WELCOME Welcome to the 2018 edition of the Royal Torbay Yacht Club Yearbook . This is now an annual publication that not only contains the Club Racing Programme, Notice of Race and Sailing Instructions but is a source of useful information for members, visitors, prospective new members and class associations. It tells you something about our historic past and describes exactly what the club has to offer today for members, their guests and visitors. The Royal Torbay Yacht Club has been at the heart of sailing in Torbay for over 150 years, is proud of its long and distinguished heritage and continues to move forward in meeting the demands of the modern day. We are one of the leading yacht clubs in the South West with a thriving and growing membership. The club has a strong racing focus, it supports active Junior and Youth membership, and as an RYA Training centre it encourages training and coaching at all levels with both On Water and Shorebased training. Through its Ladies Sailing Group, Cruising Group and recently formed Motorboat Section the club has an increasingly wide appeal whatever your boating interest. The club maintains close links with other local clubs and marine based organisations. We are especially pleased to be working more closely with the Disabled Sailing Association where we share a common interest in training and in encouraging greater sailing participation. Our splendid and historic clubhouse sits proudly above the harbour and has over the last year undergone significant refurbishment. The growing reputation of our restaurant N.12@The Yacht Club and the newly decorated Corinthian Room is rapidly establishing the club as a venue of choice for many, and is home to our busy social programme. The members bar and terraced garden with panoramic views over Tor Bay are there for all to relax and enjoy. The club has over many years established a well deserved reputation for staging first class World, European and National Championships and we look forward to welcoming class associations in the years ahead. I look forward to meeting all members in the club or on the water during the year and to welcoming new members and visitors.

OUR HISTORY The first record of yacht racing in Torbay is in an advertisement in the Exeter Flying Post of a race to be sailed on Monday 11th September 1811. Some years later, on 19th August 1863, a group of gentlemen formed a social club known as “The Torbay and South Devon Club Company Limited”. They purchased premises on Beacon Terrace for the sum of £2500 which had been constructed some ten years earlier. In 1875, the Torquay Yacht Club was formed and the new Club granted an Admiralty Warrant to fly the defaced Blue Ensign. Later in the year a Royal Warrant was granted, with the Club’s name changing to the Royal Torquay Yacht Club. In 1885 the Royal Torquay Yacht Club merged with the Torbay and South Devon Club with the name changing to the Royal Torbay Yacht Club. In the following year, the freehold of the land on which the Club premises stood was purchased for £650. In 1886, the Club held its first Regatta where the prize money ranged from £4 to £25 and within two years the prize money had increased substantially to between £40 and £60. A milestone in the Club’s history was reached in 1932 when ladies were admitted to conditional membership with limited access to certain of the

Club rooms. Arrangements were made to hold the America's Cup trials in Tor Bay in 1934 and in 1935, six ‘J’ class yachts were racing in Torbay but with the death of HM King George V in 1936, ‘J’ class racing came virtually to an end. In 1937, an International Coronation Regatta was held with an entry list of 292 yachts including six 12-metres, eight 6- metres and 15 yachts over 75 tons. During the Second World War, the Club suffered many difficulties including bomb damage. Urgent repairs had to be carried out in 1944 on the billiard room ceiling which had become dangerous. More seriously, because of the war, in 1945 and 1946, whisky was rationed in the Club with members being restricted to two single or one double per day with no whisky being served on Tuesdays or Fridays! In 1948, the XIV Olympiad Sailing Races were held in Torbay, the Club subscribing £256 to the expense account and also giving a cocktail party for participants and Committee. During the 1950s a bar was built (members previously being served by staff in Club rooms), the Festival of Britain Regatta was held, the Club provided a room as an office for the GATT conference and the Duke of Edinburgh Cup races were sailed in Torbay.

In 1961, the Torquay Corinthian Yacht Club merged with the Royal Torbay Yacht Club and the combined unit continued to operate under the latter name. This brought with it an increased membership and an additional Flag Officer, a second Rear-Commodore. The Club was honoured in 1964 to have a crew of members selected to represent Great Britain in the Olympic Games in Tokyo in the International Dragon Class. They finished just outside of the medals in fourth place after lying second for most of the week. Throughout the 1960s, 1970s and 1980s and to the modern day the club has continued to host many prestigious sailing championships. In 1993, it was agreed that the members of Torquay Rowing Club who had been neighbours in the harbourside premises, should also become members of the Club. In 2013 the club was honoured with the presentation of a Blue Plaque by the Torbay Civic Society to commemorate the 150th Anniversary of the Royal Torbay Yacht Club and the 200th Anniversary of the Torbay Royal Regatta. In 2015 hosted the UK stopover of the prestigious Offshore Single Handed Race La Solitaire du Figaro.

