Barbecue outposts in the land of de Soto and wild pigs

S

ENATOBIA – In 1541, Spanish explorer Hernando de Soto brought pigs to Mississippi. They provided meat for his expeditionary force that was exploring the new world and was to cross the Mississippi River not far from here. The cloven-hoof animals have never left. They run rampant across the countryside in Mississippi and the rest of the South. Their domesticated cousins await their fate as food on the plate, often after being slathered in sauce and slow-cooked in ovens still called “pitsâ€? after the way they were cooked in earthen troughs over hardwood coals in the 16th century. Brought to New World via the Caribbean, the style of cooking called “barbacoaâ€? will never leave, not the Memphis area anyway. Kim Coleman says her Coleman’s Barbecue No. 9 in this town in north Mississippi is the last in the line of that included 186 across the Mid-South in the 1960s and 1970s. The store uses the original recipe, Coleman said. Her ďŹ rst cousin, Bobby Ferguson, operates a Coleman’s in Hernando. He says his

Coleman’s No. 43 has a legitimate claim on the name. His mother was sister to founder A.B. Coleman, just as Kim Coleman’s father was A.B.’s brother. Eventually, Coleman dissolved the corporation after legal ďŹ ghts with franchisees, but “allowed these two stores to keep the name and recipe, when everyone else had to change the name and recipe,â€? Ferguson said. Some friends and I stopped in at No. 9 recently and got a pulled-pork sandwich

plate. The meat, the beans, the slaw – the sauce – were luscious, – all worthy of bragging about. The establishment is stable, she said. Some of her workers have been there 20 years or more. And the next generation is coming along in its own way.

One of her newest employees is Amber Humphrey who was reJack Weatherly cently sporting a Hogwart Alumni, and is whole hog about the Harry Potter novels, each of which she says she has read ten times. Like any pit master worth her sauce, the owner is there “six days a week.� She took over the store in 2010 from her brother, Gene, who had run it since 1999. Sales have tripled, she said. Bragging rights are legitimized every May at the World Champion Barbecue Cooking Contest in Memphis on the banks of the Mississippi, not far from the Hernando de Soto Bridge. If there had been any doubts about whether the championship is the pinnacle of such contests, famed food writer and humorist Calvin Trillin cleared the air with his landmark piece in The New Yorker in 1985. How we can help you elevate Mississippians to a higher degree

W

hen I moved to Mississippi from Michigan less than two years ago, I was delighted by the warm reception I received from so many. I was welcomed mightily. Thank you to the funding community, including foundations suchas the CREATE Foundation and Phil Hardin Foundation, to companies like Ingalls Shipbuilding, Entergy Mississippi, and the University of Mississippi Medical Center, for also welcoming me. And in my travels across this great state during my early months here, I also met with folks from community colleges and four-year colleges and universities. I also met with public school systems, the Mississippi Economic Council, and economic development corporations. I found that organizations like Hope Enterprise Corporation, Mississippi Center for Justice, Parents for Public Schools, and the Mississippi Women’s Foundation, opened their doors and hearts to me to share their dreams for Mississippians. In my extensive quest to get to know my new home state, through hundreds of conversations, coffees and meals with new colleagues and friends, I discovered that no matter what part of the state you’re from, or in which sector of society you’re working, you share the same goal: a commitment to elevating Mississippians. And, in particular, creating a stronger Mississippi by helping more of our young people to obtain postsecondary credentials, college certificates, and degrees that lead to meaningful employment. I joined the foundation after a 21-year career at the W.K. Kellogg Foundation. My wife, Robin, and I came to Mississippi in large part because we were motivated by the commitment we saw in Mississippians toward their young people. I took on the role of CEO at Woodward Hines precisely because I shared the belief in its mission that postsecondary credentials and opportunities to strengthen our workforce are vital to the economic prosperity and well-being of any community. From my travel from the Gulf Coast to the Golden Triangle, I’ve observed that while talent

