Puerto Rico finds itself in a critical defining moment in its history with an economy that has been contracting for a decade, years of fiscal imbalance, social turmoil, and a massive exodus of its citizens. At this juncture and after the epic disasters caused by hurricanes and earthquakes, it is our obligation to search for a vision for Puerto Rico. New tools and better solutions are now urgent. In an effort to adequately address these critical issues, the Puerto Rico Chamber of Commerce, Birling Capital Advisors, BDO Puerto Rico and El Nuevo Día, present the Puerto Rico Conference 2020 “Empowering Investment” to promote entrepreneurship, innovation and the systematic transformation of the Island’s economy, aimed at building a vibrant economy that is more interconnected globally, less dependent and more sustainable. This event also seeks to stimulate investment and confidence in the economy of Puerto Rico. Hosting events such as the Puerto Rico Conference is not enough to keep the momentum going and help achieve all that is needed to assist in the Transformation of Puerto Rico. Because of this and many other reasons, we have decided to launch The Transforming Puerto Rico Initiative during this edition of our Puerto Rico Conference. The Puerto Rico Conference and the Transforming Puerto Rico are both in response to most citizens’ grave concerns about Puerto Rico’s long-term economic growth and prospects. The Transforming Puerto Rico Initiative comprises a series of citizens engagements and programs that begin in the Puerto Rico Conference to create common ground and discussing how, together, we can transform the Puerto Rico economy. The Transforming Puerto Rico Initiative will lead the way to implement, promote and preserve changes to our current economic situation, that dialogue would then apply a set of goals, and we call them “Puerto Rico FIRST Goals.”

The Puerto Rico FIRST Goals are: • Transform Puerto Rico with robust economic development and sustain the growth of 4% over the next four years. • Have an industrial structure in which employment in activities related to the knowledge bases economy with not less than 25% of GNP within ten years. • Create 300,000 new jobs in the private sector in the next six years. • Increase the labor participation rate to 55% in six years. • Reduce the unemployment rate to 5% in six years. • Reduce the government apparatus by transferring to the private sector any corporation, operation, or service that the private sector can perform more efficiently. • Increase median household income by 30%, from the current $20,873.80. • Transform the educational system from primary to university level into one focused on entrepreneurship, trades and transformation. • Measure ourselves with all international metrics to maintain competitiveness. The Puerto Rico First Goals, goals that Puerto Rico needs, and this vision must be achieved and followed regardless of which party or ideology has control of Puerto Rico. The Puerto Rico First Goals should be protected, preserved, and driven by the people so that they will endure over time; these will be the goals of the people. In total, the Puerto Rico FIRST Goals create more than $15.5 billion in new economic activity, wealth creation, job growth, and education, which is before analyzing the benefits of extracting the Government from businesses that the private sector can do better. The Puerto Rico First Goals are the key to transforming Puerto Rico. We have prepared a robust agenda that will be delivered by remarkable line-up of visionary speakers, who will share their insights with us. Therefore, we hope this 2020 edition of the Puerto Rico Conference not only will educate our audience and provide valuable information about Puerto Rico’s Economic Recovery, Entrepreneurship, Knowledge-Economy, Family Business, Access to Capital, Puerto Rico’s Competitiveness, the Implementation of Puerto Rico First Goals, and many other topics of great interest, but will stimulate and energize our entrepreneurial spirit, optimism and confidence. As we all engage ourselves in the extraordinary content of the Puerto Rico Conference, and we all adopt The Transforming Puerto Rico Initiative, we become the change agents we want in the world and Puerto Rico. President Emeritus and Distinguished University Chair Tulane University
