DAHLGREN — It was more than déjà vu for the Marine as he loaded a hypervelocity projectile into a gun at the Potomac River Test Range April 30. The former artillery battery and battalion commander saw first-hand how the Department of Defense is developing game-changing technology. Minutes later, he heard the 5-inch, 62-caliber open mount gun boom as it fired the advanced projectile over the test range. It was a typical day at the range with one grand exception. The Marine loading the HVP was none other than Deputy Secretary of Defense Bob Work. Work visited the Naval Surface Warfare Center Dahlgren Division to thank service members and civilians, and to observe the live fire of three guns: the 5-inch, 62-caliber open mount test gun; the MK 45 Mod 4 gun system; and the electromagnetic railgun.
Work highlighted the Defense Innovation Initiative, a DoDwide effort to sustain and advance America’s military dominance for the 21st century. Moreover, he emphasized the importance of investing in innovation, reforming the defense enterprise, and maintaining U.S. technological superiority. “We continue to improve current capabilities while we also identify new technologies and ways of fighting to bolster our operational advantages,” said Work. “Though there is much prototyping and demonstrating left to do, the implications for the future are game-changing.” During his visit, Work witnessed the first time an HVP was fired from the MK 45 Mod 4 gun system. “It was an honor to demonstrate the HVP’s launch compatibility with this gun system for the Deputy Secretary of Defense,” said NSWCDD Commander Capt. WASHINGTON — U.S. Secretary of the Navy Ray Mabus recently announced upcoming changes to the Navy at the National Press Club. Mabus discussed initiatives to maintain a strong Navy presence around the globe through four Ps of people, platforms, power, and partnerships. Mabus said some naysayers have made statements such as “yeah, we’re heading downhill and we’re heading
downhill fast.” However, Mabus said this administration is not gutting the Navy. “So let me give you a couple of facts here. On 9/11/2001, the U.S. Navy had 316 ships,” said Mabus. “By 2008, after one of the great military buildups in our history, we were down to 278 ships and shrinking.” Mabus said in the five years before he became secretary, the Navy only put 27 ships under contract. “In the first five years I’ve had this job, we have put 70 ships under
contract. And we’ve done it with a smaller top line,” he said. “We’re going to get back to more than 300 ships by the end of this decade, 304 to be exact.” Mabus said he would like to be able to take politics out of the picture. The 2014 National Defense Authorization Act would not allow forward deployed patrol craft in the Arabian Gulf to be counted as part of the battle fleet because it didn’t match the political ‘shrinking Navy’ See Mabus, page 2

narrative. “But I’ll tell you, those sailors onboard those patrol craft think they’re in the battle fleet. Our combat commanders who request them think they’re in the battle fleet. We think they’re in the battle fleet. And I guarantee you the Iranians think they’re in the battle fleet,” said Mabus to a round of laughter. Mabus stressed the importance of quantity saying, “We’ve got to have enough of those big gray hulls on the horizon, reassuring our allies, deterring potential adversaries, and keeping those sea lanes open – keeping the world economy moving.” Increasing the size of the fleet was accomplished by employing very simple, very basic business practices such as firm fixed-price contracts, competition, mature technology, and stable designs. Discussing the Virginia Class Submarines, Mabus said, “We signed the largest Navy contract in history last summer to buy 10 of these submarines. We paid for nine. We got a free submarine.” He was greeted by laughter when he said it was like having one of those punch cards where you buy nine and your tenth one is free. Mabus recently announced a new deputy assistant secretary of the Navy position to focus only on unmanned. “We’re also going to have a new end code, N-99, on Navy staff, focusing on unmanned, because unmanned is the future. And we’re the only service – the only one – that does it above the sea, on the sea, and under the sea,” said Mabus. He said the V-22 Osprey will play a critical role as a multi use platform because it allows carrier landing without a tailhook and easy ingress and egress from any terrain. People are the bedrock of the Navy’s success, according to Mabus, but added they have been and continue to be put under a lot of stress. The secretary said he would make announcements May 12-13 about new personnel initiatives to help maintain the quality of the force, and boost retention. This includes a career intermission program that lets people leave the Navy for a while and return and be able to compete for promotion as though they never left, and a merit promotion system. Mabus stressed that neither the Navy nor Marine Corps have enough women. “We’ve got to do a better job of recruiting, and we’ve got to do a better job of retaining those women,” he said. One of the symbolic, but important initiatives he wants to advance is putting both men and women in the