Madison ‘true value’ up $3 billion in last 10 years ByJULIA MILLER mbj@msbusiness.com Economic growth is the goal of any elected official. Madison County officials have seen the success of their business-oriented policies by an explosion of both assessed and true value, according to Madison County Tax Assessor Norman Cannady. In 2008, Madison County had a true value of just over $9 billion. Preliminary numbers for 2017 suggest a true value of $12 billion. With a $3 billion increase in 10 years, Cannady pointed to the growth along Highland Colony Parkway in Cannady Ridgeland and within the City of Madison. He also cited an addition of 685 homes to the tax rolls in 2016 as well as 734 in 2017. “I think it’s obvious that you must have high quality, well administered public services to attract and maintain the kind of growth Madison County is experiencing,” he said. “Along with growth comes the need for high quality public services, good

county in terms of ad valorem taxes. The Tax Assessor’s office calculates the assessed value based upon the property’s type and use. There are five classes set by the Department of Revenue are as follows: » Class I — single-family, owner-occupied, residential real property is assessed at 10 percent. » Class II — Real property that does not fall under Class I or IV is assessed at 15 percent. » Class III — Personal property that does not fall under Class IV or V is assessed at 15 percent » Class IV — Public service property assessed by the state or county except airline and railroad is assessed at 30 percent. » Class V — Motor vehicles are assessed at 30 percent. For Madison County, the total assessed value has increased from $1.31 billion to $1.67 billion, an increase of about $360 million, from 2008 to 2017. Once the Tax Assessor calculates the assessed value, it is multiplied by the millage rate (set by the Board of Supervisors) to determine the ad valorem revenue. In Madison County, this source of revenue is expected to make up approximately 54 per-

cent of the proposed budget for fiscal 2018. “An increase in assessed value results in an increase in tax revenue generated by ad valorem taxes when the millage rate stays the same as the previous year,” Cannady said, which ultimately means the county is able to raise more money without raising taxes. Cannady said he believes this growth comes from an atmosphere created and promoted by the elected officials. “County and City leaders have been pro-business and responsive to what the business community wants,” he said. “Madison County is a safe place to live, and that’s what families and businesses are looking for.” He also credits the strong law enforcement presence, great fire protection, and excellent school systems. “The growth is well planned and controlled with good zoning which attracts the types of amenities desired by the residents of Madison County,” he said. “Overall, we have a good mix of residential and commercial growth, which makes Madison County a very desirable place to live and work.”

Is Amazon becoming the new local job killer?

R

ural communities just thought Wal-Mart was the great job killer. Now comes Amazon. “If Amazon continues to grow its business by $20 billion a year, the annual toll of lost jobs for merchants, buyers and cashiers will be in the tens of thousands by my calculations,” is the spin on Amazon by Scott Galloway, professor of marketing at the NYU Stern School of Business, in a recent Wall Street Journal article. “Disruption in the U.S. labor force is nothing new — we have just never dealt with a company that is so ruthless and single-minded about it.” At least Wal-Mart hires local folks and pays local and state taxes. According to Galloway, Amazon “has replaced the expectation for profits with a focus on vision and growth, managing its business to break even while investors bid up its stock price.” Amazon’s efficient business model, what Galloway calls “a search engine with a warehouse attached to it,” minimizes employment and taxes. “Because Amazon is more efficient than other retailers, it is able to transact the same amount of business with half the employees,”

He also said things are “deeply amiss” when “the fifth most valuable firm in the world” can get away “without paying any meaningful income tax:” “Since 2008, Wal-Mart has paid $64 billion in federal income taxes, while Amazon has paid just $1.4 billion. Yet, while paying low taxes, Amazon has added $220 billion in value to the stock held by its shareholders over the past 24 months— equivalent to the entire market capitalization of Wal-Mart.” The Amazon story becomes particularly important as Congress and our Legislature move to revamp tax laws. We can only wonder if our tax writers even understand the vast changes in worldwide business models, much less how to levy taxes fairly. Who’s gonna pay how much toward our $4 trillion federal budget and our $6 billion state budget are top-of-the-mind questions for most Americans. “If a giant firm pays less than the average 24 percent in income taxes that the companies of the S&P 500 pay, it logically means that less-sucSee CRAWFORD, Page 6

