CAPT Hans Sholley, Chief of Staff, Joint Region Marianas presented the Student Excellence Award to Hannah Crishel Sambrano on behalf of Rear Admiral Shoshana Chatfield, Commander, Joint Region Marianas at the DoDEA Guam High School in AgaĂąa Heights, May 30, 2019 during the school's End of Year Awards Ceremony. The Student Excellence Award tradition was started by the then Rear Admiral Jonathan Greenert when he was in Guam as the Commander U.S Naval Forces Marianas (COMNAVMARIANAS). Every year since the inception in 2000, the Student Excellence Award is

presented to one DoDEA Guam High School Junior who demonstrates outstanding achievement in academics, extracurricular activities, community service and leadership during the three years of high school. All DoDEA Guam High School Juniors with a 3.0 cumulative GPA or better are eligible to compete for this award. The winning student receives a special certificate and the student’s name is displayed for years to come on a commemorative plaque at the school. 2019 BOYS & GIRLS CLUB'S NATIONAL MILITARY YOUTH OF THE YEAR Compiled by School Liaison Officers Annually, Military Youth of the Year celebrates young people, ages 14 to 18, for their commitment to community service, academic success, good character and citizenship, and establishing long-term goals. The program helps youth develop confidence through practice in leadership, public speaking, and commitment to their communities. Two CYP Teens from DODEA Guam High School, Tucker Pullen (1st on the left) represented Naval Base Guam and Tatsuki Keegan Vallery (2nd on the left) represented Andersen AFB in the 2019 Military Youth of the Year Asia competition in Okinawa, Japan. While in Japan the youth participated in several host nation cultural events-they sampled food in a restaurant

downtown, worked together as a team at the beach, and presented speeches about themselves and their achievements in the competition. At the conference, one of the projects the teens worked on was finding solutions for things that impact military teens in Asia. They discussed higher education opportunities, how to navigate the voting process, and ways to research facts online. One of the NBG chaperones, Katie White said “I was truly inspired to see the youth work to solve problems, hear about their accomplishments, and witness the program in action. If this is our future we are in good hands”. Ms. Dasia Bandy a 17-year-old from Norfolk, Virginia, was selected as the Boys & Girls Club’s National Military Youth of the Year at an August 14, 2019 celebration at the National Press Club in Washington, D.C.

Opening Of School Year 2019-2020

Special guests from military installations participated in the events at each school to encourage students to do their best and be involved in their school and communities. Participation by Rear Admiral Menoni Joint Region Marianas, CDR Wilkerson Naval Base Guam, Col Sheffield Andersen Air Force Base highlighted the ongoing partnership between the schools and the military installations. During the weeks prior to the first day of school, teachers worked to set up exciting classroom environments and bulletin boards in the halls and classrooms. The DoDEA Guam Schools offered orientation programs to welcome and promote a

Children and families who attended the presentations learned about school policies and practices and met the school administration and school counselors. Each DoDEA Guam School offered a Sneak Peek event for children and their parents to find their way to the classrooms and to briefly meet the teachers. In September 2019, School Open House events gave parents an opportunity to visit their child’s classroom and get a taste of their child’s day at school. Teachers shared information about the curriculum, student work and classroom practices. Various information outreach tables were open to parents at most events. Outreach tables offered information from providers such as Parent/Teacher/Student Organizations, Fleet and Family Support Center, Airman and Family Readiness Center, Family Advocacy, Naval Hospital Health Promotion Section, Child and Youth Programs, Navy Marine Corps Relief Society, School Liaison Officers and the NEX. Parents were encouraged to partner with their child’s school and to stay in touch with the teachers throughout the school year.

WHAT IS THE COMPACT? Developed in 2006, the Military Interstate Children’s Compact was adopted by all 50 states, the District of Columbia and the Department of Defense Education Activity. The Compact eases the educational challenges that military children encounter, and supports uniform treatment as they transfer between school districts in member states. Note: The Compact only applies to public schools.

DODEA GUAM SCHOOL BOARD FOR SCHOOL YEAR 2019-2020 Submitted by DoDEA Guam School Board

The School Board for the DoDEA Guam Schools is a seven-member panel of parents elected by parents of the DoDEA schools on Guam. The School Board represents Andersen Elementary, Andersen Middle, Guam High and McCool Elementary/Middle School. The School Board monthly meeting is open to community stakeholders and to parents who have children eligible to attend DoDEA schools. Parents are invited to come to the meetings to listen to the topics and/or participate in the open forum segment. The yearly meeting schedule will be voted on at the September meeting. SPOUSE NEWCOMERS ORIENTATION (SNO) Military spouses gather at the Andersen AFB, Airman & Family Readiness Center (A&FRC) to take part in the Spouses & Newcomers Orientation, aka "SNO". SNO offers a cultural experience as spouses learn more about Guam's history, customs, traditions, environment and available resources, both on and off base. The workshop includes a Brown Tree Snake demo by USDA, a tour of the Andersen Commissary and an Information Exchange with agencies such as AAFES, MFLC, Base Education, 8

