Jean Jones, Executive Director, San Diego Fire Foundation, Frank Ault, President, San Diego Fire Foundation, Fire Chief Rick Marinelli, JCFPD, Jack Shelver,President JCFPD Board. The Julian Cuyamaca Fire Protection District made a special presentation at the pre-parade ceremonies to acknowledge the effort and assistance of the San Diego Fire Foundation for helping secure the necessary grant funding for their newest apparatus, highlighting the difficulty small independent district face in acquiring equipment. Frank Ault , President of the San Diego Fire Foundation accepted the plaque for the foundation and for Qualcomm who was the major financial contributor to the grant the district received for the purchase. A ceremonial ribbon cutting followed with board president Jack Shelver and Mr Ault.

Sheriff’s Report 07-01-15 @ 07:00 PM, Julian Deputies were investigating a possible DV in Downtown Julian. The 45 year old male, a Julian resident was arrested for an out of state felony warrant and booked into SD Jail. The DV was determined to be unfounded. 06-30-15 @ 6:00 PM, solo vehicle rollover west bound 78 at Pine Hills Rd, Julian. Minor injury to a Ramona resident. Appears the driver weaved to the right shoulder, severely overcorrected and rolled the car. We see a lot of these when people get drowsy or are distracted by their phones, be careful folks. 06-28-15 @ 06:47 AM, the Ranchita Deputy went to a residence in Shelter Valley to check on a possible disturbance. A 22 year old resident was arrested for public intoxication and booked into Vista Jail...

San Dieguito River Valley Conservancy - “Exec Trek”
Read To The Rhythm On Thursday
The Executive Director of the San Dieguito River Valley Conservancy, Trish Boaz, invites hikers and nature lovers to join her on Saturday, July 25 from 8:30am – 12:00pm for an Exec Trek at Volcan Mountain in Julian, the headwaters of the San Dieguito River. This event is free. Reservations appreciated. The Volcan Mountain Wilderness Preserve is home to mixed conifer, oak and cedar forest, native grassland and seasonal ponds. The woodland transitions to desert chaparral on the rugged, drier, east side of the ridge. This extensive montane ecosystem supports many sensitive plant and animal species. Two trails take visitors to the summit of Volcan Mountain, with sweeping views of Earthquake (Shelter) Valley and the Salton Sea. A clear day may even reveal the ocean beyond the rolling expanse of Santa Ysabel Valley. The Five Oaks Trail is a beautiful retreat from the main route, with examples of each of the oak species that give the trail its name. The striking entry monument was designed by architect James Hubbell and constructed by dedicated volunteers. Volcan Mountain Wilderness Preserve is accessible from Farmer Road north of Julian. Please join us at the Julian Branch Library as we Read to the Rhythm on Thursday, July 9 at 10:30 AM with this week’s performer and musical instructor, Benjamin Williams. Williams will be bringing percussion instruments for all youth to participate in this program. Benjamin Williams is a true renaissance performer. He is a drummer, vocalist, dancer, choreographer, actor, and storyteller. He is a masterful percussionist that plays more than 20 different instruments. He has studied Congolese, Ghanaian, and Afro-Haitian drumming and dancing for two decades. His drumming and vocals have been featured on several recordings. He has appeared on television and internet entertainment programs and has performed throughout Europe. Today he often travels as dancer and lead drummer with the Ancient Modern Dance Ensemble of Marin County and Maui. He performs at major events throughout the world and teaches multicultural educational workshops at universities, businesses and schools across the country. His multicultural workshops are fun, educational, and inspiring for everyone. Benjamin has a lively spirit and a contagious happiness to his music. He believes the old African Proverb “If you can talk you can sing. If you can walk you can dance”. Benjamin brings laughter, fun and excitement to every event so each participant can have a truly remarkable experience! He is dedicated to sharing his music with adults and children for all cultures of the world because he knows it will enrich our lives. Join in the fun at the library. “The Picnic” is an annual event hosted by and for the Julian Chamber of Commerce and the Julian Merchants Association. It will be staged at Menghini Winery on Wednesday, July 15, at 6 p.m. Members are encouraged to attend as well as non-members. A buffet style dinner will be served, followed by a business/social hour. The western themed dinner will be prepared by a local couple, Jim and Jan Sheridan, owners of Chuckeagonguy Catering. The menu will feature BBQ baby back ribs, BBQ chicken, pulled pork, threecheese mac & cheese, finishing with a spinach strawberry salad topped with almonds. Liz Smothers, owner of Julian Pie Co. will provide her famous apple cobbler for dessert. .Dinner will be priced at $15 per person for members and $20 for non-members. Drinks and water will be sold and prices separately. The announcement of the “2015 Merchant of the Year” will be the highlight of the evening. Last year’s Merchant of the Year honor was held by Jeremy Manley, owner of Jeremy’s on the Hill California Style Bistro in Wynola. He was an excellent ambassador for the town of Julian. All Merchant of the Year representatives receive a special proclamation signed by Diane Jacob, San Diego County Supervisor. The proclamation emphasizes accomplishments, donated time to the community for various events, dedication to the town of Julian and actions promoting various venues. Julian News Takes A Trip To The Pacific Northwest
