Fredericksburg — Revelers rang in 2014 at the annual family friendly Fredericksburg First Night. The Old Towne event has traditionally been centered on several blocks of Caroline and Sophia Streets and their connecting streets. However, this News Year‘s eve event was contained mostly along Sophia St. with the exception of a few venues in buildings on side streets connecting Caroline and Princess Anne Streets. Musical entertainment ranged from island, to rock, to Cajun and New Orleans Jazz, to folk. Shows were performed at the Courtyard Marriott, Fredericksburg Masonic A Maranatha Alpaca Cria snuggles into the straw for a short nap between visitors.

Lodge, Picker’s Supply Concert Hall, Council Chambers, and the Gravatt Entertainment Tent on Sophia St., and the Main Stage at Riverfront Park. Area performers included such well-known names as Crown Vic and “Island Gerry” Maddox. Steve Jarrell and Friends appeared on the Main Stage playing a variety of beach music while area dancers tapped their way along the sidewalk nearby in the park. Nashville contemporary country recording artist and Dallas native Sara Beth appeared twice on the Main Stage and was the headliner to help ring in the New Year. The carriage and trolley rides of previous years were eliminated due to the new layout for the event. But the crowds lined up all night to take a ride on the Monster Truck through the Sophia St. Parking Lot.
6 JFK Eternal Flame continues to burn bright

Arlington — The eternal flame at President John F. Kennedy’s Arlington gravesite was upgraded last year. The original flame, based on a luau light design was assembled in three days for placement at the President’s gravesite for his Nov. 25, 1963 burial. FirstLadyJacquelineBouvierKennedylitthe flame during her husband’s burial ceremony and it has never been extinguished. Due to the large number of visitors, an expansion to the grave area was undertaken several years after Kennedy’s death. Construction was finalized in 1967 and the flame remained lit on that burner until April 29, 2013. Suzanne Spence of the Norfolk District U.S. Army Corps of Engineers served as project manager for the flame upgrade, which included replacement of burner components and modernizing the controls.
A temporary burner was erected next to the gravesite and workers used a torch to transfer the original eternal flame prior to the start of construction. The flame was transferred back to the upgraded site in a ceremony Oct. 29, 2013 to begin a series of events to commemorate the 50 th Anniversary of Kennedy’s assassination. Arlington National Cemetery chief engineer Col. Michelle Stewart carried the torch used by Secretary of the Army John McHugh to relight the eternal flame. The upgrade resulted in a colorful flame dancing at least six inches high above the new burner. COMNAVSURFLANT discusses the 21st century Sailor Dahlgren — The commander of the Naval Surface Force Atlantic (COMSURFLANT) visited Navy Air and Missile Command (NAMDC), Center for Surface Combat Systems (CSCS) and Aegis Training and Readiness Center (ATRC), onboard Naval Support Facility Dahlgren, Dec. 16. Rear Adm. Pete Gumataotao visited NAMDC, CSCS and ATRC for overviews of command projects, issues, and initiatives and to get a better sense of how the schoolhouse teaches Sailors to operate and maintain surface combat systems and provide top-notch training. CSCS Commanding Officer Capt. Don Schmieley and ATRC Commanding Officer Capt. Ian Hall hosted Gumataotao during the training discussions. “We discussed surface ship combat systems training, what we are doing to meet the Fleet’s training needs, and how we can help improve readiness,” Schmieley said. Hall discussed the training that his schoolhouse provides and how it fits within the larger CSCS

