Coast enjoying second-home boom By LISA MONTI I CONTRIBUTOR mbj@msbusiness.com

The Mississippi Coast, especially the western portion, is seeing a boom in the second-home market, which is returning after a post-Katrina dry spell. Louisianians from New Orleans, Baton Rouge and Lafayette are building or buying homes, many replacing ones lost in the 2005 storm. Some Realtors say the activity is a spillover from the red-hot housing market New Orleans is now enjoying. “Things are definitely coming back,” said John Schaff, a Realtor/broker with Latter and Blum in New Orleans and Bay St. Louis. He said there is “a lot of new money in New Orleans and young entrepreneurs are moving in” to the city in spite of high prices. He expects the Mississippi Coast real estate market will follow in a couple of years. “The Bay is going to be unbelievable,” he said. He said the municipal harbor to be completed next year will be an enormous bonus for the city. “It’s a huge boom. People will want to come back over there. “ Schaff said friends from New Orleans

who own a second home in Bay St. Louis introduced him to the town several years ago at Second Saturday, the monthly art walk in Old Town. “The first weekend I was there I saw two cousins and a couple of best friends who had been going to the Bay. We fell in love with it,” he said. Schaff recently rebuilt his weekend home from the ground up to replace his 1940s cottage renovated just prior to Katrina that the storm destroyed. He visits every weekend. “We bring guests and we entertain a lot,” he said. “We know all the shopkeepers.” Proximity is often cited by weekend residents as a reason to have a second home in the Bay area. “It’s just so easy,” Schaff said. “It’s 55 minutes door to door, and it’s a different world.” Realtor Amy Wood of Amy Wood Properties in Pass Christian said, “For a second home, people look for close proximity to where they live. And we’ve got great climate and lots of recreational opportunities with the beach and fishing as well as entertainment and the casinos.” Wood said several years ago Orange Beach and nearby spots in Florida attracted buyers but those areas have gotten so pop-

ulated they’ve lost their appeal with some. “People found they can get a lot more for their money here, plus it’s closer to drive from Baton Rouge, Lafayette and New Orleans, so they can come here more.” Wood said the housing supply on the Coast has a range of prices, from the $100,000 fishing camp to million-dollar property on Scenic Drive in Pass Christian. “A lot of people think we are an undiscovered area,” she said. “Prices are so much more affordable.” The Coast has been a getaway for New Orleanians for generations, Wood said. “The husband worked in the city and the family spent the summer here. Many properties on Scenic Drive are second homes.” Tish Williams, executive director of the Hancock County Chamber of Commerce said, “We have a tremendous loyalty factor with people who used to spend weekends and summers here.” Aging baby boomers are looking beyond weekend getaways and toward retirement. “Baby boomers are retiring and looking to downsize,” Wood said. “They’re getting a spot with plans to move here full time.” Chet LeBlanc, the developer of Chapel Hill on Beach Boulevard in Bay St. Louis, said of the 24 homes there, only seven are permanent residences. The rest are second homes. Owners come from Lafayette, New Orleans and Baton Rouge as well as Jackson. Their commute to the Coast is far shorter than to Florida. “This is the first water you can come to,” he said. LeBlanc, who modeled Chapel Hill on Florida’s colorful Seaside community, opened his development in 2000 and all the lots were sold by 2004. Then Katrina wiped out the small community. But Chapel Hill buyers who visited the area before and after the storm saw something they liked in visits to Bay St. Louis and wanted to enjoy the shops, restaurants and lifestyle on a frequent basis. “Typically they’re coming for the town,” LeBlanc said. “They came here for one of the holidays or Second Saturday and enjoyed it.” Chapel Hill residents represent various age groups. “We’re getting younger families in their late 40s with teenaged kids coming in now. At the opposite end of the scale, the senior men are coming for golfing, fishing and some gambling while their ladies enjoy the quaint shops in Old Town,” he said. “There is truly something for everyone in Bay St. Louis.”