CLUBHOUSE & FACILITIES THE CLUBHOUSE The Royal Torbay Yacht Club is housed in a unique Victorian building accommodating a comfortable club bar, function room and restaurant. The generous facilities include administration offices, committee/meeting room and training room. There are large changing facilities, hot showers and toilets. All public areas are covered by Wi-Fi with computer stations in the main bar and function room, facilitating weather forecasts; race results and passage planning.

HOST YOUR EVENT AT THE ROYAL TORBAY YACHT CLUB Our flexible and versatile accommodation in our classical clubhouse can be easily adapted to suit your needs. The Corinthian Room with modern décor and a commanding view of Torbay, can accommodate up to 110 for a seated meal, 250 for a standing function or 150 for a conference style event. Our intimate restaurant can accommodate 55 seated. These two rooms can be combined to accommodate a larger event. Finally, our committee room is ideal for business meetings or training sessions. CLUB RACING

The Royal Torbay Yacht Club offers some of the most extensive, competitive and well managed club racing to be found in the South West. RTYC is a busy and active club with regular sailing for its members from April through to New Year’s Day. Weekend racing takes place on Saturday afternoons for Sportsboats, SB20s, PY Dinghies and our two Junior Classes. On Sunday mornings we have racing for keelboats in both our IRC and Cruiser classes. From mid-April to mid-September there is racing for every class on Wednesday evenings. It just gets too dark to race outside of these dates. The Club has its own 33ft committee boat fully equipped to run racing at all levels and in most weathers. Racing is run to suit the individual classes with a variety of courses using predominately fixed marks and usually from windward starts. There also a facility for starting and finishing from Haldon Pier. We have a wide range of fleets: IRC and Cruiser Class Keelboats, Sportboats, SB 20s, Adult PY and Junior Dinghies. There is every opportunity to get out on the water should you wish to. The club continually looks to expand its existing

classes and introduce new developing classes where they complement existing fleets. In addition to regular club sailing we organise a number of special races and events during the year mainly for the IRC & Cruiser Classes. These include weekend races outside the Bay to the Yealm, Salcombe and Dartmouth in conjunction with our fellow local clubs. We also run the ever popular Offshore Week where the fleet races to the Channel Islands and then to ports in Brittany and Normandy. There are also special day races such as the Teignmouth Outfall Race now officially renamed as The Smugglers Run. Bill’s Goblet, a pursuit race for all classes including dinghies takes place May. The club and the bay come alive during the last week of August with the Royal Torbay Yacht Club running competitive racing over three days as part of the Torbay Royal Regatta. The culmination of club racing is the Annual Prize giving dinner held towards the end of September for all classes and the presentation of the much coveted Champion of Champions Trophy.

NOTICE OF RACE THE ORGANISING AUTHORITY IS THE ROYAL TORBAY YACHT CLUB This Notice of Race covers all Club Racing except the Channel Race, Offshore Week and Torbay Royal Regatta which will be covered by a separate Notice of Race.

2

Advertising

1.1 Racing will be governed by the rules as defined in The Racing Rules of Sailing 2017-2020 including Royal Yachting Association (RYA) prescriptions. 1.2 Competitors should note that the Organising Authority implements the RYA Racing Charter and that they will be expected to sail in compliance with it. The charter can be found in the front of the RYA edition of the Racing Rules of Sailing or on the RYA website following the link below. 1.3 The Equipment Rules of Sailing to the extent that they apply. 1.4 The applicable class or/and handicap system rules, including for IRC boats IRC Rules 2018, Parts A, B and C, but excluding rules 21.1.5(d) and (e) and rule 22.4. 1.5 Torbay Harbour Bye-Laws. Note: Links to the relevant web sites to read the above Rules are available from the RTYC web site http://rtyc.org/racingrule-websites/

2.1 Boats may be required to display advertising chosen and supplied by the organizing authority. They shall display such material as instructed.

