Old or New: What’s your property preference? Over the past year, the volume of new residential construction has skyrocketed in Queensland and across the nation. In fact, according to the Australian Bureau of Statistics (ABS), the value of new dwelling constructions has soared 123 per cent in 12 months and the purchase of newly built properties has increased by nearly 47 per cent over the same period. Of course, the reason for these significant jumps is predominantly thanks to the HomeBuilder grant, which was announced by the Federal Government last year to stimulate the construction sector as well as the economy during the pandemic. It certainly has done its job – just as similar stimulus measures have done during times of economic uncertainty in the past. However, a figure that hasn’t been widely reported over the past year has been the volume of established properties purchased, which dwarves the new-build sector. ABS figures show the value of established properties purchased in March 2021 was $15.52 billion (national), but the value of new construction and the purchase of new dwellings was $5.2 billion combined in comparison. No one is going to argue against the HomeBuilder scheme as a sure-fire way to inject jobs and money into the economy. But the existing property market has long played second fiddle with next to no financial support – apart from some transfer duty concessions – in good times or bad.

If we look back to the establishment of the First Home Owners Grant in 2000, the $7,000 on offer to eligible first-time buyers was for both established and new properties. And for the next decade or so, it remained that way for the most part. However, somewhere along the way the grant was changed to only be available for the purchase of new property. Administered at State Government level, the grant has been that way ever since, with $15,000 currently on offer for first-time buyers who purchase or build a new property. As the ABS figures show, though, established property remains in favour by most buyers around the nation, even when there are significant financial handouts on the table. Indeed, REIQ research from several years ago showed that the vast majority of first home buyers wanted to buy an established property over a new one. With the grant continuing to only be available for the purchase of new property, many prospective property owners are basing their decision-making on this fact alone. This can mean that they buy a more expensive new property over a more affordable established one just so they can be eligible for the grant. That being the case, this has implications for affordability, particularly in regional areas, where some buyers might be over-extending themselves financially. Likewise, some first-time buyers may wind up purchasing in areas that are not suitable for them, just because the grant is steering them in the direction of buying a new property over an established one.

There’s no question that the construction sector remains fundamental to the health of an economy, which is why these grants have been focused on new property for so long. However, providing financial support to purchasers of existing property, who remain the majority after all, would allow buyers access to a wider range of price points in the market. This in turn would increase the number of property transactions as well as deliver additional support for the economy and property markets more generally.