Bob Hope Legacy Reading Program USO UNITES

The Bob Hope legacy reading program focuses on: Bringing story time on-demand around the globe. Thanks to the generous support of the Bob Hope Legacy, the USO is able to bring story time on-demand to military families around the world. When a service member stationed in the deserts of Kuwait misses the birth of his child, the USO is there to provide that powerful connection

back home. Through the Bob Hope Legacy Reading Program, that service member is able to read his newborn daughter a bedtime story from halfway around the globe. Service members can walk into participating USO locations, record themselves reading their child’s favorite story and have that recording and book shipped home. Helping military kids stay connected through reading. Recognizing the challenges military children often face when dealing with separation, the Bob Hope Legacy Reading Program makes it possible for military kids to add a new book to their own library and share story time with someone they love by recording themselves reading. The USO sends the recording to the child’s special loved one, helping bring families together no matter the

miles that may separate them. Supporting local reading programs in many USO locations around the world. Local reading programs are designed to serve the unique needs of each military community. For some locations, the story time event gives military families dealing with a loved one’s deployment a chance to spend some time with other families in similar situations. Other program events encourage kids to use their creativity and complete a craft that complements a story’s theme. No matter where service may take our nation’s military families, the Bob Hope Legacy Reading Program is dedicated to helping bridge that distance.

DODEA GUAM COMMUNITY SUPERINTENDENT CHANGE OF LEADERSHIP

DoDEA Guam School Principals and staff presented Mr. Jim Journey with latte stone book ends and a framed copy of January – March 2019 edition of the Tollai Edukasion, Bridge to Education School Liaison Officer Magazine. He mentioned that the magazine cover was a wonderful representation of the talented, diverse and fun-loving team he had the privilege of working with in Guam.

Mr. Scott Jungk, Joint Region Marianas J9, presented Mr. Jim Journey a certificate of appreciation for exceptional service, genuine commitment and reliable partnership as DoDEA Guam Community Superinten-

dent that enhanced the lives of military connected children and their families. Mr. Journey is now serving as DoDEA Pacific South District's Superintendent for Guam and Okinawa schools.

Ms. Lois Rapp, Department of Defense Education Activity Pacific Director for Student Excellence, is pleased to announce the selection of Ms. Gail Wiley as the Pacific South District’s Guam Community Superintendent. Ms. Wiley previously served as the principal at Kadena Elementary School, Okinawa. Ms. Wiley received a Bachelor’s degree in Elementary Education from the University of South Florida in Tampa, and a Master’s degree in Special education from Long Island University in New York. She completed post-graduate studies in Educational Leadership from Troy State University in Alabama. Ms. Wiley has been with DODEA for more than 30 years. Her previous positions include classroom teacher, behavior Manager, Educational Perscriptionist, Reading Specialist, Teacher of the Learning Impaired, Child Study Committee Chairperson, Instructional System Specialist (Special Education), Assistant Principal, and Principal. Ms Wiley replaces Jim Journey, who was appointed the South District’s superintendent of schools. 10

Guam National Guard Annual Youth Event Information received from Guam National Guard Family Programs

On Saturday, August 24, 2019 at the Dusit Thani Resort the Guam National Guard hosted 30 youth and 15 teens, from across the island, in an event designed to build resiliency and promote community awareness of youth/teen programs along with giving the children a great place to build camaraderie. The youth participated in discussions and activities throughout the all-day event. Next year Guam National Guard was selected to host the Region 9 Teen Symposium.

Gifted and Talented Education Project is a Guam Department of Education project supplemented with federal funds that provides instruction to gifted and talented students and those with high abilities. However, homeschoolers must meet the same eligibility requirements as dependents enrolled in the DoDEA schools. Transferability

What is Transferability?

The Post-9/11 GI Bill allows Service members to transfer unused education benefits to immediate family members. This applies to officer or enlisted, active duty and Selected Reserve. Qualifying immediate family members are spouses and children. The Service member must have at least six years of service and commit to an additional four years in order to transfer benefits. This policy is set by the Department of Defense because this benefit impacts recruiting and retention.

On August 24th both Guam Child and Youth Programs hosted their End of Summer Bash events with games, physical challenges, hair and face paint, bouncy houses, and food. Andersen’s event was in the morning in the SAC parking lot. The Teen Band, Red Riots

entertained the crowd with some great rock and roll. The Red Riots practice at the Teen Center on Tuesday and Thursday and they invited everyone to stop by for their jam sessions. Throughout the morning the guests signed up for the on-going raffle and a total of $760 in gift certificates were given out from Micronesia Mall, Capricciosa Restaurant, Tony Roma's Restaurant, and Underwater World. 14

In the late afternoon, Naval Base Guam hosted their event in Ebbett Field across from the CDC. To their event line-up they added Zumba, an obstacle course, a rock climbing wall, and henna, to their event and then they ended the fun filled afternoon with a free viewing of Spiderman at the base theater. The staff from the Guam

Child and Youth Programs really know how to host family parties. A big thanks to them for their hard work. Everyone that attended had a BLAST at the BASH!

DO YOU NEED A BABYSITTER? Submitted by Mr. Ronnie Sanchez, Youth Sports Coordinator Andersen Child and Youth Programs offered American Red Cross Babysitter’s Courses in the months of June, July and August for youth ages 12-17 years old. More than twenty youth received their American Red Cross Babysitter’s certification. Youth were trained in the knowledge and skills necessary to safely and responsibly give care to infants and children while babysitting. Youth were also trained in basic first aid and CPR techniques by American Red Cross standards. Child and Youth Programs on Andersen AFB provides a courtesy list of all certified babysitters.