Eligibility and Entry

3.1 The race programme is open to all boats of the following classes or handicap divisions. 3.1.1 IRC - Boats holding a valid IRC Certificate and a minimum SSS number of 8. (IRC class). 3.1.2 Cruiser Class - includes all keel boats who do not have a valid IRC certificate, a Portsmouth Yardstick Dinghy handicap or are rated as Sportboats. 3.1.3 PY Dinghy handicap class - Dinghies with a Portsmouth Yardstick Handicap Number. 3.1.4 Dinghies with a Portsmouth Yardstick Handicap Number of 1175 to 1249 (Fast) and 1250 and above (Sports), sailed by junior crews who are under the age of 18 on 1st 18

(Junior handicap classes). 3.1.5 Sportsboat Handicap Class - For boats with a minimum hull length of 5.0m, an asymmetric rig and a maximum hull length of 10.1m. 3.1.6 SB20 Class - One design class. 3.2 The Organising Authority may, at their discretion, allocate divisions of the above classes according to handicap rating and as designated in the Sailing Instructions. 3.3 Additional classes may be added by the Organising Authority at their discretion. 3.4 A minimum of five entries is required for a Class to receive separate scoring. 3.5 Starts may have to be shared with other Classes. 3.6 A boat entering the SB20 one design class will be automatically entered into the Sportsboat handicap class. No additional entry fee is required. 3.7 Eligible boats may enter by: completing the entry form online - http://rtyc.org 3.8 An entrant who changes a sail number, boat or hull or substantive change that affects the racing, must notify the Organising Authority in writing by completing a new entry form, and no additional fee will be payable. 3.9 Named helms are required to be declared for each Junior Handicap series (see 10.9 – Scoring). 3.10 To score series points the helmsmen of the entered boat (except visitors) in at least 75% of the races must be a Full Member of the RTYC. 3.11 By entering the 2018 Club Racing programme covered by this Notice of Race, all entrants agree to be placed on the Dutyman Roster. For Juniors, the person signing the parental consent section of the entry form assumes the duty. If the entrant is unable to undertake their duty then they may pass this duty to one of their crew as long as the allocated person is suitably qualified for the role.

Fees

4.1 Entry fees for the full programme of races shall be as follows:Junior classes £40.00 All senior classes £75.00 4.2 Entry fees for a single race will be £10 (£5 juniors) or single series of races will be £25 (£15 juniors), except that there will be no entry fee for the race for Bill’s Goblet, New Years Day Race and The Smugglers Run Races. 4.3 Non Members wishing to race the whole programme will be subject to a 50% surcharge on entry fees described above. 4.4 Entries must be received by the Club no later than 1200 on Friday before a Saturday/Sunday race and 1200 on Wednesday before a Wednesday race. rtyc.org

5.1 The Club Racing Programme 2018 with dates is available on rtyc.org or in the club yearbook available from the Club. 5.2 Races for the Sportsboat, SB20, PY Dinghy handicap class and Junior handicap classes will be on Wednesday evenings and Saturday afternoons. Races for IRC and Cruisers will be on Wednesday evenings and Sunday mornings. The first warning signal for the programme will be 18.15 on Wednesday, 4th April 2018. Measurement

6.1 A valid measurement or rating certificate shall be held at all times by each boat for the class for which she is entered. A valid copy of IRC rating certificates must be lodged with RTYC prior to racing. 6.2 Rating certificates for IRC may be changed during any rtyc.org

series of races. Any change of rating from that declared on the entry form must be notified to the Club not less than 24 hours before the scheduled warning signal of the next race of the series for which a change is required. 6.3 The Cruiser Class will use the South West Yacht Time Correction System, details on how to apply for this free certificate will be posted on rtyc.org 6.4 Handicaps for all classes other than IRC and Cruiser Class will be allocated according to all available published information and may be adjusted at the discretion of the Organising Authority on the basis of observed performance. 6.5 A boat shall comply with RRS 78.1 at all times whilst racing.

Scoring

7.1 Sailing Instructions will be available on rtyc.org and included in the club year book and available from the Club from noon on the 1st March 2018.

8.1 Courses will be fully described in the Sailing Instructions.

9.1 The Low Point System of Appendix A will apply. 9.2 To constitute a series, a minimum of 2 boats must have entered the Class and at least 66% of the series races must have been contested by any 2 boats. 9.3 Rule A4.2 and A9 are changed to provide that a boat that does not come to the starting area (DNC) shall be scored number of starters plus four points more than the number of competitors starting in a race. Any other result will be scored per the Low Point System. 9.4 Any boat that enters after a series has commenced will score the number of starters, plus four points for each race in which she did not compete. 9.6 Each boat’s series score will be the total of her race scores with her worst score discarded if four or more races have been completed. If six races are completed in any series, the worst two scores are discarded. If 9 races are completed in any series the worst three scores are discarded. If 13 or more races are completed in a series the worst four scores are discarded. 9.7 The S@H series has no discard. 9.8 All corrected times for handicap classes will be rounded to the nearest second to determine finishing place. 9.9 Any competitor who does not compete in a race(s) to help with the race organisation, of any Club event, will be awarded Series Average Points (SAP), excluding Discards. 10.1 All competitors in PY Dinghy, Sportsboat handicap and SB20 One Design classes and all helms or crews under the age of 18 on 1st January 2018, shall wear personal flotation devices at all times whilst afloat. Flag Y will not be displayed this changes Rule 27.1, preamble to part 4, Rule 40 and Race Signal Y 10.2 All boats or crews in classes other than those in 11.1 shall carry adequate personal buoyancy for each person on board whilst racing.

