The latest chapter in the saga of Mississippi Power Co.’s troubled 582-megawatt “clean coal” power plant in Kemper County started July 6. “The clock starts ticking today,” Public Service Commission Chairman Brandon Presley said of the order laying out what the PSC says are Mississippi Power’s options. The plant, construction of which began in 2010, was initially expected to cost $2.4 billion but has ballooned to $7.5 billion. Its completion is more than three years behind schedule because of failure after failure in efforts to make the first-of-its kind technology work consistently. Even the original projected cost of building the facility would have been several times the cost of constructing a natural-gas-fired plant from the start, according to data from the U.S. Energy Information Administration. The 45-day “clock” is the timepiece set up for the utility to comply with the commission’s three-point proposed settlement, which was announced June 21 but made formal Thursday: • No further rate increases for customers, and perhaps even a rate reduction. • No costs associated the project’s gasifier and related assets. • Relicense the plant as a natural-gas-only facility. The company announced June 28 that it was suspending operation of the coal-

gas aspect of the facility and continuing to produce electricity with natural gas, which it has been doing since August 2014. The introduction to the order laying out the framework notes that the commission’s “focus has been squarely on customer value” for more than eight years, and “the obligation of [Mississippi Power] to bring the Kemper Project into commercial operation in a manner that provides and maintains that customer value.” “If an appropriate settlement is not reached [within the 45-day period] the commission reserves its right to exercise its full authority . . . which could potentially result in revocation of the Kemper Project certiﬁcate.” Presley said that at the end of the period, public comments would be taken in another 45-day period. He said after the meeting that what the PSC terms a “settlement” does not suggest the willingness on the commission’s part to compromise. He said in response a question as to whether Mississippi Power could take the matter to court, “They have every right afforded to them by law.” The case has already been in court. The state Supreme Court ruled in 2015 that Mississippi Power had to repay rate increases of 15 percent in 2013 and 3 percent in 2014 because the PSC improperly approved them. The utility said that the rescinding of the increases would bankrupt it, and persuaded the commission to approve a new increase, 15 percent.

Currently at stake is $3.4 billion that the company says is costs from coal-gasification facilities, as well as a lignite-coal mine and carbon dioxide pipeline and other items not currently in rates paid by customers, according to a Securities and Exchange Commission filing on June 28 by Mississippi Power, for which the company said it “would be required to [take] as a charge to income in the second quarter of 2017.” Mississippi Power’s continuing vulnerability was underscored last week when it received an injection of $1 billion from Southern Co. after the Mississippi utility decided to halt operations relying on coal from which two-thirds of carbon dioxide is removed and used in oil exploration to drive crude to the surface. Mississippi Power, which serves 23 counties, is the state’s second-largest regulated utility, with nearly 190,000 customers, far behind Energy’s 445,000. Mississippi Power spokeswoman Cindy Duvall said in an email: “Today’s proceeding is in line with the framework the Commission laid out two weeks ago. We look forward to reviewing the order.” Southern Co. has already made proposals toward the settlement, the Associated Press quoted on Thursday the man in charge of negotiations as saying. “They want a settlement in this and I think that now that the gasifier is off the table, there’s a lot better prospect that will happen,” said Virden Jones, executive director of the Public Utilities Staff, which is separate from the commission.

Plans for reopening Po’ Monkey’s Lounge, a famous juke house in the Delta, are up in the air. Daniel Morris, attorney for the Willie Seaberry estate, said in April that Seaberry’s heirs wanted to reopen the place around July 14, the anniversary of the death of Seaberry, aka Po’ Monkey. That didn’t happen. Closing out the Seaberry estate has taken longer than expected, Morris said in an interview last week. “Once the estate is closed, we’ll be able to move a lot faster,” Morris said, adding that it might be another month before that happens. The estate was incorporated as Po’ Monkey’s Inc. on Feb. 8 as Po’ Monkey’s Inc., according to records at the Secretary of State’s office. But the Hiter family, which owns the shack and the property it sits on in Bolivar County, has a say in the matter. Park Hiter, who heads up the Hiter Farms Partnership, said on Tuesday that “we’re going to do something with it, I think. But I don’t know what for sure.” He said his sister has “lots of ideas.” Their hands are tied by the protracted estate settlement, he added. While the Hiter family owns the land and the building, Seaberry owned everything in the tiny house, Morris said. Seaberry was a “life tenant” of the house near Merigold. “As long as he was alive, it was his place,” Morris said. Seaberry’s place evolved into an institution and a stop on the Blues Trail, which crisscrosses the state. “We don’t want his memory to die, because he meant so much to the Delta and Mississippi,” Morris said. Po’ Monkey’s has been called one of the last authentic juke joints in the South. It drew visitors from across the United States and the world, who, if they came by on a Thursday, could partake of a bit of history. Andrew Westerfield, longtime mayor of nearby Merigold, said in an earlier article that he had known Willie Seaberry since the early ‘60s. “Monkey’s kinda grew out of a cotton field. For a very long time, it was primarily for people who worked on the farms. Westerfield said he and his friends started going there “and everyone got along great.” “It rocked along like that; then, all of a sudden, it kind of got discovered in the late ‘80s and early ‘90s when the blues came into vogue so much.” Meantime, tourists still come by and get their picture taken next to the Blues Trail marker in front of the shack, though they can’t come in and experience a real juke joint.

