people in the Mississippi Capitol, even by those who oppose him ideologically and those who roll their eyes at his occasional finger-pointing, vein-popping rants about public policy.

The 65-year-old attorney earned his law degree at the University of Virginia. He has served in the state Senate since January 1984 and was a primary author of the current school funding formula that was put into law in 1997. He has a deep understanding of the complexity of the state tax structure and other issues.

Bryan has an impressive vocabulary and casually incorporates foreign words or phrases into conversations or debates — “de minimis,” “divertissement.”

But he can also revert to a preschool level of word choice while holding forth against proposals that he considers bad ideas.

“The amount of pee pee and poo poo varies directly with number of people … and it does not vary based on your sales tax collection,” Bryan said last week.

His made the remark during a Senate Finance Committee meeting as part of a lengthy argument against Senate Bill 2455 . The bill would send a slightly larger share of state sales tax revenue to cities and counties to help pay for infrastructure projects such as roads, bridges and water and sewer system improvements.

Republican Sen. David Parker of Olive Branch is the chief sponsor of 2455 and is, himself, no academic slouch — he’s an optometrist. Parker said diverting more money from the state budget into city budgets would help the cities solve the

vexing problems of potholes, weak bridges and broken water lines.

“I do see this as something that puts people to work,” Parker said, citing construction jobs that would come with infrastructure projects.

Bryan, who once chaired the Finance Committee when Democrats controlled the Senate, said fixing roads, bridges and water systems is important, but: “The only way you’re going to have an impact on infrastructure, which we desperately need to do, is to have a big pile of money, have that big pile of money used for infrastructure and have that money dealt with separately, apart from everything else.”

He also argued, as he has before and will again, that cities that are trade centers receive disproportionally large benefits from sales taxes. Bryan said, for example, that the Jackson suburb of Flowood has stretched its city limits along Mississippi Highway 25 and has become a retail hub that draws shoppers from the metro area and beyond.

“By far, by far, by far, by far, you’re going to send more money per capita to Flowood than anywhere else,” Bryan said. “Look at the so-called infrastructure problems in the Jackson metropolitan area and tell me Flowood is the poster

lines, which caused widespread boil-water notices and forced schools to remain closed for several days.

Bryan said officials and merchants in Flowood “haven’t done anything wrong.”

“But if we were seriously trying to do something to help municipalities,” he said, “we would not be sending money back to the point of collection.”

Senate Bill 2455 awaits consideration of the full Senate. In early January, the House passed House Bill 354 , which would send more state money to cities and counties for repair and maintenance of local roads. It will be sent to a Senate committee.

Williams takes MUW post

Mississippi University for Women in Columbus recently named Brandy Williams director of development.

Since 2011, Williams has served as the director of annual giving in the MUW Office of Development & Alumni. In that position, she Williams managed a portfolio of donors, implemented a student giving campaign and implemented an annual faculty and staff campaign. Williams increased student giving by 50 percent while also achieving the highest faculty and staff participation in university history.

In her new position, Williams will work to foster new relationships within the alumni base and the community.

Williams graduated with a bachelor of arts from The W in 2005. She has worked for the university since graduation. She has attended the Council for Advancement and Support of Education District Conference since 2009 and the RuffaloCody CampusCall Annual Conference since 2011.

MSU names fundraising aide Starkville native and alumna Jana Berkery is the new assistant director of development for the College of Business and its Richard C. Adkerson School of Accountancy at Mississippi State University.

Berkery joined the MSU Foundation in 2013, and most recently served as director of the Berkery university’s annual giving program.

Berkery graduated from MSU in 2005 with a degree in sports communication and a minor in marketing. She began working at her alma mater in 2011 as coordinator of annual giving for the Bulldog Club athletic fundraising organization. She also has previous higher education experience with Mississippi University for Women and University of Alabama at Birmingham.

Berkery joins Zack Harrington, a veteran fundraiser and fellow alumnus who is the college’s director of development. Together, they will work to secure major gifts for this large, more than 100-year-old academic unit and its Adkerson School of Accountancy.

