California judges manual for working on cases where a litigant is self-represented, or "pro per." Published by the Judicial Council of California. In California courts, as many as 70 percent of people use the courts without a lawyer, almost always because they can't afford an attorney. Most judges do not like pro per parties and are biased against them.