In other words – your path to yes. • Ask “WHO?” When you ask how the decision will be made, the prospect will respond, especially these days, that there’s a committee, and talk about when they meet, and that they decide, yada yada. Then you ask, “Great! Can you tell me their names?” and you write their names down and titles. • And maybe ask, “Do you work from a set budget?” Beginning a money dialog at this point feels OK. Try to ﬁnd out if they make the budget or just spend it. BIG difference. The person who makes the budget can easily add to it. • THE BIG QUESTION: “Then what?” After the prospect tells you that he, she or a committee decides, your next question is critical in your quest for the real decision maker (because I promise you it ain’t the committee). You ask, “then what?” Listen carefully to that answer because it contains the truth. The prospect will invariably say something like, “well for orders over $25,000 we run it by the CFO, or I just run

it by my boss, but he ALWAYS takes our (my) recommendation.” Yeah right. In other words, the prospect or the big committee can’t do anything with out asking Daddy. Gitomer You respond with, “Great! What’s his name?” Write it down, and go back at it with another, “Then what?” The prospect says: “Well the CFO with orders of more than $100,000, has to run it by the CEO but he ALWAYS takes our recommendation.” Here’s what you’ve just learned: The CFO and the CEO are the decision makers, and the people you are presenting to can’t decide jack squat. They can make a recommendation, they can eliminate you, maybe for the wrong reasons, but they can’t select you and give you the order. Your job is now to get your proposal in the hands of the committee members, the CFO and the CEO with their names on them personally and spelled correctly. IMPORTANT: Get permission from your newly found out non-decision maker, and do it in the way where he or she doesn’t

feel like you are going over his or her head. Asking for their help and support creates a sense of inner-team, and as long as you have the customer’s best interests at heart, there should be no problem. I think it’s necessary to re-warn you about the phrase, “BUT HE ALWAYS TAKES OUR (MY) RECOMMENDATION.” This is TOTAL BS. If the CFO or CEO has another idea or connection, you will not be chosen. Try this: ask, “If I am chosen by the committee, may I accompany you to the CFO meeting?” At least you’ll get the real answer face-to-face. FINAL REALITY: I learned this strategy very early in my sales career, and still use it today in one form or another. “How will the decision be made?” followed by, “Then what?” is the secret formula to discovering and getting your proposal to (and maybe even a meeting with) the real decision maker. acreage devoted to row crops in Mississippi. Cotton acreage is up 26 percent from 2016. Corn is down 25 percent and rice acreage is down 38 percent.

And soybeans are up 10 percent, according to the acreage report from the USDA. But one thing hasn’t changed. The soybean is still king. Long gone are the days when cotton was

the monarch. In fact, as they have for a decade or so, soybeans make up more than two-thirds of the acreage for all row crops in the state. That’s 2.25 million acres of the rowcrop total of 3.6 million, according to the USDA report issued June 30. Nationwide, 89.5 million acres of soybeans were planted, up 7 percent from 2016 and a record, according to the USDA report. That’s the best and last report till the final one comes out in January. Soybeans rose to about $17 a bushel in 2012 and 2013, said Dr. Larry Falconer, agricultural economist at Mississippi State University’s Delta Research and Extension Center at Stoneville. The value of soybeans was put at $1 billion last year, and cotton, while a fifth of the size of soybeans, was second at $442 million, followed by corn at $436 million. Cotton was planted on 550,000 acres in 2017, up 115,000 acres from from a year earlier. “I was expecting 650,000 to 700,000, just based on what I was hearing from growers and consultants and dealers,” said Dr. Darrin Dodds, cotton specialist. The USDA was right, “but I think they were lucky to be right.” Genetic engineering and improved management have helped bring about mega yields, Dodds said. The average lint per acre for three of the past five years has been more than 1,200 pounds. And in the Delta 1,600 to 1,800-pounds per acre are not uncommon. Coupled with “respectable prices,” cotton has enjoyed an upswing, Dodds said. Falconer that it is good to see cotton acreage up. That’s because the industry, in terms of gins and dealers, relies on the crop, he said. Loss of that support devastated eastern Oklahoma’s cotton economy, he said. Cotton acreage – primarily the upland variety – across the United States is up about 20 percent, the USDA said. Corn planting in Mississippi is estimated at 560,000 acres, down 25 percent from 2016, though 30,000 acres above March planting intentions, said Dr. Erick Larson, a specialist in corn, wheat and sorghum. Rice plummeted 38 percent, down 75,000 acres, to 120,000 – the lowest acreage in 40 years. Wheat is estimated at 50,000 acres, down 15,000 from a year earlier and the lowest planted acres since 1962.