New Year Brings Dwindling Hope for Many We all like to step into the New Year with the hope “this year will be better.” Many are stepping into 2014 without that hope. A recent CNN poll shows 68 percent of Americans expect the economy to stay in “poor shape” in 2014. Ironically, just released economic data shows the economy grew at a 4.1 percent rate for the third quarter of 2013. That’s pretty sporty growth! The disconnect between real growth and Americans’ attitude results from the lack of benefit this growth provided for many Americans. While the economy Bill Crawford spurted, job growth lagged. Only an average of 143,000 new jobs per month were created in the third quarter, down from 182,000 in the second quarter, and far below the 250,000 average needed to keep pace with population growth. How can the economy grow without job growth? By existing workers producing more, i.e., improved productivity. Productivity in the third quarter grew at a rate of 3.0 percent. However, average wages for the workers who produced more only increased 1.6 percent. Meanwhile corporate profits grew at a 4.5 percent rate. Investors did well too. The Russell 2000 index grew 10.2% in the third quarter. Thisdatapoints,again,tothelong-termtrend of increased income inequality in America. The top 1 percent of Americans receive about 22.5 percent of all pre-tax income, while the bottom 90 percent receive 49.6 percent. Seven decades agothebottom90percentgot67.5 percent,while the top 1 percent got 11.3 percent. More startling are total wealth numbers. The top 1 percent of American households in 2010 controlled 35.4 percent of all privately held wealth, the bottom 80 percent just 10.1 percent. Nobel Prize winner Robert Shiller calls this “the most important problem that we are facing today.” A good job with a good wage has been the foundation of the American dream. Three things are ruining this dream for many Americans: 1) businesses outsourced most low-skill production jobs overseas; 2) ever-improving technology has eliminated many mid-level jobs and made others much more productive; and 3) business has focused more and more on short-term profits. The harsh reality is our economy no longer provides decent job opportunities for thousands of high school drop-outs and marginal high school graduates. Indeed, high GPA colSee

New seafood market coming to Marketown Seafood Etc., a new seafood market, is opening as soon as this weekend (Dec. 21-22) in the old Russo’s restaurant spot in Marketown on U.S. 90 at Dunbar Avenue in Bay St. Louis. Owner Kathy Necaise are putting the finishing touches on the market, which will carry fresh fish, shrimp, crabs, oysters and crawfish. The couple already has gotten requests for fresh tuna to sell along with the fresh trout, flounder and other fish they will sell. “We’ll try to get anything anybody requests,” she said. The Necaises also will boil fresh seafood to sell in the market. The seafood will come from several vendors in Hancock County, Pass Christian and Biloxi. The market will stock dry seasonings and frozen food including hush puppies and stuffed chickens. “In the spring we’re looking to carry produce,” Kathy said. New restaurant coming to Pass Christian PASS CHRISTIAN — Restaurateur Jourdan Nicaud is taking over Wolfe’s Gulf Coast Grill which closed recently. Nicaud will open his Bacchus on the Beach around Jan. 16. Renovations on the Scenic Drive restaurant overlooking the harbor will begin after the first of the year. The deck area will become a Margarita and oyster bar. Nicaud said the menu will be similar to Bacchus Food & Drink in Gulfport “but have more of a beach

Raymond design studio branches out to Coast Al Lawson has opened a second interior design studio at 406 Blaize Ave. in Bay St. Louis near The Little Theatre and Community Center. The original Lawson Studio is in Raymond, near Jackson. Lawson is a licensed interior designer with a degree in architecture. His Bay studio offers beautiful furniture, drapery, window coverings and home accessories he’s found in markets in Atlanta, Houston and Las Vegas. “There are two parts of what I do,” he said. “One is called space planning or laying out cubicles and landscape furniture in big open areas where people work. That’s the cerebral part of my world. Then there’s the artistic end of it, what is what we see on HGTV.” The majority of interior design work, he said, typically is involves doing budgets and checking on orders. Hope for a better tomorrow is all they have to tout. President Obama and Democrats are trying to seize the issue with talk of a minimum wage increase, but have no real plan to put more people to work. Republicans have no plan either and appear short-sightedly content to cater to a shrinking bubble of betteroff Americans. All politicians need to step up. Ala. paper mill closure will likely hurt Mississippi BY ERROL CASTENS Northeast Mississippi Daily Journal

