A Bridge brings people from "BLUE" to "GREEN".

Unemployment is a common phenomenon in modern society and the unemployment rate is a wider measure of unemployment. It is easy to find that the unemployment rate has never been equal to zero since its birth. At the same time, unemployment has caused many social problems, such as: social instability, high frequency of violence and so on. For individuals, work is the most important link between people and society. The unemployed and the society with high unemployment rate need a “bridge” to help them return to normal life and order. In recent years, as people pay more and more attention to environmental protection, green-collar jobs have come into people's vision. In the United States, the government and people attach great importance to the field of green energy, and the number of green-collar jobs is expected to increase five times in the next 20 years. At the same time, green-collar jobs are closely related to white-collar jobs and blue-collar jobs, even the focus of green-collar jobs is more in the field of green energy and environmental protection, which means that it is relatively easier for people to switch from blue-collar jobs and white-collar jobs to greencollar jobs. Therefore, a success center, which focuses on transferring people to green-collar jobs, is the best choice to be a “bridge”. My research and thinking will include an overview of the unemployment problem, the unemployment problem in St. Louis, the example of success center, the specific content of green-collar jobs, and the requirements of training green-collar workers, which will guide my site selection and design scheme generation finally. Unemployment has always been an important problem in American society, and St. Louis is no exception. There are three main types of unemployment: 1.Cyclical unemployment, 2.Structural unemployment, 3.Frictional unemployment. Different types of unemployment correspond to different characteristics of social changes. Green-collar jobs have many advantages: higher wages, lower entry threshold, more potential in the future. With the continuous loss of blue-collar jobs in the United States, green-collar jobs are the best choice for these unemployed people. St. Louis has many job centers, whether established by the government or NGO. After analyzing these job centers, I found that there are few program for green collars. At the same time, there are no special measures to solve different unemployment problems.

UNEMPLOYMENT IN U.S.

We usually think that unemployment is caused by the recession, but this is only one type of unemployment. In fact, there are three types of unemployment: 1. Cyclical unemployment caused by cyclical economic recession, which is also the main reason for high unemployment rate. 2. The mismatch between the skills of workers and the skills required by employers is the result of structural unemployment. 3. Voluntary unemployment, which occurs when people seek other job opportunities, is also called frictional unemployment. Therefore, whether the unemployment rate rises, falls or remains relatively unchanged, the existence of the unemployment rate reflects some changes and instability of the society: whether it is the change of the economic at the whole social level, the increase or decrease of population, the upgrading and elimination of industries, and the change of expectation at the individual level. As a result, how to control the social unemployment rate and turn the unemployment rate into a benign value is the key to ensure the stable development of individuals and society. 7

From 1990 to 2020, the whole United States is facing a serious unemployment problem. Different states experienced high unemployment rates at different times. Therefore, it is very important for the whole United States to properly solve the unemployment problem.

For program design, it is very important to know which programs have existed in the job centers. Based on the existing job centers in St. Louis, the preliminary design is carried out. At the same time, I studied most green-collar jobs, classified them, in order to find out the space needs of training green-collar jobs. Because the existing job centers have no solution to different types of unemployment, I use the needs of users, activities and interactions to explore different requirements of programs for solving different types of unemployment problems. Finally, according to the specific function and size requirements of different space, I designed the quantities and size for programs and used the logic of people's activities of space to layout all programs.

Because the new success center focuses on the training of green-collar jobs, it has a very close relationship with green energy enterprises. The choice of site needs to be within the reach of the green enterprises in St. Louis to form industrial advantages. Because the advantage of green collar work: relatively higher work is conducive to helping poor families, so I studied the overall income level of St. Louis. Site selection needs to be as close to these poor areas as possible. After analyzing the users of success center in the future, I found that these people can be divided into: 1. People from surrounding cities; 2. People from St. Louis who are engaged in blue-collar jobs. Therefore, the site needs to be within the reach of intercity transportation and close to the area where blue-collar workers live. These transportation elements include airport, railway station, metrolink station, main road and public transportation system.

The new success center will not only be a training base for the unemployed, but also a space for communication among the employed. At the same time, the cooperation between different users is activated to create unlimited possibilities for greencollar jobs. People can be trained here to become future green-collar workers, receive career services to solve the unemployment problem, and communicate or cooperate to promote the development of green industry in St. Louis.