Boats carrying engine or cooking fuel shall carry a suitable fire extinguisher and a stout bucket of 9 litres minimum capacity attached to a lanyard. 12.1.4 Personal Buoyancy and Man Overboard. Boats shall carry personal buoyancy for each crew member at least sufficient to comply with Rule 40.1. It is recommended that personal buoyancy is worn by all crew members at all times whilst racing. Boats shall also carry a rescue quoit, or throw bag, with at least 15m of floating line and, at least, one lifebuoy or life sling. 12.1.5 First Aid. Boats shall carry a suitable waterproof first aid pack with instructions. 12.1.6 Anchor. Boats shall carry a suitable anchor and sufficient warp to hold the boat in 15m depth of water in the expected racing conditions. 12.1.7 Compass. Boats shall carry a suitable compass – handheld acceptable. 12.1.8 Equipment. All equipment, fittings and engines shall be securely fastened. 12.1.9 Propulsion. A means of propulsion, other than the boats sails, is to be provided. 12.2 All boats, other than those above, shall comply with Class or Handicap System Safety Rules. 12.3 The crew of all dinghies and Sportsboats shall wear clothing and safety equipment (including harnesses) in the manner intended by the manufacturer. Long hair shall be restrained to avoid any risk of entanglement with equipment.

This should be done on the day, or within seven days of the race. 9.10 If more than two races are sailed on one day, the first two races will count towards the series score. During the Sprints Series, the first five races will count towards the series score. 9.11 Boats will only be scored for a Junior Handicap Classes series if there is a nominated helm and unless a helm is nominated the boat cannot be considered for a series prize. 9.12 An entrant, who changes their boat or hull during the season, and within the same class, may count the old boat scores or hull scores, together with the new boat or hull scores, towards the Class Championship. Individual Series Points are not cumulative. 9.13 Any one design class with five or more entries will be scored separately within overall handicap classes.

10 Personal Buoyancy

11.1 Rule 52 and ERS B5 do not apply and the use of automatic pilots, whether electronic or otherwise, are allowed. 11.2 Boats using stored power for the adjustment or operation of running rigging (e.g. backstays, runners, checkstays, sheets, guys etc.), but excluding the hoisting, reefing or furling of sails, shall declare this to the RTYC sailing committee at time of entry.

12 Safety

12.1 All Sports Boat Handicap, SB20 One Design, IRC and Cruiser class entrants shall comply with the following safety rules. 12.1.1 Buoyancy. Boats shall either be self-righting from 90 degrees or have enough reserve buoyancy to support the boat and crew for at least 30 minutes following a capsize. Boats shall be equipped with suitable means for bailing or pumping. 12.1.2 VHF Radio. Boats shall carry either a fixed or 20

13.1 Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats.

14 Rights to use name and likeness

14.1 Competitors automatically grant to the Organising Authority, without payment, the right in perpetuity to make, use and show motion pictures, still pictures and live, taped of filmed television of or relating to the Club Racing Programme.

15 Prizes

15.1 Except where stated in the Sailing Instructions trophies will only be awarded to members of RTYC. 15.2 Prizes and trophies will be awarded for each class and series of races, together with special races and Club perpetual award trophies 15.3 Class Champion trophies will be awarded to the boat that has the best overall results adding up the points rtyc.org


achieved in each series, excluding the winter series. 15.4 The Wilkinson-Cox Trophy for the Club “Champion of Champions” will be awarded to a Class Champion based on the following: 15.4.1 A Class Champion who has been awarded the Trophy in the previous two years for their current or any other Class is not eligible to receive the Trophy. 15.4.2 All Club Series, apart from the S@H and Winter Series, are included in this calculation. 15.4.3 Add up the points (points) that each of the Class Champions have achieved in races in which they were not DNC. 15.4.4 Add up the number of races (races) in which points were achieved. 15.4.5 Any Class Champion who has races of less than 25 is not eligible to receive the Trophy. The sailing committee may, at a formally convened meeting, decide to remove this restriction for a class or classes in the event of special circumstances. 15.4.6 Find the largest number of races (mraces) any Class Champion has sailed. 15.4.7 Calculate the average number of boats that sailed in each of the fleet’s races throughout the Club racing (aveboats). 15.4.8 Find the largest number of aveboats in any fleet (maveboats). 15.4.9 Perform the following calculation for each Class Champion to create comparable scores Performance = points x mraces x maveboats/(races x aveboats). 15.4.10 The Trophy is awarded to the Class Champion with the lowest Performance score.