he Mississippi Department of Archives and History recently held a sneak preview of the long-anticipated two Mississippi Museums — the new Museum of Mississippi History

(MMH) and Mississippi Civil Rights Museum (MCRM) at 222 North St. Groundbreaking on the museums was in October 2013, and the work to obtain artifacts that illustrate the state’s rich history has been ongoing since 1902. Construction of the museums is on schedule and they are planned to open Saturday, Dec. 9, in time to mark the state’s bicentennial. “Currently construction of the building is winding down and will end in late July,” said Chris Goodwin, director, Public Information Section, Mississippi Department of Archives and History (MDAH).”In the meantime, 1220 of Nashville, Tenn., the fabrication ﬁrm for the Mississippi Museum of Histo-

ry, and Exhibit Concepts, Inc., of Vandalia, Ohio, the fabrication ﬁrm for the Mississippi Civil Rights Museum, began installing cases, murals, and other exhibit components in May and will ﬁnish in early fall.” Staff for both museums plan to move into the building in August. The artifacts, which are currently in climate-controlled storage, will also be moved then and will be stored in the new collections facilities on lower levels of the building in preparation for their installation, which will begin in September. The Mississippi Legislature provided $90 million for the museums while requiring dollar-per-dollar matching funds for exhibits. Private fundraising for the project by Foun-

The two Mississippi Museums will be a place where Mississippi’s rich, complex history is told through the stories of the people who have lived in the state. “These stories will be told through the many resources from the collection of the MDAH,” Goodwin said. “We will present the history of our state as never before with eye-popping artifacts, photographs, videos, and interactive exhibits.” Goodwin said the 200,000-square-foot museums will combine state-of-the-art interactive visitor experiences with exhibits showcasing about 22,000 artifacts including a 500-year-old dugout canoe, a rare 20-star See MUSEUM, Page 14

fter years of planning, and despite hardships incurred from the economic recession and Hurricane Katrina, construction on the Mississippi Arts and Entertainment Experience in Meridian is progressing without a hitch. Better known as The MAX, the 58,000-square-foot evolutionary high-tech museum will expose visitors to Mississippi icons in literature, music, performing, design, and the visual and culinary arts. Though the structure itself is state-funded, an additional $15 million has been pledged for exhibits from business esand individuals. The museum will eventually employ 10 fulltime and four part-time employees. Additionally, The MAX will offer paid summer internships and part-time student work positions throughout the year. Designed by Gallagher & Associates, the facility will include a gift shop, broadcast and art studios, a multi-purpose space for traveling exhibits, a state-sanctioned arts and entertainment hall of fame and an outdoor performance area and courtyard for impromptu performances. The renowned Washington, D.C. ﬁrm also designed the BB King Museum in Indianola and World War II Museum in New Orleans. The grand opening gala for the museum, designed to “educate and inspire,” is set for April 27, 2018. Paula Chance, director of marketing for The MAX, said construction remains on schedule despite a wetter-than-average June. “It’s not going to be simply a museum but an experience, with lots of interactive tech inside,” she said. “Personally, I can’t wait to get over there and test it all out. People are going to be amazed

when the facility is finally open to the public next spring.” With the digital innovation inside the $45 million facility and a mobile app for distance learning, resident Mississippians and visitors alike will enjoy an immersive, hands-on interactive “experience” that will entertain and enlighten. The building also will serve as a home for lectures, studio classes, outdoor performances, film presentations, symposiums, and artist demonstrations and residencies. A three-year advance schedule of traveling exhibitions is being organized, according to Chance. The MAX is nearly two decades in the making. In 2001, the Mississippi Legislature enacted Senate Bill No. 2666 establishing the Southern Arts and Entertainment Center, Inc., now known as The Mississippi Arts and Entertainment Experience. To date, the state has pledged $29 million to the project. A Hollywood-style Walk of Fame was unveiled in 2009, and will be transported from the Riley Center to The MAX site on Front Street. “We’re so excited to have it here in Meridian, and to have the opportunity to enhance tourism in the state of Mississippi.” Chance said. A feasibility study sanctioned by The MAX predicts the museum will host a minimum of 125,000 visitors annually, with a high end of 200,000. With more than 13 million people passing through Meridian via I-20 each year, officials are optimistic those figures can be reached. “The staff will be moving to the building in November and that will give us plenty of time before the grand opening in April. “We feel The MAX will be the ‘gateway’ to other museums and attractions in Mississippi, such as the BB King and William Faulkner museums,” Chance said.