he debate over privatizing the nation's air traffic control authority has a long, bipartisan history full of strange political alliances. Bill Clinton was the first president to get solidly behind a bill. He did so early in his first term, and it was short-lived after opponents quickly beat back the effort. George W. Bush also took up the mantle of air traffic control privatization, but any such effort died in the aftermath of Sept. 11. One of the leading proponents today is James Burnley, a former secretary of transportation under Ronald Reagan who visited The Clarion-Ledger editorial board last month to discuss the issue. Burnley has been lobbying for a bill introduced by House Transportation and Infrastructure Committee Chairman Bill Shuster, R-Pennsylvania. The bill, which uses Canada's successful privatized system as a model, is a good one that we hope our congressmen will support. President Donald Trump in June held a ceremony at the White House to push support for the bill. Burnley and fellow former Transportation Secretaries Elizabeth Dole and Mary Peters — both of whom served under George W. Bush — joined current Secretary Elaine Chao to offer their support. Every major airline has also endorsed the bill, though Delta only recently did so. It originally opposed privatization but changed its position this summer. One would think that with such a diverse group of Republican and corporate support it would be impossible to find Democratic-leaning support for such an idea; however, that's not the case. The National Air Traffic Controllers Association, the union representing air traffic control workers, supports privatization in general and Shuster's bill specifically. Given the Republican majority in Congress, the bill championed by a committee chairman and the widespread support among corporate and labor entities, it stands to reason that the measure is a sure-thing. But history has taught us that nothing about this issue is a sure thing. The margin for victory in the House is thin, and the Senate offers an even tougher challenge. The reason is that private jet owners and operators oppose the bill. This group includes companies that serve businesses with influential stakeholders who fear the change could cost them more, despite changes to the bill to ensure otherwise. Privatizing air traffic control is not a sexy issue, nor is it a straightforward one. There are legitimate concerns to go along with the legitimate reasons for such a change. Here's how it would work, in general terms. Air traffic control would be overseen by a nonprofit corporation governed by a 13-member board, including a chief executive officer, two members appointed by the secretary of transportation, one for passenger airlines, one for cargo airlines, one for regional airlines, one for general-aviation, one for business jets, one for controllers, one for airports, one for commercial pilots and two at-large seats chosen by the rest of the board. The funding structure would also change. Fuel taxes pay for the majority of air traffic control services under the current system. Airlines pass these taxes and fees along to their customers. Under the new system, general and business aviation will continue to pay the same taxes, while airlines will set fees for passengers to fund the system.

In Washington, politicians are trying to spin big tax cuts for corporations and the wealthy as a good thing for the average guy. The spin is so intense it’s got conservative Republicans saying it’s okay for tax cuts to increase the national debt. Huh? Down here in Mississippi the spin on tax collections is positive. For the first quarter of fiscal 2018 tax collections are up, say news stories – 2.6 percent over last year. Further down in the stories you see that tax collections were up the first two months but dipped for September – 4.5 percent below last year. The dip, which should be of concern, was downplayed. Meanwhile, lack of jobs and declining state and federal spending play havoc with our rural communities. They need a Rumpelstiltskin who can spin all this into gold. Changes to state’s campaign finance laws affect business community

M

ississippi campaign finance laws are about to change, and it’s not just officeholders and candidates that need to be prepared for the changes. Businesses and other organizations that seek to participate in elections and ballot measures through political committees must also be ready. On April 11, 2017, Gov. Phil Bryant signed Senate Bill 2689, legislation instituting several reforms to Mississippi’s campaign finance laws. The provisions in the act that have received the most attention are those prohibiting the “personal use” of campaign contributions by officeholders and candidates and requiring officeholders and candidates to itemize all expenditures made using a credit card and paid for by campaign contributions. The Act becomes effective January 1. Lesser-known provisions in the act are those affecting “political committees.” Included under the state law definition of political committees are political action committees (PACs), campaign committees, clubs, associations, or any other groups of persons or affiliated organizations that receive contributions or spend more than $200.00 in a calendar year in support of a candidate or ballot measure. In Mississippi, as of late 2016, there were nearly 800 such political committees on file with the Mississippi Secretary of State. Under current law, all such political committees are required to file a statement of organization within ten days of being formed. A political committee is considered to have formed once it has received or spent in excess of $200 in support of a candidate or ballot measure. Political committees are also required to file up to four finance disclosure reports per calendar year. Violations of a political committee’s finance disclosure requirements could result in criminal liability and up to a $3,000 fine. A political committee’s finance disclosure obligations do not end until a termination report is filed on behalf of the committee. The new act alters these provisions to reduce the time that political committees must file statements of organization from ten days of being formed to forty-eight hours of being formed and authorizes a fine of up to $5,000 for a committee’s failure to do so. The act also transfers to the Mississippi Ethics Commission authority previously held by the Mississippi Secretary of State for enforcing finance disclosure requirements, and clarifies the authority of the Ethics Commission to pursue judicial remedies against noncompliant po-

litical committees. Finally, as with officeholders and candidates, the Act requires political committees to itemize all expenditures made using a credit card in their finance disclosure reports.

