Top 50 Under 40 highlights our best and brightest T his is the 26th year for Top 50 Under 40 in Mississippi, and through the years, we’ve recognized some of Mississippi’s best and brightest up-and-coming business leaders. This year is no exception, with a record number of nominations. As you may be aware, judging is a cooperative process, shared by our staff Ross Reily and other respected community leaders. The judges had some tough decisions to make this year, as there were so many great nominations. The 50 individuals we will recognize in the pages that follow are definitely deserving of the honor, as all of these people have already achieved significant success. We have no doubt that many who are recognized will be key leaders in Mississippi business in coming years. We congratulate everyone, along with their families and the companies they represent. Having said all of that, the MBJ’s Top 50 Under 40 Awards is not all you will be seeing in this edition. We also have a regular Focus of the MBJ. And then there is the list. Person of the Year Danielle Joyner MyJoy, Inc.

D

aniel Joyner is a certified owner/operator with McDonald’s and oversees more than 400 employees. As an owner/operator with MyJoy, Inc. with McDonald’s, she is responsible for meeting and exceeding McDonald’s standards for franchisees in the areas of quality, service, cleanliness and value while growing sales and guest counts. Joyner is responsible for vision planning, restaurant remodels, managing cash flow and overseeing restaurant operations with her supervisor and general manager teams. In addition, she is expected to build and maintain strong relationships with her community. She is a member the Tom Joyner Foundation Board of Directors and the First Tee of Central Mississippi Board of Directors as well as being a member the Junior League of Jackson. Joyner has an MBA from Florida A&M University. In her spare time, Joyner enjoys running, having completed two ING half marathons.

egan Burkes is the Associate Director of Public Relations and donor programs at The University of Southern Mississippi in Hattiesburg. She is responsible for the strategic execution and management of the comprehensive annual giving, communications and donor relations departments (overseeing four full time staff members). The position is focused on shaping a sustainable tradition of support for all campaigns, stewardship initiatives and fundraising efforts.

Burkes received her B.A. in journalism/public relations from the University of Memphis in 2005 and the a masters in public relations from Southern Mississippi in 2015. Burkes says her most significant professional accomplishment would, easily, be earning her masters while working fulltime with the USM Foundation. he east bank, which was the original site of Ingalls Shipbuilding Corp., founded in 1938, was devastated by Hurricane Katrina in 2005. Recently the parent company of Ingalls, Huntington Ingalls Industries (HII), the state’s largest private employer, announced plans to rebuild the east bank which primarily involves the addition of large, cov-

ered manufacturing areas for construction of ship assemblies and components as well as the restoration of an outfitting pier. “We are excited to be bringing the east bank back to life,” Ingalls Shipbuilding President Brian Cuccias said. “As we prepare to celebrate our 80th anniversary, what better way to do that than to announce that the original Ingalls facility will become a productive, vibrant part of the Pascagoula landscape once again.”

Work on the east bank project that is expected to take two years began in April. Cuccias said the reactivation will restore the facility’s ability to support Ingalls’ current ship construction and modernization programs as well as help the company better prepare for future work, including next-generation amphibious assault ships and surface combatants. Ingalls is investing about $100 million in the east bank improvements, which are not receiving state funding support. Work is also continuing on the west bank project known as the “Shipyard of the Future.” The state is expected to provide $200 million with a match from Ingalls of $400 million towards work on the west bank. Cuccias said work on the west bank will result in improved product flow, and better environmental conditions for shipbuilders. “We will have more covered areas,” Cuccias said. “The weather in South Mississippi can be very harsh. Rain has a big impact. These facilities help with the rain and with the heat of the sun in the summer.” Cuccias said they are fortunate to operate in an area that supports shipbuilding and the military at the city, county and state levels. “Together with the State of Mississippi, we are investing hundreds of millions of dollars to provide our shipbuilders the best tools and equipment and the safest, most efficient work environment possible in which to do the great work they do every single day,” Cuccias said. “Our local leaders support shipbuilding with workforce training programs, economic development incentive policies and by providing good communities in which our employees are able to raise their families—in many cases the follow-on generations of shipbuilders at Ingalls. So, when we determined we need additional facilities for our operations, it made perfect

sense to do this expansion here in our hometown.” Ingalls Shipbuilding’s decision to reactivate its facilities on the east bank of the Pascagoula River represents a major economic development success for a number of different reasons -- not the least of which being that it marks another milestone of Katrina recovery, said George Freeland, executive director, Jackson County Economic Development Foundation. “This vacant and underutilized industrial property will now be redeployed for manufacturing job creation and capital investment,” Freeland said. “The project is anticipated to result in the return of as many as 1,000 jobs to the east bank facility and will additionally leverage a west bank facility modernization project. The combined projects represent more than $500 million of private investment with $200 million of state bond issue proceeds. In that regard, the project represents a well-crafted and highly successful public-private partnership.” Freeland said Jackson County’s manufacturing employment concentrations and wages are already some of the highest in the southeast U.S. “The high economic multiplier of jobs created by the project will also impact and improve every facet of the regional economy,” Freeland said. “In addition, we are convinced that the east bank redevelopment has the potential to resurrect and transform surrounding commercial development in the City of Pascagoula.” George Jones, Ingalls’ vice president for operations, said they are using proven concepts from their west bank modernization as a guide for their east bank reactivation. He said with the help of employees with innovative ideas, they have improved safety, efficiency and working conditions. “We have some of the best shipbuilders in the country, and they deserve the