Scott S. Cowen is President Emeritus and Distinguished University Chair of Tulane University and the author, most recently, of Winnebagos on Wednesdays: How Visionary Leadership Can Transform Higher Education. He served as Tulane’s 14th president from July 1998 through June 2014 and has been named one of the top college presidents in the nation by TIME Magazine. Newsweek twice declared Tulane, under his leadership, one of the “Hottest Schools in America.” Dr. Cowen is the recipient of several national awards, including the Carnegie Corporation Academic Leadership Award and the TIAA-CREF Theodore M. Hesburgh Award for Leadership Excellence in Higher Education, as well as honorary degrees from the nation’s top institutions including the University of Notre Dame, Brown University, Yeshiva University, the University of Connecticut, and Case Western Reserve University. He was a leader in New Orleans’ recovery from Hurricane Katrina, which inflicted more than $650 million in damages to Tulane alone, and has been widely praised for helping to transform New Orleans’ K-12 public schools and health care system after the storm. For these and other efforts, Dr. Cowen was awarded the Times-Picayune’s Loving Cup, New Orleans CityBusiness named him one of the 30 “Driving Forces” in New Orleans in the last 30 years and he was named New Orleanian of the Year by Gambit. He is a member of the American Academy of Arts and Sciences, and was a member of the White House Council for Community Solutions, which advised President Barack Obama on the needs of disconnected youth. Dr. Cowen received his bachelor’s degree from the University of Connecticut and his master’s and doctorate in business administration from The George Washington University. Mr. Francisco J. Rodríguez-Castro
Presidente & CEO of Birling Capital and Chairman of the Puerto Rico Conference 2020 Mr. Rodriguez-Castro is President & CEO of Birling Capital since its creation and manages all aspects of its practice. Mr. RodriguezCastro with over 25 years of experience has been a key executive in government, global, multinational and public companies as well as a key corporate advisor to multiple entities in a diverse array of market segments. He has participated in structuring over $10 billion in Municipal Finance, Corporate, Commercial, Asset Based, AFICA and Mergers and Acquisitions transactions. Mr. Rodríguez Castro has been Managing Director at UBS, President & CEO of the Economic Development Bank and held senior lending positions in the corporate banking sector. He is also a key leader in promoting the private sectors participation in the formulation of public policy of the country supporting the governments in its efforts to achieve and maintain sustained economic development for Puerto Rico. In addition to his management roles he was the founder of the Private Sector Coalition a not for profit association. As board member of the Puerto Rico Chamber of Commerce starting in 2006 he organized, founded and Chairs the Puerto Rico Conference a Macro economic investment conference.

Chairman of the Board & CEO, Estudios Tecnicos. Inc. and PRCC Former President JOSÉ J. VILLAMIL is Chairman of the Board of the consulting firm Estudios Técnicos, Inc. He graduated from the Wharton School of Finance and Commerce of the University of Pennsylvania. He has lectured at a number of Latin American, U.S. and European universities and was a consultant to the U.N. Economic Commission for Latin America and the U.N. Latin American Economic and Social Planning Institute. He has served on the boards of a number of international organizations and was President of the Inter American Planning Society. In Puerto Rico, he has chaired the Puerto Rico Chamber of Commerce, the Puerto Rico Economics Association, was a founding Director of the Puerto Rico Community Foundation, and has served on the Economic Advisory Councils of several Governors of Puerto Rico.

Rear Admiral Peter J. Brown
White House Special Representative for Puerto Rico’s Disaster Recovery Rear Admiral Peter J. Brown, U.S. Coast Guard, serves as President Trump’s Special Representative for Puerto Rico Disaster Recovery at the White House. Admiral Brown coordinates United States Government efforts to build the infrastructure and resiliency of Puerto Rico. He recently served as United States Homeland Security Advisor and before joining the White House in July 2019, he served as Commander of the Seventh Coast Guard District headquartered in Miami, Florida. As District Commander, he was responsible for all Coast Guard operations in the Southeast United States and the Caribbean Basin, including Florida, Georgia, South Carolina, Puerto Rico and the U.S. Virgin Islands. Promoted to flag rank in 2013, Rear Admiral Brown previously served as Assistant Commandant for Response Policy at U.S. Coast Guard Headquarters where he oversaw the development of strategic response doctrine and policy guidance for all Coast Guard forces. Originally, from Somers, NY, Rear Admiral Brown is a 1985 graduate of the U. S. Coast Guard Academy with a Bachelor’s degree in chemistry. His Coast Guard career has primarily focused on sea duty and tactical law enforcement, with four afloat and three TACLET/LEDET tours of duty, including command of USCG Cutter BOUTWELL and Coast Guard TACLET South. Rear Admiral Brown earned a Master’s degree in chemistry at the University of Miami in 1991 and taught chemistry at the Coast Guard Academy from 1991-95. He earned a law degree from the University of Connecticut in 1995. Admiral Brown and his wife, Jenny, have two children, C.J. and Angela. Rear Admiral Brown’s personal awards include five Legion of Merit, five Meritorious Service Medals, two Commendation Medals, three Achievement Medals, and numerous unit and team awards.