Memphis-based International Paper Co.’s plan to shut its Courtland, Ala., paper mill next year may impact landowners and businesses across Northeast Mississippi. Logging jobs may be lost or moved, and timber owners in some counties may find it

difficult to market pulpwood at all. Plans for the closure were announced on Sept. 11, and the process was expected to be completed sometime in the first three months of 2014. Two of the mill’s four processors were shut down in November. “The business group is still determining a schedule for final shutdown,� said IP spokeswoman Laura Gibson.

Among the considerations will be fulfilling existing customer orders. The Courtland plant produces mostly uncoated papers used in business forms, envelopes, labels, copiers, printers along with coated magazine papers. “This decision to permanently close capacity is primarily being driven by demand decline for uncoated free-sheet paper

products in the United States,� said IP Chairman and CEO John Faraci. That segment of the paper market began declining in 1999 as online publications and electronic billing and filing replace many paper purposes. James Henderson, associate extension professor at Mississippi State University specializing in forestry management, said the impact on pulpwood markets in this area will be substantial. “I’ve heard that pulpwood prices are already down because of it,� he said. Pulpwood is most often small-diameter poles harvested when pine plantations are thinned so the remaining trees can grow faster. Lesser quantities roughly one-sixth of Mississippi's production come from small hardwood trees and tops. Pulpwood and residues from sawmilling and other timber processes serve as the fiber basis of most paper. The Courtland IP plant, with an annual production capacity of 950,000 tons, has historically competed to buy Northeast Mississippi pulpwood with the Packaging Corporation of America plant in Counce, Tenn., which produced 1.056 million tons in 2012. “Given the capacity of the IP mill, demand in part of north Mississippi will be cut by at least half,� Henderson said. “Also, the PCA mill in west Tennessee will tighten its procurement radius, as it no longer has to compete with IP for wood fiber in northeast Alabama.� T.R. Watson Jr., a registered forester with Oxford-based Shiloh Creek Land, Timber and Wildlife Services said his company, which specializes in pine plantation thinnings, hauls its pulpwood to Counce. He hopes Lafayette County timber owners will still be within PCA’s buying radius, even though their buying has already slowed. “They’re getting more wood from north Alabama, and it’s stopping the mill up,� he said. “I think Lafayette County is going to be about as far west as you’re going to be able to go and still buy wood; I don’t know if that 150- or 160-mile drive is still going to be available. It may make us move farther north with our operations. There will be people going out of business over this.� David Jones, an MSU associate extension professor whose specialty is forest products, said the Weyerhaeuser pulp mill at Columbus and the Resolute newsprint mill at Grenada, along with Norbord’s oriented strand board plant at Guntown are much smaller facilities and can take up only a small part of the surplus from the Courtland closing. “Pulp paper mills are a huge industry within an area,� he said. “They're regionally located because you can’t support multiple paper mills if they’re too close together, because they draw so much material in to do what they do.�

Teacher pay raise due after seven years

F

or years — even decades — advocates of improved teacher pay in Mississippi have made the Southeastern average their salary goal. It's a constantly moving target, and Mississippi has never reached it. Today, the average teacher salary of $41,600 is well below not only the Southeastern average, but $4,500 to $8,500 below states immediately surrounding Mississippi. Our state's teachers, current and prospective, don't have to go far to find better-paying employment in the profession. Their last across-the-board pay raise was in 2007. It's time to seriously consider another, and for the first time in years, state leaders in a position to do something about it are beginning a discussion. House Speaker Philip Gunn broached the subject last week with reporters. He noted the steady rise in state revenue after a long