As the Mississippi election calendar heats up in 2018 and 2019, political committees are sure to want to weigh in on important elections and ballot measures. In doing so, they would do well to confirm they are in compliance with Mississippi’s amended campaign finance laws. which has offices in 10 other cities across the Southeast. Balch and Bingham left the Heritage Building in 2011 for One Jackson Place next to Pinnacle. Scott Andress, Balch and Bingham partner, said the fact that downtown is where the seat of of state and local government is as well as state and federal courts was key in the ďŹ rm’s decision. While it looked at moving out of Jackson, “in the end we decided that being downtown was where we can best represent our clients,â€? Andress said. Charles E. Ross, president of Wise Carter, said the ďŹ rm has been in the Heritage building since the early 1980s. “I have deep affections for the Heritage Building,â€? said Ross, who joined the ďŹ rm in 1988. Conversations with one of two Metairie, La., investors helped to convince the ďŹ rm that it was in good hands, Ross said. Sam Cox, who manages the 95,000-square-foot property for Speed Commercial Realty, which is partner in the Heritage, said the building is undergoing a major overhaul – including new elevators, heating and cooling systems, a new roof and renovation of restrooms. Between the former quarters for the two departed law ďŹ rms, about 25,000 square feet will be available for occupancy in a few months, Cox said. Roughly 5,000 square feet of other space is available now, Cox said. Additionally, Speed will convert adjoining buildings on Capitol into mixed use purposes. A private, New Orleans-style courtyard for Heritage tenants will be created, Cox said.

t’s been said that most aspiring entrepreneurs live their fears and not their dreams. Not Juli and Richard Rhett. The Vicksburg couple turned Richard’s desire to improve outdoor camping gear and help solve the world’s water crisis into Sierra Madre Research and a coveted appearance on ABC-TV’s hit series Shark Tank Oct. 1. The Rhetts’ appearance was actually taped in June but due to contractual obligations were unable to reveal the outcome until after the episode aired. As with most reality network shows, Shark Tank contestants are sworn to secrecy not to discuss their segment. “It was very hard to sit on (the news of a deal) and not share it with anyone,” said Richard Rhett. “Just getting on the show is an ordeal and then even if you are selected to tape, your episode is not guaranteed to air.” The Rhetts’ deal was with English billionaire Richard Branson, accepting his offer of $175,000 for 15 percent of the company. The founder of Virgin Group and an avid adventurer, Branson tweeted after the show that he was “thrilled to

invest” in Sierra Madre Research. “It was incredible and an emotion that you could multiply by 10,” said Richard Rhett. “We worked so hard to get (on Shark Tank) and when (Branson) said he would give us what we wanted without negotiation, it was perfect.” Since the episode aired, the entrepreneur said business has skyrocketed.

“It’s been absolutely insane around here,” he said. “The phones have been blowing up and our inventory has been taxed by the demand. But it’s a good problem to have.” Rhett launched Sierra Madre Research in 2010 to create what he called then “a better camping See SIERRA MADRE, Page 13

Demand high for staffing services » Low unemployment, disaster workers, business changes keep firms busy By BECKY GILLETTE mbj@msbusiness.com

D

emand is high for workers placed by staffing firms. Mississippi firms providing temporary staffing services are reporting business is up due to a variety of different factors. “We are extremely busy right now,” said Carolyn Boteler, owner and president of TempStaff in Jackson. “One of the major factors affecting us is the low unemployment rate. That affects us in that there are not a lot of people available for temporary assignments. But that does open the door for high demand for employees from a permanent employment standpoint. There are a lot of opportunities for permanent jobs because there are not as many people who are unemployed.” While the recent hurricanes increased

unemployment in areas where businesses were destroyed, the disasters have also created some jobs. Boteler said they have set up some call centers for disaster projects. Because of low unemBoteler ployment, Boteler said what businesses will normally see is that their recruits come from people changing jobs rather than people who don’t have a job. “That is where the source of people to interview comes from, people willing to make job changes,” Boteler said. “And you find that more common with the younger generations. Baby boomers have maybe only had three jobs in their lifetimes. The younger generations, the Gen Y, Gen X and millennials in the marketplace, change jobs a lot more often that the baby boomers.” Boteler said older people in the workforce are being challenged to change their thought processes about technology. Everything is computerized. Some people don’t like smart phones, but you can hardly function without a smart phone in