Chief Executive Officer Discover Puerto Rico Brad Dean, originally from Illinois, holds a bachelor’s degree in Accounting from the University of Illinois and a master’s degree from Moody Bible Institute. Brad began his career in Puerto Rico, where he worked for General Electric. Brad also worked for Hard Rock Café as a unit controller and general manager. In 1998, he joined the Myrtle Beach Area Chamber of Commerce, a regional DMO, where he first served as CFO, then as CEO. Brad has 20+ years of experience in the travel & tourism industry.

GABRIEL HERNÁNDEZ is a leader, entrepreneur and expert in providing tax consulting services to clients in the US mainland and Puerto Rico, including structuring mergers, acquisitions, and outbound and inbound investments. He is the Head of the Tax Division at BDO Puerto Rico, the largest local CPA firm in Puerto Rico, serving a portfolio of more than 2,000 clients through a talented group of 14 partners and close to 200 professionals. Hernández is also the Head of Tax for the Caribbean for BDO International, the 5th largest global accounting firm with more than 1,400 offices and 67,000 employees throughout the world.
Dr. Ubaldo M. Córdova Figueroa
Executive Vicepresident, University of Puerto Rico Dr. Ubaldo M. Córdova-Figueroa is the executive vice president for Academic Affairs and Research at the University of Puerto Rico (UPR). Córdova-Figueroa is a professor in the Department of Chemical Engineering and an adjunct professor in the Department of Physics, the Bioengineering graduate program, and the Computing and Information Science and Engineering graduate program at the UPR Mayagüez (UPRM) campus. Prior to becoming executive vice president, Córdova-Figueroa held the position of Special Assistant to the Chancellor for Research, Innovation, and Creative Endeavors at UPRM. He is also a member of the Board of Directors of the Puerto Rico Science, Technology and Research Trust of Puerto Rico since August 2019. As a researcher, Córdova-Figueroa is the co-leader of a recently awarded NSF EPSCoR Track 1 grant amounting to $20M. During the past years, he has received grants from NSF and other federal agencies amounting to over $1.3M, including the NSF CAREER award. He is an expert in theoretical and simulation methods. His research lab addresses problems in fluid mechanics and interfacial phenomena. Currently, Córdova- Figueroa has a research team of 8 members. Córdova-Figueroa has an M.S. and Ph.D. in Chemical Engineering from the California Institute of Technology, and a B.S. in Chemical Engineering from UPRM. He has been author or co-author in over 20 publications. Among these, three were published in Soft Matter and highlighted in the front and back covers.