Michael Clark, a residence hall director at Mississippi Valley State University in Itta Bena and a Staff Sergeant of the 307 Security Forces Squadron stationed at Barksdale Air Force Base in Bossier City, La., recently was presented the 307th Bomb Wing’s “Airman Clark of the Year.”

The 32-year-old Tchula native will represent the wing during the “Airman of the Year” competition at 10th Air Force March 26-29 in St. Augustine, Fla. Clark received the distinction from a pool of nine other Airman. From the final three contenders, he was selected as the winner.

Clark is a 2010 and 2012 MVSU graduate with a bachelor’s degree in accounting and a master’s degree in criminal justice. During his time at Valley, Clark was a member of the Delta Devils basketball team.

Clark will graduate from Valley with his second masters in Sports Administration in May 2018.

» Academy introduces students to possibilities in fast-growing industry

here are industry forecasts that the Virtual Reality (VR) and Augmented Reality (AR) industry will grow from what was a $16 billion industry in 2016 to a $100 billion-plus industry by 2021. The VR Academy based in Clarksdale has been created to provide

young people in Mississippi both access and opportunity to the growing industry of VR and AR, said Vince Jordan, who is director of the non-profit VR Academy and CEO and president of the for-profit VR production company Lobaki, Inc. “In the next few years, hundreds of thousands of jobs will be created in hundreds of industries requiring the skills we are training young people for at the VR Academy,” Jordan said. “In addition to a career development path for their students, the VR Academy has a secondary mission of introducing Mississippi schools to VR and AR technology for use in both the classroom. We assist in the adoption and application of VR and AR in the schools.”

Jordan said with the industry growing so fast, it is important to provide a skilled workforce. He said by bringing this technology to Mississippi at this time, they are giving students the opportunity to take advantage of exciting and very well-paying employment opportunities.

The VR Academy is a 12-week course of personalized instruction that leads toward a final VR project that the students work to complete. Then, based on a collaborative discussion, the team decides whether to release the project commercially. Jordan said if the project shows promise, a marketing plan will be developed and, in some cases, a new company formed.

Deborah Bynum believes in the power of first impressions.

That’s why the wife of Jackson State University President William Bynum is a strong supporter of the JSU Tiger Career Closet, an initiative intended to help currently enrolled JSU students in need of professional attire.

She plans for the career closet to help Jackson State students positively represent themselves and their institution from now and years to come.

“The career closet is free for students because I hope that one day they will pay it forward just like someone paid it forward for them,” Bynum said.

Furthermore, she said, “Everyone came together for the good of the initiative and the good of the students. The closet is beautiful, and I am excited that this resource will be available to our students.

I am so grateful to everyone who

donated their time and energy to this project.”

At the ribbon-cutting last fall, students laced head to toe in 9-to-5 office garb ripped the runway during a fashion preview.

The ribbon-cutting event was brought to life as members of the university’s Insatiable Modeling Squad and Blue Ambassadors organization showcased outfits available in the career closet. From dresses and suits to shoes and accessories, the closet appears to have it all.

Student model Chareese Smith said: “I feel like the Tiger Career Closet is something that we honestly need here at Jackson State because when preparing for an interview a lot of students don’t know what to wear, and they lose confidence in themselves.”

The university’s first Mister JSU, DeAngelo Riddle, was also one of the student models for the event.

Riddle said he really connected with the Tiger Career Closet and felt like it was something that would help mold future students into professionals. “In my freshmen year I did not have any professional clothes,� Riddle said. “Three people on the campus, Dr. Laquayla Coleman, Mrs. Eltease Moore and Mr. Arron Richardson, helped me by giving me clothes. So, I wanted to make sure that I returned the favor.�

Associate Vice President of Student Affairs Dr. Susan Powell also worked steadily with the Deborah Bynum and members of the Tiger Career Closet committee to garner donations and sponsorships. “I have to commend the entire Division of Student Affairs,� said Powell. “My team and I collected $350 in one day and still have more money and donations coming in for the closet.�

Powell emphasized the importance of students utilizing the career closet to their advantage because it was created strictly for them.

Students can receive one free professional outďŹ t per academic year by scheduling an appointment.