In 2009, he set energy goals including a 2020 deadline to have at least half of all Navy power, both ashore and afloat, come from nonfossil-fuel sources. He indicated shore bases will reach that goal this year; five years early and the Navy will be purchasing a gigawatt of renewable energy by year’s end from a myriad of sources such as wind, solar, geothermal, hydrothermal, and landfill. “Next year, we’re going to deploy the Great Green Fleet,” Mabus said. “It’s going to be a carrier strike group.” The carrier will be sailing on nuclear power and every other ship and type of aircraft in the strike group will be 50/50 blends of bio-fuels, and avgas, and marine diesel. The Navy is America’s ‘away team,’ according to Mabus. “When the Navy and Marine Corps are doing their job, we’re usually a long, long way from home, and so the American people don’t get to see how hard the job is and how good the sailors and Marines are that do it,” he said. “So part of our partnership is with the American people in reconnecting them to that service and making sure that the service reflects the people being defended.” Mabus has brought NROTC back to Harvard, Yale, Princeton, and Columbia and added NROTC at Rutgers and Arizona State, the two most diverse campuses in this
country. He also has named ships after Americans such as Medgar Evers, Cesar Chavez and Gabby Giffords. Since the ship’s company is the only Americans some people will ever see, Mabus wants the ships to reflect American values. When those ships are deployed to foreign ports and people ask about the name, the crew can talk about their ship’s namesake and the American values they represent. Partnerships also extend to international relations such as an agreement to be able to buy bio-fuels in Australia. “I travel for two reasons. One is to see sailors and Marines where they are, not where I am. And second is to work with our international partners, “ Mabus said. He’s been to 132 countries and territories and said, “We’re doing something with every single one of them. And it doesn’t matter how big we are, it doesn’t matter how good we are, we can’t do this alone.” Mabus said those partnerships are vital and must be established during times of calm. “In times of crisis you can surge people, you can surge equipment; what you cannot surge is trust,” he said. “And so that’s what we’re building on a day-to-day basis.” Mabus said in terms of value, the Navy and Marine Corps bring the best value for our taxpayers and our country where it counts, when it counts.
Warner honored Mabus lauded his luncheon guest and predecessor, U.S. Sen. John Warner, prior to his speech. “Every secretary of the Navy aspires to be John Warner, and I just want to point out that this is John Warner the person, not John Warner the submarine,” said Mabus to rousing laughter.
The submarine USS John Warner built on Mabus’ watch was christened in Newport News Sept. 6, 2014 and will be commissioned in August. “And it will spend the next 40 years patrolling the waters of this Earth, protecting the country that Senator Warner, Secretary Warner, has served so well and so long,” Mabus said

Obama supports initiative to train, hire vets Marty van Duyne News Net News MANASSAS — Michelle Obama announced private sector commitments to hire or train 90,000 veterans and military spouses over the next five years while visiting Micron Technology, Inc. The job commitments are a result of the First Lady and Dr. Jill Biden’s Joining Forces initiative launched in 2011 when unemployment rates for the 9/11-generation of veterans was more than 12 percent. “We’ve got some of the biggest names in tech –- companies like CompTIA, Microsoft, Cisco, Oracle,” said Obama. “We’ve got folks from renewable energy, our national energy labs, and the Energy Facility Contractors Group.” Obama indicated a large number of jobs require specialized training and in many cases companies are partnering with educational institutions to create internships, apprenticeships, and job training. “Micron is participating in a pilot program through the Northern Virginia Technology Council that matches student veterans at local universities and community colleges to 50 hightech companies throughout the area,” she said. “So the veterans get hands-on experience, and the companies connect with a pipeline of top-notch talent.” Saying this is just one of many win-win partnerships Obama continued, “The Solar Energy Industries Association is pledging to hire or train 33,000 veterans and spouses over the next five years.” Obama said other industries, including utility and transportation sectors, and many more have stepped up in support of Joining Forces’ initiatives in support of military personnel, veterans, and their families Retired Air Force Lt. Mod 4 gun system.” The MK 45 Mod 4 gun system — the current gun system deployed on the Navy’s newest ships — enhances Naval Surface Fire Support capabilities and provides fire mission flexibility for anti-surface and antiair warfare. The HVP — combined with the MK 45 — will support various mission areas including naval surface fire support, and has the capacity to expand to a variety of anti-air threats, anti-surface, and could expand the Navy’s engagement options against current and emerging threats. At the electromagnetic railgun facility, the deputy secretary of defense witnessed a shot in the commissioning series of the new repetitive-rate medium caliber electromagnetic railgun, sponsored by the Office of Naval Research. “This gun will serve as a laboratory research device for experiments on repetitive-rate bore life, instrumentation, and controls development,” said NSWCDD Technical Director Dennis McLaughlin who, along with Durant, accompanied Work throughout his visit. “We use smaller caliber railguns for risk reduction before testing concepts in major caliber. This science and technology effort is targeting repetitive-rate launcher and pulse-power risk reduction to ensure successful railgun weapon system demonstrations.” Electromagnetic railgun technology uses an electromagnetic force — known as the Lorenz Force — to rapidly accelerate and launch a projectile between two conductive rails. The guided projectile is launched at such high velocities that it can achieve greater ranges than conventional guns. It harnesses enough kinetic energy that it doesn’t require any kind of high explosive payload when it reaches its target. High-energy electromagnetic

Deputy Secretary of Defense Bob Work is shown some of the damage a hypervelocity projectile can do. railguns are expected to be lethal and effective against multiple threats, including enemy warships, small boats, air targets and land-based targets. “The deputy secretary of defense saw capabilities that are crucial in sustaining our warfighting edge and technological superiority,” said Durant. “Hypervelocity projectiles fired from powder guns and the electromagnetic railgun are important technologies in the Navy’s mixed arsenal of current and future weapons.” The electromagnetic railgun technology will complement current kinetic weapons currently aboard surface combatants and offer a few specific advantages.
It represents an “incredible new offensive capability for the U.S. Navy,” said Navy Chief Engineer Rear Adm. Bryant Fuller in an April 2014 news release about plans to install and test a prototype electromagnetic railgun aboard a joint high speed vessel in fiscal year 2016. “This capability will allow us to effectively counter a wide-range of threats at a relatively low cost, while keeping our ships
and Sailors safer.” The cost per engagement against specific threats is orders of magnitude less expensive than comparable missile engagements. The railgun projectile is being designed to enable the conservation of expensive missiles for use against more complex threats. “NSWCDD will leverage its knowledge of electromagnetic

launchers, hypervelocity projectiles, and directed energy weapons, as well as its established core capabilities in complex warfare systems development and integration,” to incorporate electric weapons technology into existing and future fighting forces and platforms, stated McLaughlin and Durant in NSWCDD’s 2015-2020 Strategic Plan.

Feinberg takes command at JWAC missile frigate USS John A. Moore (FFG 19), the cruiser USS Cowpens (CG 63) as the fire control officer, the guided missile destroyer USS John Paul Jones (DDG 53) as the weapons and combat systems officer, the USS Shoup (DDG 86) as the first executive officer, and for Destroyer Squadron 7 in San Diego, Calif. as the chief staff officer. Feinberg commanded the USS Preble in 2007 while the ship was deployed to the U.S. Central Command. Afterwards, he was assigned to the staff of Commander, Carrier Strike Group 11 as the surface operation officer and operations officer deploying the support operations in CENTCOM. Feinberg takes command at a time the United States and its allies face increasing challenges from old adversaries, such as China and a resurgent Russia, to newer threats from militant Islam and those in cyberspace and was reminded by his new boss of the important role JWAC plays in combatting these threats. “The accomplishments of the Joint Warfare Analysis Center are truly exquisite,” Haney said. “These folks are the top of the spear and so, so important and critical to joint

Chandler Swallow who retired after 32 years of service. Feinberg becomes the tenth commander of JWAC in its 21-year history. “I am humbled and honored to lead the dedicated patriots of the Joint Warfare Analysis Center,” Feinberg said, speaking to more than 200 guests and JWAC employees at the Aegis Training & Readiness Center (ATRC) where the ceremony was held. “I am here today, because of support from friends, family, and shipmates.” Previously, Feinberg was the military deputy in the Weapons Systems Department of the Naval Surface Warfare Center, Dahlgren (NSWC). This was not his first time assigned to the Dahlgren facility, however. In 1995, he was a student at ATRC. It was then that he first toured JWAC. “I was very impressed from the very first,” Feinberg said, “Now, it its 21st year, it is even more impres-

Congratulations to you on 30-years of service.” Swallow was the first surface warfare officer to command JWAC, following in the footsteps of a long line of Air Force, Marine, and Navy aviators who have held the job previously. A former instructor at the National Defense University in Washington, DC, he quickly established a reputation with employees for his academic style, energy, and enthusiasm. He established a commander’s reading group and regularly encouraged employees to read articles he forwarded to them on current events.

Brainwave entrainment can help relieve stress If it’s one thing I know after treating people for 15 years is that everyone wants to be happy. Happiness as we know isn’t easy — it’s a moving target. The weather, your job, what you’re having for dinner and who you’re having it with can all affect your happiness. How we do that is finding good meaning and gratitude in everything at all times while at the same time structuring our life in such a way that good habits come naturally and are the normal. We start our series with a habit I do once or twice every day, which is brainwave entrainment or meditation with audio. Every day when you wake, your brain is generally in an alpha state. This the same state that you go to sleep, between 8-12 hertz. As the day goes on, you predominately exist in beta waves or even higher frequency
of gamma waves. Your cortisol level and adrenals rise even faster if you have that cup of coffee first thing. Our Western culture is focused on achievement and productivity. The natural cycles of the human body are designed for periods of work and then ramping down. Unfortunately, most Americans do not have an active systematic way of ramping down. This is how brainwave entrainment could help you. Imagine lowering your blood pressure, sleeping better, reducing pain and anxiety by reducing stress states by using simple app on your phone or inexpensive CDs. Thousands of studies have proven the effectiveness and efficiency of meditation. In our fast-paced world, we’ve lost touch with that still small voice and logic seems rule the day. Brainwave entrainment is the use of headphones or audio device to listen to a binaural beat hidden behind white noise. The brain will entrain or step in time with a audio visual or magnetic pulse. In turn, this quickly can bring us into alpha states, which we achieve as we go to sleep. Theta states you achieve while you dream. Delta states generally take four hours of sleep to achieve, but with entrainment can be achieved in 15 minutes.
After a couple weeks of practice, you will find a calm feeling in the middle your forehead, throat, chest or abdomen. This is when both hemispheres of the brain are at the same frequency, and this allows you to get an impression from the vast data that your subconscious takes in through the right hemisphere of your brain. China has tai chi. India has yoga. Yet, we have no daily practice to settle the mind and restore homeostasis. When the mind lets go of resistance, then the body often will let go as well and this makes my job a lot easier to bring balance and ease to the body. Students presented awards for KG essay contest on Madison American Legion Post Post 89, in association with Belle Grove Plantation, presented awards and certificates of achievement to the following Dahlgren School students: Shuma Gresham (sixth grade), Summer Rattanaxay (seventh grade), and Melanie Brown (eighth grade) per their selection as the all-county Middle School contest winners based on their 300-word compositions entitled ‘… President Madison was an American hero because…’ Kathryn Walseman, their sponsor at the Dahlgren DoD School, also was honored for her support to the children. Amar Dunham (sixth grade) of Sealston Elementary School, was unable to attend, but received an award for honorable mention at a class presentation. Members of American Legion Post 89, Belle Grove Plantation, and the King George High School guidance department selected the winning essays. Brian Williamson, who will be the commander of the 12th district of the American Legion in Virginia and a member of Post 89, helped oversee the contest. Williamson, of King George, is a 21-year U.S. Navy veteran who
has worked at the Joint Warfare Analysis Center as an analyst since 2007. The Madison essay contest was open to all King George County students in grades 6-8. Under American Legion Youth Program funding, the essay contest sought to align with county schools curriculums, in order to provide students an appreciation for their Constitutional rights; and the historical association of Madison to King George and his contributions to the founding of our nation. Post officers and committee members were assisted during the presentation by ‘President Madison and Mrs. Dolly Madison’. Ruby Brabo, King George supervisor for the Dahlgren district, attended the presentations, saying she appreciated the value of this event to the school children, and hoped it would continue. The Americanism and Youth Activities Committee of American Legion Post 89 said it plans to establish the eEssay contest as a yearly event, focused on developing the students’ appreciation for King George County’s connection to the founding of our nation.