Dolmarie Mendez is the Chief Executive Officer and one of the original founders of Abartys Health, a health technology company focused on centralizing and improving healthcare processes for insurers.. Dolmarie brings over 13 years of experience in the health insurance market, specifically in benefits. Beyond her extensive knowledge of the financing and underwriting processes of the health insurance market, she is a U.S. compliance officer – helping insurance companies improve their quality standards and requisitions, build and implement products, and navigate the compliance webs of the healthcare market. In 2011 Dolmarie became a Healthcare Compliance Officer & US Policy Auditor. She is a licensed Self-insured specialist and Medical Claims & Prescription Processing Auditor. Dr. Shinto serves as CEO of InnovaCare’s subsidiaries in Puerto Rico through MMM Holdings, which includes MMM Healthcare, the island’s oldest and largest Medicare Advantage plan, managing more than 250,000 lives. From 2008 until its sale in 2012, he served as President and CEO of Aveta Inc. Prior to that position, he served as CEO of NAMM California. Before joining NAMM, Dr. Shinto was the COO and CMO for Medical Pathways Management Company. He served as Corporate Vice President of Medical Management for MedPartners from 1995-1997, before he left to become CMO for Cal Optima Health Plan, a Medicaid plan based in Orange County, Calif. Economic Development Representative PR & USVI, U.S. Economic Development Administration JUAN BAUZÁ BAYRÓN is the Department of Commerce, Economic Development Administration (EDA) Representative (EDR) for PR & USVI. He also serves as the Field Coordinator for the Economic Recovery Support Function in Puerto Rico, under the National Disaster Recovery Framework. As EDR, he led the team drafting the Economic Recovery Courses of Action in the PR Economic Recovery Plan. Prior to working with EDA, Bauzá held the position of Economic Development Specialist (EDS) for the Small Business Administration for the Puerto Rico & USVI Field Office. He grew up in the business working at Borschow Drug, a medical supply and pharmaceutical distribution company started by his grandfather in 1951 and sold to Cardinal Health (CAH) in 2008. After graduating from Harvard College and leading the sale of the family business in 2008, Jason launched Abarca, a pharmacy benefit management company with an entirely different approach to technology and business practices, and a corporate culture unlike any other company in the industry. The company serves over 3.2 million patients, managing over 75 million prescriptions transactions annually across Puerto Rico and the United States. José Domingo Pérez, P.E. is a former president of the General Contractors Association of Puerto Rico, of the Civil Engineers Institute, and of the Engineers and Surveyors Association of Puerto Rico. Engineer Pérez is president and founder of Caribe Tecno, Inc., a construction firm that has developed and built nationally and internationally awarded projects, such as hospitals, stadiums, coliseums, tourist docks, urban train buildings, office and industrial buildings, extensive parks and urban spaces, dozens of educational facilities and thousands of individual and multi-family housing units. In addition to being an engineer and surveyor, he supports the development of the arts as a member of the Board of Directors of the Art Museum of Puerto Rico. Secretary, Puerto Rico Department of Housing Governor Wanda Vázquez Garced nominated the Secretary of the Department of Housing, Mr. Luis Carlos Fernández Trinchet, Esq., CFA on Tuesday, February 28, 2020. Before being confirmed as Secretary of Housing (February 13, 2020), he served as Executive Director at the Puerto Rico Housing Financing Authority (PRHFA) and President of the Economic Development Bank for Puerto Rico (EDB). He has held various executive positions in private banks, standing out mainly in the areas of investments, private banking, individual and corporate trusts, securities issues, contributions, and successions. In the public sector, his execution has emphasized financing, housing tax credits (federal and local), financial structures, investments in different sectors, CDBG-DR, opportunity zones, and HOME funds. Fernández Trinchet has a bachelor’s degree in Business Administration from the University of Puerto Rico and a master’s degree in Business Administration with an emphasis in finance, business environment and public policy from the University of Rochester, New York. He obtained a Juris Doctor from the University of Puerto Rico and is a Chartered Financial Analyst (CFA Institute).