16 Risk Statement

Rule 4 of the Racing Rules of Sailing states “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.” Sailing is by its nature an unpredictable sport and therefore involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: 16.1 They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of

themselves, their crew and their boat to such inherent risk whilst taking part in the event; 16.2 They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; 16.3 They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; 16.4 Their boat is in good order, equipped to sail in the event and they are fit to participate; 16.5 The provision of a race management team, patrol boats, umpires and other officials and volunteers by the organiser does not relieve them of their own responsibilities; 16.6 The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances; 16.7 It is their responsibility to familiarise themselves with any risks specific to this venue or this event drawn to their attention in any rules and information produced for the venue or event and to attend any safety briefing held at the venue; 16.8 They are responsible for ensuring that their boat is equipped and seaworthy so as to be able to face extremes of weather; that there is a crew sufficient in number, experience and fitness to withstand such weather; and that the safety equipment is properly maintained, stowed and in date and is familiar to the crew. 16.9 Inspections The fact that the race committee conducts inspections of a boat does not reduce the responsibilities of each competitor set out in this Notice of Race.

17 Insurance

SAILING INSTRUCTIONS THE ORGANISING AUTHORITY IS THE ROYAL TORBAY YACHT CLUB Your attention is specifically drawn to the Safety and Insurance clauses in the Notice of Race 10, 12, 16 and 17.

Rules

1.1 Racing will be governed by the rules as defined in The Racing Rules of Sailing 2017-2020. 1.2 The prescriptions of the Royal Yachting Association (RYA) apply. 1.3 Competitors should note that the Organising Authority implements the RYA Racing Charter and that they will be expected to sail in compliance with it. The charter can be found in the front of the RYA edition of the Racing Rules of Sailing or on the RYA website following the link below. 1.4 The Equipment Rules of Sailing to the extent that they apply. 1.5 The applicable class or/and handicap system rules, including for IRC boats IRC Rules 2018, Parts A, B and C, but excluding rules 21.1.5(d) and (e) and rule 22.4. 1.6 Torbay Harbour Bye Laws apply. Notices to Competitors

2.1 Entries and eligibility are to be in accordance with the Notice of Race. 2.2 An exception is the Crews Race where eligibility shall be further limited to boats helmed by a crew member who has crewed in not less than 50% of the races that the boat which they are going to helm has competed in during 2018. Crews are not eligible if they have previously helmed in more than 30% of the races that the boat has competed in during 2018. This race is a stand-alone race and does not count towards a series.

3.1 Notices to competitors will be posted on the Notice Board located in RTYC Clubhouse and on rtyc.org.

Special Races

8.1 Pursuit Race for Bill’s Goblet - Start Times and Time Limits. Note: Entrants will be handicapped by variation in starting times. A list of starting times will be posted on the RTYC Notice Board by noon on Sunday before. Additional copies will be available to competitors in the Clubhouse. There is no entry fee for this race, but a collection will be made in aid of the RNLI after racing. 1425 – Red or Green flag with sound signal (warning signal). 1426 – Flag P with sound signal. 1429 – P flag lowered. 1430 – Red or Green momentarily dipped and sound signal. Thereafter 30 seconds before the next whole minute the appropriate handicap start time will be displayed on boards on the Committee Boat and removed at the exact time (for example a handicap start time of 1453 – “53” on boards will be displayed for 30 seconds and at the actual start time the “3” will be removed). There will be no recalls and premature starters will be penalised by 5 minutes for every minute or part of a minute by which they start early. Note: It is intended that race length shall reflect the median handicap boat sailing approximately 100 minutes. The Committee Boat will display flag “s” with two sound signals to signify that the finishing line has been set. 8.2 The Smugglers Run This race is for cruisers with an IRC rating or SWYTCS Certificate. Qualifying boats will start as one class with warning signal (Numeral Pennant 1) at 0955. Starting procedure will be as clause 12 of Sailing Instructions. The course will be from the start to a mark, identified by VHF Channel 72, from the committee boat, together with rtyc.org

Race Area

9.1 The racing area will normally be in Torbay as shown in Appendix 1 Course Card 2018. Exceptions may occur for coastal races for IRC and Cruiser Classes.