Pete Gumataotao domain. “Not only do we provide apprentice, journeyman and master level training for all Aegis Fire Controlmen, we write the curriculum for CSCS’s Integrated Air-Missile Defense Advanced Warfare Training,” Hall said. “We look forward to the admiral’s return for an indepth tour of ATRC’s labs and classrooms, and a chance to engage with more students.” The visit concluded with Gumataotao addressing ATRC students and staff about the 21st century Sailor. “Our Navy is very complex today,” Gumataotao explained. “Each Sailor plays a technical and tactical role in the Fleet. The 21st Sailor must
apply him or herself, strive to do his or her best, be a true patriot at heart, and understand the importance of building a team. I am honored to be part of this team. I am proud to be the 21st century Sailor’s advocate on the waterfront.” The Center for Surface Combat Systems oversees the development of surface warfare training and its headquarters’ staff manages 14 learning sites, including Aegis Training and Readiness Center. Dahlgren — The Air Warfare Destroyer (AWD) Project Officer, Defence Material Organisation, Embassy of Australia, for the Royal Australian Navy (RAN) visited the Center for Surface Combat Systems (CSCS) and Aegis Training and Readiness Center (ATRC), colocated onboard Naval Support Facility Dahlgren, Jan. 10 CMDR Mark Whitehouse visited to address RAN Sailors who will commence training for the first time at the schoolhouse Jan. 13. These Sailors will be manning the new Hobart class of air warfare destroyers (DDGs), which are equipped with the Aegis combat system. Whitehouse congratulated the students on their selection into the training program. “You will be the first Australian Sailors to work on Aegis equipment,” he said. “You will receive qualifications that will not only serve you well in your Navy career, but also throughout your life.” The students attending the courses are a mix of crew members and shipyard personnel. The courses include SPY Air Warfare Destroyer (AWD), Aegis Weapon System (AWS) for shipyard personnel, Aegis Computer Network Technician (ACNT) (AWD), Fire Control System operator / Operation Readiness Testing System operator (FCS/ORTS) (AWD), Crew AWS (AWD), and AWS Combat Systems Maintenance Manager (CSMM). The last course will conclude in December of this year. Capt. Don Schmieley, CSCS’s commanding officer, welcomed the students to the schoolhouse. “I have been a guest in your country and now it is a pleasure to host you,” he said. “The training will be rigorous but at the end, you will have the knowledge and skills that will enable you to become a successful crewmember for the lead ship Hobart.” Lead ship Hobart will enter into the RAN’s service March 2016, Brisbane is due to commission in September 2017, and Sydney is expected to be operational by June 2019. Family visit to President Kennedy gravesite is low-key Marty van Duyne News Net News Arlington — The week prior to the 50th Anniversary of President John F. Kennedy’s assassination saw a steady stream of visitors to his gravesite. President Bill Clinton and former Secretary of State Hillary Clinton joined President Barack Obama and First Lady Michelle Obama in a visit early in the week. On Nov. 22, exactly fifty years after the fateful shot ended the young President’s life, members of the Kennedy family gathered to pay their respects. Executive Director of Army National Military Cemeteries Patrick K. Hallinan escorted Jean Kennedy Smith to the gravesite. Smith is a former U.S. Ambassador to Ireland and the President’s only surviving sibling. The low-key ceremony featured two British

Irish Defence Force Cadets pay homage to President John F. Kennedy Marty van Duyne News Net News Arlington — Fifty years ago the 37th Irish Defence Forces Cadet Class performed a silent drill at the burial of President John F. Kennedy. On Nov. 25, 2013 eleven members of the original class, now in their seventies returned to Arlington National Cemetery to place a wreath on Kennedy’s grave. The cadets’ participation in the ceremony in 1963 was at the request of First Lady Jacqueline Bouvier Kennedy. They were the first foreign military to serve as an honor guard for a U.S. President’s burial. The 89th Irish Defence Forces Cadet Class provided a five cadet honor guard for the 50th anniversary ceremony. They were accompanied by their instructor and a piper. The 2 p.m. ceremony was brief, but poignant. Irish Cadet Lt. Col. John Dunne represented the class in placing the wreath at the gravesite. Cadet Col. Bill Nott read Irish poet William Butler Yeats’ “Cloths of Heaven” while the honor guard stood at attention. Bagpiper Sgt. Joe Meade played the lament as well “Mist Covered Mountains,” a song from Kennedy’s 1963 burial ceremony. He concluded the anniversary commemoration with a rendition of “Amazing Grace.” Irish Ambassador to the United States Anne Anderson and a small contingent of officials were among the honored guests, along with eight wives of the original cadet delegation.