Secretary of State of Puerto Rico Hon. Elmer Román is a Puerto Rican government official and military officer. In December 2019, he was designated as Secretary of State of Puerto Rico by governor Wanda Vázquez Garced. He was appointed as the secretary of Puerto Rico Department of Public Safety on April 9, 2019, succeeding Héctor Pesquera. Secretary Román is from Villas del Cafetal in Yauco, Puerto Rico. He completed a bachelor’s in mechanical engineering at University of Puerto Rico at Mayagüez and a master’s in systems engineering at Virginia Tech. He completed executive development courses at John F. Kennedy School of Government and is currently completing a doctor of administration at Colorado Technical University. πSecretary Román discovered his passion for military as a member of the Civil Air Patrol where he earned the General Carl A Spaatz Award, the highest award in the Civil Air Patrol cadet program. Went on to serve in the United States Marine Corps as a Platoon Sergeant, 4th Light Armored Reconnaissance Battalion. Other military positions include with the Office of Naval Research as Regional Director, U.S. Embassy Santiago, Chile; Director, Joint Capability Technology Demonstration and Commanding Officer, NR NAVSEA Supervisor of Salvage and Diving Unit in the U.S. Navy Reserve. Carlos Trápaga Fonalledas is CEO & President of TraFon Group, Inc., an import and export food distribution company headquartered in San Juan, P.R. TraFon has over 300,000 square feet of refrigerated storage facilities and over 200 employees in its combined facilities. Carlos began his career in the highly competitive world of international banking, focused on asset management for Latin American clients. He was recruited and hired by ABN AMRO, a Dutch-owned bank, at the time one of the largest banks in the World with operations in 63 countries and over 110,000 employees. After three years with ABN AMRO, rising to the position of Vice-President of Portfolio Management, he relocated from Miami to Puerto Rico. There, Carlos’ extensive banking experience led to a new position with Banco Popular as Assistant Vice-President of Popular Asset Management. After a very successful fiveyear stint with Banco Popular, having been promoted to the position of Vice-President and Sales Manager for Popular Securities, Carlos decided to pivot into the world of entrepreneurship. In 2005, Mr. Trápaga and his family acquired Star Meat a food distribution and processing company. With Carlos as President and CEO, the company began to grow, tripling sales in the first two years. In 2007, the company founded Caribbean Cold Storage and Logistics, and two years later acquired Packers Provisions and Provisiones Legrand. The expanded company was renamed TraFon Group in 2009. Carlos is committed to a wide range of activities in support of a variety of social causes. Mr. Trápaga has previously served on the Board of Trustees of the Museo de Arte de Puerto Rico as well as on the LatinAmerican Board of Georgetown University. Mr. Rodrick Miller Chief Executive Officer, Invest Puerto Rico Rodrick Miller comes to Invest Puerto Rico after leading Ascendant Global, an economic development firm focused on providing bold growth solutions to help economies sustain themselves and gain jobs and private investment. Before that, he was President and CEO of the Detroit Economic Growth Corporation, the public-private partnership charged with leading the economic revitalization of the city of Detroit. Miller also served as the founding president and CEO of the New Orleans Business Alliance, the official economic development organization for the City of New Orleans. As the leader on economic recovery, Miller focused the organization’s efforts on lowering barriers to entry in the marketplace, increasing transparency, and developing approaches to drive inclusive economic growth. With numerous accolades under his belt, Miller is one of the foremost economic development leaders in the country, respected for his ability to maneuver in complex political and business environments, and craft strategies and structure deals to provide long-term value to communities and investors. He holds a Master of Public Policy from Harvard University’s Kennedy School of Government and a Bachelor of Science degree in international business from St. Augustine’s College. Moderator: Mr. Miguel L. Vargas Jiménez Executive Director & CEO Miguel L. Vargas-Jiménez began his professional career at Citibank, N.A. as a participant in the Executive Management Trainee Program, reaching the position of Resident Vice President in charge of the credit card business for Citibank/Citicorp in Puerto Rico, the Virgin Islands and Mexico. In 1989 he joined Chase Manhattan Bank, N.A. as Vice Pres-ident of Marketing, Corporate Relations and Non Branch Business. For 1990, he is hired by Visa International to develop the Caribbean credit card market as Vice President and General Manager, establishing the Caribbean Regional Office of Visa International in San Juan. In the year 2000, Mr. Vargas joined GM Group and Evertec as Director of Marketing, Communications and Corporate Relations, maintaining that position until 2005 when he joined MasterCard Worldwide as General Manager for Puerto Rico and the Virgin Is-lands. Since the year 2012, Mr. Vargas serves as lecturer at the Universidad del Este in Caroli-na and as an independent consultant with Bank Solutions Group LLC. In June 2016, he joined the staff of the Puerto Rico Chamber of Commerce as Executive Director and CEO of the institution. Community service is a major issue for Mr. Vargas which has led him to join the board of trustees and perform volunteer work at the Better Business Bureau, the Puerto Rico Community Foundation, SER de Puerto Rico, Boy Scouts of America Puerto Rico Coun-cil, Puerto Rico Museum of Art and other institutions. Born in San Juan, Puerto Rico, Mr. Vargas holds a Bachelor’s Degree in Business Ad-ministration from the University of Puerto Rico (Rio Piedras) and a Master’s Degree in Business Administration from the University of Michigan (Ann Arbor).