best shipyard in which to work,” Jones said. “From more covered work areas and better environmental controls, to state-of-the-art tools and technology, Ingalls is leading the way in modern military ship design and construction.” Cuccias said a major goal is keeping the shipbuilders healthy. “The shipbuilder is the most important part of Ingalls,” he said. “You need a great facility, great equipment and great partnerships with the state, and we have that. That makes us unique in the country. The employees, which we call industrial athletes, work sometimes in not the easiest conditions and do a great job for our company and for our country.” Ingalls invests a lot in technical training. Its training academy has just under 1,000 students in the apprentice school. “We have a great relationship with the Gulf Coast Community College which has offices in the shipyard,” Cuccias said. “We are reaching out to the high schools in the area. We have a fantastic health care center two miles from the yard available to shipbuilders and their dependents with only a $15 copay for a visit and under a ten-minute waiting time. We have financial training and a top-notch security system to help keep employees safe when at work. We also spend a lot of time on safety.” HII, which also has the Newport News shipyard in Virginia, is America’s largest military shipbuilding company. The two shipyards have built more ships in more ship classes than any other U.S. naval shipbuilder. The company employees nearly 38,000 operating both domestically and internationally with between 11,000 to 12,000 employees based in Pascagoula. Madison County certified as a Qualified Opportunity Zone By MBJ STAFF/WIRES

T

he U.S. Department of Treasury has designated three census tracts in Madison County as Qualified Opportunity Zones to spur economic growth. The Tax Cuts and Jobs Act authorized the governor of each U.S. state and territory to nominate a certain number of qualifying census tracts as “Opportunity Zones.” Mississippi’s designations were officially confirmed Tuesday, April 10th, by the Treasury Department, which administers the program. The Madison County Economic Development Authority (MCEDA), along with Madison County municipalities within eligible census tracts, nominated tracts for Governor Bryant’s consideration and recommendation to the U.S. Department of Treasury for the Opportunity Zone designation. Joseph P. Deason, Executive Director of Madison County Economic Development said, “These three tracts, one in Ridgeland and two in Canton, will provide our communities the ability to attract private investment to encourage economic development in the form of jobs and assist neighborhood revitalization. We are all excited and look forward to receiving the next round of information concerning the program.” The Ridgeland Opportunity Zone is comprised of the area between South Wheatley Street to Old Canton Road (West to East) and Lake Harbour Drive to East County Line Road (North to South). Mayor Gene McGee of Ridgeland said, “First of all, I would like to thank Governor Bryant for his leadership and designation of the Ridgeland Opportunity Zones. He continued, “We’ve been looking for opportunities for development and redevelopment in this area. We believe this will help the Northpark Mall area and provide opportunities to develop the land around the area that has been vacant. This is a Win-Win for The City of Ridgeland.” The Canton Opportunity Zones span from Interstate 55 in Canton and end just before Sharon Road (West to East) running along Peace Street and Hwy 16. These tracts are located within the Madison County Healthcare Zone. a serious look at the City of Canton for economic development. If there’s a city that needs economic development, it’s the City of Canton. He continued, “We wish to thank MCEDA for serving as a bridge to help us get designated as an Opportunity Zone. The City of Canton is pleased to be chosen by Governor Bryant to receive 2 of the 100 designated Opportunity Zones in Mississippi.” Qualified Opportunity Zones retain this designation for 10 years. Investors can defer tax on any prior gains until no later than December 31, 2026, so long as the gain is reinvested in a Qualified Opportunity Fund, an investment vehicle organized to make investments in Qualified Opportunity Zones. In addition, if the investor holds the investment in the Opportunity Fund for at least ten years, the investor would be eligible for an increase in its basis equal to the fair market value of the investment on the date that it is sold. Treasury and the IRS plan to issue additional information on Qualified Opportunity Funds. The additional guidance will address the certification of Opportunity Funds, which are required to have at least 90 percent of fund assets invested in Opportunity Zones. all grade levels, from preschool through high school, out to the plant to tour in hopes of creating a culture that shows the opportunities right here at home. “There will be generations that step into opportunity,” Jones said. “They recently spoke to ROTC students and said ‘You exemplify the type of employees we want.’” Continental Tires is projected to add 2,500 jobs within nine years of the beginning of production, with an average of $40,000 salaries. According to the Mississippi State Institute for Higher Learning’s economic impact study, more than $47 million is expected to be added to the the Mississippi State revenue through tax receipts. On a local level, Clinton is already seeing an increase in sales tax revenue from construction crews staying and eating in Clinton. Their tourism collection has increased by 10 percent, with most hotels reporting an 85 to 95 percent occupancy during the week. “Our hotels are full,” Jones said. “Our restaurants are picking up.” Although Clinton’s sales tax revenues are the same as this time last year, Jones said it’s important to compare it to the drop in sales tax revenues across the state. He

also added that over the past three years, their collections had been up 10 to 15 percent, and they’ve been able to maintain that. “If you’re seeing a decrease across the board, that’s a good sign that things are staying here,” he said. One of the challenges of the anticipated increase in demand for labor has been the tight housing market in Clinton. Jones said right now there are less than 100 houses on the market in the Clinton School District not currently under contract. Residential construction crews have responded with two or three new residential developments either under constructions or planning to begin soon to be ready for the new employment. Jones said he believes part of Clinton’s pull is the quality schools as well as its proximity to Hinds Community College, and Continental isn’t the only company seeing that. In addition to announcements of expansions from existing industries, Jones said they’ve had significant inquiries from other companies and a large development is expected to be announced soon. “We’re seeing developments that are looking at Clinton as a viable market,” he said. According to the Continental Tires website, recruitment for employees is expected to begin in October. Production on test tires is expected to start at the beginning of 2019.