today’s business environment. “Everything is done on your smart phone,” Boteler said. “In the past 10 years we have gone from paper to completely paperless in our office. We have people who text Sanders-Waugh us and email us with orders now instead of the old-fashioned way of calling. We actually have employees who fill out online applications on their cell phones. We will send out a blast email when we need lots of people to work on a project, or send a group text out on our software. It is just another way of communication.” She said it can save time to text. Someone might not be able to call you back, but they will text you. Social media has affected how employers make hires. Boteler said many employers will look at a potential employee’s Facebook page to make sure there is nothing on there that would be detrimental to the company. One trend in temp staffing services today is that most businesses are looking for long-term staffing. “The days of an employer wanting someone for one to two days, we don’t get a lot of that,” Boteler said. “Long-term is what I’m seeing at our company.” Monique Bouyer Mosley, MBA, general manager, Professional Staffing Group, Jackson, said another trend is for contract workers who work remotely. “Most of remote workers are highly skilled professionals,” Mosley said. “It would be more specialized work. For example, one client needs special technicians to do reading of research reports. Whether an employee can work remotely depends on the client and what the client’s needs are.” She said a lot of experienced talent is looking for flexible work schedules and may be more interested in contract work than in full-time employment. They might use a temp staff firm to work only a certain number of months per year and then have time to follow their passions. “You see that a lot with information technology professionals, but it is also expanding into other areas, as well,” Mosley said. “It is also common with retired or semi-retired professionals who don’t want to work a 40-hour work week, but are highly skilled in a special field to put themselves out there to work on special projects part-time. We also get calls for retired chief financial officers or human resource directors needed in the interim until the company is able to hire someone full-part.”

Then there are people who are professional temps. These are generally higher skilled and higher paid professions. Jane Sanders-Waugh, JD, owner of Professional Staffing Group, said an example is legal secretar- Bement ies and paralegals. Because of their skills, they can float around various firms to cover medical and pregnancy leaves, or fill in when there is a big litigation case and extra hands are needed. Sanders-Waugh said overall, the contract and temp sector has been consistently growing every quarter for the past few years. “Firms are looking for more flexible staffing solutions, and that includes the industrial sector,” she said. “As you see more temporary workers going into disaster relief, you will see some spikes ahead.” Temp-to-hire workers are recruited for clients who want to try them in a particular position to see if they are a good fit, Sanders-Waugh said another reason more companies are going temp-to-hire these days is because the employer may not have the expertise to recruit in today’s market because it has changed so much in the past five years. “You can no longer just post an advertisement online to identify a new employee,” Sanders-Waugh said. She said firms like hers review resumes, screen potential employees and save employers a lot of time. Natalie Bement, director of operations, EMI Staffing in Grenada, said they also convert a large percentage of their employees from temporary to permanent. “It allows companies to ensure the right fit at the right time for their organization,” Bement said. “We always consider this a good thing when we see our employees getting hired full-time.” Bement said business is continuing to grow consistently. “The demand is continuing to increase at the entry level positions all the way up to executive level placement and we are seeing this across all industries,” she said. “Summer is always our busiest time of year. However, most companies are no longer seasonal as they once were.” Bement said they have been able to attract higher caliber employees by offering medical, vision, short-term disability and life insurance. “We were fortunate enough several years back to partner with a company that allows us to offer benefits under the umbrella of Blue Cross and Blue Shield,” she said.

A trip to Honduras alerted the former engineer that basic drinking water in some countries is a luxury. “The lack of clean water in that country was devastating,� Rhett said. “It really struck a chord with us that, not only could we solve the challenges of unsatisfactory camping gear but also how we as a company could make a difference.� Currently, Sierra Madre carries 24 different outdoor camping products that are 90 percent purchased online from their website. Rhett hopes with the addition of Branson as a partner, the company will scale even higher on the retail level. Based in Vicksburg, Sierra Madre’s warehouse operations are located in Calhoun City. However, Rhett is contemplating a move out of state. “With our focus on the outdoorsman, I feel we need to be in a more outdoor-centric region,� he said. “One of the locations we’re looking at is Chattanooga.� Appearing on Shark Tank netted the Rhetts much more than an investment partner. According to Inc. magazine, an appearance on Shark Tank is worth approximately $9 million in market spend. In other words. If a third-party wished to pay ABC for a 10-minute commercial for its business during primetime, it would have to pay $9 million. Sierra Madre Research got the exposure for free, and Richard Rhett is grateful. “The Shark Tank team, including the producers and behind-the-scenes people, is incredible and were so nice to us,� he said. “Nothing can prepare you for this experience. And to get Richard Branson as a partner was unreal. “Juli and I knew he was the one for us.�
