This “Youth in Agriculture Roadmap to Success” is an output of the Youth in Agriculture Symposium, Project (“Youth in Action – Combating Climate Change through Innovation and Technology in Agriculture”); which was financed through the Global Environment Facility Small Grants Programme (“GEF
SGP”) implemented by United Nations Development Programme (UNDP). The Symposium was also supported by our Youth in Agriculture Committee stakeholders.

WHY AN AGRICULTURAL ROADMAP? Agriculture is a critical sector for economic growth and, more importantly, food security, considering the impacts of climate change and climate variabilities. Despite climatic and other challenges however, agriculture remains the career of choice for enterprise-driven youth in Jamaica. The sector is one of the most attractive, offering very meaningful returns on investment relative to many others. Crop farming, livestock rearing and nutraceuticals for example, are lucrative offshoots in which youth can invest. The Jamaica 4-H Clubs, the administrator of the Government’s National Youth in Agriculture Policy, determined a need for the creation of a repository of information for youth in agriculture, thereby birthing the concept of the Roadmap to Success. This concise document provides pertinent information in response to critical questions and concerns raised in the National Youth in Agriculture Policy document. Such concerns include: Inadequate experience, training and/or technical competencies in skills specific to agricultural interest Climate Change Affordability and inadequate access to technology Inadequate access to markets Insufficient access to land Inadequate access to financing Inadequate agricultural education This booklet delivers insight into the major agricultural outlets and opportunities available to youth, which are necessary to underpin business viability. Consistent with these general concerns, the demands for Agri-education, marketing and the availability of land, finance and technology are factors, which must be overcome for the full and viable participation of our nation’s youth in the agricultural sector.

The contents herein give a synopsis of what options are available to youth up to the age of 35 years. Whether in the formal school system or operating at the community level, youth will find within these pages, relevant information aligned with their specific goals and interests in Agriculture.

WHO ARE WE? The Jamaica 4-H Clubs recognizes the importance of having a constant stream of youth with a penchant for innovation and creativity entering the sector. Thus, the Jamaica 4-H Clubs, over the last 80 years, has been stimulating and empowering Jamaican youth to see agriculture as a viable career path through its island wide network comprising over 104,000 members. This effort is combined with the work of its partners, namely, the National Youth in Agriculture Committee - a key enabler in setting the path for youth to attain agricultural success.

Some interesting careers in the sector include: Arborist a specialist in the cultivation and care of trees and shrubs, including surgery, diagnosis, treatment, and prevention of diseases, and the control of pests. FUNDING FOR AGRI-EDUCATION Rio Tinto Alcan Legacy Fund Agricultural Scholarship In 2001, Rio Tinto Alcan Inc. ended its 59 years of bauxite mining and alumina refining in Jamaica. To continue its contribution to Jamaica’s Social and Economic Development the Company agreed to establish the Rio Tinto Alcan Legacy Fund (RTALF). This Fund represents a legacy of the positive and long-standing relationship with the Government of Jamaica, the National Worker’s Union and the parishes in which it formerly operated: Manchester, St. Ann and St. Catherine. Included in the legacy is an Agricultural Scholarship that is overseen by the Jamaica 4-H Clubs and the Development Bank of Jamaica. Application Procedure The Rio Tinto Alcan Jamaica Legacy Fund Agriculture Scholarship is offered to High Schools in St. Catherine, St. Ann and Manchester. In addition, students of the above-mentioned parishes attending the Knockalva Polytechnic College, Ebony Park HEART Academy, and who matriculate from programmes in Agriculture and Agriculture- related disciplines for the College of Agriculture, Science and Education (CASE), University of the West Indies, Northern Caribbean University and any other relevant institutions are also eligible for this scholarship. Eligibility Criteria To be eligible for this fund, applicants must:
Be a student of Agriculture
Be in school or meet college entry matriculation requirements
Demonstrate educational promise and potential
Be from low socio-economic background and demonstrate a financial need

Earth University Scholarship EARTH offers one holistic Licentiate (between a Bachelor’s and a Master’s) degree in Agricultural Sciences in four (4) years. The Earth Foundation will provide 120 scholarships to EARTH students. Approximately one-third of the scholars will come from Sub-Saharan Africa and the rest from Latin America and the Caribbean. Helping to improve people’s quality of life and protecting the planet are EARTH’s reasons for existing. Students and graduates are expected to be global leaders of positive change. Eligibility Criteria To be eligible for this fund, applicants must be a:

Youth in Agriculture Scholarship In an effort to revitalize youth involvement in Agriculture and to enhance food security for the future, a National Youth in Agriculture (NYA) Committee was established in 1990 to implement activities that would stimulate youth involvement in agriculture. In 1998, the NYA Committee merged with RADA’s School Agricultural Programme. The thrust of the programme is to encourage the involvement of young persons in the study and subsequent practice of Agriculture and the appreciation of Agriculture as a viable career choice. Hanover Charities The Hanover Charities is committed to empowering youth through education. Since 2014, the Hanover Charities have disbursed scholarships valuing over US$500,000.00 to secondary school students residing in Hanover. Each year, support is given to 70 to 125 promising students, by providing full or partial scholarships for tertiary level education. The scholarship fund and subsequently, the programme is named in honor of two past chairpersons who were most generous—Sandi Morris and Paula Watkins. FUNDING YOUR AGRI-BUSINESS DEVELOPMENT BANK OF JAMAICA The Development Bank of Jamaica provides loans for Micro, Small & Medium-sized Enterprises (MSMEs). The DBJ does not lend directly to individuals. Instead, the Bank’s funds are on-lend through a network of Approved Financial Institutions (AFI), such as
commercial and merchant banks,
the Jamaica Credit Union League through major parish Credit Unions,
the National People’s Cooperative Bank (NPCB),
the National Export-Import Bank, and
Micro Finance Institutions (MFI).
The financial institutions conduct the initial credit evaluation and loan supervision before on-lending to clients. All applicants should visit their nearest parish commercial bank or credit union to apply. In most instances, these loans require security, however, many provide unsecured loans as well. In addition to loans, the DBJ as well as Credit Unions and commercial banks, also provide special grants to agri-business entrepreneurs which serve as added support to maintain the viability of the business. MINISTRY OF LABOUR AND SOCIAL SECURITY ENTREPRENEURSHIP PROGRAMME The Ministry of Labour and Social Security (MLSS) offers social intervention programmes that assist beneficiaries with entrepreneurship grants.

STARTING A FARM The Jamaica 4-H Clubs provides both technical, networking and input support for young persons with an interest in farming. The listed programmes support the Government of Jamaica’s youth in agriculture initiatives.
JAMAICA 4-H CLUBS’ RYEEP PROGRAMME The Rural Youth Economic Empowerment Programme, (RYEEP) provides rural underserved youth, between the ages of 18 and 35 years, with the opportunity to start agriculturally based businesses across Jamaica. RYEEP is a joint initiative between the Jamaica 4-H Clubs and the HEART Trust/NTA and is supported by other public and private sector institutions. During Phase one (1), the Development Bank of Jamaica (DBJ) supported RYEEP. The programme supports 510 youth over a four-year period, (2016 – 2021.) Participants receive specialized training, including life skills, business development, management, and good practices in agriculture. Beneficiaries also benefit from business coaching and receive venture inputs for their businesses. RYEEP ACTIVITIES Training Activities—All Training Units are certified by the HEART Trust/NSTA and the Jamaica 4-H Clubs in the following courses:

Eligibility criteria for RYEEP Prospective beneficiaries must demonstrate or possess the following:
An interest in agri-entrepreneurship
Is involved in or have been involved in agricultural production activities at a subsistence level or at the family level
Has the capacity to produce or increase production
Must have a pass in Agricultural Science at High School or have some demonstrable knowledge of agriculture. This includes experience from family farms or part-time employment in farming
JAMAICA 4-H CLUBS LIVESTOCK DEVELOPMENT PROGRAMME This Programme is designed to facilitate new entrant farmers to the livestock industry by providing both technical and input support. The Jamaica 4-H Clubs currently provides support with the distribution of baby chicks through partnership with Hi-Pro. The organization also distributes rabbits, goats and bee colonies based on availability. Selection of beneficiaries is done through the parish offices island-wide.
GETTING REGISTERED AS A FARMER Individuals or groups (including companies) who are cultivating crops or rearing livestock and have the intention to sell are encouraged to formally register as a Farmer. Farmer registration may be done at RADA or at the Electoral Office of Jamaica parish offices islandwide. Farmers should provide a passport size photo or have it taken at the RADA office. In addition, farm data is also required at registration following which the RADA Officers do verification. Farm data to include daily farming activities and outputs, capacity, etc. A photo identification card is issued after verification of Farmers’ data.

ACCESS TO AGRICULTURAL LAND Among the many crucial factors that are necessary for the viability of an agricultural venture, land is first and foremost, for without it, the sector would be non-existent. Access to land may be explored through the Ministry of Agriculture & Fisheries under the Agro-Parks Programme and the Agro-Investment Corporation.

This is the first Agri-Call Centre and digital Agro-trading platform, which links Farmers to suppliers seamlessly with the focus on penetrating the hotel and tourism sector. TECHNICAL SERVICES SOIL TESTING MoAF-Agricultural Land Management Division (ALMD) The Soil Health, Plant Tissue and Water Laboratory The Soil Health, Plant Tissue & Water Laboratory was established during the 1930's. The Soil Health, Plant Tissue & Water Laboratory has the capacity to perform a wide range of analyses. These analyses are arranged into four (4) categories: Soil Samples, Plant/Leaf Tissue, Water Samples &Fertilizer. Functions of the Laboratory The core functions of the Laboratory include:
Planning and executing soil survey studies
Soil health analyses (physical, chemical & biological components of the soil)
Conducting plant/leaf tissue analyses for clientele
Conducting water sample analyses for clientele
Providing advice on soil fertility management
Recommendations of fertilizers to clientele as a result of soil analyses done
Ministry of Transport and Mining Mines & Geology Division (Laboratory) The Laboratory provides a range of Analytical Services including engineering testing, environmental testing, geochemical as well as health-related testing. These tests are provided for certification, quality appraisal, quality control, export purposes and research. Testing such as soil testing, water testing, rock testing, testing of food are done primarily for developers, construction companies, water entities, recreational facilities, environmental monitoring entities, mining companies, farmers, food processors, supermarkets and research organizations. 18
Soil Testing
Soil Contamination - applicable to pollution monitoring, like lead in soils due to battery works, pollution due to industrial effluent, sewage plants, manufacturing plants including bauxite plants, chemical processing plants, agricultural processing and practices, and soil pollution due to natural processes like weathering, windblown dust, and silt deposition.
Soil Fertility Assessment - needed prior to the planting of crops or the application of fertilizer.
Soil Suitability for Construction - to determine if the physical and chemical properties meet requirements for construction. TRACTOR SERVICES 4- H Tractor Service: The Denbigh 4-H Training and Production Centre offers training in Tractor Operations and Small Equipment Maintenance. The Centre also offers tractor services to farmers such as land ploughing. Pricing is determined based on the size of the land and volume of work. How to acquire the Service? Farmers who are interested in acquiring the service should follow the basic simple steps: 1. Call or visit your RADA Parish office and request to speak with personnel in charge of the tractor service in that office (Usually the Manager, Deputy Manager, or a Senior Extension Officer). In the case of a Regional Office, the Works Engineer is the contact person. 2. Fill out the simple “Request for Tractor Service” application form provided 3. Visit the Accounts Department and pay the relevant fees.
Private Operators Private tractor operators also provide tractor service for land preparation in various communities across the island. Business Plan Preparation A very important aspect of successful businesses is a sound Business Plan. For assistance with business plan preparation, youth farmers can consult with the 4-H Business and Project Management Unit and RADA Offices island-wide.