10 Courses and Marks

10.1 Details of marks for can be found in Appendix 1 Course Card 2018. 10.2 The mark number, or letter, will be displayed on a board in the order in which they are to be rounded or passed 10.3 IRC & Cruiser Classes: This course may be broadcast by VHF radio on Channel 72. 10.4 Junior handicap class may receive verbal instructions from an attendant safety boat. This changes SI’s 10.2, 10.6, 10.7 and Rule 41 Outside Help. 10.5 The first leg of the course is an intended windward leg for Committee Boat starts. 10.6 A red flag displayed on the committee boat will signify that all marks are to be left to PORT. A green flag will signify that all marks are to be left to STARBOARD. If neither Red nor Green flags are displayed the marks to be rounded will be shown on a course board with a (P) or (S) to signify that they are to be left to Port or Starboard. 10.7 The number of rounds to be sailed will be displayed on a board on the committee boat. Each time a boat rounds the leeward mark a round is completed. The course may be shortened for any reason at the discretion of the Race Committee. 11 Areas that are Obstructions

11.1 The entirety of the Scallop Nursery beds, forming an imaginary box including the yellow beds marker buoys (flashing Y.2.5s) approximately 0.5nm south of Thatcher Rock, are an obstruction. This obstruction can be passed on any side. The coordinates that make up the corners of the bed are: 50°26.700’N 03°29.690’W 50°26.865’N 03°29.690’W 50°26.865’N 03°29.170’W 50°26.700’N 03°29.170’W

12 The Start

12.1 If a Blue flag is displayed from the RTYC Flag Pole at the base of Haldon Pier 30 minutes before the first warning signal of the day then the start will be from the flag staff at Haldon Pier. If a Blue flag is not displayed from the RTYC Flag Pole at the base of Haldon Pier then the start will be from a committee boat. 12.2 Races shall be started by using rule 26 with the warning signal made 5 minutes before the starting signal. Times shall be taken from the visual signals; absence of a sound signal shall be disregarded. The warning signal for each succeeding start shall be made with the starting signal of the preceding class. 12.3 The Starting Line will be between the mast on the committee boat displaying an Orange flag and a nearby mark or a white danbuoy with an Orange flag (Mark A). If a Blue flag is displayed from the RTYC Flag Pole at the base of Haldon Pier then the start line shall be between the pole at Haldon Pier displaying an Orange flag and outer distance Mark R or G as appropriate to course indicated. 12.4 The committee boat may be positioned at either end of the starting line at the discretion of the Race Committee. 12.5 Boats whose preparatory signal has not been made shall keep clear of the starting area and of all boats whose preparatory signal has been made. 12.6 A boat shall not start later than 5 minutes after her starting signal. 12.7 For Sunday races only, these may at the discretion of the Race officer be started using an alternative method as communicated by vhf on the day. .

13 Change of Course after the Start

13.1 To change the next leg of the course, the Race Committee will signal a change of course by displaying Flag C over the class flag(s) for the classes affected by the change, accompanied by repetitive sound signals. If no class flag(s) is displayed the change of course will apply to all classes. The new course to be sailed will be displayed on the blackboard on the committee boat indicating the marks to 24

be rounded and the order in which they are to be passed and whether they are to be left to port or starboard. No compass bearing of the next leg or +/- will be displayed. The change of course will also be broadcast on VHF marine channel 72. This changes Rule 33.

14 The Finish

14.1 The finishing line will be between the mast on the committee boat displaying an Orange flag and a mark of the course, or if a Blue flag is displayed from the RTYC Flag Pole at the base of Haldon Pier then the finish line shall be between a pole on Haldon Pier displaying an Orange flag and an outer distance mark R or G as appropriate to course indicated. Boats may be asked to self-time their finish. If doing so please record time of finish and boats in-front and behind. Pass this information to the Race officer within 24 hours.

15 Alternative Penalties

15.1 For the Sports Boat handicap and SB20 One Design classes RRS 44.1 and 44.2 are changed so that only one turn, including one tack and one gybe, is required, except that if the infringement is against a boat competing in another class a two turn penalty must be taken.

16 Time Limit

16.1 If one boat sails the course as required by RRS rule 28.1 and finishes within the time limit, the time limit shall be extended by 30 minutes for all boats in the same class. 16.2 If no boat in a class has finished within the time limit, but at least one round of the course has been completed the result for that class may be decided on the positions of boats at completion of the last complete round. 16.3 When a boat ceases to race before expiry of the time limit, and no other boat of the same class completed a further round, the boat that has ceased to race will be recorded as finishing in accordance with Sailing Instructions 15.2.