recession-related slowdown and said he hoped an across-the-board raise might be feasible in the 2014 legislative session. Other legislative leaders have echoed Gunn's comments, saying that a teacher pay raise will at least be an item of discussion in the session that begins Jan. 7. Gov. Phil Bryant got $1.5 million appropriated in 2013 for a merit pay pilot program in four districts and has said he thinks pay-forperformance is the way future teacher pay increases should be dispensed. There's room for some kind of merit pay that rewards exceptional performance by teachers. We don't subscribe to the presumption by some in education that there's no fair way to administer such a system. But until Mississippi's teacher pay is at a much higher level, merit pay can't be the sole means of getting a raise. The quality of classroom teachers is the

single most important factor in a child's education. Mississippi must make a concerted effort to attract and retain some of the best and brightest young Mississippians into the profession. Pay is hardly the sole criteria, but its importance can't be dismissed. Every 1 percent pay raise, including benefits, for teachers in Mississippi would cost the state treasury about $16 million, according to the state Department of Education. Nearly seven years without a pay raise is a long time — too long to do anything but discourage hard-working teachers and people who might be considering the profession. Stephens replacing Barr Regions Bank has named Walt Stephens city president for Greenville. He will take over for Bobby Barr, who served in the position for seven years and will retire at the end of this year. Thompson temporarily replacing Brister The Mississippi Polymer Institute is in a transition phase with the departure of director Dr. Bryan Brister, who has accepted a position as chief operating officer with Voltea, an international water purification company. It’s that time of year again

T’S A NEW YEAR AND time to get down to the nuts-and-bolts of tax season. Best advice? IRS spokesperson Dee Harris Stepter said, “Of course, what everyone should be doing is getting their records together so they can be ready to file.” The IRS will begin accepting 2013 business tax returns on Jan. 13. That goes for both electronically-filed and paper-filed returns filed by corporations, S corporations and partnerships, among others. However, the IRS said, the Jan. 13 start date does not apply to unincorporated small businesses that report their income on Form 1040. The start date this year for all 1040 filers is Jan. 31. The IRS encourages these small businesses to begin preparing their returns now, but said it will not be able to accept these or any other individual returns or begin processing them until Jan. 31. This includes sole proprietors who file a Schedule C, landlords who file a Schedule E and farmers who file a Schedule F. The new opening date of Jan. 31 gives the

The annual update was delayed in October following the 16-day federal government closure. “Our teams have been working hard throughout the fall to prepare for the upcoming tax season,” IRS Acting Commissioner Danny Werfel said. “The late January opening gives us enough time to get things right with our programming, testing and systems validation. It’s a complex process, and our bottom-line goal is to provide a smooth filing and refund process for the nation’s taxpayers.” The government shutdown caused the IRS to change the original opening date from Jan. 21 to Jan. 31. The 2014 date is one day later than the 2013 filing season opening, which started on Jan. 30, 2013, following extensive tax law changes made by Congress on Jan. 1 under the American Taxpayer Relief Act. New year-end tax planning information was

recently added to IRS.gov to help taxpayer prepare for the 2014 tax season and receive their refunds “as easily as possible.” The IRS emphasized that it will not process any tax returns before Jan. 31 and urged taxpayers to use efile or Free File with the direct deposit option to receive their tax refunds much faster. Also, the IRS said, many software companies are expected to begin accepting tax returns in January and hold those returns until the IRS systems open on Jan. 31. The IRS promised more details in January. tending those day-to-day meetings to make sure we are in compliance, and what we are doing is by the books.” Ben Logan took over as in-house legal counsel effective Oct. 1. Shelton said there was a bit of resistance to the change as Mitchell McNutt & Sams had been handling Tupelo’s legal needs for 36 of the past 40 years. “We did a compromise in the budget process,” Logan said. “We allocated $60,000 for outside council to be available to represent the City of Tupelo for any overflow work, anything we needed some sort of specialty for, or if the in-house council had a conflict of interest or couldn’t do it. The total budget for the legal department is $180,000. I think we will save a lot of money. I don’t see any real negatives to it.”