Mr. José F. Méndez Méndez President Ana G. Méndez University System Inc. JOSÉ F. MÉNDEZ-MÉNDEZ was appointed President of the Universidad Ana G. Méndez in August 2016. Upon assuming the presidency, he proposed to be an agent of change to promote a culture of innovation in all its institutions in Puerto Rico and the Continental United States, comprised by more than 2,000 administrative associates and professors and over 35,000 students. He started his professional life at Sistema TV (Channel 40) in 1984. He assumed increased responsibilities until becoming Vice President and General Manager. In 2002, he was appointed Director and later Associate Vice President for Corporate and International Affairs at the university. In 2009, he became Executive Vice President, whose responsibilities included the expansion and development of the institution’s off-campus centers in Puerto Rico and the Continental USA.

Mr. Manuel J. Fernós, Esq. President Inter American University of Puerto Rico Manuel J. Fernós, Esq. has devoted a great part of his life to promoting social, ethical and professional formation of the youth. As an educator he has held the following educational and administrative positions at the Inter American University of Puerto Rico: Professor of the School of Law since 1979, Dean of the School of Law (1985-1992), Chancellor of the Metropolitan Campus (1992-1999) and has been University President since 1999. During his incumbency as President of the Inter American University of Puerto Rico, he has succeeded in increasing academic offerings and has achieved a 50 million-dollar expansion in construction projects, among which a new building for the School of Optometry at the Bayamón Campus, a new building for the Computer Science and Telecommunications Center at the San German Campus, a Student Center at the Barranquitas Campus, the construction of dormitories at the Bayamón Campus and the expansion of facilities at the Aguadilla, Arecibo, Fajardo, Guayama and Ponce campuses, and at the School of law. He established the Assistant Vice-Presidency for Distance Learning and Technological Development for the support of a continuously growing Distance Learning Academic Program with over 18,000 student enrollments in 18 academic programs. In addition, he achieved the expansion of the Exchange and International Cooperation Programs, which at present include more than 100 agreements with prestigious institutions located in 15 countries in North America, Europe and Latin America. Manuel J. Fernós is also member of the boards of various associations and organizations working in the field of higher education.
Dr. Carlos A. Quiñones Alfonso Founder and President Dewey University Carlos A. Quiñones-Alfonso is the Founder and President of Dewey University; Institution of higher education in PR, established since 1992. He is currently a member of the Chamber of Commerce of PR and the Association of Industrialists of PR. He stands out in his professional career that he has dedicated to the development of this university and education in Puerto Rico. His Ph.D. is in Organizational Design and her Masters in Education, being the last one studied at Harvard University. His undergraduate studies are from the University of Puerto Rico, Río Piedras Campus. On several occasions, Caribbean Business recognized him as the only educator, within the recognized Top 10 Business Leaders and Influential Businessman group.

Mrs. Gladys Nieves, P.E. President EDP University of Puerto Rico Inc. Gladys Nieves Vázquez, was born in San Juan, Puerto Rico. The third of four sons of the founders of former EDP College. She studied at Syracuse University, and University of Puerto Rico at Mayagüez where she was awarded a Bachelor’s Degree in Industrial Engineering. She acquired a Master’s Degree in Business Administration from the University of Puerto Rico at Río Piedras while she worked for Johnson & Johnson where began to apply her knowledge of total quality management. In 1997, after the death of her father, she took over the management of EDP College, becoming the youngest President at the national level of post-secondary institutions. In 2009, she announced along with her mother Gladys Vázquez the conversion of the nature of the Institution from “for profit” to a “nonprofit” institution. As another one of her achievements as President she managed to accredit the institution by Middle States Commission on higher Education and change, in 2013, from College status to University. Gladys Nieves Vázquez represented, for 8 years, the Institute of Industrial Engineers in the Disciplinary Court of the Association of Engineers. She is second Vice President of the Association of Colleges and Private Universities (ACUP), Secretary of Hispanic Educational Technology Services (HETS) and member of the Board of Directors of the Association of Private Education and Asociación Productos Hechos en Puerto Rico.
Mrs. Verónica Colón Rosario Director Holberton School Puerto Rico Verónica Colón-Rosario joined Holberton School in January 2020 as the Director of the Puerto Rico Campus. Before Holberton, Verónica was a Program Manager at Grupo Guayacán, Inc., a 23-year-track non-profit that supports the entrepreneurial community in Puerto Rico. Her role at Guayacán was managing the I-Corps PR Program, which helps entrepreneurs validate their business idea. Prior to that, Verónica worked as a Social Scientist for the Directorate of Social and Economic Sciences at the National Science Foundation, and at The Woodrow Wilson International Center for Scholars as a Program Associate for the Latin American Program. She received her B.A. in Psychology from the University of Puerto Rico, Río Piedras Campus, and after graduating joined the National Institutes of Health as a research fellow. She received her M.A. in Latin American Studies from the Edmund A. Walsh School of Foreign Service of Georgetown University and has also completed Georgetown University’s Certificate in International Business Management.

ARTURO L. CARRIÓN has over 60 years’ experience in the banking industry. From 1955 until 1986 he served at Banco Popular de Puerto Rico. At the time of his retirement, he was Executive Vice President, supervising the Business Development Corporate Services, International Services, Public Relations, and Advertising Divisions of the Bank. Upon his retirement from Banco Popular in 1986, he became Executive Vice President of the Puerto Rico Bankers Association. He is a BBA graduate with a major in economics from the University of Puerto Rico; a graduate of the American Institute of Banking where he was a professor of banking courses for 19 years; and a graduate from the Stonier Graduate School of Banking of the American Bankers Association at Rutgers University.
Mr. Ignacio Álvarez, Esq. President & CEO, Popular, Inc. Ignacio Alvarez has been President and Chief Executive Officer of Popular, Inc. since July 1, 2017. He previously served as President and Chief Operating Officer from 2014 to 2017 and as Chief Legal Officer from 2010 to 2014. Prior to joining Popular, Alvarez was one of the founding partners of Pietrantoni Mendez & Alvarez LLP, one of the leading law firms in Puerto Rico. Alvarez, who specialized in corporate and banking law, was key in the firm’s success for 18 years. Alvarez was born in Havana, Cuba in 1958. He obtained his bachelor’s degree from Georgetown University, Magna Cum Laude, in 1980. He studied law at Harvard University, graduating Cum Laude in 1983. In that same year, he was admitted to practice law in the state of Florida and in the Commonwealth of Puerto Rico. He was an Adjunct Professor and Lecturer at the University of Puerto Rico Law School from 1988 to 1992. He has been a member of the Board of Regents of Georgetown University since October 2008. Alvarez is currently a member of the Board of Directors of Popular, Inc. and several of its subsidiaries, including Banco Popular de Puerto Rico and Banco Popular North America.

Mr. Michael McDonald Executive Vice President & Business Group Executive, FirstBank Puerto Rico With over 30 years of experience in various senior executive roles within the financial services industry, Michael McDonald, has extensive expertise in asset management, investment banking and commercial banking. As Business Group Director of Firstbank Puerto Rico, Michael over-sees Corporate Banking, Business Banking, Commercial Transaction Banking, Platinum Banking, and FirstBank Securities. He leads a team of more than 20 seasoned relationship officers re-sponsible for a loan portfolio of more than $2 billion. His team also provides support in under-writing, structuring and relationship management to other departments and affiliates of the Bank including the USVI and FirstBank Florida. Prior to Firstbank, Michael was President of a leading bank-owned securities and retail broker-age firm where he developed strategies to gather and manage retail and institutional financial assets while managing complex control and regulatory issues. Throughout his career, he has advised large and small, private and public companies in the areas of financial strategy and capital raising. Michael has a B.A. from Boston College and M.B.A from the Harvard Business School.