DAHLGREN — Melissa Lederer, Naval Surface Warfare Center Dahlgren Division (NSWCDD) Systems Safety Engineering Division head, presents an award certificate to Greg Buchanan, an NSWCDD System Safety and Systems Engineer, at a recent ceremony honoring the command’s inventors. “I believe it’s a game changer,� said Buchanan about his “Rotary Piston Engine� patent. “It could spur the development of vehicles, weapons, and tools that we’ve never seen before. This rotary piston
engine will allow systems of all types and sizes to do things they never had the power to do before, and will harness the power necessary to leap forward in the evolution of the human-robot experience.� Buchanan was one of six NSWCDD inventors recognized for their new patents at the event. Susan Bartyczak was honored for her patent, called “Gas Gun Fixture to Evaluate Blast Wave on Target Sample� and Dr. William Howard Thomas was recognized for his “Cooperative Communication Control Between Vehicles� invention. In addition,
Shawn Schneider, Seth Williamson, Scott Smith, and Stephen Dix were recognized for their patent - “Inert and Pressure-Actuated Submunitions Dispensing Projectile�. The patents represent a culmination of effort by many individuals, including the inventors, the Invention Evaluation Board members, patent attorneys, and others who conceive - and reduced to practice - the technological innovations arising from the command’s research and development activities.

DAHLGREN – Center for Surface Combat Systems (CSCS) announced its Civilian of the Quarter (COQ) for the first quarter of 2015 at an awards ceremony at the Arleigh Burke auditorium onboard Naval Support Facility Dahlgren Apr. 23. “I was astounded when I first received the news,� said Human Resources Liaison Karen Martin. “I work with a great team and I’m very grateful for this award.� Martin has been part of the manpower and personnel team since Jun. 2010. “I love my job,� she said. “I feel that the work I do positively impacts the CSCS community. I provide human resources policy oversight, I am responsible for recruiting, staffing and placement, and manage awards and classification of civilian positions for headquarters and its 14 learning sites.� Martin‘s supervisor, Mr. Scott Russell, director for Manpower and Personnel, nominated her for the award. “Karen has given so much to this organization,� Russell explained. “Every day she arrives prepared to make a difference and she has. This particular quarter, she exceeded all expectations and is most certainly deserving of this award. Karen has provided the domain with outstanding HR services and we are quite fortunate to have her at CSCS.� CSCS’ mission is to develop and deliver surface ship combat systems training to achieve surface warfare superiority. CSCS headquarters’ staff oversees 14 learning sites and provides nearly 70,000 hours of curriculum for 700 annually courses to more than 40,000 Sailors. CSCS delivers specialized training for Officer and Enlisted Sailors required to tactically operate, maintain, and employ shipboard and shore-based weapons, sensors, and command and control systems utilized in today’s navy.

nicoletti earns superior civilian award Naval Surface Warfare Center Dahlgren Division (NSWCDD) Commanding Officer Capt. Brian Durant presents the Superior Civilian Service Award to NSWCDD engineer Anthony Nicoletti during the recent command’s Management Forum. The Department of the Army recognized Nicoletti with the award for his exemplary performance while leading innovative and major acquisition and program management initiatives from January 2011 to March 2014 as the Deputy Joint Project Manager for Protection. An example of Nicoletti’s outstanding technical expertise is illustrated by the installation of a shipboard collective protection system for U.S. Navy ships that responded to humanitarian assistance efforts during the Fukushima Daiichi (Japan) nuclear disaster. He was also instrumental in the planning, coordination, and facilitation of collectively protecting the MV Cape Ray to support the U.N. Security Council resolution to neutralize Syrian chemical stockpiles.