County, CAL FIRE Launch Paramedic Service At Intermountain Fire Station The San Diego County Fire Authority and CAL FIRE are making a major upgrade to fire and emergency medical services at the County’s Intermountain fire station. Starting July 1, new, around-theclock paramedic service will be offered for the first time ever. The station is located east of Ramona along CA-78, a main route to Julian. The upgrade is part of an overall effort to increase paramedic capabilities throughout the County Fire Authority’s service area. A new paramedic engine at Intermountain is the sixth that the County Fire Authority has added over the past few years. Other new, County Fire Authority-funded paramedic engines now operate out of the Otay, Jamul, Lake Morena, Pine Valley and Descanso stations. “This is a big step forward in our backcountry and represents our latest effort to bolster emergency medical services for residents across the region,” said Supervisor Dianne Jacob. “In the past dozen years, the county has invested more than $320 million on fire protection and emergency medical improvements, and bringing paramedic support to Intermountain builds on that.” In Ramona, the area surrounding the Intermountain fire station is well-populated and CA-78 is busy, with traffic-related incidents that require medical intervention and paramedic response. Starting July 1 at 6 p.m., a County-funded, CAL FIRE-staffed paramedic fire engine will begin serving the area 24/7. New staff positions include a fire captain, two fire apparatus engineers and three firefighter paramedics. This is the first time in history that the station has been staffed at this level. “This is an exciting time in the evolution of County Fire,” said Tony Mecham, Chief of CAL FIRE San Diego Unit and County Fire. The ongoing cooperation between CAL FIRE and the County of San Diego enhances public safety when it comes to all types of emergencies. The Intermountain fire station is located at 25858 CA-78, Ramona

If you made it to the Library Tuesday night for Music on the Mountain you already are aware of the wonderful song writing and vocal talents of Christine Parker. Raised in Southern California, she began playing piano at the early age of 4 when her parents noticed her affinity for all things music. She fell in love with song writing as a teenager after composing her first song on the guitar, and continued to write and play music as she pursued education and a career. After realizing music and song writing needed to become more center stage, Christine began playing venues while living in the midwest. She has won over crowds with her pure and soulful vocals and engaging lyrics. Her just released full length CD “Looking Glass”will be featured throughout Fridays performance at Wynola Pizza from six to nine. Welcome her to the back country. Visiting Old Haunts
So we piled in Peter’s little car and set off for one of the nicer areas of town, pointing out landmarks and talking of historical events along the way. Bucharest has lots of history, almost as much history as traffic. Arriving at the shady, quiet Strada (that’s ‘street’ in case you haven’t guessed) Dr. Grigore Mora we extracted ourselves from the vehicle and Linda looked with some confusion at two houses. “This is the address,” she said, “but this house has three stories while mine only had two…maybe it’s that one,” she pointed to the two story house at the left. All was quiet and we hovered between indecision and a feeling we should now leave when a couple came out the door of the three-story villa with the ‘right’ address. We explained our mission. “We don’t live here,” they said, “but…the door’s open.” They smiled. So we smiled back and intruded, climbing a set of stairs that Linda thought was familiar to the second floor. “This is it,” she said excitedly when she saw the door, “This is the apartment!” We rang the bell and a young woman appeared. She taught English so communication wasn’t a problem but, “I don’t think that can be possible,” she said as we stood in the stairwell craning our necks to look in, “my mother has lived here since she was two and she’s now 76.” We compared dates, did some simple math to find it worked, but the clincher was the photo Linda pulled out of her purse. “This is my twin sister and me on the back balcony,” she said. The young woman looked at the old black and white picture in amazement. “That’s our balcony! It still has the same tiles!” Let’s hear it for well-made tiles. We were immediately invited in and given a tour. “Yes, this is my parents’ bedroom….this is where we slept….the kitchen is different.” “It’s been remodled…” our hostess interjected. Pictures were taken, addresses exchanged. The young woman’s family had lived in the apartment ever since Linda’s family had moved out, sharing it with another family (or maybe two) during the first bad years of communism, but now happily in full possession. And the third story? It had been added in the ‘40s. Linda’s memory wasn’t at fault.