Unlike the past, this consolidated all children’s activities in one convenient location. For those that got hungry during the evening, all of the food vendors were colocated in a Food Court in the parking lot of Riverside Park. A large tent with tables and chairs enabled attendees to enjoy their food in a comfortable environment.
Maranatha Alpacas’ two young Crias attracted crowds of both young and old. The “Aah” factor of the cuddly looking young Alpacas gave visitors a warm fuzzy feeling while the hats, scarves, and socks available from the vendor (www.maranathaalpacas. com) provided actual warm, fuzzy comfort from the cold. Thunder and lightning welcome Terry McAuliffe to capital Marty van Duyne News Net News Richmond — Terence R. McAuliffe was sworn in as the 72nd governor of Virginia Jan. 11 between intermittent torrential downpours during a thunderstorm. Inclement weather resulted in extremely low public attendance with two bleacher sections left almost totally empty. However, the south portico of the Capitol was filled to capacity with Virginia delegates and senators wearing disposable blue ponchos making the Joint Assembly look more like a Smurf® convention. McAuliffe took the oath of office following Virginia’s newly elected Attorney General Mark R. Herring and Lieutenant Governor Ralph L. Northam.
The Governor was sworn in with his family by his side. But in what is believed to be a first for a gubernatorial inaugural, the former Democratic Chair had a former President in attendance. President Bill Clinton and his wife, former Secretary of State and potential 2016 presidential candidate Hillary Clinton applauded McAuliffe from their seats next to the podium. McAuliffe thanked former Governor Bob McDonnell and Lieutenant Governor Bill Bolling for easing his transition to office. Dahlgren Museum Opens Doors to the Public Dahlgren — The Dahlgren Heritage Museum is set to open its doors to the public for the first time on a regular operating schedule. Beginning on Saturday, Feb. 15, the museum will be open from 12 noon to 4 p.m. on the third Saturday of each month. The museum is operated by the non-profit Dahlgren Heritage Foundation to showcase and help
preserve the history, traditions, heritage and culture of the United States Navy and other Department of Defense activities located at Naval Support Facility Dahlgren. In addition to establishing and operating the Dahlgren Heritage Museum, the foundation supports the long-term preser vation efforts and educational activities associated with sharing the stories
and interpreting the U.S. military’s physical, technical, intellectual and social contributions to King George County, the Commonwealth of Virginia, and the nation. “This is our initial attempt to establish regular hours at the museum,” comments Susan Prien, administrative officer for the Dahlgren Heritage Foundation. “Our hope is to be able to expand
our hours as we are able to bring on additional volunteers to help staff the museum,” she explains. A one-hour training seminar for volunteers to serve as docents at the museum is currently being offered on Thursday, Jan. 30, at 5-6 p.m. and on Saturday, Feb. 1, at 12 noon-1 p.m. A ny a du lt i nt e re s t e d i n volunteering to serve as a docent (a person who leads tours especially
through a museum or art gallery) is invited to attend the training, which will be conducted at the Dahlgren Museum. Birthplace celebrates 282nd birthday of George Washington On February 22, 1732, an unremarkable Friday on a small Westmoreland County Virginia tobacco farm, the wife of an ordinary Virginia planter gave birth to a son who was to reshape the political foundations of the world more than any leader before or after him. George Washington Birthplace National Monument joins the world in celebrating the 282nd anniversary of the birth of the man who was to widen the tent of freedom and democracy on Monday Feb. 17. On Monday Feb. 17 from 10 a.m. until 4 p.m. the George Washington Birthplace National Monument 4H Heritage Club will be demonstrating hearth cooking, blacksmithing and other elements of Colonial living in the historic area surrounding
the actual birth site of George Washington. Also on Monday Feb. 18 at 1 p.m. visitors, volunteers and park staff will be celebrating Washington’s birthday with a cake cutting at the park’s visitor center. Admission to George Washington Birthplace National Monument is free, and there is no charge for any activities on Feb. 17. Dachos: one of the top young runners in the state Richard Leggitt Jon Dachos, an engineer at the Naval Support Facility at Dahlgren, has been a long distance runner since his days at the Naval Academy in Annapolis. Frequently he and his wife, Kerry, go running on the trails along the Potomac River at scenic Caledon State Park with their son, Alex. “Alex and I would walk while Jon went for a run. Then one day, when Alex was three, he started running along,” said Kerry. “The rest, as they say, is history.” From those beginning runs through the old growth forests and flourishing Virginia marshes with his parents seven years ago, Alex Dachos has honed his running skills to the point that the 10-year-old student from Potomac Elementary School in Dahlgren is now one of the top young runners in the state. In Nov., Alex Dachos won the Amateur Athletics Union (AAU) Virginia Cross Country championship for 9 and 10-yearolds at Portsmouth and qualified for the AAU National Championship in Aug. in Georgia. Through hard work and with the support of his enthusiastic parents, the little boy from King George, who used to toddle behind his Dad on the trails at Caledon, has morphed into a lean and lanky young long distance runner with a winning pace and smile.