Shelton said part of the compromise agreed to was that spending will be evaluated quarterly to make sure the city is truly saving money, and to make sure the city is being adequately represented. The City Council approved a fee increase from $130 to $150 per hour for Mitchell McNutt & Sams. “Mitchell McNutt and Sams are a tremendous law firm,” Shelton said. “They are one of the best in the state, and have had numerous Mississippi Bar presidents. There was no problem with that firm. They continue to be our outside legal counsel. The decision was simply that of economics. The attorney we hired is a former alderman for the City of Tupelo. He is currently the mayor of Sherman. He had a very diverse general practice law firm in his private practice. He has military experi-

ence. He is a unique fit for us in Tupelo, and we are fortunate he was willing to accept this job for his hometown.” If Logan attends a meeting and it is apparent he isn’t needed, he can leave to go back to his office. Or, if something unexpected comes up, he is close by. By contrast, if they had a three-hour meeting and outside legal counsel was there just in case legal advice was needed, the city still got billed for those three-hour meetings, Shelton said. As part of the process of deciding to hire a city attorney, Tupelo compiled a list of what other cities in the state do for legal counsel. Shelton said they liked the model of Gulfport, where there is an inhouse legal department combined with outside counsel. One case where Tupelo needs outside counsel is regarding an annexation by Sherman. Since their attorney is mayor of that town, it would be conflict of interest for him to represent Tupelo in those proceedings. “There was no opposition to the annexation,” Shelton said. “It was a smaller annexation by Sherman that didn’t have an impact on Tupelo.” Another city that has recently worked to restrain legal spending is the City of Ocean Springs. The Ocean Springs Board of Aldermen recently voted for a 2.5-year contract with John Edwards and the Dogan & Wilkinson PLLC law firm to act as city attorney at a rate that is $1,800 less per month that what was previously charged. The city took bids before negotiating a new rate, and is currently budgeting $170,000 per year for legal services. Mayor Connie Moran said the legal fee contract was part of the city’s ongoing efforts to reduce the cost of doing business without compromising quality services to residents. “Our aldermen serve on various committees to oversee the budget and solicit proposals from service firms who vie competitively to maintain our business,” Moran said. “In lean economic times, it is critical that the public sector do more with less, just like a private company."

ITH ATTORNEYS commonly charging $100 to $150 per hour, it can take a big bite out of a city’s finances for legal fees, especially for cities that have been involved in annexation battles. In the 2013 calendar year, the City of Biloxi paid $581,741 to one law firm, Page, Mannino, Peresich & McDermott, PLLC. Biloxi paid another $127,088 to Michael P. Collins, and $306,368 to Carroll Warren & Parker. Biloxi’s total cost for legal services in 2013 was more than $1 million. In these days of very tight budgeting, some Mississippi cities have opted to save money by hiring an in-house attorney. Gulfport, for example, uses outside counsel in addition to matters handled by City Attorney Jeff Brunini. “The specialized knowledge of municipal law and access provided by an in-house legal department coupled with the experience and skills of outside general counsel provides enhanced resources and support for the city's administration, council and departmental functions,” said Chris Vignes, public information officer for the City of Gulfport. “The combination of inhouse and outside general counsel can result in an improvement in the quality and delivery of legal services to the city and greater operational efficiencies, saving the city money in the long run." The City of Tupelo expects that it will save in the neighborhood of $150,000 to $200,000 per year by hiring an in-house attorney whose salary package is $90,000 per year. Tupelo Mayor Jason Shelton said legal bills from the law firm that has handled Tupelo’s legal needs for many years, Mitchell McNutt & Sams, were running in the mid-$300,000 range per year. “The two things that jump out about the advantages of an in-house counsel is convenience and cost savings,” Shelton said. “Our in-house attorney is just that. Some of the world’s biggest advertising companies are predicting faster than previously expected growth in ad spending in 2014, according to a recent report in the Wall Street Journal. A portion is from seasonal bumps for major events such as the Winter Olympics in Sochi, but much of the global impact is due to the rapid expansion of mobile advertising. Among those revising up their recent forecasts are Publicis’s ZenithOptimedia, which predicts ad spending next year will rise 5.3 percent, and Interpublic’s MagnaGlobal, which expects a rise of 6.5 percent next year. WPP’s GroupM revised its estimate downward to 4.6 percent. Deadline and Broadcasting & Cable also have a take on the revised projections. Total U.S. TV spending will increase to nearly $67 billion in 2014, $68.6 billion in 2015 and $70.2 billion in 2016, according to ZenithOptimedia, a media buying unit of Publicis. The power of planning