The Hole In The Wall Gang
Some people who know me, or think they know me, think I’m a liberal. I’m neither liberal nor conservative, neither Republican nor Democrat. I’m a person who asks questions. For instance, I recently saw a facebook posting where the person declared that President Obama is the worst president we have ever had. I ask, “Compared to what?” Do these people have any interest in discovering the history of our country? Or maybe they just want to be led like so many sheep, without having to create an original thought. When some people voice what appear to be their opinions, I often ask them how they arrived at that opinion. What brought their experiences around to developing that opinion? Often I don’t get an answer because many people talk like parrots. They hear an opinion, they don’t check the facts and they take it as their own. I try to avoid getting trapped into doing this. I like to be able to say “In my opinion…” which is similar to saying “These are my thoughts.” Or I check for facts. I have friends who I describe as Conservative Christians. Since I’m not particularly conservative, they automatically assume that my opinions are very different than their own opinions. For instance a conservative friend of mine is 100% against abortion. This person thinks that I’m completely in favor of abortion because I’m a liberal in this person’s opinion. Don’t make assumptions about me or about anyone else. One reason they think I’m totally in favor of abortion is that I ask questions. I never seem to get answers to these questions. For instance, when a mother’s health is at risk if she continues her pregnancy, if she may die if her pregnancy comes to full term, why do these pro-lifers think it’s better to save the baby who isn’t yet able to live on its own, rather than saving the mother’s life? Pardon me for saying so, but this just doesn’t make sense to me. Another question that comes to my mind is “Are you going to take all responsibility for the entire life of that baby? Having basically killed the mother to save the child, are you going to raise that child in your home? Are you going to take financial responsibility for that child as it grows and pay for it to go to college? If a woman wants to rid herself of an unwanted pregnancy, who among you will take her into your home, making sure she will take no drugs, drink no alcohol, smoke no cigarettes or any other substance, eat only healthy foods in a healthy amount and drink only liquids that are good for her in amounts that are healthy? Who among you prolifers will make sure that woman who is carrying an unwanted child will remain in a positive state of mind throughout her pregnancy? If you talk a druggie into keeping her child throughout a full term pregnancy, are you going to take that drug addicted baby into your home for the 18 problem filled years? Years that may be a living hell for you and the rest of your family? These questions do not mean that I am in favor of abortion. They simply mean that I ask questions. I am not, nor have I ever been in favor of recreational sex. I don’t compare sex to a game of Foosball where the players play fast and furious for a short time and then walk away. I think of sex as a commitment where the results of a single moment’s actions may last a lifetime. When my sons were in junior high school, I talked with them about sex. One of the things I told them was that if either of them got a girl pregnant, She’d better be very important to him and he should plan to marry her. I believe that sex is important in a committed relationship and should not be part of any relationship where commitment doesn’t exist. Thinking the way I do, to me the next logical step is that if sex is casual without commitment, then pregnancy is a casual result and abortion is the next step. This is wrong in my mind. First, pregnancy should not occur unless it is a happy event for both parents. Next, if a woman gets pregnant, she should plan on caring for her child through the entire length of her pregnancy. Fathers should plan to support the child until that child turns 18. The father should plan to support the child beyond the age of 18 if need be. I also believe that if a man gets a woman pregnant and doesn’t pay any support, he should go to jail so he doesn’t create more pregnancies, or he can get a vasectomy as an alternative. All of these things can happen in a perfect world. However, we know our world isn’t perfect. So now I ask questions. What happens to the unborn child of a rape victim? That woman will possibly resent the child growing inside of her. She will possibly be in a very bad mood the entire time she is pregnant, which will certainly affect the baby. Who will care for that child once it is born? And who will care for it as it grows to an adult? Generally, I’m not in favor of abortion. However, I can imagine circumstances, like a mother risking her life by keeping the unborn child within her, where individual decisions should be made. I am definitely not in favor of keeping a baby who may not be able to live anyway, and killing the mother to make certain that the baby stays safe. I put a lot of thought to these ideas and I hope others also think of this issue completely before making decisions. I respect people who make informed decisions. These are my thoughts.