17 Protests and Requests for Redress

17.1 Protests for IRC class and Cruiser Class shall be delivered to the Club Office within 24 hours of the finish of the race. The protest time limit for all other classes is 2 hours after the last boat has finished the last race of the day. 17.2 The date and time of Protest Hearings will be notified to all parties as soon as possible after the lodging of a protest form. 17.3 The RYA Arbitration of the RYA Rules Disputes procedures shall apply (for information, go to www.rya.org. uk/go/rulesdisputes). The outcome of an RYA Arbitration can be referred to a protest committee, but an arbitration cannot rtyc.org


be reopened or appealed. This changes RRS Part 5 section B, Rule 63.1.

18 Scoring

18.1 Scoring will be in accordance with paragraph 10 of the Notice of Race.

19 Miscellaneous

19.1 When reference is made in these Sailing Instructions to flags and pennants the Race Committee may use painted boards in their place. 19.2 The Race Committee will use VHF Radio Channel “72” for communication with competitors when appropriate and will, when possible, provide change of course information. Clarification by the Race Committee to individual competitors on course changes using Channel “72” shall not be deemed to comprise outside help. This changes rule 41.

20 Prizes

20.1 Trophies and/or prizes will be awarded in accordance with paragraph 15 of the Notice of Race. 20.2 Except where stated in Special Sailing Instructions trophies will only be awarded to members of RTYC.

21 Special Safety Instructions

21.1 A young competitor shall be any person under the age of 18 on the 1st January 2018 who intends to race on a boat in any race to which these Sailing Instructions apply and on which there is no crew member over the age of 18 years on 1st January 2018. 21.2 No young competitor shall leave the harbour at any time after 30 minutes before the warning signal of the race in which he/she intends to compete, unless a safety boat is under way and the boat and crew have been checked by the Beach Master. 21.3 No PY Dinghy handicap class shall leave the harbour before the warning signal of the race in which she intends to compete during the Winter Series unless a rescue boat is underway.

AUGUST 25th to 27th 2018 The Torbay Royal Regatta has been taking place for over 200 years and is one of the highlights of the sailing and social scene in Torquay, and takes place this year over the August Bank Holiday Weekend. One of the premiere sailing regattas in the South West, the event remains as popular as ever and this year promises to be another great occasion with over a 100 yachts and dinghies expected. • Quick and easy access to race areas • A great family occasion with racing for all ages • Free berthing and boat parking • Car parking opposite the club • The club and harbour are close to the town • Wide choice of accommodation within walking distance of the Yacht Club and Harbour The sailing regatta offers competitive championship racing over three days Saturday to Monday with classes for

IRC Yachts, Cruisers, Sportsboats, Asymmetric / Non Asymmetric Dinghies and Junior Dinghies. The event in 2018 will be further enhanced by the presence of the VX One Nationals and the 29er Class Summer Championship. This will be followed by the Royal Regatta Anniversary Challenge Cup Races for all classes and Junior Team Race on the Tuesday. Over many years the Royal Torbay Yacht Club has gained a well deserved reputation for first class race management, competitive racing, cordial hospitality and shoreside entertainment during the annual regatta week. The terraced garden and members bar are ideal viewing points for both the sailing events and annual Regatta Fireworks display on the Monday evening. The club welcomes further enquiries from any classes who may be interested in staging their Regional or National Championships as part of this prestigious event being sailed in some of the finest sailing waters in the South of England.

JUNIOR SAILING TORBAY YOUTH SAILING TRUST The Torbay Youth Sailing Trust (TYST) was formed in 2007. It was granted charitable status in 2008 under the umbrella of the Royal Torbay Yacht Club to encourage local children into sailing and join the club as Junior Members. Through TYST the Club offers two-day Sailing Courses to children between the ages of 8 to 13, following the RYA Onboard scheme. Our programme of participation by local schools is increasing in popularity. TYST owns its own boats and has a team of RYA trained instructors and volunteers who run its activities. Parents are encouraged to get involved and once children become competent they can borrow Trust boats to join in the many Club activities such as fun sailing, racing and further training.

New for 2018! GMM Insurance of Newton Abbot have kindly donated 3 new Standup Paddle Boards for Club use. These will be available to juniors, members and the community for hire and use during the summer months.