In addition to outreach to students in Clarksdale, Jordan has been traveling around the state visiting schools to introduce students to VR. “We’ll see what happens,” he said. “It could get pretty big in Mississippi. We hope to be instrumental in helping the schools in Mississippi adopt this technology both in the classroom and preparing young people for careers in VR and AR. We also intend to build a VR and AR production studio in Clarksdale and put many of these students to work creating VR and AR experiences and applications for customers regionally and around the world.”

VR is about more than playing games.

Jordan said it is currently being used in architecture, automotive design, health care, education, employee on-boarding and training, tourism and many other industries.

“Today, if you go to work for UPS, you will spend your first days in VR being trained in a variety of activities,” he said.

“New employee crane operators are being trained in VR. You can fail spectacularly in VR and live to tell about it, but at the same time you really experience it and are unlikely to make the same mistake again. Surgeons are being trained using VR. Jaguar and Volkswagen are designing next generation automobiles in VR. The

list continues to grow. The use of VR will only grow as industries realize the effectiveness of this technology in their day-to-day businesses activities.”

VR is something that captures the attention of students like few other media.

VR appeals to a much broader range of students than computer coding.

“Creating a VR experience is more like creating a movie,” he said. “You have storyboarding, set design, character design, lighting, sound, animation, and when all of that is done, then some coding. Many of our students have learned the tools to do the above, but not coding because we need so few coders.”

He also sees the future of education is in VR. Instead of reading about or watching a video, students will experience history by having a virtual experience going back in time.

“They will enter the body and travel through its various organs, they will travel to the geographical places they are learning about, they will fly through the solar system and visit the planet and moons they are learning about, and they

will handle atoms and molecules,” Jordan said. “They will see and handle math. The list goes on.”

To date, Jordan and his sons have been the primary funders of the VR Academy. They also received a grant from the Community Foundation of Northwest Mississippi, computers from the City of Clarksdale and the Massachusetts Institute of Technology, and donations from individuals.

They have also been providing students with real life experiences with a paycheck. With their for-profit organization, Lobaki, they have started winning some VR and AR projects, and the students get employed by Lobaki to complete those projects.

Jordan said they are providing underprivileged and underserved high school and community college students the opportunities to learn and work with the very latest technology on the planet.

“These students are getting direct exposure to the latest technology advancements, and provided with a pathway to pursue a career in tech-related business-

es,” Jordan said. “Lobaki is helping them find their place in the VR development world, which may be right here in their hometown of Clarksdale, but could be anywhere in the world where this technology is being developed and used.

The VR Academy is teaching the tools and techniques used by VR production studios world-wide. With the help of local partnerships, these students will also learn what it means to be an entrepreneur themselves and could go on to create their own businesses here in Clarksdale.”

He sees Clarksdale as just the start. He is hopeful it might provide an economic development boost to the entire Mississippi Delta.

“It is widely considered that VR technology and applications are where web technology was in the early ‘90s and smartphones in the early 2000s,” he said.

“If the region as a whole can take advantage of this emerging marketplace early on, it can find itself becoming one of the leading tech hubs in the country.”

Oculus, which is owned by Facebook, currently has 443 job openings.

“These young people we are training can all apply for those jobs and have a number of the required skills, including lots of experience with VR and Oculus,” Jordan said. “That’s just Oculus. There are already tens of thousands of VR/AR job openings around the world. Many more to come.”

Alexa, you are a Super Bowl winner!

A

lexa may have lost her voice, but she found gold in the Super Bowl ad game.

Amazon’s “Alexa Loses Her Voice” spot was named most entertaining and best overall among marketing pros surveyed by Morning Consult for Ad Age’s first Super Bowl ranking -- measuring not just entertainment value but brand effectiveness.

The Amazon ad also topped USA TODAY’S annual Ad Meter, which tallies votes from experts and consumers – Including The Spin Cycle – weighing in on the best ads for the biggest game of the year.

The ad was created by Lucky Generals, a small UK-based agency founded in 2013, and the first non-U.S. agency to clinch the top spot.