Linda and her husband were waiting in the lobby of the Bucharest Intercontinental Hotel. Petite, blond, well-dressed, you never would have guessed she was 80 years old though you might have guessed she was on a mission by her eager look and quick step. Linda wanted to see the house where she was born. It was 1934 and her father was in the US Embassy in Bucharest. Linda’s mother had a midwife at home who helped deliver twin girls in the back bedroom and the family continued to live in that apartment, the second floor of a two-story villa, for four more years. Linda remembered it well.

Cuba Cuba is a large island. It is almost 800 miles long and 120 miles wide. At almost 43,000 square miles it is about the size of Virginia or Tennessee. Its size is dwarfed by its history of conflict, turmoil, violence and revolution. It is a country that has only bestowed wealth on those that have been in control except for a time in the twentieth century when Cuba boasted a robust middle class and progressive societal advances in health and education compared to the world at large. Cuba’s history in the western world is as old as America’s. The difference is that Cuba has never been able to throw the yoke of foreign powers or even its own native born oppressive regimes off the backs of its own people. Columbus discovered Cuba in 1492 and by 1500 the native population and the island were claimed by Spain. By the mid 1500’s the native Indian population was decimated by disease and oppression by the Spanish. Cuba has always been the Caribbean gem. In addition to Spain, the British and French have laid claim to Cuba at various times and indeed the Confederate States eyed the island as becoming part of its sphere of influence. Popular uprisings throughout its history though, have returned Cuba to the “people” only to be oppressed from within. Until the late 1800’s Cuba seems to have always been in conflict or waging war against the Spanish who brought slavery to the island in the 1500’s to take
advantage of the rich agriculture of sugar cane. Slavery wasn’t banned in Cuba until 1866. In 1898 the United States fought in Cuba as part of the Spanish American War, ostensibly to aid the Cuban people in their revolution against Spain. America not only got the Philippines, Guam and Puerto Rico as a result of the Treaty of Paris, they also got control of Guantanamo Bay in Cuba for the lease price of $2,000.00 in 1906. In the twentieth century Cubans became more and more in conflict with their native born rulers who sought financial gain by oppressing their own people. No one is more prominent than Fulgencio Batista who got control of the Island in a revolt in 1933 against Gerardo Machado. He gained control of the military and eventually ran for and won the Presidency in 1940 and ruled until the end of his term in 1944. He ran again in 1952 after returning from the U.S. but faced with a sure loss at the polls, he took control of the military and in a coup, took dictatorial control of the country. Without doubt, Batista abused his position, jailing thousands who opposed him and carrying out as many as 20,000 executions and casualties against the populace who were in constant conflict with his rule. He sold out to the interests of the Mafia who controlled gambling, drugs and prostitution on the island and he colluded with the wealthy landowners and corporations doing business in Cuba. He received financial and military support from the U.S. during this period. Fidel Castro entered the Cuban political scene in the early 50’s. He had participated in rebellions in the Dominican Republic and Colombia and was studying law at the University of Havana where he was writing petitions to have Batista removed from office. In 1953 he picked up his gun so to speak and led a raid on the Moncada army barracks. The attack failed and Castro was sentence to fifteen years in prison. He was released after a year and fled to Mexico with his brother Raul. While in Mexico he met Che Gueverra and they

Ultimately Castro with his 80 men returned by boat to Cuba in December, 1956. They were days late to support an uprising by another leader of the movement. Castro’s initial guerilla campaigns of hit and run against Batista were of little consequence or met with failure. His campaign to mobilize the populace was brilliant though and eventually his military campaign toppled the Batista regime which lost the support of the U.S. because of its brutality. Castro suffered no fools during the revolution and his dictatorial manner was evident as soon as he took control of the island in 1959. He was 33 years old. By 1960 Castro began to nationalize or expropriate businesses in Cuba. Oil companies, ITT, United Fruit, newspapers, TV and other forms of communication came under state control. Cuban business owners, landholders the middle class and the Mafia fled Cuba for other Caribbean islands and the U.S. Castro made immediate overtures to the Soviet Union who in exchange for military bases in Cuba, propped up his regime financially and militarily. In retaliation the U.S. set up the failed Bay of Pigs Invasion where Cuban nationals invaded the island with the help of the CIA and military to wrest control from Castro. The U.S. embargoed the island in early 1962. Russian nuclear missiles were discovered in Cuba shortly thereafter and the October Cuban Missile Crisis came within a hair-breath of nuclear conflagration. Castro has lead his nation with an iron-hand. It is a poor country with all the traits of a third world nation despite having some of the largest nickel reserves and cobalt in the world. It is a nation of secret police, political prisoners and constant reports of humanitarian abuse and media control. Cuban forays into other nations in the Caribbean, South and Central America and Africa fighting proxy wars have been condemned throughout the world. Cuba has not had a change in leadership in over fifty years save
for the passing of the sword from one brother to another who is just as ruthless. While the Castro’s have often been pictured in fatigues as simple men of the people, the truth is that they are wealthy beyond measure and lead lives commensurate with their financial status. After the Soviet collapse, Cuba’s economy has collapsed as well. Its people have suffered the same indignity they have suffered for 500 years. Over a million people have fled Cuba since the dictatorial Castro has taken control. Our President wants to reestablish relations with a country who is led by a dictator. Have they made concessions to living up to basic human rights? Spending their resources on its people? Becoming a part of the world community that doesn’t espouse its brand of failed Marxism? Becoming a democracy? Do we even have a common enemy that we should join together to combat? Maybe we should take a deep breath and spell out clearly what we expect from a neighbor that will surely benefit from the friendship and the largesse of America because undoubtedly Cuba has little to offer in return.