JUNIOR SAILING AT THE ROYAL TORBAY YACHT CLUB The Royal Torbay Yacht Club welcomes new junior members and their families to experience the many opportunities on offer in Torquay. Our training centre follows the RYA syllabus. We have been an RYA Champion Club for many years and more recently appointed as the only RYA High Performance Centre in the South West, the pinnacle of performance coaching and racing. Club racing for Juniors takes place on Wednesday evenings and Saturday afternoons from April to October, with fun sailing on Friday evenings and numerous training sessions throughout the year. We enjoy a lively social programme with lots of fun events for

Junior sailors and their families. Parents and carers are encouraged to get involved in our activities and join the club. There are opportunities for all both on and off the water. The club has a comprehensive safeguarding system and policies that are regularly reviewed by our experienced safeguarding officer. CRUISING GROUP The South West coastline of Dorset, Devon and Cornwall is renowned as one of the most beautiful and popular cruising areas in the country, with the Channel Islands, the Isles of Scilly and coasts of Normandy and Brittany all within comfortable cruising range. This places Torquay as the ideal base for your West Country cruising ambitions. The Cruising Group of the Royal Torbay Yacht Club organise cruising in company and long weekend trips to a range of South West destinations, working closely with the Motorboat section in the club. Currently a small but active group within the club and looking to encourage new members and participants. The group enjoy the camaraderie of cruising in company to local destinations

and arranging social events for its members. Cruising in company can offer reassurance and peace of mind to those less experienced cruisers. The most popular trips are long weekends to some of the more beautiful destinations in the area Dartmouth, Salcombe, Lyme Regis to name but a few. We often aim to plan our destination to incorporate local events. Dartmouth Music Festival in May and the Food Festival in October are always popular and well supported trips. Trips to the Channel Islands and further afield have featured in recent years and can be arranged for those with broader ambitions. We also have a Cruising Group members-only Facebook page with planned trips and photographs featured.

MOTORBOAT SECTION The Motorboat Section represents the interests of the many members with motorboats and seeks to encourage new members with motorboat interests. Following his appointment as Motor Boat Captain, Roger Walters been delighted at the number of people who have emailed him to say they are interested in joining events or offering help. It is intended to run both boat-based and land-based talks and practical training including boat handling and engine maintenance throughout the year. The section will be working closely with the club Cruising Group, and looking to join with them in their planned trips. The club is keen to welcome prospective new members who are motorboat owners and encourage them to participate in the many training, social and on water activities on offer.

SOCIAL LIFE The club is not just the home of superb sailing and championships, it is also a social centre for members and visitors at the heart of Torquay Harbour. The Club Bar is open both lunchtimes and evenings and is a popular venue for club members and their guests to meet. New members and visitors will be assured of a warm welcome. Friday night is the time when members traditionally gather with guests and visitors for a chat, drinks and nibbles at the club bar or a meal in N.12@TheYachtClub the superb club restaurant. Often championships or other events help swell the numbers to create a really great atmosphere. Wednesday evening, during the April to September period, is Sailing Night

with crews gathering for the après-sail activities in the club bar and enjoying sailing suppers in the restaurant. They are joined by the race-night helpers and friends; it's always a busy and lively evening. On Wednesday nights from October through to April it is Quiz Night in the club. Members gather weekly in teams of up to 10 to pit their wits and knowledge against a range of subjects. It is another social occasion that attracts sailors and members of all interests. The restaurant is open from 6.30pm prior to the start of the quiz at 8pm. The club social programme includes themed dinners, rugby lunches, ladies' lunches, junior parties, summer BBQs, wine tastings and evening talks.

AFFILIATED CLUBS TORQUAY ROWING CLUB Founded in 1869 the Torquay Rowing Club is one of the oldest sporting clubs in Torbay, and although boats and equipment have changed dramatically during its long history, the aims of the club remain the same, to foster the sport of amateur rowing and to provide amenities for its members. The club has been affiliated to the Royal Torbay Yacht Club since the early 1980s and enjoys the use of its bar, restaurant and other facilities. Rowing facilities available to members

include the use of the Fine and Coastal boats for racing and training, together with rowing machines and other training equipment under the guidance of the Club Captain and club coaches. Members are encouraged to represent the Torquay Rowing Club at both Fine and Offshore regattas in the West of England and further afield. The club hosts the rowing event of the Torbay Royal Regatta and the coastal rowing Thatcher Rock 8K race.

Social activities are a strong part of the club and these include the Crab Supper, BBQs, bowling nights and the renowned Holly Ball. Haldon Pier to the south and Princess Pier to the west, form the main breakwaters and give shelter to the enclosed harbour facilities. Beacon Quay provides access to a modern and user-friendly slipway, accessible at all states of the tide. The Royal Torbay Yacht Club has built an enviable reputation over many years in hosting major National and International sailing events from the J Class racing in the 1930s to the sailing venue for the 1948 Olympics. In 1995 the Dragon Gold Cup was staged in Torbay and in recent years the Melges 24, International Cadet Class, Albacore Class, Taser Class and SB3 class have all chosen Torbay as the venue for their World Championships. In 1991 Torbay was selected as the British stop over for the round Europe race and in June 2015 the Royal Torbay Yacht Club hosted the UK stopover for the prestigious single handed offshore race La Solitaire Du Figaro.