Alex competed in seven races and scored 929 point average. Alex finished second in the June AAU Track and Field Area 4 Virginia Championship in the 1500 meters and qualified for the AAU Junior Olympic National Track and Field Championship in Detroit Michigan. And, Alex won the United States Association Track and Field Virginia Cross Country championship for 9-10 year olds in Richmond in Nov. and qualified for the USA Track and Field National Championship in San Antonio,TX. “His ability is a gift,” said Kerry, who like her husband is a determined runner. “I am a middle of the packer,” she said. “He gets his running genes from his Dad.” Kerry said the King George family funds Alex’s travels and his competitive costs out of their own pockets and will continue to do so. “Absolutely, as long as he is enjoying it and having fun.”

RCC offers three new career-oriented curricula Several new courses of study have recently been added to Rappahannock Community College’s array of career-oriented offerings. RCC students can now earn career studies certificates in computeraided drafting and design or infant and toddler care, or an Associate of Applied Science degree in fire science technology. The new certificate in computer-aided drafting (CAD) prepares students for work as CAD technicians, and enhances the skills of technicians, engineers, drafters, and designers who are already employed in the field. The advanced CAD drafting and design included in the course uses auto-CAD and specialty software to work with electronics, graphics programming, or mechanical, architectural, or civil design. Graduates are qualified to take entry-level jobs in the fields of architecture, urban planning, interior design, electronics design, or manufacturing design. The Infant and Toddler career studies certificate (offered through RCC’s “Shared Services” online partnership with Northern Virginia Community College, or NOVA) is designed to prepare its students to create developmentally appropriate learning environments for infants and toddlers. The certificate meets the requirements for the Virginia Infant Toddler Certificate (VIT), which is a credential approved by the national office of Head Start. Graduates of the Infant and Toddler curriculum will be qualified for such employment opportunities as child development programs and family child care homes; valid first aid and CPR certificates are a prerequisite for receiving this career studies certificate. The Fire Science Technology curriculum, also offered through Shared Services, focuses mainly on assisting current firefighters to reach their career development goals, but persons interested in pursuing advancement in technical or administrative careers in the fire service and related fields can also benefit. Students from a variety of backgrounds have graduated from the program and gone on to pursue careers either in the fire services, or in safety, risk management, or loss prevention engineering. Those who earn this associate degree also have the option to transfer to bachelor’s-degree programs in fire science, public safety, public administration, or emergency management and planning. As part of the Shared Services program, students can take Fire Officer 1 and 2 certification exams as soon as they have completed certain courses in the degree curriculum. There is also a generous advanced standing program, which allows qualified students to receive credit for the training and experience they have already acquired. To take advantage of the Shared Services program, prospective students should talk to their academic advisors to determine which courses or curricula would benefit them, and then call RCC’s Shared Services coordinator, Jessica Coates, at 804-333-6786, or e-mail her at SharedServices@rappahannock.edu, to find out more about each course. The program allows students to earn RCC credit while taking an online course with a NOVA instructor, as well as using the RCC testing centers to take the required proctored tests. RCC students who use the program have access to all the services provided by NOVA for its online students, in addition to the resources available to all RCC students. An online orientation session familiarizes students with the system before classes start, and textbooks for each of the courses are stocked at RCC’s campus bookstore.