We have some visitors from out of town who want to try some of their bass fishing product line… mostly swim baits. Kotari Kake from Horaicho Tanabe City Wakayama, Japan… no joke. Their company, Gan Craft has been around for some time. They were very courteous and wanted to film some bass angling. Good to have them visit. Not much going on at the pond this week. Water temperatures are up and dissolved oxygen content is down… this makes the fish, especially the trout lethargic and not want to eat… sorry, but the fishing has taken a downturn. The fish are out there, but not co-operating very much. The camping and other amenities seem to keep our visitors busy. Lots of Bar-b-q’s, tossing the football around in anticipation of the upcoming season, bicycling, hiking, and the like. The other morning I went for a walk before coming in to work with my yellow labs, so I thought I’d share the story. We were headed back from the Merz house, which is just over the hill from us, where I picked up a dozen “free range and natural” eggs from Chris and George. I picked up a dozen yesterday, but one of my son’s visited… enough said. Do you remember… momentum and velocity usually overcomes mass. So, you need an adequate braking system when going at a fast rate of speed. Well. Hana is the female lab… younger, and still wants to chase everything that moves and half of what doesn’t. A small and unassuming rabbit popped out on the dirt road in front of us and just sat there almost tempting her to take up the chase. Hana had been preoccupied sniffing something a coyote had left behind the night before, but then noticed the rabbit and the chase was on… First down the middle of the road, but then it didn’t last long as the rabbit took an immediate right hand turn and disappeared into the scrub oak instantly. The only part of Hana’s body that followed the rabbit was her head as she put on the brakes, and, in a cloud of dust, blew right on by the location that the rabbit made its departure……let’s say by about 10 to 15 feet. Dear EarthTalk: What is the best way to recycle my old and/ or unwanted paint, primer and stains? -- Kim Beeler, Lake Oswego, OR Has one of the many popular shows on HGTV inspired you to renovate your own home? If so, you’re not alone! Home renovations have been on the rise the last few years in the U.S. and Canada, which can mean lots of leftover paint. Extra paint can last for years when properly sealed and stored away from extreme heat and cold, and if unneeded, can be donated to organizations like Habitat for Humanity and Keep America Beautiful. But if paint can no longer be used, what are some safe, environmentallyresponsible ways to dispose of it? The U.S. Environmental Protection Agency (EPA) estimates that about 10 percent of the house paint purchased in the United States each year— about 65 to 69 million gallons—is discarded. Leftover and unusable paint wastes causes pollution when disposed of improperly, the EPA warns. Before you can decide how to dispose of old paint, you'll need to determine what kind of paint it is. There are two types of paint: oil-based and latex; and regulations on disposal of each type of paint vary by location. In some areas, latex paint can be thrown out with the trash as long as it is completely dried. Keep in mind that some household waste haulers may not pick up latex paint even if it is completely dried, so always check with your local waste disposal service provider on rules and regulations applicable to your area. Oil-based paints, as well as paint thinners and other paint solvents, are considered hazardous household waste
(HHW) and are typically disposed of at HHW facilities. While many communities across the country will hold annual or semi-annual HHW collection days to make paint disposal easy for local residents, the new non-profit PaintCare is allowing residents of California, Connecticut, Rhode Island, Oregon, Minnesota and Vermont to have convenient disposal of house paint, primers, stains, sealers and clear coatings year-round. There is no charge for dropping off paint at a PaintCare drop-off site, and Paintcare’s site locator (available on their website and app) allows residents of applicable states to quickly find their closest dropoff location. PaintCare locations can be found at select SherwinWilliams, True Value, Ace Hardware and other retailers. “Retailer support of the PaintCare program is not only good business practice, but also an extension of good customer
service,” says Scott Cassel, Chief Executive Officer of the Product Stewardship Institute, Inc., a nonprofit that in partnership with the paint industry, led the national dialogue that laid the foundation for the PaintCare program. “By providing paint drop-off locations, retailers not only encourage more foot traffic, but they also offer an important kind of community service that addresses both environmental protection and convenience.” PaintCare manages the leftover paint it receives according to a policy of “highest, best use.” Their goal is to recycle as much as possible. Most of the oil-based paint is taken to a cement plant where it is blended into a fuel and burned to recover the energy value. Latex paint that is not rusty, molding or spoiled is sent to recycling companies and reprocessed into new paint. Some paint that the non-profit receives is nearly
new and in excellent condition, and is given away at swap shops or to charitable organizations. Paintcare plans to expand its locations into Colorado in July of 2015, Maine in August of 2015 and the District of Columbia in January of 2016. EPA Paints & CONTACTS:

Are There Thousands Of New Politicians In Our Future?

