The Minister for Housing and Public Works, Mick de Brenni recently announced Stage 1 of the State Government’s proposed rental reforms.
What do these reforms mean for landlords?
What do these reforms mean for renters?
Landlords and property managers across Queensland have expressed their disappointment in the proposed rental reforms, citing an unbalanced favour towards tenants.
On paper, these reforms appear beneficial for renters, with increased freedom around pets, minimum housing standards and property modifications.
The most damaging proposed reform for landlords is undoubtedly the abolishment of a landlord’s right to not renew a tenancy agreement at the end of its agreed term.
However, the ripple effect from dissatisfied landlords exiting the investment market will see renters struggling to find suitable housing under already tight conditions.
In practical terms, this means tenants potentially have the right to rent a property for life, unless the property owner can establish a reason to break the tenancy prescribed by law.
In a further blow to renters, the reforms would likely increase weekly rent by $18 – which would see tenants forking out an extra $1000 per year.
Under these reforms, landlords will no longer be able to deny tenants with pets in their investment property, unless they could establish reasonable grounds.
Whether you’re a tenant, landlord or prospective landlord, it is important to keep upto-date with these proposed reforms now, and take the opportunity to have your voice heard before they become reality.
These rental reforms are a hotly contested topic among tenants and landlords across the state. The result of over 135,000 submissions through the Department of Housing and Public Works survey shows some positive points, such as the ability for those suffering from domestic abuse to be able to terminate their tenancy agreement. Other reforms might be less welcomed however, such as the abolishment of ‘without grounds terminations or evictions’, the loss of a landlord’s right to refuse pets and the introduction of a tenant’s right to make modifications to a rental property without the landlord’s consent. The Consultation Regulatory Impact Statement provided by the State Government is 170 pages long, and may be confusing for landlords and tenants to decide what these reforms will mean for them.