Just FYI King George Medical Center, Ltd. filed for bankruptcy on October 7, 2013. King George Medical operated KGMC Family Practice and Gateway Medical Urgent Care. On the same day King George Medical filed for an order authorizing the winding down of King George Medical Center. The motion included a Practice Closure Plan that provided that a notice be run on December 2, 2013, in The Free Lance-Star advising that all practices are closed and information on how to obtain copies of medical charts. On October 11, 2013 the United States Bankruptcy Court granted the motion. Among other things, the order provides that “The Debtors may retain patient records in the manner specified by section 351 of the Bankruptcy Code. After retaining the records for 365 days, the Debtors may then destroy any remaining patient records in accordance with section 351 of the Bankruptcy Code.” According to the motion filed on Oct. 7 “Section 351 of the Bankruptcy Code provides that for an alternative patient record disposal system if a health care business “does not have a sufficient amount of funds to pay for the storage of patient records in the manner required under applicable Federal or State law.” 11 U.S.C. § 351. Under the Bankruptcy Code’s system, to properly dispose of records, the health care business must: (A) promptly publish notice, in 1 or more appropriate newspapers, that if patient records are not claimed by the patient or an insurance provider (if applicable law permits the insurance provider to make that claim) by the date that is 365 days after the date of that notification, the trustee will destroy the patient records; and (B) during the first 180 days of the 365-
day period described in subparagraph (A), promptly attempt to notify directly each patient that is the subject of the patient records and appropriate insurance carrier concerning the patient records by mailing to the most recent known address of that patient, or a family member or contact person for that patient, and to the appropriate insurance carrier an appropriate notice regarding the claiming or disposing of patient records. 11 U.S.C. § 351(1). If after providing this notice, the patient records are not claimed within 365 days, the health business must then mail, by certified mail, at the end of such 365day period a written request to each appropriate Federal agency to request permission from that agency to deposit the patient records with that agency, except that no Federal agency is required to accept patient records under this paragraph. 11 U.S.C. § 351(2). If the contacted federal agency refuses to accept the records, then the health care business shall destroy those records by— (A) if the records are written, shredding or burning the records; or (B) if the records are magnetic, optical, or other electronic records, by otherwise destroying those records so that those records cannot be retrieved. The letter which went out to patients about the practice closure included a medical release form. The form could be returned to the Dahlgren or Gateway Campus or by mailing to King George Medical Center, Ltd., P. O. Box 845, Fredericksburg, VA 22404. The Practice Closure Plan also provided: “Transfer medical records custodianship to S.A. Medical of Virginia to continue to fulfill patient requests for chart transfers or copies of charts.

Washington — Giant Panda cub Bao Bao made her public debut Jan. 18 at Smithsonian’s National Zoo. The nearly five month old female cub was born Aug. 23, 2013 to parents, Mei Xiang (may-SHONG) and Tian Tian (t-YEN t-YEN). Smithsonian Secretary Wayne Clough, Ambassador Cui Tiankai from the People’s Republic of China, and U.S. Department of State’s Bureau of Oceans and International Environmental and Scientific Affairs Assistant Secretary KerriAnn Jones, announced her name in a formal ceremony at the zoo on Dec.1, 100 days after her birth.