Would-be reformers have filed an initiative that, if adopted by voters, would make the California Legislature one of the largest – if not the largest – legislative bodies in the world. The Neighborhood Legislature Reform Act (NLRA) would require one Senator for every 10,000 Californians and one Assembly representative for every 5,000. This would mean that the Senate would increase from 40 to 3,850 members while the Assembly would balloon from 80 members to 7,700. The stated goal of this proposal is to reduce the influence of special interests, make our system more democratic and provide greater access to legislative representatives. While proponents of NLRA may have their hearts in the right place, the plan raises a number of concerns. Special interests, who spent $48.5 million to lobby in just the first quarter of this year, are not likely to be deterred by the greater numbers of lawmakers. Lobbyists, and those interests which employ them, will still have the capacity to track all the members and, because the numbers will provide a certain amount of anonymity, bribery and influence peddling could very well may be more difficult to detect. On the other hand, the ever shrinking news media, which is often the public’s first line of defense for uncovering corruption, will likely struggle to keep up with the activities of nearly 12,000 representatives. While larger numbers of lawmakers would appear to provide representation closer to home – currently each State Senator represents about a million constituents while Assembly members are responsible for half a million – the greater numbers might make it more difficult to hold politicians accountable. Although the initiative measure provides for the creation of smaller working committees to conduct the more mundane business, the most important matters, like passing a state budget, would be voted on by all legislators. If legislation is approved 5,999 to 5,551, would average Californians have any idea who to hold accountable for the result? Then there is the question of cost. While the initiative limits pay to $1 a year – working committee members would receive $50,000 annually– would taxpayers be expected to pay for thousands of
offices for the new lawmakers? How about cars, travel and other ancillary expenses that are currently reimbursed by California taxpayers? Probably the biggest hurdle faced by NLRA is one of perception: Most Californians would consider thousands of new politicians to be less welcome than a plague of locusts. Still, this initiative measure has merit if it stimulates serious discussion of reform. Another idea that receives consideration from time to time is the unicameral Legislature. Since 1937, Nebraska has had a one-house Legislature with 49 representatives, and prominent political leaders of the past have backed the adoption of this system in California. These have included Assembly Speaker Jess Unruh, Senate Minority Leader Ken Maddy and Senator Lucy Killea. The unicameral Legislature was endorsed in concept by the California Constitution Revision Commission in the mid-1990s, with the recommendation that the current two-house system be replaced with a 121 member state Senate. However, when it comes to reform of the California Legislature, the gold standard model remains the Texas Legislature, which is part-time, meeting every other year for no more than 140 days. Lawmakers are paid $7,200 per year, although they do receive a per diem of $150 when in session. California Legislators are full time and are the highest paid in all 50 states. Over a recent five year period Texas job creation increased by 12.3 percent while California lagged behind at 7.7 percent. The Tax Foundation ranks the business climate of Texas at 10 and California at 48 out of 50 states. Surveys of CEOs by Chief Executive Magazine consistently rate Texas at the top and California dead last as places to do business. Is there a connection between the superior economic performance of Texas and the fact that it eschews a full-time and expensive Legislature on the California model? Many Californians would like to find out.