Mr. Rodolfo Sánchez-Colberg Managing Partner, Parliament Capital Management (“PCM”) Mr. Sánchez-Colberg, a seasoned credit and investment management professional, is the co-founder and Managing Partner of Parliament Capital Management (“PCM”), a San Juan based fund manager with a focus on direct lending and other credit opportunities. Since the launch of PCM’s investment advisory business in 2015, PCM has originated over $250MM in loans to small and middle market companies in Puerto Rico and the US. Prior to founding PCM, he served as Chief Executive Officer and Managing Partner of Operating Partners Co, LLC (“OPC”) and affiliates, a group of companies specializing on investments in credit opportunities and special situations with over $3.3 billion in assets under management, including consumer, commercial and real estate loan portfolios, both performing and non-performing. Through OPC, Rodolfo also led a number of transactions of distressed receivables portfolios and other special opportunities in Latin America and Europe. Rodolfo has a B.A. in Management and Information Systems from the Polytechnic University of Puerto Rico and successfully completed the Regional Entrepreneurship Acceleration Program (REAP) from the Sloan School of Management of the Massachusetts Institute of Technology (MIT). He serves as Chairman of the Board of Trustees for the Instituto Psicopedagógico de Puerto Rico and is a Member of the Board of Directors of Accepta, LLC, a payment processing company. Mr. Josué E. Rivera State Director – Puerto Rico, Rural Development, U.S. Department of Agriculture
JOSUE E. RIVERA was appointed State Director of the U.S. Department of Agriculture (USDA), Rural Development (RD) in Puerto Rico in 2018 and served as the Chairman of the State Food and Agriculture Council (SFAC). Mr. Rivera also completed the largest public utility restructuring in Rural Development’s portfolio, a $423 million transaction involving the Puerto Rico Aqueduct and Sewer Authority (PRASA). Previously, Mr. Rivera was a policy advisor with the Puerto Rico Federal Affairs Administration (PRFAA), in Washington, DC. He has worked directly with FEMA’s National Response Coordination Center (NRCC) and the National Business Emergency Operations Center (NBEOC) to expedite recovery efforts. He also led advocacy sessions and delegations to Capitol Hill whose work ultimately resulted in the appropriation of $55 billion in disaster supplemental funds for Puerto Rico.
Mr. Carlos López-Lay President & CEO of Bella Group CARLOS A. LÓPEZ-LAY is the President & CEO of Bella Group, the only Puerto Rican automotive distribution company on the Island. The company has over 700 employees and generates more than $500 million in sales. He is the founder of the #Yonomequito social movement, a grass roots effort to uplift and inspire the community to work together for Puerto Rico. López-Lay holds a B.A. in Political Science and Business Administration from Mount St. Mary’s College, a J.D. from the Inter American University of Puerto Rico, and graduated from the Owner/President Management Program at Harvard University. He has been recognized with prestigious awards like the “Top 10 Business Leaders in Puerto Rico Hall of Fame”, “Top Management Award”, and “Top Business Partner of the Year”, among others, including being selected as one of Puerto Rico’s Top Employers on nine occasions.

Mr. Federico Stubbe, Jr. President, PRISA Group Federico Stubbe Jr. is President of PRISA Group, a family-owned developer and builder of residential, resort, hospitality, gaming and entertainment projects in Puerto Rico and Florida. PRISA is developer, builder and partner in the $1.5 billion, 1,400-acre Dorado Beach Resort. During the last four years, the firm has completed close to $1billion in tourism-related projects on time and on budget, including the $340 million Dorado Beach, A Ritz-Carlton Reserve and Residences, three Hyatt Place hotels, one Hyatt House hotel, and two casinos. PRISA’s Hyatt portfolio resulted in it being named Hyatt’s 2014 Americas’ Developer of the Year. In addition, the firm has six residential projects in various stages of construction. Mr. Stubbe recently completed three Marriott select service hotels in Orlando and Tampa, Florida, An Element by Westin is close to opening in Orlando. In addition, PRISA is also developing El Distrito San Juan, a $175 million state-of-the-art urban entertainment district incorporating a 177-room Aloft hotel, a 6,000-spectator performance hall, cinemas, nightclub, rum distillery, zip line, restaurants and bars, among other offerings. El Distrito is currently in construction and scheduled to open Spring 2020. PRISA recently broke ground on Dorado Beach Health, a $110 million, 107-bed health facility in collaboration with Johns Hopkins Medicine, scheduled to open in 2021. Mr. Stubbe is currently Chairman of the Board of The TASIS School in Dorado, a PPK through 12th grade 900-student private school founded by his parents. He holds a bachelor’s degree from Georgetown University, and MBA and Civil Engineering degrees from MIT and its Sloan School of Management.