The museum follows large and complex storylines, from European contact with Native Americans to the rise of slavery and King Cotton, and from the broken promises of Reconstruction to the devastation of the Great Flood of 1927 — as well as wars at home and abroad. These stories are made personal through the world’s finest collection of Mississippi artifacts.” There will be a wide diversity of exhibits ranging from Native Americans stone vessels carved thousands of years ago to famed author Eudora Welty’s manual typewriter to music from famous Mississippi-born musicians including Muddy Waters, Tammy Wynette, and Jimmy Buffett. Goodwin said the Civil Rights Museum will chronicle the pivotal role of the struggle for equal rights through eight

interactive galleries that show the systematic oppression of black Mississippians during the Jim Crow era and their ﬁght for equality that captured attention across the country. There will be an exhibit from Freedom Riders telling about their arrests and experiences in prison, and the names of every person known to have been lynched in Mississippi will be etched into columns throughout the museum. One highlight of the MCRM will be an open central space deﬁned by a soaring sculpture that will light up and play music when people approach it. “This Little Light of Mine” honors Mississippi’s grassroots civil rights veterans and celebrates the potential within every person to make a difference. The Mississippi Civil Rights Museum will be the only state-operated civil rights museum in the nation. Yolanda Clay-Moore, public relations manager, Jackson Convention & Visitors Bureau, said the two new museums will have a tremendous positive impact on cultural tourism not only in Jackson, but throughout the state. “Many visitors have followed the Civil Rights and Civil War Trails and stop just short of Jackson,” Clay-Moore said. “Now Jackson will be added to that list. We’ve always had a great product, but now the museums will serve as a spotlight. The museums are designed to tell our story, but it plants a seed that can be nourished by

visiting the physical locations seen in the museums. “This impact will be expanded economically as visitors follow these trails and desire to see more of our city. Jackson is the perfect backdrop for these phenomenal additions to welcome these new cultural visitors.” The site administrator for the two Museums is Cindy Gardner. Pamela Junior is director of the Mississippi Civil Rights Museum, and Rachel Myers is director of the Museum of Mississippi History. “We could not ask for a better group to head up these world-class museums,” said MDAH Director Katie Blount. “Cindy

Gardner has been a guiding hand for the project from the start, and Pamela Junior and Rachel Myers bring a wealth of experience and energy that will help connect the museums to all Mississippians.” MDAH began collections of items that will be used in the museum back in 1902. Thousands of Mississippians have donated artifacts, journals, family heirlooms, and other treasures. MDAH is the second-oldest state department of archives and history in the United States. University of Southern Mississippi President Rodney D. Bennett has been named chair of the Conference USA Board of Directors. Bennett, who will serve a two-year term as chair, was elected by his peers from among the league’s university presidents at the June board meeting. Parr joins kinesiology staff Dr. Jeffrey Parr, who was a visiting instructor during the 201617 academic year, has joined the faculty as interim program director of athletic training at the School of Kinesiology at The University of Southern Mississippi. Parr earned a bachelor’s degree in movement studies and exercise Parr science with an athletic training emphasis from East Stroudsburg University in 1999, a master’s degree in athletic training from the University of Tennessee at Chattanooga in 2000, and a doctorate in health and human performance with a sports medicine specialization from the University of Florida

in 2010. Parr’s research interests include identifying and mitigating risk factors for musculoskeletal injuries among an active population. He intends to incorporate the use of biological and psychological risk factors as a method of determining injury risk and severity.