Ad Age’s Super Bowl ranking had Tide’s following Alexa with “It’s a Tide Ad,” Tourism Australia’s trick play “Dundee,” the NFL’s “Dirty Dancing” tribute “Touchdown Celebrations to Come” and Budweiser’s water-relief message “Stand

by You.” The top 5 in the individual categories were similar but not identical: In effectiveness, Jeep’s “Anti-Manifesto” bumped the NFL’s “Touchdown Celebrations” from the top 5. Among the top entertainers, Toyota’s Paralympics-themed “Good Odds” displaced “Stand by You.” The Ad Age Super Bowl Ad Rank With Morning Consult was conducted online from Feb. 2 -5, among 3,956 respondents in the advertising and marketing industry.

Each ad was rated between 1 to 10 on effectiveness and entertainment by between 492 and 1,515 respondents.

It found some big differences between ads’ entertainment value and what pros thought they did for brands. They ranked Stella Artois’ “Taps” spot about safe drinking water No. 7 for brand effectiveness, far higher than the 38th-place showing they gave it for entertainment. Toyota’s interfaith “One Team,” on the other hand,

ranked 17th in entertainment but only 35th for effectiveness.

Stand By You Brand: Budweiser Score 7.31 The USA TODAY ad meter had a slightly different ranking on the top ads of the Super Bowl – with Alexa, the famous virtual voice on Amazon Echo devices spiking the winning spot.

5. Good Odds Brand: Toyota Average Rating: 6.75 Ads this year cost an average a little more than $5 million, according to NBC. Ads cost $40,000 for the first Super Bowl in 1967 – before the game was even called that – which is roughly $300,000 adjusted for inflation. But advertisers are willing to pay the price because the Super Bowl offers one of the last places to find a mass audience watching an event live, commercials and all.

Kantar Media’s preliminary estimate of in-game ad expenditures this year is $414 million, second most in history behind last year’s game, which was the first Super Bowl to go into overtime. Kantar, the media research firm, said this year there were 49 minutes and 35 seconds of commercial time – accounting for 22 percent of the broadcast – from paying sponsors and from the NFL and NBC Universal.

Super Mic | Nick Foles goes from almost retired to MVP Nick Foles – who was close to walking away from pro football this time last year – has risen to the pinnacle of the game, earning a Super Bowl trophy and the MVP award.

The Philadelphia Eagles renaissance QB took them both after leading Philly past the New England Patriots, 41-33, in Super Bowl LII. Foles’ miraculous underdog story reached its conclusion at U.S. Bank Stadium in Minneapolis, where the erstwhile journeyman quarterback threw for 373 yards and three touchdowns and even caught a score in the upset win.

The first quarterback to lead the Eagles to a Super Bowl title, Foles made history in more ways than one, also becoming the first player to throw a touchdown and

catch a touchdown in the same game in Super Todd Smith Bowl history.

Drafted by Andy Reid’s Eagles in 2012, Foles started 24 games in Philly over the span of three seasons.

During his historic 2013 season, Foles put up a still unmatched 27:2 TD-INT ratio and a league-best 119.2 QB rating. But within one season, Foles was benched by Chip Kelly and then shipped off to the St. Louis Rams, where he languished for one season under Jeff Fisher.

After an offseason of contemplation and one year in Kansas City, Foles returned to Philadelphia this season on a two-year deal to back up the franchise quarterback Carson Wentz. But when Wentz suffered a season-ending ACL injury in Week 14, Foles was thrust into the spotlight, and Philadelphia was written off.

Despite concerns over Foles’ ability to perform in big games, Eagles coach and former backup quarterback Doug Pederson trusted in his experienced signal-caller throughout the postseason and into the Super Bowl. And the rest is history! Foles takes the Super Mic! Proposal would erase 4-year limit on university contracts A senator says Mississippi could better compete for professors if the state did not limit university contracts to four years at a time.

Republican Sen. Terry Burton says many other states don’t have the four-year limit that is in the Mississippi Constitution .

On a split vote Monday, senators ad-

opted Senate Concurrent Resolution 547 , which would erase the limit. The proposal was held for the possibility of more debate, and it must also go to the House. If both chambers agree, the proposed constitutional amendment would go on a statewide ballot.

Democratic Sen. David Blount of Jackson says College Board officials oppose the change because they don’t want the possibility of having to buy out lengthy contracts.

University employees can work longer than four years, but contracts must be renewed.