T

ommy Newberry, a leading success coach based in Atlanta, wrote a very insightful book entitled Success is Not an Accident: Change Your Choices Change Your Life. Newberry began writing the book as a letter to his son to share the principles of success he believed in, and then he morphed this document into a bestselling book. While the book is a great resource for those committed to success, I reference it here because I really like the challenging title. The book is about living with intentions. As we begin the New Year, it is a season that many of us stop to reflect on our lives and what direction we want to go. One of the most powerful things you can do is committing to have a written personal plan. My interviewee this week, Mississippi State Treasurer Lynn Fitch, is a firm believer in the power of planning. More on that in a moment. Fitch is a native of Holly Springs and noted, “The opportunity to grow up in a small town afforded me so many opportunities such as true closeness with family and friends, the capability to participate in many school and community organizations, an appreciation of a slower pace and to understand the inner workings of how small town businesses operate and the pathways needed to make the town successful.” She went on to earn her business and law degrees from Ole Miss. She said, “Both of these degrees have been a foundation for the career path that God placed me on for this life adventure.” Fitch has enjoyed a very successful career in the public and private sectors. Fitch shared, “She encouraged me to serve, to create a personal life plan, and most importantly to believe in myself. She always reminded me and others that women should serve in leadership roles even knowing that certainly there would be challenges.” Fitch continued, “She was a patriot for women leaders, and I am grateful for the knowledge and compassion she shared with me. After I took office, I learned that her desk was still here, so I quickly moved it to my office. I know that every time I sit down that she is smiling down on me.” For future leaders, Fitch encourages them to remember “their life is their own personal presentation.” She said, “We all have the same 24 hours each day, and it is how you use them that set you apart as a leader. If you believe in your success, you can achieve your goals.” Fitch encourages leaders to “set a personal life development plan and chart your stages of success and the hard work that must go into each step.” Fitch is certainly “paying it forward” with the advice and mentoring she received as a young leader. With Fitch’s intentional living and focus, I am sure that she will continue to inspire tomorrow’s leaders. Looking back at interesting year for books

T

aking a quick look back, 2013 was an interesting year for Book Biz, and it’s time to choose picks and pans. A variety of newly released books and older books were reviewed and hopefully there was something for everyone’s tastes. It seems not as many books were published by Mississippi writers, or we didn’t hear about as many. In this column we always like to promote state writers and bookstores. It was a pan that Choctaw Books closed in 2013, but a great big pick that Pass Christian Books reopened in this beachside town. Also this year, I was joined by my daughter, LouAnn Lofton, who wrote several reviews. She reads more non-fiction books than I do and is a savvy investor. A former online managing editor for The Motley Fool, she is the author of “Warren Buffet Invests Like a Girl.” She brings a different perspective to Book Biz and will be involved in 2014. Having her contributions was definitely a pick. Among the Mississippi books published in 2013 were “501 Little Known Facts About Mississippi” and “William F. Winter and the New Mississippi.” Both of these were well done and land on the list of picks.

My favorite books that I read and wrote about last year are works of fiction. They include “Sweet Tooth” by Ian McEwan, “Thirteen Moons” by Charles Frazier and “Travels with my Aunt” by Graham Green. I just adore Green’s dry English wit and this book – one of his many – did not disappoint. Happy reading in 2014!