Jones co-founded MMI Hotel Group and Dining Systems and served on the boards of Jackson Public Schools, the Community Foundation of Greater Jackson, Millsaps College, and several arts organizations. He also was a commissioner of the Jackson Municipal Airport Authority and a supporter of Habitat for Humanity. Clark will lead the agency using her experience in both state government and the private sector. With over 25 years of experience, Clark’s career includes involvement in ﬁnance management, policy and program administration. Prior to joining the state board, Clark was a Business Systems Analyst and Central Training Administrator with Mississippi Department of Finance and Administration - Mississippi Management and Reporting Systems. Conﬁdence in newspapers rising from record low

espite an ongoing controversy over “fake news,” more Americans this year (27 percent) say they have a “great deal” or “quite a lot” of confidence in newspapers than did so last year (20 percent), according to a recent Gallup poll. Although confidence in newspapers is up from last year’s record low, it remains lower than it typically was in the 1980s and 1990s. Newspapers are one of 16 institutions Gallup tested in a June 7-11 poll. The jump of seven percentage points from 2016 is the largest one for any institution -- though newspapers only tie for 11th overall on the list, based on Americans who have a great deal or quite a lot of confidence. From a long-range perspective, confidence in newspapers hasn’t been high at any point over the past 30 years; the highest was 39 percent in 1990. The 27 percent who express confidence this year is the highest recorded since 2011. Democrats primarily are driving the overall increase in confidence in newspapers this year from last year’s all-time low. In 2016, 28 percent of Democrats had “a great deal” or “quite a lot” of confidence in printed media, but that percentage rose to 46 percent this year. Sixteen percent of Republicans last year had confidence but, in contrast to Democrats, that has edged down to 13 percent this year. These party differences may represent a backlash against President Donald Trump’s proclamation that the media are “the enemy of the people.” Newspapers -- traditionally viewed as the centerpiece of media -- may be holding a renewed attraction for Democrats in light of the president’s comments. Also, with more partisan internet blogs and websites purporting to be news sites, Democrats may be showing a greater affinity for the traditional printed word. Few Americans Confident in TV News Americans are no more confident in television news than in newspapers. As the line between news and opinion is often blurred on cable networks, 24 percent of U.S. adults say they possess confidence in television news. Still, this is up from the record low of 18 percent in 2014 and is the

highest since 2011. This year’s level of confidence in television news is almost half as high as it was the first time Gallup asked this question, in 1993 (46 percent). During the more than two decades that have followed, television news has been transformed from three broadcast networks and a handful of cable outlets to a proliferation of dozens of allnews and information channels across all of television broadcasting. Americans still not confident about news from the Internet Although digital news sites have exploded with traffic, Americans have even less confidence in news that appears on the internet (16 percent) than they do in newspapers or television news. Gallup has asked about this kind of news only two times before: In 2014, it found that 19 percent had a great deal of confidence. Bottom Line Despite recent discussion about “fake news” and suspicions about the motivations of newspapers, as well as TV and internet news, Americans’ confidence in these institutions has been soft for a long time. The general lack of confidence in the news media as an institution aligns with findings last fall that showed trust in the mass media at an all-time low. The low readings for these media institutions may be happening because of the sheer volume of media now. When there were only a few major national newspapers, a select number of local newspapers and even fewer television news channels, Americans may have found it easier to trust these institutions. Now, there is an abundance of internet news sites that attempt to increase traffic by appealing to only one side of the political spectrum or the other. Yet a bright spot for the media may actually be in newspapers. If Trump continues his assault on the news media, it will be interesting to see whether the backlash Democrats may have initiated this year endures. Additionally, with “fake news” lingering, traditional newspapers may have an opportunity to position themselves as bastions of “good journalism,” which may cause confidence to rise even more.

Short Circuited Mic | Is Trump Jr.’s Meeting with Russian Lawyer Much Ado About Nothing? Is the media beating a dead horse with this Donald Trump Jr. meeting with a Russian lawyer to get dirt on Hillary Clinton during last year’s presidential election episode? While junior met with Kremlin-connected lawyer Natalia Veselnitskaya as part of the Russian government’s effort to aid his father’s candidacy, it’s really much ado about nothing. He said he took the meeting, held at Trump Tower in Manhattan, at the request of an acquaintance from arranging an earlier Miss Universe Contest. “After pleasantries were exchanged,” he said in careful, precise, police-blotter language, “the woman stated that she had information that individuals connected to Russia were funding the Democratic National Committee and supporting Clinton. Her statements were vague, ambiguous and made no sense. No details or supporting information was provided or even offered. It quickly became clear that she had no meaningful information.” So far, the story is all hat and no cattle. For the record, daddy’s lawyers said the president was not aware of and did not attend the meeting. Junior broke no laws in taking the meeting, he doesn’t serve in the Trump admin-

istration, he doesn’t have security clearance and is not required to disclose foreign contacts. Instead, he was engaged in “opposition research” a tactic used by every politician and Todd Smith campaign since the Teddy Roosevelt era. This story – and the media that is fanning neither smoke nor ﬂames – gets a Short-Circuited Mic!
